This confirmed earlier this week by the Deputy Minister of Health and Social Services, Esther Muinjangue who is on a visit to Erongo. Muinjangue attended a ceremony at the Twaloloka quarter in Kuisebmond in Walvis Bay where tents were handed over residents who were victim to a devastating fire on Sunday night which claimed the life of a baby boy (also see article above). “The people are fine. They can be discharged now, and we must welcome them back in our communities. We never know who will be affected next. It can be one of our family members and we need therefore to treat one another with dignity and without prejudice”, said Muinjangue. Muinjangue renewed calls for Namibians to adhere to non-pharmaceutical interventions to curb the spread of the Coronavirus which is known to cause

Namibia Breweries donates 450 tents to fire victims “Even in this uncertain time, we can still find reasons for hope. Seeing compassionate Namibians from all corners of the country rallying as one nation to support the community of Twaloloka who tragically lost their homes and lives following the tragedy that unfolded this past Sunday, gives me hope that humanity can overcome difficult times like now”, says Marco Wenk, Managing Director of Namibia Breweries Limited (NBL) – a subsidiary of the Ohlthaver& List (O&L) Group. On Wednesday, 29 July, Wenk - represented by the NBL Area Sales Manager, Peter Zerbe, - handed over a donation of 450 tents to the value of N$1, 103 549 to the Walvis Bay Town Council and the Walvis Bay Roundtable 36 dealing with the response and recovery efforts, in aid of providing temporary shelter following the devastating fire that left more than 400 people of the Twaloloka informal settlement in Walvis Bay, homeless. Fifteen (15) tents were allocated to O&L employees of the Group's subsidiaries, Pick n Pay Namibia and Hangana Seafood, who lost their homes and belongings. “In line with our Purpose 'Creating a future, enhancing life' and our values like 'We all serve', our people's health, safety and wellbeing is top of our priorities and therefore it is only befitting that we take care of them and fellow community members who are exposed to the elements following this tragedy”, said Wenk. NBL pledged a further N$50 000 worth of Aqua Splash water for distribution by the Roundtable. The Mayor of Walvis Bay who received the donation.“While we are still reeling in shock following the aftermath of the devastating fire at Twaloloka this past Sunday-night, it is heart-warming and reassuring to see how Namibians across the lengths and breadths of our country have dug deep into their pockets to assist in coming to the rescue of our people, providing hope in a time as uncertain as this. Namdock’s stacking and preservation of the Valaris 109 rig A boost to the economy even when dormant Strategically located on the west coast of Africa in Walvis Bay, Namibia, Namdock is a leader in the West African ship repair market and offshore oil and gas sector, which has gained global recognition for its extensive dry dock capacities and exceptional client service - even in the face of a global pandemic, which has seen numerous oil rigs being decommissioned and a sharp decline in repair and maintenance activities accordingly. Currently very evident in the Walvis Bay harbour, is the 350-foot Valaris 109 shallow water jack-up rig from Angola, which Namdock is currently preparing for stacking. Stacking occurs when a drilling rig completes a job and is withdrawn from operation for a designated period of time. Says Quintin Simon, Marketing Manager, Namdock: “Owing to the Covid-19 pandemic — and its associated travel restrictions and lockdowns — there is a current decrease in oil demand, which has resulted in the cancellation of many oil exploration and drilling projects. Oil rigs and drill ships, however, are high-investment, high-tech vessels which are expensive to operate, whether they are actively drilling or not. For this reason, the Valaris 109 rig will be stacked and preserved until the global economy improves.” As the name implies, the jack-up rig works on a jacking system, using its three main legs to lift the operational deck above the water and pinning her legs (or 'spud cans' as they are typically referred to) into the ground, providing stability despite lateral forces when deployed into ocean-bed systems. “As a rule, jack-up rigs are not self-propelled and rely on tugs or heavy lift ships for transportation. Other rigs are built more like vessels and are moored with anchors, using dynamic positioning (DP), to automatically maintain the vessel's position and heading by using its own propellers and thrusters,” Simon explains. He adds very emphatically that the Valaris 109's legs have unfortunately been misidentified as 5G towers, raising concerns within the local Walvis Bay community: “Namdock would like to assure the community that the company is in no way involved in 5G technology in any manner or form.” When rigs or vessels are stacked, the degree of stacking normally depends on how ready and prepared the owner wants the rig to be when – or if – it needs to start drilling again. There are therefore two options available: cold-stacking or warmstacking. “Warm-stacking means that although the rig is deployable, it is not currently operational. While the daily costs may be reduced, they are essentially comparable to those in drilling mode, because a crew must be present to ensure the rig's preservation and preventative maintenance schedules are followed, so that if a drilling contract becomes available, the rig can be mobilised at short notice,” Simon points out. He adds that cold stacking, on the other hand, is also sometimes called 'mothballing' because the rig is boarded up and completely inactive. Mothballed rigs are therefore shut down entirely and stored in a shipyard, harbour, or in an assigned offshore area. The crews are either reduced entirely, or else a

