The dogwoods, tulips and azaleas are in bloom. Beauty abounds everywhere as the landscape turns from brown to the beautiful pastel greens of early spring in preparation for Easter tidings. We are so blessed to live in such a naturally beautiful state as Arkansas. But as I travel across the state, I am reminded that we must do our part to keep it that way. In this month’s cover story, we learn from the Keep Arkansas Beautiful Commission ways we can help keep our state beautiful and free of litter (page 8). From joining an Adopt-A-Highway program or participating in the “Great Arkansas Cleanup” to simply keeping your neck of the woods clean like the Julians of Magnet Cove, featured in the story, your help is vital to the cause. April is also prime time for motorcyclists to be on the roads, soaking in Arkansas’ natural beauty. Duane Highley, CEO of Arkansas Electric Cooperatives, Inc., and of Arkansas Electric Cooperative Corporation, is an avid motorcycling enthusiast. In this month’s The Cooperative Difference column on page 5, he asks motorists to “look twice” for motorcyclists as they share Arkansas’ scenic roads and highways. When I was growing up, my parents always planted a large vegetable garden. I can still hear my mother warning my father not to plant the tomatoes before April 15. Janet B. n my mind, there are two kinds of people in this world: those who ride motorcycles and those who don’t understand those who ride motorcycles. After all, why would someone choose to participate in such a risky endeavor? My first “car” was actually a motorcycle — a 1971 Honda Scrambler, part dirt bike, part street. It had a kick-starter, which saved weight but also created an incentive to get the thing started in as few kicks as possible. I quickly learned just the right touch on the choke and throttle to spring the motor to life. I remember the first time I successfully let out the clutch (without killing the engine) and felt the bike surge forward. In that first moment of motion, a motorcycle transforms into a magical flying carpet, accelerating through an arc of curvature with your heart one beat behind. My current ride is superior to that original Honda. It has cruise control, heated grips and a GPS, but the thrill I get when the clutch is engaged is still the same. Riding in Arkansas is great because we have some of the best motorcycle roads in the nation. By “motorcycle road” I mean a narrow, twisty, hilly road that rewards the rider with a roller coaster-like experience. Those horrible roads that car drivers curse and avoid are exactly where a motorcyclist wants to be. Some of the best roads lie in Northwest Arkansas and include Highways 16, 21, 23 and 123, to name a few. Those twisty roads are a tourism treasure, as riders from surrounding states arrive to ride the best. Our state has produced a great guide just for riders, and it can be ordered or viewed online (arkansas. com/travel-tools/vacation-kit) or at any Arkansas Welcome Center. If you choose to take the tour, make sure to keep your gas tank and tummy full, because

services in the more remote areas can be limited. That said, some of the very best restaurants are hidden in those hills and valleys, and are well worth searching out. As you are exploring all that remote territory, remember that most of the homes, farms and businesses you pass are served by electric cooperatives. It takes lots of line to hook up houses along the often sparsely populated motorcycle roads. Until the nonprofit cooperatives arrived decades ago, electricity just wasn’t available. Today, you don’t have to worry. Even the most off-the-beaten-path fuel stop is fully electrified. Co-op employees keep the lines clear and the power flowing, no matter how rough the territory. With longer days and warmer weather, riders will be returning to the streets. It is easy to miss a motorcycle when you aren’t used to watching for them. A bike can disappear behind a car, tree or curve. The saying “look twice, save a life” is most certainly true. Attuned as I am to riders, I have often been surprised at what pops out in the second look. Stay alert, and keep everyone safe. And look for me, appearing soon on a hilly curve near you. I’ll be the one with a big smile on his face.

