Swakop railway station still under construction - yet used by the public Swakopmund residents and visitors are becoming increasingly frustrated to use the station building in Swakopmund which is still under construction but already open for use by rail travelers. The building complex does not even have a roof yet (see picture on the right), has uncomplete ablution facilities and people feel unsafe, as the building is not guarded and rail travelers fear they might become the target of criminals whilst waiting at the station or disembarking waiting for people to come and pick them up. So dire is the situation becoming now that many opt to disembark at Walvis Bay and then use the services of a taxi or shuttle to Swakopmund. The latest person to complain is resident Simon Beukes who recently took his grandmother to the railway station, but discovered there are no security guards on duty to keep waiting passengers safe. There is also no running water at the station and no ablution facilities, claims Beukes. His grandmother is a regular railway passenger and was
underway from Swakopmund to Keetmanshoop. As a regular rail traveler it is important for her that stations are safe for passengers and that basic amenities such as clean toilets and tap water are present. “I was shocked by what I found when I took my grandmother to the station. It is unsafe, especially if you are alone. Older people are defenseless and can easily become targets of criminals if the stations are not properly guarded”, explained Beukes. Adding, people are left no other option than seeking safety in numbers by waiting with the passengers at the station until they can embark a train. What was also outrageous to Beukes is the fact that in the absence of functioning ablution facilities, people relieve themselves wherever they please (see picture top right). That creates a stench and is not only unhygienic and a breeding area for flies, but also an embarrassment to Nami-
bia as a country. Some of the toilets not functioning are even used by others as dustbins. A second resident who was at the station over the weekend, said passengers are now considering rather disembarking in Walvis Bay and catch a taxi to Swakopmund. That is out of fear for their safety and the sheer unpleasantness of the station at Swakopmund. “If you didn’t make arrangements for someone to pick you up at the station right after you disembark, I can say your life is in danger. Anything can happen to you or your belongings. It really is a terrible situation, very disappointing and very disgusting for a town which has so many tourists. Imagine if a tourist decides to take the train to Swakopmund and found this? Do you think that they would want to come back?”, he stressed. The railway station was moved to pave Continues on page 2

Aerial picture of Ruacana Hydro-electrical scheme The Electricity Control Board (ECB) of Namibia approved a 5 % bulk electricity tariff for NamPower for the 2018/2019 period. The increase becomes effective on 1 July. The bulk tariff is applicable to bulk customers of NamPower which includes bulk users like the mines and also regional electricity distributors. It is expected that regional electricity distributor Erongo Red will also increase its retail power tariffs to consumers once the 5 % bulk increase comes into force on 1 July. In a statement this week the ECB said NamPower requested a bulk tariff hike of 6,56 % but that only 5 % was approved. The ECB says the 5 % increase is sufficient for NamPower to cover its cost of bulk electricity supply to Namibia.

The B2 claims another Sharlien Tjambari life On Saturday, 21 April around 04:00 in the morning, Theodor Kapona (31) the driver of a Toyota Pick-up, lost control of his vehicle which had another two occupants inside. The vehicle was travelling on the B2 road from Swakopmund towards Arandis, when at about 25 km away from Swakopmund, the driver lost control over the car and it overturned. Whilst overturned on the driver's side, it slid for about twenty to twenty five meters before it came to a standstill. All three men were still inside the car when it came to a standstill. The driver was taken to Swakopmund state hospital for medical intervention, but unfortunately he later succumbed due to the seriousness of his injuries. The two passengers: Petrus Kapona (39) and Josua Mwaningine (26) both sustained minor injuries. The next of kin of the deceased was informed. Investigation continues. The incident was confirmed by the Erongo region's crime investigation coordinator Deputy Commissioner Erastus Iikuyu.
