Scanners of the Directorate of Customs and Excise detected on Wednesday what officials now believe are rhino horn and ivory that are hidden in container loads of wood that arrived in Walvis Bay from Northern Namibia this week. The discovery of the rhino horn and ivory originated from two trucks with wood packed in cargo containers that arrived only hours after five flatbed trucks with loads of wood that were intercepted by the authorities at Swakopmund. It is believed also these five trucks were used as decoys, as the loads of wood were legal, judged by official documents from the Ministry of Agriculture and Forestry. Some of the trucks
were however, not licensed and un-roadworthy and fines of several thousand Namibian Dollars were issued by the relevant traffic authorities. However, only hours after these trucks were intercepted, documents inspected and roadworthy checks carried out, these other two trucks arrived from the Kavango East Region. They were apparently scanned by Customs and irregularities were found that is now being investigated. Continues on page 2

Whether it is cavities created by power tools or whether natural cavities of the wood were used I cannot say now. What we have however, are scanned images which show items hidden in the wood that resemble what we think at this stage are rhino horn and ivory”, explained an official very close to the investigation. On the subject of ivory, the official did not elaborate, which means there is no knowledge at the moment whether these are whole tusks of elephant or whether it would be cut-up tusks. With regard to the five trucks that were intercepted on Wednesday which are believed to have been the decoys, members of the neighbourhood watch in Omaruru and other law enforcement stakeholders already intercepted the trucks on their way from Kalkfeld, north of Omaruru. By the time the trucks arrived at Swakopmund, the Namibian Police, traffic authorities and also members of community policing at Swakopmund were already waiting for them. An inspection was carried out on the documentation of the Ministry of Agriculture and Forestry which stated the wood was bought on an auction in Kavango West and could be exported legally. Chinese businessmen, senior officials of Government can be linked to the wood, although it is not proven whether there are any illegal connections. With the paperwork in order, the trucks were inspected and it was found some units are unlicensed and unroadworthy and one unit was overloaded. In one instance the truck's chassis was cracked and a grave danger on the road. Traffic fines were issued and the drivers were cautioned that the trucks may not move. Adding it is time a blanketing moratorium is announced, to carry out proper studies to see if the logging business is sustainable and to re-organise the sector for maximum benefits to Namibians and a fair profit to the foreigner.

Equally the Walvis Bay Golf Club which he supported for many decades and contributed to the prominence the Club enjoys today at national golf level. The late Jensen never spared any effort or opportunity to help shift horizons for Walvis Bay. One recalls his role in the first years after Walvis Bay's Integration (1994) to re-invent the harbour town from being a primarily fishing town. In this regard his contribution to the then Walvis Bay Tourism Association is recognised. Equally the Walvis Bay Rate Payers Association and on the sports and social front he would be remembered for his dedication to make the annual Oktoberfest and the first ever Walvis Bay Oyster Festival the success stories of today. At wider community level his dedication to the Walvis Bay Chamber of Commerce and Industry, the later NCCI Walvis Bay and service clubs the Rotary Club of Walvis Bay and the Round Table Club. “Harald loved people. Harald was proud of his family roots and Harald was a proud Namibian with an open mind and an open heart for people. He was a good friend and an exemplary work colleague. His friendly and inviting nature made him a truly loved man. His passing leaves a great hole in our local fabric”, described someone of the late Harald Jensen yesterday. Adding, in coming days more tributes will follow from Swakopmund and elsewhere in Namibia where the late Mr. Jensen made an impression on colleagues and friends alike. The outgoing chief executive officer of the Namibia Ports Authority (Namport), Bisey Uirab, reconfirmed the port authority's intention to manage the new container terminal on reclaimed land in the port of Walvis Bay through a Public-Private-Partnership (PPP) and that the scoping for such a partnership is currently in the development stage. The container terminal nears completion and would be commissioned in this year. Mr Uirab made this remark recently in Walvis Bay during a courtesy visit of the mayor of the Jamaican port city of Kingston, Delroy Williams, to the port. Williams echoed Uirab's believe that a PPP is the best way forward to optimise efficiency and growth and said Jamaica, and in particular Kingston, has been utilising PPP's for various projects with success. Adding: “this not only helps entrepreneurs manage their enterprises well but boosts their confidence as business owners”. Prisca Simbote, the co-founder of BDC says they understand the challenges SMEs face, especially when it comes to business registration and finance. “That is why we opened BDC, to aid upcoming business people and share the experience we have. ·The Business Development Centre is situated at the Multi-Purpose Centre in Mondesa, Swakopmund. Municipality: compel property owners to keep plots tidy Three gated communities along Sam Nujoma Avenue and Hage Geingob Avenue expressed their concerns this week over an empty lot where reeds have now grown so high that they witness almost weekly criminals hiding there at night and also discarding or hiding stolen goods. In this specific instance the reeds also damaged the pavement and makes parts of the pavement inaccessible for pedestrians. “We as residents of body corporates in the area bordering this open lot are not happy with this situation. Please urge owners to clean up and in doing so enhance our safety and make the task of our neighborhood watch easier�, residents stated, also providing pictures to confirm their concerns. They added across Walvis Bay there are empty houses and empty plots which have become havens for criminals and vagrants and owners need to be compelled to clean and tidy up at once. Pictures: not only is this open lot a hiding place, but many use the area to relieve themselves and others dump trash on it and even dump used motor oil.
A school mini bus of the International School of Walvis Bay was damaged in a collision on the intersection of Nangolo Mbumba Drive and 11th Road shortly before the lunch hour on Wednesday. There were no passengers in the bus and the driver and both occupants of the other vehicle, a white pick-up driven by Mr Wynand Swartz, were all fortunate to escape unhurt.

