Confirmed Coronavirus cases remain at 16 Estelle de Bruyn One more Covid-19 patients make full recovery: Another one of the original 16 Covid-19 patients in Namibia has recovered from the virus after testing negative twice to the virus. This was the good news shared by the Deputy Minister of Health and Social Services, Dr Esther Muinjangue, who gave an update about the Covid-19 pandemic during Thursday's media briefing broadcast on NBC. Since the initial 16 cases were identified, no new cases have come to light in the last two weeks. This, she said, proves that the lockdown has been effective. “Even though we don't have any new recorded cases it does not mean that there have not been any no new infections. For this reason testing has been rolled out and is scaled up. All in all 519 people have been tested for Covid-19. On Wednesday 54 people were tested and of these 14 results are still pending.

Sergeant Moses Naseb (54)(Pictured) allegedly demanded a sheep carcass valued at N$2000 from a person, in exchange for turning a blind eye to a road traffic violation. Naseb made a first appearance in the Swakopmund magistrate’s court yesterday (Thursday 23 April) and was released on bail of N$5000. Naseb returns to court on 29 May. Temporary truck stop for Walvis Bay Rudi Bowe A temporary holding area for trucks is taking shape in the new industrial area at Walvis Bay's eastern entrance. Trucks hauling commodities to and from Walvis Bay will use the area for stopovers, in order to minimise any vehicle move-ments in Walvis Bay's urban area. The temporary truck port is established on a six hectares area of land and is a joint initiative between the Walvis Bay Corridor Group (WBCG), Namport, BIP Container Terminals and the Municipality of Walvis Bay. The temporary truck port will be demarcated by freight containers. The mayor of Walvis Bay, Alderman Immanuel Wilfried explained the initiative follows concerns by residents and the business community raising concerns visiting truck drivers are roaming town and are not following social distancing rules. They can also not be screened to detect the possibility of a Coronavirus infection. Further explained Alderman Widlfried: “These concerns are fair and legitimate. When subsequently came up with this solution”. The chief executive officer of the Municipality of Walvis Bay, Muronga Haingura, confirmed the local authority will provide the necessary sanitation services. These include ablution, potable water points and refuse removal. The Walvis Bay Corridor Group will provide a mobile clinic where the truck drivers will be screened for clinical symptoms relating to a Coronavirus infection. Namport will ensure there are points to provide truck drivers with meals. The Namibian Police will provide protection services, as trucks are often targets for burglars. Police officers will also do inspections to see that licensing and certification are adhered to. “We don't want to put a monetary value to a good cause. This temporary truck port is there to protect our town, our community members at large and families”, explained Haingura. “Stay at home, stay safe and we will definitely all get through this” Haingura urged and assured.

and Sandy, were captured off Walvis Bay in the early 1970’s for South Africa’s three biggest Aquariums. Sandy died not long after her capture and Misty died a few years ago at the Aquarium in Port Elizabeth. Gambit was sent to the Durban Aquarium where she over decades became the city’s most famous dolphin. Gambit held a record as the biggest dolphin in captivity in the world, pulling the scale at 790kg and 3,65 metres long. She died at the age of 48, after showing signs in recent weeks that old age is taking its toll.
Drug bust at Usakos The Usakos Police arrested Frieda Magogo (40) on Tuesday at around 16:00 for drug possession. A total of seven “bankies” of cannabis was allegedly found in her possession, 12 whole Mandrax tablets, three 3 half tablets of Mandrax. The drugs have a street value of N$1 390. Magogo operates a tuckshop. The police raid was conducted at the tuckshop. Magogo made a first appearance in the Usakos Magistrate Court on Wednesday on charges relating to drug possession and dealing in drugs.

SSC geared for Covid-19 response Sectors hardest hit by the economic turmoil caused by the Covid-19 lockdown, will soon be able to benefit from the economic rescue package announced earlier by Pres Hage Geingob. During the daily Covid-19 news briefing broadcast on NBC, the Chief Executive Officer at Social Security Commission (SSC), Milka Mungunda, said the construction, farming, retail, services, transport, tourism and entertainment sectors are among the hardest hit economic sectors. She however gave the assurance that the door is not closed to other sectors and that these are welcome to come forward and make their concerns known. The formal employment sector is specifically targeted for assistance to ensure that jobs are saved. Subsidies of the total wage bill in this sector, with certain conditions attached are provided for. This has been done to ensure that there are no retrenchments during April, May and June. “We want to ensure that there is no reduction in staff, even if in some sectors employees will have to take a pay cut up to 50 per cent,” Mungunda said. Vulnerable employees who are part of the SSC's data base will also be covered by the safety net depending on their minimum annual income. The informal sector, where employees are not registered by the SSC will also now be given the opportunity to register with the SSC to benefit from the economic stimulus package. In order to make use of this opportunity, applicants will have to prove that they have suffered a loss of income. After registering with the SCC, new members will have to pay monthly contributions to the SCC for a period of 12 months. Mungunda gave the assurance that strict conditions will be in place to ensure that loopholes are that the system is not abused. The SCC has made N$700 million available for this massive rescue effort. According the Minister of Labour, Utoni Nujoma, labour conditions in the country have changed irrevocably. He foresees that in future many people will permanently work from home. Solutions will have to be found for those in service industries and he predicts that retraining, reskilling and life-long learning will become the norm.

