Well known fresh produce merchant killed in car crash

The well-known fruit and vegetable merchant, Mr Pieter Mygburgh (55) died in a road accident on the B2 coastal road near Vierkantklip on Wednesday night. Myburg was traveling in his white Toyota Quantum from Walvis Bay to Swakopmund when at around 20:30 he lost control of the vehicle. The vehicle left the road and overturned. The late Myburgh at the time of his death was the owner of the Citiproduce (West Coast Fresh Product Market cc).

Namibia’s borders open for leisure tourism on 1 Sept The 1st of September means the start of spring in the Southern hemisphere, signifying nature’s return to blossoming and blooming after a long, cold winter. Hopes are high that Namibia’s tourism industry will equally experience a revival when it opens on 1 September for international leisure tourism. Namibia’s tourism industry has been destroyed by a nearly six months of Covid-19 lockdown, which among other blocked the entry of international tourists into the country. Equally travel restrictions, job losses, salary cuts and the flow of essential goods also ravaged the local sources of the tourism industry. Namibia’s Minister of Environment, Forestry and Tourism, Pohamba Shifeta, last Friday announced Namibia is open for international tourism again as from 1 September 2020. The Minister briefed staff of Environment, Forestry and Tourism last Friday and said he was pleased to announce the opening of international tourism again. “We are all aware that the tourism sector has been one of the hardest hit by the Covid-19 pandemic due to the closure of borders and the complete absence of visitors from abroad”, he explained.

Adding the closure had a terrible impact on direct and indirect beneficiaries of tourism such as hotels, communal conservancies, travel agents, airlines, vehicle rental companies, tour operators, hunting operators, restaurants and facilities hosting entertainment activities for tourists. The following measures for international tourism are as follows: 1. Only the Hosea Kutako International Airport will be open for arrivals. 2. All travelers must prevent a PCR-test result, not older than 72-hours before boarding the plane to be allowed to enter Namibia. 3. All travelers will be required to spend the first 7 days of their stay at their first place of booking. The establishments must be registered with the Tourism Board of Namibia and certified by the Ministry of Health and Social Services. (Application forms in

Namibia’s Head of State Dr Hage Geingob briefs the nation at 15:00 today on the country’s Covid-19 situation. The President is also expected to update the nation as to what level of lockdown would be enforced, as well as any other additional matters thereto. Proclamation 46, which governs the current lockdown at level 3 (with additional measures of the special dispensation areas) in all fourteen of Namibia’s regions, expires at midnight tomorrow, Saturday 29 August 2020. Namibia’s state of emergency also expires in mid-September, but could be extended for another period of six months, if the National Assembly approves of that by Resolution passed by a two thirds majority vote.

Extension of state of emergency? The Namibian Constitution under Section 26 deals with the various reasons and manner in which a state of emergency can be declared. It stipulates the powers of the seating Head of State, the manner in which the state of emergency can be extended, the duration and the role of the National Assembly in either extending or revoking such state of emergency. President Hage Geingob has a difficult task ahead of him later in September if he seeks an extension of the state of emergency. The country needs to strike a fine balance between revitalising the national economy and ensuring momentum is maintained to curb the Covid-19 pandemic. Note: At the time of going to press the country reportedly had 3 876 active Coronavirus cases, 60 deaths and 2 776 recoveries.

UNDP and Municipality launches the “Tippy Tap” The United Nations Development Program (UNDP) in Namibia, in conjunction with the Municipality of Walvis Bay launched a tippy tap project at the harbour town. The fully funded UNDP Tippy Pap Project could not realise at a more opportune time. Clean hands and a hygiene is of utmost importance to combat the Covid-19 pandemic. The UNDP and the Development Workshop Namibia (DWN), are responsible for the implementation of the Tippy Tap project. Some 2 000 tippy taps will be installed in Walvis Bay in the foreseeable future. The Deputy Mayor of the Municipality of Walvis Bay, Penelope Martin-Louw, applauded the UNDP and Development Workshop Namibia for this initiative and added this is a valuable new tool in the fight against Covid-19. “We all know the washing of our hands remains a critical prevention method to curb the spread of the Coronavirus virus. Martin-Louw cautioned though that the regular washing of hands is not the only prevention. She urged the community to wear masks, to maintain social distancing, avoid crowded places and to observe the 20:00 to 05:00 curfew.

