Walvis Bay closer to Mass Housing target Piquet Jacobs
President Hage Geingob was in Walvis Bay on Friday to inaugurate the handing over of nearly 250 low cost houses in Kuisebmond and Narraville. These two- and three-bedroom houses are products of cooperation between the Ministry of Urban and Rural Development, the Walvis Bay Municipality and the private sector and are part of Namibia's Mass Housing Programme. A total of 160 of these houses are already occupied, while the rest are being allocated to those on a waiting list of the Walvis Bay Municipality. This project is part of the almost 800 houses needed to be delivered on erven serviced by the municipality. Construction of the houses was by done by local contractors. It was financed by the private sector. This event brings Walvis Bay closer to its mass housing target. "As a nation, we are still confronted with the challenges of poor sanitation and a backlog in the supply of serviced residential land as well as decent and affordable housing in both urban and rural areas. It is pleasing to note that a single intervention or project such as the Massive Urban Land Servicing Project is able to address several of our developmental objectives. It is equally pleasing to note that, while the servicing of the land was financed by the Central Government, the construction of the houses was financed by the private sector. This is an example of the win-win public-private partnership that Government is advocating. We hope to see this kind of partnerships proliferating nationwide," said President Geingob during the inauguration.

With the regulation of traffic flow to- and from the Dunes Mall as the only short-term solution, namib times also this week wanted to hear from the municipality of Walvis Bay's traffic authority what the longer-term solutions entail.

The Police Public Relations Committee (PPRC) will soon organise public meetings to sensitise the community on the proposal of installing CCTV cameras at selected positions around Swakopmund. This was decided at the recent Council meeting after recognising the increase in the crime rate in town.
Traffic chief Eben Platt confirmed that the Walvis Bay local authority held a meeting where several changes to the current traffic system in the area of Dunes Mall were identified and placed on the list of high priority. The upgrade of the Diaz circle to add more traffic lanes on the B2 and C14 (airport road) is one of the priorities, secondly to add a second entrance/exit on 18th Str East side of the Mall (the street that leads from Diaz circle to the four-way intersection at the Walvis Bay cemetery) and thirdly, a two-phase traffic light or additional traffic roundabout at the Kruis Street T-junction (new Narraville entrance road on the airport road). "We had a high priority meeting with our engineers and these

The public meetings will be held to gain support of this initiative. The item was discussed at the recent Town Council meeting. The PPRC consists of members of the community from various business sectors as well as police officers and municipal officials. The areas chosen for CCTV monitoring include various areas in the Swakopmund CBD, the town entrance, Mondesa, Woermann Brock Supermarket, Tamariskia and other key areas.

Adding these proposals will have to follow the administrative channels of the local authority, but at the same time given high priority as traffic safety and people's safety are at stake. Since Dunes Mall opened on Thursday the area became a traffic nightmare. Seemingly endless streams of vehicles from the direction of Swakopmund, from Walvis Bay-town and from the direction of the airport formed long queues and traffic came to a virtual standstill for extended periods. Many parked outside and many walked to the Mall, increasing the risk of accidents involving pedestrians. Platt in another interview with namib times said traffic flow is the main challenge. The only way to achieve that in the current absence of long-term interventions, was to appeal for Dunes Mall's management to step up its regulation of traffic flows on the Mall's premises, secondly for motorists to slow down, adhere to traffic signs and road markings and to consider one another. Platt added traffic officials will also have a zero-tolerance approach to any undisciplined behaviour behind the wheel, as one life lost is one life too many.

62 Vendors operating at Kavita Park in Swakopmund selling arts and handcrafted goods have been temporarily relocated to the parking lot at the tennis courts. These micro entrepreneurs will operate from this new site for the time being, whilst the palm trees at Kavita Park are pruned. The decision regarding the temporary relocation was taken during the ordinary council meeting at the end of September. Although it was decided the vendors will relocate to the area next to the Amphitheatre the vendors are instead operating at the tennis court. "Kavita Park is surrounded by a number of palm trees providing shade to vendors and also beautifying the area. These palm trees have not had any pruning done for a long time, as a result the old branches are hazardous and unsightly, and can easily fall down resulting in injuries to vendors or members of the public", it states. It was therefore decided to prune these palm trees over a period of one month. Initially the vendors were engaged to discuss the possibility of closing their businesses for a month while the pruning exercise is ongoing. The vendors objected to this in a letter as they will suffer a loss of income. They instead requested to be temporarily relocated to the adjacent tennis court parking area. "This suggestion was, however, found to be impossible to implement, as the particular site is in private hands", it further states. Council therefore decided to rather utilise the site at the Amphitheatre, but the vendors have instead been located to the tennis court area. While the pruning is ongoing, Council also decided to pave an area next to Kavita Park to accommodate the Ovahimba traders. The Ovahimba traders are currently operating on the walkway behind the Swakopmund Museum. Council decided the Ovahimba traders relocate to Kavita park after the renovation and operate from the new site in future.

