Mega-marine engineering assignment off Walvis Bay An unusual marine engineering assignment is currently in the happening off Walvis Bay. All six thruster units (propulsion units) of the ocean drilling ship Poseidon is replaced, as part of a routine maintenance schedule. Poseidon is anchored off Walvis Bay and the work is carried out by a number of local marine engineering service providers, in conjunction with the thruster-manufacturer Rolls Royce. Poseidon is on contracted to drill an exploration well in Namibian waters later this year for Tullow Namibia, a gas and oil exploration company.

There are more questions than answers a week after a gas bottle ignited and caused a devastating house fire at Langstrand on Tuesday night of last week. Was the fire caused by human error, a malfunctioning gas bottle or a combination of both? To date, the municipal fire brigade has not yet removed the gas bottle from the fire scene to inspect it or subject it to forensic tests to determine whether it was a mechanism that malfunctioned on the bottle or whether human error could be the cause of the fire. Yesterday the fire chief Mr Denis Basson could only speculate over the cause of the fire, and denied that he said at the fire scene last week, there was a malfunction to the gas bottle. Several questions were directed by namib times to the various parties that are connected to the incident. The responses by the various parties leave more questions than Continues on page 2

End of free parking at Swakop

A state-of-the art Emergency Response and Traffic Management Centre is planned at Arandis. The Centre will form the backbone of a traffic safety network along the B2 highway between Swakopmund and Usakos which will include close circuit television along the route, permanently placed speed cameras, hi-tech devices that can weigh vehicles on the move as well as electronic information signs that warns motorists on traffic hazards ahead. The Centre will also be the pivot for first responders to accident scenes and to transport the injured to medical facilities within shorter response times in order to save lives. The Centre is expected to fully functioning within the next three to five years, it was said during fundraising dinner in Walvis Bay on Friday night where more than N$200 000 was pledged for capital towards the establishment of the Centre. That is additional to the N$630 000 already pledged by Swakop Uranium (N$500 00), the Erongo Regional Council (N$180 000) and land donated for the project by Arandis Town Council to the value of N$840 000. Studies showed that most accidents on the B2 occurs within a radius close to Arandis either on the route to Swakopmund or to Usakos. Here is what could be established so far: ·Afrox Namibia confirmed through a local source, the bottle belongs to the company, but that Afrox never filled the gas bottle at any of its recharge facilities. The woman whose home was razed by the fire confirmed the gas bottle belongs to Afrox, but said she purchased the bottle two weeks before the incident at Ocean View Shell in Swakopmund. It was confirmed from a well-placed source at Afrox that an inspection of the fire scene was already carried out. It was found that indeed the gas regulator was not a tight fit in the valve, but a video taken by the woman shows her clearly trying to close the gas bottle to stop the gas from starting a fire. “We have pre-filling and post-filling checks carried out on every one of our gas bottles at Afrox. It is necessary to carry out these checks to prevent incidents like this happening. A gas bottle's valve can malfunction, but this can be detected in time if checks are done when the bottles are filled”, it was explained. ·When namib times contacted Ocean View Shell, an employee confirmed the gas bottle was filled by a business by the name of Pro-Gas. When namib times asked the employee, whether they have permission from Afrox to refill at ProGas, a person in the background intervened and shouted “we don't divulge that type of information”. The employee ended the phone call. ·When Pro-Gas was contacted, a person by the name of Marco answered the phone. Marco could not confirm that it was a gas bottle of Afrox, neither that Pro-Gas filled the bottle. A further allegation was made by Marco that he phoned Mr. Basson after reading about the incident in namib times and that he [Basson] could not find anything wrong with the gas bottle. ·When Mr. Basson was contacted he denied saying at the fire scene that there was something wrong with the gas bottle. He explained that he found the gas bottle's valve in the open position when he inspected it and also admitted stating the regulator loosely fits into the gas bottle valve. When asked where the gas bottle is now, Basson said the fire brigade did not take the bottle along to investigate the cause of the fire. Basson also said if a gas regulator is not properly secured to the valve, it can cause a fire. The following questions remain: On the video clip the woman can be seen trying to close the valve when she heard the strange noise which was in actual fact gas escaping via the regulator that was not properly secured. It could point to human error, but did this valve fail at that crucial moment causing this fire? The second question is how this can be prevented in the future? In this instance, it is important that an investigation be carried out into the incident, in order to obtain answers and pass the findings onto the public to prevent similar incidents in future. It is called upon the municipal fire brigade to obtain the gas bottle and to subject the valve and the fitment of the regulator to a test to determine what caused the fire or whether a combination of human error and a failing mechanism caused the fire? Thirdly, how safe is the current practice where gas suppliers use one another's assets for the sale and distribution of gas?
Walvis Bay resident commits Eileen van der Schyff suicide Walvis Bay: Neighboring tenants found the body of a fortyone-year old man early yesterday morning in his car in his garage, after an alleged inert gas asphyxiation suicide. The engine of the motor vehicle was still running. According to the spokesperson of the Namibian Police in the Erongo Region, Deputy Commissioner Erastus Ikuyu, deceased Alberto Coetzee had a pipe running from the car's exhaust into the car. He left suicide notes. The next of kin was informed. Investigations continue.

