Dippenaar: “I cannot remember” Erwin Leuschner Jandré Dippenaar claims he has no recollection of the exact events shortly before the horrific accident took place which claimed the lives of six people. He pleaded not guilty to all charges levelled against him on Tuesday morning in the Regional Court in Swakopmund. He does admit that he was the driver of the Toyota FJ Cruiser and that the accident did indeed take place. Dippenaar is facing a count of reckless or negligent driving alternatively inconsiderate driving, a count of fraud alternatively furnishing false information, a count of not being in possession of a driver's license and six counts of murder. It is the first time in the Namibian history that a person is facing murder charges in connection with a car accident. “I deny each and every further element of these charges preferred against me,” advocate Louis Botes read out Dippenaar's plea explanation in court shortly after the pleas. He added that “I specifically deny that at any stage acted with the intent (...) to kill any of the persons and/or acted negligently and put the state to the proof thereof.” In the plea explanation, which is signed by 34 year-old Dippenaar, and read out by Botes, Dippenaar gave a brief history of what lead up to the tragic events of 29 December 2014. Subsequently Dippenaar met Dinah Pretorius on 13 December 2014 in Windhoek. After meeting up a few times both decided to go to the coast and left to do so on 19 December 2014. Dinah left for Gobabis shortly before Christmas and together with Charlene Schoombee came to Henties Bay on 26 December 2014. “During this period a relationship developed between us. They took the following along: two cases of Coke Zero, 1 bottle Vodka, 1 bottle Whiskey, some ciders, bottles of water, bottles of Ice Tea, a cooler box, jackets and two camping chairs. Dippenaar contends that he poured himself one Vodka with Coke Zero but didn't drink all of it. “As I intended to enter in a romantic relationship with Dinah and due to the fact that my parents and some of their friends joined the dune trip, I throughout attempted to put my best foot forward and did not want to embarrass or be an embarrassment for any of them,” he states; and: “The vehicle I drove (which was the FJ Cruiser in question) was not mine and I drove carefully not to damage same.” After spending the day in the dunes the four persons drove to Longbeach and departed for Henties Bay at about 15:30. In the plea Dippenaar further contends that the road was very busy and at one stage a slow vehicle turned in front of him and to prevent that vehicles behind him collided with him decided to overtake against a barrier line. As he entered Swakopmund he heard a traffic vehicle's siren and pulled over. “I met the traffic official and he informed me that he received a complaint that I drove in an inconsiderate manner,” he states. The traffic official gave him a verbal warning. Dippenaar contends that he was not requested to show any identification “as I was not in possession of a driver's license as mine was stolen on 5 November 2014.” They then departed for Henties Bay and he again passed slower moving vehicles. At mile 28 he suggested to his passengers to continue the drive along the beach but his passengers, which included JC Horn, Charlene and Dinah “decided we should remain on the road.” “We continued driving. The next thing I recall is when I regained my consciousness in the hospital in Windhoek. I cannot recall anything that happened in between,” he states. As a result of “this frustration of not being able to recall anything” he has since sought the intervention of Clinical Phycologist. The accident was a head-on collision about twelve kilometres before Henties Bay. From the four passengers in the FJ Cruiser only Dippenaar survived. In the other vehicle only Antonia Joschko, who was 16 at the time, survived. She lost her father Markus Walter Helmut Joschko, mother Stephanie Dorothea Schermuck-Joschko and sister Alexandra Marlene Joschko.