The start-up price tag of the camera system envisaged for the project is N$429 000 for 63 cameras. The footage taken by CCTV is admissible as evidence in a court. During the recent Town Council meeting it was decided once the various public meetings regarding the project are concluded, Council will determine its degree of involvement in the project. The main considerations are cost, who is to carry the cost, installation, operations and monitoring as well as maintenance and repairs. Council hopes to recover the cost from levy of N$10 suggested. Council will also consider the feasibility of establishing a Control Room at the Phillipus Namalemo Fire Station. "The purpose of the submission (regarding the cameras) is for Council to part-take in this campaign to have CCTV cameras installed within the boundaries of Swakopmund, to combat the increasing crime rate in Swakopmund", it states in the Agenda of the meeting.
The Ministry of Mines and Energy has announced in a media release that fuel pump prices will increase tomorrow, 1November 2017 at 00:01. This decision was made due to 'recent reports indicating that oil companies are failing to generate sufficient returns on their investments in the petroleum sector and there is a need to adjust their margins to a level that would encourage sustainability and further investment.' The prices in Walvis Bay will increase by N$0.40 per liter (retail) for 95 Octane Unleaded Petrol, while all grades of Diesel will increase by N$0.60 per liter (wholesale). Thus, the new Walvis Bay pump prices will be: 95 Octane Unleaded Petrol Diesel 500ppm Diesel 50ppm -

Dolphin fire aftermath: Municipality reviews firefighting operations Erwin Leuschner
Two months after an inferno devastated the Dolphin Pharmacy and the consulting room of Dr Moisel in Swakopmund, it was decided during a Special Management Committee Meeting to re-consider firefighting operations in town. The meeting was held at the end of September. According to the minutes of the meeting the Special Management Committee has decided that the Engineering Services Department at the municipality "continues in their effort to erect pillar hydrants at strategic places around town." This decision can be based on the fact that during the blaze the fire hydrant located closest to the pharmacy did not have sufficient water pressure. Subsequent to the above the Committee also decided to engage Erongo RED to allow the marking of lamp posts in the CBD area for ease of identification of underground fire hydrants that cannot be converted into pillar hydrants. Erongo RED owns the lamp post and therefore Council needs such permission. The committee is also considering to acquire firefighting foam to fight larger and more intense fires. The Special Management Committee also intends to receive support from the Swakopmund business community to upgrade the fire brigade. "It was resolved that the Community Development Services Department approaches the business community to contribute financially to purchase firefighting equipment", it states. The fire brigade will also engage all business owners and request them to display emergency numbers at the main entrances of their businesses. In the same vein it was decided that all business and firefighting service providers are requested to display the contact details of the municipal fire brigade on fire extinguishers.
Convicted rapist free after 17 years Piquet Jacobs
Former Karibib farmer and convicted rapist, Thomas Afrikaner, who has been serving a 27-year jail term on five charges of rape is a free man after serving 17 years of the sentence. That is thanks to the Supreme Court overturning two of the five counts. Afrikaner was found guilty and sentenced by Judge Pio Teek in November 2000 in a High Court sitting at Walvis Bay on five counts of rape of minor girls of which three girls were aged fourteen, thirteen and ten. He was sentenced to five years each for four of the charges, and seven years for the fifth charge. All incidents related to the charges took place at the farm Afrikaner was employed at in the Karibib area between 1998 and 1999. His defence to the charges were that the sexual intercourse was consensual with four of the girls, but denied having had sex with the fifth [youngest] girl.
He also claimed that he took in one of the girls because she was working as a prostitute, which then led to a sexual relationship developing between them. Judge Sylvester Mainga ordered Afrikaners' immediate release on Thursday, after a full bench ruled two of the five charges could not be proven beyond reasonable doubt. Some of the charges were only reported long after the alleged incidents took place, regardless of ample opportunities earlier to report it. These two charges resulted in 12 years of his jail time falling away.

