Sewerage floods guesthouse The school minibus of Arandis Primary School was stolen from it’s storage shed on Tuesday. The Toyota Quantum (N12867S) was parked in the storage shed last Friday at 11:35 when it was used the last time. The school discovered with shock and dismay on Tuesday that an unknown person or group stole the vehicle. The Namibian Police’s crime investigation coordinator in Erongo, Deputy Commissioner Erastus Iikuyu, confirmed the incident. He urged the public to be on the lookout for the vehicle and to report to the nearest police station should any person spot the vehicle, or have any information that can lead to the location of the vehicle and the suspects. Detective Chief Inspector Viljoen (081 756 4428) is in charge of the investigation and can also be contacted directly.

Residents of Langstrand say they simply had enough of the eyesore, the partly-completed Ocean Keys multi-storey development. What should have now been a twelve storey apartment complex with commercial space at the ground level is an eyesore that decays in the harsh coastal weather. The corrugated iron fence around the building site fell over in recent days, waiting to injure someone using the seaside walkway.

Community Service could now save you from a stay at “the Government Hotel” Rudi Bowe A total of 547 offenders are currently serving prison sentences of twelve months or less in various Namibian correctional facilities, and would cost Correctional Services a total of N$1,2 million. And that is exactly why the Department of Correctional Services is engaging several Government ministries now to institute a mandatory community service period for inmates serving sentences of twelve months or less for less serious offences. This system is anticipated to come into force by November in the Erongo Region. A consultative meeting took place yesterday between the Department of Correctional Services

(Ministry of Safety and Security) and the Ministries ofEducation, Arts and Culture, Health and

Social Services, and Gender Equality and Child Welfare, the Office of the Prosecutor-General and the

Office of the Judiciary, to discuss the coming to Erongo of mandatory community service for offenders sentenced to twelve months or less. In a presentation by Deputy Commissioner Natacha Booysen of the Department of Correctional Services, it cost Government an average of N$2 248-48 per month to accommodate a male inmate

in any Namibian correctional facility. The monthly cost for a female prisoner is N$2 215-01. Should offenders serving sentences of twelve months or less for less serious offences be given community service instead of a prison sentence, it could dramatically reduce cost, she explained. Apart from cost saving to Government, there

are other benefits too, explained Deputy Commissioner Booysen. The offender can continue to look after his or her household after serving the mandatory hours per day, they remain integrated in society and there is less risk of coming into contact with entrenched criminals serving sentences who could influence these “soft” Continues on page 2

Erongo forms part of the Central Region in the Department of Correctional Services and is among the last where the mandatory community service system would be implemented, along with Khomas. The Correctional Services Regions already have the mandatory community service program in place, explained Deputy Commissioner Booysen. The system could be in place in Erongo by November. The system would not benefit inmates already serving these categories of sentences. According to Booysen, there are some resistence to mandatory community service. These include magistrates still believing that incarceration is the only option and even people found guilty of offences opting for a prison sentence rather than doing community service which could lead to a potential embarrassment in public. Subsistence fishermen at Swakopmund are up in arms over the “No Fishing” signs that dot the beach area between the Platz am Meer shopping centre and the Aquarium. The signs became a bone of contention between the municipality of Swakopmund and these subsistence fishermen. The municipality answered the call of the public saying it is necessary to keep anglers off the beaches in the urban areas, as fishermen litter and gut their fish on the beach, leaving it smelly and filthy. The subsistence fishermen say they have not been properly consulted and cannot afford to fish beyond Mile 4 or at Langstrand, as they don't have the means nor the money to get there. They take their chances now angling illegally on the beaches at Swakopmund, risking being slapped with hefty fines by fisheries inspectors. “After the Jetty was closed for angling in 2017, the Swakopmund municipality decided to place the No Fishing signs on the entire stretch of beach between the new shopping mall and the Aquarium. That was without consulting the public, as if the sea belongs to them [the municipality]. In the past one could walk to the sea anywhere at Swakopmund and fish. Now, we can only do so if we are willing to risk angling illegally”, said on angler approached by namib times. Other subsistence anglers say the closure of the jetty was a setback. Then came the No Fishing signs along the beach. Where can a person living in DRC go for fishing? Fishing is the only way to feed our families, either by consuming the fish or selling the fish”, they charge.

