or closed down, or indeed filed for bankruptcy. Consequently, many jobs were lost in the industry, and layoffs continue unabated until such time when the industry stabilises. As spending cuts had slowed down the economy, the Namibian government embarked on securing financing from multi-lateral institutions such as the African Development Bank as well as from the Republic of China, as a result of bilateral negotiations, which principally should lead to opportunity for the 301 members listed in the CIF Annual Directory and ensure the revival of the construction sector. However, if procurement and tender requirements remain as they are now, it is highly unlikely that the approved loan from the African Development Bank, as well as the proposed grants and loans from China to largely finance infrastructure developments with the intention to stimulate the economy, can achieve that optimally. On the contrary, as it stands now, it appears that the local industry is being technically excluded from lucrative tenders. The tender requirements (historical financial performance and financial resources, average annual construction turnover) are of such a nature that they automatically preclude all Namibian contractors. This becomes very apparent in the recent African Development Bank/Roads Authority Invitation for Prequalification (No. RA/DC-CR/062014/2A) for the Construction of Trunk Road 9/1 from Windhoek to Hosea Kutako International Airport to Dual-Carriage Freeway Standards: Phase 2A – Sam Nujoma Interchange to Dordabis Interchange (19.5km) that was issued on 3 September 2018. Similarly, the recent Ministry of Works and Transport Invitation for Prequalification (No. MWT-DRIM/2018-03, ICB No. MWTDRIMTIIP2018/A1.2) for the Construction of Earthworks, Structures and Plate Laying for the Upgrade of the Railway Line between Walvis Bay and Kranzberg Railway that was issued on 29 August 2018.

The same applies to the financing arrangements with the Republic of China. The industry is concerned that once again the conditions of grants and loans are of such a nature that it precludes the local industry due to stipulations determined by the Chinese government. It begs the question of whether the approach of technically excluding Namibian contractors, is aligned with Namibia's national development plans and if indeed it is in the interest of addressing unemployment and tackling poverty in Namibia. It is unlikely to lead to Namibia's sustainable economic development. Bärbel Kirchner, consulting general manager of the CIF comments: “Government might have secured favourable financial arrangements with China. However, the question is, what are the trade-offs? We should consider the overall costs involved – the loss of Namibia's own capacity, further retrenchments, even the potential collapse of our entire industry. It is generally known that labour, products, and services are being imported. Cash is taken out of the country. We also need to better understand the arrangements with regard to taxation and contributions to our Receiver of Revenue. “Government must be aware of the opportunity costs, and also stop working in silos. How can we hope to achieve tackling poverty and create jobs, and then come up with such deals that exclude our industry, which not only would have created employment opportunities, but also would have stimulated other sectors of our economy? To avoid the tragedy of even more closures, the CIF demands that the tender for pre-qualification will be retracted immediately, and that the authorities engage the Namibian construction industry and revisit the tendering requirements. Kirchner says: “Frankly, considering the current situation of our industry and the economy at large, we need to recognise the opportunity and collaborate to find the best solution for all. Our industry must be engaged in such multilateral and bilateral negotiations”.

Hospital food shortage Continued from front page “I would [also] urge those responsible for tender allocations to always ensure that an entity given a responsibility such as delivering food to patients truly has the capacity and are able to render such services in a sustained manner”, said Dr. Haufiku. Adding the supplier was noncompliant and are responsible for the food shortage. On the health ministry he leads, Dr. Haufiku urged officials to end the culture of perpetual crisis management. “We seem to have got stuck in a habit of managing one crisis after another and patching and extinguishing fires one after another without addressing the root cause of our problems in the Ministry”, Dr. Haufiku said. When it was his turn at the rostrum, the Minister of Fisheries and Marine Resources also hinted the catering supplier was not complying with laiddown procurement rules. “We all know the challenges that Government often face in various sectors in dealing with suppliers for essential commodities, especially when such suppliers do not want to comply with laid-down procurement procedures”, the Minister is quoted. In a media statement after the handing over ceremony, and where the two Ministers gave their view as to how and why the food crises evolved, the Erongo Regional Council too laid the blame on the catering company stating financial difficulty as the root cause. “The food shortage dilemma, which came to light at the beginning, of the month is as a result of financial difficulties experienced by the appointed catering company tasked with supplying meals to all the regional state hospitals”.

Found dead -hanging from jetty’s rails The body of Max Isaaks (34) was found hanging from the rails of the old Jetty near Mile 4 on Wednesday at around 13:00. Two women jogging made the grim discovery. According to Nampol's Acting spokesperson, Detective Daniel Gurirab, the joggers notified G4S Security Services who then alerted the Police. The body was taken to the Swakopmund State Hospital where, according to legal procedures, a doctor issued a death certificate. No foul play is suspected and no suicide note was left. The deceased next of kin have been informed. It is alleged the deceased assaulted his ex-girlfriend with a hammer on Wednesday morning and then left the house. His his ex-girlfriend went to lay a charge at the police station.

Tyre blow-out related crashes on the increase Of late, road crashes reported at the MVA Fund Call Centre, have indicated that tyre bursts are seen as a worrying trend. Statistics regarding fatalities as a result of tyre-burst related crashes, show an upsurge of 62% between 2017 (5) until June 2018 (8). These fatalities emanated from a total of 42 such crashes in 2017 (29) until June 2018 (13). Road crashes are attributed to various factors including the condition of the road and the environment, human behaviour (fatigue, drunk driving,

and inattentiveness) as well as the condition of vehicles (working lights, tyres). The latter plays a crucial role as motor vehicles remain the most robust and reliable form of transportation in Namibia. In order to maintain their reliability, it is important to maintain the

safety and roadworthiness of vehicles by conduc-ting daily or weekly checks to spot possi-ble defects before using the vehicle. These checks include the inspection of vehicle tyres as tyre bursts mainly occur due to improper inflation, overloading, low-

quality, speeding and natural wear and tear. Below is what motorists need to consider when conducting tyre inspections: Ăź Check air pressure in

the tyres to ensure that the tyres are well inflated as per the manufacturer's recommendations, Check for signs of wear and tear and replace tyres when

necessary, Check the tyre tread depth in order to ensure optimum traction on the road even in unusual road conditions, Do a visual inspection

of the tyres to make sure there are no nails or other objects stuck in the tyre that can cause an inflation pressure leak.

Vehicle hits kudu and overturns On Wednesday this week around 19:40 a black Toyota Wish registration B957BHY (7 seater) veered off the road and overturned after the driver tried to avoid hitting a Kudu. The incident took place on the B2 road, approximately 30km from Karibib to Okahandja. The driver, Nghoomoka Nghoomoka (23) escaped with no injuries while three occupants sustained slight

injuries, four sustained moderate injuries and two were seriously injured. All victims were transported to the Usakos State Hospital for medical treatment and they are in a stable condition. Investigation continues.

First 20 houses under Arandis Roofing Project handed over to owners Sharlien Tjambari

The Mayor of Arandis Risto Kapendah at the handover ceremony of the houses in Arandis on Tuesday this week.

The Arandis Town Council in collaboration with Rössing Uranium Mine handed over the first 20 houses to their owners; the houses were completed under the Arandis Roofing Project. The handover took place this week on Tuesday in Arandis. Over the next three years the two partners will be replacing the asbestos roofs of close to 2000 houses in Arandis

which were built back in the 70's with zincaluminium sheets. The project is phased over three years and a total of N$28 million will

be used during the first phase of the project, a number of 833 houses will have their roofs replaced, these are the houses which need urgent roof replacement. The 20 houses which were handed over this week fall under the first phase of the project which commenced in June this year. One of the beneficiaries who has been living in her house for more than 20 years, Waltrout Tauros said she had to stay at her neighbour's house when the team started with the replacement of her roof. “It was a very fast process, it took them only two days to replace my roof and

nothing was damaged in the process. Everything went smoothly", s a i d Ta u r o s . A l l furniture was covered with plastic sheets for safe keeping. The Managing Director of Rössing Uranium Mine, Werner Duvenhage said that he is very proud to share that this project is the leading project in Namibia, where old asbestos roofs of houses and buildings are replaced with aluzinc roofs. The Mayor of Arandis Risto Kapendah said: "I am urging all residents to be patient with the roofing replacement process and to cooperate with all those who are involved in the Arandis

The new alu-zinc roof sheets replaced the asbestos roof sheets. Roofing Project. We are working to improve Arandis town for its residents". Kapendah applauded Zone Leaders, the volunteers who have been the middle man between the town council and the community. The Zone Leaders play the role of encouraging homeowners to cooperate with the Arandis Roofing Project technical team. In addition, the roof of the Kolin Foundation Secondary school was also repaired and the team is busy with the primary schools.

