Man drowns at Mole

The search for the body of David Thomas continues after the 28 year-old drowned in the Mole on Sunday afternoon. The initial search by the Sea Rescue Institute of Namibia (SRIN) and various other organisations lasted more than two hours. According to Adri Goosen of the Swakopmund Fire and Rescue Services the tragic incident occurred at about 15:30. Two brothers and a friend were playing in the ocean in the Mole area. The sea temperature was above 20° Celsius. According to witnesses the deceased and his brother both landed in trouble while playing in the ocean. Initially the brother tried to assist and

The Cancer Association of Namibia opens an official branch and a clinic in Swakopmund during the 2nd quarter of this year, the Chief Executive Officer of the Association, Rolf Hansen confirmed yesterday. Hansen made this announcement during a media briefing where he delivered the Cancer Association's 2017 Year Message to the public. Hansen said this will expand the footprint of the Association in the Erongo Region. Adding now more than ever before it is necessary for Namibians to support the Cancer Association of Namibia to strengthen the fight against cancer through education, awareness and willingness to commit resources like money and time. “We need support. So please donate where and what you can financially, but also donate your time as volunteers to make fundraiser projects a success. Also, to help with campaigns to educate, to welcome our teams in your communities and homes, venues and schools to present talks, mobile clinics, bush clinics and educational talks”, Hansen said. Koos van Bezuidenhout was the successful bidder of the replica of Vincent van Gogh's “Starry Night”, which was painted by well-known artist Jean-Pierre Theron in the National Marine Aquarium in May 2016 (namib times reported). This was now announced by Art Stop Namibia, where a silent auction for the piece was held in December. All funds generated through the sale were donated to CHAIN (Children with Handicaps Action in Namibia). Art Stop Namibia wishes to thank everybody who took part in the auction in support of the good cause.

A crowd of onlookers gathered very quickly at the scene. An extensive search by SRIN as well as various other organisations did not yield any results though. “The current was very strong,” said Goosen. The search and rescue turned into a search and recovery operation. SRIN divers were called in as to search and retrieve the body but to no avail mainly due to poor visibility. According to Detective Chief Inspector Erastus Iikuyu, acting regional crime investigations co-ordinator for Erongo, the deceased was a resident of Swakopmund. “His body is not yet found but the search is on,” he said. Goosen calls on the public to be extra vigilant and careful when swimming in the ocean, this is especially true for swimmers who aren't very experienced. During the recent holiday season the West Coast Safety Initiative (WCSI) reported one drowning at Pebble Beach as well as at least 25 neardrownings, bringing the total drownings up to two. The WCSI issued a word of appreciation to those who assisted and supported at the scene on Sunday: Nampol, Swakopmund Municipal Fire and Rescue Services, E-Med Rescue 24, Sea Rescue Institute of Namibia and the Swakopmund Neighbourhood Watch.
Cancer Association Continued from page 1 Apart from the Erongo Region, the Cancer Association has also made strides elsewhere in the country. At Rehoboth, the local Committee of the Association established a fixed office. Later this week on Friday this committee mobilises people of Rehoboth not only to renew their pledge to fight cancer at this town, but also to bring the fight to every resident of the Hardap Region. In Windhoek, the Association purchased a property adjacent to its existing “House Acacia Interim Home” to address the need of children undergoing cancer treatment in the capital city. In most instances children undergoing treatment need one of their parents or guardian with them. Currently cancer patients' parent or guardian are only allowed a full-time stay with the patient at the Windhoek Central Hospital for a period of two weeks. Once this property has been equipped it will be known as the CHICA interim home (Children Fight Cancer in Namibia interim home). Initially it will accommodate five mothers, whilst two bedrooms are earmarked for “motherchild stays”. The stay includes three nutritional meals. The Circle of Hope Support Programme is also within reach for these parents, guardians or patients to help ease the emotional burden accompanying a cancer diagnosis and treatment. Additionally, the Association also looks forward to the completion of a new and bigger cancer clinic for the Khomas Region. The clinic will mainly be used for cervical cancer screening, breast cancer screening, prostate cancer screening and tests as well as the management of educational talks, referrals to specialists and psychological support, according to Hansen in his address. In itself House Acacia Interim Home is also raising the bar. The facility adds another five sleeping quarters for patients receiving treatment in Windhoek. Currently House Acacia can accommodate 23 patients, but after the extensions it would accommodate up to 35 patients.
