End of the line for 500 ppm diesel The process has started to phase out diesel containing 500 parts per million sulphur (500 ppm), the Ministry of Mines and Energy confirmed in a press statement. Namibia will in future only have 50 ppm diesel. According to the ministry in its statement the phasing out of 500 ppm diesel is in line with the country’s commitment to curb green house emissions. The high sulphur content of 500 ppm diesel is regarded as one of the catalysts of green house emissions and environmental degradation. According to the ministry 50 ppm diesel will be able to power all diesel cars and machinery in the country, including the older model vehicles and machines.

Krylov child-rape case to High Court A Russian national, residing in Namibia for an extensive period already, and a Namibian woman who are accused of having targeted young girls in Walvis Bay over a long period for child sex will have two answer in the Windhoek High Court on 32 charges of organised crime, human trafficking and rape. Two children died in a shack fire at Henties Bay over the weekend after their father allegedly locked them up in his shack at Henties Bay's Omdel neighbourhood. A lit candle caused the shack fire which killed both the children, aged 8 and 9.

Fire tragedy at Henties Bay

Business owners and tenants in Theo-Ben Gurirab Street in Walvis Bay’s light industrial area says enough is enough. The municipality of Walvis Bay installed this plastic tank as a temporary measure to absorb overflowing sewer lines. A pump fills the tank with sewer water when the sewer lines overflow and a tanker truck removes the waste water at intervals. Some days, like on Friday the tanker truck never arrived and raw sewer water floods into the street, causing a messy and smelly situation. Business owners are now discussing the possibility of pooling money for a lawyer to take on the municipality as they feel not enough is done for the light industrial area. Areas like Theo-Ben Gurirab street does not even have proper street lighting.

Krylov to High Court Continues from page 1 Court for prosecution and that a pre-trial appearance is scheduled for 14 February 2019. Krylov is accused of having used the services of Engelbrecht to recruit under-aged girls with whom can have sex for money. Upon his arrest, Krylov's defence was he did not know the girls were underaged as they had well-developed bodies. He also understood these girls were prostitutes. He also alleged he has been blackmailed after his arrest.

These deaths brings the total to five child fatalities in Erongo the last two weeks and of which the root cause of these deaths are children left unattended. According to the police report, the two children burnt beyond recognition at Henties Bay's Omdel when the shack they were sleeping in caught fire and was razed to the ground. Katrina Immanuel (9) and her brother Thomas Immanuel (8) were killed. It is alleged that the father locked his children in with a padlock from the outside of the shack. According to Detective Chief Inspector Gurirab, staff officer to the Regional Crime Investigations Coordinator, the father failed to blow out a burning candle before he left. In two separate incidents earlier near Karibib and Otjimbingwe three children drowned in two separate cases after being left unattended. A 14-year-old drowned in a swimming pool during a church outing and near Otjimbingwe two five-year-old boys drowned in a farm dam in the moments no one was looking after them. The question was asked over and over the past few weeks - could any of these child deaths be prevented. Many’s answer is clear: a lack of adult supervision and adult judgment were the causes of these deaths. With the holiday season fast approaching, parents are urged to plan ahead and be vigilant to protect their children to everyday dangers lurking in and around the house.

Fire destroys close to eight shacks Sharlien Tjambari

A shack fire incident was reported on Friday at about 23:00 at Oletweni Location in Swakopmund where more than eight shacks where destroyed and fortunately no loss of life or injuries were reported. According to the residents of erf number 3074, the fire started at the shack which is at the entrance of the yard and spread over to the other six shacks on the same erf and razed all six shacks to the ground. The shacks were built in such a way that there was no space to rescue properties, “all we could do was to save ourselves and the children. There was no time to grab anything because

the fire spread out so fast�, said one lady whose shack was opposite the one in which the fire had started. The young man who oversaw the erf confirmed that there was a total of eight shacks on the erf. The fire victims had to go camp at family for the night. The shack fire victims are requesting anyone who is willing to assist them with rebuilding or any form of help to please contact them through the newspaper or the office of the Swakopmund Fire Brigade.

