Opposition ends Swapo’s control of Erongo Region Swapo has lost its majority in the Erongo Regional Council, following Wednesday’s Local Authority and Regional Councils Elections. This represents an historical shift in the Erongo Region’s political landscape. Swapo won the Arandis-, Karibib- and Omaruru Constituencies, with the latter two by a very thin margin. The ruling party’s only significant performance was in Arandis Constituency where it won by 388 votes. The victory of the United Democratic Front (UDF) was not unexpected in the Daures Constituency, where the party has a traditional stronghold. The UDF now has one seat on the Erongo Regional Council which gives the party the “kingmaker” position. That means Swapo (3 seats) and IPC (3 seats) have to make most of efforts to form a coalition to constitute a majority vote on the Regional Council. Continues on page 2
Swapo loses control of Walvis Bay Town Council Opposition parties took away Swapo’s dominant position on the Walvis Bay Town Council, following Wednesday’s Regional Councils and Local Authority Election. Swapo has been dominating the Walvis Bay Town Council since 1994, but this privilege has been taken away thanks to the huge outcome of opposition voters. The Independent Patriots for Change (IPC) took four seats, Swapo took three seats, the Joint Walvis Bay Residents Association took one seat, the Popular Democratic Movement one seat and the Landless People’s Movement one seat. A coalition between the opposition parties will effective reduce Swapo’s influence over the council to that of an absolute minority.

All indications are the body was dumped at the scene and that the actual murder was carried out elsewhere. Although Vierkantklip is situated one kilometer from Swakopmund, the area falls under the jurisdiction of Walvis Bay. Hence, the Namibian Police at Walvis Bay is tasked with the murder investigation. A senior police official urged the public yesterday to come forward with information that could shed more light on the late Daniels’ whereabout in the last hours of her life, people in whose company she was and also any noteworthy incidents in recent days and weeks which could be linked to her death. Seeking Help does not mean you are broken and need fixing “What you think, affects how you feel and how you feel, affects how you act”.
This statement has been one of the guiding statements in my more than 20 years as a social worker and counsellor. Often concerned family members
would bring their son, daughter, brother or sister to us as counsellors because they have noticed this person's behaviour is not “normal” and they want
us to speak to them. In some ways this “coming to the social worker or therapist/counsellor” is an indictment on both the helper and the client (per-
son needing help); since it is expected the counsellor should “fix” the problem, and it gives an indirect message to the person needing help saying: ”there
is something wrong with you, and you need fixing.” At these times I remind myself that what I am dealing with is only the end result (the actions) of much
deeper and complex feelings and thought processes which need to be identified, acknowledged and possibly changed. It is then that we as social workers and counsellors create a conducive “Listening environment” for troubled individuals to share and articulate feelings and thoughts which frighten and overwhelm them. COVID 19 and our subsequent 6-7 month lockdown have had an enormous impact on our society and our way of life, since it has affected our relationships and families, our workplaces and finances. One of the less obvious effects of COVID 19 and lockdown has been how it has affected our Mental Health and how we are trying to cope with the new social landscape of the world we live in. Recently I have been noticing an increase of Fear, Anxiety and being emotionally overwhelmed from our school going children and young people. It is a growing concern, but one that is going unnoticed to so many parents, teachers, and adults who are tasked with shaping and influencing young minds to become productive and responsible people in our society today. Take it from a trained eye, our children and young people are emotionally and mentally hurting, and their actions (or lack thereof) are all desperate attempts and clues to sending us SOS signals. Young people more than ever are so bombarded with messages to “be perfect”; to “fit in”; to “live your best life” that the pressure to perform is not creating a safe environment for them to say: “I am afraid, I need help, I am not coping”. This is further compound with social media and how young people seek approval and acceptance from other by measuring how many “likes” or thumbsup they received; how many comments they received, and more importantly who commentated. So many young people's internal and external worlds do not correspond, their expectations they have in their heads and their realities clash and collide constantly, and it is this pressure that is contributing to this silent mental health pandemic. Staff members and invited guests, on Friday, 20 November witnessed the handover and ground-breaking ceremony for the new Swakopmund District Hospital's neo-natal wing the Prime Minister of Namibia Saara Kuugongelwa Amadhila attended the ceremony and did the handover. The event took place at the Swakopmund District Hospital. The neo-natal wing will have a 28-bed capacity divided into 12 standard care beds, 6 High care beds, 6 in-
tensive care (ICU) beds and 4 isolation unit beds. Amadhila said, one of the measures of the

