Die Minister van Seevisserye en Mariene Hulpbronne het in ‘n amptelike brief aan die harderbedryf gesê almal kan weer aansoek doen om regte sodra die openbare beroep vir regte in die
Staatskoerant gepubliseer word. Maar die bedryf meen die proses gaan te stadig, want ink en papier weet nie van seisoene nie. “Ons weet nie meer watter kant toe nie. Dit is nou ‘n maand wat ons vaslê en die vis is juis nou goed”, het een van die desperate hardervissers gister gesê. Hy het hoop uitgespreek dat die Minister dringend aandag

The latest design for the "Sur la Plage" development, to be located on Erf 4747 at the site of the old Swakopmund municipal swimming pool, was presented to the public at the end of 2017. The main ten-storey building will feature apartments, catering for various aspects of the market. There will be one-bedroom studio apartments, apartments slightly bigger and penthouse apartments located on the top floor. Located on the eastern side of the main building will be another building. The South Block will include a hotel component and more apartments. Since the announcement of the first high-rise building for Swakopmund was made, the developer Jimney Construction has received strong opposition from the Swakopmund public. A petition to stop the high-rise building gathered 2150 signatures and was handed to Town Council at the beginning of December last year. "The Swakopmund lighthouse, as well as our other two lighthouses and our various other "Aid to Navigation" along our coastline still serve a crucial role in the safety of vessels at sea off the Namibian coast. Electronic navigation, which includes GPS, radar, radio, etc., does not replace the need for "Visual Aids to Navigation" such as lights and day marks. These two aspects of navigation complement each other", Gelderbloem continued. There are no plans to move the Swakopmund lighthouse. This is the first time in Namibia's history that NamPort has been confronted with such a predicament, Gelderbloem indicated.

According to eyewitnesses, the wheels of the front-end loader slipped on seaweed as it was driving close to the water. The loader slid into the water. The Swakopmund Fire Brigade was called to the scene and after a lengthy operation managed to pull the front-end loader from the water using the winch on the truck "Bobby Brown". Nobody was injured and the front-end loader managed to drive off. A considerable crowd gathered on the beach to witness this very rare event. Many curious residents filmed the event.

A forklift tyre that overheated from friction caused a plume of smoke in the goods receiving area of a Metro Mega Store in Swakopmund's Hidipo Hamutenya Street on Friday. There were moments of panic when staff and customers thought the store was on fire. there was no fire damage. Draft regulations to control the use of plastic shopping bags in Swakopmund will likely be submitted to Town Council by March 2018. "The termination of plastic bags is a long-term goal. The current focus will be on reducing its use and promote the utilisation of re-usable and biodegradable bags", said the mayor of Swakopmund Pauline Nashilundo during the first Council meeting of 2018 held last week. During her announcement Nashilundo added the approval of the framework for the development of the by-law has already been approved by Council. "The framework makes provision for the charging of a levy relevant to the use of plastic shopping bags", she said. The first consultation meeting regarding this development was held in October 2017. Retailers present at the meeting were selected as representatives for the Environmental Committee against the use of plastic bags. An Environmental Fund was also established which caters for the depositing of all levies and donations made towards this cause. "The promulgation process of the by-law is currently underway and the community will be informed once it is gazetted", Nashilundo continued. The mayor explained the impact of plastic bags on the sensitive ecosystem of the coastal town is devastating, as it poses threats to both land and ocean creatures. The animals ingest the plastics and it causes the intestines to stop functioning and death ensues. "It also contributes to mass pollution in the area. The need to protect our environment from the destructiveness of plastic bags has become a major priority for Council and the community at large", she said. Some Swakopmund retailers have already introduced biodegradable plastic shopping bags. The new by-law will encourage all retailers to follow suit.