The fire also destroyed a shack on erf 3075 and broke windows and water pipes on erf 3073. Earlier on Friday afternoon, there was also a fire in Tulinawa where several shacks burned to the ground. The incident was confirmed by Nampol and was attended by the members of the Namibian Police Force and they summoned Swakopmund Municipal Fire Brigade to extinguish the fire. No loss of life or injuries due to the fire were reported, only

shacks and properties were destroyed. The cause of fire could not be ascertained.

Three house fires in Walvis Bay.......

Three incidents occurred at Walvis Bay over the weekend and adds to the destruction and death the coastal towns endured over the weekend. On Friday a house fire occurred at Bagani Street in Kuisebmond. A power outlet was overloaded with plugs and caught fire. The Walvis Bay municipal fire brigade extinguished the fire. In an incident on Saturday, a house fire occurred in James Brown Street, also in Kuisebmond. The cause of the is still under investigation. On Sunday a room in a complex in Theo-Ben Gurirab Street in Walvis Bay caught fire and was completely destroyed. The fire was at the Union Court gated community. The cause of the fire is still under investigation.

The port of Walvis Bay will not be as busy this week with container handling activities, but on the bulk front business looks better. According to the daily port log the general cargo vessel Bright Sky (pictured above) loads and discharges containers today, followed tomorrow (Wednesday) by the multi-purpose vessel Golden Karoo and the cargo vessel Boundary discharges 2 200 metric tons of break bulk sugar. On Thursday multi-purpose vessel Kota Bakat is expected alongside and the bulker Hemus which calls for five days for repairs. The roll-on roll-off (ro-ro) ship Trump Ace calls to discharge vehicles. On Friday the general cargo vessel Arslan is expected alongside to load 3000 metric tons of salt.

Fuel smuggling at Oshikango ministry warns of impact

The Ministry of Mines and Energy this week expressed its growing concern over alleged fuel smuggling syndicates active at the Oshikango border. Large quantities of fuel are allegedly smuggled from Angola to Namibia via this border post and resold locally by people not registered as licensed fuel wholesalers or retailers. “According to the current law, only licensed wholesalers are allowed to import fuel into Namibia and only licensed retailers are allowed to resell fuel”, the ministry explained in a statement. The ministry further warns that much of the fuel smuggled to Namibia does not meet certain specifications and can be harmful to vehicle and plant engines and machines. Fuel smuggling also deprives Namibia of tax revenues and fuel levy revenues, the ministry warned. Actions are taken.

