inside Elections 2019 Fishrot Scandal An Update upon us Namibia goes to the polls in the 2019 Presidential and National Assembly Elections, with voting stations opening at 07:00 till 21:00 tomorrow, Wednesday 27 November. The polls close at 21:00, so you better be in the queue by 21:00 if you want to cast your vote. Only voters with eligible voters cards will be allowed to vote. People are also requested not to arrive at the polling stations under the influence of alcohol, wear any political party colours, engage in any form of intimidation or unruly behaviour and not to jump queues. It is also expected this year that place reservations in queues will also not be tolerated, as it is unfair to other voters waiting in the queue. Take along water, something to eat and for those standing in the sun a decent hat, umbrella and a chair. Voting day is a public holiday. Namibian politics finds itself in unchartered waters only hours after the election. The Presidential Elections will see Swapo Presidential candidate and current President of the Republic, Dr Hage Geingob, up against an independent candidate, Dr Panduleni Itula. Massive consignment of railway tracks landed A consignment of railway tracks, totalling 7 500 metric tons were discharged in Walvis Bay over the past few days. The 3 860 individual lengths of rail are destined for the upgrading of the Walvis Bay to Kranzberg stretch of railway line. Kranzberg station is located between Usakos and Karibib where the northern railway line connects. The cargo vessel Vestis Isle delivered the rail track. According to a statement by the Namibia Ports Authority this is the second delivery of railway tracks. In July a batch of 6 679 was delivered. In total 20 000 tons of railway track will be utilised for the project. The full statement reads: “The second
consignment of about 3860 steel rails, around 7500 metric tonnes, was discharged from the general cargo vessel Vestis Isle at the Port of Walvis Bay on Thursday, 21 November 2019. The rails are meant for the upgrading of the Walvis Bay to Kranzberg railway line section, which is about 210 km. In late July this year the first batch of 6679
tonnes of steel rails arrived at the Port. This was part of a consignment of 20 000 tonnes intended for upgrading of the railway infrastructure. MET Management Plan for Horses in the Namib Naukluft Park
The Ministry of Environment and Tourism released their Wild Horse Management Plan. The purpose of the management plan is to set out objectives and guidelines for the management of the Namib's.
The good news for the wild horses is that, while they lack the conservation status of wild animals, they are recognised as of value to both tourism, as part of Namibia's cultural heritage and as a means for local communities to generate income through concessions. The report recognises the integrity of the population is essential for the long-term survival of the herd. The Ministry has committed to finding ways to sustainably manage conflict between the horses and hyena populations. This might entail patrolling the area to scare the hyena away or even erecting a hyena-proof fence. More road signs will also be erected to warn motorists to slow down as the horses often graze on the road verge and regularly cross the road. The Garub area is to be zoned as “Managed Resource Use Zone” thus allowing for concessions as well as allowing for mitigating actions to help the horses in times of severe drought and predation threat. The horses are however to remain in the area and no custodianship or removal to a sanctuary will be considered. The Ministry has recommended continual monitoring of the horse population to ensure the carrying capacity of the Garub area is ecologically maintained. This task has been taken up by a Management Action Group comprised of local communities and stakeholders.

