In both incidents the alleged perpetrators were arrested and made first appearances in the Swakopmund magistrate's court yesterday (Monday 21 May) on charges relating to rape. In another incident, the body of a baby boy was found wrapped in a black plastic bag dumped in a rubbish bin at the Walvis Bay state hospital. In the first incident on Friday 28-years old Nicklaus Kahengava was requested by a friend in Windhoek to bring his grandchild to Swakopmund.

The branch of Metro was obliterated by a fire last month, but due to a forensic investigation the premises was only now cleared for clean-up. Tons of tinned food and other perishables remain and is rotting, causing the stench, flies and maggots. Although many of the business owners took the matter up with the municipality of Swakopmund, there is also not much Metro could do about the situation. At least until now. The Walvis Bay municipality yesterday called upon all road users to be patient, as massive repair works will soon be undertaken to repair water damage to streets and other public infrastructure. The coastal town, as all the other Namibian coastal towns, was taken by surprise by heavy rains on Thursday and Friday. In a statement the municipality says: “as Walvis Bay and other coastal towns were caught by surprise by the recent rainfall, the large volumes of water have caused some damage to the road network, including sidewalks, while temporary problems with the sewage network have also been experienced. Some residents and business owners have also suffered some damage with regards to their properties or rental units. The Municipality wishes to reassure all residents and road users that the necessary repairs are currently underway. Road users especially are cautioned to be mindful of the potholes in some roads, some of which may still be covered by water. Residents are also requested to exercise some patience while the repairs are being conducted. some roads may take longer to repair than others. The reason is that roads should be as dry as possible before repairs are done. It also goes without saying that drivers should be alert at all times as there will be a higher than usual number of workers on the roads. The Municipality wishes to apologise for any inconvenience while the repair work and other maintenance projects are underway.”

According to Davis, clean-up was further delayed by the succession of public holidays. According to Davis, the last clearance documents were received on Friday. He was hopeful the clean-up operations would start this week. The presence of asbestos on the fire scene also complicated matters. The building had an asbestos roof. Business owners in the area is expected to take the news with a big sigh of relief, as for many weeks their business operations were severely taxed by the foul smell and the flies. Many were also frustrated, as they complained with the municipality of Swakopmund, but nothing seems to have been done. “Even an explanation why the clean-up could not be conducted immediately would also have been fine”, explained one business owner.

In the second incident, a man by the name of Wencher Haraeb was arrested in Swakopmund for the rape of a ten year old girl last month. The incident allegedly happened in the Democratic Resettlement Community (DRC). The girl was playing outside among the shacks. Haraeb lured her closer to his shack and took the opportunity to pull her into his home where after he allegedly blindfolded the girl and raped her. Meanwhile a horrified security guard at Walvis Bay State Hospital discovered a black plastic rubbish bag dumped inside a dustbin in one of the hospital's toilets. When the security officer investigated the bag further, he shockingly found a lifeless body of a baby boy wrapped with the black bag. It is unknown if the suspect gave birth in the toilet of the hospital, or if the baby was born outside the hospital and she dumped the baby unnoticed in the toilet afterwards. The suspect is still unknown and the investigation continues. Man stabbed in chest by Eileen van der Schyff his uncle Two arrested for cable theft On Friday, 18 May, at around 17:00, twenty-six-year-old Silvanus Uirab was stabbed in the chest by his own uncle and died almost immediately, where after his uncle fled the scene. The suspect, thirty year old Gabriel Uirab, fled from the scene after he allegedly stabbed his nephew in the chest, after the two had a heated argument at their place of residence in the Tomib post 3 Settlement, Tubusis area. It is not yet clear what the two were arguing about. It was reported that Uirab was later found and arrested and the murder weapon was found. The suspect will appear in Usakos Magistrate court on Monday. The next of kin was informed.