A second fatal accident was reported on Monday morning, following the crash which claimed the life of 25-year-old Garneth Smith in the early hours of Sunday morning. A vehicle overturned on the Rooibank road in the early hours of Monday morning, which left one of the three occupants in critical condition, while the other two occupants sustained less than serious and minor injuries. Emergency personnel of St Gabriel Ambulance Service provided medical treatment at the scene and transported all the injured, but sadly the more seriously injured patient succumbed in hospital due to the nature of the injuries sustained. The cause of the accident is still under investigation. The accident which claimed the life of Smith occurred at around 03:00 on Sunday morning when the maroon Microbus he was driving left the road on the B2 between Walvis Bay and the Bird Island. It is alleged that Smith lost control of the vehicle 3km before Walvis Bay, which caused the vehicle to leave the road and overturn. Smith died at the scene, while five passengers aged between 23- and 43-years-old sustained serious to minor injuries and were taken to the Walvis Bay State Hospital and Welwitchia Hospital respectively for medical treatment. One of the passengers has reported been transferred to Windhoek for specialist medical treatment. The cause of the incident remains unclear, but it is alleged that the accident could possibly have been caused by a tyre blowout though no nothing has been confirmed at this stage. On late Saturday evening, at the
Vierkantklip vicinity an accident involving two vehicles was reported, which appears to have side-swiped each other while travelling in opposite directions. The station wagon involved veered off the road. Fortunately, no injuries were reported. One of the drivers allegedly fled the scene prior to the arrival of emergency and essential services. In another road accident reported on Sunday morning a man was trapped in his vehicle for a near three hours after the vehicle he was driving left the road and overturned on the C34 route between Wlotzkasbaken and Henties Bay. The man was found by a taxi driver passing by. The taxi driver came across the vehicle lying on its roof and went closer to investigate when he realized that the driver was still alive, though trapped in the wreckage. The driver was the sole occupant of the vehicle and sustained serious injuries and was taken to Cottage Swakopmund by Life Link Ambulance. His condition was described as serious but stable. On Friday afternoon, a hatchback with four occupants veered off the road and overturned, as a result of the driver allegedly losing control. Two occupants reported sustained serious injury while the remaining occupants sustained minor injuries only. In addition, another Walvis Bay resident, JayJay Nel, was killed in a crash in the early morning hours of Wednesday, 25 October. The incident reportedly occurred on the Omaruru bridge, though the caused is yet to be determined.

The accused are on bail of N$1 000 each. Amalwa Sheefeni (32) appeared on a charge of malicious damage to property. The matter was postponed to 7 November for plea. The accused is on bail of N$500. Asser Magongo (28) appeared on charges of murder (accused died at place and day other than that of assault) and housebreaking with intent to rob and robbery. The accused was found guilty and sentenced to pay a fine of N$4 000 or 12-month imprisonment. A 17-year-old boy appeared on a charge of possession of potentially dangerous dependence-producing drugs. The matter was postponed to 29 November for juvenile-pre community service. The accused was released in care of guardian.

Walvis Bay municipal traffic chief, Eben Platt, admits the current traffic situation in the area around Dunes Mall is giving him sleepless nights. Three vehicle accidents have been reported since the Mall's official opening on Thursday. Two of the accidents occurred at the Mall's entrance and a vehicle was rear ended on the Diaz circle as a result of the traffic influx. "Walvis Bay has never in its history experienced such a high concentration of traffic in such a small area", explained Platt and admits "the traffic authority did not expect a situation of this magnitude". To cope with the current traffic situation, and to mitigate the situation in anticipation of the festive holiday season, Platt explained, a turn-off lane was added from the Diaz circle to the entrance of the weigh bridge. That redirects trucks from the traffic lane leading to the entrance of the Mall. A turn-off lane was also added on the C14 to the Mall's entrance from the direction of the airport. Also a turn-off lane to the weighbridge from the direction of the airport. Platt further explained in the short-term traffic flows can only be regulated by temporary interventions like adding these additional lanes. The road shoulders were broad enough to add these lanes by means of road markings. Platt also urged the Dunes Mall's management to facilitate a smoother flow of traffic of vehicles entering and exiting the parking area. "We observed vehicles are moving at a snail's pace towards the parking lot. We see the situation repeating itself when traffic leaves the parking area towards the entrance". "It is important that we all work together. Dunes Mall's management must ensure traffic on the premises moves faster. Secondly, we as traffic authority will monitor the situation and we have a zero tolerance where driver behaviour endangers the lives of pedestrians and fellow road users. Thirdly, we urge drivers to be patient, to slow down and to consider others and adhere to road signs and road markings". In this instance Platt commended taxi drivers who have been behaving exemplary in the areas designated for taxi traffic. Platt expressed his concern over the fact little, if any, provision was made for pedestrian traffic. Many people from Kuisebmond, Narraville, Hermes and the two industrial areas prefer to walk to the Mall. "There is no provision for pedestrians. The situation is worsened by the fact people park next to the C14 and even on Diaz circle and have to cross these busy traffic veins to reach the Mall", explained Platt. With the festive season around the corner, Dunes Mall is again expected to attract tens of thousands of people and only discipline and a hands-on approach with these short-term solutions can ensure everyone's safety. ¡Also read report in today's edition of the long term solutions anticipated.