Government lending starts to show consequences - DTA of Namibia Over the last seven months the consequences of Government's tendency to borrow money internationally to finance consumption and unproductive capital projects have begun to emerge. In July 2016 Fitch Ratings downgraded our country's Long Term Local Currency Rating from BBB to BBB-. While this may have appeared as a minor technical adjustment, it in fact set in motion a gradual deterioration of the risk profile of Government bonds. Then, in September 2016 Fitch Ratings revised Namibia's Outlook from stable to negative. This revision was preceded by a change in the outlook on Namibia's Baa3 rating from stable to negative by Moody's Investor Service in December 2016. In its downwards revision of Namibia's outlook, Fitch Ratings primarily cited the country's ballooning budget deficit, as well as the unrestricted growth of public debt as a percentage of GDP as the main drivers behind its decision. This triggered an acknowledgment by Government, for the first time, of the magnitude of the crisis facing Namibia and set off an urgent endeavour to consolidate Government spending as was evidenced in Finance Minister Calle Schlettwein's Midyear Budget Review in Parliament. However, despite Government's efforts, Moody's Investor Service, in the abovementioned outlook downgrade, pointed to slower than expected fiscal consolidation for the current financial year and a continued increase in public debt. This is significant as it indicates that Government is not cutting enough expenditure which in turn accounts for the continued growth in public debt. The most worrying point is of course the fact that should Government not meet targets set by Fitch Ratings in terms of reducing spending and debt, it would result in a downgrade of Namibia's Sovereign Investment Rating. Furthermore, in the latter stages of 2015 and all throughout 2016 rumblings and whispers emerged of a looming Government cash/liquidity crisis. The Finance Minister and the President's Economic Advisor at different times engaged in futile efforts to deny that Government was running out of money, however, the end of 2016 painted a different picture. In the first instance, Government refused to accede to demands by public school teachers for an 8,5% salary increase stating that it simply did not have the money to pay for such an increase. Secondly, in December last year it emerged that Government owed private contractors in the construction industry an estimated N$2 billion and it only managed to pay out N$400 million leaving many professional service providers in the lurch. Thirdly, also in December 2016, the Permanent Secretary in the Ministry of Justice informed private lawyers that had rendered services to government through the provision of legal aid that they would not be reimbursed for their services. Finally and most recently, the Ministry of Safety and Security issued a notice indicating that recruitment into the Namibian Police Force would be put on hold for the next three years. These instances are a clear indication that Government faces a liquidity crisis, yet somehow senior Government officials have found it prudent to keep Namibians in the dark on the true nature of the crisis. Government's ad-hoc crisis management approach to addressing the pervasive haemorrhaging of the economy is not sustainable in the long term. In fact, Government has not been able to pull this off over the short term, and reference is hereby made to Moody's citing slower than expected financial consolidation. Should Government wish to return the economy to growth, it will need to take a proactive approach to reducing public expenditure. It is my belief that Government must immediately announce a reduction in the size of civil service, which accounts for a disproportionate percentage of public expenditure through the civil service wage bill. Government's role in creating employment must be limited to creating and maintaining a legislative and policy environment that is conducive to the establishment of private business and attractive to foreign investment. A government should never be directly involved in employment creation to the extent that the Namibian Government has been since independence. It is my conviction that over the longer term government must do away with all earlier targets for budget deficits, and that the national budget must be compiled with the distinct aim of generating a surplus. This is because it is only through accumulating sufficient reserves that one can embark on a sustainable and responsible programme of borrowing. In terms of investment, it is highly dangerous to borrow from capital markets in order to finance operational expenditure. If Government fails to heed this call, it is by no means any stretch of the imagination to foresee that negative outlooks will result in negative downgrades, with the resultant upwards impact on the cost of servicing Government debt. Ultimately the cost of borrowing will continue to increase, liquidity will come under increasing and severe pressure, and the ultimate threat is that the economy as a whole will get stuck in a serious and protracted recession. Now is the time for economic and financial discipline, as a lack thereof has the very real potential to undo all of the development progress that Government has experienced since 2010. It is time for Government to issue a clear directive on budget deficits and government debt, and it is even more important that Government's actions matches its words in this regard. Jandré Dippenaar to plead today Erwin Leuschner
The start of the murder trial against Jandré Dippenaar, who is accused of causing a horrific motor vehicle accident in December 2014 claiming the lives of six people, will commence today. The case was postponed yesterday in the Regional Court in Swakopmund. The reason for yet another postponement in the high profile case was due to state prosecutor Hezekiel Iipinge requesting to make final consultations with his witnesses on Monday. “I have received the plea explanation by the defence and after perusing the docu-
ment wishes to consult the witnesses today,” said Iipinge. The application was granted by Magistrate Gaynor Poulton, who remanded the case until this Tuesday morning. Dippenaar, who is out on warning, is facing six charges of murder, a charge of driving without a valid licence and a charge of fraud, after he allegedly
pretended to the Roads Authority that his driving license was lost on 17 December 2014 and thereby induced the RA to issue him with a duplicate without having a valid driver's licence. Dippenaar is represented by lawyer Petrie Theron and advocate Louis Botes.