put emphasis on the importance of maternal and child health care services. Currently Swakopmund district
has a maternal ward that has a capacity of 26 beds and four neo-natal incubators. Amadhila further said: “Again as a government, having looked at the demand for maternal and neo-natal care within the region, we solicited funds to the value of N$ 26,663,673 so that we can build a modern Neonatal Unit and a Mother shelter”. According to the Prime Minister, once completed the facility will go a long way in ensuring survival of the new-born children in the Erongo region, especially those born prematurely and at risk of dying in the absence of such specialised care as a neonatal unit can provide. Amadhila further said, with a functional Neonatal Unit at Swakopmund District Hospital, newly born babies requiring Intensive Care Unit (ICU) will no longer need to go to Windhoek for ICU purposes. The capacity for Neonatal care will also have increased and therefore, other district's patients within the Region will also be
accommodated here. Amadhila mentioned that accessibility and availability of Health care services are some of the core values of the Ministry of Health and Social Services that enhance patient care. To promote these values, the Neonatal Care Unit will have doctors' consulting rooms as well as doctors on call rest rooms. As part of the construction, a 12-bed mother's lodge is also included in order to promote mother –child bonding and breastfeeding which are important components of maternal child health care as it promotes psychological well being of the mother. This arrangement will provide the mothers with the space and privacy that they need in order to get to know their new babies and to assure them that they will be nearby while their new-borns received the highest level of care. All these services will be provided at a one-stop shop, right here in Swakopmund. “I am happy to inform
you that all the health facilities within the Region are providing maternal and child health care services. These services ranges from Antenatal Care (ANC), delivery, postnatal care, and immunisation services among many other services. In terms of ANC coverage, about 97 % of women that delivered within the health facilities have attended ANC during their pregnancies. This demonstrates that the community is aware of the importance of ANC to ensure a good pregnancy outcome”, said Amadhila. The Prime Minister urged the construction company to build and complete the project within the limit which is February 2022. Shatty Construction will be responsible for building the neo-natal wing and was awarded the 14 months contract. Simon Shivute of Shivute and Associates said they are hoping to finish the wing by 18 February 2022.

Rough n Tough raises N$300K for CAN The annual Rough n Tough Rally hosted by the Baard family in Swakopmund came to a close on Saturday, 21 November 2020, when the organisers handed over N$305 000 to the Cancer Association of Namibia. Coordinated by Mr Phillip Baard, this event has raised close to N$1 million over the last 3 years since its inception. CAN uses the rally money in support of the CAN Erongo Centre's community clinics and financial support programme for cancer patients, in this region primarily.

Council re-opens play parks for children Sharlien Tjambari
On Friday, 20 November the Swakopmund Council officially reopened the Independence and Hanganeni play parks in Mondesa for children living in surrounding areas to have safe play faci-lities. Due to vandalism, these parks deteriorated, to a point where it became unsafe for the community. The vegetation in the park was vandalised and damaged. The parks also became a hive for illegal activities such as drug trade and alcohol abuse. According to the Communications Officer of the Swakopmund Municipality, Ailie Gebhardt, to provide a safe and peaceful play area for children as initially intended, the Municipality installed a fence around both parks as well as rules and regulations to prevent vandalism in these parks. Vegetation has been restored at the parks with the hope that communities will appreciate these initiatives and take care of it. During 2005 / 2006 Council started to work on the project to refurbish the well-known Independence play park, which was the only play park in Mondesa back then. The Parks and Garden Team levelled the soil with a grader, replanted some of the palm trees, laid a new lawn and interlocked the pathway. The Team also put up some playing apparatus. During 2007 the MTC Tower was erected at the park and in 2020 Council fenced of the whole park. When Hanganeni play park was erected in 2015, the first thing that was built was a Netball court, a few play apparatuses and the council interlocked most of the walking areas. During 2018 several blocks were interlocked, and some palm trees were planted. In February 2019, the Parks & Garden team added some vegetation (plants) around the park for beautification. Early this year Council had to put up a fence to plant three lawns in the park and prevent the park from being vandalised. Security Services are rendered at the parks to ensure that the public adhere to the rules stipulated by Council. The parks are also equipped with benches for parents to sit on while their children play. The Parks will be open every day from 08:00 to 18:00.

The newly established NPFL The newly established Namibia Premier Football League (NPFL) by the Namibia Football Association held its first members meeting recently at the Palm Hotel in Windhoek. This was done after an invite for the 29th NFA ordinary congress slated for 5 December 2020 to elect their delegates to the congress and also electing their Representative to the NFA executive committee as per Article 33.1 of the NFA constitution. The following 4 Club Chairpersons were elected as delegates to the congress. 1. Maleagi Ngarizemo (Young African FC) 2. Kelly Asser (Tigers FC 3. Lucky Richter (Black Africa Sport Club) 4. Elrico Boy Flo Nakusera (Young Brazilians FC) The newly elected Chairman of Blue Waters SC Robert Shimooshili was elected as the new representative of the Namibia Premier Football League (NPFL) to the Namibia Football Association (NFA) Executive Committee. This brings the NFA Executive Committee to 11 members as per the NFA constitution. The meeting was attended by the 10 club's representative as follows. 1. Lucky Richter & Jimmy Julie for Black Africa SC.
2. Robert Shimooshili & TomyIkela for Blue Waters SC. 3. Nelson Luis & JP Dos Santos for Julinho Sporting FC. 4. Nicklaas Kesilipile for Orlando Pirates SC. 5. Tura Magic FC who has also submitted their application to the NFA to join the newly formed league could not attend this meeting as their application is still pending. The newly formed league is anticipated to kick off in February 2021 after the CHAN tournament and clubs are expected to start with their pre-season trainings in January 2021. It was also confirmed that FIFA have also availed 1.5 US $ for the said league's upcoming season with MTC the new sponsors for the traditional NFA Cup also to start in February 2021.

Shell V-Power National Rally Championship Legendary soccer player Diego Armando Maradona dies

The Shell V-Power Rally Championship held in the Swakopmund area on Friday, 20 and Saturday, 21 November 2020 respectively was won by Allan Martin and his navigator, Maretha Olivier in the J&P Hydraulics 4x4 Skoda R5.
The late Diego Maradona World soccer great Diego Armando Maradona, died on Wednesday, 25 November 2020, less than a month after his 60th birthday. The Argentine forward suffered a heart attack at his home, two weeks after he was released from hospital having undergone a successful operation to prevent bleeding in his brain. The shock of the news has plunged the football world into a period of mourning. Maradona is widely regarded as one of the greatest footballers of all time and was the inspiration for Argentina's World Cup success in Mexico in 1986. The event formed the third and fourth rounds of the Shell V-Power rally series, the last two decisive rounds of the 2020 national rally championship. Walvis Bay Motor Club, which organized and hosted the two events, has once again shown where their hearts and passion for this sports code lie. A line-up of an impressive 19 vehicles made it to the start, with some worldclass rally cars in the mix taking on the championship race, of which only four out of ten cars completed Friday's particularly tough event. Allan Martin and his navigator, Maretha Olivier, dominated the S4 class on Friday with his J&P Hydraulics 4x4 Skoda R5 by completing the nine stages in 46 minutes 44 seconds.His son Zachary Martin with Mandi Olivier as his navigator was only 2 minutes 37 seconds slower in the second position (first in S3 class)
with 49:21 in Groenmamba, their J&P Hydraulics 4x4 VW Polo S2000. Paul Oosthuizen and Johan du Plessis (Toyota Corolla, third overall in 57:22) win the S1 class, followed by Pieter Greeff and JP Robinson (Team Mohatu) in his Seal Consulting Engineers 4x2 Toyota Corolla which leaves the stopwatch at 1:04:48 stand it. The Challenge class (CR1) saw only three retire for the day with six of nine teams successfully completed the day. Bertie Smit (BS) and Dewald Venter took first place with his BS Contracting Services Mazda Magnum (58:05) followed by Morné Oosthuizen and Etienne van der Heever (1:01:23) with their LMO Paints Zarco. Jacques Kruger and Roche Louw finished third in 1:04:55 (Team Crazy Gecko) in a Toyota Hilux Revo. The teams that had to
retire on Friday due to mechanical adversity were: S4 class: Oswaldo Mendes and Cecil Koortz (Subaru), De Wet du Plessis / Willem Hugo (BMW E36), Wilro Dippenaar/Carolyn Swan (Ford Fiesta). S2 class: Jan Everson/Fanie Botes (VW Polo). S1 class: Gino Meyer/Riaan Hennop (Toyota Corolla) and Steven Marnewick/Jodine van Zyl (BMW). CR1 class: Joao Coimbra/ Hugo Arangies (Ford Courier), Rolf Pretorius/ Katja Pretorius (Sandmaster) and WidoBartch/ Raymond Fourie (Ford Courier). The service teams struggled through the night to repair the vehicles and on Saturday morning, nine cars in the Rally class at the starting line were ready for action, while eight teams reported for the CR1 class. Allan Martin/Maretha Olivier (S4) dominated the scene again and finished the eight stages in
a time of 54:39 with Oswaldo Mendes and Cecil Koortz (S4) second in a time of 1:02:27 followed by Zachary Martin/ Mandi Hugo (first S3 class) in 1:03:09. Jan Everson/FanieBotes is the only finisher of the S2 teams (VW Polo, fourth overall in 1:04:24) followed by Pieter Greeff /JP Robinson (S1 class first and fifth overall) in 1:09:16 and Paul Oosthuizen/Johan du Plessis (S1 second and overall, sixth) in 1:11:46. The CR1 class' results: 1 Morné Oosthuizen/ Etienne van der Heever (1:01:48), 2 Bertie Smit/ Dewald Venter (1:12:16), 3 Jacques Kruger/Roche Louw (1:12:22) , 4 Gert Liebenberg/Johan Thiart ( V 8 Ta t a - b a k k i e , 1:12:35), 5 Ewald Bis-
schoff/ Hein Bisschoff (Nissan NP300, 1:14:27). The teams that did not finished the rally on Saturday: S4 class: Wilro Dippenaar/Carolyn Swan, S1 class: Steven Marnewick/Jodine van Zyl, CR1 class: Joao Coimbra /Hugo Arangies, Wener Bartsch / Kobus Mulder and Rolf Pretorius / Katja Pretorius. Because Covid-19 sport in Namibia came to a standstill, Windhoek Motor Club was forced to cancel the iconic Tara rally that had to take place this month.
