Namport's newly built tug, Onduli (the name meaning Giraffe in the Oshiwambo language), arrived in the port of Walvis Bay from a shipyard in Spain where she was custom built for the Port Authority at a price tag of N$60 million. Onduli is officially now the biggest and strongest tug in Namport's arsenal. The vessel is 30m wide with a beam of 11m. The vessel will be officially welcomed in the Namport family of tugs in January during a christening ceremony.

Minister Shaningwa approves new height restrictions in Swakopmund Staff Reporter

The new Swakopmund Town Planning Amendment Scheme No. 61 was published in the Government Gazette on Wednesday (15 November), after the Minister of Urban and Rural Development, Sophia Shaningwa, approved the scheme in October. It is now law. The new scheme includes drastic changes to building heights and bulk developments all over town. It paves the way for buildings with a height of up to 40 meters and no limit on bulk. Since the Amendment Scheme was approved, it has sparked a public debate. The main criticism: it allegedly was never laid open for public input. namib times contacted the Municipality of Swakopmund and requested a copy of the scheme, to verify the exact details. Bulk electricity supply to Walvis Bay now of a world class standard Regional electricty distributing company, Erongo RED commissioned its new intake-substation at Walvis Bay on Friday, a project described proudly by the company as the "biggest project to date". The new intake-substation is a state of the art facility that was manufactured by ABB in the Czech Republic at a price tag of N$270 million. Described as the hub of electricity distribution in Walvis Bay, the intake substation is fed by Nampower's two transmission lines from the Walmund substation. Nampower completed these two transmission lines as part of its bulk infrastructure to Walvis Bay at a price tag of N$300 million and given the hi-tech intake-substation Walvis Bay boasts an N-1 network. N-1 means if one transmission line is down, Walvis Bay can still be fed by the other line with adequate supply capability to supply Walvis Bay's increasing power demand. Initial planning for the substation commenced in 2012, when Erongo RED and NamPower identified the urgent need to upgrade electricity supply capacity to Walvis Bay. Continued on Page 2

According to the Government Gazette (6472) published on 15 November, two Town Planning Amendment Schemes, being No. 61 and No. 62, were published in the Government Gazette. Henceforth, the new limit for height restriction was changed to 15 meters for single residential (8m before); to 30 meters for general residential, local business, light industrial, and office (was up to 12m before); and to 40 meters for general business, general industrial and institutional (was up to 16 meters in some cases before).Some developers have already taken advantage of the new scheme as the new development at the site of the old swimming was recently showcased during a public scoping exercise. This development, if it indeed is approved, will be the first high-rise in Swakopmund grazing the 40-meter mark. Similarly rumors regarding another high-rise building planned on an erf located between the office of the Ministry of Environment and Tourism (MET) and the Zum Kaiser Hotel has surfaced recently. Wilfried Groenewald, Town Councilor representing the Swakopmund Residents Association (SRA), has asked why the change to the scheme was never advertised in newspapers, as is usually the case and is prescribed in the Town Planning Ordinance. He particularly asks why the change of the scheme is shrouded in such secrecy. "We should work on a concept, especially when it comes to such drastic changes", he said. The initial proposal to the changes in height restriction was presented to the municipality in a letter sent by Daniel Ndhidinua, the Permanent Secretary in the Ministry of Urban and Rural Development, in July 2016. Where exactly the initial application for the drastic changes came from, could not be established. The first high-rise building at the coast, the twelve-story beachside apartment block at Long Beach known as "Ocean Key", never materialized. Construction was halted.

