DEAR VALUED MEMBERS, This has been a defining year for the recreational boating industry, one that tested our resilience, reaffirmed our purpose and showcased the power of unity across our member community. Amid evolving market conditions, political change and regulatory uncertainty, NMMA continued to protect, promote and propel the recreational boating industry forward. Our industry advocacy efforts delivered landmark results in 2025, most notably the withdrawal of NOAA’s proposed vessel speed rule, safeguarding boater access and coastal economies. We also helped secure passage of the EXPLORE Act, the first-ever stand-alone outdoor recreation bill and strengthened relationships across the newly formed Trump Administration and 119th Congress. To advance industry-wide growth efforts, NMMA launched the Market Expansion Advisory Group, bringing together leaders to guide market insights, inform strategy, and strengthen Discover Boating’s long-term impact. Discover Boating continued to connect people to life on the water through powerful storytelling and immersive experiences, including boat shows. The Discover Boating brand remained the industry’s most effective bridge between inspiration and action, growing awareness and enthusiasm for boating. At the same time, we continued to invest in the future of boating. Through the Propelling Our Future initiative with International Council of Marine Industry Associations (ICOMIA), we advanced the conversation on innovation and sustainability, launching a new global lifecycle assessment framework, strengthening industry self-regulation, and demonstrating the promise of strategic marine fuels. NMMA also reinforced its leadership in marine standards and safety, ensuring North American manufacturers continue to shape the benchmarks that define product quality, innovation, and consumer confidence worldwide. As we enter 2026, we do so with greater strategic focus and a clear mission: to ensure the growth and success of the recreational boating industry. 2025 HIGHLIGHTS

Working on Behalf of Member Businesses in Fiscal Year 2025


Advocacy In fiscal year 2025, NMMA advanced its role as the unified, proactive voice for the recreational boating industry— protecting access, reducing regulatory burdens, and ensuring that marine manufacturers and boaters were represented at every level of government. Through a restructured Government Relations division and coordinated public affairs strategy, NMMA delivered results that directly safeguarded members’ businesses and strengthened the industry’s long-term competitiveness.

A STRONGER, MORE PROACTIVE ADVOCACY MODEL

This year, NMMA’s Government Relations team evolved into three focused divisions—Policy and Regulatory Affairs, Federal and State Relations, and Public Affairs—to improve coordination and responsiveness from the moment an issue emerges to its final resolution. The 15-person advocacy team, headquartered in Washington, D.C. and strategically positioned across the U.S., now provides full start-to-finish engagement, ensuring every policy priority is met with a unified, member-driven approach.

VESSEL SPEED RULE VICTORY

NMMA’s most significant advocacy success of the year came with NOAA’s withdrawal of its proposed vessel speed rule, which would have imposed sweeping restrictions along the U.S. Atlantic coast. The decision marked the culmination of years of relentless, data-based advocacy, coalition building, and direct engagement with policymakers. Industry efforts successfully created the conditions for the proposed rule’s withdrawal while positioning the industry for a retrospective review of the 2008 regulation.

Advocacy

INFRASTRUCTURE & ACCESS Through successful engagement with the Water Resources Development Act (WRDA), NMMA secured provisions allowing for public-private partnerships and fee retention to modernize boat ramps, marinas, and recreation sites managed by the U.S. Army Corps of Engineers. The enactment of the Expanding Public Lands Outdoor Recreation Experiences (EXPLORE) Act, championed by NMMA and the Outdoor Recreation Roundtable, represented another watershed moment—modernizing how federal agencies manage outdoor recreation and access to public waters. Together, these wins position the marine industry as a recognized leader in outdoor recreation policy and infrastructure investment.

TRADE AND MANUFACTURING ADVOCACY Following a year-long campaign before the U.S.