The Ministry of Fisheries and Marine Resources herewith warns the general public not to consume mussels originating from the Walvis Bay Aquaculture Production Area. Mussel samples from the Walvis Bay Aquaculture Production Area have been tested for biotioxins during the most recent official sampling and testing facilitated by the Namibian Standards Institution (NSI) as part of the National Shellfish Sanitation Programme. The latest test results from the mussel samples that were submitted for testing indicate the presence of Diarrhetic Shellfish Poisoning (DSP) at a level higher than the permissible level in these samples and therefore it is unsafe to collect and consume mussels until further notice by the Ministry. Members of the public should note that marine biotixins are not destroyed by cooking or freezing. Diarrhetic shelfish poisoning (DSP) is one of the four recognized symptom types of shellfish poisoning, the other being paralytic shelfish poisoning, neurotoxic shelfish poisoning and amnesic shelfish poisoning. As the name suggests, this syndrome manifests istself as intense diarrhea and severe abdominal pains. Nausea and vomiting may sometimes occur too. DSP and its symptoms usually set in within about half an hour of ingesting infected shelfish, and last for about one day. The causative poison is okadaic acid, which inhibits intestinal cellular de-phosphorylation. This causes the cells to become very permeable to water and causes profuse, intense diarrhea with a high risk of dehydration. As no life-threating symptoms generally emerge from this, no fatalities from DSP have ever been recorded. When any of the above symptoms occur after eating molluscan shelfish then seek immediate medical assistance and inform the medical practisioner that you have consumed molluscan shelfish.

Newborn survives dumping Piquet Jacobs
A newborn baby girl of a few hours old was found crying in a plastic carry bag by a passerby on Sunday morning under a tree near a road in the Arandis residential area. The police were alerted immediately, the baby girl was rushed to Arandis Clinic for a medical examination and received the needed medical care. It is concluded that the baby is in good health. A 21 year old suspect was arrested and taken to Arandis Clinic, there is a possibility of the suspect being admitted to Swakopmund State Hospital. She will appear in the Swakopmund Court as soon as she is discharged. Meanwhile, a case of child abandonment and neglect has been opened and the investigation continues.
Long term domestic violence turns into a tragedy Sharlien Tjambari
Bianka Sharlene Waundja Vihanga (28) lost her life on Friday evening around 22:00 after she was allegedly assaulted with a stone and stabbed with a knife in the neck by her boyfriend during a fight and she died on the spot. Detective Chief Inspector Erastus Iikuyu who confirmed the incident, said the incident took place at Erf no. B12-105A on Erastus Shatona Street in DRC, Swakopmund. A case of murder under Domestic Violence was recorded at Mondesa Charge Office. Iikuyu further said that the cause of the fight is not yet clear. Vihanga was an employee of Ombandje Security Services CC. The accused is known as Kamwengo Kambuse age 24 and it is alleged that he handed himself over to the police the same night. Sources close to the couple said the accused suspect was a very jealous type and very abusive towards the deceased even though the deceased was very faithful and supportive to him. “Vihanga was a very good person, very quiet as well and down to earth. She will be dearly missed” said a source close to her. Sources further revealed that Kambuse threatened to kill Vihanga earlier that day after he was told by the deceased that the relationship was over. It is further alleged that the deceased was the bread winner of the house and the suspect was unemployed. “The next of kin of the deceased were informed and investigation continues” concludes Iikuyu. Kambuse appeared in the Swakopmund Magistrate court yesterday (Monday) on a charge of murder and his case was remanded to 14 March for further investigation. The state have denied him bail and he will remain in custody.
