The Critical Role of
Dear Members and Friends of the National Pawnbrokers Association,
The Capitol Club, initiated in July of 2025, underscores the strength and collective commitment of the NPA members. The name reflects the foremost reason members report feeling connected to the NPA: the Association’s dedicated government relations efforts. Members understand that work undertaken at both the state and federal levels provides critical assurance that their rights as business owners are protected. This ensures that businesses remain strong despite persistent — and often inaccurate—misperceptions about the pawn industry.
The NPA is to represent an industry with centuries of history—a profession that provides opportunity, financial security, and a vital safety net to millions of consumers worldwide. The
Capitol Club offers members a direct way to support advocacy efforts, reinforcing the NPA’s capacity to represent pawnbrokers at the highest levels of government.
This new campaign directly funds work on Capitol Hill. Each year, the NPA hosts their annual Legislative Conference in Washington, DC, bringing together pawnbrokers across the country to meet with lawmakers who make decisions that impact the livelihoods of customers and families. By organizing more than 100 meetings with legislators, the NPA facilitates a structured and effective platform for members to ensure their voices are heard. The Capitol Club has been created to ensure the continuation of this critical engagement by supporting logistics, planning, and coordination for effective advocacy.
In 2025, Team GRC evaluated more than 9,000 state legislative bills that met criteria outlined for review. Of these, 537 bills are currently being monitored or “watched.” Additionally, 147 bills from 2024 continue to require careful observation. These numbers demonstrate the scale and rigor of this work.
The Capitol Club was launched with the ambitious goal of raising $240,000. While this goal is aggressive, we are already two-thirds of the way there. Program benefits will be rolled out in 2026 to highlight and celebrate participating members.
There are four levels of participation, with the Founders Council serving as the top tier. Each level having 10 spots, and 6 of the top 10 Founders Council
slots have already been secured. Other levels include Pawn Keyholder, Hill Champion, and Legislative Leaders.
I want to extend a special thank you to United Precious Metals. They have stepped forward to sponsor the 2026 Legislative Conference as the exclusive Gold Sponsor. United has been a longtime friend to the NPA, and their continued support helps ensure a strong and effective presence on Capitol Hill and a world-class advocacy experience.
I want to express my sincere gratitude to all members who have made financial commitments to the NPA through The Capitol Club contributions. This funding strengthens advocacy efforts and helps safeguard the future of a profession that has served communities for generations. Thank you for your continued dedication to the NPA and for supporting The Capitol Club.
In conclusion, I want to commend the efforts of the NPA staff, whose diligent work has increased our membership numbers. Together, we are building a stronger, more resilient Association, one that ensures the pawn industry continues to thrive while being recognized for the vital role it plays in the economy.
With respect and determination,
Bill Dawson, NPA President

Dear NPA Members,
As we prepare for another successful year ahead, I want to take a moment to recognize a group that plays an essential role in the strength, growth, and long-term success of our association
—NPA’s Industry Partners.
These organizations are much more than vendors or event sponsors; they are an integral valued part of the NPA community. They invest their time, their expertise, and their resources into supporting the pawn industry and helping our members navigate a rapidly evolving marketplace. Whether its through innovation, specialized products and services, or willingness to educate and inform, our Industry Partners consistently enhance the professional experience of pawnbrokers across the nation. Their engagement contributes meaningfully to our mission, our advocacy efforts, and the value we are able to deliver to every member.
NPA Industry Partners continuously step forward to keep our members informed, equipped, and prepared for the evolving landscape of our industry. They share knowledge, offer timely insights, and stand with us in our advocacy efforts. Their engagement strengthens the NPA’s
In appreciation:
mission and directly enhances the member experience.
This year, we proudly launched the NPA Vendor Council, a committed group of NPA Industry Partners who meet quarterly with NPA leadership to discuss benefits, share feedback, and help us continually enhance the value we deliver. Their participation reflects a deeper level of partnership - one built on collaboration and shared purpose. We know that many of our Industry Partners seek more than oneoff sponsorship opportunities, and we are actively evaluating new ways to support and grow these relationships so they remain mutually beneficial year-round.
With the rollout of our new InfoHub membership portal, we are especially excited to expand opportunities for our Industry Partners to position themselves as thought leaders and influencers within the industry. The InfoHub is designed to be a centralized, member-focused resource—and Industry Partners play a vital role in its success. We encourage our partners to use this platform to share their expertise, educational content, insights, and guidance. By contributing directly to the InfoHub, NPA Industry Partners help elevate the knowledge base of our entire membership while strengthening their own visibility and authority.
Additionally, the NPA’s online Vendor Marketplace continues to serve as an extensive directory showcasing
every Industry Partner. This marketplace allows members to easily find trusted companies, explore products and services, and learn more about the partners who support our community. Within the Marketplace, the “Deals” section gives Industry Partners the opportunity to list special pricing, incentives, and exclusive programs tailored for NPA members.
We are also proud to spotlight each of our Industry Partners in every issue of The National Pawnbroker magazine - another way we reinforce their value and to keep our members informed about the companies that invest in the health and future of our industry.
