Twenty-six years after the re-integration of Walvis Bay and thousands of peoples' only roof over their heads are shacks, with the associated evils of fire danger, no proper ventilation and exploitation by landowners renting out these shacks at exorbitant prices. In most instances these landlords don't even afford their tenants basic services of a toilet or place to shower or bath. For people living in shacks, basic services like sewerage, clean water and electricity are distant dreams most often only phrases in promises when the next political cycle campaigns to stay in power. Residents who gathered at the Kuisebmond stadium demanded feedback on a letter submitted to the Walvis Bay municipality in September. The people demand from landowners who rent out shacks to treat them with dignity and reduce shack rentals. Landlords in most instances refuse the people on their properties access to ablution facilities and steep rentals result in people having to move from one place to another, as they simply cannot stay ahead with the rental prices. Many of the residents who live in the Twolaloka area also demanded the local authority make more land available. “There is no way all of us can live in Twaloloka, the land is too small”, said Martha Hendrik, the group leader. Hendrik explained Twaloloka is too densely populated and more land should be made available as a matter of extreme urgency. “We are tired of this way of living. We request our Local Authority to liberate us from these living conditions. We want to live without stress and worries”. Namib Times directed the peoples' concerns to representatives of the five main opposition parties that will be contesting in the upcoming local authority elections in Walvis Bay on 25 November. Representatives of the Affirmative Repositioning (AR), Independent Patriots for Change (IPC), Joint Walvis Bay Residents Association (JWRA) and Landless People Movement (LPM) agreed the time has come to separate Walvis Bay's housing dilemma from politics. “Separating social challenges like housing and access to decent services from politics is the only practical approach to deliver results. It does not matter what your political affiliation is. Every Namibian has the right to live their lives in decency. We can only bring respect and decency to every Namibian if we cancel out local authority politics and tackle our social challenge with vigor and with a results-driven program”, observed a senior official in the Walvis Bay municipality who said he too is disappointed in how the successive Swapo-led local authority councils neglected the harbour town's housing and infrastructure needs. A local authority candidate for the IPC said it should be every politician and every Walvis Bay resident's moral duty in the next four years to eradicate shacks and make it an extinct species that will never return again to haunt the people of Namibia. Furthermore, Haingura is roasted for his explanation to a national newspaper that “banking errors” caused the millions not featuring on the financial system. Cllr Ipinge further called for the immediate suspension of the Property Manager of the Walvis Bay municipality, Jack Manale, for a recon-
ciliation sheet he provided to the Regional Council over the missing millions. Cllr Ipinge described the reconciliation sheet as “dubious” and “leaving more questions than answers”. Ipinge called for a forensic audit into all land deals in Walvis Bay the past years under the watch of successive Swapo local authority councils. He called for the suspension of officials who could have involved themselves in underhand dealings with Walvis Bay's lucrative urban land. The delegation that arrived at the civic centre yesterday to hand over the petition were greeted with a “no show” of any official to receive the petition on behalf of the municipality. The group were stopped by the Namibian Police from entering the civic centre, to search for an official who could receive the petition. The group hoped for the CEO Muronga Haingura to receive the petition. The CEO was however, out of the office to attend a gathering at the Twaloloka informal settlement with the Minister of Urban and Local Development, Erastus Uutoni. The group of people who wanted to hand the petition to the municipality of Walvis Bay yesterday at some point crossed a line set by members of the Namibian Police. The Police set the perimeter in the interest of public order, but people disregarded it. The Namibian Police members present performed an excellent job in balancing the developing situation with law and order. Police officers explained to the group that their right to this gathering is respected, but that it also demands respect from the public for the work the Namibian Police has to do.