N$250 000 raised Sharlien Tjambari A fund raising dinner in Swakopmund last Friday raised a total of N$250 000 to cover a portion of the cost of the first ever SME Mini Expo, that will take place from 27 to 29 September at the Multipurpose Centre at Swakopmund. The Mini Expo will specifically cater for small- and medium sized enterprises which manufacture, design or have created a Namibian product.

Another said: “I do not have a choice. I don't have any transport to take me to Langstrand, or beyond Mile 4. I cannot afford to pay someone to come and fetch me with a car when I'm done fishing”, said another. Aili Gebhardt, spokesperson for the municipality of Swakopmund said they are concerned about fishermen or anglers ignoring the sings. “The signs were placed there because the community complained about the fishermen. Especially during festive seasons when we have visitors and residents using these beaches for recreational purposes. Some clean their fish on the beach, leaving the fish gut to rot”, explained Gebhardt. Gebhardt acknowledged some fishermen don't have the means of transport to reach beach areas beyond Mile 4, but insisted the stretches of beach between the shopping centre and the jetty is a residential area. Fishing is prohibited there. Gebhardt added criminals often come to these beach areas pretending to be fishermen, but they turn out to using this disguise to identify homes they can burgle or members of the public they can rob. The fishermen hope for a middle way. “There are parts of the year when it is too cold to swim or relax on the beaches. The beaches are deserted and then we can fish. The same goes for the jetty: if access is controlled we can fish from the jetty and sustain our families”, says Peter Beukes a seasoned subsistence fisherman.

Flooded with sewage water Staff Reporter

Indulge Guesthouse situated in Moses Garoeb street in Swakopmund was flooded with sewage water last weekend. A blocked sewage drain was the cause. The Health Services Department at the Swakopmund Municipality received the complaint from the Manager of Indulge Guest house, Oeloff Henning, and they sent a team to investigate. A report from the department shows that property in a downstairs apartment was contaminated with sewage effluent posing a major health risk to occupants. Small items of furniture were moved around, and carpets com-

pletely ruined. The report further stated the need for immediate decontamination. In an interview with namib times, Oeloff discussed the impact of this unfortunate situation on his business, stating that the contamination had left a stench on the premises such that it would be impossible to host guests in the downstairs apartment. The extent of damage to property is still being evaluated. Oeloff, however, stressed that the assistance

he received from the municipality was beyond what he expected. “They arrived within fifteen minutes and spent hours pumping the water out”, although disappointed by the occurrence, he stresses the efficiency of the Health Services Department in helping alleviate the situation. Late 2017, the owners of Swakop Electrical Supplies, Family Dierking engaged with Siggi Meyer, son of late Erich Meyer, to develop a plan to bring Swakop Electrical Supplies to the next level preparing the business for the future where electrification of Namibia will become one of the leading priorities. Renewable Energy, electric cars, intelligent homes are all technologies that are shaping the future already. At WB State Hospital a Panado solves it all A front page article in Friday's edition, which detailed a woman's horror experience at the hands of a medical doctor and a nurse at the Walvis Bay state hospital, has opened a floodgate of complaints over the treatment people receive at the hands of medical staff at this hospital. In Friday's edition a woman said she went to hospital to have a caesarean wound that went septic treated. It required opening the wound. The woman was denied anaesthetics. She cried out in pain and was reprimanded not to be “a sissy”. When she went hysteric, she was chased away and told never to come back. The septic operation wound remained largely untreated. Following publication on Friday, several people contacted namib times and complained about the generally poor service. Nurses being arrogant and rude, long hours waiting for treatment and dirty facilities were among the complaints received. One woman, whose relative was hospitalised last week, said her sister was living in fear as rats are making their nests in a certain quarter of the hospital, because it is never cleaned properly. One woman phoned the namib times on Thursday. She was in tears, as her domestic assistant has been ill for several weeks now. She [the domestic assistant] made regular calls to the state hospital but every time she was just given a couple of Panado tablets and told to go home. “Her health was deteriorating by the