“Dippenaar was a danger to traffic” Erwin Leuschner Did Jandré Dippenaar drive recklessly on the B2 road between Swakopmund and Henties Bay before the horrific accident? Was he indeed in possession of a driver's license, even though he contends that he could not have been? These were the key testimonies of various witnesses during the first two days since the start of the highprofile trial in the Regional Court in Swakopmund. Things in the Regional Court started heating up on Wednesday as the state witness, Swakopmund senior traffic official Appolus Motinga, was called in to testify. Motinga had pulled Dippenaar over in town after he received a complaint for inconsiderate driving. “I asked Mr Dippenaar for his driving license, cross-checked his face, the expiry date and handed it back to him. I told him not to do that again (overtaking on a barrier line) and he said he wouldn't do it,” said Motinga. This statement is in direct contradiction to Dippenaar's version of events though as he contends that Motinga never asked him for his driving license since he was not in possession of one to present. “I am certain. I checked the face and even remember it was a code B driving license,” Motinga said; and added: “I could have charged him on the spot if he did not have a valid license.” Motinga was on duty that fateful day, 29 December 2014. According to him, during a patrol, he was stopped by a member of the Swakopmund Neighbourhood Watch (SNW), who told him that a complaint had been received concerning the driving behaviour of a white FJ Cruiser which was on its way to Swakopmund. The complaint was phoned in by SNW member Freddy Mills, who was traveling from the Walvis Bay Airport towards Swakopmund. In his testimony Mills said that Dippenaar overtook him just after the Longbeach turn-off. “I was traveling in a convoy as there was a lot of traffic. I noticed a white FJ Cruiser approaching in my mirror and he came past us. There was oncoming traffic. They were very close so I braked to make space for him to enter in-front of me,” Mills testified. According to Mills the cars were flashing their lights and “I got a big fright.” Even though Mills knew Dippenaar he didn't recognize the driver at that stage. Initially he only noted down the registration number being N8163GO. According to Mills Dippenaar again overtook while there was oncoming traffic, and these drivers again flashed their lights. “I then decided to make the phone-call to the Neighbourhood Watch as he “was definitely a danger to traffic.” “For me it was reckless driving.” He saw Dippenaar overtake about two or three more times even though both lanes were “bumper to bumper.” During cross-examination advocate Louis Botes, who is representing Dippenaar, went into quite some detail regarding statements that various witnesses made to the police as well as to the insurance firm Hollard. While assessing these statements a few discrepancies were presented, including the fact that almost all statements were typed over and not signed in the presence of the commissioner of oath's signature presented on them, indicating sloppy police work.
Unexpected twist in Dippenaar license saga Erwin Leuschner In the murder trial against Jandré Dippenaar incriminating evidence in connection with the fraud charge was presented when the trial continued in the Regional Court in Swakopmund yesterday. A senior official from the Roads Authority was called in. This time the high-profile case took a complex turn yesterday as the state witness, Johannes Shuuya, Head of the Registration Authority at the Roads Authority (RA), was called in to testify. Shuuya is employed at the NaTIS Valley and is in charge of the registration of driving licenses, vehicle registration and learner's licenses. According to Shuuya he was visited by a police officer in July 2015 who enquired about the driving license situation of JL Dippenaar. “I logged into the system and got a detailed report on all transactions under the name,” Shuuya said. He established that Dippenaar's driving license expired on 5 January 2014 and was renewed on 29. January 2015 – one month after the accident took place which claimed the lives of six people. “He did not have a valid driver's license during that time (between 5 January 2014 and 29 January 2015),” Shuuya said. Shuuya added that when the application for a driver's license was received on 29 January 2015, he (accused) did not indicate that the license had been stolen,” Shuuya added. This is not the same version Dippenaar contends: According to Dippenaar he was issued a driving license in 2009 which was set to expire in January 2014. He lost the license during the last portion of 2013 and applied for a driving license and was issued with a temporary one in the same year. According to Shuuya the record at NaTIS shows that no application for the issuance of a driving license was applied for in 2013 though. “There are no records in the system,” he said. Dippenaar further contends that the license, which was issued during the last part of 2013, was stolen on the evening of 5 November 2014 during a break-in in his house. “If a license is stolen an applicant applies for a duplicate, but he must present a police declaration stating that license was indeed stolen,” Shuuya said. This did not transpire when Dippenaar applied for a license in January 2015 as he applied for a license and not a duplicate, Shuuya continued. Dippenaar is represented by advocate Louis Botes and lawyer Petrie Theron, while prosecutor Hezekiel Iipinge is presenting evidence for the state. Magistrate Gaynor Poulton is presiding over the matter. Dippenaar is accused of causing the horrific accident between Swakopmund and Henties Bay on 29 December 2014, which claimed the lives of JC Horn, Charlene Schoombee, Dinah Pretorius and three German nationals, Markus Walter Helmut Joschko, Stephanie Dorothea Schermuck-Joschko and Alexandra Marlene Joschko. Only the youngest family member, Antonia Joschko, survived the accident. She is currently in Swakopmund and was set to testify about the ordeal.