Amendment Scheme No 61 whereby public participation was denied by Council. The Swakopmund Residents Association therefore strongly objects against any such developments; and the Amendment Scheme No 61 for the following reasons: ·Amendment Scheme No 61: ·Your Council openly denied public participation on the proposed amendment of the height provisions contained in scheme No 12 in its Agenda at Council Meeting on Thursday 29 September 2016, although according to Article 18 of the Constitution of Namibia the public has a right thereto. The proposed amendment of height restrictions was then included into Amendment Scheme No 61 and submitted to NAMPAB for approval. However, according the Town Planning Ordinance 18 of 1954, as amended, Clause 17, this intention to amend the clauses of the scheme, should have been advertised and should "contain a concise statement of the effect of the resolution." These statutory requirements were clearly omitted and the whole matter is therefore unlawful and unconstitutional. ·A town planning scheme is a legal framework whereby people develop and invest. As these amendments to the existing town planning scheme are so severe, public input is of utmost importance and any omissions thereof can only be interpreted as unethical or even with corrupt intentions. ·Swakopmund has a registered Conservation Area protected by the National Heritage Act of 2004. This was done to serve a certain purpose and any changes cannot be undertaken by disregarding any public input or the relevant statutory requirements. ·Public Scoping of Proposed Development on Erf 4747, Swakopmund: ·The public scoping of the proposed development on Erf 4747 cannot be regarded as a lawful entity, as the Amendment Scheme No 61 has not been gazetted yet. ·The advertisement of the so called public scoping was insufficient and most of the public were unaware of it. Should this not have been done in the same manner as Clause 17 of the Town Planning Ordinance, since no other advertisement took place? ·The building plans submitted were insufficient, as they only showed some elevations and the colour schemes do not fit into the surroundings. ·The proposed development will obstruct the light beams of the lighthouse and any such matters must be liaised with Messrs. NAMPORT, Namibia. ·According to the National Heritage Act of 2004, Article 54, an environmental impact assessment must be performed to "the extent to which the proposed area and height of the proposed development may be obtrusive in relation to the area and height of the protected place or listed building in the vicinity." As the adjacent lighthouse is listed as "Grade A" protection, this proposed new development is totally out of context and can therefore not be allowed. ·In terms of the National Heritage Act of 2004, a separate environmental impact assessment must be undertaken for the proposed hotel development. This has not been done.

Despite delays in the construction process the Minister of Works and Transport, Alpheus !Naruseb, is impressed with the progress made on the upgrades of the MR44 (behind the dunes between Swakopmund and Walvis Bay) and the C34 (between Henties Bay and Swakopmund). "I cannot but be impressed with the progress made", said !Naruseb on Friday on a visit to the construction sites of both these coastal roads. He was informed of some delays in the construction process, especially on the road upgrade of the C34. "These delays are as a result of the global economic trend and for understandable reasons. Yet, there has been quite good progress made and I am happy with it", the Minister said. According to Conrad Lutombi, CEO of the Roads Authority, the first stretch of tarmac on the C34, 17 kilometers long, will be opened during December – just in time for the festive season. The entire project from Henties Bay to Swakopmund is expected to be concluded by the end of 2019. After the conclusion of this project, the upgrade of the Henties Bay/Uis road will commence. Ultimately the upgrade will include the road leading up to Kamanjab via Khorixas. Lutombi could not yet give a date when this project is expected to be concluded. "It is a very big project and includes 406 kilometers of road", he said. [Once all these

road projects are completed, it would be possible to drive on a high quality and safe tarmac road from Walvis Bay to Ruacana]. Lutombi revealed the new road will make a sharp bend east about ten kilometers south of Henties Bay and linked via a bridge on the Omaruru River to Uis. An additional turn-off will also be constructed to provide access to Henties Bay. Construction on the road MR44 behind the dunes is currently 30% complete in terms of total project objectives. !Naruseb was very impressed with this stretch of road's construction progress. This road is expected to be opened in 2019. During the visit, !Naruseb was informed about a new 110-meter-long bridge which will be constructed across the Swakop River, where the current railway bridge crosses the river. The road will connect to the B2 with a modern interchange. According to Lutombi, the interchange will feature dedicated lanes to allow for a smooth flow of traffic to the Walvis Bay harbor when coming from the direction of Arandis. No stop to vandals at !Nara Primary Piquet Jacobs

