Photo by Erwin Leuschner The road between Henties Bay and Swakopmund received its first stretch of blacktop (bitumen) at the end of September. The upgrade of the stretch of road between Swakopmund and Henties Bay seems to be behind schedule though, as the initial completion date was set to March 2018. Currently earthworks for the road construction are carried out in the vicinity of Areva's Erongo desalination plant. To the southern side of the desalination plant no progress has been made to date. An enquiry was sent to the Roads Autho-
rity regarding the progress of the road project, but no answer was received yet. Several members of the public called the newspaper in recent weeks and reported roadworks came to a total standtill. The upgrade forms part of the first phase of the project to upgrade the road from Swakopund
to Kamanjab. After the Swakopmund - Henties Bay stretch (90km) the upgrade of the road Henties Bay – Uis (92km) will comence. Phase two includes the upgrade of the road Kamanjab – Khorixas (105km) and Khorixas – Uis (115km). The total project cost is estimated at N$558 million.

Rudi Bowe The Chief Executive Officer of Walvis Bay Corridor Group, Mr Johny Smith (pictured), has been appointment as the Chief Executive Officer of the Namibia's national rail carrier TransNamib. Smith confirmed his appointment yesterday. The position of CEO at TransNamib is vacant since the suspensions and subsequent dismissal of Saara NaandaKatiti in 2016. Smith's appointment was approved at a Cabinet meeting last Tuesday. The Ministry of Works and Transport received recommendations for three candidates from the
TransNamib Board of Directors. The candidates that were nominated for the position were Johny Smith, Dede Bukasa (South African-based engineer) and Jaco Kruger (Namibian businessman). TransNamib's Board recommended Dede Bukasa to be the new boss at TransNamib. The Ministry rejected this recommendation and preferred the appointment of Mr

He was also involved in the development of the trade corridor concept and ultimately became the Chief Executive Officer of the Walvis Bay Corridor Group. Smith's appointment as the CFEO of TransNamib was widely hailed this week as a big step forward into getting the troubled national rail carrier into becoming a fully functional element of Namibia's logistics infrastructure. Railroad transport is crucial for Namibia. Note: Smith in earlier years also worked in the marketing department of TransNamib and also Telecom Namibia.
Ndume Square opens in Kuisebmond Piquet Jacobs Paulus Ndume, head of Ndume Trading Enterprises, officially opened a modern mall complex in the heart of Kuisebmond. The complex will give local entrepreneurs the opportunity to grow the towns' economies with the goal of job creation. While speaking at the opening, Ndume briefly looked back at where he started, as a taxi driver here in Walvis Bay and has since worked his way to success. “This building is for you Kuisebmond, and I want you to use it well,” Ndume added. The Mayor of Walvis Bay, Immanuel Wilfred, did the official opening of the premises and took the opportunity to congratulate Ndume on his innovative initiative to assist in the economic growth of the coastal town in whole.

A gala dinner was hosted by Namport, the main sponsor of the Expo on Friday evening. Chief Justices gather in Swakopmund – wish to prevent corruption in the justice system Sharlien Tjambari Chief Justices from various African countries gathered in Swakopmund last week for the final regional preparatory meeting for the upcoming Global Judicial Integrity Network. The meeting took place on 16 and 17 October. The delegates from a total of 17 countries shared their needs and expectations in terms of capacity-building support, advisory services, tools, networking opportunities and other resources and how best to meet these demands. The meeting was a runner-up for the upcoming Global Judicial Integrity Network, the world's first-ever global platform dedicated exclusively to upholding judicial integrity and preventing corruption within the justice system. This event will be launched in April 2018. During the opening ceremony the President Chief Justice of the Peoples' Supreme Court of Cuba, Ruben Remigio Ferro, said the central theme of this meeting is the strengthening of judicial integrity and the prevention of corruption in the justice system. He described it as “of paramount importance for all States, because of its significance for the effectiveness and transparency in the functioning of the judicial systems in any of our nations”. He said that is also crucial in his home country, the Republic of Cuba. Ferro also said one of the fundamental pillars of a State-based system is the rule of law and legal certainty. Justice institutions has a pivotal role to play to ensure and guarantee the rule of law prevails and that legal certainty is upheld. “This important role can only be properly fulfilled if the judges, who are part the judiciary, behave and act as unblemished, irreproachable and incorruptible public servants. According to Ferror the mission of judges is not to be simple enforcers of norms and dispositions to the case before them, but also implies the duty to do so with a clear notion and sense of what is fair, so that their decisions are characterised not only by their legal support, but also by their transparency and the level of equity, rationality and weighting they denote. The delegates also discussed challenges which need to be overcome, including continuous attempts of the executive and the legislature in some countries to interfere with judicial decision-making and judicial appointments, among others. The participants welcomed the proposal to launch a Global Judicial Integrity Network as a platform to allow for further global exchanges around issues of mutual concern, to access resources and capacity building opportunities and to develop new tools. The creation of the Global Judicial Integrity Network is part of the United Nation Office on Drugs and Crime (UNODC's) Global Programme for the Implementation of the Doha Declaration, which was adopted by the 13th United Nations Congress on Crime Prevention and Criminal Justice in 2015. The Global Programme provides support and technical assistance to member-States across the world in areas of judicial integrity, prisoners' rehabilitation, youth crime prevention, and education for justice, all with the objective of promoting a culture of lawfulness and boosting respect for the rule of law.

