The venue has a no smoking and no vaping policy, including all catering areas. Go outside to the designated smoking areas to smoke or vape.

NO CANVASSING

Canvassing by visitors is strictly prohibited. Promotional materials may not be distributed, except by exhibitors from their own stand. Visitors causing disruption should be reported to the Show Organiser at the Organisers’ Office located to the right of entry Door 2 in the Exhibition halls.

A future worth fighting for

What makes the Workplace Health and Safety Show so valuable is the people it brings together. We all care deeply about keeping workers safe, with a shared goal to prevent injuries and deaths at work. By being here, you’ve already shown a commitment to building knowledge and finding safer ways to work.

It’s been just over a year since WorkSafe launched our ambitious new five-year Strategy. Our aim is to reduce workplace deaths by 30 percent, workplace injuries by 20 percent, and improve return to work rates for injured workers by 10 percent.

To give these targets a more human face, this would mean 7000 workers and their families avoiding the lifechanging impact of a workplace injury. It means 7000 Victorians and their loved ones would never have to experience the workers compensation claim process or making that sometimes challenging journey to return to work.

But these are targets, not outcomes. They’re not yet results we can be proud of – which is why it’s important to keep those 7000 workers front of mind as we take action to achieve our ambitious goals. The benefits to our workplaces, our communities and our economy would be immeasurable, and that’s a future worth fighting for.

One thing is for certain: we cannot keep doing the same things and expect to get different outcomes. We must continue to think outside the box and innovate. Guided by our Strategy, we are reviewing our safety operating model and how we do our work. Over the past year, this has meant testing new approaches as we position ourselves for long-term success.

New approaches to support high risk industries such as agriculture, health and corrections, manufacturing and construction. New approaches to combat the prevalence of psychological injuries in the workplace and support the introduction of new psychological regulations introduced last year. New approaches that target locations where high numbers of workplace incidents occur – such as around Dandenong, which is home to nine percent of all compensation claims and 11 percent of all fatalities in manufacturing.

By making sure we have the right capacity, skills and specialisation across industries, we can target areas where the largest number of injuries occur. The publication of WorkSafe’s first Statement of Regulatory Intent provides a clear and transparent view of how we are focusing our efforts.

Each focus area identified within the Statement is underpinned by its own Strategic Approach – also publicly available – that includes background and data,

the partners with whom we need to collaborate and the actions we are taking to shift the dial. The Statement is an acknowledgement that as a regulator, we can never be everything to everyone – that we must narrow our focus if we are to achieve in line with community expectation.

To support this work, we have also increased the number of workplace inspections and the issue of Improvements Notices – our primary workplace-level educative tool.

We have a significant task ahead of us and we know we can’t do it alone. We’re investing in our partnerships with health and safety representatives, unions, industry groups, government and workers across Victoria, knowing that workers and employers achieve better safety outcomes when they work together to identify and respond to risks.

Machinery under the microscope: The overlooked risk in heavy vehicle chain of responsibility

When most people think of the Chain of Responsibility (CoR), they picture drivers and their loads. But under the Heavy Vehicle National Law (HVNL), responsibility stretches far beyond the cab. Everyone in the supply chain, from schedulers and consignors to site managers and operators, carries a duty to ensure heavy vehicle safety.

That responsibility doesn’t stop at how a vehicle is loaded or driven. It extends to the machinery and equipment operating in and around heavy vehicles every day. Cranes, loaders, excavators, forklifts and other plant all interact with heavy vehicles during loading, unloading and site movements creating a complex web of risks that fall directly under the CoR.

The missing link: machinery risk

While much focus is placed on fatigue management, mass limits and load restraint, machinery condition and suitability are too often overlooked. Poorly maintained, unsafe or non-compliant machinery can directly compromise heavy vehicle safety. A defective loader dropping material into a truck or an excavator with ineffective brakes on a haul road poses just as much risk to drivers and the public as overloading or poor scheduling.

This is where machinery risk assessments become critical. Regular, systematic assessments identify hazards, flag compliance gaps and provide the documented evidence duty holders need to demonstrate they are meeting their obligations under the NHVR.

Why assessments matter

‣ Demonstrating compliance – providing proof that plant and machinery have been assessed, maintained and deemed fit for purpose

‣ Preventing incidents – catching mechanical defects and operational risks before they become safety failures

‣ Protecting all parties in the chain – from site managers to contractors, everyone can be held accountable under CoR if unsafe machinery is involved in an incident

A smarter way forward

Meeting CoR obligations requires a proactive, not reactive approach. By embedding machinery risk assessments into everyday operations, businesses not only protect their workforce and the community but also shield themselves from regulatory, financial and reputational damage.

Workplace health and safety professionals are operating in an increasingly complex risk environment. Effective drug and alcohol programs start with clarity. A well designed policy should clearly define expectations, roles, and procedures. It must align with relevant legislation and Australian / New Zealand Standards, while remaining practical for day to day application in real workplaces.