skeleton crew might continue, greatly lowering the cost of maintenance. Generally, before cold-stacking, Namdock therefore undertakes essential steps to protect the rig's or vessel's facilities and equipment, including applying protective coatings to combat corrosion, filling engines with protective fluids, and installing dehumidifiers; because, unlike warm-stacked rigs, coldstacked rigs or vessels may be out of service for protracted periods of time. Simon explains: “Cold-stacking involves preservation of equipment on board to assure that the asset does not deteriorate beyond its current condition. In this particular case, the Valaris 109 rig will be cold stacked to reduce costs. Prior to undergoing cold stacking, all equipment on board will be tested and preserved by processes identified by the client. After completion, the crew will leave, and the vessel will be dormant until reactivated.” Simon points out that during this time of economic hardship caused by the Covid-19 pandemic, the stacking process is “a silver lining in these uncertain times” as several employees (who have been on board for the past three months and have been checked and cleared by Walvis Bay port heath authorities) and local Namibian contractors, will be kept busy ensuring that the preservation process goes seamlessly. He furthermore emphasises that the Valaris 109 is due to be reactivated in approximately 8 months' time: “Following her reactivation, substantial work will be required. At that point, this will have a massively positive financial impact - both on Namdock and on the community. This is the key reason we offer these preservation options to clients – so that - when the reactivation is required – we are close at hand, together with Namport, as the preferred service provider to undertake the task,” he concludes.

Allegations of abuse of prisoners Sharlien Tjambari Trial awaiting Prisoners at the Swakopmund main police station claim they go hungry, are assaulted, and denied their basic right of being administered medicine or seeing a doctor. The turn-side of the coin: senior police officer at Swakopmund rubbishes these claims. Trial awaiting inmates claim that they have not been eating for almost two weeks now, as there is not food available. Food orders were allegedly last placed in May this year, resulting in a shortage food with which the Namibian Police must feed these prisoners every day. According to these

prisoners, they are also not allowed to go to the hospital when they are ill. “There are some of us here who are on ARV's, and TB and hypertension medication. Yet, we are not allowed to go to hospital if we are not feeling well. Another inmate alleges police officers would often enter the cells and beat and kick them, just

because they [police] are frustrated. The station commander at the Swakopmund police station, Chief Inspector Moses Aebeb, says he is aware of the allegations. He cautioned these allegations must not be taken seriously. “There were those rumours going around last week.

“Trial awaiting prisoners often spread rumours to put pressure on authorities” I can assure you the inmates are eating on time and are taken to the hospital when necessary. We only have a problem with bread not being delivered on time,

but the inmates are eating. We also have a problem with gas cooking at the moment, but food is prepared at the Swakopmund Correctional Fa-

cility for the time being and delivered to us here at the police station cells”, explained Chief Inspector Aebeb. According to Aebeb, some of the trial await-

ing inmates are frustrated with for instance the legal system. They often spread rumours, to put pressure on the authorities.