How does a tippy tap work? The tippy tap is a hands free way to wash your hands that is especially appropriate for rural areas where there is no running water. It is operated by a foot lever. As the lever is pressed by the foot, a vessel of water is tipped at an angle, releasing enough water to wash hand and thus reduces the chance for bacteria transmission as the user touches only the soap and not the tap.

PRESS RELEASE Dated 27 August 2020 RULING IN THE URGENT INTERDICT IN THE HIGH COURT OF NAMIBIA ON 27 AUGUST 2020 UNDER CASE NUMBER HC-MD-CIV-MOT-GEN-2020/00283 PRESIDING JUDGE: HONOURABLE DJP ANGULA PARTIES: SEAFLOWER PELAGIC PROCESSING (PTY) LTD AGAINST THE MINISTER OF FISHERIES AND MARINE RESOURCES, THE NATIONAL FISHING CORPORATION OF NAMIBIA LTD, THE MINISTER OF FINANCE AND THE MINISTER OF PUBLIC ENTERPRISES. Seaflower Pelagic Processing (Pty) Ltd (SPP), as the applicant, takes note, with respect, the ruling made today in the High Court of Namibia. SPP accepts the decision of the honourable judge DJP Angula and is thankful for the court's time to ventilate this sensitive matter. It was never the intention of SPP to prevent the public auction. SPP was left with no other alternative to obtain certainty on the remainder quota allocation in terms of Government Gazette 6307. At the end of the third quarter of the fishing year, with no clear response, SPP was left with no other choice but to act in the best interest of the company and its employees on an urgent basis. SPP is relieved to have written replies by the various ministries and from Fishcor on the issue of quota allocation in terms of the promulgated Government Gazettes. SPP places on record that despite numerous attempts to engage Fishcor, The Minister of Public Enterprises and the Minister of Fisheries and Marine Resources in order to secure the jobs of 655 employees, SPP has to date of this hearing not had the courtesy of an honest and transparent reply. Despite alleged Cabinet decisions made early in the year, none of the opposing entities have engaged with SPP regarding the apparent decision to separate from SPP. Despite the legal implications of such a decision, engagement is crucial to ensure that employment and the continued operation of the going concern is not affected. SPP has done everything in its power to address the stigma surrounding the Fishrot scandal and has played open cards with all role players. It has become abundantly clear after the hearing and filing of answering affidavits that the opposing role players were not doing the same. The Minister of Fisheries and Marine Resources and Fishcor have for the first time raised legal concerns and have not addressed these concerns with SPP prior to this hearing. The Directors of Fishcor on the board of SPP, past and present, have never raised any concerns regarding the alleged illegality of the founding contracts and promulgated Government Gazettes. Fishcor, as shareholder, has been placed in breach of their contractual obligations and remains in breach after been given 30 working days to reply. This failure to respond timeously or in fact correct the breach, speaks volumes of their intentions to act in the best interest of the SPP company and its employees. The Fishcor board members have again resigned from their positions on the SPP board and left the company without Fishcor representation. This is the third set of Fishcor directors that have resigned in a period of less than a year. Fishcor and the Government fail to take note of the enormous capital investment that was made and that a world class land based pelagic fishing plant was built. The biggest in SubSaharan Africa to be exact. This was done in the spirit of the NDP5 with the sole intention to uplift Namibian citizens, specifically women and youth. SPP under the circumstances have no other alternative to but terminate the 655 jobs and will not proceed with the employment of 450 workers for the cannery. In total 1100 jobs will be affected. It is placed on record that in desperation to protect the fate of the 655 employees, SPP has also applied for quotas in terms of the public auction. To date and time of going to print, SPP has not received a response.

