The recent rains, coupled with Walvis Bay’s ageing sewer system, accelerated the formation of sinkholes at various points across the harbour town. On Wednesday this truck ended up in a sink hole in Hannah Mupetami Avenue. See more on page 10. mine under a care and maintenance program. The mine is working its remaining stockpiles of uranium ore, but would not be mining ore thereafter until the global uranium market recovers. The road was treacherous since the announcement of the mine's “mothballing”. Workers staged a demonstrations and also took their plight right to the doorstep of Governor Mutjavikua. Governor Mutjavikua explained this week that marathon negotiation sessions had been ongoing since 7 June. The end-result was an amicable agreement which, amidst the sad news of the effective

closure of the mine until further notice, would still ensure workers retrenched are receiving a fair share of their dues. Clr Mutjavikua thanked the two parties involved, LHU and MUN, for understanding the issues affecting the employees and said the agreement ensures that for the next months to come, employees of LHU still have food on the table. The agreement was signed by Clr Mutjavikua, the local branch manager of MUN, Paulus Iipumbu, and LHU's management team. The agreement makes provision for LHU to pay a retrench-

ment package equal to a notice pay-out of two months (Total Cost of Employment) as well as a severance pay-out equal to two months as well as a certain amount for every year of service. The Mine will also assist employees with tax directives for income tax purposes. In addition, employees owing the company relocation costs [as at signature on 18 June] will be released of payback period and/or repayment of the relocation costs. A wage agreement which includes a 6.5 % annual wage increment over the next three years, was signed on Thursday, 21 June between Broll Namibia – a subsidiary of the Ohlthaver & List (O&L) Group – and the Broll Namibia Workers' Representative Council. According to Broll Namibia Manager: Human Capital, Sara Kapiye, the agreement which affects 31 employees, covers the periods: 1 July 2018 – 30 June 2019; 1 July 2019 – 30 June 2020, and 1 July 2020 – 30 June 2021. Kapiye: “I am really inspired by the attitude and vision that the Workers' Representative Council approached the negotiations with. It was a great experience and it took us just a few discussions to come to an alignment. Lessons from the lean times DBN Head of Marketing & Corporate Communications, their activities in form Jerome Mutumba, gives pointers for enterprises facing of cross subsidization. Smart budgeting and recessionary challenges The consoling news is that bad times do not last forever, says Development Bank of Namibia's Head of Marketing & Corporate Communications, Jerome Mutumba. This he says in reaction to the prevailing tight economic conditions in the domestic economy. Although it calls for cautious optimism given the marginal improvement shown in the quarterly economic performance as indicated by NSA recently, potentially, better macroeconomic conditions lie ahead. However, Mutumba points out, the fact that recession is cyclical means that it will reoccur, and enterprises must be prepared. Talking about the impact of the recession on the Bank's

enterprise customers, Mutumba says a large number of borrowers have emerged in good condition, due to their sound business administration and accumulation of savings in their enterprises, however some experienced difficulties. The importance of good business administration Those that have experienced difficulties, Mutumba notes, are entrepreneurs who withdrew earnings from their enterprises for immediate personal gratification, rather than using their earnings to save, acquire productive assets and diversify. The money spent on a luxury car for personal use, Mutumba stresses, comes at a cost to the enterprise. In the first case, money spent on personal luxury reduces savings

which could be used to sustain the enterprise during lean periods. Secondly, those enterprises that did not acquire productive assets now have to rent equipment or outsource processes, eroding vital income streams. Thirdly, lack of revenue applied to diversification makes entrepreneurs dependent on activity in a single sector, rather than being able to spread risk. Further explaining the point of diversification, Mutumba illustrates it with the impact of the recession and fiscal consolidation on the construction industry. Once the number of tenders was reduced, those contractors who had no other sources of income ran into difficulty. Those that diversified had second sources of income with which to sustain themselves and