LED vehicle lamps legal Confusion after magistrate overturns acquittal of two vehicle owners who had “LED bars” fitted to their vehicles. The already complicated and confusing saga around LED vehicle lamps (led = light emitting diodes) has become more confusing. That is after a successful appeal by the Walvis Bay municipal traffic department against the acquittal earlier this year of two motorists on charges their vehicles were fitted with additional lamps that does not conform to specifications as per traffic legislation. The charges read as follows: “vehicles were fitted with a lamp other than a lamp prescribed or authorised in terms of the Road Traffic and Transportation Act's regulations of 2001”. Both motorists had a single LED-bar fitted to their vehicles and were fined by traffic officials. The motorist waived their option to pay a fine and instead fought their cases in court. Both were acquitted, and the Walvis Bay municipal traffic department appealed. Magistrate Vicky Nikolaidis overturned the acquittals earlier this week and instead fined both motorists N$800, alternatively three months imprisonment. The Walvis Bay municipal traffic department soon lit the fires of victory. As the news spread of the successful appeal, traffic officials as far as Windhoek started to clamp down on motorists who had any form of LED-lights fitted to their vehicles as additional lamps. However, sadly magistrate Nikolaidis' appeal judgement was gravely misinterpreted and misunderstood, it now turns out. Nikolaidis did not find the two motorists guilty because their vehicles were fitted with LED-lamps but were in fact found guilty of fitting these lights in an arrangement other than prescribed by legislation. The law only makes provision for a vehicle to have two additional lamps. These two lamps must be fitted at an even distance both sides of the vehicle's center line (See page 2). A LED bar lamp is one unit and is therefore illegal. “New vehicles are mostly fitted with LED-lights. The two individuals were not found guilty because the light in question were LED, but they transgressed the allowable number of additional lights and at what dimensions it can be fitted on the vehicle's front-end”, it was explained to namib times. In the light perspective Additional lights (lamps) mounted to a vehicle's front are only legal in the following instances: ·The two lamps must be mounted at an even distance and height from the vehicle's center line. One lamp on the left of the center line and the other on the right hand side of the center line. See picture bottom right how to determine the center line. The center line runs from the vehicle's front to the back. ·These two additional lamps may only emit a beam light. ·These two additional lamps may only be fitted at the following heights: (a) no higher than 1,4m from the ground and the lamp may not be more than 50cm behind the vehicle's further-most protruding front end. ·In cases where additional lamps are LED-type lights, the amount of LED-bulbs in the lamp are irrelevant. The complete lamp counts as one. Example: if you have two additional lamps fitted on the vehicle and each lamp contains seven LED-bulbs it does not mean you have fourteen LED lights fitted. The lamp, irrespective of the number of LED-bulbs counts as one unit. Flies, Flies!

Walvis Bay has become Namibia's fly capital. Residents in recent weeks reported no less than fifty complaints at the municipality's health department, citing the fly outbreak poses a hygiene risk to restaurant- and hotel kitchens, at schools, the hospitals and is also a subject of great frustration to residents in general. It was understood this week that areas close to the sewerage water treatment plant are worst hit and includes Hermes. Reports to namib times by residents confirmed this, but suburbs in near the central business district and near the civic centre also reported to namib times their growing frustration with flies. An official of the municipality of Walvis Bay was willing to put the fly-matter into perspective on condition of anonymity as he is not permitted to speak to the media. He pointed out that upgrading work at the sewerage treatment plant slowed down the process to treat sewage waste into semi-purified effluent. The build-up of raw sewerage at the plant caused the fly outbreak.

Walvis Bay Spar Media Statement In recent days various comments have been posted on social media which have portrayed Walvis Bay Super- spar as having terminated the services of the car guards who have been operating from the parking area in front of Walvis Bay Superspar and as being unsympathetic to the plight of such car guards. From the outset we as management of Walvis Bay Superspar wish to stress that the car guards operating at our parking lot situated on our private property and reserved for our customers only, have never been employed by us but have been allowed by us to operate from within our parking lot as it provided the car guards with the opportunity to earn an income while rendering a service beneficial to our customers. As far as we are aware car guards are registered at the Municipality of Walvis Bay who provide them with municipal reflector jackets and ID cards but they are for all other intents and purposes self-employed. As is the case with many other local businesses we have in recent times been exposed to ever increasing incidents of criminals targeting our customers while shopping at our premises and have also been receiving complaints from customers that they are being harassed by vagrants who frequent our parking area to beg from our customers. The car guards operating within our parking lot cannot be expected to resolve these concerns and complaints for us as they are simply not equipped therefor and we are also not in a position to make any demands from them as they are not employed by us. As management of Walvis Bay Superspar we are responsible to ensure that our customers' concerns and complaints are addressed and we have therefore been necessitated to appoint a private security firm which is answerable to us to provide improved security to our customers in and outside our premises and at our costs. For the car guards to continue with attempting to earn their income from providing their services at Walvis Bay Superspar's parking lot where security guards will henceforth be stationed will simply no longer be viable for the car guards or be in the best interest of our customers. We are however not unsympathetic to the plight of the car guards and have therefore liaised with the official responsible for the car guards at the traffic department of the Walvis Bay Municipality and in order to alleviate any potential hardship which may occur have also offered all four car guards who were stationed at our lot, irrespective of their ages, employment at Walvis Bay Superspar in positions unrelated to security. To date only one of such car guards has taken us up on such offer and assumed employment at Walvis Bay Superspar. We trust that this statement will serve to clear up any misconceptions regarding the facts of this matter, which may have been created by inaccurate postings or commentaries exchanged on social media regarding this issue. Selma and Rauna won at ICT Summit Rudi Bowe

