inside Namibia moves to “next normal” Diaz in fight against the Coronavirus circle Namibia’s Head of State Dr Hage Geingob brought the good news to the nation on Wednesday that some public restrictions will no more apply in the fight against the Coronavirus (Covid-19). Perhaps the most welcomed news is that the number of people allowed in public gatherings is now 200 (up from 50 people), that quarantine requirements are less strict and that passenger numbers in vehicles can return to normal. The President made the announcement Wednesday during a televised address from State House. The announcement was augmented with a public statement directly afterwards by the Minister of Health and Social Services, Dr Kalumbi Shangula. From the outset both Dr Geingob and Dr. Shangula urged Namibians not to have illusions be distracted by the fact that the country’s Covid-19 cases have dropped significantly, and that deaths also dropped. Namibians are urged to continue to practise hygiene, wear masks and maintain social distancing to prevent a resurgence of Covid19 cases. Quarantine measures: *All travelers (tourists, business travelers, Namibians and Namibian permit holders) are allowed to enter Namibia and proceed to their final destinations if they can show a negative PCR test result that is not older than 72hours. The mandatory re-test after five days has been scrapped.
*All travelers arriving in Namibia with a negative PCR test result older than 72-hours but not older than seven days will also be permitted to enter Namibia but must then undergo supervised quarantine period of seven days either at home or a tourism facility. If the home- or tourism facility’s quarantine facilities are not up to the standard required, the person will be taken to a Government quarantine facility at own cost. *Namibians who enter the country without any test results or test positive will have to be tested, quarantined and/or isolated. *Non-Namibians with no test results will be denied entry. to aircraft and marine vessel crews, humanitarian aid workers, essential services providers, as well as operators and drivers of crossborder transport vehicles arriving in Namibia without the required test. Passengers in vehicles: *Restrictions on passenger numbers on public transport, private vehicles and tourism vehicles were also lifted. Vehicle occupancy can revert to the number of passengers legally allowed on such transport vehicles. Despite the passenger numbers returning to normal, operators of such vehicles will still be required to enforce the basic hygiene protocols to combat the spread of the Coronavirus.

A wooden boat that sank on its mooring off the Walvis Bay Yacht a week ago took with her a rich history. The vessel, named Lilly, belonged to one of the most colourful personalities in the local marine tourism industry, the late Hans-Jörg Möller. Möller was murdered in 2016 by a gang of armed robbers. His widow, Mrs Carol-Anne Möller is determined Lilly must be refloated and must continue to serve a useful purpose. Read more on page 3.

Diaz circle takes another truck The Diaz traffic roundabout at the entrance to Walvis Bay remains a dangerous spot for trucks. This truck, carrying a consignment of breakbulk charcoal, overturned on the roundabout as it entered Walvis Bay yesterday morning. Early morning traffic was obstructed, but traffic officers managed to maintain traffic flows as the recovery of the truck began. Workers first had to clear the cargo from the truck. That included cleaning the road surface. Two cranes performed the work to clear the truck's trailer and semi-trailer and by twin-lift lifted the mechanical horse upright again. The recovery operations took three hours, between 09:00 and noon. On the pictures: the truck belongs to Boshoff Transport of Okahandja. The truck loaded a consignment of charcoal at Swakopmund. The consignment had to be delivered in the port of Walvis Bay for export.

The Namib Times also contacted BC Stone which confirmed indeed the union had a case of mistaken identity. The allegations the union made is now causing both Mr. Theron and the Joint Walvis Bay Residents Association an unfounded embarrassment. The Joint Walvis Bay Residents Association is a non-political organisation that strives to return responsible and accountable governance to the Walvis Bay municipality. It also strives for an inclusive approach where the development and the upliftment of every Walvis Bay resident gets equal priority. The JWRA is also striving for a clean town, safe from crime, proper public infrastructure and proper service delivery to every citizen.