cash flow management Talking about recessionary strategies for enterprises, Mutumba says, the starting point has to be critical examination of the budget and the cash flow projection. Although the immediate reaction of enterprises may be to cut back rapidly, this should be considered in light of medium to long-term loss of capacity and competitive capability. Instead, Mutumba suggests, spending cuts should preserve the ability to compete by reducing non-essential expenditure. Meaningful reductions might include reducing equipment rental, and overtime as well as placing restrictions on non-essential expenditure such as travel and entertainment. He also suggests that enterprises negotiate with suppliers and customers to ensure winwin outcomes that are

informed by the need for all to be sustainable in challenging situations. An eye on future growth However, Mutumba also adds that there are opportunities for enterprises to lay the ground for growth during recession. Those businesses that maintain their market share and competitiveness will benefit from plans laid during the recession. It is an unfortunate fact that some enterprises will lose ground or even close, and that creates opportunities for others to grow once the recessionary period lifts. The enterprise which emerges from recession is inevitably leaner and better suited to its purpose, and so can be expected to be more competitive. Development Bank supports sustainability Talking about DBN's support to borrowers during recession or in the event of challenges, Mutumba says that the Bank seeks to

He points out that where enterprises show a strong measure of development impact, as well as the clear prospect of returning to financial health, the Bank may at its own discretion restructure debt. In addition, the Bank also provides support in the form of mentorship through independent experts, in order to ensure capacity. In the past, the Bank has also

provided capacity for strategic interventions to ensure the operability of enterprises with a high development impact. The precondition for this support, Mutumba says, is a willingness to cooperate with the Bank and disclose challenges. The lessons of lean times may be difficult to absorb, but with good business administration and a longterm approach to business growth, enterprises can proceed with confidence. The Development Bank will be there to provide support and help, where needed, Mutumba concludes.

Jacques Swart now the youngest Namibian with a skipper’s license

A learner at the Walvis Bay Private High School, Jacques Swart, became the youngest Namibian with a skipper’s license. Swart (14) recently completed his under 25 tons skipper’s ticket at the Namibia Maritime and Fisheries Institute (Namfi). This young man can now take charge of any vessel under 25 tons and don’t be surprised therefore if you encounter him at the helm of a tourist catamaran taking people out in the bay area to view marine birds and sea life.

Dr Knatokie Ford The founder and CEO of Fly Sci Enterprise, Dr Knatokie Ford, is visiting Walvis Bay and Swakopmund to make motivational presentations on June 25 and 26. Fly Sci Enterprise is an education and media consulting organisation that leverages the power of storytelling to promote science, technology, engineering, and mathematics. Dr Ford's visit to Namibia is organised by the U.S. Embassy. Dr Ford is visiting Namibia to participate in the 2018 Women in Science ( Wi S c i ) C a m p being held at the Namibia University of Science and Te c h n o l o g y (NUST) from June 17-28. The camp aims to expose 100 girls between the ages of 15-18 to career possibilities in the STEAM fields (Science, Technology, Engineering, Arts/ Design, and Mathematics). In addition to 36 Namibians coming from 11 different regions, the other learners come from the U.S., Ethiopia, Kenya, and Swaziland. To present the curriculum, there are approximately 30 international private sector experts representing Google, Intel, and NASA. The camp is fully funded by the U.S. State Department. While at the coast Dr Ford will visit De Duine Secondary School in Walvis Bay on Monday, June 25 from 12:45 to 13:45. That same evening she will meet with members from eyeNamibia, teachers, education officers, and students at the American Corner located at the Walvis Bay Municipal Library from 17:30 to 19:00. On Tuesday, June 26 she will visit the Swakopmund Senior Secondary

School for her second motivational talk from 10:00 to 12:00. Dr Ford works with a number of organisations, including YouTube, Amy Poehler's Smart Girls, and the Association

of National Advertisers where she serves as the STEM and Entertainment Engagement Advisor for the #SeeHer initiative. She previously served as a Senior Policy Advisor at the

White House Office of Science and Technology Policy under the administration of President Barack Obama. Ford completed her PhD in Experimental Pathology at Harvard University and received a BS/MS in Chemistry/Biological Chemistry from Clark Atlanta University. For more informa-

Schools ordered to start later Schools across Namibia are advised not to start actual teaching before 07:30 daily and those operating the platoon system (two school sessions per day) should complete teaching by 16:30 daily. This is an interim measure applicable during the winter to ensure parents have adequate time to drop their children off at school and to prevent children from walking to school in the dark. The Permanent Secretary of Education Sanet Steenkamp, issued a directive in this regard to schools last week. Namibia abolished winter time in 2018 and the country now operates on a single time cycle, two hours ahead of Greenwich Mean Time (GMT+2). The time change means during winter, it is still dark when learners have to travel from home to school. For those dependent on taxi transport, shared transport between parents and learners having to walk the distance to school, the darkness not only poses opportunities for delays, but it is also dangerous. Learners waiting for daylight to arrive before taking the journey to school often then only arrive at school after the start bell rung. Hence the directive by the Ministry of Education and Culture through the Permanent Secretary not to start teach activities before 07:30, in order to afford everyone a fair opportunity to arrive in time at school for lessons to start. The same goes for the platoon system, where due to a lack of classroom space many schools operate two school sessions, one in the morning and one in the afternoon, to end teaching activities no later than 16:30 to allow for parents to collect their children or for those having to return home on foot time to reach home when it is still light. Sinkholes a growing concern Eileen van der Schyff

Sinkholes are playing havoc with Walvis Bay. Following the recent rains, deep sinkholes have developed across the harbour town, not only looking unsightly and giving the local authorities headaches, but now also putting the public in danger. One resident raised her concern at the scene in the latest incident, when the road underneath a truck gave way on Wednesday this week. �What about the sinkholes we can't see. How can we know where it is safe to drive?�, she nervously said. Walvis Bay residents are very concerned about the situation and understandably so, as sinkholes are a big danger. In the meantime the Municipality of Walvis Bay is doing their best with attending to the situation and working diligently to fix the problem.

What is collateral? Every industry has unique words, terms and phrases. In the financial world, you may have encountered the word “collateral” or “security” when you visit your bank for a loan, but what exactly does this mean and why do banks ask for collateral? “Collateral refers to something of meaningful financial value which you as a borrower may be asked to provide to a bank when a loan is granted to you. As such, the collateral is a way for the bank to mitigate the risk of unpaid loans or when you encounter an unfortunate change in circumstance which influences your repayment ability. Building collateral also unlocks value for you as a borrower, as you may use the current value of your assets to obtain funding from a bank, which you may in turn use to obtain or improve your assets; in essence a tool for wealth creation,” said Wallace-McNab. Types of collateral: There are different types of collateral security you may provide. The two most common types are: a) Cessions – This a legal document whereby you transfer your rights in an asset to the Bank for a specific reason such as a loan. You may use property such as an Insurance/Life Policy,

CAN expands psychosocial support services to cancer patients and their families Psychosocial support plays a pivotal role in the diagnosis acceptance, treatment and overcoming of cancer. Not only during the fight on cancer, but reintegrating back to normal daily routine can be a challenge for the cancer patient and their immediate family. The Cancer Association of Namibia and Standard Bank Namibia took hands during the recent 50th anniversary celebrations of CAN to further expand and invest in offering psychosocial support to Namibians dealing with a cancer diagnosis. The Standard Bank Circle of Hope programme falls under the CAN Family Support Centre and was officially launched in 2016 as a peer-topeer volunteer social support group. Officially being launched as a department of CAN in June 2017, the centre provides counselling services for the patient and family afflicted by cancer. On Tuesday one-on-one counselling is provided in the Circle of Hope rooms, while “Huddles of Hope” by means of group sessions are conducted on Thursday afternoons at CAN's House Acacia Interim Home. An der Atlantikküste,in der Namibwüste Tafelkop – Schatztruhe aus Stein Made in Namibia

