Stay at home! That is the urgent appeal of Erongo governor, Cleophas Mutjavikua. At a news conference in Swakopmund on Thursday, he reiterated the fact that the Erongo region is under partial lockdown as from midnight tonight. All people who can work from home are encouraged to do so. For the next 21 days no one will be allowed to travel into or out of the region. To this effect roadblocks will be established on routes leading to Khomas, Kunene and Otjizonjupa. For urgent travel motorists will have to produce the necessary documentation as proof. “Travel only when necessary. Try to stay at home. People can go to shops to buy food or to pharmacies to get medication. Let us not act like everything is normal, because it is not,” Mutjavikua said. COVID-19: He also gave the assurance that no one in the Erongo Region has tested positive with Covid-19 (Corona virus). Some people who had been in contact with a person who tested positive, have been tested and were advised to self-quarantine. “This virus is not mobile. It is moved by people, so please, limit the movement of people,” Mutjavikua urged. SHEBEENS AND RESTAURANTS: Shebeens will be allowed to stay open till 18:00 and restaurants will be allowed to serve take-away meals. Mutajvikua however advised against seating customers. The same rule will apply to shebeens, where people will not be allowed to linger. They will however be able to buy drinks to be taken home. All taxis and public transport will have to provide sanitizers to customers. LEARNERS: Mutjavikua made an urgent appeal to learners to adhere to the partial

Parents must also understand that children should stay at home, as the current arrangement that schools are closed is not for holiday, but to protect lives. If children go out, they are advised to keep a distance of one meter between themselves and others. ISOLATION CENTRES: The regional authority has ordered 150 beds for isolation wards, 75 for Walvis Bay's and 75 for Swakopmund's state hospital. More ventilators will also be ordered as well as masks, protective clothing and sanitizers for medical staff. “We are seriously working to ensure that we have the applicable equipment and to make sure that we are ready. We should have the two isolation centres up and running in two to three weeks' time,” he explained. WATER RECONNECTION: After negotiations with mayors of the various towns and NamWater, Clr. Mutjavikua said he is confident that the water supply to disconnected accounts will be reconnected by next week. He however said NamWater staff initially did “some bickering” as if they were unaware of the state of emergency and “what the President had said.” Discussions were also held with Swakop Uranium and CNCC Rössing to limit the movement of people for the next 21 days. PANIC: “There is no reason for the people to panic. There are however ample reasons to act responsibly and with logic. If we don't act responsibly, we will have an abnormal and socially intolerable situation on our hands,” Mutjavikua warned.

Following the Declaration of the State of Emergency by His Excellency the President Dr Hage Geingob regarding the Coronavirus (COVID-19) pandemic, the Executive Director in the Ministry of Labour, Industrial Relations and employment Creation held a Tripartite Meeting on 24 and 25 March 2020 with the Social Partners (Employers and Workers' Representatives). The Meeting aimed at finding ways to maintain harmonious labour relations, ensure job security and business sustainability in the Labour and Employment Sector, particularly during this critical period. The social partners reached consensus that employees should not lose their jobs due to the COVID-19 State of Emergency Lockdown. The Sector has learnt with concern that some employers are opting for retrenchment, while others are forcing their employees to resign or take unpaid leave. The Tripartite Consti-tuents are therefore urging employers to explore better ways that will enable them to keep their employees during this trying time. In an event that employers in consultation with trade unions decide to temporarily send their employees home (not retrenchment) as part of the precautionary measures to avoid infections, such employers are urged to recall their employees back after the State of Emergency and Lockdown period. Employers across all sectors are urged to ensure that all employees are fully remunerated for March and April 2020. Should the situation persist, further arrangements will be put in place through genuine consultations if the situation does not stabilise by then. It has also been noted that there are some employers who are forcing their employees to take annual leave or /and be on unpaid leave. This practice should be avoided at all cost and if any kind of leave is to be taken, it should be mutually agreed. Forced unpaid leave is illegal and hence unacceptable. Recently, the Ministry announced precautionary measures to be familiar at the workplace. All employers and employees are once again reminded to ensure maximum compliance with the precautionary measures at the workplace as set out by this Ministry as well as those of the Ministry of Health and Social Services and the World Health Organisation (WHO) in order to help to combat COVID-19.