At the last Erongo Regional Council Ordinary meeting we refused to adopt the Walvis Bay municipality's audited annual financial statements for the financial year ending 30 June 2018 due to an estimated N$24 million missing for the Massive Land Service Project. 2. On the 5th of September 2020 the National Broadcasting Corporation (NBC) published a news article in which the CEO of the Walvis Bay Municipality. Muronga Haingura claimed that the missing millions were in a suspense account and that they were busy reconciling the funds, which according to him was very easy to trace. 3. On the 7th of September 2020 Eagle FM published a news article in which the Mayor Wilfried Immanuel claimed that a meeting will be held to provide clarity on the missing millions. 4. We have additionally taken note of your reckless statements in the Windhoek Observer yesterday in relation to alleged banking errors. 5. Till date our office didn't receive any official correspondence of feedback from the Chairperson of the Erongo Regional Council, the CEO of Walvis Bay Municipality or the Mayor of Walvis Bay despite the existence of a resolution taken at the last Erongo Regional Council meeting in this regard and multiple letters written to both the CEO and the Mayor.\ 6. On the 3rd of November 2020, a dubious recon sheet was sent to my office by the Property Manager of the Walvis Bay Municipality. Jack Manale for reason not yet clear to me till date as no write up or motivation accompanied the sheet. 7. Flabbergasting enough, the recon sheet left me with more questions than answers as it raised a whole lot of red flags just by browsing through it and has the potential to open a can of worms when compared to the primary recon as received in August 2020. (see annexure 2) 8. The Auditor General's report adversely states, there is no acceptable reporting framework in place at the Municipality, which makes fraud and corruption very easy. 9. We have it on record that millions linked to over 40 register houses due to the Municipality of Walvis Bay are missing and unaccounted for by relevant departments within the Municipality. 10. We have it on record that the Municipality of Walvis Bay has spent close to N$4.2 million to pay a security company to guard over 80 empty houses linked to the Massive Urban Land Servicing project. 11. We demand that the Municipality stop mistreating public funds. 12. We demand that the launch an independent forensic audit immediately and a conclusive investigation covering all alleged corruption within the Municipality related to the Massive Urban Land Servicing project and other related matters that the residents have been raising over the years. 13. We demand that the responsible parties within the Municipality by internally charged and removed from their positions with immediate effect. 14. We demand that all Municipality agreements especially related to land and housing deals over the past years be made public and easily accessible to all residents, to improve service delivery and fight corruption in our Municipality. 15. We demand that the Municipality be people centered, corrupt free and accessible directed towards creation of jobs and provisions of quality services to all our residents. 16. We demand that the Municipality abolish the usage of consultants and contractors to perform basic functions of the Municipality such as repairing of our terrible roads. 17. We urge everyone with relevant information here to come forward and assist us in the name of transparency y and to clean our Municipality.

Langstrand resident fear “spitefulness” behind this messy affair A Langstrand resident was left in utter disappointment when he approached a person last weekend who was part of a group of people enjoying a day at the municipal tidal pools and adjacent braaifacilities. The group left the area in what can only be described as a “mess”. The person who was approached took issue when he was asked if he and his companions could tidy up the area before leaving. Instead, the person allegedly took it personal and then took a politically motivated tone. “We as Swapo members know you people living here will vote for the Joint Walvis Bay Residents Association in the local authority election and for the Independent Patriots for Change (IPC) in the Regional Council Elections. We will even return and make the place more dirty next time”, the man allegedly said before walking off. Pictures herewith shows what the place looked like afterwards. “I don’t think this man was fair at all. Firstly, it reflects negative on us as Namibians if we leave places in such a mess. Secondly, to do this out of political spitefulness is childish”, the resident told Namib Times. He expressed hope the man was not serious, and calls upon supporters of all political parties to be disciplined and cognisant of their fellow-countrymen. “The fact that people have different political affiliations does not mean we as Namibians should not care for one another and ensure our country remains clean and tidy.