‘Co-ops are cool,’ says Arkansas’ Mel Coleman Take it from outgoing president of the National Rural Electric Cooperative Association (NRECA) Mel Coleman — co-ops are cool, and that bodes well for their future. “Our challenges might be difficult, but our choice should be very easy because there’s never been a better time to be part of the electric cooperative movement,” Coleman said in his Feb. 28 address at the 2017 NRECA Annual Meeting. Coleman, the CEO of North Arkansas Electric Cooperative in Salem, said he’s been impressed during his two-year NRECA term with how the cooperative model fits the spirit of the times. Coleman says co-ops are positioned to take advantage of technological developments that could mean an even bigger role for electricity. He Mel Coleman delivers his farewell address as NRECA president. called it the “fuel of the future” in people’s lives. “It’s possible, maybe even probable, that in our lifetimes, electricity will be the energy source for the vast majority of our vehicles, heating systems, and other home, farm and business needs,” he noted. The co-ops will continue to play a vital role in local and national public policy as well, he said. “The concern for the people we serve gives us an ideal platform to influence energy policy in ways that put our communities, consumers and our members first,” Coleman added. “Put simply, co-ops are cool.”

Passing the gavel

Coleman handed the president’s gavel to NRECA Illinois Director Phil Carson on March 1 at the conclusion of the annual meeting at the San Diego Convention Center. During his term, Coleman became known for his on-the-ground support of NRECA International’s mission of bringing power to impoverished nations around the world. NRECA Board members and staffers credited Coleman with helping to keep the association on an even footing after a serious illness in August 2015 precluded CEO Jo Ann Emerson from continuing her duties. In turn, he thanked them and urged them to take advantage of the new highprofile position that co-ops occupy. “Now that we’re in the spotlight, we must be great.”

Arkansas Living wins tourism support award Arkansas Living received the Henry Award for Media Support from the Arkansas Department of Parks and Tourism during the 43rd Arkansas Governor’s Conference on Tourism on March 12-14 in Little Rock. The Henry Awards honor individuals and organizations that have made important contributions to the state’s tourism industry in the preceding year. Arkansas Living, formerly Rural Arkansas, has been produced by the state’s 17 electric co-ops for their members since 1946. With nearly 400,000 subscribers and about 950,000 readers, the magazine is the most widely circulated Arkansas publication in the state. Articles promoting tourism in Arkansas have long been a mainstay of the magazine. It is produced by a Little Rock-based staff working for Arkansas Electric Cooperatives, Inc., the statewide service organization for Arkansas’ electric distribution co-ops, as well as staff from each distribution co-op. “We are extremely honored to receive this award,” said Sheila Yount, editor of Arkansas Living. “One of the co-ops’ main missions is to help build and promote our communities, and tourism is one of the best ways to do that.” Gov. Asa Hutchinson presided at the luncheon and addressed more than 500 attendees about tourism issues in Arkansas. Kane Webb, executive director of the Arkansas Department of Parks and Tourism, served as master of ceremonies and Miss Arkansas 2016 Savannah Skidmore assisted in the presentation of the awards. hen Janae and Jason Julian moved to Magnet Cove in 2015 after working in crowded, congested Washington, D.C., they specifically wanted to live the quiet country life. Their home sits on 25 acres off Gourdneck Valley Road, a winding backcountry byway. Janae says they love the life, but it quickly became apparent that there was a problem: Their lovely country road was remote enough that many drivers routinely threw out, or sometimes even dumped, their trash there. “Our road crosses two bodies of water, Cove and

Chamberlain Creeks,” Janae says. “The rocks are unusual by the creeks, so we get a lot of out-of-state visitors — rockhounds and geology students — coming to explore. It’s beautiful out here, but this road was awful. That’s why I got involved. The trash was piling up. Who wants that? You want your road to look nice, presentable and clean.” Five months after relocating to Arkansas, Janae organized her first Keep Arkansas Beautiful cleanup. The Julians gathered their three kids and a few neighbors and registered the event with the Keep Arkansas Beautiful (KAB) Commission, a state program funded entirely (along

with three other state programs) by the 1/8-cent Conservation Tax. As with all registered KAB events, the organization provided the Julians with free supplies, including trash bags, gloves, safety vests, KAB T-shirts and customizable templates to promote the event locally and online. A group of volunteers met on a Saturday and gathered as much litter as they could. “I wish we could get more people interested in helping so we could do more,” Janae says, “but it’s satisfying seeing the difference you’ve made.”