Lilly will be refloated and will serve a proper purpose An effort is to follow soon to raise Lilly, a vintage wooden boat that sank off the yacht club in Walvis Bay a week ago. The vessel belonged to the late Hans-Jörg Möller (Captain Hans), the well-known tourism businessman that was killed in an armed robbery at his home in Walvis Bay in June 2016. The sinking of Lilly last Friday, 15 October 2020, is shrouded in sad irony, explains his widow, Mrs. Carol-Anne Möller. Her late husband purchased the vessel at Lüderitz on 15 October 2010 as a birthday present to himself. To the day ten years later [on Möller's birth date], the vessel sunk. Lilly was damaged in the Lüderitz harbour more than a decade ago and was subsequently scrapped. Möller was a keen historian, collector of vintage vehicles and historical arts and artefacts. He spotted the vessel and decided to purchase her and restore her to her former glory. Lilly was towed to Walvis Bay in 2014 and moored off the yacht club at the position where she sunk last Friday. It was through Möller's research that it was determined Lilly was constructed in Norway in 1942, as a coast guard vessel for Adolf Hitler's German navy. Germany deliberately constructed these vessels to look like fishing vessels, to confuse and ambush Allied ships. After World War II, between 1946 and 1947, she was indeed converted into a fishing vessel. She sailed under two known names: Captain Nero and Pollux. The vessel was later used for fishing in the United States but was returned to Germany in 1955. That was after an order by the then US President, Harry Truman, that German assets needed to be returned to post-war Germany. The vessel was again used as fishing boat working off Lübeck and Travenmünde in Northern Germany. After several owners, the vessel was converted into a luxury cruiser. Among her new owners was the cosmetic company, Lilly. Subsequently she was named Lilly. A German couple bought Lilly and sailed to Lüderitz. Lüderitz became her last home port before she was damaged and scrapped. “It is a sad incident. My husband was very excited to restore Lilly”, Mrs. Möller told Namib Times. Mrs. Möller is determined Lilly will be re-floated and she will continue to have a useful life either in the water or out of the water. The Möller family's lives were shattered on the night of 17 June 2016. A gang of armed robbers invaded their home in Walvis Bay's Paul Vincent street. The robbers pounced on the Möller family with utmost violence, lasting more than two hours. Mr. Möller, who fought the gang with his bare hands, was shot in the upper body during the ordeal. He laid on the floor bleeding, listening as the robbers mercilessly assaulted his wife, looking for cash they thought was stashed in the house. The gang mistakenly believed there was millions stashed in the house, as shortly before Mr. Möller sold his business, Sunsail Catamarans. The couple's children were in a room only meters away from where their parents were attacked. Gang members threatened to shoot them should they
make a noise. After the robbers fled, Möller was admitted to hospital in a serious condition. He succumbed a day later on 18 June 2016. The gang of robbers was soon arrested and is currently on trial for murder, attempted murder, and a string of other charges relating to this horror incident. Mrs. Möller remains determined those who attacked them has to be brought to the book. She faces her husband's alleged murderer and the other assailants in court for several years now since the murder.

To appeal or not to appeal
VAT is a comprehensive self-assessment tax with Inland Revenue's role set as the inspector rather than assessor. This compels businesses to understand the requirements of the VAT Act and to maintain diligent administration of their accounting records at all times. The VAT Act provides the necessary rules businesses (i.e. taxpayers) must follow to ensure that VAT calculations submitted are accurate. In addition to this, the Act also provides the Commissioner of Inland Revenue with guidance he/she can use to make certain decisions. Such decisions may include a taxpayer's application for voluntary VAT registration, the cancellation of a taxpayer's VAT registration, the allocation of tax periods, the allowing of input tax claims, value of imports, etc. Certain decisions the Commissioner makes are “appealable” in terms of the Act. The term “appealable decision” is defined in the
VAT Act and refers to any decision under the listed sections of the Act, or any assessment made by the Commissioner under the VAT Act. Where in disagreement with an assessment or decision, the Act affords the taxpayer the opportunity to object or appeal. However, in order to successfully lodge an objection or appeal, strict guidelines must be adhered to. Objections: Section 27 of the VAT Act states that any taxpayer who disagrees with an appealable decision may lodge an objection to the Commissioner. The objection must: (1) be submitted to the Commissioner within 90 days after the date of the assessment or decision notification;
(2) be in writing; and (3) specify the detail of the grounds on which it is made. The Commissioner is required to consider the objection, after which he/she can then either allow the objection (in whole or in part), or disallow it. Appeals: Where the taxpayer is still not satisfied with the Commissioner's objection decision, section 28 of the VAT Act allows the taxpayer to appeal to the Special court. The appeal must be: (a) made in writing; and (b) submitted within 60 days after the taxpayer was notified of the objection decision. It is important to remember, however, that the person appealing is limited to the grounds