I encourage every NPA member to take full advantage of these knowledgeable, and committed partners. When you are evaluating products or services, please consider NPA Industry Partners first. Their investment in the pawn community is significant, and their support helps our entire industry thrive.
On behalf of the NPA, thank you to all of our Industry Partners for your continued dedication and partnership. We appreciate you—and we sincerely appreciate your continued support.

GRC YEAR IN REVIEW
by Lisa Little, NPA Government Relations Chair
For many of us,
this year has felt like a long exhale after several years of holding our breath. The tone from Washington has shifted, and at times it may feel as though pawn is not facing the same level of direct pressure from federal regulators. It is a welcome change, but it is not a signal to relax.
When federal agencies ease up, state legislators and attorneys general often feel empowered to take their place. Consumer protection issues do not disappear. They simply shift closer to home. That is why the work of the NPA Government Relations Committee, and your support of it, remains critically important.
This year has been one of vigilance, preparation, and quiet but meaningful victories for pawnbrokers nationwide. Here is a clear view of what your advocacy dollars have accomplished.
Federal Advocacy by the Numbers
The 2025 Legislative Conference brought nearly 60 pawnbrokers from 22 states to Washington. Together, we held more than 120 meetings with Members of Congress and their staff. Each meeting was an opportunity to explain how pawn works, who we serve, and why protecting access to collateral-based lending matters for millions of Americans.
NPA charges no registration fee for pawnbrokers to attend the Legislative Conference. This is intentional. Your dues and vendor partnerships support this core service so that everyone in our industry benefits from a strong presence on Capitol Hill.
Legislative Activity We Monitored
Team GRC reviews hundreds of federal and state documents every week. This year our team identified and tracked over 500 bills out of more than 245,000 bills filed across all 50 state legislatures. These bills covered credit, banking, reporting, consumer protection, and lending definitions that could have swept pawn into rules written for very different products. The most common bills of the year addressed privacy, firearms, and rate caps.
From that monitoring, we:
Identified state bills aimed at other industries that would have accidentally included pawn
Supported the Payment Choice Act at the federal level to protect cash use for in-person transactions
Advocated against an onerous federal 36% APR rate cap bill
Collected member stories on bank discontinuance and other issues to share when needed, which included supporting several federal bills introduced to address de-banking where NPA has been quoted publicly in the House and Senate
Provided updates, alerts, and state specific guidance so members could respond quickly and clearly
Contʼd on page 16
This work keeps pawn out of the crossfire and ensures lawmakers understand our industry before decisions are made.
The Importance of Working Behind the Scenes
Some of our biggest victories are the battles you never see. Much of GRC’s success happens quietly, preventing harmful bills before they ever make it to committee or removing pawn from legislation that could have had unintended consequences.
Our goal is to make sure pawnbrokers can focus on running their businesses without being blindsided by sudden legislative or regulatory shifts. It is this steady, behind the scenes vigilance that keeps our industry strong, stable, and well protected.
Supporting Members and Strengthening State Leadership
Beyond tracking legislation, GRC played a more active role with members and state associations this year. NPA’s Team GRC supported members nationwide by responding to government relations questions as they arose. These questions often come at critical moments, and our ability to provide clear, timely guidance helps members navigate issues before they grow.
This fall, we also expanded our quarterly State Presidents Meeting to include all state association leaders. Opening this meeting to a broader group ensures better communication, faster responses to threats, continuity, and a stronger national network of informed leaders.
We held a special town hall on MLA and SCRA compliance issues in response to an increase in member questions.
Team GRC also participated in Georgia’s Legislative Luncheon during Pawn Expo. We met with lawmakers, answered questions, and reinforced how traditional pawn serves local communities.
As the Govenment Relations Committee Chair, I attended both the Midwest Pawn Convention and the Dixie Pawn Convention, where I presented on current issues and fielded questions from members. These meetings gave us a chance to connect directly with pawnbrokers, share updates, and emphasize why staying informed and engaged in government relations is essential for protecting our businesses. We also held our annual GRC Panel and Q and A Session at Pawn Expo.
Looking Ahead: Stay Vigilant
It is true that federal pressure has eased. But we cannot mistake quiet for safety. When federal agencies step back, state enforcement often increases. Many state attorneys generally are elected and eager to demonstrate leadership on consumer protection. Broad definitions of high cost or alternative credit can easily capture pawn if someone is not watching closely.
This is also the time when best practices matter most. Compliance exams include look back periods that review years of activity. A calmer political climate does not mean regulators stop evaluating conduct. And to be sure, while the CFPB has been significantly scaled back, it can still take enforcement actions, can be revitalized in a few years, and take action against previous violations while its wings were clipped. Continue to follow your processes, documents, and procedures exactly as written so that future compliance audits will not be an issue. Staying vigilant now protects you later.
GRC is watching. And we will continue to watch. But the safest path forward is a combination of professional advocacy and engaged members.