Council considers exorbitant construction costs for lowcost houses

The Swakopmund Town Council is considering allocating erven to Power Oyeno to build low-cost houses at a price tag of N$6 264 per square meter. Power Oyeno will construct two show houses, after which Council will consider awarding the tender for the project. The proposal was discussed at the recent Town Council meeting after Power Oyeno made a presentation to the Management Committee. According to an entry on the agenda there are currently only two areas which have been serviced and are available for affordable houses. These are Extension 6 where 119 single residential erven are available as well as Extension 7 where 155 single residential erven are on hand. The houses Power Oyeno wants to construct are based on two designs. Both designs are aimed at low-income groups. The smaller house measures 31m² and would cost N$194 187 to construct. This translates to N$6 264 per m². The second house design measures 40m², at a construction cost of N$217 450. The construction cost is slightly less at N$5 436 per m². The above-mentioned prices would still make these houses virtually unaffordable to hard-working people earning a minimum wage. Is it realistic? Experts in the construction industry contacted by the newspaper have described the construction cost as exorbitant and
overpriced as this could “easily be dropped to at least N$3 500 per square meter – if not more.” The much-reduced construction cost could easily be achieved as the low-cost houses would not be fitted with anything fancy, but instead would only include basic necessities. According to a submission made to the Management Committee the walls would for instance be plastered and painted with contractor's PVA only on the inside. Also: the developer would only make provision for a geyser – but not install a geyser. According to the Agenda the prices submitted by the developer exclude the cost of the erf, but include various other expenditures, amongst others transfer costs and the water and electrical meters. Curiously though, some of the costs included in the construction costs are shareholder overheads (7%), VAT (15%) and a mark-up of 11.5%. Should Council approve the proposal by Power Oyeno Council will determine which erven and types of houses are applicable and that not more than 150 are to be constructed.

Krylov returns to Walvis Bay Piquet Jacobs
Alexander Krylov, marine pilot charged with statutory rape and human trafficking, has been returned to Walvis Bay, where he remains in police custody until his next court appearance on 9 November. Krylov was transferred to Windhoek on Thursday after falling ill during his first appearance before Magistrate John Sindano. He was treated at the Roman Catholic Hospital. Deputy Commissioner Erastus Iikuyu confirmed Krylov's return to Walvis Bay on Monday, stating Krylov was transferred back on Saturday after being cleared by doctors.

Themed High School Musical, eighteen learners of grade ten and eleven dressed up accordingly. Taking place on 27 September 2017, over a hundred people gathered at the municipality hall, to be a part of this grandiose affair. The preparations took months of hard work and extensive hours in order to seamlessly absorb the dance choreography and countless other routines. Our very own meticulous Dolphin Staff bent over backwards to make this event as successful as it was. Our host and hostess of the show were the personality-rich matriculates of 2017 - Kelly Goreses, our very own Miss Teen Walvis Bay 2016 winner, and Junior John Kelly, with a persona like no other -also known as Vanessa Hudgens and Troy Bolton We were blessed enough to have judges with experience and knowhow, the judges were as followsAdri Janse van Rensburg, a born Namibian. She currently holds the title of Miss Namibia Universal 2017. She lives in Swakopmund and is an accountant by profession. Mariska Grobbelaar, a successful optometrist at Optic Exclusive. She has partaken in Ms South Africa in 2004 and was named Face of the Year. Areen Du Preez, a beautiful woman who adores children and can be described as a passionate follower of Christ. She has 11 years teaching experience and recently joined the Dolphin team. The students were not judged on outer appearance, but the verdict was centred more on personality and character. The nerves were unquestionably high-strung on that evening, but every student undoubtedly outperformed to the best of their capability and beyond. Largest sailing boat on the planet sailing for Walvis Bay
The largest single mast sailing ship in the world, also classed a super yacht calls at the port of Walvis Bay on 3 November. The yacht, named M5 (Mirabella 5) is currently alongside in Cape Town. The yacht's mast is 292 feet long and it is reported she cannot enter any river system worldwide as bridges are too low. That includes the Golden Gate bridge in San Francisco, according to a maritime yachting article consulted. The yacht has on its aft deck a small plane which is lowered into the water from where it takes off and lands on pontoons, a sharp contrast to many other super yachts in the world that hosts helicopters.