Bats have taken flight in popular culture for centuries, painting an often unflattering and negative portrait, clouding the richly diverse roles and adaptations of bats in their natural environs. Bat biologist and master's student Angela Curtis, who is heading the Namib Desert Bat Project at the Gobabeb Research and Training Centre in southern Namibia, believes that more should be done, not only to improve knowledge of the species, but to highlight the bats' unique nature and facets. “Most people know very little about bats and have a very negative perception of them, from growing up with various myths and legends,” she said. When she chanced upon the opportunity to study bats, she “discovered what amazing and fascinating creatures they are, and that we know so little about them. There is a whole world out there that most of us are oblivious to.” The Nedbank GGF, recognising the importance of bat research, extended funding to the bat project last year, intent to support local research, which is helping answer global questions about the creatures of the night. Although twenty percent of all mammal species are bats, and their ecological services crucial, “their conservation is often overlooked because they are nocturnal and difficult to study,” Curtis explained. Part of the research funded by the GGF, on the impact of introducing artificial light on the activity of bats there, could have “far reaching implications for conservation”, she said. REMARKABLE SPECIES Most people only think bats as being one generic species. Yet there are more than 120 species in Southern Africa alone, with new species being added to the list frequently, Curtis said.
In Namibia little is known about local species, despite the fact that the Namib Desert, and other parts of the country, are “surprisingly rich” in bat species. Ten species of bats are known to occur in the Namib, but as many as 24 species could potentially roam the area. Bats are mammals of the order Chiroptera, and with their forelimbs adapted as wings, are the only mammals naturally capable of true and sustained flight. Scientists have discovered that bats are more manoeuvrable than birds, They are superb caretakers of their young, as most are slow breeders, producing only one offspring per year. In Namibia, bats have acquired a range of remarkable adaptations to the difficult environment, including dropping their body temperature by more than 10 degrees Celsius to slow down metabolic rates in order to conserve water and energy. The Robert's flat-headed bat, which Curtis studies, has been shown to survive on water obtained from insects in its diet alone, when necessary. Some bats live as long as 41 years, an unusual feat for such small animals, which has led to research on what factors are involved and “whether these can be applied to extend human longevity,” Curtis explained. Still, more research is urgently needed. MIND THE GAP GGF'S funding has allowed Curtis to purchase two ultrasonic bat recorders and specialised bat echolocation call analysis software, vital to her bat studies. She said the funding “increased my ability to carry out the work exponentially. I would not have been able to complete the project without the funding.” Her research could potentially unveil important applications for bat conservation in the Namib. Bats have evolved many adaptations, allowing them to fill diverse ecological niches. “They have significant economic value over and above their fascinating biodiversity and life histories,” Curtis pointed out. Most bat species are insectivorous and have been shown to play a major role in the control of insect crop and grazing pests. Other ecosystem services provided by bats are seed dispersal, pollination and supplying guano for fertilizer. HIGH RISK Yet environmental challenges are mounting, and bats, like most wild species, face multiple threats. “Loss of habitat, pesticides and the bush meat trade are currently the biggest threats to bat populations worldwide,” she cautioned. Some bat species are already classified as endangered or threatened.
Garnering support for research remains tricky however. “The cute or the large and iconic species tend to get a lot of funding and are often top of mind when the public think of conservation. But the smaller animals can play and equally large role in the environment,” Curtis said. Nevertheless, the GGF recognized the importance for more research. Angus Middleton of the Namibia Nature Foundation (NNF), Nedbank's technical support partner and administrator of the GGF, said bats have been proven to be “very important bio-indicators”, whose presence or absence can be used to understand the environmental state of areas. Research has further shown that bats are important in the design and assessment of renewable energy facilities, particularly wind energy. “So this project will eventually allow us to get a better insight into the distribution and diversity of bat species in Namibia and from that we should be able to improve our environmental scoping and planning.”