In der trockenen Ebene zwischen Brandberg und Goboboseb Bergen ist auch die Welwitschia (Welwitschia mirabilis) zuhause. Tafelkop (mw) Heiß ist es, unser Fahrzeug klettert über scharfe Klippen westlich des Brandbergs, aber in der Ferne, ein Tafelberg, ganz schwarz, dort ist schon unser Ziel. Es ist der Tafelkop, einer der Goboboseb Berge. Und was uns dorthin zieht, ist weltbekannt: herrliche Kristallstufen der allerbesten Qualität, nämlich Bergkristalle, Rauchquarze und Amethyste. Sie alle haben an diesem Fundort besonders hohe Reinheit und Brillanz. Ein Tr a u m f ü r j e d e n Mineraliensammler! Neben „Fensterquarzen“ gibt es auch herrlich schöne Zepterbildungen. Fensterquarze zeigen eine charakteristische Struktur von abgestufter und fensterartiger Kristallbildung. Zepterquarze hingegen sind meist schmale „Kristallstiele“, auf denen noch ein dickerer Kristall sitzt, manchmal sogar andersfarbig. Wenn man Glück hat, findet man hier auch Bergkristalle, in denen sich ein

Einschluss (oder mehrere!) aus Kristallwasser befindet. Und in diesem wiederum ist eine Luftblase, teilweise bis zu 56 mm im Durchmesser. Eine natürliche Wasserwaage sozusagen! Diese Erscheinungsvielfalt in Farben und Formen machen die Quarzkristalle aus den Goboboseb Bergen einzigartig auf dieser Welt. Das alles ist vor etwa 132 Mio Jahren entstanden. Vor so langer Zeit nämlich ist dieser Basalt durch vulkanische Tätigkeit an die Oberfläche getreten. Und weil in der zähen Lavamasse auch Luftblasen und noch weitere Flüssigkeiten waren, haben sich darin beim Erkalten des Gesteins die Kristalle gebildet. Diese mit Kristallen ausgefüllten Hohlräume nennt man Drusen oder Geoden. Für die small miners bedeuten sie den Lebensunterhalt: durch schwerste Knochenarbeit brechen sie die wertvollen Stücke aus den harten und scharfkantigen Felsen, in großer Hitze und über vierzig Kilometer von der nächsten Ortschaft (Uis) entfernt. Die Wasserversorgung in dem

Camp ist ein Problem; zwar wird Wasser per LKW heran transportiert, aber in dem trockenen und staubigen Gelände wird oft mehr

benötigt als vorhanden ist. Die aus dem Gestein gebrochenen Kristallstufen werden dann nach Uis oder Usakos (z.B. auf den Kristallmarkt) usw. geschafft, um dort von den Angehörigen der small miners verkauft zu werden. Oftmals sieht man kleine Stände neben der Pad, auf denen schöne Mineralien nicht nur von hier, sondern aus ganz Namibia angeboten werden. Halten Sie einfach mal an und kaufen Sie ein Stückchen: Sie helfen den Menschen (etwa für die Bezahlung der Schulkleidung ihrer Kinder) und haben dazu noch etwas wirklich Einzigartiges und Schönes für sich selbst erstanden!

PASCH wurde vor zehn Jahren vom damaligen Außenminister und heutigen Bundespräsidenten Deutschlands, Frank-Walter Steinmeier, ins Leben

Als Mitglied von PASCH kann man in enger Zusammenarbeit mit dem Goethe Institut auf Ressourcen verschiedener Art zurück greifen wie z.B. Stipendien für Sprachkurse, Projektarbeiten oder Unterstützung bei der Lehrerausbildung. NOCTURNO (Verlassene Mine am Khan Rivier ) Weiße Ruinenwände stehen im Vollmondschein vor grauen Mauern und den schwarzen Stollen im Gestein der steilen Felsen, die zum Himmel ragen. Ist alles tot? Hörst du nicht unterird'scher Stimmen Klagen? Tönt's nicht von Hammerschlägen aus der Berge Grund herauf? Raunt's aus den Schatten nicht: Glück auf? Nein, - nur der Nachtwind flüstert im Kameldornbaum. Ein Gecko ruft, und unser Feuer knistert. Und wenn wir unsere Wagen westwärts wenden, wird nichts vor Jahr und Tag den Frieden dieses Tales enden. Wie müßig ist doch oft der Menschen Zukunftstraum.

