While we do not generate or distribute power, we represent the people who do, the 25 electric power associations and one generationand-transmission electric power association. We function as a united service organization for the mutual benefit of all electric power associations and their members. The association’s staff is composed of skilled professionals who provide a wide range of specialized services to member-systems at a state level. The services are designed to assist local systems in serving their own members more effectively and economically. Among the areas of the association’s expertise are: a government relations program that monitors legislative action on the state and national levels; member relations; programs that emphasize youth involvement and leadership; economic development; job training and safety programs; employee training programs; communications and public relations, including the publishing of Today in Mississippi (the largest circulated publication in the state) which has a circulation of 465,300; employee credit union; coordination of insurance programs; and much more. Our most important function is representing the more than 758,000 members who receive their electric service from an electric power association. In a cooperative manner we are committed to ensuring that each member is provided quality electric service at the least possible cost. It is with this commitment that we join forces with each association in doing collectively what cannot be accomplished individually. Mississippi’s electric power associations have and will continue to demonstrate their unwavering commitment to common goals and help ensure a brighter future for electrification in Mississippi. 2

We are family! During my visits with directors and employees of local electric power associations, I often hear the phrase “we are family!” As a father and husband, I value very much the family institution. Traditionally, families have been the basic unit that instills values and leads by example. But many boast of being family and do not live up to their claim. I have discovered this is not true with the electric power association family. With us, it’s not an old saying, often spoken but meaning nothing. It’s true, we are indeed a family! Our large family is made up of more than 3,000 men and women, who have remained true to cooperative values and serve as leaders in the communities we serve. Today, when an electric co-op board member or employee speaks these words, it’s based on true life experiences. As your statewide trade association, we are proud to be a part of this family. Our employees, some of whom have served you for decades, are deeply committed to serve you efficiently and effectively. As a family member, we hold dear the trust you have placed in us to convey your message to the more than 750,000 cooperative members, elected officials and community leaders. We are committed to upholding our tradition of service and the truth that “we are family!” We have a great family and I’m proud to be a part of it. 3

Your statewide association serves as the voice for a very important group of people— the 2,800 dedicated employees that make up the electric power association work force. We oﬀer services specifically tailored to their needs and financial well-being. e EPA Credit Union was established as a state-chartered, not-for-profit credit union in 1967 to serve the employees of electric power associations in Mississippi. Federally insured by the National Credit Union Administration, the credit union provides savings accounts and consumer loan services at competitive rates. Credit union members are owners and elect directors and members of the supervisory and credit committees at the annual meeting, all of whom serve voluntarily. Statewide was formed in 1944 in order to offer a high-quality medical insurance program for system employees. Today, we contin-

ue to offer this benefit for more than 4,650 employees, dependents and retirees. Your statewide administers the plan between participating systems and third-party administrators. In addition to handling all financial aspects of the plan, our knowledgeable staff supports member systems and provides guidance when problems are encountered. The medical insurance industry is constantly changing, and we work diligently to maintain a strategic plan for the well-being of our plan. The Workers’ Compensation Group was incorporated in 1992 as a separate entity with its own board of directors and officers. Today the group comprises all 25 distribution systems and statewide and is directed by a seven-person board of directors made up of participating system managers. It provides a local, ready source of workers’ compensation coverage for any electric power association in the state that wishes to participate.

Keeping co-op members informed is more important than ever; your members should hear your message unfiltered by the media. But how do you reach more than 465,300 Mississippi households and business owners? rough the pages of Today in Mississippi—the publication with the largest circulation of any in the state. Today in Mississippi presents the co-op perspective on issues aﬀecting our industry, and the growing importance of energy eﬃciency. It demonstrates the deep pride we all share in being Mississippians as well as our concern for the well-being of the communities we serve. e award-winning monthly publication is well read by our membership and has served as the main voice of the electric power associations since 1948.

Special services include advertising, marketing, public relations, member education and training, and much more. The staff is also available for producing customized annual reports, brochures, employee publications, bill stuffers, website development and much more. They stand ready to tailor a program to meet your specific need. We can’t overlook those who will join our voice in the future. Our annual youth leadership program teaches high school students the importance of our electric co-op program and brings them together with state and national elected oﬃcials. It prepares them to be leaders and ensures the co-op message will be heard by the next generation. We believe strongly in its value as an investment in our future success.

oﬃcials. ese valuable relationships are crucial in voicing your concerns when our issues come before decision makers. We have earned their trust over the years with our open and honest voice. Your grassroots support empowers the voice of ACRE, our political action committee and a recognized leader in the political arena. is past year more than 2,000 employees and directors joined.