Dunes Mall opening
The countdown has begun... “We will be ready by Thursday”, assured the property manager for Dunes Mall, Adelene van der Westhuizen, yesterday when namib times was allowed a sneak preview into the activities as everyone gets ready for the opening in Walvis Bay on Thursday. As the countdown to the opening now counts days, and soon it would be hours, it was a hustle and bustle at the mall yesterday as hundreds of people were putting finishing touches to things. Contractors were laying the last brick paving, shopfronts were at places still under construction, technicians were working against the clock to ensure all wiring, electricity, electric sliding doors etc are working. There was a real lot of cleaning going on and employees of the different shops were working like ants to offload the last merchandise and see that it gets onto the shelves. According to van der Westhuizen Dunes Mall boast a total of 73 shops, many of which are first timers for the coast, but already established brands in Windhoek’s Grove Mall.
“Dunes Mall wants to be part of the Walvis Bay community”, explained van der Westh u i z e n e x c i t e d l y. Whether you are an employee in any of the business outlets or work for the centrum’s management unit, everyone at Dunes Mall will be wearing name tags and service with a smile is the name of the game. An estimated 750 new work opportunities were created as a result of Dunes Mall. An estimated 84 % of the businesses will be opening on Thursday. The Dunes Mall’s standard business hours is Monday to Friday 09:00 to 19:00; Saturday 09:00 to 17:00 and Sundays 09:00 to 16:00. But, explained van der Westhuizen these are the minimum hours required from businesses to be open. Outlets can choose to open earlier and it goes without saying that the restaurants will be open till late every night.
Parking at Dunes Mall consist of a total of 893 vehicle parking bays. These bays are bigger than the standard parking bay. Additionally there are 10 mom-assisted parking bays for mothers who have small children as well as 12 parking bays for the disabled. A total of 10 drive-in, drive-out parking bays were created for taxis. According to van der Westhuizen the Dunes Mall takes security with utmost seriousness. One of the aims of this event was to encourage volleyball players and teams in Erongo Region to participate in a well organised volleyball tournament. OTB Sport at Walvis Bay sponsored the event with trophies, medals and the playing venue. Six men's teams and three women's team from Swakopmund and Walvis Bay entered for the event. Chairperson of EVA Mr Edward Tomas said that he is sure that the club
championships will grow bigger and will in the future cover the whole Erongo Region. Mr Tomas urges the youth and senior persons that are interested in playing volleyball to start playing as volleyball can help them to get fit, loose weight and keep them off the street. The Sentrum Pharmacy Summer Bowls Corporate League started on 11 October 2017 and will run over a period of 4 weeks with play nights on Wednesday and Friday nights. The finals and prize-giving will be on Friday, 3 November 2017. A total of 18 corporate teams entered with a few newcomers. The teams that entered are:

Swakopmund Women's Soccer League (SWSL) The SWSL rounded of the first leg of the league at the Mondesa Stadium in Swakopmund. The result of Wednesday's game between Namib Daughters and Dream Team was 5-1 in favour of Namib Daughters. The last games for the season on Saturday, saw Kavetu FC beat African Queens 2-1 as the game between Super Ladies and United Nations was postponed to February 2018. After the first round of the SWSL, Namib Daughters leading the log with 15 points after six games, Dream Team are in the second place with ten points from six games, African Queens are in the third spot with nine points from six games, Dragon City is in the fourth place after six games with eight points, fifth spot belongs to Kavetu FC with eight points after six games, Super Ladies are sixth with six points after five games and United Nations are bottom of the log with zero points after five games. League chairperson Wilson Nguvauva said that the league will continue next year the players need to study for their exams and go on their Christmas holidays thereafter. The second round of the league is scheduled to continue on the weekend of 3 February 2018.
Well this was not really the case and from a big field of 44 players it was Deville Dreyer [16] and Andre Burger [13] who came in with a very well played 80 points. It must be added that they did have the advantage of the good weather but none the less still a very good score and Andre can lose a shot after his good round. Second place went to Heini Hranken and Gunter Heitmann on 79 points with two other lower handicappers Sergio Fig and Wayne Hart taking third spot on 77 points. Mike Samson Managing Director of the Manica group played the day and was on hand to present the prizes to the winners. The closest to the pins were won by Bossie Bosman and Heini Franken. Heini also scored a two club as did Gordon Damster and Kurt Brits. Many thanks to Mike, Joseph and Jaco from MANICA for the sponsorship and also joining in the round for the day. Looks like Andre is the guy to catch but Oom Pikkie and Deville are on the charge. To date no challengers, what a shocker!!! Well done to Carlos and Gunter who at least won 1 000 from the Wanderers draw.
