Walvis Bay and Lüderitz to become global passenger liner storage areas To stay at anchorage in Namibian water to wait for Covid-19 storm to pass As the global Covid-19 lockdown continues to ravage the world economy, an unexpected economic windfall is coming Walvis Bay and Lüderitz’s way. Passenger ships, out of work as a result of the global tourism crash, will be brought to Walvis Bay and Lüderitz to be kept at anchorage waiting for economic recovery. In the months the vessels will stay at anchorage, the local economy is set to benefit in various ways. Firstly, the Namibia Ports authority will be charging anchorage fees, the passenger liners will have to be provided with necessities for the skeleton crews aboard, crew changes will have to be conducted regularly and local marine engineering service providers would be available to provide repair and maintenance services. Walvis Bay is not new to this kind of business. In the early part of the 1970’s, the global oil tanker industry also used Walvis Bay to keep oil tanker ships at anchorage in the wake of the global Arab oil embargo. The oil embargo resulted in a severe supply shortage of oil and petroleum to the West between late 1973 and 1974. That spurred fuel rationing in most Western countries including South Africa and then South West Africa and for the West to rethink energy strategies to move away from dependence on oil supplies from Arab nations. Walvis Bay over decades since re-integration became the preferred hub for the oil industry to keep oil rigs and other oil industry vessels at anchorage awaiting the return of favourable market conditions. The global passenger liner industry is now set to follow this example and comes as a much needed income generating opportunity for Walvis Bay amidst the global Covid-19 pandemic which severely affects economies at every level. Namport’s statement in this regards reads “Namport accomodates the call for anchoprage facilities of cruise passenger liners at the Namibian ports. Following the outbreak of the COVID-19 in December 2019 and the subsequent declaration by the World Health Organisation of the virus as a global pandemic, countries across the whole world have introduced various restrictions in an effort to combat the spread of the COVID-19. The travel restrictions have invariably unfortunatly impacted upon, inter alia, the cruise tourism industry as tourists have ceased to travel. Consequently, multitudes of cruise liner ships which are used to ferry tourists across destinations around the world are now idling and seeking parking space. Continues on page 2

Air Namibia signed an agreement with its employees, the Namibia Transport and Allied Workers Union (NATAU) and Namibia Airline Pilots Association (NAPA), to reduce wage expenses for the months of June, July and August. That is to ease the financial pressure on the airline as air travel collapsed since the Covid-19 responses kicked in since mid-March. In terms of these agreements no employee will earn leave days for the months of June, July and August; 3 accumulated leave days each for the months of June, July and August will be cancelled, no overtime will be applicable for these three months and all employees in acting positions will see a 5 % cut in their fringe benefits.

Whereas this is unfortunate, the turn of events however presents an opportunity to the Namibian Ports Authority (Namport) to provide berthing/parking space for the empty cruise ships off our ports at designated points of anchorage. Having conducted detailed reviews of procedures to be put in place in hosting the said ships, we have concluded that the nove would neither contradict nor contravene any of the existing measures iplemented nationally to prevent the spread of the COVID-19 suffice to say all existing COVID-19 mitigation. Measures by the Ministry of Health and Social Services and Namport will be strictly complied with when dealing with such passenger vessels at anchorage. The cruise liners will join offshore supply vessels and oil rigs which, as a result of the fall in oil prices, have also been recalled from the oil fields and are being safely stored at achorage at the port of Walvis Bay. We therefore kindly request and urge members of the public not to panic when they see these vessels at anchorage either and or off the ports of Lüderitz and Walvis Bay.”

Both women don't show any symptoms of the Coronavirus and their conditions are described as stable, according to a statement issued yesterday by the Minister of Health and Social Services, Dr Kalumbi Shangula. Namibia is currently in stage 2 of its Covid-19 national response, expecting to move to level 3 on 1 June. These measures include personal hygiene (regularly washing hands, prevent spreading germs when sneezing or coughing, maintaining social distancing, wearing of a mask in public places and avoiding at all costs public gatherings). At the same time businesses are urged to continue doing their part (ensuring safety of workers against Covid-19, screening people's temperatures upon entering premises, compulsory application of hand sanitizers before entering the premises, keeping record of every customer visiting the premises to be used in the event of contact tracing, not allowing people to enter premises without a face mask and the quarantine of high risk employees like for instance long distance truck drivers).

Namibia's Ministry of Labour, Industrial Relations and Employment Creation is busy investigating various complaints relating to alleged unfair dismissal, unfair labour practices, nonpayment of wages and forced un-paid leave in both the mining and quarrying sectors. These cases have been reported by workers in these sectors.