SAFETY AND LOSS CONTROL

Sometimes our voice must be strong and forceful. Safety is our top concern, so we constantly stress to more than 2,850 co-op employees the importance of keeping the workplace safe for everyone. This is the job of our professional safety and training instructors. They routinely visit each system to present informative programs and provide constant reminders of the dangers of the job. We deliver lifesaving safety messages to our consumers, too. Last year, the department: â€˘ conducted 400 safety meetings, attended by some 1,300 participants each month â€˘ conducted schools, workshops and

conferences for 436 employees in basic and advanced lineman training, underground training, staking, fundamentals of engineering, safety and other topics. When severe weather causes a major outage, it's comforting to hear the voice of a statewide staff member telling you that emergency restoration assistance is on the way. When it comes to power restoration, our network of electric cooperatives starts in Mississippi and reaches into more than 20 states. Your statewide staff can recruit thousands of workers and extra equipment to help restore your members' electric service in a professional, safe and reliable manner. No one appreciates that more than your members. 7

ECONOMIC DEVELOPMENT

When business leaders gather in board rooms across the state to discuss economic development and job opportunities, electric power associations have a voice at the table. Our economic development staďŹ€ works closely with these local and state decision-makers to make sure business and industry have the amenities necessary for success. Today, thousands of electric power association members are employed at the very facilities we helped bring to local communities. In 2012, the department acquired

some $5.86 million in USDA Rural Economic Development Loan and Grant funds for projects in Mississippi, with another $2.3 million filed or pending. î “e $8.16 million total is an alltime high for loan and grant activity in Mississippi. Our user-friendly website promotes available industrial property and buildings for future commercial and economic development projects, and we are proud of our partnerships with the Mississippi Development Authority and TEAM Mississippi. 8

For more than 70 years, electric power associations have served Mississippi with reliable electric service at some of the lowest rates in the nation. We have been the sole source of power for thousands of Mississippians in small communities, large towns and remote rural areas. Our electric cooperatives have long been in the forefront of local efforts to attract jobs and enhance economic opportunity throughout the state. We bring people together in a unified effort to improve the quality of life for our members and the communities where they live and work. n An electric power association is a cooperative independently controlled and owned by the members it serves. A member is any customer who has an account with the electric power association. As a not-for-profit, an electric power association pays capital credits to members or lowers rates when it realizes a margin at the end of the year. n A board of directors, composed of members elected by the membership, governs an electric power association. e board establishes bylaws, policies and rates that reflect the individuality and needs of the membership. As local leaders, directors are responsive to local needs. n Employees are local residents who share a personal and professional interest in the well-being of their community. ey embody the cooperative spirit of community involvement by participating in worthwhile causes. n Electric power associations promote energy-efficiency programs to help their members reduce energy costs. n Mississippi’s electric power associations have mutual-aid agreements to help each other restore service to members during major power outages. ey may also obtain assistance from (or offer it to) out-of-state electric cooperatives.

Some homes have power; others donâ€™t... WHY? The way electric power systems are built creates situations where neighbors may be with and without electricity at the same time. Generators of power transmit that power through high-voltage lines to local distributors at substations. A number of circuits then lead from the substations to clusters of homes and businesses. If a transmission line goes out, huge areas can be left

without power. If all or part of a substation fails, big sections of a community may lose power. Electricity is delivered from substations to consumers through three-phase lines. Single-phase residential power is fed from one of those line segments, making it possible for homes hooked to one line to have power while nearby homes hooked to either of the other lines to remain dark.

THE DELIVERY OF ELECTRICITY GENERATING PLANT

The generating plant supplies electric service to system substations through the use of transmission lines.

If transmission lines are not energized, meters served by the substation will not receive power. Service must be restored to the transmission line before the substation is able to serve the customer.

Enlargement of Three-Phase Line: It is possible for one or more of these lines to lose power. If so, houses that receive power from line A can have lights, and houses that receive power from line C can be without lights.

The power to these three houses is delivered by different single-phase lines. Therefore, it is possible for one of these houses to have power while the others do not, even though they are within sight of one another.

ECONOMIC DEVELOPMENT Electric power associations’economic development department seeks to improve the economy of the areas we serve. e department strives to build long-term community, business, and professional relationships and to assist in eﬀorts to attract, expand, and retain businesses and industries. is, in turn, creates jobs and stimulates our state’s economy. In 2012, the department acquired some $5.86 million in USDA Rural Economic Development Loan and Grant funds for projects in Mississippi, with another $2.3 million filed or pending. e $8.16 million total is an all-time high for loan and grant activity in Mississippi.