The !Nara Primary School has in the past few months been the target of vandals. The incidents are usually over weekends, leaving the school with thousands of dollars in damages to repair every other Monday. The school staff and principal recently started working with the local police in the area, to take charge of the matter. It still does not keep the intruders out. "They come into the school yard and break the windows, some even go into classes and make a mess of the place. After a few windows were fixed, they were broken again", fumed Ronald Buddy Visagie. The situation worsens. The school barely has

enough funds to maintain the school. It makes repairing the damages difficult, if not impossible. The school would like the public and parents to get involved. Assist with keeping vandals out of the school yard, asking those living in the area to be observant and vigilant. Report suspicious movement of people into- and from the school yard, especially over weekends. Also be observant of movements in the area at night.

An accident was reported on Saturday afternoon in Sam Nujoma Drive at the entrance to Narraville. One person sustained minor injuries and was transported to the Walvis Bay State Hospital by St. Gabriel Community Ambulance for medical care. The cause of the accident is investigated. On Saturday evening, a vehicle veered off the road on the MR 44 route (road behind the dunes) close to the Swakop River crossing. The driver allegedly lost control over the sedan vehicle in a bend, resulting in the vehicle veering off the road. No injuries were reported.

Fish cold storage, processing and selling has arrived at Narraville. A state of the art commercial cold store and fish processing facility was inaugurated on Friday by Ehika Fishing under the trade name CPJ Commercial Cold Store (Clive Peter Johannes). The Minister of Fisheries and Marine Resources, Bernhardt Esau. The facility was developed at a cost of N$30 million, financed by shareholders equity and a loan by the Development Bank of Namibia. The facility will employ 40 permanent workers at full capacity. The cold store is equipped with the latest available technical innovation available on the market and has a capacity of 1200 ton. It would also ensure efficient work manoeuvring and turnaround times of product. Ehika Fishing's Managing Director, Mr Rojo van Wyk, said at the inauguration the company is on a quest to revolutionise the horse mackerel industry. Not only has the company adequate cold store facilities, but Ehika also unveiled its state of the art horse mackerel processing facility that

augments the cold store. Ehika showcased to guests at the inauguration value added horse mackerel product that include horse mackerel sausages, horse mackerel fish cakes, mince as well as omega meat loafs. Van Wyk further explained the facility will also receive frozen bycatch that would be processed and available for sale to the public through a fish shop that opens its doors in the first week of December. Ehika Fishing also announced its social responsibility drive, to plough a segment of its profit back into the communities within which it operates, as the Clive Peter Johannes Family Trust. The Trust is managed by the children of the

Derek Klazen,Councillor Penelope Martin, Rojo Van Wyk, Minister Bernhard Esau, Johny Doeseb and Eddie Van Wyk late Mr Johannes. Apart from assisting in carrying expenses of the frail care of Ms Johannes, the widow of the late Clive Johannes, the Trust also assists Fishermen's Widows Trust and assists with bursaries, soup kitchens, youth centres and childrenand old age centres. The Minister of Fisheries and Marine Resources at the inauguration again stressed the importance of value adding of Namibia's horse mackerel fish resource. 33 000 metric tons of coal discharged

The bulk cargo vessel SSI Nemesis is expected to arrive off Walvis Bay later this week, in order to discharge 33 000 metric tons of coal. The vessel is scheduled alongside at the bulk terminal quays on Saturday, according to the daily port log. Namibia is a net importer of coal with. Nampower imports coal for its Von Eck thermal power station at Windhoek and Dundee Precious Metals at Tsumeb, the copper smelter.