“Puff of black smoke and red flames” Erwin Leuschner The first eyewitness in the horrific car accident on 29 December 2014 between Swakopmund and Henties Bay, which claimed the lives of six people, remembers a white FJ Cruiser overtaking a total of five vehicles, before seeing “a puff of black smoke and red flames.” Incriminating evidence underlining the cause of the horrific car accident was presented in the Regional Court in Swakopmund yesterday. The accused Jandré Dippenaar (34) is charged with six counts of murder. The eyewitness Ian Stevenson was traveling towards Henties Bay on that fateful afternoon. “My wife was driving behind me,” Stevenson recalled. He stated that he was traveling about 110 – 115 kilometers per hour when he saw a white FJ Cruiser in the mirror overtaking the car of his wife. “I could see the vehicle going at a high speed. When he came past me I remember my car shaking. It was the same as when you pass a truck,” he said. In front of him were three more vehicles travel-ing towards Henties Bay and even though “there was sufficient space to enter, the FJ Cruiser kept overtaking. There were a total of five cars the FJ Cruiser allegedly overtook. “They all disappeared over the blind rise and I could not see them anymore. About two or three seconds after they disappeared, I saw a puff of black smoke and the red flames,” Stevenson continued. He immediately stopped and saw the FJ Cruiser standing on the road, burning, while another vehicle, a white Ford Ranger, was “mangled up” on the side of the road. “When I got to the accident I saw a young lady sitting on the floor being cared for by bystanders and a man lying there also being cared for,” he added. He identified the man as Jandré Dippenaar. Due to the intense heat emanating from the FJ Cruiser, he and another bystander went to the Ford Ranger and pushed the car back onto its wheels in an attempt to get the young lady trapped inside out, “but we weren't able to do so.” Once emergency services arrived Stevenson left the scene. Yesterday ended with advocate Louis Botha, who is representing Dippenaar, cross-examining Stevenson. The trial is scheduled to continue today.

Cancer soon a reportable disease Floris Steenkamp Namibia will declare cancer a reportable disease, the Chief Executive Officer of the Cancer Association of Namibia, Mr. Rolf Hansen confirmed this week. The completion of a National Cancer Control Plan, formulated by the Ministry of Health and Social Services in conjunction with the Cancer Association of Namibia and the International Agency for Energy and Atomic Research is the last piece of the puzzle to fall in place to make cancer a reportable disease.
Once cancer is a reportable disease, accurate and timely statistics will make it possible at last to fully comprehend the prevalence of [and impact] of cancer on Namibian comunities. Hansen on Monday during a media briefing made public the Cancer Association of Namibia's 2017 list of activities. In his report Hansen noted a total of 2 629 new cancer diagnosis had been made in 2015 [to date]. When namib times questioned Hansen on the 2016 statistics, he explained the reason no reliable statistics are yet available for last year has everything to do with the fact cancer is currently not a reportable disease in Namibia. Statistics are therefore flowing in at a very slow and often unreliable pace. Once a reportable disease, means statistics will be more accurate and on time, he reiterated.
