Industry has doubts in success of quota auction Floris Steenkamp Stakeholders in the private sector of the Namibian fishing industry remain sceptical over the rate of success of the Government fishing quota auction by the Ministry of Fisheries and Marine Resources (in conjunction with the Ministry of Finance). The auction closes at 10:00 on Friday in which approximately of 83 400 metric tons of quota comprising of: hake (11 000 metric tons), horse mackerel (72 000 metric tons) and monk (392 metric tons) are available to the highest bidder. A total of 40 % of the tonnage are available to local bidders and 60 % for both local and international bidders. Government each year set aside quota for Governmental Objectives. The quotas have the sole purpose of generating a cash income to Government which can applied with sole discretion of Government on any national priority, as long as the priority and outcome is in national interest. The current auction of the fish quotas is according to Fisheries Minister Dr. Albert Kawana to raise cash to procure medicine and medical equipment to fight the current Coronavirus pandemic. With the deadline in the auction's bidding today, all eyes are now on 31 August, when the Ministry of Finance will announce the successful bidders, the unsuccessful bidders, and the price per ton which the bidders submitted. Since the announcement of the auction, scepticism reign supreme. Namibians in general are of opinion this is another #Fishrot deal, “just with a different smell”. The #Fishrot deal refers to an alleged corrupt relationship between Namibia's former fisheries minister Bernhard Esau, former justice minister Sackey Shangala and several other political elitists with cronies in the Angolan Government and the Icelandic fishing company Sanjeri International. It allegedly involved quotas for bribes. The fisheries minister, justice minister and their cronies are in custody since late last year, when the #Fishrot scandal surfaced and President Hage Geingob called for their immediate resignation. Dr. Kawana earlier this month in a press statement denied the auction amounts to another #Fishrot. The minister challenged critics to come forward

The general opinion among industry players are that local companies will not bid for quotas. Secondly that there would be no Namibian vessels available to catch the auctioned quotas on behalf of bidders. One of the conditions of the auction is Namibian vessels need to harvest the auctioned quotas. Stakeholders remain concerned about the lack of proper consultation between the Ministry of

Industry has doubts in success of quota auction Continued from page 1 Fisheries and industry. The third set of concerns are based on the reserve prices set on the auction for the various species. 1. Local participation: stakeholders are of opinion the timing of the auction is bad. The hake season for instance ends on 30 September and horse mackerel by 31 December. Many companies didn't operate for periods throughout the year at high costs due to lack of quota and simply ran out of capacity this late in the season. To bid for additional quotas does not make operational sense. 2.The reserve prices are also too high for local producers to participate. The reserve prices for horse mackerel is set at N$2 500 per ton for wetfish and N$3 000 per ton for freezer. Local producers buy wetfish quotas locally for between N$400 and N$500 per ton. Freezer quota is purchased at N$ 1600 to N$2 500 per ton. 3.There is little if any business sense for locals to buy these quotas at these inflated prices', explained one stakeholder. 4.The hake quota in particular is a concern. The reserve price for hake wetfish is N$6 000 per ton for local bidders and N$6 500 per metric ton for freezer (local). The local industry in general is paying N$5 000 per ton for wet and not more than N$6 000 for local freezer quotas. Paying more is simply not profitable. 5. The reserve price for hake freezer (foreign) is set at N$7 500 per ton. To local stakeholders this is not reflective of the market value. Hake freezer
(foreign) can go for as many as N$11 000 per ton, leaving the hake frozen foreign component on the auction highly under-valued. 6. Namibian vessels: stakeholders doubt there would be Namibian registered vessels available so late in the season to catch the auctioned quotas. Others are concerned the Minister of Fisheries will waive the registration and licensing clauses in the Marine Resources Act 2000 to allow foreign vessels to enter Namibia to catch the auctioned quotas. 7. Communication: stakeholders remain dissatisfied with fisheries minister Dr. Kawana's version of communication with industry and the standards industry require for proper communication with the Minister. Industry for instance proposed the reserve price for hake at N$4 000 per ton wet/local and N$7 000 per ton for freezer. These suggestions were ignored by the Minister and now makes the quotas unaffordable for local stakeholders and undervalued for foreigners. 8. Industry stakeholders is of opinion there are too many loopholes with the auction. A number of Namibians had preferential information on the upcoming auction, reserve prices and allegedly also the auction documents. Armed with this these connected individuals campaigned for international partners at a kickback and also hooking local companies to bid for the fish, but with foreign financial assistance. These individuals allegedly charge facilitation fees and claim to be connected to those making the ultimate decision as to who are the successful bidders.