International Trade Commission (USITC), NMMA secured a major win for manufacturers when the Commission ruled that the domestic aluminum industry was not materially injured by aluminum extrusion imports. This decision prevented the imposition of new antidumping and countervailing duties on marine components, a victory that protected thousands of jobs and stabilized costs across the supply chain. With the new administration’s focus on reexamining trade agreements and tariff policies, NMMA continued to educate policymakers on the industry’s need for a nuanced and strategic approach to trade and tariff policy, engaging with the Department of Commerce, the U.S. Trade Representative, the White House, and members of Congress to advocate for policies that protect U.S. recreational boat manufacturers.

Advocacy

STATE-LEVEL IMPACT

NMMA continued to deliver strong results across 39 states, holding more than 100 legislative meetings to protect boating access, manufacturing, and infrastructure. Key victories included: • Defeating harmful PFAS and wakesurfing bills in multiple states • Expanding access in Florida and Maryland • Securing new funding for boating facilities and waterfront infrastructure The growing state team network gives NMMA members direct representation on the issues most critical to their operations and customers.

BUILDING POLITICAL STRENGTH

BoatPAC achieved its most successful cycle in history, investing $537,500 across more than 150 Members of Congress with a 97% win rate. Additionally, BoatPAC achieved record-breaking fundraising in FY25. These relationships have been instrumental in advancing marine industry priorities with both new and returning lawmakers. The American Boating Congress (ABC) also reached near record attendance, featuring 100+ Hill meetings with key Congressional leaders and hosted panels that provided deep dives on issues facing the recreational boating industry. Together, these wins demonstrate NMMA’s proactive advocacy model— anchored in relationships, data, and unified industry engagement.

Advocacy & Propelling Our Future

REGULATORY ADVANCEMENTS Working alongside members, policymakers, and international marine partners, NMMA continued advancing a globally aligned approach to advocacy, innovation, and environmental progress across the recreational marine sector in 2025. Through leadership in regulatory engagement, collaborative research, and demonstration programs, NMMA strengthened global efforts toward emissions and technology harmonization in recreational boating, ensuring that policies reflect the unique realities and opportunities of our industry.

ENERGY POLICY ALIGNMENT: DOE Action Plan for Maritime Innovation NMMA helped inform the U.S. Department of Energy’s Interagency Action Plan for Maritime Energy and Emission Innovation, ensuring recreational boating was included throughout. Guided by NMMA’s Propelling Our Future initiative and Ricardo research, the final plan supports data-driven, technology-neutral pathways to reduce emissions and improve efficiency. It also calls for a Maritime Fuel Grand Challenge to advance fuel innovation, expand infrastructure, and scale emerging technologies—areas aligned with NMMA’s research and policy priorities.

GLOBAL FRAMEWORK COLLABORATION: Lifecycle Assessment Initiative Through NMMA’s partnership with International Council of Marine Industry Associations (ICOMIA) and the European Boating Industry (EBI) to launch the first global Recreational Marine Lifecycle Assessment Framework, creating a unified standard for measuring environmental performance from materials and manufacturing through use and end-of-life. The initiative strengthens long-term sustainability by guiding manufacturers toward data-driven design, improved supply chains, and a shared global benchmark.

TECHNOLOGY DEMONSTRATIONS: Emissions & Technology Harmonization NMMA hosted Boating Technology Demonstration Days in Michigan, Washington, D.C., and Lelystad (Netherlands) to educate policymakers and global stakeholders. The events highlighted capitalize Strategic Maritime Fuels, hybrid and electric propulsion, and advanced hull designs, giving legislators, regulators, and EU officials a firsthand look at industry innovation. These engagements underscored the need for multiple technology pathways and reinforced the industry’s leadership in advancing emissions reductions and global harmonization.

POLICY INNOVATION: Strategic Maritime Fuels Incentive NMMA successfully advanced a new provision within the Sport Fish Restoration and Boating Trust Fund reauthorization (H.R.3858) to incentivize the production and adoption of Strategic Maritime Fuels. This legislative milestone—which is still working its way through Congress—represents a proactive step toward scaling lower-carbon fuel availability for recreational boaters while supporting domestic energy innovation.