All the good it does KAB has three focus areas — litter prevention, recycling promotion and scenic beautification. These three areas keep the tiny staff of three busy, as the numbers show. They depend on volunteers. KAB has three big annual events: “The Keep America Beautiful Great American Cleanup in Arkansas,” which takes place every spring, “The Great Arkansas Cleanup,” held every fall, and “America Recycles Day,” held on Nov. 15. Last year, 14,112 volunteers participated in 304 KAB events, picking up 503,991 million pounds of litter. They collected 1.83 million pounds of bulky waste and 9,581 tires, recycled 90,472 pounds of electronics, and cleaned 17,404 acres of parks and public areas. In addition, KAB volunteers cleaned 1,136 miles of roadway, 1,381 miles of waterway and planted 4,377 trees, shrubs and flowers. Liz Philpott supports and tracks volunteers and events from KAB’s central office. She says all kinds of events can count as cleanups besides litter pickups, including beautification efforts by garden clubs, park bench painting or graffiti removal, recycling roundups, or the placement of flags and other attractive elements in communities. Last year, 56 Arkansas counties registered for KAB events. Many others held qualifying events, but they did not register them with KAB. “Always register your event and volunteer hours so they count,” Philpott adds. KAB does not tell volunteers what places need cleanups; anywhere they want to volunteer qualifies. “We want people to take care of the places that matter to them, take ownership of the project, add their own flair,” Philpott says. Ideally, an event can hit all three of their mission areas,

such as picking up trash, sorting the recyclables and adding something pretty. Cleanups can be any size and require minimal resources. She says, “We provide everything but the volunteers.”

The problem and how to solve it Arkansans don’t have to look far to see a need for cleanup, recycling or beautification. Robert Phelps, executive director of KAB, says that Arkansas, per capita, produces about twice the amount of personal waste as the country as a whole. Cigarette waste, Phelps says, is the No. 1 source of litter, and does not go away on its own. Instead, it often washes down storm drains to pollute the state’s natural waterways. Philpott adds that another big problem in Arkansas is truck-bed litter. 9

“People will throw their trash in the back of the pickup and forget about it,” she says. “If they don’t secure it, that trash will fly out the back as they drive.” She says inadvertent littering is still subject to penalties by state law, including community service, court costs and fines between $50 and $1,000. Phelps sees KAB’s mission as “almost a moral imperative,” as Arkansans are stewards of The Natural State. Beyond that, he says there are economic, tourism, health, safety and crime prevention reasons to keep the state’s land and waterways clean and attractive. Phelps says neglected places are havens for criminal activity. “When places look attractive and tidy, the criminal element looks for easier targets,” he says. Phelps tells everyone he meets that 10 words, adopted individually, could make the problem go away. “Take care of your personal waste. Dispose of it properly,” he says. “I say that all the time. If everyone would memorize that as a mantra, practice it as a habit, teach it to their children, then we would not have litter.”

AHTD staffs the hotline with a live operator at all times. The operator first asks the anonymous caller for the license plate number of the litterer, then a series of questions about what they witnessed. With the license plate number, AHTD sends a letter to the vehicle’s owner informing them that someone in their vehicle was observed littering and informing them of the penalties they could have incurred if a law enforcement official had witnessed the event. Since its inception in December 2004, the hotline has received more than 78,000 calls and sent more than 60,000 letters. Philpott says they get a lot of calls from the letter receivers. “Most people legitimately want to do the right thing, just did not know that they were littering,” Philpott says. “Being able to talk with them directly is a real education opportunity for us.”