Fish Quota Scandal - An Update The Anti-Corruption Commission of Namibia on Saturday issued a statement confirming it has prima facie evidence that indeed a string of offences were committed in Namibia's international fish scandal. The statement however, follows only hours before former Fisheries Minister Bernhard Esau walked free from his jail cell, as a court ruled a warrant of arrest for his detention was not valid. The ACC’s full statement reads: “Since November 2018, ACC has been investigating allegations of conspiracies to commit corrupt practices, corruption, bribery, money laundering, tax evasion and related crimes. The allegations as reported to ACC by whistleblower implicate the former Minister of Fisheries and Marine Resources, Mr Bernard Esau, former Minister of Justice, Mr Sakeus Shanghala, Mr James Hatuikulipi, Fitty Tamson Hatuikulipi, Ricardo Gustavo, and companies owned by some of the suspects. In order to verify the allegations, ACC obtained sworn statements from potential witnesses and conducted further investigations with an objective to ensuring that supporting evidence is established. This is necessary given the fact that Namibia is governed by rule of law with constitutional supremacy. The investigation thus far, has prima facie proven that conspiracy, bribery, corruption, fraud, money laundering and tax evasion were committed. The cumulative evidence, either real or circumstantial, testifies to an apparent well calculated strategy
meant to legalize a corruption scheme. The investigations established that the agreement on cooperation in fisheries and aquaculture entered between the Government of the Republic of Namibia and the Government of the Republic of Angola did not benefit the ordinary citizens and or contribute to the economy as by the terms of the Agreement. ACC's investigations reveal that companies owned by some of the suspects or proxies were used as conduit to facilitate payments of millions of dollars into other bank accounts of companies linked to the suspects. Money was ultimately paid into the personal bank accounts of some suspects. In some instances business persons' bank accounts were used to disguise the ill-gotten money, buy a property and shortly register the same property in the name of the “real beneficiary” disguising to have sold the property to him. The Commission has identified movable and immovable assets which are reasonably suspected to be linked to proceeds of crimes. The evidence in this regard has been shared with the office of the Prosecutor-General to consider initiating civil proceedings against such assets in terms of Prevention of Organized CrimeAct (POCA). Evidence to date gathered, justifies ACC's decision to bring all implicated suspects to justice and answer to the allegations. ACC is fully aware and respect the constitutional presumption of innocence, thus
suspects are treated as innocent until proven guilty by the competent court of law. Fishery resources are part of the significant natural resources of Namibia which must be exploited for national benefits like, uplifting the majority of our citizens out of poverty, creating employment opportunities and largely contributing to economic growth. One of the objectives of the cooperation in the fishery sector between the two countries was to contribute to food security. This objective cannot be realized in a cooperation environment characterized by corruption. In the contrary, investigation findings suggest that technical skills and strategic positions in respective offices and institutions were apparently misused to plunder the national resources in the fishing sector, using foreign bribepayers to benefit few greedy local individuals and enrich foreign economies where millions of dollars are invested. This is totally unacceptable. ACC appeals to members of the public who may have information relating to assets suspected to be linked to matter under investigation to come forward and urgently give the information”. President Hage Geingob's view on fishing quota scandal: The fish scandal not only lured vehement reaction from the Namibian public, but also from Namibia's Head of State Dr Hage Geingob. At Swapo's last campaign rally over the weekend before the
country's Presidential and National Assembly Elections, the Head of State made four fundamental statements. Firstly, that the Presidency instructed the Attorney-General Albert Kawana to review the administration around fish quotas to destroy the many loopholes which gives foreigners and locals alike an unfair advantage with the issuing of fish quotas which is supposed to benefit Namibians on a broad basis and not only a few. Secondly, that Iceland too should take accountability in the fish scandal, as it is in the first place a Scandinavian company involved and Scandinavian money would have funded it. Secondly, that the revealing of the fish scandal is tactically close to Namibia's elections. Thirdly, that some Namibian media outlets are biased in reporting and in doing so is actively campaigning for certain presential candidates and certain political parties. Former fisheries Minister Bernhard Esau was arrested by the ACC at his Windhoek residence on Saturday. On Sunday Esau's legal team turned the tables on the ACC. Esau's heavy weight legal team ravaged the validity of the warrant of arrest used by the ACC and the former Minister was freed after a deal was struck with the defendants in the matter. Namibia Media Trust responds to President's remarks: With much debate around the role some segments of the media currently plays, The Namibian Media Trust, under the leadership of its Executive Director, the seasoned media practitioner Gwen Lister responded to Dr Geingob's remarks on the Namibian media.
