Rössing to continue operations despite poor uranium prices

Even though the international uranium price is at an all-time low the uranium mine Rössing has “no plans to stop producing.” This was said by Rössing Uranium Limited (RUL) Managing Director Werner Duvenhage to namib times. Rössing's future is ensured due to the company currently benefitting from a strong sales contract portfolio. “Our sales contracts are guided by confidentiality agreements with our customers, however, as per our latest report to stakeholders we serve customers in the European, Middle Eastern, African and Asian markets,” Duvenhage said. Since the meltdown of the Nuclear Reactor at Fukushima in 2011 the international uranium price has been on a downward spiral, recovering very slightly over the past few weeks. On 9 January the spot price for U3O8 (Uranium Oxide) stood at US$22 per pound. It hit an all-time low in November 2016 when the price stood at US$18 per pound – the lowest it's been since 2003. “Within the macro-economic constraints of a weak uranium market and exchange rate fluctuations cost optimisation across our operation continues to receive attention,” Duvenhage said. He added that “as during previous challenging periods in our history, Rössing continues to leverage the expertise of our approximately 950 permanent employees to guide the company forward.” Speculations about Rössing's future were rife again this year since some long-term contracts for the offtake of the product are expected to run out at the end of this year. Even though Duvenhage didn't comment on this now, he made these remarks in June 2014. The production at Rössing is only feasible if the international uranium spot price is above US$45 per pound, he revealed then. During 2016 the international uranium spot price consistently weakened and was eventually down by 45%, reported mining weakly. Various factors have affected the price over the past few years. According to the information centre UxC global inventories of Uranium Oxide are estimated as high as 1.4 billion pounds. Roughly 173 million pounds are needed per year to feed the world's more than 400 operable reactors which means enough uranium is above ground for the next eight years. Experts believe a recovery of the price is on the horizon though, which large uranium producers have been predicting for years. The telegraph reported that large reactors

Architect Kerry McNamara dies

EBHN changes its stance on Ryazanovka Floris Steenkamp
Ship repair and marine industrial stakeholder Elgin Brown Hamer Namibia (EBHN) put into perspective this week reasons why it would conduct ship repair work to the Ryazanovka, the vessel that has been linked to a controversial application by a Chineseowned company to the Ministry of Fisheries and Marine Resources to capture live dolphins, orca whales, seals and penguins for live export to Asia. EBHN late in 2016 initially refused to conduct repairs to the vessel in order for it to renew its seaworthy certification. However, this week in a statement EBHN said it will assist the vessel now, as Ryazanovka cannot leave Namibian waters without seaworthy certification. The company explained it is a professional service provider in the ship and marine industrial sector and has a fiduciary duty to deliver a service in this regard. The statement, which was issued by EBHN's local communications office was also forwarded to Anti Plunder Action Group, which is an environmental activism group that was formed by local residents to put pressure on the Ministry of Fisheries and Marine Resources not to grant any licenses for live export of Namibia's marine creatures, and for the Chinese applicant to abandon its application. Ryazanovka'a captain confirmed recently the vessel is leaving Namibia, as the pressure from the media and environmental groups has become too much. The company was contacted by a representative of the MFV 'Ryazanovka' late December 2016 with the request to attend to repairs required by the vessel's class society in order for her safety certificates to be renewed by the flag state – Russia. Without this the vessel will not be able to depart from Namibian waters. EBH Namibia initially declined to assist the vessel as we are aware of the controversy surrounding it that sparked continued media coverage and intense public scrutiny over recent months, however their need of service was validated in writing by the Namibian Ports Authority as well as the Directorate of Maritime Affairs: Ministry of Works and Transport. One of the five suspects accused of murdering well known tourism businessman, Mr. Hans Jörg Möller in his home in Walvis Bay last year has been injured. David Tashiya [accused 2] says the circumstances under which they were transported between Windhoek and Walvis Bay for their court appearances was harsh, as they remained handcuffed throughout and as a result he fell in the moving vehicle and banged his head. A second accused also complained and said they were manhandled by members of the Special Field Force. The incident of the injury was reported to the Walvis Bay magistrates court on Wednesday by Tashiya's legal representative when he [Tashiya] and four co-accused Panduleni Gotlieb, David Shekundja, Elly Ndapuka Hinaivali and Malakia Shiweda made a next appearance in court on murder charges. The injured accused has in the meantime been examined by a medical practitioner. The five accused, whom are all regarded as dangerous and hardened criminals with previous convictions, are kept under lock and key at the Windhoek Central Prison, and not in the ordinary police cells reserved for trial awaiting prisoners. On 17 June 2016 at around 00:30, Mr. Hans Jörg Möller, his wife Carol Anne Möller and the couple's two young daughters were attacked by a group of armed men in their home in Walvis Bay's Paul Vincent Street. The attackers were looking for cash and other valuables, as the Möllers at the time owned Sunsail Catamarans and it was believed by the gang they were keeping large sums of cash in the house. Mrs. Möller was severely assaulted by the armed men. Mr. Möller was asleep in the couple's bedroom when the attack ensued. Mrs. Möller was their first victim. Mr. Möller upon hearing his wife's screams raced to their home's entrance area where the attack was already in progress. Mr. Möller was gunned down. The attackers fleed the scene, but was arrested at several locations across Namibia within days as the Namibian Police relentlessly tracked them down, some believed still with loot and the murder weapon in their possession. Mr. Möller died of the gunshot injury on 18 June, 36 hours after the incident. The murder accused made several court appearances since, but the case had to be postponed several times as the police investigation remains ongoing with elements such as forensic results still in the process of being finalised. The court heard on Wednesday a formal bail application by the accused is contemplated. Magistrate John Sindano postponed the matter this time to 28 February. Although the court record shows the accused's place of detention as Walvis Bay, it was confirmed they will be returned to maximum security incarceration in Windhoek, as they are high risk individuals. Mrs. Möller in the meantime announced offering a reward of N$150 000 to any information that can lead to the arrest of more people in her husband's murder. Mrs. Möller despite the incredible violence and horror of the attack managed to take a good look at the perpetrators. As a result, she could positively identify five of them in the aftermath. She maintains there were eight attackers and that someone with insider information on the Möller household and business activities assisted them. The reward amounts to N$50 000 per suspect still on the run.