Training is equally critical. Supervisors and managers need confidence to identify potential risk indicators, understand their responsibilities, and respond appropriately. Employees need to understand why testing exists, how it is conducted, and how privacy and fairness are maintained. Without this shared understanding, even well intended programs can fail.

Technology and testing methods also play an important role. Reliable, accurate testing equipment and properly trained collectors help ensure results are defensible and processes are consistent. For organisations operating across multiple sites or industries, scalability and standardisation become increasingly important.

Ultimately, drug and alcohol safety is about more than compliance. It is about protecting people, supporting fair decision making, and creating a workplace culture where safety expectations are clear and consistently applied.

Staying alert: Why fatigue and distraction remain critical safety risks for fleets

For anyone who drives for a living, staying alert is not simply about professionalism or experience. It is a biological challenge.

Across Australia, fatigue and distraction continue to contribute to road trauma, particularly in commercial fleets where drivers spend long hours on the road. 202425 Guardian Insights data recorded 489,779 fatigue and distraction driving events in Australia, highlighting the scale of the challenge facing employers responsible for driver safety.

As AutoSense expands its presence in Australia, the New Zealand fleet and driver safety specialist is working with operators to address these risks through a combination of education, technology and safety culture.

Sleep and respiratory physiologist Katrina Aubrey, who has spent years working with commercial drivers across ANZ, says one of the biggest misconceptions in fleet safety is the assumption that fatigue is simply a motivation issue.

“Fatigue is biological. It’s driven by time awake and circadian rhythm,” Aubrey explains. “It’s not someone choosing to fall asleep.”

Aubrey notes that in her experience, fatigue events often occur within the first two hours of a shift — a strong indicator that sleep quality, rather than driving duration, can be the underlying issue.

Microsleeps present another hidden danger. These brief lapses in attention can last up to 30 seconds, during which a driver cannot process external information. “A driver’s eyes can be open, and they’re still effectively asleep,” Aubrey says.

Technology is increasingly helping fleets detect risk earlier. Advanced driver monitoring systems, such as Guardian by Seeing Machines — distributed by AutoSense — track a driver’s eyes, face and head position to detect fatigue or distraction in real time, triggering in-cab alerts and seat vibration if impairment is detected.

Motorsport legend Greg Murphy says this shift towards earlier detection is critical.

“If you have technology like Guardian by Seeing Machines, you’re already ahead of the game; it can even detect microsleeps,” Murphy says. “But the real breakthrough is detecting drowsiness before that point — spotting the early signs of fatigue so fleets can intervene before a microsleep even happens.”

Distraction is another growing concern. 2024-2025 Guardian Insights data recorded 61,302 incidents of mobile device distraction across fleets in Australia, accounting for 16 per cent of total distraction events.

To address this, AutoSense has recently launched LifeSaver Mobile, a first-of-its-kind app designed to stop distracted driving before it starts. Because it is softwarebased, LifeSaver Mobile can be deployed across fleets of any size without additional hardware.

From Compliance to Capability: Rethinking falls prevention in high-risk work environments

Falls from height remain one of the leading causes of serious injury and fatality across industry. Despite sustained regulatory focus and widespread awareness, the reality is clear, the needle hasn’t meaningfully moved.

This raises a critical question; if we understand the risks and have strong compliance frameworks in place, why do incidents persist?

The answer lies in a distinction often overlooked, the difference between compliance and capability.

Across many high-risk environments, competency is still defined by certification. Workers complete training, receive a ticket, and are deemed “competent.” Yet this model often relies on limited training, constrained delivery, and minimal verification of how skills are applied in real-world conditions.

The result is a growing disconnect between knowledge and execution.

This gap is amplified by the structure of today’s workforce. Subcontracting, labour hire, and workforce mobility make consistent competency assurance challenging.

Prequalification processes can become documentdriven, where capability is assumed based on paperwork rather than demonstrated in practice.

At the same time, expectations are increasing. Regulators are placing greater emphasis on the application of the hierarchy of controls, particularly higher-order controls over PPE, and on the practicality of rescue planning. Tier 1 contractors and asset owners are also demanding stronger assurance that workers are not just qualified, but capable.

These shifts are exposing the limitations of a system built around “ticket-based” competency.

True competency in fall protection goes beyond holding a certification. It requires the ability to identify risk, apply appropriate controls, and respond effectively in dynamic environments. It is demonstrated through action, through decision-making, situational awareness, and practical execution.

Addressing this requires a shift in approach.

Industry must move from assumption to verification. This means greater focus on practical assessment, in-field observation, and ongoing validation of skills. Verification of Competency (VOC), supervisor-led sign-off, and regular rescue drills are critical to ensuring workers can perform safely when it matters most.

It also requires stronger alignment between training and workplace reality. Current vocational models often limit depth and context. A closer feedback loop between industry and training providers is essential to ensure training reflects real risk.

This is not about increasing compliance, it’s about improving outcomes.