Discover Boating Discover Boating, powered by NMMA and MRAA, continues to serve as the industry’s consumer-facing lifestyle platform and a movement to attract more people to life on the water. As a brand-agnostic promoter of boating, Discover Boating drives top-of-funnel awareness and aspiration, complementing, not replacing, OEM and dealer marketing. Its role is to spark curiosity, inspire participation and guide motivated consumers toward their first step into boating, whether through ownership, rentals, clubs or on-water experiences. Discover Boating kept boating top of mind among high-potential audiences this year. Through relevant campaigns, high-impact media, and engaging experiences, Discover Boating helped more people envision themselves on the water and move closer to participation. This work strengthens the foundation the industry relies on to grow long-term interest and expand the boating community.

EXPANDING the MARKET In fiscal year 2025, the newly launched Market Expansion Advisory Board, which is made up of NMMA manufacturer member and MRAA dealer member marketing leaders, helped define Discover Boating’s strategic focus across the industry marketing funnel: Reach, Inspire, Engage, Convert and Retain. Discover Boating focuses on the top three stages—building awareness, activating interest and connecting consumers with the industry—while manufacturers, dealers and clubs lead deeper engagement, conversion and retention.

Across all events, enhancements such as the Discover Boating Beach Club, interactive lifestyle activations, and expanded digital integrations including pre-show ticketing campaigns, strengthened the consumer experience and deepened connections between attendees and exhibiting brands.

DIGITAL INTEGRATION & CONSUMER CONVERSION

Discover Boating’s digital ecosystem continued to power the in-show experience. •T he Boat Finder tool connected online discovery with real-world shopping, generating 2 million boat card views and

8,000 direct connections to brands and dealers.

A REIMAGINED CHICAGO EXPERIENCE

In one of the year’s most visible changes, the Discover Boating Chicago Boat Show moved from McCormick Place to the Donald E. Stephens Convention Center in Rosemont. The new venue created a more accessible, high-energy environment for attendees and exhibitors alike, yielding

IBEX

The International BoatBuilders’ Exhibition & Conference (IBEX), the recreational marine industry’s largest technical trade event in North America, a global event for professionals in the leisure marine equipment industry. NMMA owns IBEX with RAI Amsterdam.

METSTRADE METSTRADE, the world’s largest B2B trade exhibition of equipment, materials and services for the international marine leisure industry, is produced by RAI Amsterdam in association with the International Council of Marine Industry Associations (ICOMIA). NMMA organizes and operates the U.S.A. and Canada Pavilions to make it easy for member marine companies to reach the global market.

ICAST

ICAST is the world’s largest sportfishing trade show. NMMA organizes the Marine Accessories Pavilion (MAP) to provide members with the opportunity to promote their products, introduce the latest innovations and get in front of key buyers. The show continues to grow with participants sharing their positive results.

NMMA advanced its leadership in TECHNICAL STANDARDS & SAFETY,

strengthening global consistency, improving compliance efficiency, and reinforcing consumer confidence in marine products. Through active participation in key domestic and international standards bodies, NMMA ensured that North American manufacturers continue to shape the rules that define product quality and safety worldwide. These efforts, along with expanded certification programs, training initiatives, and safety leadership, underscore NMMA’s role in upholding the highest standards of excellence across the recreational boating industry.

NMMA’s Certification programs maintained their standing as the industry benchmark for safety and quality, including full implementation of the ABYC A-4 Fire Fighting Standard into the annual certification program, expanding inspector training and standardizing inspection procedures to improve consistency and manufacturer experience.

Strengthening Standards & Compliance NMMA played a key role in shaping and modernizing standards through the American Boat & Yacht Council (ABYC), NFPA, and SAE, contributing to critical updates that streamlined compliance and enhance safety. Internationally, NMMA represented the U.S. and Canadian industry through collaboration with ISO TC188 and ICOMIA, ensuring alignment between ABYC and ISO standards to strengthen global harmonization.

Customer Satisfaction & Technical Programs Working with members, NMMA developed a preparedness document to promote a more efficient inspection process. Additionally, NMMA created two new safety brochures and updated the existing fuel safety brochure to enhance industry awareness and safety practices. The Transport Canada Memorandum of Understanding continued to support seamless market access for certified builders.

The Marine Industry Customer Satisfaction Index (CSI) recognized 63 boat and engine manufacturers for excellence, reflecting continuous progress in quality and service. The Marine Oil Certification program advanced new test protocols and working groups while maintaining full participation among major manufacturers, ensuring ongoing confidence in marine engine performance.

Education & Safety Leadership NMMA enhanced industry education with an expanded Engineering

Compliance Seminar and online Compliance Specialist Testing System, surpassing 550 certified professionals. NMMA also strengthened boating safety initiatives through its Refueling Safety Committee and leadership roles on the National Boating Safety Advisory Committee and National Safe Boating Council, continuing to advance a culture of safety across the industry.

Business Intelligence

NMMA’s Business Intelligence program collects, analyzes, and distributes economic, industry, and consumer insights that help members make informed decisions and stay ahead of shifting trends in the global boating marketplace. In fiscal year 2025, NMMA strengthened this role by expanding its suite of reports and tools, improving data delivery, and deepening its collaboration with industry and global partners—reinforcing its position as the trusted, data-driven voice of recreational boating.

ADVANCING GLOBAL DATA LEADERSHIP

Through its work with the ICOMIA Data Committee, NMMA represented the U.S. and Canada in global data harmonization initiatives—helping establish consistent methodologies and metrics across markets. The association also partnered with Ipsos to field a comprehensive consumer research study that will deliver new insights into boating behaviors and attitudes, shaping both market expansion and policy strategy in fiscal year 2026.

POSITIONING THE INDUSTRY THROUGH DATA

NMMA’s data and insights fueled more than 250 communications and advocacy initiatives, providing trusted data and analysis for policymaker briefings, media engagement, and member outreach. New visualization tools, dashboards, and economic analyses elevated NMMA’s voice as the authoritative source for marine industry intelligence, ensuring members’ interests are backed by credible, data-driven insights.

EXPANDING INDUSTRY INSIGHT AND MEMBER VALUE NMMA launched several new research tools and reports designed to enhance members’ access to critical business intelligence. These included an engine forecast platform, the Marine Leadership Barometer quarterly CEO sentiment report, an Electric Engine Report measuring the size and scope of the emerging electric segment, and the Monthly Industry Data Summary, tracking economic and sales performance trends. Together, these resources give members a real-time understanding of market conditions while informing NMMA’s advocacy and communications efforts.

NMMA Canada NMMA Canada delivered meaningful progress for members, protecting the interests of Canada’s recreational boating industry through proactive government engagement, regulatory leadership, and global advocacy. From securing record export funding to influencing national policy and strengthening international trade ties, NMMA Canada reinforced its position as the trusted, unified voice for marine manufacturers and suppliers across the country.

ADVOCACY and Government Engagement NMMA Canada maintained strong partnerships across Parliament and provincial governments, ensuring the boating industry’s priorities remained visible through a year of political transition. The association’s Day on the Hill and Parliamentary Reception brought together more than 100 policymakers and industry leaders, reinforcing boating’s economic importance and advancing key issues, including the federal luxury tax, where NMMA Canada pushed for its removal, along with advocating for trade stability and boating access. Through BoatingUnited.ca, NMMA Canada mobilized members in Transport Canada’s mandatory wear consultation, becoming the leading industry voice in shaping regulations. The team also provided timely guidance on Quebec’s Bill 96 language requirements and continued advocacy on environmental and product regulations, such as PFAS, fuel standards, and plastics policy, ensuring marine manufacturing considerations were reflected in federal rulemaking.

TRADE and Global Expansion A record $250,000 in CanExport funding supported member participation in global trade shows from Dubai to Amsterdam to Australia, promoting Canadian marine innovation worldwide. NMMA Canada also coordinated with NMMA to maintain tariff-free trade under CUSMA, protecting manufacturers, dealers, and consumers from supply-chain disruption.