Standard Bank warns about Phishing Attack Business account holders are advised to be vigilant about two Phishing Attacks targeting clients since Tuesday 14 November 2017. The first one is purportedly from DHL advising that one has to hurry to pick up your preloaded Credit Card that has an amount in excess of R1 Million on it. One is required pay a fee to get the card delivered to an address of your choice. The second one is purportedly from Standard Bank threatening to block your credit and/or debit card if one does not reconfirm the 16-digit card number details, 3 digit CVC (Card Verification Code), expiry date and PIN to the sender on a template attached to the email. The CVC number is the number found on the back of the card on the right hand side of the signature panel "Under no circumstances are recipients to respond to the sender, they should rather delete such mails immediately without opening any link or attachment and if in doubt contact their Bank for guidance," urged Standard Bank's Acting Head of Marketing Sigrid Tjijorokisa. A phishing scam happens when fraudsters send unsolicited emails, which are purportedly from the bank. Usually these emails request you to click on a link embedded in the email in order to update your personal details. Once clicked, the link will

redirect you to a fraudulent website.

Your personal details are then sent to the

fraudsters. Prevent falling victim

to phishing by doing the following: 路Type the website address of your financial institution to access it into your Internet browser rather than clicking on a

“Softhearted” Russian tells of his sex excapades with underage girls Alexander Krylov testified during a bail hearing in the Walvis Bay magistrates court this week that the sexual encounters were consensual and he paid the girls N$100 each for sex, also that he had no idea that the girls were underaged as their bodies were 'well developed’. Krylov, also known to his victims as Mr Alex was arrested recently on charges of rape and kidnapping when his sexual encounters with underaged girls in the harbour town came to light. According to Krylov, he met his co-accused, Anna Katrina Engelbrecht, in March of this year when she contacted him about a woman in need of money. The woman was willing to exchange sex for money. "I went to pick them up in town. We were having sex and then accused 2 (Engelbrecht) also joined. After we finished, I gave both N$100 and dropped them in town. After a week, the lady called me again to have sex for money. She said she was in town and asked if I can fetch her and another lady. Workers of Swakop Uranium accuse company of “dictator Erwin Leuschner -like leadership” Some 400 aggrieved employees of Swakop Uranium's Husab Mine marched to the headquarters in Swakopmund on Wednesday where they handed over a petition and voiced their grievances regarding issues at the company including allegations of a “dictator-like leadership.” After the initial march through town the employees took part in a peaceful demonstration at the headquarters of Swakop Uranium in town. They chanted “Down Percy, Down”, referring to Percy McCallum, Vice President HR and Business Support, as well as “Down, Chinese Down.” According to the Mine Workers Union (MUN), close to 1 200 employees of Swakop Uranium are not happy with the current situation, but only about 400 workers attended the peaceful demonstration as the remaining employees were on duty at the mine at the time. The petition lists a total of six grievances the employees have with their employer. “The Trade Union demands an affirmative response in the above regards (by) no later than Wednesday, 22 November (otherwise) expect unspecified action going forward”, said MUN SU Branch Chairman Timo Katjiuaende. According to Katjiuaende both the union as well as the company have had several formal discussions on issues affecting the workforce, but nothing has allegedly been done to resolve these issues. “As leadership, we have always tried to protect the company from any embarrassing situations. However, as leaders we are also bound by the wishes of the members where it is justified to do so (sic)”, he said. The issues include a “dictator like leadership style” by certain management officials, especially by certain Head of Departments. Furthermore, the employees allege there are several positions filled at the mine by Chinese nationals without the compulsory Namibian understudies. Although this issue was put under the attention of SU, management allegedly remains ignorant. The employees are also aggrieved by the salary structure and job grading process. They allege it is “systematically delayed by management”. The union accuses SU of “huge salary differences of employees doing work of equal value.” “We demand that the Senior Vice President Percy McCallum take his job seriously and implement a formal job grading structure as a matter of urgency or alternatively pack and leave”, Katjiuaende said. These remarks were welcomed by the crowd, chanting “Down, Percy down.” Other issues raised in the petition concern the early arrival and late departure time, the recruitment process at SU as well as company policies and regulations. Percy McCallum received the petition on behalf of SU CEO Zheng Keping and thanked the employees for the peaceful demonstration. “I have listened to the issues and we will respond before 22 November”, he said. About a dozen members of the Special Field Force were deployed at the SU headquarters in Swakopmund. There were no incidences though, as the unhappy employees left the premises peacefully after the petition was handed over.