Hepatitis E Ministry of Health and Social Services, the Embassy of Japan and the World Health Organization (WHO) renew effort to address the Hepatitis E Virus Outbreak in Namibia. Windhoek, Thursday, August 13, 2020 — The Namibian government renewed its efforts in containing the Hepatitis E Virus (HEV), which was declared as an outbreak since 14 December 2017. To this end, the “Improving the national preparedness and response capacity to contain infectious disease outbreaks and other drought related public heath events in Namibia” project worth close to four million Namibian dollars was launched by the Embassy of Japan, the World Health Organisation (WHO) and the Ministry of Health and Social Services (MoHSS) at a ceremony held at the Namibian COVID-19 Communication Centre. The project will be implemented in the Khomas, Erongo, Omusati, Ohangwena, Kavango East and Kavango West regions by WHO in partnership with MoHSS for a duration of 12 months. Furthermore, the funding will strengthen the national and regional capacity, which are essential components required to implement effective response intervention (ERI). ERI is central when containing infectious diseases particularly, with the ongoing HEV. As of 28 June 2020, over seven-thousand (7,000) HEV cases have been reported, with the majority still from informal settlements in Windhoek (62%) and Swakopmund (21%). Sixty-five (65) deaths were reported, of which twenty - six (26) are maternal deaths. In accepting the gesture, Minister of Health and Social Services, Dr Kalumbi Shangula, described the project as having a “spin-off” effect for the COVID-19 response. Dr Shangula further stated that over the past three years, MoHSS has been fronting and dealing with various disease outbreaks, making reference to the ongoing COVID-19 alongside HEV, as well as Crimean Congo Hemorrhagic Fever and Anthrax. Dr Shangula said: “When we are faced with a pandemic of this magnitude, the workforce, financial, infrastructure and other resources can feel the strain and previous gains can easily be lost in the process”. The support will also go towards addressing drought-related health events, including severe acute malnutrition in response to the protracted drought of 2018-2019. Records from MoHSS reveal that for a period of eleven months, from April 2018 to March 2019, 50% and 11% of the total children weighed were moderately and severely malnourished respectively. Moreover, of the total two - thousand - eight - hundred and sixty (2, 860) children admitted at health facilities due to severe acute malnutrition, two -hundred and eight - six (286), which is equivalent to 10% have died during the same period. Also speaking at the same occasion, Namibia's WHO Representative, Dr Charles Sagoe-Moses, emphasized the need to sustain investment in essential health services while attending to the urgency of the current COVID-19 pandemic. Dr Sagoe-Moses mentioned that the project provides an opportunity to intensify efforts towards the HEV outbreak. Specifically the project will: 1.Improve advocacy and well-coordinated response to contain infectious disease outbreaks and severe acute malnutrition at national and targeted regions. 2. Strengthen surveillance and early warning, as well as response systems whereby nurses, doctors and community health workers are able to timely detect, report, and submit weekly reports or data, from targeted districts to national level. 3. Appropriate disease control interventions introduced at all levels to prevent, promptly initiate treatment, or refer to the next levels. 4. Strengthen social mobilisation and risk communication at all levels for disease prevention and health promotion. 5. Improve cross-border collaboration along the common border between Namibia and Angola, to reduce morbidity and mortality. In his speech, Ambassador of Japan to Namibia, His Excellency Hideaki Harada, explained that Japan plays a proactive role in international cooperation within in the global community. Hence, Japan's support to Namibia's development policies such as Vision 2030, National Development Plan 5 and the Harambee Prosperity Plan aims to contribute to economic and social development together with improving welfare in the country. Ambassador Harada stated that “the government of Japan decided this time to support the Namibian government's leadership and efforts in partnership with WHO, as a trusted partner of Namibia and Japan in health, in order to ensure that all the members of the community can live a fulfilling life, through strengthening the health system”.