I love it.” Janae Julian has organized two more cleanups and plans to keep on going, hoping to attract more help. impacted for the rest of the season. If you see purple coloring on the foliage, that is often a sign that they were planted too early. You may have an early tomato planting, but you won’t have a huge harvest. The key to any gardening is to plant the right plant in the right place and at the right time. April is a huge gardening month. From planting warm-season vegetables to planting summer annuals and beginning to introduce summer tropical plants, there is so much to do. Visit your local nursery often, since new shipments of plants are arriving on a daily basis. The biggest problem is trying to decide what to plant. While we often hear April showers bring May flowers, I think this year we might need to change it to March showers bring April flowers. Our tulip magnolia (Magnolia soulangeana) was here today and gone tomorrow in February in many yards with the warm weather. Cooler springs help flowers last longer. If your spring flowering shrubs have finished blooming, start pruning if they need it. When pruning, know why they need pruning and time it based on when they bloom. Knowing the growth

habit of the plants will determine how they should be pruned. Some springblooming shrubs benefit from annual pruning, It's time to plant tomatoes. including forsythia, which should have a third of the old canes pruned annually. Azaleas and camellias only need pruning if they have overgrown their space or need some shaping. Fertilize spring-blooming shrubs once they finish flowering. Lawns are greening up, and it isn’t all weeds that we see. Wait to fertilize until the lawn grass is totally green to make sure you get the full benefit of all the nutrients. Winter weeds are either dead or dying, so don’t worry about them. Do be on the look-out for summer weeds in lawns and flower beds. Our mild winter allowed us to harvest many vegetables earlier than normal, and some have bolted (gone to seed) earlier than they should. Once you see the seed head emerging, harvest and use as soon as possible. Right now we are seeing a good harvest of kale, cabbage, lettuce, broccoli and more cool-season vegetables. Strawberries are also bearing early, and we will have blueberries sooner than expected as well. Once you finish harvesting your strawberries, thin them out and fertilize. hat a weird year it has been for weather. From early low-cold temperatures in December, which we thought was going to lead to a cold winter, we had almost no winter. With one of the warmest Februarys on record, our gardens began growing at warp speed. This early season led some gardeners into thinking it was a good idea to plant tomatoes in February or early March. For those early birds, we say “plant early, plant often,” which is something we don’t want to see happen. Regardless of the temperatures in February and March, gardeners should still limit their vegetable plantings to cool-season vegetables. Now that April is here, it is time to plant tomatoes, peppers, corn, squash and cucumbers. If you planted tomato plants in February or March, and even if you protected them from a freeze, the plants have been exposed to low temperatures and their growth may be negatively

Come April 27-29, if you are a fan of racing legends Mark Martin, Tony Stewart and Bill Elliott or the band Recycled Percussion, you’re going to want to be in Batesville for the 13th Annual Fan Appreciation Days. NASCAR Hall of Famer Mark Martin is a Batesville native. Martin and his wife, Arlene, retired to Batesville, where Martin owns several car and power sports dealerships, and where the town has the Mark Martin Museum to chronicle the hometown boy’s success. This past fall, the couple established the Mark and Arlene Martin Foundation to support Arkansans in need, with a special emphasis on children and adolescents. Martin says the foundation’s service area extends throughout the state. “I’m a very proud Arkansan, and I’m back home now,” Martin says. “I really wanted to do something that was superpositive for the area, for the young people especially.” For the past 12 years, Martin, like many other NASCAR drivers nationally, has organized a Fan Appreciation Day. “Over the years, we have brought in dozens of drivers,” Martin says, “but those were just autograph-signing events for the fans. This year is by far our biggest and best, a real expansion of what we’ve done in the past. We can’t wait.”

It’s different when you have a rock-and-roller with tattoos and wild hair, after playing a fantastic show saying, ‘Don’t do drugs,’ than it is hearing a gray-haired old man like me say it,” Martin says with his customary modesty. “His reach is a little bit stronger than mine.”

Spring Delights Perfect waffles for an Easter brunch and some easy fish-Friday sheet-pan dinners.