Minor raped in Karibib Piquet Jacobs
A young girl of 15 years old was according to reports raped in the Usab location of Karibib on Thursday evening. The suspect (22) was arrested and appeared in Karibib court yesterday. It is alleged that the victim went to the suspect's residence in Usab location on Thursday evening around 20:00 to look for her bag the suspect had taken from her the previous day. It is further alleged that upon her arrival the suspect forcibly dragged her into a friend's ghetto and raped her. She was only released at about 05:40 the Friday morning, whereby she reported the incident to her mother.

Property prices in Swakop and Walvis rival the capital Erwin Leuschner
The highest median property prices recorded for the third quarter of 2016 in the entire country emanated from Henties Bay, Swakopmund and Windhoek. Currently the average price stands at N$1.2 million for the coastal towns, while the prices in Windhoek are edging on the N$1.5 million. This was now revealed in the latest FNB National Price Index. According to the recent Index property prices at the central coast sky-rocketed yet again, which can in part be attributed to poor volumes. “Prices increased by 16% at Henties Bay and 34% in Walvis Bay and Swakopmund,” the recent Index states. In Swakopmund the median property price has increased by a staggering 105% from the year 2010. When the prices are compared with a quarter-on-quarter average volume growth in Walvis Bay and Swakopmund has declined sharply: -53% for both towns. In Henties Bay volume growth slumped as well (-22%). SDP 20: Ready to share their findings! The Summer Drylands Programme (SDP), a joint venture between Gobabeb Research and Training Centre and the Desert Research Foundation of Namibia, is an annual twomonth research intensive internship for current students or recent graduates from Namibian tertiary institutions. The internship programme aims to empower young, emerging scientists and equip them with experience and training in research methodology through applied approaches, critical thinking and problem solving. The programme brings the students to unique desert areas of the country to gain handson field work experience that they are not able to obtain from within a class-room environment. The 2016 -2017 programme marks the 2 0 t h y ear o f t h i s successful training opportunity. Previous SDP alumni have gone on to make significant contributions in the environmental sector and many are highly regarded as innovators, scientists and thought-leaders in their respective fields. SDP 20 is composed of 12 talented students studying a variety of biological related fields including microbiology, natural resource management and agriculture. The main objective of this year's research is to determine the impact of artificial water points on wildlife conservation in the Namib Desert, a hyperarid system. The impacts of the artificial water points were determined using a variety of methods measuring several variables, chiefly vegetation, dung, tracks and soil. SDP students conducted their research at four water holes located in the Namib-Naukluft Park: Natab a Topnaar settlement along the Kuiseb River; Gemsbokwater near Ganab; Tsamsvlei, close to Sesriem campsite at Sossusvlei; and Escourt a former commercial farm, agricultural research station and now a facility of the Ministry of Environment and Tourism. The data collected by the students will also be shared with and utilised by the global Biodesert Survey, a project run by the University of Rey Juan Carlos in Spain, which focuses on determining the impacts of grazing and
climate change in arid systems around the world.Thus, the SDP participants' data and findings will not only contribute to the body of knowledge re-
garding the Namib Desert, but also towards a greater understanding of drylands worldwide. This year's SDP

Erongo Powersave Street Mile to include Paralympic categories Erongo Powersave Street Mile to include Paralympic catergories The fifth edition of the Erongo Power Save Street Mile in Omaruru in October will feature a Paralympic category inspired by Israel Kaulume, a disabled participant last year. The category T42-44 will enable disabled participants in the street mile to compete. Athletes in this category have single below knee amputations or can walk with moderately reduced function in one or both legs. Kauluma, who was the first disabled athlete to participate in the event, competed in the Masters' Men category, hitting 11 minutes and 23 seconds in the 1.5 kilometre road race, using a wheelchair. “My office is engaging Athletics Namibia and the Paralympic Committee to make sure everything is done according to guidelines for Paralympic games,” Omaruru Regional Sports Officer, Bethold K a r u m e n d u t o l d N a m p a o n T h u r s d a y. Karumendu said many disabled people have an interest in participating in the street mile but are hindered because of a lack of suitable wheelchairs. “Many people with impairments are hidden; let's encourage them to participate in the race,” Karumendu said The T42-44 category will join the senior men and women's category for people between 20 and 39 years old, junior men and women (ages 14-19), veteran men (ages 40-49), masters' men and women (ages 50 and above), and boys and girls