During the last 7-year reporting cycle, 2 125 prostate cancer diagnosis were recorded, and 10 477 Namibian men were diagnosed with a form of cancer (excluding non-melanoma skin cancer). On average 1 500 Namibian males are diagnosed with cancer annually, vs 1 615 women per annum. The age group 30 – 69 years remain the most affected. Kaposi's Sarcoma remains on this increase in Namibia a well and comes in second to prostate cancer averaging 185 cases per annum. This form of cancer is commonly associated with a weakened immune system, such as patients

According to NASA the mission of the Ministry of Higher Education, Training and Innovation (MoHETI) is to provide accessible, equitable and inclusive quality education for a tolerant skilled, productive and competitive nation, to promote and preserve arts and culture for nationhood and unity in diversity. This is achieved from preeducation to tertiary education. The student Association said “In contrast to this, the Namibian Student

The Erongo region branch of NASA in Walvis Bay they hand over a petition to the Walvis Bay Urban Constituency office. The petition is intended for the MoHETI, the Ministry of Finance (MoF) and NSFAF. The Secretary General of National African Student Association (NASA) in Erongo region Japan Jason who read the petition on behalf of all the NASA members said that the promising future generation and human capital development of the Namibian child is at stake.
We are in agony and fear that our voices and concerns have for long been abysmally ignored, we are desperate. According to Jason, Over the course of the year, various student leadership organs have engaged and submitted various Complains to NSFAF, MoHETI, and MoF on outstanding student fees (Tuition and Non-Tuition) for 2017, 2018, 2019 and 2020 respectively and little has been actioned hitherto. Jason said “The situation has gone out of hand and today we are not sure whether NSFAF will be able to fund students who will be in their first year for the 2021 academic year, as the MoHETI and MoF continues to allocate inadequate funding to NSFAF year after year. “We as NASA member, therefore, carry
out this protest called “Equal student funding protest” to address the unsolved student's issues and we demand that NSFAF, MoHETI and MoF give us the students a positive response to our demands.” The students stated that the protest will only end if their demands are met and responded to. If not, they will continue protesting at NSFAF headquarters. The demands are the full payment and settlements student's non-tuitions fees of 2017,2018, 2019 and 2020. The full settlement of Financial Aid to Namibian students abroad and funding for Postgraduate students as well as the abolishment of predetermine rate funding. The withdrawal of the draft NSFAF discriminatory funding policy
that has been amended to disadvantage poor students, reactivate funding for all Articulating Students and give contracts to all rejected level 5 Students as well as equal non-Tuition fees for all TVET funded students and non-Tuition Fees for boarding students. PRESS RELEASE * Issued by Emoneko / OELC On Friday, 23 October, the SPCA's of Walvis Bay and Swakopmund respectively received a financial contribution from the Olympia Eye and Laser Centre to assist with the care of their shelter animals. During the Covid-19 lockdown, many people faced economic challenges and could no longer take care of their pets. As a result, most SPCA's got an influx of unwanted and neglected pets and are challenged to address the needs of all the animals. It is no understatement to say that this year has by far been the worst the SPCA's have experienced in terms of owner surrenders. The Walvis Bay SPCA received critical veterinary medical supplies in the form of the first and second vaccination for the cats under their care. Core vaccines should be administered to all animals to protect them against severe, life-threatening disease that have a global distribution. The SPCA in Swakopmund, who is currently celebrating their 50th anniversary, requested cat food for their cattery. At the moment the kennels of the SPCA are filled to the brim with cats, and no more cats can be accommodated. Many cats are waiting to be adopted into a new loving home. Birgit Hoffmann, General Manager of EMONEKO / Olympia Eye and Laser Centre said “the animals at the various shelters were deserted by their owners. Now they are in need of medical support, food and shelter, and cannot help themselves. I am happy if we from the Olympia Eye and Laser Centre can make a small contribution to lighten the plight of the shelter animals and support the SPCA's in the valuable work they are doing in our society.” “We are selling Covid-19 protective masks at our various outlets, being the Olympia Eye and Laser Centre, Aesthetics Centre Olympia, Olympia Optics and Café Coffee. All funds raised in this manner are topped up very generously by the business owner, Dr Jonathan Joffe, enabling us to stand here today to give the gift of life to some of the shelter animals,” Hoffmann elaborated. “Our clients come from all over Namibia to our clinic in Olympia. Most of them buy a mask from us. Therefore, we will be visiting more shelters across the country to give our support to the community in the form of supporting selected animal shelters in areas in which we do business.” SPCA's across Namibia are welfare organisations, and highly dependent on donations and funding from the community. SPCA's operate independently of each other and campaign for animal welfare, assist in the prevention of cruelty to animals cases, rehabilitation and finding homes for maltreated and unwanted animals that can be reestablished into new homes. All across Namibia, there are many animals sitting in animal shelters waiting for homes. Unfortunately, not all these dogs and cats will ever get one. NIIHA Development trials held Rudi Bowe
The Namibia Inline and Ice Hockey Association (NIIHA) held their Youth Development trials over the past weekend at the DTS rink in Windhoek. Nearly 70 young players attended the trails where they gave their best to be part of the team of 46 players that were selected to represent Namibia at State Wars to be held in St Peters, Missouri USA in 2021. Two years ago, NIIHA, as part of a bold new development effort send young Namibian players to participate at the State Wars in the USA. The players won 7 medals in 7 divisions, including 5 Gold. The players are looking forward to competing again and come home with more medals. NIIHA President Bernd Bajorat said, “We were very happy with the turnout this year. There is a high level of excitement amongst the players and the parents. Everyone is energized and eager about the future of the sport and the efforts we are making to develop our program from the young ages and will have a big return in the future.” According to Bajorat Inline Hockey is more than
just sport, these opportunities have a transcendent ability, and they open up the world to these young Namibian players. State Wars has nearly 20 countries competing and nearly 400 teams playing. Bajorat said “These events are not just about performing well, but also being healthy physically, mentally, emotionally and spiritually. Coming back with new experiences, friends and a better understanding of the world is something we are happy to be able to offer the young Namibian players and their families.” “Last year one of our players, George Tjaahapi, delighted fans with his skill and play at State Wars and drew the attention of 2-time Stanley Cup winner and NHL player Pat Maroon. The two have become friends and they regularly keep in touch.” George was selected for teams again this year and he looks forward to representing Namibia once again in 2021” Bajorat added.