Dis-chem Gives Back Hope for a wild horse foal... The team from Walvis Bay Dis-Chem Dunes Mall in conjunction with the Dis-Chem Foundations Million Comforts drive set out to donate free pads to girls from various disadvantaged schools in Walvis Bay Monday, 17 September 2018. The school's were Tutaleni Primary School, Kuisebmund Secondary and Duinesig Combined School. The initiative, which forms a part of the company's corporate social responsibility, designed to ensure we keep our treasured young ladies in school all year round as research shows that young ladies from disadvantaged areas miss up to a 5th of their education due to the lack of a basic need like sanitary pads. The initiative saw several plastic bags' worth of pads given to the

schools as a show of support. Dis-Chem's Customer Consultants, Melissa van der Berg and Paschalia George, also expressed their delight at the initiative, saying that Dis-Chem is always passionate about giving back. The Dis-Chem Foundation launched a campaign where customers could donate pads, our suppliers brand matched each donation like for like and these were then distributed to schools. Other than this, they also have a campaign for the elderly.

A foal was born to mare Meredith and stallion Igloo. This may not sound like a huge event, but for the wild horses of the Namib Desert it's a symbol of hope. After a five-year drought and continual predation by a pack of hyenas, the Namib horse population has been through a tough time. Not one foal has survived since 2012, meaning that the youngest horse is six years old. In 2013 alone, the hyenas caught and killed a hundred horses, fifty of them foals. The population plummeted from 286 to the 79 horses still alive today, 80 of the newborn foal is included. Another mare is due to foal this year, others are expecting in 2019 – and everyone is praying that it's a new beginning of the century-old population that has been hovering on the brink of extinction. After several years of the Namibia Wild Horses Foundation providing feed for the horses to sustain them over the drought period – with generous donations by the public, the rains mid-year thankfully broke the drought and covered the desert floor in a carpet of grass. The surviving horses have gained condition and are fat and healthy. News that some of the hyenas have moved out of the Namib Naukluft Park may mean that the Namib’s horses - and the new foal - now have a chance. Here's hoping with all our hearts.

Teil meiner Übersetzung von den ersten zweieinhalb Seiten des inspirierenden Buches von Lawrence G. Green über das FlamingoCafè in Swakopmund, das nach dem Ersten Weltkrieg den Knotenpunkt dieser Stadt bildete und sich schräg gegenüber und nördlich vom Hotel Europahof an der Ecke Tobias Hainyeko- und Bismarckstraße befand: Folge 2 von 2 “Das Restaurant servierte viele feine Gerichte außer dem berühmten Hasenpfeffer: Suppe mit Knödeln und Fleischklößen, mit Paprika bestreuten Fischgulasch, riesengroße Langusten mit geriebenem Käse heiß serviert, dieses eingelegte Rinderfleisch namens Sauerbraten, Wi l d s t e a k s , g e grillte Brat- und Blutwurst. Frische To m a t e n u n d anderes Gemüse kamen von Hrabovskys Farm im Swakoprivier, und diese sonderbare Oase lieferte auch Rosen. Ich bin froh, dass ich eine der Speisekarten des Flamingo-Cafès aufbewahrt habe, denn sie ruft den Räucherschinken ins Gedächtnis zurück, den Paul Schmidt aus dem Schwarzwald importierte - auch den Schokoladenflammeri und verschiedene köstliche Backwaren. Doch dieses fröhliche Gasthaus war gleichzeitig eine Weinstube und ein B i e r k e l l e r. D i e meisten tranken ein Südwester Helles oder Dunkles oder Wein von der Klein Windhoek Mission oder Schnaps mit Bier als hartes Getränk. Für die Kinder gab es Himbeer- oder Traubensaft. Zu besonderen Gelegenheiten bestellten die Deut-