day. I could not stand it any longer”, the woman said in tears. Not only was she left utterly frustrated, but she could not bear the woman's suffering any longer. “I decided to take my domestic assistant to a private hospital so that tests and X-rays can be conducted to see what is wrong with her”, the woman explained. Adding private medical treatment is expensive and she and her husband is living in a strict household where unnecessary expenses are cut to the bone. The X-rays confirmed the woman had severe lung infection. According to the woman that was again just the prelude of the next frustrations with the Walvis Bay state hospital. The private doctor gave a prescription of intravenous antibiotics to be administered by the state hospital. “When I gave the nurse the prescription, she started to verbally attack us both, saying that because my employee saw a private doctor, she [the nurse] demands N$100 fine, before admission.” When the woman responded angrily that this amounts to corruption, the nurse replied: “It is policy here”. When I challenged the nurse about this is policy, and for her to show me black on white this policy, she threatened us with the hospital's security”. Adding they left the hospital, both in tears of pure humiliation and frustration. The hospital did not relent. A few days later, the woman was admitted in the Walvis Bay state hospital but not before paying the N$100 fine. When her employer phoned her to ask if all was well, she reported that she had no blanket and there was no coffee or tea. She was also not yet administered the intravenous antibiotics. She was in excruciating pain, but only got Panados for that. ”We are talking about human beings here. Animals get treated better at the veterinarian than humans do in state hospitals”, said the woman. Nadine Derbyshire Who is in charge of the hospital. Surely he/she should be held accountable for an answer /Enquiry. People cannot continue to receive bad service from Government hospitals and nothing gets done about it. We wouldn't tolerate it from private hospitals, so why do we accept it from a hospital run with taxpayers money. Auf Urlaubsreisen war ich einst bedacht stets einzupacken, was mich glücklich macht: ein Lippenstift, den Lidschatten, die Puderdose und Düfte nach Lavendel und Rose; auch Cremetöpfchen für Tag und Nacht, ganz einfach alles, was mich glücklich macht. Dazu die Kleider, luftig, leicht und bunt, tief ausgeschnitten, einmal spitz und einmal rund, und seidne Hemden für die Nacht, Ganz einfach alles, was mich glücklich macht.

Heute sieht mein Kofferinhalt anders aus. Die Schönheitsmittel lass ich jetzt zu Haus, nicht Brauenstift und Puderdose, nein - eine wollne Unterhose, Arthrosensalbe, Fransbranntwein pack ich jetzt in den Koffer ein, und Kniewärmer für Tag und Nacht ganz einfach alles, was mich glücklich macht. Dazu Tabletten, Tröpfchen, Rheumamittel nnd gegen Kälte warme Kittel; ein Döschen fürs Gebiss bei Nacht, ganz einfach alles, was mich glücklich macht. So hab in vielen Lebensjahren ich einen Wandel nun erfahren. Doch heut’ noch bin ich stets bedacht, nur einzupacken, was mich glücklich macht! Als kleinster künstlicher Himmelskörper, der die Erde umkreist, gilt der Satellit Vanguard 1, der mit 6,4 inch (16,2 Zentimeter) Durchmesser noch kleiner als ein handelsüblicher Handball ist. Dieser US-Satellit startete im Jahre 1958 und ist bis jetzt der älteste in der Umlaufbahn. ...dass der einsamste Mensch Alfred Worden war? Die größte Entfernung zu allen anderen Menschen erreichte Alfred Worden auf der Apollo 15 Mission. Während seine Kollegen den Mond erforschten, umkreiste er den Mondorbit und entfernte sich dabei auf 3.596 Kilometer. Weiter entfernte sich ein Einzelner von seinen Mitmenschen wohl noch nie.