In what follows, a full extract: “On November 22, 2019, the Namibian Presidency issued a statement referring to a ““media disinformation campaign aimed to influence voters, tarnish the image of the country and the President”” ahead of elections on November 27. Accusing media of strategically timing corruption exposés during the run-up to presidential and national elections, the statement cited publication of the fishing quota scandal, known as the #fishrotfiles, and reports on the disastrous Kora awards, the Presidency said Namibians were being “curiously bombarded with negative and largely distorted articles” at a time the country was going to the polls. In our view, this is both an ill-conceived and thoughtless statement. The #fishrot investigation has been years in the making and regardless of when it was
brought to public attention, the exposure of a corruption scandal of this magnitude should be welcomed by all Namibians, as it reveals the ruthless plunder of our natural resources by a select few politicians and greedy of individuals. The subsequent resignation of two Ministers and other key figures is proof of the veracity of these reports. The Presidency is both being disingenuous and confusing people by attacking real news rather than the prevalent disinformation which has been circulating on social media during this 2019 election campaign. Namibians not only need, but also have the right to know when our scarce resources are being abused at the expense of the majority of our people, or when money is stolen, and journalists continue to play a crucial role in informing the nation in this regard.
Gratuitous censure of the media such as this statement from the Presidency, are putting the country at risk of losing its number one status at the top of Africa's press freedom rankings. It also risks jeopardizing the safety of journalists in the exercise of their work. Instead, all right-thinking and committed Namibians, including a government which is committed to fighting corruption, should welcome the watchdog role of journalists in our democracy which has resulted in outing corruption and wrongdoing on a massive scale. Journalism such as this has no agenda to promote one political party or presidential candidate over another. It is simply intended to inform Namibians of the abuse of precious resources which could and should otherwise be used to benefit the majority and lift the standards of the poor and impoverished.”

Two trucks in head on collision Isaac Chikosi
A head on collision between two trucks on Saturday, close to Omaruru resulted in the death of an employee of JPH Investment cc, Windhoek. The 32-year-old driver Mutumeni Mateus (32) was traveling with three other occupants from Omaruru towards Kalkveld when the truck he was driving collided with another truck traveling in the opposite direction. According to the Spokesperson of the police in the Erongo Region, Deputy Commissioner Erastus Iikuyu, the passengers were treated for the injuries they sustained at the Omaruru State hospital and were discharged the same day. Due to the seriousness of Mateus's injuries he passed away upon arrival at the same hospital. The next of kin were informed.
A 16-year-old school learner became the victim of a heinous crime when she went out to a beauty pageant with friends in Henties Bay on Saturday evening. According to police reports the young girl ended up consuming alcohol with a group of boys at the pageant. Later that night, she was taken to a ghetto at the Omdel location by 3 men. It was then the 16-year-old was raped. “The suspects took her to one of their ghettos while she was heavily intoxicated and gang raped her”, said Iikuyu. Three teenage boys aged 16, 18 and 19 were arrested in connection with the matter and was expected to appear in the Swakopmund Magistrate court yesterday. Two of the suspects are school learners and the third is unemployed. Police investigations are ongoing.

Scrapped ship catches fire at United’s fishing jetty
Not the way to do things! Residents of this part of lagoon area complained of this vehicle owner. The owner parks the vehicle in the public daily with the hope to find a buyer. However, the vehicle is parked on the pavement.A call to the traffic department confirmed this is illegal. The public is urged to keep committed to public order and not make themselves guilty of ill-discplined behaviour as it creates the wrong impression of the town.
Put up a reminder against shack fires Shack fires remain one of the key fire concerns in all the coastal towns. Informal dwellings are constructed of highly combustible materials like wood and corrugated carton and in the event of a fire the homes and its contents are destroyed within seconds. Loss of life, severe injuries and loss of belongings are the dreadful results of shack fires. Residents of informal settlements are once more reminded to never leave open flame like candles, lanterns and gas stoves unattended. The fire risk is immense. People are also reminded to put up reminders at their door entrances to remind them of checking if stoves are switched off or flames are put out when they leave their informal homes.A simple red piece of rope hanging in the doorway, or community members asking one another: “is your house in safe mode� for instance can avoid many fire tragedies. By get a neighbor to return to his or her informal house to put out an open flame he or she forgot not only saves that person's belongings, but also prevents shack fires that could spread to clusters of homes with often tragic results.