Why the most effective injury prevention strategy starts before day one

Something changed in Australian workplaces that every WHS manager needs to be across. On 1 April 2023, the Psychosocial Hazards Code of Practice came into force across Australia, placing a legal obligation on employers to proactively identify, assess and manage psychosocial risks at work. Most organisations are aware of it. Far fewer are actually compliant.

At the same time, the old problems have not gone away. Physical injury claims continue to rise, workers’ compensation premiums are escalating, and staff turnover is draining organisations of time and money. What does not appear on any resume or in any interview – and what no WHS manager can screen for through traditional methods – is that 1 in 3 candidates already carries a pre-existing injury by the time they walk through the door.

Traditional hiring methods were never designed to surface these risks. A face-to-face interview tells you whether someone presents well. A reference check tells you how they performed in a previous role. Neither tells you whether they are a psychosocial risk, whether their mental resilience matches the demands of the job, or whether they will be a workers’ compensation claim within their first 12 months.

Leadership as the Catalyst: Driving innovation in practical safety delivery

In Australian workplaces, particularly in construction and infrastructure, falls from height remain one of the most persistent and deadly risks. Despite years of regulatory enforcement, safety campaigns, and investment in equipment, the statistics tell a stubborn story.

In 2023 alone, falls from height accounted for 15% of all workplace fatalities, a 32% increase on the five-year average. These figures suggest that while existing frameworks may have stabilised the issue, they have not transformed it. To move the needle meaningfully, we need a different kind of intervention—one that begins not with systems or checklists, but with leadership.

The role of leadership

The role of leadership in safety is often acknowledged, but not always well understood. Too often, safety leadership is equated with policy approval, periodic reviews, or high-level communication. However, the real influence of leadership lies not in what is said or mandated from above, but in how those values are translated into everyday behaviours, decisions, and cultural norms. Strong leadership is visible, involved, and consistently aligned with safe outcomes, even when that comes at the cost of productivity or short-term gains.

Critically, many organisations fall into the trap of topdown safety leadership that fails to engage or empower those on the ground. A common mistake is treating safety as a compliance obligation, something to be measured through audits and injury rates rather than embedded as a strategic business value. When safety becomes about forms and KPIs, rather than about people and purpose, it fosters disengagement. Workers begin to see it as a bureaucratic exercise, rather than something that exists to protect them and those around them.

Genuine worker involvement

Another common misstep is the imposition of safety initiatives without genuine worker involvement. Leaders may introduce new equipment, procedures, or technologies without understanding the practical realities of their use. This often leads to resistance or workaround behaviours that reintroduce risk through the back door. True innovation in safety is most effective when it is co-designed, with operational workers, supervisors, and subject matter experts all having a voice in the process.

Consistency is key

Then there’s the issue of inconsistency. Workers observe what leaders prioritise when things are tight, do they push for productivity over procedure, or pause to deal with a risk? Culture is shaped by what is tolerated as much as by what is promoted. When leaders “talk the talk” but don’t “walk the walk,” credibility suffers. Workers may begin to assume that safety is conditional, important until it becomes inconvenient.

Focus on leading indicators

There’s also a tendency to focus on lagging indicators such as lost-time injuries or recordable incidents. While these metrics have their place, they often hide more than they reveal. A site with zero injuries might simply be a site where incidents go unreported. Leading indicators, like near miss reports, proactive hazard identification, training participation, and psychological safety, offer a more accurate picture of a safety culture’s maturity.

Develop real skills

Training is another area where leadership assumptions can fall short. Sending workers to a course or having them complete an online module does not guarantee competence. Real skill development requires taskspecific, practical instruction, behavioural reinforcement, and opportunities to practice decision-making in highrisk contexts. Leadership must be willing to invest in adaptive and ongoing training, not just induction-level compliance.

Cultural and psychological barriers to change

Perhaps most importantly, some leaders overlook the cultural and psychological barriers to change. Workers may resist safety interventions for reasons that are not technical, but human: pride, fear of embarrassment, peer pressure, or mistrust of management. Successful safety leadership acknowledges these realities and works to build environments where it is safe to speak up, admit uncertainty, and learn from mistakes.

Cultivating engagement is key

What all of this shows is that leadership in safety is less about commanding from the top and more about cultivating engagement from within. It’s about enabling innovation not by mandate, but by building a culture that is open to new ideas, transparent about risks, and united in its purpose to protect people.

Transforming safety performance, especially in high-risk environments like working at height, demands this kind of leadership. It requires executives and managers to step into the safety conversation with humility, curiosity, and resolve. It calls for a reimagining of safety not as a function, but as a shared mindset, where innovation isn’t just about the latest gear, but about smarter systems, stronger relationships, and a more empowered workforce.

In the end, the organisations that succeed in building resilient, high-performing safety cultures will be those whose leaders do more than sponsor initiatives. They will be the ones who lead visibly, consistently, and collaboratively, knowing that the future of safety depends not just on better rules, but on better leadership.