Dealing in cannabis, suspected crack cocaine and mandrax tablets The Drug Law Enforcement Sub Division (DLESD) of the Namibian Police on Friday night caught three suspected drug dealers with contraband worth thousands of Namibian Dollar. According to Deputy Commissioner Erastus Iikuyu, Erongo Regional Crime Investigations Coordinator a well coordinated operation by members of the DLESD was carried out in the Mondesa suburb of Swakopmund. Suspects arrested: Shabona John, 20 years old Namibian male at House number 1864, Mandume Ndemufayo Street, Mondesa. He was found with 18 bankies of cannabis valued at N$900. The second suspect, Joas Doeseb, 40 years old Namibian male, was arrested at House number 25 Saam Staan location, Mondesa for dealing in 67 grams of cannabis; 45 x full, 4 x halves and 10 x quarters of suspected Mandrax tablets and 40 units of suspected crack cocaine valued N$ 10 920. The third suspect, Fransiska Geises, 50 years old Namibian female was arrested at a house at Saam Staan location, Mondesa for dealing in 1300 grams of cannabis and 11 x full, 4 halves and 5 small pieces of suspected Mandrax tablets, valued at N$14 400. ¡All three suspects were scheduled for first court appearances in the Swakopmund magistrates court yesterday.

Mother in custody after abortion pill kills her unborn baby due for birth at any day
A 25-year old Windhoek resident is hospitalised at the Walvis Bay state hospital under police guard, after she caused the death of her newborn girl on Friday after inserting an abortion pill. It is alleged on Friday the woman travelled from Windhoek to Walvis Bay. A few minutes after her arrival in Walvis Bay she started to complain of abdominal pains. She was taken to the Walvis Bay State Hospital. After the nurses examined her they concluded she had inserted a tablet (abortion pill) into her female genitals with intention to terminate the pregnancy. She was taken to the maternity ward for an emergency caesarean section. It was too late - the baby girl which was due for birth any day already passed away. The woman, whose identify is known to namib times will be criminally charged once discharged from hospital. It is suspected that the baby girl died due the tablet. The suspect was admitted to the hospital under Police guard. Her condition is stable.

Three passenger liners for February Three passenger liners are calling at the port of Walvis Bay up to 18 February this year. On Sunday MS Insignia is expected alongside, followed by Seaborn Sojourn on 6 February and Boudicca on 18 February. Passenger liners calling at Walvis Bay are valuable sources of cash income for the local and wider coastal economies. A dedicated passenger liner terminal will be completed in the port of Walvis Bay later this year and will raise the bar for passenger liner tourism in the coastal region.

N$10 levy per ratepayer will bring CCTV to Swakopmund Erwin Leuschner
The Swakopmund Town Council is seeking the support of all residents to finance a minimal levy of N$10 per property owner for the installation of a close circuit television camera (CCTV) network for the town. The CCTVsystem will enhance public safety and the first levy could be payable by as early as 1 July this year. "The minimal levy of N$10 will be payable by all residents from 1 July 2018 until 30 June 2019. This will cater for the operational costs of the Monitoring Room and also for the maintenance of the cameras", said Swakopmund Mayor Pauline Nashilundo during the first Town Council meeting in 2018, held last week. Nashilundo added come 30 June 2019, the levy will be reduced to N$5. "Swakopmund is a tourist and holiday destination of Namibia and the SADC region, therefore the safety of our citizens and visitors is paramount", she explained. It is in this regard that Council together with the Police Public Relations Committee (PPRC) as well as the Namibian Police intends to install various CCTV cameras to monitor various crime-prone areas in town. The Mayor mentioned some of the areas identified are the town entrances as well as strategic places in the suburbs Kramersdorf, Mondesa, Mile 4, Vineta, Tamariskia and the central business district.The installation of CCTV cameras in Swakopmund has been on the cards for quite some time. Three information sharing meetings were organised during November 2017. According to Nashilundo other meetings will be rescheduled due to the low turnout that was experienced in the 2017 meetings. "A safe Swakopmund will prosper in all
spheres of life, be it economic or social", Nashilundo said. An online poll on the Facebook page of the
Swakopmund Municipality received overwhelming support. 85% of close to 1000 people who took part in
the poll were in favour of CCTV cameras to be installed in Swakopmund for a minimum levy of N$10.00 per
rate-payer. A similar poll by the PPRC during the Swakopmund International Trade Expo
(SWAITEX) 2017 also received overwhelming support. In addition, most attendees during the infor-
mation sharing meetings supported the initiative.