Rock lobster season opens on Wednesday
The Namibian rock lobster season officially opens tomorrow (1 November). It runs until 30 April 2018. Rock lobster harvesters must be in possession of an angling permit and are allowed to harvest and retain a maximum of seven lobsters per day. The Rock lobsters must have a minimum carapace length of 65mm respectively. Rock lobsters may not be harvested between sunset and sunrise and you may only harvest rock lobsters by diving from the sea shore without the use of any artificial breathing apparatus, except a snorkel. Humpback already dead for days before it beached Erwin Leuschner
The carcass of a female humpback whale, measuring 8.78 meters, beached north of the new oil terminal late Wednesday afternoon. Members of the Namibian Dolphin Project (NDP) have in the meantime collected data, but were not yet able to determine the cause of death of this marine mammal. The humpback whale was first spotted floating in the bay off Walvis Bay on Monday. After close to two days the carcass was finally washed ashore. News about the whale stranding spread like wildfire early on Thursday morning. Initial reports were that the whale was stranded and still alive. Big night for Kickboxers Tonight will be one of the biggest nights for two kickboxers from the Namibia RCFAI & Kickboxing Academy in Walvis Bay. The two kickboxers are Lesley !Hoaeb who is nominated for Sportsman of the year and Delano Müller for Junior Sports Man of the year. All this will be at the Namibia Sports Commission (NSC) sports awards tonight at the Windhoek Country Club and Resorts. Both these athletes are kickboxing champions from the Namibia RCFAI & Kickboxing Academy in Walvis Bay. They became world champions in June this year at the Battle of Atlanta World Championships in Atlanta, Georgia USA. Their achievements are as follows: On the 16 & 17 June 2017 Lesley !Hoaeb defeated the German Taekwondo champion, Johannes Gottwald at the Battle of Atlanta World Championships to be the World Champion. On 4 March 2017 he got 3x 1st Places at the Jungle War in Johannesburg, South Africa. He also recently became the Sub-Saharan champion in his age group. On Wednesday this week the clean-up of rubble inside the fire-destroyed Dolphin Pharmacy in Swakopmund commenced. Also on Wednesday, the owner of the pharmacy, Leonie Swanepoel, opened a temporary dispensary in town. “We will rebuild the building and the pharmacy will move back”, confirmed Heiner Schlusche, the owner of the building. The consulting room of Dr Rüdiger Moisel which was also in the building will also move back. According to Schlusche, investigations by various authorities, including an independent assessor, concluded. This paved the way for the clean-up to begin. The rebuilding process will also commence soon. According to Schlusche, the new building will not be much different from the former. The façade of the old pharmacy with its big windows will remain. Miles 72, 108 and Jakkalsputz open for holidays Namibia Wildlife Resorts (NWR) will renovate the three coastal camping spots under its mandate, Jakkalsputz, Mile 72 and Mile 108. These camp sites are expected to be ready for holiday makers by 1 December. “After the renovations, guests can expect a revitalized product offering at “the Miles” as well as Jakkalsputz”, NWR revealed to namib times this week. News about the Miles being closed this holiday season started circulating recently, which NWR confirmed as rumour mongering. Similarly, the privately operated coastal campsites St. Nowhere and Windpomp14 are also open for the season. 59-year old sheep herder: “My survival instincts saved me” “When the first leopard jumped at me I could fight it off. However, then the second leopard attacked me. It was then that I realised I was in deep trouble. My survival instincts kicked in”, explained David Dantatzao in an interview with namib times this week. The sheep herder Dantatzao made headlines after he was attacked by two leopards on Monday morning on a farm in the Karibib district. He survived, and managed to kill one of the big cats with his pocket knife and a panga. According to Dantatzao he took the herd of sheep out of the kraal for grazing as usual on Monday morning at around 08:30. He is a sheep herder on the farm Domeb in the Karibib district. “I walked behind the sheep as we approached a river bed. “I noticed marks on the ground of what seemed to be something that was pulled through the river and I thought it was maybe a jackal pulling an animal hide”, he explained. NHRSA International Bank Windhoek Golf Test Shoot Corporate League 2017/18 Namibia Hunting Rifle Shooting Association (NHRSA) hosted the International Test Shoot between the teams of Namibia and South Africa on 20 and 21 October in the riverbeds at Lake Oanob Resort near Rehoboth.
The reason for a corporate league at the club is to get players from the club to play with and against players that they normally will not get to play with or against. This should build camaraderie and fellowship in the club, not to mention any business spin off that could happen as a result of this corporate league.
Each country was represented by 3 teams - a National team, a President's team and, for the first time, a Ladies Team. The team-shoot took place on the 20th and on the 21st it was an open day competition, 104 entries were received! The men's teams and their managers started the day after a briefing of the range and introduction to the range officers. The ladies teams only started at 12:00, the youngest Ladies team member had to be flown in from Okahandja, because NHRSA is proud to be known as a family sport and she had to finish her Grade 12 exams. The wind played games with our aim, the Namibian sun was hot and the range was interestingly challenging. On the 21st the teams were broken up and could shoot in any squad they prefer, the individual scores were added together with the team score of the previous day to get a grand total. If entries [lack of] allow, we could allow a company to field two teams failing which we could allow teams from other clubs to enter. FORMAT OF PLAY There will be NO entry fee; however, normal green fees are to be paid before plays which are half the normal fees for Friday play. There will be a maximum of 12 teams split into two sections. Each team to consist of three players [members of our club] with a possibility of a reserve. Each team must have at least one player in the 'C' division 18+ handicap. The teams will play individual matchplay, and can determine who plays who on the tee box before the start of the game. PLAY WILL ONLY BE ON FRIDAY AFTERNOONS AT 17H30.... NO EXCEPTIONS - no team means you will forfeit 6 points and score of 2/1 per match. Depending on entries received, each team will play five rounds in section on every second Friday afternoon at 17h30 in a shot gun start. The semi-finals and finals will also take place on Fridays. There will also be a 'finals' play offs for all the teams. The competition will start on 10th November, and stop for the festive season break on the 8th
December, [play will take place on 8th] and resume on the 19th January. The semi-finals and finals will take place on a date to be advised once all entries have been received and the draw has been made. Scoring will be 2 points for a win and 1 point for a half. Match play games need not be played out, ie if you are winning 3 and 2 you shake hand and end the game. The two sections will be drawn randomly. There will be a semi final where the winner of the 'A' section will play the runner up of the 'B' section while the winner of the 'B' section will play the runner up of the 'A' section. There will also be play offs for all teams to determine the final placing of all the teams. The playing schedule will show which teams play when. There will be a prize giving after the finals and a 'party' after the prize giving. There will be prizes for the winners, runners up and 3rd and 4th place. There will also be special/social prizes for the best dressed and best supported team, and perhaps, just perhaps, something for the team ending in 12th place. There will be 'appropriate' sponsored clothing for the leaders and the chasers, more of this as we go along on playing days.

