Harvest, Hunters, and Holiday Cooking

November in Wisconsin means combines in the fields, blaze orange in the woods, and turkey in the oven. All three come with a reminder for safety. Harvest season usually occurs in a brief window of time, dictated by weather, conditions, and breakdowns. “The rush to harvest can lead to farmers working long days with little sleep,” cautioned Molly Hall, executive director of the Safe Electricity program. “Make sure to note the location of power lines before starting.”

To stay safe around overhead power lines, Safe Electricity urges farm operators and workers to: • Use a spotter when operating large machinery near lines. • Use care when raising augers or the bed of grain trucks around power lines. • Keep equipment at least 10 feet from lines—at all times, in all directions. • Always remember to lower extensions when moving loads. • Never attempt to move a power line out of the way or raise it for clearance. • If a power line is sagging or low, call the electric co-op immediately. If contact is made with a power line, remember, it is almost always safest to stay on the equipment. The only reason to exit is if the equipment is on fire. If this is the case, keep your feet together, and “bunny hop” away. On page 19, we remind readers to report vandalism to co-op property. This reward program began in 1978—initially as a deterrent to hunting-season vandalism where pole-top insulators became prime rifle targets. Finally, daylight saving time ends on November 1. Remember to change your clocks and also check the batteries in your smoke detectors. That means a set of fresh batteries just in time for me to burn—I mean cook—my Thanksgiving feast.

A member-owned electric cooperative based in Coteaux, Haiti, energized its system in two towns during September, bringing reliable power to almost 800 area residents and the possibility of expanding service to twice that number. Adams–Columbia Electric Cooperative Lineman Josh Berger was among volunteers from several U.S. states who donated their time to build the system in Coteaux and Roche-a-Bateaux, as participants in the National Rural Electric Cooperative

SCHOLARSHIP DEADLINE EXTENDED

The Federated Youth Foundation (FYF) has extended to December 1 the deadline to apply for the Charles Van Sickle Scholarship, a $2,000 award available to any Wisconsin-resident pre-law or law school student interested in cooperative law. The inaugural award is to be given in time to assist studies during the spring semester next year. The scholarship is named for the legendary Madison attorney

Association’s International Program to bring the benefits of electric service to citizens of developing countries. The U.S. volunteers also taught local personnel sound construction practices and trained them in developing on-the-job safety habits. Since 1962, program volunteers and other forms of assistance from U.S. co-ops have brought safe, affordable, and reliable electric service to more than 110 million people in more than 40 nations.

CARBON-CAPTURE PROJECT HIT BY MORE COSTS, DELAYS

A Mississippi project designed to incorporate carbon-capture technology has encountered new delays and cost overruns, further dimming the prospects of a technology deemed essential to any new coal-based electric generation in the U.S. Mississippi Power’s Kemper County plant, under construction since 2010, faces an overall cost estimate of $6.3 billion, compared with the $2.8 billion price tag estimated initially. In September it was announced that Mississippi Power will likely have to pay back a $234 million federal tax credit because the Kemper facility won’t be operation by an April 2016 deadline. Kemper’s latest setback came within days of British power company Drax backing out of a carbon capture and storage project, citing regulatory uncertainty and the high cost of equipping plants with the technology. In February, the U.S. Department of Energy withdrew financial support from its flagship carbon capture project FutureGen II in Illinois.

FORMER WECA BOARD PRESIDENT BARNESON PASSES

Marvin Barneson, longtime director of Eau Claire Energy Cooperative and the statewide Wisconsin Electric Cooperative Association, died October 7 at the family farm home where he was born, in the Eau Claire County Town of Clear Creek. He was 84. A lifelong farmer, Barneson served 34 years on the board of Eau Claire Electric and was a member of the Wisconsin Electric Cooperative Association board for 15 years, including service as board president from 1978–80. Barneson was also active in local government and as a member of his church council. He served 10 years as Clear Creek town chairman and as an Eau Claire county supervisor. He is survived by Ruth, his wife of 56 years, two sons, one son-in-law, one grandchild, and one great grandchild. He was preceded in death by one daughter. Services for Marvin Barneson were held October 13 at Eau Claire.