Arandis feels forgotten and neglected Sharlien Tjambari Residents of Arandis say they are forgotten by Government and neglected by the Arandis Town Council. Frustrated community members, organised as the Arandis Community Concern Group (ACCG), launched a peaceful demonstration recently to voice their concerns over a number of pressing matters and handed a petition to the Town Council which sets out their grievance. “The rest of Namibia thinks Arandis has no Coronavirus cases. Just the opposite is true. Arandis' cases are counted with Swakopmund's cases”, explained a spokesperson of ACCG, Barnabas Kambara during the demonstration. Kambara questioned the readiness of the authorities in the event of an outbreak of the Coronavirus pandemic at Arandis at the same scale as Walvis Bay and Windhoek. He called upon the local authority to communicate the readiness plans with the residents of the town. The Group further feels Arandis is overlook in more than one instance. A ministerial delegation which recently visited Erongo to familiarise themselves with the Coronavirus pandemic did not visit the town. Neither did anyone made efforts to look at the specific dynamics of the town prior to the lockdown. Nobody ascertained how the lockdown affects the people and businesses, said Meita Ntlai who also
represents ACCG. Development at Arandis is also a contentious matter. Although the mayor of Arandis Clr. Risto Kapenda shared an update of developments in Arandis, and he also explained why projects are delayed, the Group feels economic development remains at a slow pace and in some instances stagnant. Housing: “There is nothing forthcoming regarding the construction of houses. We as a community wants houses constructed. How many houses did Council construct in past 30 years? We are not referring to Rössing houses. How much serviced land was added by Council? Residents claim a recent fire resulted in walls of house caving in. They attribute that to a general decay of the Rössing houses. “Do you want us to grab land and build informal houses to alleviate our housing pressure”, asked the Group before handing over the petition to the CEO of Arandis Stanley Norris.
NASA's Dr Japie made 33 years of service Congratulations Dr Japie van Zyl, Solar System Exploration Director at NASA's Jet Propulsion Laboratory made 33 years of service at the California Institute of Technology (Caltech) in the USA. Van Zyl, born and raised in Namibia, is the Director for Solar System Exploration at NASA's Jet Propulsion Laboratory. Previously, he was the Associate Director of Project Formulation and Strategy. Dr van Zyl received the medal for his distinguished service and leadership over a long career contributing to a multitude of successful NASA missions and the development of new instruments. Dr van Zyl distinguished himself by the significant contributions he made to NASA during his 33-year career while simultaneously achieving world renown for his research in radar polarimetric scattering and image analysis. He distinguished himself as an outstanding leader, resulting in his appointment to the Jet Propulsion Laboratory (JPL) Executive Council. His development of imaging radar polarimetry led to the world's most advanced multifrequency polarimetric airborne Synthetic Aperture Radar (SAR) and interferometric topographic SAR system.

Chinese business community makes generous donations Sharlien Tjambari The Erongo Chinese Business Community (ECBC) donated matrasses, chairs, duvets, and face masks to the municipality of Swakopmund this week, to assist the vulnerable and destitute who lost belongings in shack fires in the recent past. The handover ceremony was facilitated by the Governor of Erongo, Neville Andre. The same occasion was used to donate N$30 000 to the Namibian Police to add momentum in the fight against the Covid19 pandemic. The handover ceremony took place on Tuesday. Governor Andre described the donation as coming at a time Region is experiencing ravaging shack fires which destroyed lives and livelihoods in several informal settlements. “I am happy, that despite the current economic challenges, and as part of their social corporate responsibility and true solidarity, the various Chinese businesses in our Region, dug deep into their pockets to support the vulnerable communities�.
The Swakopmund municipality through this donation received more than 200 matrasses, 160 chairs, over 3 000 face masks, 20 duvets and lots of household plastic goods, for further distribution among targeted community members. The Namibian Police in Erongo will spend the money for priorities in the fight against the pandemic. The leader of the Regional Chinese Business Community, Jiansheng Zhou, said the Chinese community in Erongo remains committed to help wherever they can.

MYO-Students hard at work amidst Covid-19 lockdown Students of the Mondesa Youth Opportunity Trust (MYO) are hard at work, despite the lockdown in Swakopmund. According to the management of MYO, they began with tutoring lessons in reading, maths, English, life skills, computer science and music. “Our students are also allowed to take out books from the library, thereby enhancing their reading skills. We aim to continue to provide quality education for our students during these challenging times and everything is done according to the COVID-19 health and safety regulations as set out by our Government,� emphasizes Neels Strijdom.
In May 2020 FNB handed over a donation of N$250 000 to the Mondesa Youth Opportunities Trust (MYO) which will be used to further the education of MYO students. MYO provides an intensive afterschool education programme in the Mondesa Township in Swakopmund, targeting Grade 4 through to Grade 8 learners that show ability and promise.