Navachab’s N$600 million investment The Namibian economy has received a much-needed boost with Karibib-based QKR Namibia Navachab Gold Mine signing agreements worth around N$600 million with Komatsu Namibia, for the supply and delivery of mining equipment and related services. The Managing Director of QKR Namibia Navachab Gold Mine, Mr George Botshiwe says the mine remains committed to job security and increased productivity amidst Covid-19. “This is to ensure that the Namibian economy and the mining industry – which is a greater contributor to the country's GDP – are not engulfed by financial distress, during these trying times.” He further welcomed the agreement as a quantum leap for the mine's expansion. “This investment was made possible with our collective internal efforts through the Project Khaima Turnaround strategy of 2018 which aimed to reduce costs; improve revenue and develop a bankable business plan. And with this key investment, Navachab Gold Mine will extend mine life to 2040 and create much needed jobs for Namibians,” Botshiwe said. On his part, Wicus Burger, Managing Director of Komatsu Namibia said Komatsu Namibia is proud to be the equipment partner of choice for QKR Navachab. “The fleet selected for this project brings the latest technology in productivity, reliability and emission controls to Namibia and will ensure that Navachab Gold Mine achieve their objectives,” he concluded.

President Hage G. Geingob expresses sadness following passing of NASA Engineer, Dr Japie van Zyl, lauds his contributions as an outstanding Namibian Scientist It is with sadness that President Hage G. Geingob has learned about the untimely death of eminent Namibian scientist and National Aeronautics and Space Administration (NASA) engineer, Dr Japie van Zyl. Dr van Zyl died at the age of 63 on 26 August in California, USA. In a message of condolences to the wife, Mrs Kalfie van Zyl and the entire family, President Hage G. Geingob says: “The passing of Dr Japie van Zyl has robbed our nation of an outstanding Scientist whose contributions in space research advanced our understanding of the universe. My exchanges with the highly affable Dr van Zyl during his visits to the country of his birth were always pleasant and illuminating. He made a complex field of space science and his work at NASA accessible to many young Namibian learners and dared them to dream through his exchanges with them. Dr van Zyl passed away at a time when he still had so much to contribute to humanity. Namibians will remember him as one of them, born in the small town of Outjo, but who through sheer determination and a quest for excellence in

research reached the summit by becoming a top engineer at NASA. On behalf of the Namibian Government and her people, I condole with his wife, Mrs Kalfie van Zyl, the entire family and friends. May his Soul Rest In Peace.” Dr Japie van Zyl was born at Outjo, Namibia and went on to study at Stellenbosch University and the United States before joining the National Aeronautics and Space Administration (NASA). At NASA, he became one of the team members behind the Curiosity rover mission to Mars. Langer Heinrich combats poaching In support of the excellent voluntary work done by the Namib Anti-Poaching Unit (NAPU) in the Namib Naukluft National Park, Langer Heinrich Uranium donated binoculars, torches and fuel to support the fight against poaching. Langer Heinrich Uranium will also maintain the community repeater rental fees of the unit to ensure effective radio communication. The donation is aimed at establishing consistent and effective patrols in the Namib Naukluft National Park to consolidate efforts by the Ministry of

Environment, Forestry and Tourism to combat poaching in the area. Langer Heinrich Uranium is committed to the protection of fauna and flora in the park and would like to encourage greater community participation to combat poaching.