“There is no legislation in place to make cancer a reportable disease in Namibia. The Ministry in cooperation with the Cancer Association of Namibia and the International Agency for Energy and Atomic Research is developing a new National Cancer Control Plan. During next month [February 2017] stakeholders are expected to finalise this Strategic Plan, in order for Namibian Parliament to ratify it. Cancer will then be made a reportable disease and we can then be on top of statistics�, Hansen explained. Hansen himself in 2016 completed his Master's Degree in National Cancer Control & Planning from the Union for International Cancer Control, and together with other Namibian stakeholders find himself on the forefront of developing this national strategy in order to
up the game in the fight against cancer. Hansen further explained estimates show some 3 000 new cancer cases are reported in Namibia each year. It remains estimates, as only when cancer is made a reportable disease real statistics can be formulated. Other factors hindering accurate statistics are misdiagnosis. Cancer outreach is also lacking in some areas, especially in the northern areas of the Kunene Region and in the Zambesi- and Karas Regions according to Hansen. These regions are currently prioritised, he said. What is also alarming, according to statistics mentioned by Hansen at the media briefing on Monday was the high prevalence of cancer among young people. Between 2011 and 2014, 493 Namibians under the age of 21 had been diagnosed with cancer. A total of
63 new cases had been reported so far for 2015 and 16, but as the registry system lacks, this figure is most likely to grow. The most common forms of
cancer detected in children were leukaemia, Hodgkin's and non-Hodgkin's lymphoma, as well as cancers of the eye (retinoblastoma) and cancers
affecting the bones and muscle. There is also a sharp rise in Kaposi sarcoma cases – a type of cancer that develops from cells lining the lymph or blood ves-
sels. Children who have deprived immune systems or contracted the HIV-virus during birth are at high risk of this type of cancer.

ATM Safety Because of the variety of ATMs, the unique characteristics of each installation, and crime considerations at each location, no single formula can guarantee the security of ATM customers. Therefore, it is necessary for ATM customers to consider the environment around each ATM and various procedures for remaining safe when using an ATM. The following crime prevention tips can help make the use of ATM's safer for everyone: · Walk purposefully and with confidence. Give the appearance that you are totally aware of your surroundings. · Be aware of your environment and what is going on around you. Criminals tend to avoid people who have this type of demeanor. · Perform mental exercises and plan out what you would do in different crime or personal security situations. · Follow your instincts. If you feel you are in danger, respond immediately. Remember that your personal safety is the top priority. ATM Selection Considerations: · Select an ATM that is in a well-lit, well-traveled location. · Whenever possible, select an ATM that is monitored or patrolled by a security officer. Considerations Prior to/During Transactions: · Always watch for suspicious persons or activity around an ATM. Be aware of anyone sitting in a parked car in close proximity to or at a distance from the ATM location. · If you notice anything strange, leave and return some other time. Even if you have already started a transaction, cancel it and leave. · Maintain an awareness of your surroundings throughout the entire transaction. Do not become so involved with your transaction that you are not aware of changing conditions in the area. · Do not wear expensive jewelry or take other valuables to the ATM. This is an added incentive to an assailant. · If you get cash - put it away right immediately. Do not stand at the ATM and count it. · Never accept offers of assistance with the ATM from strangers; ask the bank for help. · Never lend your ATM card to anyone; treat it as if it were cash or a credit card. · During evening hours consider taking a companion along, park close to the ATM in a well-lit area and lock your car. If the lights around the ATM are not working properly, do not use it. · When leaving an ATM location make sure you are not being followed. If you are being followed, drive immediately to a police, fire station, crowded area, well-lit location or open business. Flash your lights and sound your horn to bring attention to your situation. · If you are involved in a confrontation and the attacker is armed with a weapon and demands your money or valuables, GIVE IT TO THE SUSPECT. Do not resist, property may be recovered later or replaced. Fraud Considerations: · Memorize your Personal Identification Number (PIN). Do not write it down or keep it in your wallet or purse. Do not tell anyone else your PIN NUMBER!! (including bank employees, the police, etc.). · Shield the ATM keypad from anyone who may be standing or parked nearby or anyone crowding you in an attempt to view your PIN and/or transaction. Use your body as a shield if necessary while you enter your access code. · Make sure you retain your transaction receipt. Do not throw the receipt away at the ATM site. · Immediately report any stolen or lost ATM card to the proper entities.