Fishing quotas in Namibia will go to stakeholders who add more value to raw fish, those creating the most jobs per ton of fish and those paying more taxes, levies and fees. In addition, stakeholders who procure more locally, increase their shareholding held by Namibians and in particular shareholding to women, workers, the disabled, the youth and people from economically disadvantaged communities will benefit more from fishing rights and quotas than those in the business of fishing for own profits only. These remarks by the Minister was from his prepared keynote address that was delivered on his behalf on Friday at the occasion in Walvis Bay where Erongo Marine Enterprises made the first dividend payout to 150 of its workers who belong to the Erongo Marine Harambee Workers Trust. His keynote address was delivered on his behalf by the Permanent Secretary of the Ministry of Fisheries and Marine Resources, Dr Moses Maurihungirire. All the workers are trustees in the Harambee Trust which now makes them part-owners of Erongo Marine Enterprises through the Trust’s shareholding in Arechanab Fishing and Development Company and workers [as trustees] now also has a say in management issues. Minister Esau praised Erongo Marine Enterprises for its initiative with the Trust. He viewed that as a
continuation of the Company’s commitment as a stakeholder in Namibia’s fishing industry. The Company is a trailblazer in value adding of horse mackerel through the popular Efuta canned maasbanker brand and also the Fish-4-Business which empowers and trains people in rural areas to become fish vendors. “The Erongo Marine Harambee Workers Trust by Erongo Marine Enterprises signifies a step in the right direction towards private sector supporting Government’s call for equitable wealth distribution and ownership of the country’s natural resources by its people”, explained Minister Esau. Adding it gives meaning and life to the concept of shared prosperity for all Namibians. The Minister explained equitable distribution of wealth helps accelerate economic growth and promotes economic development to the country at large. In the case of the Erongo Marine Harambee Trust workers in the fishing industry also became partowners in the fishing industry, a broad-based empowerment through ownership model the Minister said he hoped all business units in the fishing industry would adopt.

Erongo Marine sets the trend for broad-based ownership in the Namibian fishing industry Rudi Bowe
Erongo Marine Enterprises became a trend setter for the Namibian fishing industry on Friday when it made the first dividend pay-out to its workers belonging to the Harambee Workers Trust. A total of 150 workers were made trustees of the Harambee Workers Trust in November 2017. The trust owns 15 % shareholding in the Arechanab Fishing and Development Company (AFDC). AFDC is a horse mackerel quota holder and is partly owned by Erongo Marine Enterprises. The trust also owns a share in one of EME’s vessels, Desert Jewel. As trustees workers can now share in the wealth creation in the fishing industry and through the trust workers are also involved in the management decision making of EME. The Harambeen Trust made a pay-out of some N$6 million on Friday in which all workers/trustees share in equal portions. After the creation of the trust in 2017, EME adopted its socalled “empower, equip and transform” strategy. Through the Harambee Trust workers were empowered through broad-based shareholding in the business activities. The workers were equipped through a financial literacy capacity building program, to ensure the dividend pay-outs are used to make a positive impact on every worker’s life. As a result of the wealth created by the Trust, not only in the first pay-out but also similar dividend pay-outs in future, workers can transform their own lives by among others, using the dividend pay-outs to improve their lives, but also to take ownership of EME as responsible, accountable and hardworking employees.
Union praises EME’s pioneering model
The General Secretary of the Namibia Food and Allied Workers Union Jacob Penda said on Friday Erongo Marine Enterprises is the first fishing company to introduce broad-based workers equity. He further said, over the years Erongo Marine Enterprises committed itself to real empowerment of its workforce and said in this instance too, the company was the first in 2012 to pay workers a fish commission, shore leave overtime and night allowances. He urged other fishing companies to adopt this model to ensure workers in the fishing industry become owners in the fishing industry.