Groundwork already commenced on Friday and as of Monday the first containers will be placed on the premises. According to the spokesperson of the Namibian Police in the Erongo Region, Deputy Commissioner Erastus Ikuyu, Barth Jacobs was traveling on the B2 route towards Walvis Bay from Swakopmund in his Audi and allegedly overtook a few cars before slamming head on into the left side of a Toyota RunX. The passengers in the RunX sustained minor to more serious injuries. The 29year-old driver is stable, while the only other man in the car sustained a seriously broken arm. The remaining three passengers, all women, sustained more serious injuries. Two of the three women are stable, and one suffered severe head injuries.
In response to the announcement by the Monetary Policy Committee of the Bank of Namibia to decrease the policy rate as announced on 20 March 2020, Bank Windhoek hereby confirms the reduction of its Prime Lending Rate by 1.00% from 10.00% to 9.00%. Residents of Walvis Bay, especially those residing in the area of 7th road are disgusted about the state of a certain plot close to their houses. Residents neighboring this plot are fed up of the filth, stench and movement at night going on around their houses. “We as a family we can't sit at the braai area on my own property anymore, because the smell of human waste and
urine coming from the property next door is too overwhelming. What is worse, my kitchen door is right next to the area where this smell comes from.” One of the neighbours told the Namib Times while pointing to his kitchen door and showing how close the property is to his. Another resident said: “This is totally unacceptable and a health hazard. It is a hide away for criminals and a place for drug dealers and users to conduct their business. It is the responsibility of the owners of these plots to see that these things do not happen and to keep properties clean and in order”.

The Lockdown put into perspective The lockdown put into perspective: the public of Erongo needs to understand the following: This is a partial lockdown. Your risk to contract the Coronavirus (Covid-19) has a direct relation to people movement. If you travel a lot or move around a lot outside the confines of your home, you are more exposed than the person who prefers to stay at home, work from home and prevent crowded places as mucn as possible. Your businesses are not forced to close. However, it is every business owner's patriotic duty to ensure as far as possible that people work from home. Limiting people's movement in this way will help to prevent the spread of Covid-19. The desired situation is for people to work from home and in doing so remain productive. It is every person's moral and patriotic duty to help prevent the spread of the Coronavirus (stay at home); remain productive (work from home) and ensure their employers' best interest is still kept at heart. People who are essential in the continuation of a business's operations are allowed to work and shall not be hindered to travel between home and work. However, these workers must also adhere to the same rules as other people when he or she is not on duty and at home. It is also essential that traveling between towns are discouraged as far as possible. People movement and risk of contracting the Coronavirus goes hand in hand. You will not be able to travel outside the borders of Erongo as the partial lockdown means Erongo's people cannot have physical contact with residents of any other region. Equally, people must stay committed to social distancing. Apart from traveling only when necessary, scale down activities. Conduct essential shopping and return home. Practise social distancing by absolutely limiting gatherings either at home (inviting friends over) or in public places (bars, shebeens and other places of recreation). In instances where you have to go into public, ensure to maintain a safe distance between yourself and the next person. Hygiene is important. Wash your hands regularly, eat healthy, use a mouth wash regularly. A solution of water and salt is adequate. Drink water and prevent excessive alcohol intake, as it inhibits the immune system. It is also not necessary to engage in panic shopping. Shops stay open and shelves will remain stocked. The import of goods will continue. Don't fall prey to criminals. Criminals often use these circumstances to scam people out of their money, trying to gain access to home by pretending to be health officials etc. Also, refrain from sharing false news or inaccurate information with regard to Covid-19 on social media. Use official news sources as your frame of reference and adhere to official documents like brochures etc. of the health authority, the Namibian Police etc.