Wie ich bereits andeutete, gab es kein Panorama vom Fenster aus, keinen schönen Blick; der sanfte Komfort und das Versprechen nach Zufriedenheit lag drinnen. Schmidt hatte eine Kuckucksuhr aus dem Schwarzwald beschafft, und es waren nicht nur die Kinder, die auf das regelmä-

An der Bartheke fanden die Trinker eine Reihe von Heringssalaten mit gewrfelten Gurkenstückchen, Schweinehacksen mit Sauerkraut und den köstlichsten Kartoffelsalat südlich des Äquators.” ENDE

Liebe Susann, mit dem geschriebenen Witz über ein sehr ernstes Thema hast Du uns aus der Seele gesprochen. Danke für die mutige Veröffentlichung! Wie Du uns selbst in Deinem Vorwort zu Locker vom Hocker 5 beschreibst, sind auch wir Menschen, die gerne den Finger in die Wunde legen. Es vergeht kaum ein Tag, an dem wir nicht über dieses Thema mit Menschen hier in Namibia sprechen, mit Deutschland- Deutschen und NamibiaDeutschen. Und wir alle sind in sehr großer Sorge über diese Entwicklung. Tatsächlich wird die Berichterstattung über Fakten in den deutschen Medien oft solange gedreht, bis der Inhalt der political correctness entspricht. Als wir noch in Deutschland

Nampol dominates Namibian Police Force athletes dominated the fifth edition of the Navachab Half Marathon at Karibib on Saturday, taking the top three places in the men's and women's race. Kephas Kondjashili came first in a time of one hour, five minutes and four seconds (1:05:04), beating Matheus Kadhingula who came second in 1:05:05, while Shakiaxwe Jeremia was third in 1:06:01. The women's category saw Lavinia Haitope retaining the title she won last year with a time of 1:14:01. This year, she completed the race in 1:16:05. Another NamPol athlete,Beata Naighambo came second in 1:17:04 and Leena Ekandjo, also from NamPol, came third in 1:17:06.Over 250 athletes participated in this year's event. The male athletes started the race like a house on fire, as more than eight athletes opened up a big gap just six kilometres into the 21,1km race, but the three winning athletes extended the gap after 12km of running. With three kilometres to go the trio increased their pace even more, breaking away from the pack, leaving Paulus Iyambo behind who finished fourth in a time of 1:06.05.Kondjashili said the route was easy

and he was happy with the win. "The route was flat but it was a bit tough when we came back because I had a strong group of athletes that broke out and it was not easy keeping the lead on the two hills. But I am happy I won the title which I also won in 2016," he said.Haitope, who won the women's race, said she did not have much of a challenge as she ran her own individual race. "I won this race last year and winning it this year was good motivation and preparation for the Sanlam marathon which I will compete in in South Africa next week, despite my time being slow today," she said. Race organiser and regional sports officer for Erongo, Berthold Karumendu was satisfied with the outcome of the race. "In terms of logistics, everything went accordingly, even though we did not have all the best athletes in the country that chose not to compete this year due to the Sanlam marathon which they are preparing for in Cape Town," he said.

Victorious Gladiators bow out After losing to Zimbabwe 1-0 and then playing to a goalless draw with Uganda, the Gladiators had to win on Monday afternoon and things did not start as planned as they fell behind to a Celiwe Nkambule goal in the fifth minute. However, the response from Brain Isaacs charges was immediate as Ndapewa Katuta equalized for Namibia in the seventh minute before Kylie van Wyk added a second for the Gladiators in the 34th minute. Lovisa Mulunga then put Namibia further ahead with a goal in the 42nd minute to take Namibia into the halftime break with a 3-1 lead before Katuta scored her second of the match in the 90th minute. It was a little too late for the Namibians as this resounding victory was not enough as Uganda beat Zimbabwe 2-1 to win the Group with seven points. Zimbabwe are second on six points and Namibia in third place on four points. And for a third consecutive match, a Namibian, this time, Thomalina Adams won the Lady of the Match award.