Join Us in Washington April 21–22
Your Government Relations team works for you all year, but nothing replaces the power of pawnbrokers telling their own stories face to face with lawmakers. I want to personally invite you to join us at the 2026 NPA Legislative Conference on April 21 and 22 in Washington, DC.
You do not need to be an expert on legislation to attend. You only need to care about your customers and your business. Before you ever step onto Capitol Hill, you will receive clear briefings, simple talking points, and practice sessions with other pawnbrokers so you feel fully prepared and confident.
Your presence matters. Your story matters. And your involvement helps protect our industry nationwide.
We look forward to seeing you in Washington this April.
For many in the pawn business, the online feel like a secondary concern. But for Scott Nell, owner of Big Dog Pawn & Jewelry, and his daughter Randi Butterfield, it’s the secret sauce that transformed their business. With a combined 41 years in the industry, they embarked on a new journey into online marketing about seven years ago and shared their roadmap to success in a recent Lead & Learn session.
How Big Dog Pawn & Jewelry Mastered Online Marketing
Their approach is built on a clear philosophy: online marketing and content creation are two different, but deeply connected, parts of a whole.
These were people who, despite never having been a customer, regularly viewed Big Dog Pawn’s videos.
Content may be king, but Scott and Randi emphasized that it’s useless without a strong online foundation. They pointed to Google Reviews as the “key” and the “secret sauce” to staying busy.
“When entering new loans,” Scott said, “we require our team to ask how they heard about us... hands down, it’s Google.”
The Strategy: Reaching the Other 90 Percent
Before they ever hit record, Scott and Randi built a foundational strategy. Their primary goal was clear: get in front of the 90% of people who have never set foot in a pawn shop.
“Everything we do, all the videos, content, and strategy is how can we get in front of those people that don’t know anything about us?” Scott explained.
To attract customers required two key commitments. First, the owner - not an employee - had to be the face of the brand. “I didn’t think anybody else would have the passion that I have,” Scott noted. Second, their online persona had to be authentic. They have a “silly,” “funny,” “upbeat” style, and they ensure this exact tone is the first thing customers feel when they walk in the door.
They don’t just hope for good reviews; they actively cultivate them. Their team is trained to ask super fans at the perfect moment, like when a customer says, “I love coming here.” A favorite phrase is, “Are you opposed to doing me a favor?”. They get the customer’s commitment and send the link while the person is still in the store.
Equally important is responding to all reviews—positive and negative. They use negative reviews as a learning tool and always answer professionally, knowing that potential customers are judging them by how they handle criticism.
This foundation is supported by strong Search Engine Optimization (SEO), with the goal of always appearing in the top three organic (non-sponsored) search results.
The Content: Teach, Don’t Sell
The result? Local fame! At a recent gun show, for instance, people constantly stopped them, saying, “Oh my gosh, I can’t believe I met you” and “it feels like I’m meeting a celebrity.”
With a strong foundation, the content’s job is to build a relationship. Scott and Randi do this with two types of content.
First, they run “Forever Ads,” which are high-quality, locally-targeted videos that have been running for five plus years. They don’t sell anything. Instead, they teach.
Their most successful one, with 185,000 local views, is a public service announcement about fake “gas station gold” that invites people to use Big Dog Pawn’s analyzer for free. These ads build immense social proof by accumulating hundreds of positive comments from local fans over time.
Second, their daily content follows one simple rule: Teach your customers something.
“We wanna teach our customers something in every video,” Randi said. They’ve made successful videos on everything from the security features of a $100 bill and spotting fake coins to the difference between a solid and a hollow gold chain.
They even post content that has nothing to do with the pawn business, like a video on how to turn off the gas line to a house. Why? Because it’s valuable, it’s authentic, and it keeps their brand in people’s feeds.
Anyone Can Do It
“If you would’ve told me when I was in high school that my dad would be doing Facebook lives, I would’ve called you a liar,” she laughed. “He was not the guy”.
Ultimately, the session’s message was that this success is achievable for anyone willing to be authentic and consistent. Randi shared a final, telling story.
Scott agreed, emphasizing “I wanted a successful business... and I quit caring about what I looked like on the camera. I care about how much our business is thriving.” All LEAD & LEARN sessions are recorded and available on demand in your InfoHub member account. You can access them 24/7 in the Resource section under PAWNBROKER RESOURCES > ON-DEMAND VIDEOS.

Like the sky overhead, most of Fayetteville is still asleep when Rob Barnett arrives at the Elk River Trading Company on a cold December Saturday morning. Today isn’t about sales — it’s about giving back.
Barnett’s commitment to service began in 2020 with a simple “blessing box” inspired by Lisa Little of Fieldstone Jewelry & Pawn in Conyers, Georgia.
“It didn’t take long for the community to become reliant on that box,” he said, noting how locals took ownership of keeping it stocked. Later, he added the community coat rack, offering warmth to those who needed it.
His desire to serve didn’t stop there. In September 2023, the Day of Giving was initiated from a conversation with Tracie Cowan of “Bryan & Tracie Mornings” on WYTM Radio.