How salt keeps our drinking water safe
A total of 9 000 tons of bagged salt is shipped from Walvis Bay in the coming days, one of the major and regular bulk export commodities for the port of Walvis Bay. Salt manufactured at Walvis Bay Salt Refiners are exported to various global destinations, including South Africa where it is used among others in the manufacturing of water purification chemicals. Namibia’s national water utility, NamWater, incidentally is one of the major importers of this water purification chemicals to keep the country’s potable water sources safe and healthy. Situated south of Walvis Bay, salt production at Walvis Bay Salt Refiners is expected to reach 1,2 million tons per annum after the evaporation ponds were significantly extended in recent years. Salt production at Walvis Bay is a major direct employer and also indirect employment to local service providers.

Corona-Krise: Die Einschränkung des öffentlichen Lebens hat nicht nur negative Auswirkungen Aufgrund des Coronavirus sind die Menschen angehalten, möglichst in ihrer Wohnung zu bleiben. Das öffentliche Leben ist auch in Offenbach mittlerweile stark eingeschränkt. Das hat auch positive Folgen. Einrichtungen wie Schulen, Kindergärten, Schwimmbäder bleiben geschlossen, Menschen sollen nach Möglichkeit zu Hause bleiben, das öffentliche Leben ist massiv eingeschränkt: Die Corona-Pandemie zieht weitreichende Folgen nach sich. Doch einzelne Maßnahmen können auch positive Effekte haben - wir haben mögliche und tatsächliche Begleiterscheinungen zusammengefasst: Satellitenbilder aus China zeigen, dass die Luftverschmutzung massiv zurückgegangen ist, seit dort QuarantäneMaßnahmen ver-
hängt wurden. Ein ähnlicher Effekt ist vermutlich nun auch für den Rest der Welt zu erwarten, da inzwischen Flugreisen und Kreuzfahrten global eingeschränkt worden sind. Einige Industriezweige müssen ihre Produktion reduzieren, und es ist zu erwarten, dass auch der Autoverkehr abnimmt. Sprich: Sämtliche Bereiche, in denen normalerweise auch viele Schadstoffe produziert werden, sind massiv eingeschränkt. Weniger Verkehr bedeutet auch ein Rückgang von Unfällen. Da viele Beschäftigte von zu Hause arbeiten oder auf ihre geplanten Urlaubsreisen verzichten, haben Einbrecher vermutlich nicht mehr ganz so leichtes Spiel. Weil Menschen derzeit auch nicht mehr größere Feste und Partys besuchen können, gehen vielleicht auch alkoholbedingte Streitereien und gewalttätige Auseinandersetzungen zurück. Möglicherweise steigt allerdings die Zahl der
häuslichen Auseinandersetzungen, da die Familien sich dort leichter in die Haare bekommen können. Die Corona-Pandemie erfordert vor allem Rücksichtnahme auf Ältere und Schwächere, bei denen eine Infektion mit dem Virus besonders gefährlich sein könnte. Unter dem Hashtag #Coronahilfe bieten Twitternutzer an, für betroffene Menschen einkaufen zu gehen oder andere Erledigungen zu machen. Allerdings warnt die Polizei Südosthessen auch vor Betrügern, die Zettel mit Hilfsangeboten verteilen – bei diesen Angeboten gehe es nicht immer mit rechten Dingen zu. Liebe Küstenleser, Es gibt einen deutschen Spielfilm des Regisseurs Frank Wisbar aus dem Jahre 1959 über die Schlacht von Stalingrad mit dem Titel “Hunde, wollt ihr ewig leben”. Namibia hits seven Coronavirus cases Nampol to disband crowds of more than 50 to combat the spread of COVID-19
It's been two weeks since Namibia announced her first two Coronavirus cases on 13 March. On Tuesday we have recorded five more new cases. The number of people infected with coronavirus has hit seven after five more patients presented symptoms of the fast spreading virus. Dr Kalumbi Shangula, The Minister of Health and Social Services during a press conference at State House primarily announced that two new cases involving Namibians were recorded in the country, The fourth case was a 19-year-old male student who travelled back to Namibia from England via Johannesburg lately. The fifth case involves a 44-yearold Namibian pilot who travelled to Johannesburg, South Africa for a week last month, from 7 February to
With members of the public still reluctant and not sticking to restrictions made on gathering of more than fifty people, the Namibian Police (NamPol) will have to introduce strict measures to impose the dispersing of crowds as a degree to contain the further spread of the coronavirus.