The Governor congratulated the Arandis Town Council for this initiative. In his keynote address at the gala dinner pointed out Namibia lags far behind the rest of Africa when it comes to the prevalence of road deaths. Statistics show that 33 people out of 100 000 die of road crashes on Namibian roads each year. That is significantly more than the 27 people per 100 000 for the rest of African countries. Figures also show a total of 1,24 million people die in road accidents globally each year. In addition, said the Governor, Namibia receives accolades for its development and maintenance of road infrastructure, yet road deaths continue to rob the nation from productive people and injuries in road accidents place a burden on resources and health related services. With regard to the emergency and traffic management centre planned at Arandis, Clr. Mutjavikua said road accidents have become a complex issue for Namibia and therefore cannot be left in the hands of a single entity like for instance only government or only in the hands of traffic authorities. Clr. Mutjavikua added the emergency and traffic management centre involves various agencies, including the National Road Safety Council (NRSC), Nampol Traffic, Ministry of Works and Transport, Ministry of Health, Ministry of Environment and Tourism, Roads Authority, Road Fund Administration, the Erongo Regional Council and the Motor Vehicle Accident Fund. The Centre will also embrace technology related to Intelligent Transport Solutions (ITS), as opposed to the traditional approach Namibia took to curb road accidents up to now. “Given the prevailing situation, the NRSC has placed prominence on changing the status quo by shifting the focus from the traditional way of doing things to embracing and leveraging the benefits of available technological advancement in the field of ITS”, Clr. No more free parking in Swakop cbd Two allocated parking lots for those working in the cbd Sharlien Tjambari
The days of free parking in Swakopmund’s central business district are over. As from 1 August this year, parking marshals will be on duty throughout the cbd to measure the time period you park your vehicle and to pay for that time. Those working in the central business district, and use the cbd parking spaces will also now only be allowed to use two allocated parking lots for their vehicles. The one parking lot is across the street from Stadmitte (opposite Spur) and the parking lot at KFC. S w a k o p m u n d ’s town council approved the application of Mr Mc Clune in September last year to manage a parking system in the cbd. Mc Clune owns the business Namibia Parking Solutions which invested N$1,5 million in establishing the parking system. The new system is expected to make more parking available to visitors to the cbd. At the moment many motorists use the parking spaces in town for extended periods, at the expense of visitors to the cbd. Shop owners welcome this management system as it would mean increasing the turnover of people to and from the cbd to shop. The change in the way parking is managed in Swakopmund is in line with international best practice. It has a strong job creation component. The newly appointed parking marshals are former car guards. The random car guard system is now of the past in the central business district. It must be added that for now, parking outside the cbd will still be free and managed by car guards where applicable. At present around 50 former car guards have been recruited as employees of Namibia Parking Solutions. The number is
likely to increase, as the area of coverage is expected to expand in the future. These newly appointed marshals are now earning regular wages and is covered by social security. The system works as follows: when you park your vehicle a parking marshal will register the vehicle’s registration number and the time on a handheld information entry device. A ticket is issued and you pay for the time you park. Motorists will also be able to acquire a prepaid parking card at the offices of Namibia Parking Solutions, situated in the old municipal building in town. In the near future an application will also be introduced whereby motorists can use an online map to see where parking is available. Marshals will be on
duty from 08:00 to 17:00 on weekdays and from 08:00 to 13:00 on Saturdays. The display of the ticket on the dashboard will also enable traffic officials to easily inspect vehicles to ensure compliance with the new by-law on parking management. Though it involves a change in the management of public spaces, the new parking system is expected to reduce cases of harassment by unregistered car guards, to reduce crime and theft from vehicles, and to better manage the available spaces to ensure that more motorists are able to access parking space during business hours. Municipal officials hope this will bring a degree of professionalism and public order in the management of parking, and will thus improve the
experience of visitors to the town as well as local residents by offering a standardised parking rate and a m o r e e ff i c i e n t service. As noted, a large number of former car guards will be employed on a full time basis and will acquire new skills that are likely to improve their terms of employment and standard of living, with improved opportunities for professional advancement. As with any significant change in public administration, there are likely to be initial misgivings and obstacles, but it is hoped that motorists will soon see the advantage of improved services, of reduced crime, and better regulation of parking within the CBD, which is expected to benefit the motorists, businesses in the area, and the town as a whole.