Deepsea Stavanger has her special place in South African history booked: she was the drilling rig that drilled the exploration well in South Africa’s Brulpadda oil field, some 175km off Mossel Bay, where an economic game changing deposit of natural gas could be confirmed for our Southern neighbour.

Development Bank of Namibia (DBN) Head of Marketing and Corporate Communication, Jerome Mutumba, says that the imperative for SOE finance is driven by the role that SOE’s play in the economic environment of Namibia, and associated development.
Development Bank of Namibia (DBN) Head of Marketing and Corporate Communication, Jerome Mutumba, says state-owned enterprises (SOE’s) can benefit from purposeful finance to enable them to fulfill their mandates to develop Namibia using corporate finance. Talking about the paradigm, Mutumba says that the imperative for finance is driven by the role that SOE’s play in the economic environment of Namibia, and associated development. He explains that the primary role of the SOE is to fill gaps in the environment that are not filled by the private sector, either due to the complexity of the operations, or the high capital cost of replicating operations. He says that although some aspects of largescale SOE operations are being transferred to the private sector through public private partnerships (PPPs), the need for SOE’s is still evident. In addition to the ability of the SOE to
achieve sustainability through revenue streams derived from public services, a well-governed SOE can contain costs for delivery of those services. The presence of an SOE, Mutumba says, should have twin development impacts through social and enterprise development. In terms of social development Mutumba points to factors such as delivery of water, electricity, roads, transport, serviced land and housing as examples. Those same factors will be broadly applicable to private sector enterprises, albeit that the private sector enterprise will require serviced land on which to erect commercial premises. In addition, the SOE can also strengthen the enterprise ecosystem by being
an offtaker of private sector goods and services, and spawning PPPs. On the topic of the distinction between SOE’s and ministries, Mutumba emphasizes that the ministerial role is to deliver non-divisible services where it is difficult to establish revenue streams, or revenue streams cannot be fully recovered due to outright poverty and / or the need for subsidization. On the other hand, the SOE can, through revenue streams, sustain operations and maintain infrastructure, and develop new infrastructure and provide dividends to the government or reinvest them. Typical investments that qualify for finance, he says, are development of new infrastructure, and maintenance and upgra-
ding of existing infrastructure. Asked about the prudence of financing SOE’s, Mutumba says that although the SOE environment is perceived to be characterized by governance and management failures, it is important to balance this view with consideration of numerous, underreported SOE success stories.
The Development Bank of Namibia, he says is offering finance to SOE’s on the basis of successes and reform that indicates clear sustainability going ahead. affordable housing, as well as securing the supply of electricity to smaller Erongo towns. The Bank, Mutumba says, is seeking to expand its support to SOEs in the interests of development, and its doors are open to business. With sound finance provision for SOE’s, a further gap in the economy and its development is closed. Eighteen months to jail for dunken driving One too many. A Walvis Bay resident was slapped with an eighteen months jail sentence on 4 February this year, after being convicted for the fifth time for drunken driving. Elizabeth (Betsy) Cronjé's (picture) only hope now is to wait for an early release on good behaviour. Cronjé was convicted a few months ago also on a charge of drunken driving and received a N$20 000 fine and her driving license was suspended. When she was convicted on 4 February, magistrate Vicky Nikolaidis was not amused to see Cronjé back in the dock for the same offence. Not only is Cronjé a danger on the road, but she also showed a total disregard for the law. Magistrate Nikolaidis ruled that a jail term is the only option, seeing that Cronjé already paid a total of N$44 000 in fines. In addition to the jail sentence, Cronjé was also fined with a further N$1000 for driving whilst her driving license is suspended following an earlier conviction. Der einzige deutschnamibische Abgeordnete des Deutschen Bundestags Ottmar von Holtz besuchte Namibia vom 3. bis 8. Februar. Als Vertreter der Partei Bündnis 90/Die Grünen hat von Holtz seit 2017 einen Sitz im deutschen Parlament und ist u.a. Mitglied im Ausschuss für wirtschaftliche Zusammenarbeit und Entwicklung. Ottmar von Holtz ist in Gobabis geboren und in Windhuk aufgewachsen. Mit Blick auf Namibia interessiert er sich besonders für das Thema nachhaltige und gerechte Entwicklung und die Aufarbeitung der gemeinsamen Vergangenheit. Während seines Besuchs konnte sich von Holtz ein Bild über drängende Zukunftsfragen machen, wie z.B. Verstädterung oder die Auswirkungen von Klimawandel auf die landwirtschaftliche Produktion und nachhaltige Entwicklung auf dem Lande. Zum Thema urbane Landreform traf von Holtz mit Vertreterinnen und Vertretern der Stadt Windhuk, der NRO Development Workshop und der Shack Dwellers Federation zusammen und besuchte informelle Siedlungen in Katutura. Im Gespräch mit Vertretern der National Agricultural Union konnte er sich u.a. über den Stand der kommerziellen Landreform informieren. Darüber hinaus bekam der Abgeordnete bei einem Austausch mit verschiedenen Umweltorganisationen einen guten Einblick über den Stand und die Herausforderungen, die es bei der nachhaltigen Nutzung natürlicher Ressourcen und der Beteiligung der lokalen Gemeinden (conservancies) an den Einnahmen aus den wirtschaftlichen

Kronheimer die Kaufmännische Lehre an. Wir verdienten R40 monatlich, das Zimmer im Hinterhof durften wir kostenlos bewohnen. Cafè Lido war uns natürlich aus der Schulzeit bekannt, aber nun hatte es eine andere Bedeutung für uns. Jetzt mussten wir nicht mehr nur daran vorbeilaufen, sondern konnten uns manchmal ein Mittagessen mit Nachtisch für 45 Cent leisten. Gelegentlich aßen wir abends einen

Strammen Max für 25 Cent - oder mal einen großen Eisbecher mit Obst für 75 Cent. Zu den Eigentümern, dem Ehepaar Heinrich, hatten wir ein gutes Verhältnis. Deren Kinder Marieta und Manfred halfen eifrig bei der Bedienung. Das Lido war ein beliebter Treffpunkt, besonders für die Jugend. Wir alle waren uns einig: Das Lido ist große Klasse! Mir liegen keine Statistiken aus Namibia vor, aber ich bin sicher, dass sich der Verkauf von Waffen aller Art aus Sicherheitsgründen für Geschäftstüchtige inzwischen richtig lohnt. Zumindest weiss ich, dass zum Beispiel die in Deutschland registrierten Waffenscheine nach den Silvesterübergriffen 2015 am Kölner Dom und Hauptbahnhof, wo es zu zahlreichen sexuellen Übergriffen auf Frauen durch Gruppen junger Männer vornehmlich aus dem nordafrikanischen und arabischen Raum kam, innerhalb eines Jahres um 63% zugenommen haben. Und auch die Verkaufszahlen von Pfeffersprays sind in dem Land dort oben mit der Einwanderungswelle drastisch gestiegen. In Namibia sieht es bei einer extrem hohen Vergewaltigungsrate ganz bestimmt nicht anders aus. Ich hatte bisher noch nicht das Vergnügen, die kleine schwarze Dose an meinem Gurt mit einem sadistischen Funkeln in den Augen mutig zu zücken und einem Gegenüber das