Two days after David Thomas drowned in the Mole in Swakopmund his body has been recovered. The body washed out on Tuesday afternoon in the vicinity of Maritime Flats just north where the incident occured. Thomas drowned on Sunday afternoon after he, his brother and a friend were playing in the ocean. According to witnesses the deceased and his brother both landed in trouble and although the brother initially tried to assist, he swam to shore to save himself and to sound the alarm. An extensive search shortly after the incident including the utilisation of divers, did not yield any results. The public is called on to be extra vigilant and careful when swimming in the ocean, this is especially true for swimmers who aren't very experienced.

Woman raped by truck driver Piquet Jacobs
A 22 year old woman was allegedly raped on Wednesday evening by a truck driver between Omaruru and Kalkfeld after accepting a hike from the driver from Arandis. The victim took a hike on a truck from Arandis on its way to Grootfontein on Wednesday, when 10km from Omaruru to Kalkfeld the driver reportedly parked his trucked and demanded sex from the victim. When she refused he threatened her and then reportedly raped her. It is further alleged that after the rape, the victim overheard the suspect talking to another person on his cellphone believed to also be a truck driver, telling the person that it is now his turn. After a few minutes, a truck approached and parked close by. The victim allegedly then told the suspect that she needed to use a toilet and she managed to get out of the truck and run into bushes nearby. The victim contacted her boyfriend in Arandis, who in turn contacted the police and gave a description of the truck. The police despatched a car immediately and found the truck at the same location, the victim was rescued and the suspect was arrested. The victim's underwear was found inside the truck. The suspect is believed to be an employee of a Walvis Bay-based transport company. He wiĺl appear in Omaruru Magistrate court today. The public, especially women, are warned to be extra vigilant when hiking on trucks with unknown drivers to prevent similar incidents from happening. It is encouraged to make use of public transport.

DRC residents living on illegal land should German military cargo vacate before next week Tuesday plane expected in Namibia Sharlien Tjambari
Residents of the DRC informal settlement who were moved from their plots by the council because of the construction of the Mass Houses behind DRC to the area which the council allocated to them as temporary residence, received a letter two weeks ago from the Swakopmund Municipality telling them to vacate before 31 January.

The residents of DRC informal settlement who, according to the letter have occupied the municipal land without permission from the municipality, feel that this is very short notice and they will not be able to find space in such short notice “plus the letter said that there has been correspondence between the municipality and us on 5 December last year about us vacating from this area, but this is not true. None of us remember talking to the council about this. This is the very first time we are receiving instruction about moving, but now they are making it sound like they have discussed this with us beforehand. If there was a meeting about vacating from this property then it was definitely not with our group” said one resident. The group which was asked to vacate are located between DRC and the mass houses near the railway line just adjacent to the airport. Another resident said when they were moved from DRC they were so many that all their

As indicated you are occupying the municipal land without permission from the municipality, consequently the structures you have erected on this particular piece of land are also illegal, hence the correspondence from this office requesting you to vacate the piece of land concerned and demolish the illegal structures erected thereon. Unfortunately, you have reacted to any of our previous notices in this regard. The letter further reads, “you are therefore kindly requested to vacate this area by 31 January and failure to do so will result in the demolishing of these structures and carting the rubbles
away without further notice”. The residents residing on the area mentioned above said they wrote a letter to the municipality requesting for more time, because it was honestly the first time they received a letter to vacate and feels that two weeks is short notice and they will be homeless if they vacate because DRC is full to capacity and there is no way they can squeeze in between other shacks as there is really no space at all. The letter the group wrote was taken to the municipality by a group of ladies who were allegedly told by a lady at the municipality that they can stay at that area, but the council does not want any more shacks to be erected on that area. The Corporate and Community officer of Swakopmund Municipality Mrs Ailie Gebhardt said she is not aware of such arrangement with the council and the DRC residents. “Since last year in September we have been telling people not to build their structures on these areas because construction will be taking place on these
areas, but they went ahead and erected their shacks on these areas. The same goes for the people who build near the railway line, as it is very unsafe for families with children. We even told them that if they erect their shacks in the area where construction will be taking place they should be ready to move when construction commence” said Gebhardt. She further said that the council is trying its best to do away with shacks and to allocate houses to people living in shacks and that is why the mass housing project came in place. She added that the council has a book in which they are registering each and every person living in DRC to see how many are working and how many can afford houses so that they can be given houses.