Two people died on the B2 road this past Saturday when a truck they were travelling in overturned and burst into flames. The truck was travelling from Usakos towards Walvis Bay with a load of coals. According to a police report by Erongo regional crime investigations coordinator Erastus Iikuuyu, the truck with a trailer belongs to Rennies Transport in Walvis Bay. The report stated that the truck was travelling with two occupants including the driver. It is suspected that about 7- 10 Kilometres before Arandis, the driver lost control over the vehicle in a curve, the vehicle left the road, overturned and caught fire in the process. The driver and an unidentified passenger were burnt beyond recognition and their bodies were taken to the Walvis Bay Mortuary for post mortem examination. The family of the driver has been informed and those of the unidentified passenger were traced through documents found at the scene, although at the time of going to press, no confirmations were made yet. Investigations continue.

Bulk bonanza for port of Walvis Bay
Close to seventy thousand tons of bulk cargo will be handled in the port of Walvis Bay this week. The bulk carrier Arslan arrived alongside today to load 3 000 tons of bagged salt. The vessel will be followed on Wednesday by the bulk carrier Bold Voyager which will load 40 000 tons of metric salt. On Thursday the bulk carrier African Lily is expected alongside to discharge 10 000 tons of bulk wheat and the bulker Jay will discharge 16 500 tons of coal.