Übrigens sind PfefferSpraydosen nicht etwa als harmloses Anhängsel am Gurt oder netter Zusatz des Handtaschen-Inhalts zu betrachten, weshalb sie in vielen Ländern, u.a. in den Beneluxstaaten, illegal sind. In Deutschland hingegen sind diese definitiv nicht ungefährlichen Verteidigungsdosen in Waffengeschäften, Online-Shops und sogar in einer Drogeriemarktkette für läppische 4 Euro erhältlich, und auch die Polizei bedient sich ihrer seit 2000 hinreichend. Bei uns in Namibia sind die Döschen mit dem potenten Inhalt ebenfalls ohne Waffenschein ganz iesie going erhältlich. Sie sind etwas teurer und kosten zwischen N$ 100 und N$ 150. Neulich bot mir einer vor der Haustür ein Gel-Pfefferspray für N$ 200,- an, das nicht durch Wind und Luft verweht werden kann. Mmmh, der Kerl muss ja auch leben. Ihre mit Pfeffersprühdose bewaffnete Susann Kinghorn, obwohl sie deren Nutzen anzweifelt

After the welcome rain the 3rd annual NASP shoot out hosted by Gobabis Gymnasium was held on 16 February. A beautiful wet range greeted the participants and the weather turned out to be hot and humid. A competition record of 122 archers lined up on the shooting line for the Gobabis shoot. Archers came from 14 schools and clubs across Namibia. School archery as a sport is one big family and it draws immense support from parents, grand-parents, siblings and friends. This shoot was no exception. Apart from the serious business of letting the arrows fly straight, it was a festive “family� gathering. With enough shade, the perfectly cut lawn of the sports grounds and delicacies served by the Cattle Country food stall all contributing to the atmosphere. The day delivered a few surprises with new faces stepping onto the podium and this just emphasises how healthy the competition and the sport is in general. An archer shoots five arrows per round for six rounds and this is called a flight. A fight has a maximum score of 300. On a competition day, three flights are shot on 80 cm paper targets and are called the bulls eye round. One flight is also shot on animal targets at different distances to simulate hunting. This is called the animal round. With the maximum points of ten per arrow on each round a full score is a 50. Denzel Nanub from the Community Hope School in Windhoek walked away with the honours of the most 50s shot. He shot a total of four full 50s. NASP Namibia will be sending 32 archers to the Africa Championship in May 2019 in the Western Cape South Africa, where they will compete against the teams from South Africa, Zimbabwe and Botswana. The competition amongst the top NASP archers in the country was never so tight. Average scores are very high and the standard of the sport in Namibia is ever increasing. NASP Namibia is moving forward in leaps and bounds. The Namibia Swimming Union (NASU) is the host of the Bank Windhoek's Long Course National Championships that kicked off yesterday 21 February and concludes on Sunday, 24 February at the Olympia swimming pool in Windhoek. The country's top swimmers like Jose Canjulo, Mikah Burger, Ronan Wantenaar, Tiana Esslinger, Heleni Stergiadis and Ariana Naukosho are part of about 177 swimmers that are currently showcasing their talent at the Bank Windhoek Long Course Nationals Championships. Competing swimmers are from various Namibian clubs and will battle it out for top honours in 98 events over the four-day
event. The clubs are, Aqua Swimming and Fitness, Dolphins Swimming Club, Namibia Swimming Academy (NSA), Marlins, Swakopmund Swimming Club, Swakopmund Flippers Swimming Club and Oranjemund Sand Sharks. This year's Bank Windhoek Long Course Nationals Championships is expected to be highly competitive as top swimmers will bring their top performances to the championships.
Nauseb at Arrows
The historic 5th edition of the Annual Governor's cup will take place from 1-3 March in Henties Bay this year, the event geared towards development of the youth in sport at grassroots level. The cup will be held under the theme “Just play. Have fun. Enjoy the game”. According to the Governor of Erongo region, Cleophas Mutjavikua the aim of the tournament is to unearth raw soccer and netball talent in the region as well as to identify talented U/20 players within the Erongo to represent the region at the regional and national levels, especially at the annual Namibian Newspaper Cup. The tournament is called the 'Governor's Cup' in recognition of the fundamental role the Office of the Governor plays towards the successful organizing and subsequent hosting of the maiden tournament in 2013 which took place in Karibib and was the first ever Governor's Cup in the country. The tournament is sponsored by the Office of the Governor in collaboration with the Erongo Football League, Ministry of Sport, Youth and National Service and Local Authorities under the stewardship of the Governor's Cup Organizing Committee. Mutjavikua calls upon inhabitants of Erongo to go and witness this soccer and netball bonanza, the biggest on the region's annual calendar. “This marks not only a celebration of sport and youth but, the development and social change in our region as a whole. As we know, sports has propensity to bring about positive development and be an economic driver”, said the Governor in a statement. Mutjavikua further said the cup is annually rotated throughout all constituencies to ensure that all areas of the region are represented and developed through sports. This event is more than sports, it signifies the unity of people from all works of life in the region for a worthy cause and subsequently develops and creates a platform for sports in rural areas. “The greatest athletes of our time started from somewhere. They started with someone believing and showing up for them. It is once again my call to stand up for the undiscovered, underprivileged raw gifted player in the remote settlement of Utuseb, for that talented young goalkeeper with his corner' stones that the builders have rejected in Otjimbingwe, for the young player who has had a passion for the ball since the tender age of two in the dusty narrow roads of Spitzkoppe. Let's go all out in numbers for the dream of the young and talented”. A total of eight netball and eight soccer teams have registered for the Governor's Cup this year, this was confirmed by the Office of the Governor this week.