have repeatedly reported that SPP is involved in the Namibian Fishrot scandal or is part of a money laundering or kickback scheme and or part of corrupt activities. This is simply not the truth and these incorrect media statements have been severely damaging to the business, the goodwill of the company and the continued employment of the 655 strong work force. Today SPP issues a public statement to correct the numerous factual errors and false and misleading statements made by The Namibian Newspaper. The shareholders agreement of the joint venture prevented SPP from releasing media statements without full board approval. It is with full board approval, including the newly appointed Fishcor directors, that the decision was made to address the repeated incorrect media allegations and set the record straight. The board further reserves their right to institute legal action relating to any incorrect or inaccurate media reporting. Pursuant to these various factually incorrect reports, an Independent Forensic Report was mandated, and the investigative auditors were given complete access to all contractual agreements, correspondence, compliance documents and financial records of SPP. The auditors further had access to the department of Fisheries. The background, timeline and procedural and administrative steps which culminated in the joint venture were investigated. A thorough investigation into the allegations of money laundering and/or corruption found absolutely no evidence to substantiate these false claims. To the contrary, SPP was found to be an aggrieved party and victim in what has become known as the Fishrot Scandal. The Independent Forensic Audit was handed to all relevant authorities and cabinet ministers and SPP trusts that this will assist the authorities in their continued investigations. SPP undertakes to cooperate in any investigation by the appropriate authorities. SPP is a joint venture between African Selection Fishing Namibia (Pty) Ltd (AFSN), a majority Namibian owned entity, and the National Fishing Corporation of Namibia Ltd (FishCor) and was constituted in terms of various Government Gazettes, approved, and promulgated by the Namibian Government Cabinet. The project was promulgated to promote and advance Namibia's 5th National Development Plan (NDP5) and specifically to advance the employment of women and youth. These objectives have been met and the state-of-the-art onshore pelagic fishing plant is living proof of the successful investment in the largest Sub-Saharan Pelagic Fishing Plant today, situated in Walvis Bay. The joint venture known as SPP remains committed to its workforce, the continued sustainable fishing in Namibian waters and to the Government objectives governing the project. SPP is committed to its undertaking and fight to secure the employment for the current 655 employees and to increase the workforce by another 450 employees for the newly completed cannery. SPP believes in ethical and responsible journalism and believes that the media plays an important role in the fight against corruption. This second tier of corporate governance alongside state authorities should be respected.

On 28th July 2020, a company representative joined the family at the funeral that was held in Walvis Bay under strict applicable rules for COVID 19 related deaths. Our full support was availed to the family of Efraim in this difficult time. The widow is fully aware of our support and engagement on the matter. Efraim passed away on the 26th July 2020 while in ICU at a private hospital in Walvis Bay after being taken under the control and treatment of the health authorities on the 19th July 2020. We would like to thank the medical staff and the hospital for their selfless work and dedication to the needy members of our community. In addition, earlier this morning a petition was received by Management from some of our crew members expressing their frustrations and listing certain grievances to the management of Hodago Fishing (Pty) Ltd. Management accepted the petition and will address all listed issues and requests and revert to the respective crew members with proposed suggestions and solutions. Hodago Fishing (Pty) Ltd., in unison with NFI&FWU through their 'Recognition Agreement' as social partners, is strongly committed to the safety and wellbeing of our employees. During the COVID 19 State of Emergency, the company is working closely with local health authorities and follows their strict rules and instructions. ICC postpone series The International Cricket Council (ICC) postponed two qualifying events that were scheduled to be hosted in 2020 due to the ongoing COVID-19 pandemic. The ICC Men's Cricket World Cup League 2 series due to be hosted in Namibia in September which forms part of the qualification for the ICC Men's Cricket World Cup 2023 - involving Namibia, Papua New Guinea and the United States has been postponed. In addition, the ICC U19 Cricket World Cup Regional Qualifier Division 2 in Africa has also been postponed. It was due to take place in Tanzania between 7 and 14 August with Botswana, Kenya, Mozambique, Rwanda, Sierra Leone and Tanzania all competing. As part of the ICC's comprehensive contingency planning process across all ICC events and after consultation with Members and with the relevant government and public health authorities, the decision has been taken to postpone both events. The ICC's priority continues to be protected the well-being of players, coaches, officials, fans and the whole cricket community. ICC Head of Events, Chris Tetley said: “With ongoing international travel restrictions, global health concerns still prominent and on government and public health authority advice in

relation to COVID-19 we have decided in partnership with Members, to postpone two further qualifying events.