We take this opportunity to thank the Governor of the Erongo Region and the Ministry of Education for the efficient, compassionate and effective leadership that has been demonstrated during the Covid-19 Pandemic and subsequent lockdown. The resumption of face to face teaching and learning of the senior learners provided the teacher with the opportunity to assess students' academic progress and well-being. We were able to evaluate academic progress made during the extended lockdown period. Within class assessment under supervision, teachers can avoid and rule out cheating and provide a better, non-inflated mark and thus report an authentic record of the learners' current knowledge. Having the learners back at school enabled schools to conduct a formal assessment and a full internal examination, in preparation of the 2020 External Examinations. Having been able to write an examination, schools can hand out a full report which prove an essential requirement for tertiary institutions and other post matric applications. The individual face to face learning with a subject teacher provided a clearer picture of breaches and deficiency of knowledge regarding Curriculum Competencies. Being back at school gave an opportunity of collaborative project and teamwork â€“ while upholding health protocol i.e. social distancing. Furthermore, teachers continue to assist those learners who struggle with the online concept of learning .The occasion of face to face teaching provided the chance to communicate what it means to take responsibility for one's own learning, as some learners need extra attention to acquire basic Subject(s) Curricular Competencies. The return of the learners further had a remarkable positive influence on the payment of school fees and thus also relieved financial challenges, especially in those grades where learners returned to school. In addition, acknowledgment is paid that it is much cheaper and effective for the learners to be back at school as they do not need Wi-Fi or data. Families who do not have printing facilities at home, are now able to save on these printing costs. Inadequate Wi-Fi availability or often too slow, hampered the continuation, submission, and feedback of schoolwork from home. Moreover, learners testified that revision in a face-to-face class situation is much more effective, because of the immediate interaction with their teachers and peers. We experience that learners benefit greatly from one-on-one questions asked by their classmates and the subsequent interaction as a result thereof. Being able to interact with their peers and their teachers, has lifted not only the spirits of our learners, but also our teachers. Their mental well-being is in a much better place since their return. This inevitably has an influence on our parents, who are delighted to see their children returning to a form of routine and at the same time showing progress academically and emotionally. We are acutely aware of the challenges your office has to deal with, and we are extremely grateful for your continued effort and dedication. We sincerely thank you for that. Conservation fee for national parks and game parks approved Rudi Bowe

Cabinet has approved the request from the Ministry of Environment, Forestry and Tourism to introduce a conservation fee. Visitors to National Parks and Game Parks will be charged a conservation fee on top of the existing park entry fee. The Minister of Environment, Forestry and Tourism, Pohamba Shifeta, said that the fees are aligned with the current difficult economic climate within the tourism sector and is intended to supplement the current costly exercise for the maintenance and upgrading of infrastructure in the national parks, catered for by the development budget of the Ministry of Environment, Forestry and Tourism. Shifeta said: “The reduced development budget allocation has created a huge challenge for the ministry that is manifested in declining infrastructure in national parks (especially in roads, facilities and fencing), increased vulnerability to poaching and increasing cases of human wildlife conflict adjacent to national parks. As a result, Namibia's reputation and competitiveness as a tourism destination is compromised and will negatively impact the livelihoods of communities living adjacent to national parks.” Shifeta said that during the 2018/2019 financial year, N$79 337218.21 revenue was generated from park entrance fees whereas in the 2019 /2020 financial year, N$80 606 225.65 was made. The fee structure for Etosha National Park, Namib Naukluft park (Sesriem entrance), Waterberg Plateau Park, Ai-Ais Game Park, Skeleton Coast Park will range as follow: Children under 16 will not be charged, Adults (foreign) N$80 Adults (SADC) N$60 Adults (Namibian residents) N$30.

Vehicle fees according to different categories are (10 seats or less) - N$10., (1125 seats) - N$40, (26-50 seats) - N$300 and (51 plus seats) - N$500. In all Parks children under 16 will enter for free, adults (forign) - N$40, adults (SADC) - N$30, (Namibian residents) - N$10. The vehicle fees remain the same. “All fees will be valid for a 24-hour period beginning

at the time of entry, per person, for one park. Much further, the park fees are payable for every day, for visitors and vehicles. The minimum amount payable is for 24 hours (1 day), and thereafter in units of 24 hours (1 day). In addition, the fees are non-refundable and not transferable. Both Namibia and SADC discount rates are available on production of valid identification” Shifeta said.

Walvis Bay Private High School GOING GREEN AT WALVIS BAY PRIVATE HIGH SCHOOL REAPS A BOUNTIFUL HARVEST Various projects have subsequently been launched at Walvis Bay Private High School to heighten the importance of looking after the planet and execute methods to encourage our learners and the school community to do so. In June 2019 we received our official Rent-A-Drum recycling bins. With this donation we could participate in the Recycle Namibia Forum Schools' Recycling Competition. With this project all rubbish items are divided into five categories: tins, paper, glass, plastic, and non-recyclable items. The school frequently supports environmental days and the message is clearly conveyed to our learners regarding the importance of saving our beautiful planet. Learners participate in clean-up campaigns, world ocean days, recycling projects, using garbage or disused items to create usable and perhaps retailing items. As part of the initiative of the Board of Directors, and the advancement of our beautiful school, all light bulbs have been replaced with energy saving bulbs throughout the school. The extension of the school's staffroom ran concurrently with the installation of solar panel on the roof of the new expanse. The purpose of the project is to cut on the school's electricity bill, and we entered into a rental agreement with a private company with limited liability. By switching the current electricity consumption systematically to solar power, there will be huge savings on our current expenses. Our technical director, Mr Francois Venter, Director Technical at WBPHS, has led the project with great precision and dedicated his time and efforts wholeheartedly in completing this task. We hope that greater awareness will be placed on human responsibility to protect our environment. Every small action has a big impact.