28 Walvis Bay school going girls pregnant in first four months of 2018 Alarming statistics on pregnancies among school girls in Government schools and partlysubsidized private schools in Walvis Bay were released recently during a joint parent meeting held in Kuisebmond at Walvis Bay. Statistics show that in 2017 a total of 39 schoolgirls in Walvis Bay fell pregnant. In the first four months of 2018 this figure already stands at 28. That is according to statistics made public at this meeting, which was held by the Erongo Regional Council, in conjunction with the Directorate of Education in Erongo. Some 300 people attended the meeting and agreed it is alarming to notice how many Walvis Bay school girls fall pregnant every year. With 2018 now entering the fifth month, the situation looks alarming and could be a repeat of 2009 when school pregnancies were at an all-time high. The drop-out rate from school as a result of pregnancies were also discussed and it was mentioned as an example that in 2009 alone a total of 1 465 girls left school after finding out they were expecting a child and had to bid farewell to life as a school learner. More efforts needed to harness energy from Erongo’s weather Rudi Bowe
The Erongo Region has an electricity shortage and therefore it is crucial that the publicand private sectors get together and face the challenge together. This was said on Friday by the Chairperson of the Erongo Regional Council, Clr. Hafeni Ndemula, who addressed a joint-gathering of the Namibia Manufacturers Association (NMA) and Price Waterhouse Coopers (PwC) at Walvis Bay. Clr Ndemula in his address said the three photovoltaic (solar) electricity plants at Arandis, Omaruru and Areva are fine examples of publicprivate partnerships to challenge electricity shortages. Coastal teams in Debmarine Quarters Blue Waters and Eleven Arrows edged their opponents in the Debmarine Namibia Cup's last 16 Rounds played on Saturday in Walvis Bay.

Young Warriors out of AFCON Qualifiers Submitted by media-officer The Young Warriors’ slow start cost them dearly as they bowed out of the 2019 CAF U/20 AFCON qualifications with a 1-1 against Botswana on Sunday afternoon at the Sam Nujoma stadium. Two weeks ago, Namibia went to Botswana and held their host to a goalless draw and on Sunday they had to win to progress to the second round of the youth qualifiers. Namibia Kickboxers to Botswana The Namibian Kickboxing Federation is invited to participate at the 1st African Continental Martial Arts Games from 25-29 April at the Botho University in Gaborone, Botswana.
The Namibian team received their National Colour and blessing from the Namibian National Sport Commission as the team will leave for Botswana tomorrow. The Namibian National team was selected and accepted according to our rules and
regulations. The event was held on 7 October 2017 at Desert Storm, Walvis Bay Namibia. The WMAGC anticipate between 10 and 15 Countries will take part in this prestigious International Competition, including Botswana, Namibia, Zimbabwe, Mozambique, South Africa and representatives from the United Kingdom. It was a game of two halves as the Vikings ran out eventual 29-25 winners (halftime 22-5) at the Jan Wilken Stadium in Walvis Bay in their First Division game against the Walvis Bay Rugby Club. Despite the Viking opening the scoring courtesy of a penalty by Kyle Wentzel, WBRC answered with an unconverted try by Scot McAlpine. It was the men from Walvis Bay who showed the tenacity. Viking lock Desmond Grobler went over for an unconverted try with the scrumhalf scored his try with just 8 minutes left in the half. Kyle converted the try. Just before half time Martin Barnard fought his way through the defence of WBRC and scored his try with Kyle Wentzel ad the extra two points with the conversion, the lead was suddenly 22-5 going into the break. The shrill blast from referees whistle must have been the rugby equivalent and his experiment as the WBRC proceeded to dominate proceedings. Zwandre Viviers scored the first try in the first five minutes of the second half to spark his team into action, Minutes later Wayne was success full with a penalty kick. Stuard McAlpine going over the
chalk shortly thereafter with Wayne converted the try to bring the score to 22-20. Pieter Lensing scored another try for the Vikings, with Kyle succeed with the conversion to take the score to 29-20 for the Vikings. With ten minutes to go Elnic Jantjies of WBRC was sent off with a red card after he made a high tackle. Despite playing with 14 men the Walvis team scored another try through replacement Jason McAlpine. Wayne misses the conversion that brings the final score to 29-25 in the favour of Vikings. In the other first division game between Dolphins and ERA in Swakopmund saw the Swakopmunders scored nine tries with five conversions to won the game 55-0 The next games in the first division be on 28 April as Vikings will host Dolphins in Swakopmund and ERA will play against Walvis Bay.