Swakopmund Youth Organisation crowns Mr and Miss Teen Sharlien Tjambari
The Swakopmund Youth Organisation held Mr and Miss Teen beauty pageant on Friday evening at the Namib High School Hall in Swakopmund, which marked as the organisation's debut. The event was a fundraising event for the soup kitchens in DRC informal settlement. A total of 24 young ladies from Namib High School, Swakopmund Secondary School and Westside High School signed up for the pageant, but only 12 qualified as finalists and only three boys signed up for the pageant who automatically advanced as finalists. The girls had to walk in Swim, Casual and Evening wear on the competing stage. Mr and Miss Teen were crowned as Tyrion Kisting and Abigail Carew at the end of the pageant, they also got the crown for Mr and Miss Photogenic. 1st Princess was Gailleen Samuels and 1st Prince was Beno Damens, they also took the Mr and Miss Personality crown. The 2nd Princes and 2nd Prince were Mona-Ellen Hochabes and Jacques Pienaar. Some of the judges for the evening were as follows: Foxy Afrikaner, Brendon, Hilda Meyer and Babitjie Frans. The turnout for the evening was very well. The Swakopmund Youth Organisation is a non-profit organisation established on the 17 April this year. It serves the youth and the community of Swakopmund and founded by Jonathan Harris, co-founded by Joyce Sagarias and Renate Hansen is the Guardian. The mission of the organisation is to unite the youth of our beloved town, Swakopmund as
well as for them to not only have a podium to make their voices heard but to give back to the community. “Our aims and objectives are for the organisation to reach as many youth in Swakopmund as possible, help to improve the living standards of the less fortunate, support the community member that are in need (example: regular visits to the hospital) and raise campaigns as awareness to certain topics in the Swakopmund constituency and if possible further outwards”, said Harris. Anyone from ages 15-19 that lives in Swakopmund or born in Swakopmund can be part of this organisation.

Why "some of us" pay more than 4% more for electricity If you have a 30 Ampere circuit breaker installed in your home or business, and you have prepaid electricity, you are in for a nasty surprise when it comes to the increased prepaid electricity tariffs ErongoRED announced recently. In the past both 20 Ampere and 30 Ampere prepaid electricity consumers were receiving a subsidised prepaid electricity rate from Erongo-RED. ErongoRED has a so-called “pro-poor” prepaid electricity tariff in place, to assist the poor and other vulnerable segments of Erongo's communities by subsidising a portion of the pre-paid tariff. However, after a study ErongoRED concluded that as many as 48 % of active prepaid electricity consumers in Erongo are utilising 30 Ampere circuit breakers. Of that 48 % the majority of prepaid consumers are people who earn a decent income and are enjoying high living standards Hence, the decision was made to scrap the pro-poor subsidy to 30 Ampere prepaid users. “We have 30 Ampere prepaid users living at Langstrand and other areas in Erongo where only people with decent incomes can live. Yet they received a subsidised pre-paid rate. That includes holiday home owners and many other segments of our well-off Namibians”, it was explained. Adding this was in effect unfair towards prepaid users who have circuit breakers above 30 Amps. The 30 Ampere prepaid user group now falls in the so called “flat tariff” bracket along with 40 Ampere and 60 Ampere prepaid users. Where the 40- and 60 Ampere users are paying only 4 % more for their prepaid electricity (N$2,22 per unit increased to N$2,31 per unit), the 30 Amp prepaid users are now also absorbing the subsidised portion of their pre-paid tariff, leading to these users paying significantly more per unit than what they were used to before the subsidy was cancelled. Note: Where the pro-poor tariff electricity users must be careful is the “blocks” that shrunk. In the 2017/18 financial year different prepaid tariffs were applicable per month. For your first 150 units you paid lower per unit than for units between 151 and 650. From 650 upwards you paid dearly. The block quota has now been shrunk since 1 July. It is now 0 – 100; 101 – 500 and 500 plus. The block-tariffs are not applicable to flat-tariff users. Units cost the same, irrespective of the number of units utilised. A Night at the Swakopmund Museum The Swakopmund Museum is part of the Scientific Society Swakopmund, together with the Sam Cohen Library. The Society will celebrate its 50th anniversary on 2 November, therefore a number of special events are planned throughout the year. These range from the med lecture series about “Rhinos” and “Oceans” to “Open Days” in the Museum and Library
and many more. One very special activity was intended for Swakopmund's youth: they were invited to the “Night at the Museum” on Friday, 13 July. More than seventy highly excited students and teachers entered the Museum after sunset. Each school group named themselves
after a Namibian sea creature and then “sharks”, “whales” and “octopuses” ventured into different directions in the dark. Torches kindly sponsored by Cymot and WB Hardware & Building Supplies illuminated the various displays in the Museum. Discoveries were facilitated by Museum staff and committee members of the Scientific Society Swakopmund, who tested knowledge of the children and answered quite a few questions. The children and teachers were so fascinated that the guides had to urge them along to reach the refreshments provided in the spacious Lecture Hall. The delicious surprises kindly sponsored by the Swakopmunder Buchhandlung rounded off the educational fun evening.