A vessel that is cut up alongside at the former UFE fishing jetty at Walvis Bay caught fire on Saturday mid-morning. A black column of smoke billowed into the air. Thanks to swift action by the Walvis Bay municipal fire brigade, the fire was quickly under control. The fire is believed to have been started as a result of the hot works (cutting). No one was injured and no damages were suffered.

Keeping Swakopmund clean condition, to minimize the environmental impact of waste, to promote responsible behavior with the depositing of waste and making use of provided containers, to improve recycling and re-use of plastic shopping bags and to ensure a clean and healthy environment. The group which will be assisting with the cleanup campaign said the campaign runs for two weeks but they will continue to clean until January 2020 just to
make sure that the town remains clean and they will be cleaning every day. “Every year we have a clean-up campaign to welcome our visitors and to remind our residents of the importance of keeping our town clean”, said Nashilundo. Earlier this year, on 5 June, council celebrated the 10th anniversary of the Project Shine Cam-paign. This campaign, which was launched on World Environmental day 10
years ago, com-prises of two com-ponents namely; the Clean-Up Campaign and an Awareness/ Education Campaign. “This clearly is an indi-cation on how clean-liness has been prio-ritized by Council”, Nashilundo added. The Mayor thanked the municipal staff for remaining dedicated to keeping Swakopmund clean and calls upon members of the community as well as visitors to avoid littering the town.

In preparation for the festive season, the Swakopmund Municipal Council launched Festive Season clean-up campaign in Swakopmund on Monday this week. Swakopmund usually has an influx of visitors during the festive season and it is important that the town maintain its cleanliness. The aim of this cleanup campaign is to clean and tidy up the beach area and open spaces in Swakopmund so that residents and visitors can be
provided with an environment that is welcoming and to raise awareness on the advantages of living in a clean and hygienic environment.
According to the Mayor of Swakopmund Pauline Nashilundo, the campaign will initially run for a period of two weeks and will focus on the beaches, main roads

It is a very accurate machine, which will contribute significantly to efficiency during our operations. Swakopmund Multipurpose Centre Inaugurated Isaac Chikosi
The Swakopmund Multipurpose Centre in Mondesa constructed two years ago was officially inaugurated on Friday last week by Swakopmund Mayor Pauline Nashilundo. The official ceremony and signing of memorandum of understanding between the Municipality of Swakopmund and the Ministry of Education, arts and culture, coincided with the official opening of the facilities which include a large hall, gym, library, restaurant and businesses. The Municipality of Swakopmund and the Ministry of Education, Arts and Culture formed a smart partnership to share mutual responsibilities to-wards the library facilities. The 32-million-dollar centre was constructed with the aim to provide the Swakopmund community particularly the youth, with a friendly and conducive environment with access to computers and the internet. It also serves local entrepreneurs a premise where they can trade from. This was echoed by Nashilundo in her keynote address. Nashilundo encouraged the youth in the community to take advantage of council's efforts in providing a quality centre. “I would like to urge the community to fully utilise the facility brought closer to them. Let us refrain from vandalising the equipment and build and value what was invested for us�, she said. The Multipurpose Centre was renamed after the Late Former Mayor, Germina Ndapuoshisho Shitaleni and is now called the Germina Ndapuoshisho Shitaleni Multipurpose Centre.

The hall was named after Alderwoman Rosina //Hoebes, who contributed towards the inception of the project. The centre is certainly testament of council's interest in improving the standard of life for people in the community. The business trading premises caters for young entrepreneurs offering a place to operate from at an affordable rate. At present the centre hosts a total of 6 entrepreneurs who operate businesses such as a restaurant, hair salon, tailoring, fashion design, office space and stationery shop. Library - the junior library will provide a comprehensive programme for children under the age of 16 living in Swakopmund and provide books and study aid materials and offer basic computer training. In addition to this, the senior library is a Multi Purpose Centre the library facility and books were made possible by friends of the resource centre for adults including students and the Library community at large. Members of the community may access or borrow books, audio books, music CDs, videos, CD-ROMs, newspapers and periodicals at the facility. The facility will also provide community services that encourage reading and promote literacy through the help of Friends of the Library a local group that advocates for literacy and reading. In addition, the library will accommodate a Small Business Corner to provide entrepreneurs with business advice literature.