Desert Iron and Steel Club Championships The Desert Iron and Steel Club Championships were played at the Walvis Bay Golf Club last weekend with all divisions playing 18 holes on Saturday and another 18 on Sunday.

It was a close affair after the first round with Grant Mather, Kevin Wentzel and Gert Olivier Junior all in the hunt for the overall nett and Danie van Antwerpen and Shane Westerdale leading the best nett race. In the ladies it was Wima de Wet and Estelle Bothma leading the field. But then along came day two, and in ideal weather for the early start it was game on. The overall gross leaders went head to head and soon it was a two-man race between Grant Mather, Kevin Wentzel with Grant Mather eventually coming out on top by 2 shots from Kevin Wentzel with Gert Olivier coming in third. Well done Grant a worthy champion. In the nett race Danie started well but two out of bounds put paid to his chances. It was Piet van Niekerk who shot the lights out to win best nett by three shots from Shane with Frans Grobler coming in third. Wilma kept her head to win the ladies division with Justine Grobler winning best nett. Well played Wilma, also a worthy champion. The 'A' division best gross was won by Jaco Greeff with the best nett going to Rocco Viljoen. In the 'B' division it was Tienie de Wet who won best gross with David Peake winning the best nett with Deville Dreyer won the 'C' division best gross with Carlos de Gouveia winning best nett in that division. Potch Alchin won the best round on Sunday and Chris Bothma and Corne Schalkwyk won the lucky draws. Dean Kock represented the sponsors at the prize giving and committed to being back next year. The Namibian Bowls Association hosted the National pairs championships over the past weekend at the Namib Park and Rossmund Lawn Bowling Clubs in Walvis Bay and Swakopmund respectively. At the Namib Park Lawn Bowling Club, the brother Steven and Colin Peake beat Graham Snyman and Poena Olivier in a nail biting final. With the score level at the end of the game the teams played a sudden death to see who the champions will be. The Peake brothers won the final play with one point to be crowned as the 2020 national men's pairs champions. In the first semi-final the Peake brothers beat the Olivier brothers and Graham Snyman and Poena Olivier beat Piet Appollis and Wojtek Majewski in the second semi-final. At Rossmund Anjuleen Viljoen and Elzaan de Vries were crowned the 2020 national ladies' national pairs champions after beating Lynne Lindsay-Payne and Avril Kotze in the final.