Construction must start to ensure survival The Construction Industries Federation wants to start immediately after the lockdown period has ended on 4 May 2020 or there will be mass retrenchments and company bankruptcies in the sector. It will not only also help to alleviate the current strain on Government in supporting the most vulnerable through the replacement or supplementation of income but also will ensure that the construction sector is able to immediately start contributing to the economy. Since 2016 the construction sector has made huge losses, which has left all the companies in the sector extremely vulnerable, many of which are at the brink of collapse. During the last four years many businesses have closed as a result of reduced spending by government as well as the lack of domestic investment by the private sector and foreign investment. The industry has been suffering huge losses already over the last four years. Since 2015 the average contraction of the construction sector was 12%, with a massive 34.4% contraction in 2016. This had led to extensive business closures in the industry. Four years ago, the industry con-
tributed 7.2% to Namibia's GDP. This has dropped to 2.7% in 2019. Bärbel Kirchner, consulting general manager of the Construction Industries Federation of Namibia says: “We appreciate the enormous effort taken to contain the spread of the virus and the support extended to individuals and businesses, where possible. Nonetheless, we are extremely worried that most of our businesses will not survive the lock-down period. Over the last four years we have seen the impact of the recessionary environment and less spending on employment and the job losses that were experienced in our industry. We a r e e x t r e m e l y worried about the impact on our businesses that we can foresee now as result of measures taken in response to Covid-19. We therefore feel that through commencing with work soonest and a carefully deliberately strategic approach we can stop the tide of further increasing unemployment”. The CIF has recently conducted a research of its members, which
suggests that without any income in the near future, many more businesses will close down, irrespective of any financial support by Government that will be extended to the employees in the sector. The CIF proposes that next to a simultaneous three-month's payment holiday from financial service providers, that there will be strategic initiatives that will be determined now, to open the sector as soon as possible. Responses by 61 members of the CIF to a survey conducted by the CIF, indicate that 68.33% made a loss in 2019/2020 financial y e a r. Ye a r- t o - d a t e 72.13% made a loss. Expenditures are being financed by using profits (17.65%); overdrafts (56.88%); loans (5.88%) and personal finance (13.73%). The construction sector is vital sector and can also be a catalyst for growth in other sectors, as is relevant in so many global economies. Whilst the tourism sector in Namibia has been a major contributor to Namibia's GDP in recent years and the prospects of growth had been very positive, the
likelihood of a return to a strong position is naturally diminished by the measures taken by countries to contain the spread of Covid-19 and the restrictions in global travel. If the construction sector were to be considered as an essential service and were to be opened up immediately it can essentially contribute to the creation of employment and contribute to the much-needed revenue by Government. Baerbel Kirchner, consulting general managers says: “The construction sector not only contributes to building the much-needed emergency infrastructure and the roads and facilities needed by those that
provide essential services, but is also can assist with alleviating the strain on Government's financial resources. If businesses in our industry are engaged immediately, obviously with strict measures to prevent the spread of Covid-19, we can start to effectively contribute to Namibia's economy in the interest of us all. “For example, we can look at securing that already priced infrastructure related tenders are finalised as soon as possible and that new infrastructure project that had been considered for the 2020/21 financial year will be sped up and that procurement-related restrictions are lifted with related procure-
ment regulations.” Government had already committed themselves to be speeding up payment of outstanding invoices for work already delivered, and to facilitate the refund of VAT. Bärbel Kirchner says: “We need a comprehensive approach. For example, those members that had responded to our survey said that they had about 8.4 million Namibia Dollar outstanding in terms of VAT refunds; and 192 million Namibian Dollar in terms of unpaid invoices. Speeding up payment, will help the cash flow position of some companies. But through a careful strategically mustered approach by
actively engaging and focusing on the Namibian construction sector, we can make big strides forward in view of saving not only the industry, but also securing the survival of parts of our economy.” “We simply cannot have a scenario that our industry will collapse, and Namibians will no longer be able to build their own infrastructure in the future and massive resulting unemployment. This will increase our dependency on resources not available in Namibia, at a much bigger cost, to the detriment not only of ourselves but the detriment of future generations.”