Health Section embarks on awareness raising campaign The Health Section recently embarked on an awareness raising campaign to educate informal traders on the importance of personal hygiene and cleanliness. The aim of the awareness raising campaign was a proactive approach by the council to help prevent an outbreak of Hepatitis E as reported in other towns across Namibia. The process involved sharing information with hawkers at Ekutu Informal trading Areas and other informal traders around Kuisebmond. Hawkers and their customers received information on the importance of washing hands, using clean containers, and washing fruits and vegetables before consuming. Pamphlets printed in Oshiwambo and English were handed to serve as a reminder. The campaign was facilitated by health practitioners from the Municipality of Walvis Bay, Ministry of Health Officials as well as volunteers.

'Die Groot Stap' – An inspiring Fahrbach story Media release
In life, we all have dreams of achieving our ultimate goals. Some would want to test their character by swimming in a shark tank while others would want to set foot on a planet other than earth. The rest would rather play it safe and listen to that negative voice that tells them that 'it cannot be done' or that 'it is impossible'. Often, the outcome of listening to that negative voice, is that we draw back into our shell, and miss an opportunity to experience the beauty of life when we defy the odds. Then you get people like Nikola Fahrbach, a Tsumebborn nature lover who is determined to achieve her goals, no matter the obstacles, and who emerge victorious at the end of the challenges they set for themselves. The forty-nine-year-old, Capricorn Group employee, a holding company of Bank Windhoek, set out to achieve a childhood dream in May when she trekked from the Midgard Country Estate in the Eastern Khomas Region, the origin of the Swakop River, to Swakopmund – walking the length of the river until it ended at the Atlantic Ocean, covering a total of 462 kilometres. She even spent her 49th birthday while on track. The Swakop River The Swakop River is one of Namibia's largest rivers and has a rich history. It reaches the Atlantic Ocean on the
southern edge of the coastal town of Swakopmund – aptly named Mouth of the Swakop in German. The River is 460 kilometres long and has a 30 100 square kilometre large catchment area. The Koi-Koi named it Swakop, meaning excrement, due to the amount of brownish sludge that can be seen in the sea when the river runs into it. Dams such as Von Bach near Okahandja and Swakoppoort, are built on the banks of the Swakop River. The river runs close to Okahandja and right through Otjimbingwe. The Swakop Bridge in Swakopmund is a notable site where the river meets the sea. Fahrbach's journey exposed her and introduced her to the beauty of Namibia, while she followed the river's path. “It was breathtaking,” she said. The journey In preparing for the journey, paying attention to detail was vital and it took Fahrbach a year of planning to be able to