Walvis Bay born Delano Müller and Charlize van Zyl won the MTC Namibia Junior Sportsman and Junior Sportswoman of the year awards at a star studded awards night that was marked by glitz and glamour at the Windhoek Country Club and Resort. Delano Müller a leaner at the Dolphin Schools and an athlete at the Namibia RCFAI & Kickboxing Academy in Walvis Bay are an encouraged young man that always delivers the best in sport, his personal goals and live in general. He is also a motivated sportsman in Kickboxing, Brazilian jiu-jitsu, Gymnastics and School Sports. He is the youngest Junior Kickboxing Black Belt in the country and received his 4th Stripe White Belt the highest junior regarding in Namibia. Delano is been doing kickboxing since the age of seven and competed in several national and international competitions where he delivers top results. He was one of the top three athletes at the Regional Annual Sport Awards that were held in South Africa. Delano Müller thanked MTC and the Namibian Sport Commission for making it possible as well as his coatshes Lesley !Hoaeb, Albinius “Danny – Feel the pain” Felisianu and Henrique Aramburu Cardoso. Charlize van Zyl a leaner at the Walvis Bay Private High Schools and an athlete at the Walvis Bay Gymnastics Club in Walvis Bay. She would like to represent Namibia at the Tokyo Olympic Games in 2020 on the trampoline. She was the Sportswoman of her school in 2015 and 2016. Charlize represented the country in South Africa at the Zone Five championships, the World age Group Competition and the Junior Commonwealth Games. She started to competing in uneven bars, vault, and beam and floor apparatus before she started to concentered on trampoline and tumbling. Charlize would like to thank MTC, the Namibian Sport Commission her parents and every one that supported her in her sport career thus far.