Another case of stock theft in Karibib District 13 heads of cattle, worth N$130 000, were stolen from the farm MonRepos in the Karibib District between 15 and 16 January. The cattle were taken from a grazing camp on the farm. There were no signs the cattle being slaughtered either on the farm or nearby areas. The Police investigates a case of stock theft, but no arrests have been made so far. The Police are requesting the public to assist with tracing the suspects. Emergency meeting planned with Governor of Erongo The Topnaar community at Utuseb on the banks of the Kuiseb River southeast of Walvis Bay is increasingly finding itself in dire straits over fresh water supply. That is after the Namibia Water Corporation (NamWater) shut down a number of communal water points in the area due to non-payment of water bills. The community is reportedly owning NamWater some N$900 000 in payments in arrears. The Chief of the Topnaar Traditional Authority, Seth Kooitjie has now asked for an emergency meeting with the Governor of Erongo Clr. Cleophas Mutjavikua for the settling of the water bill through the Office of the Governor.
The problem over the non-payment of the water bill originates from a rift over fresh water supply among members of the community at Utuseb. Some argue they use less water than other community members, who for instance, have vegetable gardens or have large herds of goats and donkeys. Yet everyone pays the same amount for the use of the communal water points. Some of the points have been closed in September last year and NamWater gradually started to close more points. The matter has now reached a level of emergency, leaving the community at Utuseb to rely on water supply from other Topnaar groups also living along the banks of the Kuiseb River.
It is believed one of the occupants left a candle burning and left his home. Thanks to the quick reaction from residents all people were evacuated. There was only one injury but the loss of property was significant. The most common causes of shack fires are illegal electricity connections and open flames of candles, lamps and gas stoves left unattended. A total of 100 shacks was destroyed in similar incidents in 2017.