Rauna Samuel a grade 11 learner at De Duine Secondary School and Selma Kalimbo, a grade 9 learner at Flamingo Secondary School represented the Walvis Bay Science Technology Engineering and Maths (STEM) fair for girls with hundreds of Information and Communication Technology, (ICT) experts for the 5th National ICT Summit in Windhoek. The Summit that was held under the brand “Digital Transformation for an ICT smart Namibia”created a platform for the ICT industry to discuss trends and challenges facing the industry globally and in the country and also exposes the youth to latest ICT trends and affords them the opportunity to also present their latest innovations and inventions. The Minister of Information and Communic a t i o n Te c h n o l o g y (MICT) Stanley Simataa has called on Namibians to consolidate the role ICT plays in the industrial revolution. Simataa made the call at the opening of the fifth annual National ICT Summit in Windhoek. Simataa said, "For our country to avoid remaining on the periphery of this revolution, we must contemplate a host of policy and regulatory interventions that will place us in better stead to harness the benefits of this imminent and unavoidable development." “Namibia's ability to adapt and drive digital transformation across all segments of society will

determine the extent to which the country will join the league of prosperous nations with equity of opportunities” Simataa added. Rauna Samuel, won the first place in the formal education youth exhibitor category with her a cell phone application that she made that she called 'Virtual doctor'. The application diagnose illnesses, recommends medicine and if you need to see a doctor. She said that she hopes that project that will have an impact on the Namibian people. She requires about N$50 000 to complete the application and as soon as she receives the mush needed to complete the app and make it accessible to everyone with an iOS or Android phone. Rauna is working with Joachim Shilongo, one of three local entrepreneurs who created a free emergency application that consists of all the emergency numbers in Walvis Bay. The application, which can be found on Google Play Store, contains the numbers of the Fire Brigade, EMed Rescue, St Gabriel Ambulance, G4S, Sea Rescue, Namport Fire and Port Control, Nampol and

Municipal Traffic, Tourism Info Centre, Walvis Bay Municipality Services, Erongo Red Services, Police Services, Community against Crime, as well as the Kuisebmond, Narraville and Meersig Neighbourhood Watch. Rauna will participate in the South African Youth engineering and Science Symposium (Sa-Yees) hosted by the University of Pretoria from 5 to 9 December. Selma Kalimbo, created a website called 'We heart Maths'. The aim of the website is help grade 8 and 9 learner to understand and find mathematics easier, especially with the new curriculum. Upon completion the website will have simplified mathematics explanations, as well as exercises and activities. Selma said that to get the website up and running she needs approximately N$25 000 to finish the website and she also requires a domain host and need to make it more learner friendly by adding GIFs and animations. Region 5 Gymnastics 2018 The Gymnastics Federation of Namibia is proud to announce that the following Gymnasts and Officials were chosen to represent the country as their Federation at the annual Region 5 Gymnastics Competition in South Africa, Centurion from the 1st to the 4th of November 2018.

Indongo Toyota Walvis Bay launches Volleyball 4 fun

Indongo Toyota in Walvis Bay launched a Volleyball 4 fun competition for all coastal schools to participate in the event that was hosted at the WalVIS fees which were held on 6 October. The school that entered the most teams had the opportunity to choose either sports equipment or educational equipment to a certain value. Dolphin High School grabbed this great opportunity and entered the most teams in the competition. Dolphin High School chose the volleyball equipment to enhance volleyball at the school and be ready and fit for next year's WalVIS fees Volleyball 4 fun events. The International High School team won the Volleyball competition on the day.