MANY HATS A WEARING

s I settle into my new role as manager of your association, I have come to realize there is no time to settle in. From day one it has been full steam ahead juggling many different issues and wearing many different hats as I work on behalf of Wisconsin’s electric cooperatives. It’s a good thing I spent some time in the circus to hone those juggling and hat-wearing skills. I was on the job just a little over a month when President Obama and the Environmental Protection Agency (EPA) announced their “Clean Power Plan.” This new Steve Freese WECA Manager regulation is designed to reduce CO2 emissions from electric power plants and is one of the most consequential regulations to come out of Washington, D.C., in many years. As the first-ever nationwide attempt to reduce CO2 emissions from power plants, it will have significant implications for the delivery of safe, reliable, and affordable electricity. No matter where you stand on global warming, this rule will add substantial cost to the energy we need to power a stronger economy. The National Rural Electric Cooperative Association estimates the rule will raise co-op consumers’ electric rates on average more than 10 percent by 2020 and more than 17 percent by 2025. It is feared this rule will exacerbate the growing economic gap between rural and urban areas— especially in co-op areas where household income is 12 percent below the national average. Rural Wisconsin will be hit especially hard by rising rates. Earlier this fall, I joined co-op members in Washington, D.C.,

to talk with our members of Congress about this rule and its impacts. We had great conversations with Wisconsin’s delegation in Congress and their staffs and simply asked them to give the states and the courts time to fully examine this complex proposal and the ramifications it will have on safe, reliable, and affordable electricity. This summer the Supreme Court ruled that the EPA improperly adopted another rule targeting power plants, by pronouncing the rule appropriate before considering its costs. Unfortunately, the Court ruled too late for energy providers and consumers: Plants were shut down or costs incurred retrofitting them years before the decision was issued. It’s important to remember this as energy consumers, producers, and dozens of state governments ask to hit the “pause” button on compliance with the current regulatory proposal until the courts have resolved the legal issues. Another issue we raised with the congressional delegation was the Waters of the Unites States (WOTUS) rule from the EPA and Army Corps of Engineers. We no more than arrived back in Wisconsin when the 6th Circuit U.S. Court of Appeals granted a nationwide stay against the rule, which could regulate co-op rights-of-way even if they’re simple ditches that receive runoff along roads and only infrequently hold water. Needless expense and red tape would result if federal permits are required for routine electric coop construction and maintenance and agricultural activity. Our final issue was co-op endorsement of legislation making permanent the EPA’s nonhazardous regulation of coal ash, protecting beneficial uses like recycling ash in road construction materials to deliver stronger concrete at lower cost. Supporting the EPA on one issue and opposing it on two others, this visit to Washington, D.C., exemplified our members applying Cooperative Principle #2—Democratic Member Control—by advocating for policy positions adopted in voting by the broader membership.

Nuke plant retirements could unravel Clean Power Plan

omb through energy industry publications dating back to 2000, give or take three years, and you’ll find abundant references to a “nuclear renaissance.” More than two dozen early-stage applications to build new nuclear electric generating units were pending with federal regulators, and big, multi-state energy companies that already owned nuclear plants were on the prowl, looking to buy more in anticipation of competitive advantage as the emissions-free choice to reduce the carbon dioxide blamed for global warming.

But only a handful of the applications have advanced, no new plant has yet been brought on line, and companies that aggressively expanded their nuclear ﬂeets have shifted their thinking— with considerable urgency—from putting coal-based competitors out of business to obtaining cash infusions to keep their own plants in business. Ironically, when nuclear-heavy companies like Chicago-based Exelon and New Orleans-based Entergy were positioning themselves as the answer to global warming, there was no chance of Congress adopting legislation promoting that outcome and there still is none, despite repeated changes in partisan control through the intervening years. But now, with regulatory action bypassing Congress, nuclear plants seen as crucial to 10

the regulators’ objectives are closing ahead of schedule and more may do so even before the regulatory compliance dates arrive.

Economics Trumps Emissions

A further irony: Nuclear energy’s highest-proﬁle challenge, the federal government’s decades-long failure to open a permanent storage facility for high-level radioactive waste, isn’t what’s doomed power plants ahead of their scheduled license expirations. What’s proving fatal even to well-run operations like Wisconsin’s Kewaunee plant is the far more pedestrian challenge posed by competition that—for purposes of carbon dioxide reduction—falls about halfway between the zero emissions from nuclear and the very substantial emissions from coal.

Kewaunee Nuclear Power Plant

Kewaunee is a prime example of the economics that could seriously interfere with achieving the goal of reducing nationwide CO2 emissions 32 percent by 2030, the objective of the Clean Power Plan ﬁnalized this summer by the Environmental Protection Agency (EPA). The Kewaunee plant began operations in 1974 and shut down in May 2013 despite being licensed to run until 2033. In 2005 it was sold by two Wisconsin utilities to the Virginia energy company Dominion, which operated it as a “merchant plant” selling power at unregulated, market-based rates. When Dominion’s power purchase agreement with the previous owners neared expiration, it was clear the plant would become economically non-viable. As the early closure was announced in 2012, the Milwaukee Journal Sentinel quoted Dominion CEO Thomas Farrell calling the move “extremely difﬁcult”

Dominion was not able to move forward with our plan to grow our nuclear ﬂeet in the

Midwest to take advantage of economies of scale.” The price of natural gas as generation fuel largely determines the price paid for electricity on the regional wholesale market serving the upper Midwest, Dominion explained, and gas prices had declined so steeply that Kewaunee could no longer compete.