Carrot Cake Waffles with Maple Cream Cheese Drizzle Waffles: 2 cups all-purpose baking mix 3 tablespoons ground cinnamon 1/4 cup brown sugar 1 cup milk 2 tablespoons vegetable oil 1 large egg 1/2 cup chopped pecans 1/2 cup raisins 1 cup grated carrot

Cream Cheese Drizzle: 8 ounces cream cheese 1 cup maple syrup Heat waffle iron. In large bowl, combine baking mix, cinnamon and brown sugar. Whisk in milk, oil and egg until fully incorporated. Fold in pecans, raisins and carrot. For each waffle, coat waffle iron with nonstick spray. Ladle 1/2 cup of

batter onto iron for each waffle. Cook 6-8 minutes, or until waffle is golden brown. To make cream cheese drizzle: Using electric mixer, beat cream cheese and syrup until fully incorporated. Coconut Lime Shrimp with â€œZoodlesâ€?

1/4 cup coconut milk

1 teaspoon ground ginger 1/2 teaspoon garlic powder 1/4 teaspoon crushed red pepper 1/4 teaspoon pure lime extract 1 pound large shrimp, peeled and deveined 1 small zucchini, cut into thin noodles with spiralizer 1 medium yellow squash, cut into thin noodles with spiralizer 1 medium carrot, cut into thin noodles with spiralizer 2 tablespoons oil

Heat oven to 375 F. In large, re-sealable plastic bag, mix together coconut milk, ginger, garlic powder, crushed red pepper and lime extract. Add shrimp; turn to coat well. Refrigerate 15-30 minutes. Remove shrimp from marinade. Discard any remaining marinade. In center of large, shallow, foil-lined baking pan, arrange shrimp in single layer. In large bowl, toss vegetable noodles and oil. Sprinkle with salt and pepper; toss to coat well. Spread noodles around shrimp in pan. Bake 10-15 minutes, or until shrimp turn pink and are cooked through and noodles are tender. Serve shrimp over vegetable noodles. Servings: 4

1 package chili seasoning mix 2 tablespoons packed brown sugar

1 prepared pie crust 1 egg white, beaten 1/2 pound bacon, cooked and crumbled 4 oz. shredded Swiss cheese 8 oz. sour cream 4 eggs, beaten 1/4 teaspoon salt 1/8 teaspoon pepper 8 oz. heavy cream

Heat oven to 375 F. Spray foil-lined, 13x9inch baking sheet with nonstick cooking spray. In small bowl, mix together oil and orange extract. Place salmon and vegetables on separate sides of baking sheet. Brush vegetables with 1 teaspoon extract mixture. Brush both sides of salmon with remaining mixture. In small bowl, mix together seasoning mix and brown sugar. Sprinkle 2 tablespoons seasoning mixture over vegetables. Sprinkle both sides of salmon evenly with remaining seasoning mixture. Pork and Cabbage Delight 3 to 4 pounds pork steak, cut into cubes 1 cup onion, chopped 1 can stewed tomatoes 1/2 head of cabbage, chopped 1 box fresh mushrooms, sliced 3 tablespoons soy sauce 3 tablespoons sugar pepper and garlic salt to taste Brown pork and onions in 2 tablespoons of cooking oil. They feature diced shrimp, green onion, red bell pepper, panko bread crumbs and herbs that are baked to a golden brown with a slightly crispy texture and served with a tasty roasted pepper aioli. The shrimp cakes are packed with a smorgasbord of flavors. The cobb salad is a Mockingbird Kitchen signature item. The leafy creation features locally sourced lettuce, homemade buttermilk dressing, sliced ham from Arkansas’ Bansley Farm, chopped turkey, bacon, edamame, carrots, cucumber slices, a soft-boiled egg and topped with delicious blue cheese crumbles. The salad is huge, and the ingredients result in a unique flavor with each bite, highlighted with the creamy buttermilk dressing.