WB HARDWARE COASTAL OPEN 2019 The prestigious WB Hardware Coastal Open 2019 took place over the weekend of 15 November 2019 at the SFC Squash Courts in Swakopmund. A total of sixty (60) leading squash players from Namibia, South Africa and Australia entered the tournament with a total of 120 matches having been played over a period of two days. I t i s w i d e l y acknowledged that this was the strongest squash draw in the history of the Coastal Open and saw the former five-times Wo m e n ' s Wo r l d Champion and Commonwealth Gold medallist, Sarah FitzGerald, participating in the Men's A-Division even though she retired in 2003 from the professional squash circuit. Most of the players could not believe the level of skill and agility the 50 year old Fitz-Gerald displayed while she knocked Namibia's strongest squash players out of the draw on her journey to reach the final against Devon Savage from Swakopmund. Devon was in immaculate condition and displayed tenacity when he defeated Sarah 3-1 in the final to secure the Championship title. This was indeed a memorable moment, not only for Devon, but also for the supporters who were spoiled with a display of spectacular squash skills. The Women's Final saw an equally exciting match between Delia van Zyl and Judy Savage. Delia lifted the Championship Trophy after winning the final 30. A special word of thanks is extended to Danie Jansen from WB Hardware for his commitment and passion for squash and in being a catalyst for transforming Namibian squash. The tournament consisted out of 5 Divisions; the A division played 36 holes on a medal format. After the first 18 holes Wille Els, Janneman Brand and Charlie Lohmann was tied with 81 shots each, during the second round Willie Els pulled ahead with 5 shots but lost it on the 17th hole, where he had trouble getting out of a bunker. The end result was that Charlie Lohmann won with 161 and Willie and Janneman ended joint second with 165 shots each. Jackson Kawaya won the A division, net score with 148, he also played the best round of the day with 78 shots. The B division was won by Conner Gibson with a brilliant round and 44 points in the second place was Bertie Coetzee with 36 points. The C division was won by Bradley Gawanab with 38 points and Bertha Joseph and JP Johnson both on 30 points was second. The beginner group was split into kids under 9 and kids under 7. The under 9 group was won by Tapi Katsvara with 37 shots and Rudi came second with 39 shots. The under 7 group was won by Marcel Stiemert with 40 shots and Milan in the second place on 53 shots. The weather was brilliant in the morning but the wind picked up late afternoon, making it very tough for the A division whom had to play two 18 holes. The NJGF wishes to thank Walvis Bay Golf Club for spoiling our juniors each with a
participation medal and lunch. This was the last tournament for the year and the player of the year was Cilliers Sachse whom won 3 out of the 9 Junior Opens, he is also currently first on the National merit list. The most improved player of the year was Jackson Kawaya The School league winner was Charlie Lohmann from St. Paul's who won the A division, Conner Gibson from the International School Walvis Bay won the B division, Bradley Gawanab from Kuisebmond School won the C division and Tapi Katsvara from St. Paul's school won the D division Our top 9 kids on the merit list, Cilliers, Willie, Charlie, Janneman, Hendry, Jackson, Michael, Todd and Yuri will travel to George with their coach, Jaco van Reenen for a golf Clinique from 27 Nov to 8 December. The head coach for the South African junior team, Val Holland will present the Clinique. Our kids will also play against the National junior team in pre-paration for the All Africa tournament that will take place in March. The first tournament in 2020 will be played on 18 and 19 January at Omeya Golf Club, just outside of Windhoek and we invite all golfers and interested new golfers to take part. Our top 4 juniors will play in the All Africa Junior Championship in March in Egypt, the team will be announced at the end of January.