EBHN adds momentum to Covid-19 “iso-ward� The establishment of a Covid-19 isolation facility is gaining momentum at the premises of the Walvis Bay state hospital. Apart from the renovation of the existing TB-isolation ward and an adjacent store room complex as wards, the main drive behind this initiative, Elgin Brown Hamer Namibia (EBHN) has commenced with the renovation of hospital equipment which otherwise would have been lying disused in store room. To date EBHN renovated a total of 22 hospital beds, 1 mortuary trolley, 3 patient trolleys, 3 emergency room trolleys, and 9 bedside trolleys. The isolation ward will have an initial capacity of 75 beds with an added capacity of another 75 beds. That is the first phase. The second phase, a field hospital, would add another 150 beds, but would only be established if the need for that arises.

Life under Lockdown Namib Times asked three residents on how the Lockdown impacts their lives Eileen van der Schyff
John Kazombiaze is an Electrician Assistant and is classified as an essential worker at Erongo Red in Walvis Bay. John shared with the Namib Times the difficulties he faces during the lockdown. What I find upsetting is the long queues at the shops when only going for essen-tials like bread and a soft drink. I must be at work, and this wastes my time and makes it impossible to get something to eat while I am working. Another difficulty he faces is his family is in the central part of the country, which now is impossible for John to go visit them as the Erongo Region is in lockdown and they are in another Region. John did private jobs for some extra cash before the lockdown, but now struggles financially because of the circumstances. “I mostly enjoy the fact that I get to work from home and go to work only when needed, and I have more time now to do my assignments.” John said and went on by saying that he would find an online shop very useful where one can order and have your groceries delivered to your door. John ended off with some advice for everyone. “My fellow Namibians take this lockdown serious and stay at home.” Namib Times also spoke to Owners of Eric's Cove Restaurant at Langstrand, Yvette Loots and Albert Mills. “The challenge is bigger than what anyone could have ever imagined. Having to close the restaurant was one of the most frightening decisions we have ever made, as there is no guarantee as to how long this will last.” Yvette told the Namib Times in a telephonic interview. Yvette praises her amazing staff workers' loyalty and diligence and says that without them their excellent service and delicious meals are not possible. “We are trying our best to generate income through this lockdown to try keep all 11 of our staff employed. We are also very grateful for the continued support we get from the residents of Langstrand. All our staff will stay at home for their safety as well as ours and it is our goal not to compromise the health and safety of our valued customers.