In a statement EBHN says: "The management of Elgin Brown & Hamer Namibia (EBHN) confirmed today that the company has entered into a further round of restructuring. EBHN staff members were initially briefed about the possibility of further restructuring on 7 December 2017. Formal notification was issued to the Office of the Labour Commissioner, the recognised Union (MMMC) and non-bargaining unit on Monday 22 January 2018. Negotiations with EBHN's union, the MMMC, commenced on Tuesday 23 January 2018. In terms of this process, EBH Namibia is working closely with the MMMC, the EBH Namibia Workers Representative Committee (WRC) and the Namibian Labour, Industrial Relations and Employment Creation Ministry (Office of the Labour Commissioner). To keep compulsory retrenchments to a minimum, early retirement and voluntary retrenchment options will be offered to all EBH Namibia employees. Since the announcement of the original EBHN stabilisation plan in April 2016 prompted by depressed oil prices and the knock-on effect on the offshore support and ship repair sector, the company has undertaken a process of continuous evaluation of all possible steps to ensure the longterm sustainability and success of the business. Despite these measures, continuing economic pressures have required the company to further address its employment dispensation, in order to ensure continued viability going forward. “Bank Demand Guarantees� provide business peace of mind in uncertain times By Anton Smit: Executive Officer for Credit at Bank Windhoek Daily, businesses in Namibia and around the world enter into agreements for the sale or procurement of goods or services. With it, comes the accompanying risk of losing money from services or goods not delivered. The reality is that losing money can cripple a thriving business, or worse, force its closure. To make matters worse, it takes time, effort and money to try and recover losses through litigation which may not be successful. So how does one deal with this very real threat? One solution to buffering such a potential risk is obtaining a Demand Guarantee from Bank Windhoek. A Demand Guarantee provides contracting parties with peace of mind. This is how Demand Guarantee works: A client will approach Bank Windhoek and provide details of the contract that has been entered into with the beneficiary of the service. The Bank will then issue a Demand Guarantee to the client's' named beneficiary; the client's contractor or supplier. In the event of the Bank's client defaulting under the contractual agreement with the beneficiary, the beneficiary will simply submit a written demand to the Bank in order to receive payment. The Namibian Volleyball Federation would like to announce that its president to date, Mr Günter Rust, stepped down from his position as of December 15th 2017. Mr Rust started his engagement with the Namibian Volleyball Federation in 2012, when he became Secretary General under the then President Joel Matheus. After Mr Matheus's appointment as the Chairman of the Namibian Sports Commission and his subsequent resignation as president of the federation in June 2016, Mr Rust availed himself to take over this crucial position which he filled until now. Having been committed to developing Namibian Volleyball further and advancing the sport in the country for many years, Mr Rust was recently faced with a sharp increase in his professional responsibilities and consequently time he could avail for the
Namibian Federation. With this increasing conflict of time, Mr Rust now took the decision to step down and hand over his responsibilities in order to ensure the positive development and coherence of the Namibian Volleyball Federation and Volleyball in Namibia in general. The entire Namibian Volleyball family and the Namibian Volleyball Federation want to thank Mr Rust for his tireless work and efforts and wish him all the best of luck for his career and future. The previous Vice-President of the NVF, Mr Hilary Imbuwa, will step up to become the new President of the Namibian Volleyball Federation and assume all responsibilities with immediate effect. Brave Warriors lose Indoor Triathlon Series to Morocco
The Brave Warriors Submitted by NFA media-officer A goal half saw Morocco past a resurgent Brave Warriors at a packed Mohammed V stadium in Casablanca on Saturday night in the first quarterfinal match of the 2018 African Nations Championships (CHAN) finals underway in Morocco. Morocco scored their first goal on 35 minutes, a quick taken free kick that saw Ayoub El Kaabi finish past Loydt Kazapua and their second goal on 53 minutes through a headed goal from a corner kick by Sallahedine Saidi. Before that, the two sides weighted each other out well in the opening 15 minutes before Brave Warriors' goalkeeper Lodyt Kazapua was equal to a header by Captain Badr Benoun. Riaan Hanamub had as well taken free kick from the left evaded all and missed the back of the net, while Dynamo Fredericks was booked for talking to the referee after defender Charles Hambira was fouled down the right of the Namibian defence and play continued. Morocco could have scored but Achraf Benchhakri shot over the ball from inside the box as he found space in the box following a quick play by the host from that incident. Namibia's first corner kick came on 27 minutes as they continued to defend impressively and
attack as a team that saw Petrus Shitembi and Hanamub combine well down the left. Vitapi Ngaruka continued his impressive showing at right back and run down the flank to win a corner on 45 minutes thanks o his persistence. In the second half, Tiberius Lombard replaced Ferdinand Karongee at the change-over and later on Benyamin Nenkavu came on for Panduleni Nekundi. On 69 minutes, Absalom Iimbondi free kick was headed in by Itamunua Keimuine only to be disallowed for a foul on a Moroccan defender. Moroccan' Mohammed Nahiri had a chance at goal on 76 minutes and his well taken free-kick hit the cross-bar as Namibia held on and saw the game out. All in all, a gallant performance by the Brave Warriors who can attribute their downfall to inexperience in the match and will take some valuable lessons from the whole adventure in Morocco.
The first indoor triathlon series for the year hosted by Biokinetic Rehabilitation Centre was held on Saturday 27 January 2018. They decided to do a series of events to raise some awareness on physical activity and to track your progress as you complete 6 events throughout the year, which is great to see where you started and at the end to see how far you've come. They had 2 categories, the advanced category consisted of 600m swim, 20km cycle, and 5km run, and the novice 300m swim, 10km cycle, 2km run. This event was a huge success and is such a good event for the town. It builds community spirit and is just a fun day out with the family. The podium finishers of the ladies advanced was (first) Kristina Mehlhose 1hr 01min18sec, (second) Lelani Swart 1hr 02min 28sec, (third) Lorinda Viljoen 1hr 13min 40sec. Men's podium finishers in advanced category was (first) Sebastian Pahl 51min16 sec, (second) Morne Honiball 54min 31sec, (third) Dewaldt van Antwerpen 55min 8sec. The podium finishers of the ladies novice was (first) Alana Johnstone 29min 13sec, (second) Linda-Marie Pocsi 30min 55sec, (third) Anika Steinmetz 30min 57sec. Men's podium finishers in novice category was (first) Oscar Pereira 29min 30sec, (second) Jaco Marais 30min 50sec, (third) Morne Fourie 34min 0sec. Biokinetic Rehabilitation Centre is hosting this event every second month and is open to the public, they invite everyone to come and enjoy this day with them. Their March event will have a kiddie's triathlon open to ages 4-12 as well as a 5km fun walk/run. They've got food stalls, jumping castles and a photo booth for the whole family to enjoy, and invite the public to come and be part of this event. Their next event will take place on the 24 March 2018.