13 February 2020. “He had a visitor who is a fellow pilot from South Africa before he got sick. Samples were taken and result came out positive. Arrangements have been made to put him in isolation,” Shangula said. With regards to the sixth case, the health minister said that a 21-year-old man, a student studying at WITS University was tested in South Africa, but travelled back before his results came out. The results came out on Wednesday as positive and the student was admitted in isolation. The seventh person that tested positive is a French National who
travelled from France and landed in Namibia on the 16th of March before the state of emergency announcement by president Geinbob. He was screened at the airport where he did not show any symptoms of COVID-19. He then travelled to the south. Few days later, The ministry came to know of his whereabouts after he checked in a health facility in the south with fever and cough, the health team there observed him and took samples for confirmatory laboratory testing and the results came out positive. Said Nangombe. All Namibians are encouraged to adhere
to regulations prescribed during the declaration of a National State of Emergency on 15 March 2020. “People are encouraged to avoid crowds, wash hands with soap and running water, avoid touching their faces, and stay away from other people when sick. The main symptoms of COVID-19 are fever, cough, and difficulty breathing,” he said. The health minister said that people who are concerned that they might have COVID-19 can call the health ministry's hotline on 0800 100
Lieutenant General Sebastian Ndeitunga, The Inspector General of the Namibian Police, issued an official statement and following the implementation of the State of Emergency declared by President Hage Geingob on 17 March in respect to the COVID-19 pandemic, the police has noted that members of the public are not adhering to the suggested measures and as such, the Nampol will be taking actions. It has come to the attention of NamPol that people continue to overcrowd in public places, such as synagogues or churches, restaurants, bars, shebeens as usual, even where the space is limited and thereby ignoring the potential risks of contracting and spreading this Virus. A similar situation has also been noted at open markets and stalls where vendors display and sell their goods under very unhygienic condition,” Ndeitunga bemoaned. Ndeitunga pleaded to the public to take COVID-19 as a serious threat to the safety and security of Namibia and said NamPol will not shilly-shally to introduce strong measures to enforce the dispersal of crowds at congested places. Therefore members of the public must abstain from overcrowding at business premises, places of worship, events and entertainment areas. "Should the need for gathering arise, this must be done within the limits of required space and the number must not be more than 50 people at a given time," Ndeitunga stressed. Owners of restaurants, shebeens, bars and bottle stores are advised to ensure that their clienteles take their food and alcoholic beverages to their own dwellings and avoid gatherings at drinking outlets. Ndeitunga further said that no contact with inmates will be permitted and that any items brought to inmates will be subjected to a comprehensive search and identification of the possessor. “We are appealing to the public to observe these measures and assist the law enforcement agents to carry out their duties without risking their safety and the safety and security of our nation.