Liebe Küstenleser! Im Herzen der historischen Altstadt San Gimignano in der Toskana befindet sich der Piazza della Cisterna mit seiner ungewöhnlichen dreieckigen Form und seiner sich neigenden Lage. Im Mittelalter wurde er als Marktplatz genutzt. Heute tummeln sich diverse Touristen aus aller Welt auf dem mit Backsteinen gepflasterten und von alten Turmmauern umgebenen Platz, in der Mitte der traditionelle Brunnen. Als Kind Namibias fühlt man sich sofort zu solch einem Brunnen hingezogen, bedeutet er doch lebenspendendes Wasser, das in unserem Land der Dürre eher spärlich fließt. In San Gimignano und Umgebung hingegen flossen vor Hunderten von Jahren Unmengen von Wasser, und dennoch baute man bereits im Jahre 1287 eine unterirdische Zisterne zum Auffangen und Speichern dieses vielen Regenwassers daher der Name Piazza della Cisterna. Im Trockenland Namibia entstanden die größeren und kleineren Ortschaften vor weit über 100 Jahren an einer natürlichen Wasserquelle. Doch auch im mediterranen Raum, strotzend vor kostbarem Nass, wurden, wie gesagt, bereits vor über 7000 Jahren aus ganz praktischen Gründen Zisternen angelegt, die manchmal weit von der eigentlichen Grundwasserquelle entfernt lagen. Im Mittelalter fand man sie zum Beispiel oft in Burgen auf Bergen, da Burgbrunnen aufgrund des großen Höhenunterschiedes zum Grundwasser besonders aufwendig zu erstellen waren. In San Gimignano

sowie in Swakopmund sind Zentren entstanden, die sich ums Wasser drehen. Swakopmund wäre wohl kaum eine Ortschaft geworden, wenn sich an der Swakopmündung und im -rivier nicht die ideale Gelegenheit zur Süßwasserspeicherung ergeben hätte. Man sieht heute noch etwa 800 m landeinwärts von der Swakopmündung einen großen, grauen Zementblock verlassen und vergessen auf “Stelzen” mitten im Swakoprivier stehen, der auf die erste Süß-

Die heutige Verlagerung auf den Tourismus und die Modernisierung des Wasserspeichersystems hat auch den Brunnen mitten auf dem Piazza verändern. Man sieht nicht etwa mehr sein legendäres Spiegelbild darin, eine Metapher, die man aus diversen Märchen, dem Nibelungenlied und mehr kennt , sondern schaut auf ein zugemauertes, antikes Wasserreser-