Dominant JCCA makeS it a triple treat Rudi Bowe
The Junior Coastal Cricket Academy (JCCA) again proved themselves the masters of pressure as they beat Outjo Northern Leopards (ONL) with 9 wickets in the Cricket Namibia 1st Division 2019/2020 40 over Coastal League final last Saturday in Outjo. JCCA won the 40 over Coastal League for the third year in a row and the youngsters from the harbour town also won the Coastal T20 league earlier this season, for the fourth year in a row. They are also the Regional T20 over champions for the past two years as well as the Regional 40 over champions for the 2018/2019 season. Due to the Covid-19 pandemic the 2019/2020 Regional 40 over championships was not played. Outjo Northern Leopards won the toss and went in to bat first and set a target of 121 runs for the loss of 10 wickets in their allowed bowling innings with Robert Herridge the top scorer with a total of 35 runs from 29 balls. JCCA got the needed runs of 125 with William Lottering hit 64 runs from 31 balls not out and Marco Malan 54 runs from 27 balls. The top wicket takers for JCCA were Dian Neethling and Ettienne Beukes with four and three wickets respectively. The Junior Coastal Cricket Academy after winning the Namibian 1st Division 2019/2020 40 over JCCA beat Sparta 1 with 6 wickets and Outjo Northern Leopards Coastal League beat Sparta 2 with a massif 308 runs in the Coastal Division 40 over coastal league semi-finals to book their places in the final. SKAI Black Belt Grading
Shotokan Karate Academy International (SHAI) held an illustrious ceremony on 16 October 2020 at the Plaza hotel in Swakopmund.
VACANCIES
The illustrious ceremony honoured the SKAI black belt students that were successful at their gradings held on 6 July 2019 (for attempting to obtain 1st degree black belt) and the senior dan gradings held for all students Shodan (1st degree black belt) and higher grades on 30 November 2019. Chief Instructor Sensei Willem Burger said that the Karateka tested for Shodan had a minimum of five-year experience, with some of them having as much as nine years training, in karate. The syllabus which they had to comply with is very stringent, resulting in all of them training and preparing since the beginning of 2019 for the grading. Sensei Burger said “Before an attempt could be made to grade, all karateka's attempting to grade had to pass a theoretical test on karate related matters, and undergo a “gruel-
ling” pre-grading, where their level of skills displayed on all technical aspects were finely scrutinized by four senior instructors.” “To be successful, karateka's had to demonstrate that they have the required skills, values and character traits required for the Shodan rank (1st degree Black Belt)” Sensei Burger said. The grading panel, consisting of the four highest graded Shotokan Karate Academy International karateka's, were very impressed with the standard displayed by the karateka's. Sensei Burger reminded the candidates that as black belts, they now also fulfil the role of the modern-day Samurai. The word Samurai originally meant “one who serves”. Sensei Burger explained that wearing a black belt does not mean you are invincible, it means you
never give up, you are prepared to work past pain and disappointment and do not cave in to your doubts and above all you are prepared to face your fears. Sensei Burgersaid “SKAI is extremely proud of the achievement of the following karateka and gladly welcome these warriors to the Shotokan Black Belt scroll of honour.” The following karateka's was successful in their gradings:
