After tense negotiations the angry construction workers of the Delta Group, who threatened to burn down the mass houses they built on the north-eastern outskirts of Swakopmund, “confiscated” their bosses car as surety. The workers demand their wages, which they allegedly have not received since August this year. The Delta Group was awarded a tender to construct about 400 houses under Mass Housing Development Programme (MHDP) in Swakopmund. According to Delta Group managing director Koos Gouws, construction was halted about a month ago, after he was unable to pay the workers. “I feel sorry for the workers, but what must I do if I don't have any money,” he said on Friday at the scene. According to one of the workers, Gerson Kandjeje, the workers have attempted to resolve the situation at various avenues, having contacted the labour commissioner, the constituency councillor and the governor of the region. “We just want our money. We cannot pay our rent anymore or the Continues on Page 2

Founding President Continued from Page 1 Founding Father Dr Sam Nujoma paid a visit to the Swakopmunder Apotheke. As news did the rounds that Dr. Nujoma would be in the central business district soon, people gathered on the street corners and on the pavements to get a glimpse of him. Security officials however, had a different idea and the street was cleared of people when Dr Nujoma's vehicle drove up to the pharmacy. Not even customers to the pharmacy were allowed in the area. No information is available as to the reason for Dr Nujoma's visit to the pharmacy.

We worked and want our money,” he said. Gouws arrived at the site in his BMW 4x4 vehicle, which he left behind as surety that he would pay their wages. The workers demanded to sell the vehicle and “clamped” it at the site using bricks to prevent Gouws from leaving in it again. “I owe a lot of people a lot of money. Who should I pay first once I do sell the vehicle,” he asked. Gouws added that he is waiting for Government to pay him for work done and once he receives the money will he be in a position to not only pay the workers, but other debtors as well. Gouws did not want to say how much government owes him, but stated that he owes the workers and contractors about N$200 000. “Even if I sell two cars it won't be enough,” Gouws said. He added that he is “only one month behind” on salaries for the workers though. Delta Group directly employs 59 people. “We know about government's problem to pay. There are indications that we must continue with the project in future,” he said. To date the Delta Group is busy building 43 houses. Many of those are about 90% done, Gouws said. The aggrieved workers initially threatened to burn down the houses on Friday and had already started packing flammable material on the doorsteps of some. The situation was diffused by members of the police as well as employees of a security company.

Residents of Kuisebmond left with their hands in their hair when a central manhole located in the corner of their yard in Dassie street started flooding their yard with a large amount of sewage water since Sunday. The flooding has caused damage to floors and furniture as it entered the house. The level of the water has lowered as it has been absorbed into the ground. The situation has caused much upset as school going children reside at the house and had trouble getting ready for school yesterday morning. Residents of the house are forced to endure the horrible and overwhelming smell until something is done. The incident was reported to the Municipality, who ensured that the problem would be dealt with as soon as possible, but by the time of going to press they had still not visited the house to assess the damage.

No penalty waiver for strandhotel Erwin Leuschner
The Swakopmund Town Council will not waive the obligatory penalty imposed on Ohlthaver&List Leisure due to the late completion of the development of the Strandhotel. O&L Leisure had requested Council to write-off the penalty to the value of N$2 141 250 in part due to “cash-flow difficulties.” The request to waive the penalty is outlined in a letter sent by O&L Leisure to Town Council in June this year. The letter is signed by O&L Leisure Managing Director Terence Makari and Executive Chairman Sven Thieme. In the letter it states that the investment of the Strandhotel was more than N$350 million and it is regarded as one of the biggest in the Namibian tourism industry. According to the Agenda the development of the Strandhotel was initially meant to commence in 2007 and should be completed in 2009. Due to various delays Council granted extensions of the due date until finally deciding that the development must be completed by 15 March 2014. If this deadline is not met, the developer is entitled to pay Council a penalty fee of N$10 000 per day until completion. The development was delayed though and in June 2015 the total penalty amount was calculated at N$4 510 000. This amount was reduced after the developer applied to Council to pay N$5 000 per day instead of N$10 000. The current balance payable as of July this year is N$2 141 250. As from April until July the developer has been paying a monthly instalment of N$107 062.50. “The developer is now experiencing difficulties in their cash flow and thus cannot afford to pay off the outstanding balance of the penalty as well as paying the monthly rates and taxes to Council. They need Council to write off the penalty in full,” it states in the Agenda. Currently the monthly rates and taxes amount to almost N$30 000. In the letter O&L Leisure argues that the development was very complex and some delays in the construction process were beyond their control. Some delays were attributed to the strikes of the metal workers union in South Africa during the construction process as well as piling and earthworks difficulties due to historical concrete work on the site. While discussing the above application Council considered a similar application. The Lighthouse Property Investment Trust is also liable to pay a penalty for not completing their development on Erf 4747 (old swimming pool). The current outstanding amount is N$ 1 144 915.11. “Kinghorn Associates is (in the process of) drafting a formal notice of nonperformance in terms of this development agreement,” it states. Due to the above Council decided at the recent meeting not to write-off the penalty of O&L Leisure and that O&L pays the balance.