(ages 10-13). The introduction of the Paralympic category brings along a number of challenges such as access to suitable wheelchairs, however Karumendu is confident that these challenges will be addressed. Last year, Erongo Power Save Street Mile attracted 947 participants backed by sponsorship from Shield Namibia through the Omaruru-based Erongo Powersave Wholesaler; Ministry of Sports, Youth, and National Service; Pasta Polana; Marathon Sugar; Windhoek Light; Coca-Cola and First National Bank. 60th RVS equestrian tournament ends with six-bar competition highlight Not less than five days long was the 60th equestrian tournament hosted by the ReiterVerein Swakopmund (RVS) recently. On the last tournament day, Sunday, things got exciting once again. After various jumping competitions came the team jumping event. The most interesting part of the day was without a doubt the final six-bar competition. In total the visitors saw eight tests on Sunday. The competition kicked off at 9:00 with the point jumping event over 1.20 metres. The first place went to Aniké Maritz on Capone, while Nadine Flemming and Seeis Shelton started the last day with a silver ribbon. Over the 1.10 metres competition Kerstin Garbade on Voigtskirch Avatar made it to the top spot with the fastest time. Second place went to Michelle Künzle and Okuhepa Pomme D'Or. Ingrid Kotze and Opto Namibia Assegai Sentinel was thrid with Pia Gebhardt and Bastos Twahil shortly behind. In the 1.00 metres competition Jayd Bassi Hanssen and Assegai Scandal had their big performance. She cleared the parkour without any mistakes – the only rider out of 16 participants in this category. Sabine Gogol and Zalencia were in second place, followed by the German rider Maren Kardel and Claratal Duneside Kiera as well as Jessica Kreiner on Manna from Heaven. In the 90cm class Jayd Bassi Hanssen cleared the course with best time. Together with Jessica Kreiner she had the fastest horse on the course. Jessica Kreiner and Kiara got in second place. Svenja Späth and Davetsaub Sans Souci's came in third followed by Werner Bartsch and Branic Always a Pleasure as well as Julia Esslinger and Wildfang. In the team jumping competition five teams consisting of four participants each eyed the big prize. The winner was Team Chaotic consisting of Ariane Wieland, Jayd Bassi Hanssen, Pia Gebhardt and Aniké Maritz. In second place came Team Okaswakis, a mix of riders from Okahandja and Swakopmund: Sumari Piepmeyer, Nicole Nederlof, Dr. Beate Voigts and Laura Pflippen. Team Germany received bronze. The team consisted of Kira Mier (GER), Maren Kardel (GER), Werner Bartsch (NAM) and Holger Kleyenstüber (NAM). After this competition had a short break as the course was set up for the six-bar competition. Six obstacles were set up in a straight line with the last bar being raised until a winner was decided. Eight riders with their horses participated. One mistake was allowed as the
riders could be bought back into the competition. In the second last round the bar was raised to 1.65 metres. On this level only riders taking part at the highest international tests take part – and now also in Swakopmund. Only two participants remained when the bar was raised a final time to 1.80 metres: Svenja Späth and Metzger Drillling Bodenhausen Zambezi and Michelle Künzle on Erongo Wilderness Stud Seeis Mon Gold. Michelle was first, but due to a refusal at the last bar fell out. Therfore Svenja needed to only finish the course to secure a win. Even though she knocked the final bar she second the first place. It was the first time after a long break that a six-bar competition was reintroduced – with much praise. The emotional finale of the day and the entire tournament was the parade of riders and participants. More than 40 riders took part in this event. The chairperson of the RVS, Marc Esselmann, thanked everybody who made the tournament a success. “Make a Difference” WBPHS Primary School Athletics Day
Well done to Junior Victrix; Alisha Derks (U/8), Junior Victor; Guanito Noble (U/9), Senior Victrix; Jade Fourie (U/13) and Senior Victor; The primary school of the Walvis Bay Private High School had their inter-house athlethics competition on Saturday where the three school teams Seals, Dolphins and Sharks battled it out on the track and field. Sharks took the day with 1478 points.
“Make a difference”, was the theme for this year. Sharks team members made the difference. According to Ané Anekom, one of the organisers of the event, the day went off exceptionally well. Teachers and pupils and their parents all co-operated and she expressed gratitude for this. Walvis Bay Private High School strikes a good balance between academics and sport and strives
perpetually to develop the school's sports capacity and its sports prestige. It therefore encourages learner participation in sports events such as the in house athletics and for parents to support their children on such sports days. For those who qualified over the weekend there is still hard work ahead, as they now prepare for the Zonals later this year.