make the journey. The first thing she needed to make sure of was having enough security and water supply on the route in order to successfully complete the journey. She planned to walk only 15 to 20 kilometres per day for four weeks. Fahrbach approached farm owners along her route and informed them of her plan and permission was granted without any difficulties. On Saturday morning, 28 April 2018, she started walking and it became the beginning of an adventure that she will always treasure. “We walked through areas of thick grass and bushes that made me suffer from hay fever. The thick sand was another challenge, but I made sure to concentrate on the ultimate goal ahead. I kept on walking,” she said.
As for wild animals, Fahrbach said that she only came across two harmless snakes and the peculiar thing is that other animals such as giraffes, baboons and kudus, completely ignored her. She eventually mastered the art of climbing farm fences which all came with difficult and different challenges. “Every day there was a highlight. The personal encounters from people I came across along the way were special, encouraging and very enriching,” she said. When she arrived in Otjimbingwe, Erongo Region, some 200 kilometres west of Windhoek, she shared her stories of her motivation and determination for embarking on such an extraordinary journey with the locals. A local woman summarised her story well and
said: “It is because her heart told her to and she listened to it.” The most challenging moment during her journey came when one day while she walked through the unpredictable Namib Desert, it suddenly started raining. All the equipment she had with was drenched and her clothes felt like ice stitched to her skin. Throughout her trip, she always carried three litres of water, some nuts for protein, Provita biscuits, canned mussels, corned beef and a satellite phone in case of emergencies. “The rest of my camping equipment came every evening with various adventurers who supported me throughout the journey. They took this trip very seriously and it motivated me to keep going. I felt secure, humbled and protected. I am very thankful for their support and will never forget these individuals who believed in and supported my dream,” she said.
Arrival After 28 days of walking covering 462 kilometres, on Friday, 25 May, Fahrbach made it to Swakopmund. Although she was exhausted after walking such a long distance, the joy of seeing a crowd of family and friends welcoming her at the beach with champagne filled her heart with joy, she recalls. “It was a very emotional and joyful moment. I will always remember my wonderful 'Groot Stap' for the rest of my life. Thank you to everyone that helped me achieve this,”
said Fahrbach. Fahrbach's story showcases resilience which states that as human beings, we can defy the odds and be tough and fearless no matter the circumstances. The financial professional, with international experience, always dreamt of exploring the Namibian landscape and said that this is just the beginning. She concluded by saying that she will gladly share her experience with any Namibians who love to explore the country's beautiful landscape and history.

The Gymnastics Federation of Namibia is very proud of the 9 gymnasts that participated at the Scalabis Cup Competition in Portugal. Namibia was part of 14 countries from all over the world that participated in this prestigious event. The Namibian team performed extremely well as there were groups with 65 gymnasts in a single group. The head coach of the event for Namibia was Vesko Kostin from the Walvis Bay Gymnastics Club and he was assisted by Eliana Burger of the Moria Gymnastics Club in Outjo. Lance Potgieter of Walvis Bay Gymnastics Club won bronze in the trampoline section and was the only Namibian gymnast that won a medal. DEATH NOTICE
The Namibia Pool and Billiards Federation (NPBF) elected a new management with retired police deputy commissioner Ralph Ludwig as the President, with Howard Brown as the Vice-President, Reginald van Wyk as Treasurer, and Diane Ludwig as the Public Relations Officer and Marcelino Martins as the League Administrator with the position of Secretary General still vacant. Ralph Ludwig said that the Federation is not yet affiliated to the Namibian Sports Commission (NSC) after they were stripped of their membership when they stopped their activities in 2009. The NPBF will soon re-apply to be recognised by the NSC. Dianne Ludwig added that the purpose of the NPBF is to provide competitive, recreational and instructional pool and billiard programmes to all Namibians and that the Federation will start doing a workshop to bring the game closer to other regions. She believes that after the workshops more clubs will affiliate to the Federation. “We would like to appeal to the general public and private sector to consider us financially when we knock on their doors. Also, interested clubs or players are welcome to contact me on 081 226 9911,” Dianne said. Dianne also mentioned that the NPBF strives to become

the first pool and billiards federation to represent Namibia on a national and international level and that since Black Label pulled the plug as the main sponsor years ago the federation is without a sponsor. “The teams have their own sponsors and the Federation depend on registration fees that clubs pay and the N$500 that is paid before a match,” Ludwig added. NPBF affiliated clubs are Khomas Tornados (KTPC), Young Ones (YOPC), Coastal Warriors (CWPC), Swakopmund Pool Club (SPC) and Desert Inn Pool Club. The Champ of Champs tournament with the best teams compete against one another will be hosted in Walvis Bay towards the end of November. NPBF is planning to host a Christmas Cup, mid-December.