Coastal giants, Blue Waters FC, remains an affiliated member of the Namibia Football Association (NFA) and distanced itself from a letter wherein the clubs blasted the minister of the Ministry of Sport, Youth and National Service and tried to influence the Namibia Sport Commission (NSC).

The Ministry of Sport, Youth and National Service after about 8 years established a permanent sports appeal committee that will assist sport codes and federations to resolve issues without having to go to court. The sports minister recognizing that the country' sporting fraternity has been overflowed with disgruntlement amongst its various sport federations/associations, who opt to file court cases due to the absence of and appeal committee. Minister of Sport, Youth and National Service Honourable Agnes Tjongarero said the appointment of the members of the appeal committee is in line with the provisions of the Namibia Sport Act of 2003. Tjongarero said “Article 35 of the sport act states the appeals committee should include a person with a legal qualification as chairperson, a sport expert, and a person with experience in administrative matters.” “The appeal committee will offer sport person(s) not satisfied with the decision of the Commission, national sports body or national umbrella sports

body, an avenue to appeal to the appeal committee, against the decision of the Commission, national sports body or national umbrella sports body, within the specified time period”Tjongarero said. The last non-permanent appeal committee was appointed in 2012.The committee members are Lawyer Ruth Herunga is chairperson of the committee and will be assisted by Marius Kudumo, director of international relations at the Namibia University of Science and Technology (NUST), and Donovan Zealand, director of student services at NUST. “These members will hold office for such terms as the Minister may determine at the time of the member's appointment, but not exceeding three years, and is eligible for re-appointment at the expiration of such term” Tjongarero said.

The said letter dated 9 August, written by Citizens, Blue Waters, Julinho Sporting, Tigers, Mighty Gunners, Young African, Civics and Orlando Pirates to the NSC and to sports minister Agnes Tjongarero. The eight clubs in the said letter, accused Tjongarero of interfering in local football matters and not allowing the NFA to run the affairs of football as required. The Executive Committee member of Blue Waters Football Club, one of Namibia's oldest football clubs in the country said in a letter to the sports minister and NSC that the club distance them from the letter dated 9 August 2020. The club has put it on record that as per section 18.1 of their constitution the management and control of the affairs of the club is vested in the Executive Committee which is the only organ of the club with full power, authority and mandate to act on behalf of the club. Blue Waters, strongly maintained that they remain a member of the expelled NPL and are fully behind the efforts of the league to professionalise local football through a new structure as per the league's application to the NSC. The clubs executive committee also revealed that the club's secretary Vilho Tostao Imbili, who is an ex-officio member of the club's executive committee, is behind the cataclysm that brought the club's name and reputation into disrepute through the 9 August letter and that the club promised to decisively deal with Imbili as provided for in their constitution. “It is with the above in mind that we wish to notify that the position of Blue Waters in relation to this impasse remains the same as recorded in the minutes of the last NPL congress held on 26 September 2019, and prima facie evidence exists in this regard in line with Section 20.5 and 20.6 of the Blue Waters constitution,” reads the club's statement. Blue Waters Sports Club also said in their letter that the club has been and will remain an affiliated member of the NFA and all the structures until otherwise communicated by the highest authority of the club and regard the matters of dispute between the NFA and NPL as an internal dispute which we are following closely and of no consequence when it comes to our membership to the mother body, the NFA. The clubs Executive Committee further apologised to minister Tjongarero for the accusations thrown at her character by the said scoundrel clubs.