An der Atlantikküste,in der Namibwüste Kinderlos glücklich -von Anna Franz Dieser Artikel erschien im März 2020 in der deutschsprachigen feministischen Publikumszeitschrift Emma, die 1977 von der Journalistin und Frauenrechtlerin Alice Schwarzer gegründet wurde. Er wird in zwei Folgen gebracht: FOLGE I Sie ist es leid. Leid, immer wieder gefragt zu werden, ob sie nicht doch ein Kind wolle … Schließlich sei es bald zu spät. Jetzt hat Anna Franz, die in Stockholm lebt, es mal aufgeschrieben. Damit die, die nicht verstehen wollen, endlich begreifen. "Die hab ich aufgehoben, ich dachte ja, da würden deine Kinder mal mit spielen”, sagt die Großmutter und packt die alte Babypuppe meiner Mutter ein bisschen zu langsam wieder zurück in ihre Kiste. Die Stimme hat einen Unterton, der mich ahnen lässt, was als nächstes kommt. Eins…Zwei …Drei…Bingo! „Naja …“ (Atem ausstoßend, tief Luft holend, möchtegern-gleichgültig, wie es nur Großmütter vermögen)„… du wirst das alles selbst schon am besten wissen.“ (Formvollendetes, geräuschvolles Ausatmen.) men in meinem Leben. Ich bin 38 Jahre alt und es geht mir gut in meinem Dasein, sowohl beruflich wie auch sozial. Doch mit einem Umstand breche ich alle Regeln, mit denen ich erzogen wurde: Ich bin: kinderlos. Kinder-los. Ich glaube ja, dass ich das große Los gezogen habe. Die Gesellschaft glaubt das ja nicht. Geschlecht: weiblich. Alter: 38. Kinder: 0. Die Rechnung geht nicht auf. Als männliches Wesen kannst du auch mit 75 noch kleine Menschen produzieren. Falls du aber Gebärmutter-Inhaberin und über 35 bist, ruft der Gesellschaftschor: Es wird Zeit! Tick tack tick tack, jetzt müsstest du aber langsam mal … Das Problem ist: Mir fallen tausend Sachen ein, die in meinem Leben noch fehlen, die verbesserungswürdig sind, die willkommen wären oder erwünscht. Kinder kommen auf dieser Liste an keiner Stelle vor. Und doch muss ich mir permanent Kommentare anhören, die von liebevoll-ignorant bis unverschämt reichen. „Wart’s ab, wenn du erst mal Kinder hast, dann wirst du das plötzlich ganz anders sehen.“ (Die beste Freundin.) „Das heb ich mal noch für deine Kinder auf.“ (Die Geschwister beim Aussortieren alter Kinderkleidung.) „Na, wann ist es denn soweit? Ich schwebte nämlich gerade im Wolkengetümmel über dem
heitseinschränkung unschlagbaren Ausmaßes dazu dient, dass die Reichen dieser Welt noch reicher werden und die Armen noch tiefer in die Erde gestampft werden, würde als Vogel gänzlich an mir vorbeigehen. Ich wüßte nämlich als finanzignoranter Piepholl gar nichts davon und wäre vielleicht gerade am Jettsetten über den weiten Steppen der Mongolei mit ihrer wasserarmen Steinwüste Gobi oder der nubischen Sandwüste Nordafrikas, die ich zuerst aus Karl Mays Romantrilogie ‘Im Lande des Mahdi’ kennenlernte. Don't Fight the Employer to Save Jobs With dismay, shock and disbelief, was the Construction Industries Federation of Namibia (CIF) a recipient of a the draft Labour Directive Relating to Covid-19, certified by the Ministry of Justice on 20 April 2020, to be issued by Hon Mr Utoni Nujoma, the Minister of Labour, Industrial Relations and Employment Creation (MLIREC). The proposed Labour Directive Relating to Covid-19, which is feared to be promulgated soon, will be the final nail in the coffin for many businesses that are on the edge of an abyss from where there is no return. Bärbel Kirchner, consulting general manager of the CIF says:” Every single employer is fighting for survival to ensure that they have something to return to beyond the lock-down period and the aftermath of Covid-19. They are at their wits end to ensure that relationships with employees can be maintained and that jobs can continue to be secured, where possible, once businesses start operating again and have sufficient demand to be able to operate optimally”. “The proposed Labour Directive Relating to Covid-19 and position of MLIREC is unlikely to generate positive industrial relations. Nor will it contribute to job security and employment creation. On the contrary, the proposed Labour Directive Relating to Covid-19 is so harsh and restrictive that any employer in the construction sector – and most likely in many other sectors as well – will throw in the towel and will capitulate. “Currently close to 70% of our employers are already operating at a loss. They have struggled to survive four terrible years of recession. We cannot see that without any Government assistance, explicit support or commitment from Government, also in view of managing the labour relations, that continuing the fight to secure survival, still remains a viable option.” The CIF rather proposes that flexibility in terms of applying some of the Labour Act's regulations be introduced so as to ensure that optimal employment can be secured, once businesses can become operational again. If however, the Labour Directive Relating to Covid-19 to be issued by MLIREC is to further restrict employers, to the extent that the proposed directive supersedes the stipulations of the Labour Act 2007 which effectively guides the relationship between the employer and the employee, then it can only lead to disastrous consequences, with many businesses in the construction sector filing for liquidation or closing down. The CIF believes that this cannot be the intention of what should have been a carefully deliberated and agreed directive. Contrary to media reports, the Labour Directive Relating to Covid-19 did not materialise on any so-called agreement between employer representatives and MLIREC. In fact, some employer representatives were only informed of the Directive and had not chance to give input to that document although they have repeatedly shared information about the precarious state of their industries as well as measures that could lead to optimal levels of employment with the minister and senior offi-
cials at MLIREC. Considering the content of the directive, the CIF feels and wonders whether it reflects an authority that might be out of touch with reality, if not in contradiction
to its own mandate. In contradiction with the Labour Act (section 34), the Labour Directive Relating to Covid-19 (Section 2 & 3) now limits the employer's scope to
retrench an employee. However, the employer has the right to dismiss an employee within the confines of the Labour Act 2007. The same Act does not make any pro-
vision for any restrictions of the employer due to an emergency situation. Similarly, an employer has the right to request employees to take annual leave in terms of the Labour Act 2007 (section 24) and can negotiate unpaid leave or taking “unaccrued” paid leave, in order to avoid retrenchment. Again, Labour
Directive Relating to Covid19 (section 2) is in contradiction to the Labour Act. An employer should also be in the position to negotiate unpaid leave or salary reductions during the lockdown period in an attempt to save jobs. In summary, the employer must be in the position to negotiate a change of employ-
ment conditions with employees; that is before, during or after the lock-down period, as the organisational need might arise. If an employer finds it necessary to dismiss an employee due to the discontinuance or reduction of business, then this should be possible within the confines of Section 34 of the Labour Act.

World sporting events red carded by coronavirus The COVID-19 pan-demic has upended all areas of life - and sports is no exception. Social distan-cing measures, brought in to limit the spread of coro-navirus, have had a significant effect on sporting fixtures and every aspect of sport has been affected, from the athletes themselves to media coverage. Both players and fans alike have been deprived after the pandemic caused the shutdown of global sport. As the coronavirus spreads globally, it has caused a major impact on the sports world.