Don’t Make It Easy For Car Thieves Car thieves are becoming increasingly organised and, in a few seconds, can have your vehicle taken far away. Bear in mind that criminals will choose an easy target. By following the steps below you can make it difficult for a criminal to steal your car. · Keep your vehicle locked at all times, even while driving. · When parked, never leave your keys in the car. Close all the windows and the sunroof. · Never leave your car running and unattended. · Avoid leaving valuables inside your vehicle where passersby can see them. · Do not leave your vehicle registration in the car. Too often a car thief is pulled over and gets away from the police because he or she can produce the auto registration. (If multiple drivers use the vehicle, the best suggestion would be to hide the registration in a secret location in the car that only the owners know.) · Know where you're going. Avoid known high crime areas, even if the alternate route takes longer. · Install an anti-theft system in your vehicle if it doesn't have one. Thieves are reluctant to steal vehicles if they know the cars can be recovered quickly. Many insurers offer discounts for the types of systems listed below. · Thieves prefer to work in the dark. Be particularly cautious at night about where you park your car. Park it in a well-lit area if possible. · Look around. Be aware of your surroundings, especially in garages, parking lots and gas stations. · Has your car's vehicle identification number ( VIN ) etched on each of the windows. Car thieves want to get off cheap. They don't want to go to the expense of replacing all the glass. · On an incline, leave your car in park or in gear with the wheels turned toward the curb or some other obstruction. This makes it harder for thieves to tow your vehicle. · If confronted by a carjacker, do not resist. Cars can be replaced; you can't.

Women allegedly destroys Unknown persons steal her home - attacks police Jeep Cherokee in fit of extreme rage Erwin Leuschner
A woman caused considerable damage to her home in Walvis Bay’s Meersig suburb on Saturday night in a fit of extreme rage. The woman allegedly broke all windows of her home by throwing household items at it. When the police arrived at the scene she also attacked officers allegedly throwing them with household items. Large quantities of broken glass, crockery and books had to be swept off the street by broom after the woman was subdued and taken to a hospital. She allegedly has a history of mental illness.

The police at Walvis Bay is asking for public assistance in tracing the vehicle of Edward G. (Gareth) Amos which was allegedly stolen in the early hours on Saturday at a fuel service station in the central business district of the harbour town. According to Detective Inspector Erastus Iikuyu, Nampol's Acting Crime Investigations Co-ordinator for the Erongo Region, the incident occurred at the former Indongo Toyota Puma service station in Walvis Bay on the corner of 6th Street and Rikumbi Kandanga Avenue. According to the police Amos alleges he was called by his friends at about 03:00 on Saturday. The friends were patrons at a gambling house in the harbour town. They requested Amos to pick them up. “He drove there but he did not find them and instead picked up two persons unknown to him (a male and a female),” Iikuyu explained. He [Amos] drove them to the Puma Service station and went into the 24/7 convenience shop to buy something. Once he returned to the vehicle, it was gone and the two unknown passengers were also nowhere to be found”. Amos cannot tell whether he left the key in the car, or whether it was removed from his pocket, Iikuyu said. Video footage show the female in fact entering the convenience store with Amos. She left the store before him and got into the passenger seat where after the vehicle drove off. The close circuit camera also shows the vehicle's lights remained switched on in the time frame of its arrival at the service station and when it was driven off, suggesting the vehicle's engine was running with the keys in the ignition. The vehicle is a black Jeep Cherokee with registration N132069W [a picture not of the actual stolen vehicle but depicting its actual colour and shape included]. The total value of the vehicle was given as N$399 000-00. An investigation into the incident continues.

Toy Run: another good year Piquet Jacobs
The Live to Ride Bike Club and the Rotary Club Walvis Bay came together to collect toys for the less fortunate children, ahead of the festive season which is upon us. Many bikers gathered at the Raft on Sunday and took a drive to Spar where all toys were collected.

Cancer Golf handover Cancer has become a disease of concern over the past few years, and the alarming increase in cancer cases has prompted many organisations to join the fight against cancer. Statistics indicate that there has been a 29% increase in cancer cases over the past 5 years in Namibia, with breast cancer being the most prevalent. This among other factors is the reason Sanlam is involved in the fight against
cancer. The Sanlam Cancer Golf Challenge has been in existence for 24 years with Sanlam joining in from day one. Every year, golf players from different golf clubs around the country compete in the local golf tournaments. From these
tournaments the best players are then selected to compete at the finals in Sun City, South Africa. This year Sanlam Namibia raised N$250 000 which was donated to the Cancer Association of Namibia on 23 November, to aid cancer research.
The funds are raised through registration fees, sponsorships and auctions that take place at the different clubs. Under the leadership of Mona Klose from the local Sanlam branch, the Mariental Golf Club managed to singularly raise almost 50% of the total, to the amount of N$114 000. According to Wessel Kotze, Sales Support Manager: Affluent, “Sanlam created a platform that can contribute back to the community especially to those affected by cancer. With the support of different golfers and sponsors, we were able to raise funds that will make a difference in other people's lives. This is another way that we as a company show our support towards the health sector of society.” Next year promises to be a year to re-member, as the events hits its 25 year mark. “A lot is in store for everyone and every club that participates, so make sure you are part of the experience,” Kotze concluded.