The two economic power regions in a lockdown From two to seven Coronavirus cases reported in a period of 2 weeks in Namibia, Government decided to act and not wait until the situation was escalating. Government announced a lockdown of Khomas and Erongo regions. We can not wait until the next case is confirmed for us to take necessary measures to combat and prevent the spread of COVID19. Waiting until one more case is one too many, said Dr Haufiku. Internal travels are restricted for a period of 21 days and this will apply to the great Khomas and Erongo regions, effective from Friday, 27 March 2020 until Thursday, 16 April 2020. So travels to and from the country's two main economic regions are restricted until then unless otherwise these travels were special circumstances. Special circumstances include people with health emergencies and the movement of goods and services between the two regions. Lockdown is more effective when you lockdown the whole country but seeing that all our cases so far are imported and both in Khomas region and that movements between Khomas and Erongo are the highest in the land. Khomas is where the capital is and Erongo is where the Port is. Its logical yet effective to lock the two regions. A portion of Otjozondjupa which is Okahandja and a portion of Hardap which is Rehoboth will be
victims of the lockdown too. Said Dr Haufiku. Travels to all countries around the world are also banned for a period of 30 days. Government also closed entry ports for people and customers at Oshikango, Katwitwi, Wenela, Buitepos, Ariamsvlei, Noordoewer, Walvis bay and Lüderitz. Special circumstances for the entrance of certain persons into Namibia will, however, be considered and approved by the relevant establishments, depending on the nature of travel to be undertaken, and the criticality such mission. Such establishments will bear in mind the impact this could have on the safety and security of Namibia. Special circumstances include people with health emergencies, Health professionals who need to come in to help us fight COVID-19, Movement of goods and services because we can not close our entries that deliver things such as medical supplies, food items. These are some of the cases that are going to receive special entrance into the country. Said Nangombe the Executive Director at the Health Ministry. Returning Namibians and permanent residents arriving from high-risk countries are to be subjected to mandatory supervised quarantine for 14 days, at their own cost. Government signposted that special exemption relates to business, commerce and trade missions and activities only from neighbouring countries on a mutual basis, to facilitate the flow of supplies, goods, commodities and services into Namibia.
All government employees as well as those in the State Owned Enterprises (SOEs) and private sector are to work from home for the next 14 days, except those providing critical services. The categories of affected services will be announced soon. “COVID-19 is not only a threat to the lives of the Namibian people and the public health system, it also carries negative economic impacts threatening the survival of businesses and consequently jobs and livelihoods. Our key priority is therefore to curb the spread of disease. While the pandemic that we are faced with today is unprecedented, we are confident that working collaboratively, we will respond effectively to minimise the spread of the virus and loss of lives and restore the health of those affected. the private sector is encouraged to support government's response measures and mobilise resources to combat the further spread of this virus. “The public is urged to remain at home and avoid public gatherings at places such as bars, shebeens, nightclubs and markets. President commanded that law enforcement agents must enforce these measures. Cabinet further decreed that private health service providers must inform the Ministry of Health and Social Services immediately upon identifying a suspected case. “The government fully understands that these are extraordinary measures. They are adopted with the sole purpose of protecting the health, security and safety of the Namibian people. During this difficult period, I call on all Namibians to cooperate with the authorities and to remain calm, in order to ensure that public order is not compromised. Allow the authorities to work unhindered, Stay at home, avoid crowd gathering and stay safe,” President Geingob said.

Müller makes sport accessible to all Rudi Bowe
Delano Müller, a young sportsman and reigning Namibian Junior Sportsman from Walvis Bay recently started a project to make sport accessible to all. This 15-year-old boy with a passion to share with disadvantaged sports stars said that he is in a privileged position to practice sports with the support of his parents. He is aware that this privilege is not for other sport loving children in the country. Therefore he would like to make a difference in their lives. After outreach programs for young people in several towns of the country he saw that there are many children who cannot practice sports due to lack of equipment, Delano was spurred to start a project collecting used sports equipment and sportswear and then donates it to future sports stars and clubs in disadvantaged communities. Delano does not have a specific goal for his project but would like to gather as much as possible sport equipment. As part of this initiative Delano handed over various sports items he collected from donations to youth in Walvis Bay. The items include 13 soccer balls, a rugby ball, soccer boots, caps, sweatbands, goalkeeper gloves, a watch, medals and a golf cart with a full set of clubs that Delano bought with his savings. Tokyo 2020 Olympics rescheduled Rudi Bowe
The Tokyo 2020 Olympics was rescheduled as the coronavirus crisis obliterated the world's last major imminent sporting event. In the present circumstances and based on the information provided by the World Health Organisation (WHO) the International Olympics Committee (IOC) President Thomas Bach and the Prime Minister of Japan Shinzo Abe have concluded that the Games of the XXXII Olympiad in Tokyo be rescheduled from July 24-August 9 2020 but not later than summer 2021. The rescheduling is to safeguard the health of the athletes, everybody involved in the Olympic Games and the international community. It is the first time in the Olympics' 124-year history that they have been postponed and it is the first break in the four-year cycle for the summer Olympics since the 1940 and 1944 Games were cancelled because of World War Two. Athletes were sad but relieved after weeks of worrying and struggling to train as the world headed into virtual lockdown from the disease that has claimed more than 16,500 lives. National associations and sporting federations worldwide reacted with sadness, relief and mainly goodwill to the rescheduling of the
Tokyo 2020 Olympic Games. The rescheduling the Tokyo 2020 Olympics will involve "massive" additional costs, organisers of the Games conceded Thursday as they convened a taskforce to begin working on the "unprecedented" and complex task. The historic decision to postpone the Games over the coronavirus outbreak leaves organisers with a logistical headache as they work to shift the enormous event to an as-yet-undecided date next year. The Olympic flame will stay in Japan. It was also agreed that the Games will keep the name Olympic and Paralympic Games Tokyo 2020.