Nest einer Sperlingslerche (Mirafra passerina) mit Jungvögeln in der Namib. Der Standort ist sehr gut gewählt: das Nest ist durch einen schrägen Stein gegen Sicht von oben geschützt (Raubvögel, Nesträuber). Außerdem hat der Nestrand aus Samen die gleiche Farbe und Struktur wie das Daunenkleid der Nestlinge. Jemand, von dem ich eine gute Meinung hatte, hat sich durch sein ( nicht so kluges ) Reden als töricht erwiesen. Gelegentlich ist es besser, nichts zu sagen, als zu jeder Äußerung seinen eigenen „ Senf“ dazu zu geben. Frei übersetzt bedeutet das im Deutschen: Reden ist Silber, Schweigen ist Gold. ...dass in diesem unserem Lande, meiner Wahlheimat Namibia, die Menschen genauso über das Wetter schimpfen wie in meinem Geburtsland Deutschland. Und hier wie dort wird jeder „außergewöhnliche“ Schauer und jede etwas (angeblich ) längere Hitzeperiode gleich dem Klimawandel zugeschrieben. Dabei ist das Klima keineswegs ein Vorgang, der sich mehr oder weniger jedes Jahr gleich abspielt. Auch über Jahre hinweg gibt es große Ausschläge, kalte wie warme, nasse wie trockene. Doch die klimatischen Veränderungen sind langfristig, sie dauern teilweise Jahrzehnte lang an, sogar Jahrhunderte lang, das ist nichts Außer-

gewöhnliches. Aber das Gedächtnis des Menschen ist häufig sehr kurz, und die Vorstellungskraft ebenso. Und genauso schnell werden die Ursachen des derzeitigen Klimawandels überwiegend dem Menschen zugeschrieben. Wenn ich von Menschen diesbezüglich angesprochen werde, dass z.B. solche langen Wärmeperioden außergewöhnlich seien, ja, dass überhaupt die derzeitige Durchschnittstemperatur viel zu hoch wäre, dann bringe ich immer folgendes Beispiel: bei einem Besuch am Großglockner, mit 3.798m der höchste Gipfel der österreichischen Alpen, wurde uns ein 300 Jahre alter Stamm einer Zirbe (Kiefernart, Nadelholz-

gewächs) gezeigt. Diese hat man in der sog. Gletscherzunge gefunden – sie wuchs also sehr viel höher als die heutige Baumgrenze in den österreichischen Alpen liegt. Der Baum stammt aus einer Zeit ca. 3000 Jahre vor unserer Zeit. Demnach war es damals über Jahrzehnte/-hunderte hinweg einige Grade (~5°C) wärmer als bei uns derzeit die Durchschnittstemperatur ist. Erwärmungen und Abkühlungen sind im „Leben“ unserer Erde völlig normal. Das Problem ist, dass sich der Mensch mit seiner relativ sehr kurzen Lebenszeit diese Abläufe oft nicht vorstellen kann. Und weil auch der Einfluss der Sonnenaktivität auf unser

Klima immer noch nicht vollständig geklärt ist, kann man im Rückschluss auch nicht genau sagen, wie groß der Einfluss des Menschen auf den heutigen Klimawandel ist. Dabei ist keineswegs abzustreiten, dass ein Einfluss vorhanden ist, aber eben nicht ausschließlich. Und eben daran sehen wir einmal mehr, wie klein und unbedeutend wir Menschen in der Erdgeschichte sind. Martin Weigand