“We wanted to create a holiday event that would help our community and the organizations that support those in need,” Barnett explained.
The idea took shape: Bryan and Tracie would broadcast all morning from a fully extended Fayetteville Public Utilities bucket truck, collecting canned food, pet food, and coats for the community coat rack.
Even with careful planning, doubt always creeps in during those early hours.
“Rising before 3 a.m. to stand outside in the cold for eight hours is daunting. And I wonder — maybe last year was a fluke, and no one will show up this year.”
Then a car arrives. A small bag of canned vegetables is dropped off, and another follows. Soon, donations trickle in steadily.
“Slowly, the front porch of my store begins to fill with stacks of canned food,” Barnett said.
Late into the first year’s event, a man approached WYTM’s owner, John Malone, asking if donations were still being accepted. Handing over a small bag with four cans, he
apologized, explaining it was all he could spare. Then he shared his story — once down to his last can of food, unsure when he’d afford more, he now wanted to give what little he could.
“He knew firsthand how much of a difference just a few extra cans in the pantry can make,” Barnett recalled.
That spirit of giving has only grown. In 2024, the Day of Giving raised nearly $9,000 for Hands of Mercy and $1,500 for the humane society and collected almost 50 coats. Barnett’s store serves as a drop-off point, and people continue to contribute throughout the year.
The most rewarding moment came when Barnett presented the proceeds to the Hands of Mercy director, Tina Hudson.
“As Tina spoke about the impact of our donations, she became emotional … In that moment, every hour, dollar, and effort I had put into preparing for my second Day of Giving felt completely justified.”
Barnett doesn’t take the generosity of the community for granted.
“The food and funds we’ve raised were swiftly put to use, providing essential support and nourishment to both people and pets throughout Lincoln County,” he said.
For Barnett, it all started with a simple box. Now, it’s a movement — one that keeps growing, fueled by the kindness of those willing to give,
Buckle Up, Buttercup!
By Beth Anundi, Owner, Capital Pawn
Adam and I spend plenty of time in our own shops—training, laughing, and occasionally debating whether or not we’re training on the right things. But in early August, Adam tossed out a question that changed my week:
“Wanna go on a pawn shop road trip?”
Now, I love two things: traveling…and
traveling with snacks. So naturally, I said, “Buckle up, buttercup.”
Walla Walla is a place with more history than my grandma’s attic—though in my case, it’s personal, since my great-grandparents actually settled here. Walla Walla also has a thriving wine scene.
So we did what any responsible business owners would do before visiting pawn shops—we conducted liquid research. Abeja Winery stole the show: we sipped wine in the middle of their vineyards framed by golden wheat hills.
Then came the pawn shops. One was sparkling in a brand-new building, the other proudly sporting a massive mural of Walla Walla. Both were run by folks who clearly love their craft.
Four hours later, we were in Boise with Sam — the mastermind behind three very different Idaho Pawn & Gold locations.
Shop #1: A former mechanic’s garage turned pawn paradise.
Shop #2: Featured a secret door to an epic gun room (sorry, Sam… spoiler alert).
Shop #3: My personal favorite—sleek, chic, and home to a luxury room where a vintage Gucci zippy all but begged me to adopt it.
Sam and Lex topped it all off with a Boise adventure: scooters down the greenbelt, a stop at The Fork for what I think was an early dinner—or a late lunch. Either way, we laughed, swapped stories, and left with full hearts and full shopping bags.
We saved the best for last—our “first friends” in the industry, the legendary Nell family. We met them back in 2012 at our very first Pawn Expo, and have been fangirling ever since.
Their first location? It looks huge on Scott’s livestreams, but in person it’s cozy, buzzing, and perfectly shopable. I immediately snagged a zippy bag for my Neverfull (priorities).
At their flagship store, I spotted my new favorite bag and met their powerhouse team. Their back room is a masterclass in maximizing every inch of space—Utah’s quirky pawn regulations haven’t slowed them down; they’ve turned “small” into “mighty.”
Every stop taught us something. Every shop reminded us why this industry is so special.
Huge thanks to everyone who opened their doors, shared their stories, and sent us home with inspiration… and, let’s be honest, some fabulous bags.
This trip wasn’t just about pawn shops—it was about people. The kind of people who cheer you on, show you their secrets, and make you want to up your game.
To all of you—cheers, gratitude, and see you on the next road trip.

Future Business Leaders Scholarship, her reaction was immediate.
“I felt ecstatic to be supported by an industry that I’ve been surrounded by my entire life,” she says. “I was full of gratitude that so many individuals, like my parents, were in the pawn business and willing to support the children of pawn.”
Headed to the University of Texas at Austin to major in Management of Information Systems, Stacy and her family faced the daunting challenge of sending two children to college simultaneously. While the scholarship alleviated the financial burden, it provided something even more valuable: affirmation.
“[It] allowed me to believe that being an entrepreneur was possible,” she recalls. “I was being supported by an organization full of entrepreneurs!”