From Trickle to (not quite) Flood

Nobody would have seen the Kewaunee plant’s fate in context with the Clean Power Plan three years ago because there was no such plan at the time, and in any event, Kewaunee’s closure was the first to affect a functioning nuclear plant for well over a decade. By this year things had changed. The EPA was close to rolling out its new regulatory proposal in final form and talk of nuclear retirements had grown common, nowhere more so than just across the state line in Illinois. After cheerleading for carbon dioxide regulation 15 years ago, the better to capitalize on its expanding nuclear fleet, Chicago-based Exelon spent this spring lobbying the Illinois General Assembly—unsuccessfully, it turned out—for legislation allowing the company to impose a $2 surcharge for six years on the monthly bills sent to customers of Commonwealth Edison and downstate utility Ameren. The purpose: Raise $1.8 billion to subsidize the continued operation of three Exelon nuclear plants struggling in competition with lower-priced gas and with wind farms given preference as “must-dispatch” resources under state renewable energy standards. In September, Exelon announced it

would postpone for one year a decision on continued operations at its Byron and Quad Cities plants. The latter is intended to run at least through May 2018 and Byron is required to run for a year beyond that, but it mustn’t be overlooked that the interim deadline for CO2 reductions under the Clean Power Plan doesn’t arrive until 2022. Also in September, the investment banking ﬁrm UBS produced a report saying Exelon’s Clinton plant in Illinois

might be the next retiree, possibly as soon as May 2016. UBS also speculated about possible early closures of Exelon and Entergy nuclear plants in Massachusetts, New Jersey, New York, and Pennsylvania, citing cheap natural gas and high maintenance costs. Almost immediately, Rod Adams, an engineer, former nuclear submarine officer, and publisher of the online Atomic Insights suggested UBS might be motivated to encourage nuke retirements in hopes of improving the performance of its own loans to fossil energy companies beset by falling oil and natural gas prices. Yet, UBS wasn’t the first to mention the nuclear plants said to face an uncertain future.

Evolving Alliances

Third Way analyzed three scenarios, including one in which all existing nuclear plants retire at the end of their 40-year original license period and one in which all plants are phased out regardless of license term. The study concedes the latter scenario is unlikely but notes that Germany is on that path right now. The study concludes that under those two scenarios, emissions from replacement generation “translate to an additional 269–360 million metric tons of CO2,” compared with the most optimistic scenario of modest emission growth driven by increased demand served mainly with natural gas. “Those are enormous increases,” Third Way says, “equivalent to adding up to 76 million cars to the road, or about 30 percent of vehicles registered in America today. Under both scenarios, 2025 emissions would revert to close to [historically high] 2005 levels, undermining progress towards a lower-carbon energy system.” Nevertheless, the Clean Power Plan offers no encouragement to preserve existing plants. In a September article, Real Clear Energy editor William Tucker wrote that “strangely,” while the plan allows a credit against state emission targets for building new nuclear plants, “the plan does not give credit for reactors already in place.” Tucker says some nuclear plants “may have to close since they don’t get credit for their carbon reductions.” Meanwhile, some prominent opponents of nuclear generation are re-examining their priorities. Carol Browner, who headed the EPA during the Clinton administration, has been published recently in op-eds warning of the setback to emission control efforts if nuclear retirements proliferate. In a suburban New York newspaper September 30 Browner endorsed wind, solar, and other renewables but added

it’s necessary to “preserve zero-carbon energy sources like our existing nuclear power fleet.” Browner wrote that her thinking has “evolved,” and that she “came to understand that if we are serious about building a clean energy future, the role that our current nuclear energy facilities play in meeting our energy needs with-

out increasing carbon pollution deserves reconsideration.” The ongoing shift from coal to natural gas and renewables undeniably will reduce U.S. CO2 emissions, but a varied group of knowledgeable observers sees a difficult if not impossible path to the Clean Power Plan’s ambitious goals without nuclear help.—Dave Hoopman