Official confirmation has been received this week that the controversial Russian fishing vessel, Ryazanovka, will indeed be scrapped, as it will reportedly be too costly to repair and made seaworthy. It is understood from local stakeholders that the owner of the vessel will contract a local salvage service to have the vessel cut down alongside the Walvis Bay Port. As this is done, the people of Walvis Bay will finally know whether this vessel is equipped with the tanks which was believed to capture and house live marine species

Cancer Assoc. To Open official branch and clinic at Swakopmund The Cancer Association of Namibia opens an official branch and a clinic in Swakopmund during the 2nd quarter of this year, the Chief Executive Officer of the Association, Rolf Hansen confirmed yesterday. The Ministry of Fisheries and Marine Resources herewith warns the general public not to consume mussels originating from the Walvis Bay Aquaculture Production Area. Mussel samples from the Walvis Bay Aquaculture Production Area have been tested for biotioxins during the most recent official sampling and testing facilitated by the Namibian Standards Institution (NSI) as part of the National Shellfish Sanitation Programme. The latest test results from the mussel samples that were submitted for testing indicate the presence of Diarrhetic Shellfish Poisoning (DSP) at a level higher than the permissible level in these samples and therefore it is unsafe to collect and consume mussels until further notice by the Ministry. Jandré Dippenaar to plead today The start of the murder trial against Jandré Dippenaar, who is accused of causing a horrific motor vehicle accident in December 2014 claiming the lives of six people, will commence today. Newborn survives dumping
A newborn baby girl of a few hours old was found crying in a plastic carry bag by a passerby on Sunday morning under a tree near a road in the Arandis residential area. The police were alerted immediately, the baby girl was rushed to Arandis Clinic for a medical examination and received the needed medical care. It is concluded that the baby is in good health. A 21 year old suspect was arrested and taken to Arandis Clinic, there is a possibility of the suspect being admitted to Swakopmund State Hospital. 2017 Indoor Hockey league kicks off today
The 2017 Indoor Hockey League will kick off this weekend with exciting fixtures lined up at various venues across Namibia. In a media statement on Wednesday, main sponsor Bank Windhoek said six matches will be played at the Windhoek Showgrounds and Wanderers sports club on today. A record number of teams have entered the three different men's and women's leagues. Between 470 and 500 players from 12 clubs are expected to participate in the league this year. President of the Na-
mibia Hockey Union (NHU), Marc Nel said preparations are going well and everything is set for the weekend. “There are 50 teams who will play this season, with the biggest focus being on the men and women's premier league
teams,” he told N a m p a o n We d nesday. Nel mentioned Windhoek Old Boys, University of Namibia and DTS as favourites to win the title on the men's side, while on the women's side he put his money
on Saints and Windhoek Old Boys, based on previous performances. Other venues are the DTS Hall as well as the Dome Sports Complex in Swakop-
mund. The league will run until the end of April and will be followed by a four nations' tournament. “The United States of America and Austra-
lia have already confirmed their participation.” The international guests, he said, will be bringing men and women teams. The first men's