Sven Ahrens Memorial Shoot On the 11th of November 2017 the NHRSA hosted the Sven Ahrens Memorial Shoot on farm Zonnewaldt in the Stampriet district. The NHRSA also used this weekend to have their AGM and year end prize giving. The shooting completion of the weekend was open to the public, but the different regions entered their teams (4 men/ladies) to compete for the Sven Ahrens Memorial Cup. The trophy was won by the Central A team (Francois Marais jnr and snr, Wittes Marais and Johannes van Zyl), narrowly beating the South A team (Johan Engelbrecht, Johannes and Strydom van der Wath and Johan Loubser). All roads led to Stampriet on Saturday morning, where a well prepared course was set out by the NHRSA Southern representatives. Participant's skills were tested and tried, but at the end of the day, while cooling down in the "swimming pool" that was built by Oom Wathy, especially for this scorching hot weekend, everybody agreed that it was a good way to end a wonderful year of shooting. The day was won in the individual shoot by Walter Kinnear in the men's division and Cornel vd Westhuizen in the ladies division. The class winners were as follows: Penkoppe: 1. TOYOTA Golf day The past weekend saw TOYOTA [alles loop altyd goed!!] sponsor the day and contrary to all beliefs that say entries will be limited after a fund raiser, 40 players turned out. This was after the HG Kerk day at our club as well as the Rhino day at Rossmund. Thanks to Dewald and his team for the 5th year of sponsorship and at the prize giving they committed again for next year. Winners on the day were Gordon and Tubby on a staggering 53 points with Potch and Herman Neethling in second place on 48 points. Boel and Jaco won the count out for 3rd place on 47 and losing the count out were Rocco and Barend. John and Carlos were 5th on 46 points. There were a few two clubs on the day, Frans, Hannes, Barend 2 and Gordon. The jackpot was won by Jaco after he threw the numbers [sound fishy to me J]. The Brave Warriors can beat their 2018 African Nations Championship (CHAN) Group B-opponents if they play to their strength and get the tactics right despite their underdogs' tag against Zambia, Uganda and Ivory Coast. The Confederation of African Football (CAF) on Friday in Rabat, Morocco conducted the draw for the CHAN finals to be held in Morocco from 13 January to 04 February. Namibia finds itself in Group-B with Zambia, Ivory Coast and Uganda. Coach Ricardo Mannetti is looking forward to the challenge ahead. "We were not going to get it any easier from pot four. I expected strong teams in our group and I'm not surprised and that still leaves us with the title of underdogs. It suits me and the team. It's our first time at the CHAN finals and we will take it one game at a time", states Mannetti. The Cosafa title winning coach assesses his Group-B opponents like this: "If you ask me if we are able to beat these guys - I can say yes. Ivory Coast is a strong team. Uganda has improved in recent years and has been very consistent. Zambia is a powerhouse and a strong football nation, but it is possible for us to surprise

them. If we get our approach and tactics right, as well as play with our strengths, we can beat them," said Mannetti. He concluded the fixture against Zambia will also come in handy, in terms of preparations for the 2019 Africa Cup of Nations (AFCON) Qualifier match. It is set for March when the qualifiers resume. Namibia will open its campaign on 14 January 2018 against Ivory Coast at 16:30 and on 18 January play Uganda at 19:30. The group action concludes on 22 January against Zambia at 19:00 in Casablanca. The top two teams advance to the quarter-finals. Morocco heads Group A and will face Sudan, Guinea and Mauritania in Casablanca. Namibia plays Ivory Coast, Uganda, and Zambia in Marrakech.