Coastal kickboxers bag several medals Rudi Bowe
A team of 10 coastal kickboxers showed off their talented kicks and punches at the 3rdAll African Kyokushin Open Karate Championships at the Safari Hotel Windhoek. The kickboxers that made their clubs proud and bagged a variety of medals for their efforts are HirukeviMuhipa / JohnCarter Mouton en Aaron-Christian Mouton and Lesley !Hoaëbfrom the Namibia Ring Contact Fighting Arts International (RCFAI) and Kickboxing Academy in Walvis Bay and James Dean Goagoseb, Martin Nandu, Darren Ne, Alex Bick, Rebecca Mitchenson, StiaanHefer and Sensei Jannie Gouws ascoach and refereefrom Swakopmund Fight Club. The chairperson of the Namibia RCFAI and Kickboxing Academy Phillip Müller said that he is proud of the few fighters that represented the Academy at the championships and would like more fighters to attend the 4th All Africa Kyo-
kushin Open Karate Championship next year. The President of the Namibian Kickboxing Federation(NFK) Anita de Klerk said that she is satisfied that the championships were a big success and that she would like more students registered with the NFK participate in the 4th All African Kyokushin Open Karate Championships. Eager to support and motivate young boys from staying off the streets and keeping them away from alcohol and drug abuse, Abraham Haimbondi registered a soccer team called Dessert FC, a team which he believes has excellent players who will one day make the National Team.

Desert FC was established in 2016 and started with U/11 boys and later the Coach and Founder Haimbondi, decided to focus on the young boys aged 1125. Haimbondi said: “When I started I noticed that most of the young boys were playing street soccer and didn't have a coach, I saw potential in them and being a former soccer player myself I decided to make use of the opportunity, I approached them and started coaching them with the aim of keeping them off the streets and away from alcohol and drug abuse which the youngsters turn to due to boredom because they are unemployed”. Haimbondi further said, when he started, he had over 30 players and only picked out 25 best players. Last year in September Haimbondi registered his team at the Labour Office and is waitingfor approval from the Swakopmund Municipality. Although this seems like an easy task to do, Haimbondi faces challenges like any new business. One of the huge challenges that he faces is the fact that 8 of the boys he coaches are speech-impaired, making it difficult for them to communicate with one another. The team also lacks quality soccer balls, cones, bibs and soccer kits. Haimbondi is pleading with the business sector and members of the community to assist him with any donations in order to keep the team going. He said since he started with coaching the boys, he has been encouraging them and has been there for them every step of the way. “We do not want money as a form of donations; we just need a helping hand. I am a working man and a breadwinner at my house so I help wherever I can, but I need assistance to make sure these boys have a future to look forward to”. The team trains every day on the open field between Festus Gonteb and Vrede Rede Primary school in Mondesa. Anyone who wants to render assistance can contact Haimbondi at 081 719 8968.