National Pro Championship Namibia Kickboxing Federation will send a team of four athletes to participate in the UAE Jiu-Jitsu National PRO Championship – GI in Johannesburg South Africa from 3 to 4 February 2018. The athletes will participate in the championships without National colors but have the blessing of the Namibia Sports Commission (NSC).

The president of the NKF Ms Anita De Klerk said that only four of the more than twenty athletes that qualified for international participation at the National Desert Storm 1 that was held on 7th October 2017 will be representing the country at the championships and that the other athletes are unable to participate due to work obligation and financial constrains. The team is well prepared and is expected to do exceptional. Mr Green's addition to Namibian rugby is greeted with great enthusiasm, as he has a wealth of experience and global networking in the rugby fraternity to offer. After his professional rugby playing career (Western Province Country Districts and Griqualand West) from 1980 to 1988, Mervin moved into coaching and administration, and became the Vice-Chairman of the SA Rugby Schools Association by 1997. As SARU's Senior Manager: Game Development, he was responsible for drafting policies and strategies, as well as directing all junior tournaments and teams. His recent position held at the South African Rugby Union was as General Manager: S t r a t e g i c Tr a n s f o r m a t i o n . H e w a s instrumental in negotiating and liaising with National and Provincial Ministries and various forums on the subject of transformation in South African rugby, reporting directly to the CEO, SARU Executive and SARU General Council. Internationally he currently holds the position of General Secretary of Rugby Africa, where he provides strategic guidance in terms of developing the game on the continent. He regularly represents SARU and Rugby Africa at World Rugby General Council Meetings and Conferences. Mr Green sees the new phase Namibian rugby is entering as an exciting challenge. "I have gained knowledge through years of experience in the game and am ready to plough back by making a difference in Namibia." SECONDMENT OF GENERAL MANAGER: HIGH PERFORMANCE Another highly valued new addition to Namibian rugby comes in the form of Mr Peter Harding, who is seconded to Namibia by
World Rugby as the General Manager: High Performance until after the end of Rugby World Cup 2019. From his most recent address in Tonga where his family resides, Mr Harding brings in-depth knowledge and skill on running world-class High Performance systems and structures. His experience as Lead for Strength and Conditioning for, among others, the English Institute of Sport in London and Qantas Wallabies, earned him the acclaimed position of High Performance Consultant at World Rugby. According to Mr Peter Harding, "setting up a functional High Performance structure in Namibia, will be beneficial to all national teams in many facets of the game for years to come." Together with Director of Rugby and National Team Coach, Phil Davies, these gentlemen will assist in grow in the game to a next level. REGISTERED COMPANY Namibia Rugby Ltd is a newly registered entity and will work closely with the Namibia Rugby Union. The purpose of the new Section 21 (not for profit) company is to ensure financial and commercial viability for the whole structure. The company will therefore look after the well-being of all national teams (Senior N a t i o n a l t e a m , Wi n d h o e k D r a u g h t Welwitschias, Namibia Under 20's and Namibia National Sevens), but with a strong commercial focus on the NRU domestic league and development of rugby throughout the country.