Stacy is just one of several success stories from a fund that began decades ago with nothing more than an ambitious idea and a few crumpled bar napkins.
To understand the enduring success of the FBL Scholarship, one must look
“Much the same as today, we saw the need to encourage young people to consider the opportunities and the responsibilities of business ownership,” Bishop explains. The goal was simple: give the next generation “a hand up, not a hand out.”
Nick Fulton, then the membership chairman, became the driving force behind the concept. For Fulton, the initiative served a dual purpose: securing the future of family businesses and repairing the industry’s public image.
“Who is gonna take over the business when you leave?” Fulton asks. “We felt at the time a thousand-dollar scholarship would go a long way with both PR and goodwill.”
Chief Mike Stogner, Harold Dambrot, and Michael Elliott would meet in bars after NPA meetings to hash out the logistics. The initial plans were literally scribbled on bar napkins.
They formulated a plan to award ten $1,000 scholarships with two distinct goals: eight for the children of pawnbrokers, and two for the children of slain police officers via a partnership with the COPS program.
It was not without controversy. “We argued a lot,” Fulton admits. “Some didn’t like the idea of ‘rich’ pawnbrokers’ kids getting a thousand dollars. Others had bad interactions with law enforcement and didn’t like the idea of kids of fallen officers getting money from us.”
Yet, the founders held firm. Fran Bishop notes that the COPS partnership was vital for aligning the NPA with law enforcement and promoting the
industry’s ethical nature. To fund this vision, they scrapped together whatever they could.
“We would literally pass a bowl around the boardroom, and people would throw in cash and gold,” Fulton remembers. Vendor Board Member Michael Elliott would take the donated gold, melt it down, and give 100% of the proceeds to the NPA to launch the program.
“The NPA board was not a bunch of millionaires, so every little bit was a struggle,” Fulton says. Yet, that struggle remains the aspect of the program he is most proud of.
For the founders, a Future Business Leader wasn’t just a student with a high GPA; it was someone who would represent the pawn industry positively and lead their community.
The selection process was often very rigorous. Fulton recalls a passionate debate in 2005 regarding applicant Joel Levinson. “I remember looking over Joel’s application and, in my mind, this was my vision of a Future Business Leader,” Fulton says.
However, because Joel’s father, Ben Levinson, was an NPA director, some committee members argued for applicants with greater financial need. Fulton pushed back, insisting Joel embodied exactly who the program was intended for: a young person ready to take the reins and “become a driving force for the NPA.”
Fulton was right. In the two decades since receiving the scholarship, Joel has become a fifth-generation pawnbroker, Vice President of his family’s business, and an integral industry voice. He serves on various NPA committees, acts as Membership Chair of the Georgia Pawnbrokers Association , and advocates for the industry at the state and federal levels.
The program’s success is exemplified by Stacy’s journey. After graduating from the McCombs Business School, she brought her education back to her family’s business, Sunbelt Pawn.
“I have been able to expand our company’s online presence and online sales by listing our beautiful pawn shop jewelry online for a larger audience,” she shares.
Stacy is actively reshaping the public perception—the very goal the FBL fund was created to achieve. “The most rewarding part of what I do is seeing more women interested in shopping at pawn shops,” she says.
Stacy’s path shows the fund’s direct ROI: the NPA provided the education, and she returned the investment by using modern technology to combat the stigma that pawnbrokers fought against 20 years ago.
For the founders, the NPA FBL Fund’s success is measured by its longevity and evolution. However, the path hasn’t always been smooth. Bishop notes that in previous years, the fund
sometimes “seemed to get lost in the shuffle.” During the height of COVID-19, a lack of support meant no scholarships were distributed in 2021 or 2022.
That changed when Executive Director Kristen Williams proposed letting the Young Professionals Committee (YP) — NPA members aged 40 and under— oversee the program. With Board approval, the YP took over planning and fundraising in 2023. By 2024, the program was revitalized, awarding scholarships to ten recipients in 2024 and another seven in 2025.
“Havingthe ability to promote the NPA FBL scholarships with all the platform s out there is key,” says Fulton. “The younger generation will be able to have new visions in how the program expands.”
Bringing the story full circle, both Stacy and Joel now volunteer on the Young Professionals Committee, overseeing the very program that supported them years ago.
For future donors, the message is urgent: “Don’t let it die for lack of support,” Bishop says. Fulton adds, “You can make a life-changing impact in a young person’s future with very little investment.”
As of 2025, the FBL Scholarship Fund has awarded over $167,000 since its inception. It has proven that investing in the next generation—those who are humble, innovative, and connected to their heritage—is the true gold standard for ensuring the industry’s future.
Driven, talented, and forward-thinking, these under 40 professionals are redefining what it means to be a pawnbroker and elevating our industry with fresh energy and expertise.