Former Namibia international footballer Robert Nauseb is appointed as the new coach at the harbour town's Premier League side Eleven Arrows on a three-year contract. Nauseb took charge of the team with immediate effect and will work with the current technical team and will focus on his new job to help Arrows finish in the top five of the MTC Namibia Premier League (NPL). Eleven Arrows will travel all the way from Walvis Bay to battle NPL pacesetters Black Africa at the Sam Nujoma Stadium on Saturday in the inaugural edition of the tournament. Eleven Arrows are currently tenth on the NPL log and are 19 points adrift of log leaders Black Africa. Arrows will play the inaugural edition of the Standard Bank Top
8 Cup tomorrow at the Sam Nujoma Stadium in Windhoek against Black Africa. Nauseb joined South African side Kaizer Chiefs from Civics in 1997. He played for the Glamour Boys until 2001 where he made 87 appearances and scoring nine goals. During the 2001/02 season he had a short spell with Cape Town club, Hellenic and then joins Ajax Cape Town for the 2002/03 season before he had stint at Santos and Ikapa Sporting. The former midfielder represented the Namibian national team for 16 years, making 27 appearances and scoring two goals, before hanging up his boots.

Rukoro requested to vacate NFA Premises The Chairperson of the Normalisation Committee, Hilda Basson Namundjebo wrote an official letter to Mr Barry Rukoro instructing him to vacate the premises of the Namibia Football Association. Describing his continued presence as unlawful, Rukoro was reminded that FIFA no longer recognizes him as the General Secretary of the Namibia Football Association. Consequently the mandated Normalisation Committee reiterated the demand that Mr Rukoro hands over all properties and assets belonging to the NFA such as the vehicle ( Fortuner) to Mrs Meriam Tjivikua who is the Finance and Administration Manager. The Normalisation Committee also would like to inform all stakeholders within the Namibian football fraternity to take note of this decision and to abide by it. No agreements (financial or otherwise ) entered into by Mr Rukoro is deemed as lawful or binding by the NFA.