Saving energy in the kitchen

he holidays are upon us, which means most of us will be spending a lot of time in the kitchen. Whether you are considering replacing an appliance or simply looking for small ways to be more efficient, here are some tips to help you save energy—and money! It sits in the kitchen, quietly humming away to keep your food cold. Most people don’t think about their refrigerator that often (as long as it’s working). A refrigerator typically runs for several years without any problems, but that doesn’t mean it’s performing to its optimal capacity. Older refrigerators use more energy. Upgrading this appliance can bring a major return on your investment. According to Energy Star, if your refrigerator is from the 1980s, replacing it with a new model could cut your electric bill by $100 a year. If you bought your refrigerator in the 1970s, the savings could be as much as $200 a year. Cooking can also be a big energy expender—in more ways than one! But there are a few ways to save energy while cooking. Placing the lid on a pot of boiling water will trap heat and cause the water to come to a boil faster. There is no need to preheat the oven when cooking a large piece of meat, like a turkey or ham (you do need to preheat when baking or cooking smaller dishes). And, if you are planning on using the oven for a long period of time—for instance, when you are cooking one of

those large pieces of meat—you might be able to turn down your home’s thermostat. The simple act of cooking will add warmth to the home because the heat from the oven can raise the temperature in the kitchen and surrounding rooms. This is especially true if you are hosting a party. Once your home begins to fill with people, the temperature will quickly begin to rise. Even after the meal is over, there are still ways for you to save energy. The first is to make sure that your dishwasher is full before it’s started. Next, make sure you are using the right setting on your dishwasher. Many newer models have sensors that detect how clean your dishes are. When these auto cycles are used, they will get dishes clean without wasting energy or water. The sanitize setting should rarely be used since it is energy intensive. It is also a good idea to make sure the filter at the bottom of the washtub is cleaned. This will help the washer work at its optimal level. As you can see, there are many different ways to practice efficiency in the kitchen. Happy cooking! In a large mixing bowl, cream butter, sugar, eggs, and vanilla. Add the ﬂour, baking soda, and salt, mixing thoroughly. Fold in the macadamia nuts, white chocolate chips, and sweetened dried cranberries. Drop by spoonfuls on a cookie sheet and bake in a preheated 375 degree oven for 9–11 minutes.

Cranberry Lemonade

1 qt cranberry juice, chilled 6 oz can frozen lemonade concentrate, undiluted 6 oz can frozen limeade concentrate, undiluted 1/4 cup sugar 4 cups club soda, chilled

2 cups fresh cranberries, ground 3 cups miniature marshmallows 3/4 cup granulated sugar 2 cups diced, unpeeled apples 1 cup seedless green grapes 1/3 cup chopped nuts 1 cup pineapple chunks, halved 1 cup heavy cream, whipped

Combine cranberry juice, lemonade, limeade, and sugar; stir to dissolve sugar. Stir in club soda. Serve in tall glasses with ice cubes.

Combine cranberries, marshmallows, and sugar in a glass bowl. Cover and refrigerate overnight. Stir in apples, grapes, nuts, and pineapple. Fold in whipped cream. Chill. Refrigerate leftovers.

Cranberry Ginger Marinated Chicken 1-1/2 lbs boneless skinless chicken breast cut into 4x1x3/4-inch strips 2 cups cranberry juice 1/2 cup sweetened, dried cranberries 1 tsp grated fresh ginger 1 clove minced garlic 2 Tbsp ﬁnely diced shallots 1 Tbsp butter 1/2 cup carrots, peeled and cut into 2x1/8x1/8-inch strips 2 Tbsp chopped chives for garnish, if desired Stir cranberry juice, cranberries, ginger, and garlic in a large bowl until blended. Add chicken, cover, and marinate in

refrigerator for 1 to 2 hours. Remove chicken from marinade; reserve marinade. Salt and pepper chicken to taste. Melt butter in a medium saucepan. Add shallots and sauté over medium heat until translucent. Add reserved marinade; bring to a boil, uncovered. Decrease heat and simmer for 15 minutes, stirring occasionally, until reduced by half. Add carrots last 5 minutes of cooking. Grill chicken over medium-high heat 4 to 5 minutes per side until juices run clear when pierced with fork or chicken reaches internal temperature of 165 degrees. Place three pieces of chicken on each plate; spoon marinade over chicken. Garnish with chives, if desired.

Ann’s Sweetened-Dried Cranberry Muffins 4 eggs 2 cups sugar 2 cups milk 2-3 cups sweetened-dried cranberries 1 cup vegetable oil 4 cups stirred ﬂour 4-1/2 tsp baking powder

Preheat oven to 350 degrees. In a large bowl, whip eggs, oil, and milk until liquids are frothy. Stir together flour, baking powder, and sugar; stir gently into liquid mixture. Add all sweetened-dried cranberries at once. Stir gently, but do not over mix. Spray two 12-cup muffin tins with vegetable coating, covering very well. Heap batter to top of cups. Bake 30 minutes or until muffins are light brown and a toothpick comes out just moist. Makes 18–24 muffins.