According to the Ministry of Labour's Head of Administration in Swakopmund, Emilia Ntoni, Erongo Region has recorded cases of 131 employees who were retrenched during the lock-down period in the mining and quarrying sector. The Region further recorded 98 labour complaints ranging from unfair dismissal, unfair labour practices, non-payment of wages and forced un-paid leave. A total of 40 cases were reported in Walvis Bay, 40 in Swakopmund and 13 at Omaruru. Ntoni explained: “The ministry is investigating some of these complaints while others are being referred to the Labour Commissioner for arbitration in terms of the Labour Act. Depending on individual merits, some cases, if found to be in violation of the lock-down regulations, may be referred to the police for criminal investigation and prosecution”.
Two more in court for alleged drug dealing The Namibian Police continues its winning streak against drugs in the Erongo Region. Vianny Victor Vries (32) and Tommy Gwen Vries (25) were arrested on Tuesday in Tira Street in Swakopmund's Mondesa for the alleged possession of 2 bags of cannabis valued at N$3 500. An intelligence driven police operation led to the arrests. The suspects will make first appearances before a magistrate in Swakopmund today.
Newborn found dead in pit latrine - baby dumping suspected A 23-year-old woman was arrested on Sunday on suspicions she is the mother who dumped her new-born in a pit latrine in Swakopmund's DRC informal settlement. The baby's mortal remains were discovered, wrapped in a plastic sheet and thrown into the pit latrine in an effort to conceal the child's birth. The question to be answered through an autopsy is whether the child was alive when it was dumped and whether this was a still-born child the mother dumped. A case of concealment of birth and defeating or obstructing the course of justice was opened at Mondesa police station. The incident is believed to have taken place between 00:05 and 08:00 on Sunday. The grim task of removing the remains of the baby from the pit latrine was for the Swakopmund Fire Brigade. A post-mortem and was taken to Walvis Bay police mortuary for postmortem examination. The 23-year-old mother was admitted at the Swakopmund state hospital under police guard and will only appear before a magistrate once discharged from medical care. It is believed she was eight months pregnant at the time of this incident.

NBL Global Marketing Manager, Rene Duffy: “It is with a heavy heart that NBL herewith announces the cancellation of the annual Windhoek Oktoberfest scheduled for 30 & 31 October 2020.This difficult decision was necessitated by the current uncertainty the world faces, and the fact that under these circumstances, it is impossible to, with confidence, meticulously plan an event of this magnitude. As you know, we take great pride in the Oktoberfest and

Namibia Wildlife Resorts' (NWR) Torra Bay campsite, which was set to open from 16 to 24 May 2020, could not open due to some unforeseen circumstances. Dr Matthias Ngwangwama, NWR Acting Managing Director apologised to those who made travel arrangements and bookings to stay at Torra Bay. He did not elaborate on the precise reason for the closure and urged clients who booked to get in contact with NWR's reservations department for alternative arrangements. That includes options for re-booking, also to other NWR resorts or refunds.

Whether you are a novice driver or a experienced 4x4 enthusiast, our experienced guides will train persons to tackle even the highest dunes with confidence. Our training day commences in the Kuiseb Delta, our exclusive concession area that only Sandwich Harbour 4x4 is allowed to operate. After a thorough theoretical briefing, we start traversing smaller and easy to navigate dunes. Along the way we will stop regularly to take in the magnificent scenic views or to try and spot some of the wildlife that roams the area. Animals that have developed ways to adapt to the desert include the black-backed jackal, springbok, oryx, brown hyena and ostrich. Here we also look for some of the area's smaller creatures, such as the fog-basking beetle, dancing spider ('white lady of the Namib'), golden mole, shovel-snouted lizard and palmato gecko. Upon reaching the Namib Naukluft Park, and after a short drive on the beach, we will tackle progressively higher dunes. If weather and tides allow, we will drive along the beach right to the Sandwich Harbour Lagoon, one of Southern Africa's richest and unique wetlands and the second RAMSAR site (Ramsar site no. 743) for the day. Sandwich Harbour boasts two distinct wetlands and associated mudflats. One is aquifer-fed and supports typical emergent vegetation, but is slowly disappearing due to natural causes. The second, under tidal influence, consists of mudflats and raised shingle bars. Wedged between the sea and the Namib Dunes, it is one of Namibia's most important coastal wetlands, supporting eight endangered species among the large numbers of wading birds. If our vehicles cannot drive all along the beach to get to Sandwich Harbour because of high tide, you will drive through dunes to get a chance to see the lagoon area from one of our many beautiful lookout spots. When it is time to enjoy something to eat, your guide simply finds a suitable place to stop and serves a light lunch consisting of a selection of oysters and snacks, salad, bread, and fresh fruit with sparkling wine, beers and cooldrinks. We usually do this on top of a high dune overlooking the Atlantic Ocean, in between the dunes or on the beach. A folding table, chairs and a tablecloth come out, and we are ready to serve! (Please note we have to comply with current health regulations as part of the Covid-19 regulations, and are therefore currently not allowed to serve any food or alcoholic drinks. You are, however, welcome to bring your own coolbox.) On the way back to Walvis Bay you will do some exhilarating dune driving. Our guides will not only show you how to traverse sharp dune crests, but more importantly, how to read the dunes and how to navigate a route safely through a dunebelt. Recovery techniques and emergency procedures will also be practiced. We will return to Walvis Bay in the late afternoon. The lack of sporting activities due to lockdown measures has left many sports-men and sportswomen countrywide with no way of making a living. Blue Waters Sports Club from Walvis Bay last Saturday 16 May received 60 food hampers from two prominent club members. The food hampers to the value of N$25 000 that were donated by club chairman Matheu Kambala and Robert Shimoshili was delivered door to door to all the players from the soccer, netball and cricket codes who are either school-going
or unemployed. Club secretary Tostao Imbili said the players are finding it hard to make ends meet as the club cannot pay their stipends as they are inactive. "We usually pay the players during the sport season but now that it is been called off as a result of COVID-19, we unfortunately cannot pay them as there are no funds coming into the club coffers� Imbili said.