Two men were arrested for theft and malicious damages to properties last week. Reinhard Kahuure (23) and Ronaldo Kahuure (20) were arrested after they cut off and stole three Telecom poles and maliciously cut the optic fibre cable into pieces on the Omajete/Khorixas Telecom fibre route in Ozandati area, between Wednesday 16 May and Thursday 17 May. According to Erongo Crimes Investigations Coordinator Eratus Iikuyu the damages have a combined value of N$52, 982,12. All three poles were recovered, and the suspects appeared at the Omaruru Magistrate Court yesterday.

Coastal towns recover from heavy rain storms In the central west coast towns it was operation clean up, dry up and clear up since Saturday, after heavy rains late on Thursday and throughout Saturday. Damage to homes and public infrastructure were reported and in at least one incident an accident occurred on the Henties Bay road, after the driver lost control of his vehicle on the slippery road causing it to veer off the road and overturn. The rains were caused after a weather system moved in over the ocean from the northwest, crossing over Namibia in a southeasterly direction. Although all the coastal towns from Henties Bay to Oranjemund received heavy downpours which caused more pain than joy, due to water damages and muddy
streets, there was also joy. The South received much welcomed downpours, including in the arid areas east of LĂźderitz inhabited by the iconic wild horses of the Namib. The southeastern part of the country, the Kalahari, also welcomed the rain, as the rainy season overall for Southern Namibia remains below average.

Seven arrested for stock theft Melba Kaure
Three suspects were arrested last week Thursday for allegedly stealing six donkeys valued at N$8 000 in Okaumbaha village in the Omajete area. The suspects Raymond Keib, Siegried Namaseb and Simeon Rukira aged between 18 and 47 stole the donkeys from a field belonging to Alfons Kapazu between Wednesday and Thursday last week. Five donkeys were recovered alive, while one was slaughtered, and the carcass was recovered at Okombahe Resettlement. The suspects appeared at the Omaruru Magistrate Court yesterday. In a separate incident, four suspects were arrested for stealing one donkey valued at N$1 500 from a grazing area at the farm! Horo/Aus in Uis. According to Erongo Crimes Investigations Coordinator Eratus Iikuyu, the suspects Alex Gawaseb, Hendri Goseb, Joan Goseb and Romario Xaweb, aged between 17 and 29, sold the donkey at Okombahe reserve without the owner's consent. The whole carcass was recovered. The suspects appeared at the Omaruru Magistrate Court yesterday.

Six people died in a horrific motor vehicle accident on the road between Arandis and Usakos late Sunday afternoon when the rear left tire of the silver Toyota seven seater they were travelling in, burst. The driver, two boys aged around 8 and 9 and two girls aged six months and thirteen years, passed away at the scene of the accident, whilst an unidentified woman passed away due to the severity of her injuries at the Swakopmund State Hospital, according to Deputy Commissioner Erastus Likuyu, the Erongo Regional Crime Investigations Coordinator of the Namibian Police. It is alleged that about twenty kilometres to Arandis, the left tire of the seven seater, with ten occupants inside, burst, resulting in the forty one year old driver, Mr. Fillemon Sakaria, losing control over the vehicle, which then left the road and overturned. Deputy Commissioner Likuyu said that two more passengers sustain in critical condition and two more sustained less serious injuries. The names of the deceased children and adults are not yet public, as the police still has to notify the next of kin. Furthermore, Deputy Commissioner Likuyu identified three of the injured as Patricia Garoes, Esther Shoikuti and Juliana Boois. The fourth injured man must still be identified.

Cargo ship to discharge two giant transformers destined for Ruacana
The cargo ship Marmolokai is expected alongside in Walvis Bay this week to discharge two massive transformers which are destined for Nampower’s bulk electricity supply station at Ruacana. The transformers and accessories will be transported by abnormal cargo convoy from Walvis Bay via Omaruru and Outjo to Kamanjab and from there to Ruacana, a source explains. Each of the transformer and accessories would require three abnormal truck loads.

Namibia Marine Phosphate celebrates court victory Successful appeal could now lay the table for marine phosphate mining. Namibia Marine Phosphate (Pty) Ltd regards the matter as concluded and welcomes the opportunity to resume working with the Namibian Government to establish a marine phosphate mining industry for Namibia. That is the message after the Company won an appeal in the High Court of Namibia earlier this month that the Minister of Environment and Tourism erred in withdrawing an environmental clearance certificate issued by the Environmental Commissioner in September 2015 for marine phosphate mining to go ahead. In a statement Namibia Marine Phosphate's Executive Management says: “The Company advises that on Friday, May 11, the High Court of Namibia ruled that the Minister's decision to withdraw the Environmental Clearance Certificate issued to the Company by the Environmental Commissioner on 5 September 2016, is no decision at all and must be set aside. The Company thus succeeded in its appeal. Details of the judgement will be provided on the Company Website in due course. With this matter concluded, the Company now welcomes the opportunity to resume working constructively with the Namibian Government in order to take the project forward and to resolve any residual stakeholder concerns or misinformation regarding the project development, within the framework of the Namibian legislation and the conditions of the Environmental Clearance Certificate. To date some N$780m has been invested in the project to support exploration as well as technical, economic and environmental studies. Further development of the project will require an estimated capital investment of N$5.2 billion and is projected to yield Government revenues of

approximately N$728m per year in tax and royalty payments (N$14.95 billion over ML tenure of 20 yrs.). German assistance in the preservation of Namibia's cultural heritage Christian Matthias Schlaga, Ambassador of the Federal Republic of Germany to the Republic of Namibia writes: 21 May is World Day for Cultural Diversity for Dialogue and Development. In 2001, UNESCO adopted the Universal Declaration on Cultural Diversity and in December 2002, the UN General Assembly, in its resolution 57/249, declared May 21 to be the World Day for Cultural Diversity for Dialogue and Development. The day provides us with an opportunity to deepen our understanding of the values of cultural diversity and to advance the four goals of the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions adopted on 20 October 2005. This year, we will also celebrate the European Year of Cultural Heritage and the 100th anniversary of the “discovery” of the “White Lady” and other rock paintings at the Brandberg by a German expedition. All these together represent a good occasion to reflect on cultural heritage in Namibia and German-Namibian cooperation in its preservation. Since before independence, Germany has committed more than 1 million euros to the preservation of Namibia's cultural heritage. More than 130 000 archives of the Christian mission on micro-film, the documentation and publication of Ndonga literature, Ovambo music and oral history, the restoration of the church in Bethanien and the Christuskirche in Windhoek, the renovation of the National Library and the Namibia Scientific Society building, of the Officer's House in Warmbad, and “Stolen Moments”, the digitization of black music from the Apartheid era. This year, Germany intends to finance emergency preservation measures at the Alte Feste to the tune of 25 000 euro or almost N$400 000. This shows that Germany has assisted Namibia in the preservation of its cultural heritage in all its diversity and thus this diversity itself. It is important to know your history and cultural heritage so it cannot be abused by demagogues or extremists for their political, ideological or personal purposes. Hence Germany is looking forward to continuing and deepening its cooperation with its Namibian partners in this important area of our bilateral relations and I would like to encourage all stakeholders to submit applications for new projects. I would also like to thank our long-time partners in these endeavours, the Ministry of Education, Arts and Culture, the National Heritage Council, the National Library and Archive, the National Museum, the Museums Association of Namibia, the Council for German Culture in Namibia (Deutscher Kultur rat DKR) and many others.

Loco ploughs into rail buffer head

A locomotive of TransNamib had a close brush with misfortune on Friday morning when it ploughed into the rail buffer stop next to 5th Road in Walvis Bay. The locomotive’s weight damaged the buffer stop and it needed repairs over the weekend. It was clear at the scene, that if the locomotive had a higher speed it would have obliterated the buffer stop and the locomotive would have crashed through the perimeter fence right into 5th Road.