Spotlight: Garrett Collier
Garrett Collier of Pacer, Ltd. (Little Rock, AR) recently attended the Garland County Republican Party’s annual Lincoln/Reagan dinner at the historic Arlington Hotel. Rather than simply attending the event, he actively participated, promoting a positive image of the pawn industry in the process. While assisting with the setup and dinner, Garrett connected with several distinguished guests, including three Arkansas congressmen who serve as committee chairmen in Washington, D.C.: Congressman French Hill (Chairman, House Financial Services Committee, which handles pawn legislation), Congressman Bruce Westerman (Chairman, House Natural Resources Committee), and Congressman Jason Smith (Chairman, House Ways and Means Committee.)
By engaging with the Congressmen and their spouses, Garrett was able to share information about the industry, even addressing misconceptions—like educating Congressman Hill’s wife about the high prices pawn shops pay for gold. The future of the pawn industry rests on these kinds of personal interaction. As Garrett’s dad, Tim Collier, reminds us in his own coverage of the event: “All politics is local” (see pg. 42, State Updates, Arkansas).
Most of all, being a young professional adds a new, crucial perspective to the conversation. Many of the legislative staffers the people actually drafting the policies that affect your business — are also young professionals under 40. So get involved locally. Invite your elected officials to visit your store. And take every opportunity to talk about how pawn shops help your community.
Spotlight: Erica Ehrlich
Erica Ehrlich of City Pawn (Montgomery, AL) was recently honored with the Prattville Area Chamber of Commerce’s Top 20 Under 40 Award for her outstanding contributions to her community. Erica’s recognition comes from her diverse and impactful work, which includes:
• Founding the first micro school in the River Region
• Establishing the micro school as a nonprofit community STEM
• outreach organization.
• Serving as the Social Media Manager and a Sales and Lending
• Associate at City Pawn Shop.
Erica’s commitment to education and the pawn industry shows the strong leadership present in the NPA’s young professionals.

Stallcup Group, Inc. helps store owners get the most out of the sale of their businesses by applying their team’s high-level industry knowledge to each negotiation. Creating multi-faceted store profiles and analyzing competitor data, Stallcup Group makes detailed assessments of the business and highlights characteristics that are of interest to buyers.
THE PROBLEMS WE SOLVE
Stallcup Group provides exit strategy consulting, confidential transaction advisory, and operations and management consulting services to independent pawn shop owners across the U.S. When developed and applied, our exit strategy program balances the scales of negotiation for pawn shop owners. We’re here only to help define your exit options and only when the time is right. There is so much misinformation in this industry regarding mergers and acquisitions; it is a must to continue to push information out to folks who will wish to exit eventually. Once they see the spectrum of variables involved, they realize it’s better to partner with us to achieve the very best outcome.
AREA OF EXPERTISE
We specialize in crafting comprehensive exit strategies tailored for pawn companies looking to transition out of the industry. Our expertise enables us to enhance our clients’ selling position, ensuring a smoother transition into retirement with increased recurring rental income and other benefits. We prioritize open communication with pawnbroker-owners, emphasizing that our goal is to assist in defining their exit options only when the timing is optimal. By engaging with us, pawnbrokers gain valuable insights into the intricate variables involved in the exit process, leading them to recognize the advantages of partnering with us for the best possible outcome.
UNIQUE SOLUTIONS WE OFFER
Our 40-plus years in the pawn industry and the fact that Stallcup Group only represents pawn businesses are two key, unique advantages. We have previously been on the buy-side of the transaction providing us with the buyer’s viewpoint which benefits our clients. We also utilize a proprietary competitive and demographic software analysis containing all pawnshops in the United States as well as approximately 1,000+ stores’ financial data to assist in financial proforma and overall analysis for our clients. We exclusively represent the seller and handle negotiations, audit and closing with prospective buyers.
United Precious Metal Refining, Inc. is the largest US-owned primary refiner and among the top three alloy manufacturers for the jewelry industry globally. Serving both pawn and jewelry industries, they ensure responsible sourcing through strict compliance. Their unique corporate structure combines refining and analytical services, jewelry products, and technical research and development with unmatched customer service.
THE PROBLEMS WE SOLVE
For many pawnbrokers, the problem of liquidity is a constant issue. In order to be able to loan more, pawn shops need funds which they can obtain by selling their gold, silver, platinum and palladium to United PMR. As a primary refiner, we are able to process your gold quickly (within 24 hours of receipt), conduct a fire assay for near perfect results, and offer advances upon receipt of your metals and a preliminary assay to help get you the funds you need in a timely fashion.
UNIQUE SOLUTIONS WE OFFER
While there are many companies who offer to buy your gold, only a small number of them actually refine your metals. United is a primary refiner which means your metals aren’t being sold up the road. As an end user, United takes your scrap gold, processes it and refines it separating each element to be utilized in our jewelry products that are sold to jewelry manufacturers and repair shops around the world.
Additionally, you can send in those same metals with stones for a chemical stone removal process. With a stone removal lot, the diamonds are safely removed from your scrap lot, washed and returned to you. We also offer frosting services which allow for your clear or white stones to be processed for faster visual identification. The diamonds come out unscathed and the CZ’s result with a frosted glass appearance.

State Associations Update
Arizona
Neal Yukolis
Arizona State Contact
We are going to proceed with trying to move forward with a tri state association consisting of Utah, Colorado and Arizona after the first of the year. We have had some contact with a lobbyist firm as well to see if they would and can work in the three states to monitor on a more local level any associated legislation that would arise. If you are located in Arizona, Utah, or Colorado and are interested in getting involved, please contact either myself (neal@thepawnexperts.com), Randi Nell, or Steven Adsit (coloradopawnbrokers@gmail.com).
Arkansas
Tim Collier
President, Arkansas Pawnbrokers Association
The Garland County Republican Party recently held their annual Lincoln/Reagan dinner and fundraiser at the historic Arlington Hotel in Hot Springs, Arkansas. Pacer, Ltd. and Garrett Collier donated a pair of diamond stud earrings for the live auction. While helping out with the setup and dinner, Garrett was able to connect with some of the distinguished guests who took part in the program. Arkansas is blessed to have all 4 of our Congressmen in Washington, DC serve as committee chairs and 3 of them were in attendance at the dinner. Congressman French Hill is Chairman of the House Financial Services committee, which is where all pawn legislation would come from. Congressman Bruce Westerman, Garrett’s Congressman for Hot Springs, is Chairman of the House Natural Resources committee and introduced the featured speaker, Congressman Jason Smith who is Chairman of the House Ways and Means committee.
There is no better time to share our story with our elected officials than when they are back in the district and in a relaxed atmosphere. Congressman Hill’s wife found very interesting the high cost of gold and how pawn shops pay as much or more than anyone else out there, while visiting with Garrett and his dad, Tim Collier, about pawn. Be sure and support your local politicians who are running for office and invite them to your pawnshop. Many have never been to a pawnshop and would be impressed with our operations. All politics is local and that really does hold true. Congressman Westerman
was a state representative from Hot Springs and worked his way up to House Majority leader before running for Congress. Your city councilman or JP could be the next U.S. Representative.

On October 18, the MPA sponsored the United in Blue gala and fundraiser in Biloxi, MS. This fundraiser helps the families of our fallen heroes with much needed funds.
State Associations Update
We spoke and engaged with local chiefs of police and many officers throughout the night. The MPA was front and center on all media and print materials. Many pawnbrokers were in attendance including the Vice President Ken KC Conn. We’re a voice for all MS pawnbrokers, and we proudly step up and support our communities for a great cause.
Ohio
Raphael Tincher, President Ohio Pawnbrokers Association
The Ohio Pawnbrokers Association had another very strong turnout in October for a membership meeting and CE Seminar. Over 90 pawnbrokers were in attendance. No news is good news and things have been quiet at the state level with no current or proposed legislation that will impact us. Your board members and lobbyist continue to
actively monitor Columbus. Our next scheduled CE and OPA membership meeting will take place in March on the 22nd. That will be the final opportunity for CE in this licensing period which ends June 30th. As a reminder, each licensed location must have a designated CE employee (or owner) who has accrued 8 CE hours during the licensing period. Thank you for your membership and continued support. If I or any board members can be of assistance, please do not hesitate to reach out. I field several calls a week from member shops regarding various pawn related matters and am always happy to help.

Oregon
Beth Anundi
President, Oregon Pawnbrokers Association
Oregon’s pawnbroking community saw a year of progress in 2025 marked by strong legislative advocacy and proactive industry leadership. This year’s legislative session introduced several firearm-related bills, most notably HB 3076 and SB 243, which sought to impose new licensing requirements, extended waiting periods, and age restrictions. Thanks to coordinated efforts at the Capitol, the OPA secured key protections for Type 02 FFLs and helped prevent the passage of overly burdensome regulations. Looking ahead, similar proposals are expected to return in 2026, and OPA remains committed to safeguarding the operational integrity and rights of pawnbrokers statewide.
OPA partnered with DFR, DOJ, and the Department of Agriculture to curb the rise of traveling gold buyers, elevating enforcement around licensing, scale compliance, and customer-protection rules—ultimately deterring these transient operations from continuing their events in the state.
Our goal is to continue strengthening our collective voice, and one of the best opportunities to do that is by attending the 4th Annual PNW Pawn Conference, taking place April 17–19, 2026. This event brings together Oregon pawnbrokers for education, collaboration, and our OPA Annual Meeting. We encourage all members to register early, contribute auction items, and take part in this valuable gathering. www.pnwpawnconference.com
The state-required Annual Pawnbrokers Report must be submitted by January 15 and OPA membership dues for 2026 are due by February 1.
You can pay your dues quickly and easily on our website: www.oregonpawnbrokerassociation.com/membership.
Oregon’s pawnbrokers continue to demonstrate professionalism, resilience, and unity—helping ensure a strong and vibrant future for our industry across the Pacific Northwest.
like to join, share your ideas, or get involved on the board, I’d love to hear from you. Please feel free to text or email me at 571-294-0226 or sydneywood2001@gmail.com.