Finance Minister opens Credit Guarantee Scheme for SMEs Finance Minister Hon. Iipumbu Shiimi has announced the commencement of the Credit Guarantee Scheme for SMEs. The scheme will provide collateral cover of 60% for qualifying SMEs applying for finance from participating commercial finance institutions. The rationale behind the Credit Guarantee Scheme is that there are SMEs with excellent prospects for success and viable business plans, but lacking the necessary collateral to obtain loans. Commercial finance institutions require the security of collateral to ensure that their capital is preserved in the event of an SME being unable to repay their loans. By insuring credit granted to qualifying SMEs, the Scheme substantially reduces the collateral requirement for qualifying SMEs. Talking about the scheme, Minister of Finance, Hon Shiimi announced that it would be a smart
partnership between Development Bank of Namibia (DBN), Namibia Special Risks Insurance Association (NASRIA) and participating financial institutions. The smart partnership will be funded with N$98 million seed capital from the Government of the Republic of Namibia and the Bank of Namibia. Minister Shiimi said SMEs will have to apply for business loans at participating financial institutions. Upon being assessed as bankable and only lacking collateral, the SME can be considered for collateral cover of 60% of the principal loan amount. To date, the scheme will be available from First National Bank of Namibia
(FNB). A second financial institution has been approved for participation in the scheme, but will only be able to make the scheme available once contractual matters are finalised. More financial institutions are expected to adopt the Credit Guarantee Scheme soon, once they have more fully considered their participation in the scheme. Talking about implementation of the scheme, Development Bank of Namibia (DBN) CEO Martin Inkumbi said the scheme is designed to provide widespread accessibility to SME borrowers, and so participation was offered to private sector lenders such as FNB and others. He added that SMEs will

Asked why the scheme was not offered through DBN, Inkumbi said the Bank already offers relaxed collateral requirements, and that a wider spread of financial institutions offering the scheme would enable the smart partnership to reach more SMEs. written by NASRIA Ltd., a key partner for the participating financial institutions while DBN provides expert support during the adjudication of claims. Peter Grüttemeyer, Board Chairperson of NASRIA Ltd. said the Credit Guarantee Scheme was declared as a special risk to be underwritten by NASRIA Ltd. NASRIA Ltd was estblished when the shortterm insurance industry and the Government joined
forces in 1987. Its mandate is to provide special risks insurance cover and to bring about social and economic changes. Minister Shiimi said that collective efforts from all stakeholders will ensure that the challenges that the SME sector faces are addressed effectively, including overall inclusive economic growth and social development in Namibia, particularly during this seriously challenging times of economic down-

Erongo dart players stay put Rudi Bowe
Four dart players from the Erongo Region that were selected to represent Namibia at the Africa Union Sports Council Region 5 (AUSC) Darts championships are not going anywhere after the tournament that was scheduled to be held in eSwatini has been cancelled. Namibia Darts Federation secretary general Ralph Ludwig said that the cancellation of the AUSC darts tournament is as a result of the widespread Covid-19 infections in almost all Region 5 member countries. This continues to be a cause for concern and source of anxiety in the sports movement. Ludwig said “The team that consist of Ralph Ludwig and Dianne Ludwig Lyndon Green and Quinton Mouton has over the past months spent tireless time to prepare themselves to ensure they
produce a great performance at the competition, but the well-being of our players comes first, especially during times like these. Despite the cancellation of the tournaments Ludwig remains positive and looks ahead to the future and that the selected darts players will continue with training. Ludwig added “The region is home to some of the best dart players in the country but they cannot take part in local competitions due to travelling restrictions.”

Sports Awards postponed to Rudi Bowe next year The Namibia Sports Commission (NSC) postponed the 17th edition of the Namibia Annual Sports Awards (NASA) to October 2021 due to the Covid-19 pandemic. NSC chief administrator Freddy Mwiya, said that it will be impossible to successfully host the annual prestigious awards, which recognises and honours the country's sporting heroes. Mwiya said “The sporting industry has unfortunately seen unimaginable disruptions and our athletes and officials are under tremendous pressure, stress and anxiety and their mental health should be priority which calls into question the authenticity of hosting realistic Sport Awards.” “As a result of these circumstances the Namibia Annual Sport Awards organising committee after consultation with other key stakeholders deems it not feasible for the event to go ahead this year as originally planned. We believe that we cannot expect a fair and quality submission of nominations given the limited number of competitive events our athletes were able to compete in during the last quarter of 2019” Mwiya said. “Mwiya added that all sporting achievements achieved between September 2019 and August 2021 will be taken into account for the 2021 Namibian Sports Awards. Mwiya said "Hopefully we will soon be able to continue with sports as usual to give our sportsmen and women the opportunity to make their mark locally as well as internationally."