Brown hamburger and onions. Drain grease. Add spaghetti sauce, mushrooms, salt, garlic, oregano, and pepper. Cook noodles, drain, and set half aside. Put 4 cups of the meat mixture into a 5-quart crockpot. Add half of the noodles on top of the meat mixture. Add 1 cup of each cheese on top of the noodles. Repeat each layer. Cook on high for 1 hour or until the cheese is melted.

Mix cooked noodles with all ingredients, except for the shredded cheddar cheese. Place in a greased 2-quart casserole dish. Top with shredded cheddar cheese. Bake at 350 degrees for 30 minutes.

ost visitors who walk through the doors of the Rassbach Heritage Museum in Menomonie have no idea what life was like before electricity. Furthermore, most have no idea that the electricity they take for granted today wasn’t even available to the area’s rural folks until 1938, 36 years after Menomonie city dwellers first received service.

Thanks to a new exhibit that opened with the help of Dunn Energy Cooperative, every visitor can now walk out the doors with an understanding of and appreciation for the Rural Electrification Act and what was then known as Dunn County Electric Cooperative, which brought the long-awaited power to the countryside. “Electrifying Dunn County” opened in the Rassbach Heritage Museum late last year, complementing other exhibits that explore key aspects of the area’s history, including the early lumber industry and the establishment of UW–Stout. “The development of the electrical grid in America was one of the greatest engineering achievements of the 20th Century,” said Jim Hathaway, general manager and CEO of Dunn Energy. “Thanks to the Rural Electrification Act, the Dunn Energy Cooperative was formed and electricity was brought to rural Dunn County. The exhibit helps preserve some of the history of the cooperative.” Jolene Neisius, who works in marketing and member services at Dunn Energy, explained the co-op had a lot of obsolete, but historically significant items and no more room to store them. “I was worried that we were going to lose our history to a dumpster,” she said.

That history included some of the co-op’s ﬁrst line equipment, some early electric appliances, and a 1950s safety education movie called “My Pop’s a Lineman,” featuring Dunn County Electric Cooperative employees and produced by a class at what was then Stout State College. Neisius contacted the Dunn County Historical Society to see if it would be interested in housing the items, but after looking at the artifacts, Dunn County Historical Society Executive Director Matt Carter had other ideas. He saw the rural electriﬁcation story as a natural partner to the museum’s popular Victorian exhibit and suggested creating a permanent electricity exhibit using the co-op’s artifacts. With the help of an Operation RoundUp grant from Dunn Energy, as well as a great deal of volunteer effort from a large crew of co-op employees, the exhibit took shape and was celebrated with a grand opening in May 2015. “The exhibit was a cooperative effort,” Hathaway said. “From staff digging through old photos and spending time with retirees, to several of our line crew installing an overhead set-up in the museum itself, the cooperative supported the time and energy spent on

giving old stories new life.” Written material was produced for the exhibit’s informational panels using the co-op’s own historic documents such as annual reports and booklets promoting the REA. Neisius oversaw the selection of material for the panels and read over each one. In addition, retired co-op employee Don Eiseth donated his own collection of early lineworker gear. Placed as it is immediately following the Victorian exhibit, “Electrifying Dunn County” creates a natural ﬂow from a look at pre-electricity times to early-electricity times, just as Carter envisioned. He said the electricity exhibit has especially enhanced the learning experience for the 1,500 or so school children who tour the museum each year. “The Dunn Energy exhibit kind of picked up where the Victorian room exhibit left off,” he explained. “There’s a number of informational panels within that exhibit that describe what life was like when electricity was ﬁrst available, and we have the great ability to show what life was like before electricity in the exhibit right before it.” For example, Carter said when he gives tours to school children, he’ll show them a pre-electricity appliance such as an iron or a coffee pot from the Victorian

room, and then take the children into the electricity room to compare the items to their early electrical counterparts. In addition, the students learn a little science as well as history. “We also have a lot of hands-on activities where we can show the students what conducts electricity and what doesn’t,” he noted. Children, however, aren’t the only visitors who appreciate the museum’s newest permanent exhibit. “There’s a number of people who are still around who remember using some of the items in the Victorian room, and who remember what it was like to ﬁnally have electricity and use the items in the electricity room,” he said. Efforts are underway to capture some of those stories. “The exhibit is still evolving,” Neisius said. “We have plans for adding recorded stories from people who remember the lights coming on for the ﬁrst time.”—Mary Erickson