Saturday 18 August saw some excellent golfing weather – with a little bit of east wind making temperatures a whole lot better – there was a fair field of golfers to support the sponsors Cymot with a Mixed Betterball Stableford competition (Oh my does that multiplier increase the stress levels). Partnerships were well balanced and scores were close. We had 2-clubs on Number 7 coming from Gert Cloete and Stuart Salt. Sunday 19 August saw one of the most popular sponsors back in charge with their annual Sages competition. Michael and Bernadine from Swakop Service Station – Engen as always pulled out all the stops to make the day a huge success. Weather conditions were cold and wet as the day started around 8 o'clock but cleared up as the day progressed. Gert Cloete produced the only 2-club of the day whilst Tim Botha was Nearest to the Pin on Number 7 and Warren Theron on Number 12. Tim Botha was the Overall Winner with 39pts followed closely by Des Benson on 38pts – there was a threeway tie for 3rd place between Tienie van Rensburg, Tony Boesch and Sigi Baumgartner. Statement concerning Anti-Doping Measures Cyclists and organisers of cycling events are hereby reminded that all persons who enter an event organised or sanctioned by the Namibian Cycling Federation (NCF) may be tested for methods or substances prohibited by the UCI (Union Cycliste Internationale). Anti-doping testing may therefore take place in any event on the official Namibian Cycling Calendar, including club events and events organised by independent entities. Such tests are conducted under the authority of the Namibian National Olympic Committee, in terms of regulations, and involve the collection of urine or blood samples under strictly controlled circumstances. Although elite and junior cyclists may more often be the subject of testing, any cyclist may be selected for testing at a competitive cycling event. No further explanation will be provided for why a certain cyclist has been selected for testing. The organiser of an event will also not receive prior notice that testing will take place. The aim of these measures is to ensure that the entire sport is kept free of doping and that all cyclists set an example, especially for young cyclists. Web-based search-engines make it possible to find out if any medicine is prohibited or not by the World Anti-Doping Association (WADA), and there is a procedure for athletes to apply for a Therapeutic Use Exemption. The WADA Application provides information with regards to substances and methods considered as doping for various sporting types and also states whether banned in-competition, out-of-competition or both. Great care needs to be exercised in the use of food supplements. As has often been stated, there are three main reasons for stricter measures against doping. 1. It is unfair for some cyclists to gain an advantage over others by doping. 1 Extract from the NCF event assumption of risk, declaration, waiver, indemnity and release, paragraph 2.5: I understand and agree that the UCI Anti-Doping Rules apply to me and that it is my responsibility to comply with those rules. I agree to submit to drug testing and understand that the use of methods or substances prohibited by the applicable anti-doping rules would make me subject to penalties including, but not limited to, disqualification and suspension. If it is determined that I may have committed a doping violation, I agree to submit to the results management authority of the UCI and my national federation 2. The effects of doping on the health and well-being of cyclists can be severe, life changing and this is especially so in the case of young athletes. 3. Doping by even one individual brings the whole sport into disrepute. A positive test for prohibited substances can have severe consequences for the integrity of the individual caught, for the reputation of the country, and can also lead to the loss of sponsorships, on which the sport depends to a large extent. All cyclists are therefore requested to give their full cooperation in the implementation of the NCF's drive against doping.

Northern Titans CEO Visits Cricket Namibia Over the weekend of 18 and 19 August 2018 Cricket Namibia hosted Jacques Faul and Johan Muller of the Northern Titans. Jacques Faul has been the CEO of the Titans since 2013, previous to which he served as the acting CEO of CSA after Gerald Majola was suspended and was widely credited for changing the image of the organisation in the aftermath of the much publicised bonus scandal. Prior to this he was the CEO of the North-West Cricket Union. The Titans, based in Centurion, is an amalgamation of the Northerns and Easterns unions and is one of the most successful franchises in South African sport. In each of these organisations Jacques has implement broad-based corporate strategies to attract commercial partnerships and sponsorships to notable and lasting effect. Johan was the coaching manager of the Northerns Cricket Union for five years before being promoted to operations manager. He is one of only a few cricket coaches to have a level two Cricket Australia coaching certificate and also possess a Cricket South Africa level three coaching certificate. He has completed a diploma in business management, and combines his passion for the development of the players and his commercial business interests to maintain and improve programs of excellence to sustain the superb pipeline-structures of Northerns cricket. The opportunity was used to conduct a series of discussions relating to corporate engagement strategy, business strategy and operational improvement. Africa T20 Cup 2018/19

Cricket Namibia would like to announce its participation in the 4th edition of the 2018 Africa T20 Cup, scheduled to commence on the 14 September 2018. The tournament is organised by Cricket South Africa.

The tournament is organised to kick start the domestic cricket season. In the 2017/18 season there was a total participation of sixteen teams which included thirteen South African provincial teams, as well as national representative sides namely Kenya, Namibia and Zimbabwe. In this edition the participation has grown to a total of twenty teams with the addition of two South African teams of Limpopo and Mpumalanga, along with national representation from Ghana and Nigeria. The tournament structure is divided into four pools of which each pool comprises of 5 teams; this means that 10 matches will be played per pool. The format of the tournament has also been amended, as the previous season saw the entire preliminary round all being played over one weekend. Therefore, in this edition to cater for increased participating teams four venues will utilise the main oval and an auxiliary field that is in close proximity to each other. Namibia is in pool C along with Border, Eastern Province, Kenya and Mpumalanga respectively. Pool C's preliminary round will take place in East London, South Africa. Namibia Fixtures: 1.