Kyle Farson didnʼt just join the pawn industry; he was born into it. Four weeks after his birth, he was nestled in a bassinet in the back room of his motherʼs pawn shop in Fort Campbell, Kentucky. Now, as the fourth-generation pawnbroker and owner of 1st National Pawn in High Point, NC, Farson continues a storied family legacy that includes his mother, Louise Seawright, who served as the National Pawnbrokers Associationʼs first elected president.
“I’d always loved the pawn business. I thought it was the coolest business ever,” Farson shares. Despite his own vision of working in the industry, there was no expectation of going into the business. “My parents wanted me to have the freedom to choose my own path.” Farson instead went to college for business. “I’d never heard anything negative about [pawn] until I got to college because we were so well-accepted and appreciated in our communities.”
Shortly before graduation, his mother asked if he would be interested in joining the family business. Farson recalls enthusiastically saying “heck yeah I would!!!”
After starting in Nashville, Farson was sent to North Carolina to expand the family’s footprint, opening and acquiring nine stores over the years. He still manages the family stores alongside his individual location, with plans for slow, steady expansion.
The family’s deep commitment to the industry is palpable, especially in the context of his mother’s groundbreaking advocacy. Farson reflects that her role as the NPA’s first president “simply inspired me to want to learn, grow our business, and promote our image in the world.” Following in her footsteps, he has served on the NPA board, spent many years on his state board, and proudly served as its president for a few years.
Farson’s philosophy on the role of 1st National Pawn is straightforward: “We solve problems.”
In North Carolina, where options like car title loans and payday loans are illegal, pawn shops like Farson’s provide an essential service. “We are the only place a hardworking individual can go and borrow $100 with no threat of recourse to them or their credit,” he explains.
“Historically the buying of gold and silver has been the biggest aspect of our business,” he notes, adding that he
loves the positive surprise on customers’ faces when they learn what their goods are worth. However, he is deeply aware of the responsibility that comes with being a financial resource for his neighbors.
“There’s nothing worse than not being sure how you’re going to make ends meet in the short run... Making sure we’re responsible with our transactions is the best way to help our clients, employees, and make sure we’re here for as long as they need us.”
Farson works tirelessly to counter common public misperceptions about pawn shops through active community involvement—from maintaining professional organization memberships to sponsoring local kids’ sports teams. “I was never so proud as I was when I would help coach any of my kids’ teams with the name of our stores on their uniforms,” he recalls.
His favorite part of the job remains the retail floor: “It’s like my stage. I love working with and for our customers and making sure our story, our image is the best one... At the same time, I hope to inspire and educate our employees to better develop them.”
Having witnessed four generations of change, Farson notes a few profound shifts:
• “People are not as attached to their goods as they were in the 80s and 90s.” Aside from firearms and some jewelry, many items are viewed as “disposable” and “easily replaceable”. This means his team has to anticipate a greater likelihood that items will be forfeited.
• Constant changes in technology require full-time effort to keep up, but “that also allows us the opportunity to grow as the technology grows.”
• The rise of lab-grown diamonds has been “the most concerning and disappointing” change for him. “The beauty, history, and value of these stones have always just been magical. Now with the lab grown diamonds, I feel that so much of the historic jewelry business has been cheapened.” Though he and his team do deal in lab-grown diamonds, they miss the “majesty that natural diamonds have always held.”
Despite his passion, Farson is acutely aware of the challenges facing the modern pawn industry, where one “well-intended” law or change “can destroy a family business.” He cites examples like the Military Lending Act, which had devasting consequences for thousands of family-owned stores. “We are primarily a cash business heading into a cashless future. We now actively compete with monster businesses like Amazon.”
I love working with and for our customers and making sure our story, our image is the best one.
He shared that the thought of his children inheriting the business kept him up at night. “While I personally wouldn’t trade being a business owner for anything, when you are responsible for your entire family’s and your employees’ family’s wellbeing...it can be daunting.”
He clarifies, “But I’ll keep doing it because I just love doing our thing!”
And that genuine love of the job is key. It’s why, rather than passing the business on, he’s encouraging his children “to go find their own passion and run with it.”
Asked what single most important message he would share with regulators, Farson’s response is simple, powerful, and a summation of both his and his mother’s life’s work:
“We do honorable and ethical work in our community. We provide a service that other businesses just cannot provide. We’re the good guys.”
When he’s not inspecting store transactions, planning for seasonal needs, or working the retail floor, Farson enjoys boating on Lake Norman, boxing, and spending time with his family. Beyond that, “dancing and smooching” on his kiwi fiancé, Louise, “is a must!”
Finally, we’d be remiss if we didn’t ask the very first first son of the NPA how he wants his family’s legacy in the pawn industry to be remembered. Farson responds laughingly, “Well, my mother pretty much already took care of that.”
For his part, the goal has always been to leave people with “a different and more positive, informed view” of the pawn industry. “I and my entire family have always been so proud of our business and what we’ve done with it.”
“I’ve always been active… to help tell our story to the world, because it’s a great story to tell.”