So vertrek 'n klompie van die lede vroeg die 10de Des 2016 na Langstrand waar ons vanaf die groot duine begin om gemors bymekaar te maak. Na 'n paar ure se heen en weer, op en af, in en uit die voertuie maak ons sommer vinnig 'n hele klomp swart sakke vol gemors bymekaar. Dit is werklik hartseer om te sien hoeveel gemors in ons pragtige duine rondlê. Namens die Namib Desert 4x4 Klub, Natuur Bewaring en die Toerisme bedryf vra ons dat elkeen wat in en om ons duine beweeg alle gemors sal saam terug neem huis toe.
Dankie aan Namib Offroad Centre vir die sleepwa om die gemors te vervoer, asook Rental Support Services vir die vullis houer wat beskikbaar gestel is. Municipality investigating “pet seller”on the streets Erwin Leuschner
The Swakopmund municipality is investigating recent reports of a person selling sickly puppies and kittens on the streets in Swakopmund, sometimes late at night at clubs – most of the animals eventually end up at the Swakopmund animal shelter SPCA. “Something needs to be done. It cannot go on like this,” said Swakopmund SPCA kennel manager Ingried Gürtel to namib times. Upon enquiry at Health Department at the municipality it was confirmed that a case has been opened. “We are investigating the man but were not able to find him yet,” said Clive Lawrence, General Manager of the department. According to Gürtel the man has been selling the young pets since the end of 2016 at various places in Swakopmund. He usually holds a small puppy or kitten and offers to sell the animal for up to N$300. The animals are very young, barely two months old and some of the kittens should still be with their mother. “We don't know where the animals come from but they are really small. They are full of fleas, especially the puppies and some are sick,” Gürtel continued. Over the past weekend at least four animals ended up at the SPCA which were bought from the man. Three of which are young, energetic puppies in need to see a vet. On Wednesday this week a lady bought a young kitten for N$50 from the person. The animal had to be dewormed and was described as very weak. Some of the animals ending up at the SPCA are too weak to survive. The man operates in all areas of Swakopmund and has been seen in town, at the Dome, the new Platz am Meer shopping mall and sometimes in the evenings at clubs. Eyewitnesses have said to namib times that he pretends to mistreat the animal and accidentally lets it slip from his hand. Many people buy the animals, purely out of good will, but then hand them over to the SPCA. Residents are called on to notify the authorities immediately when they encounter the man.

According to Hangula, land reform is one of the key issues that still await a solution that satisfies the majority of the population in the country. Land reform in Namibia and, indeed, the rest of Africa, is a hotly contested issue with debates on the subject often being polarised. “Conferences such as this one go a long way in ensuring that universities do not become the source of under skilled graduates who do not help governments and the tenets of social peace address societal challenges but rather exacerbate them,” he said. The SLTSA organises a conference every eighteen months, where stakeholders in legal education and training (law lecturers) have an opportunity to exchange ideas and research findings. The aims of SLTSA are as follows: to promote teaching and research in the field of law; to further the common professional interests of teachers of law; and to serve to such an extent as may be possible, as a common mouthpiece for teachers of law in Southern Africa.

The University of Namibia (UNAM) hosted the Society of Law Teachers of Southern Africa Conference at the Dome conference Centre in Swakopmund with the main theme being “Land Reform”. The conference officially started on Wednesday, 18 January, and will end today (Friday). This high level conference of the Society of Law Teachers of Southern Africa (SLTSA) aims at engaging robustly in matters related to practical legal issues, good governance and legal education, with specific emphasis being placed on the theme of land reform. This was said by Vice Chancellor of UNAM, Professor Lazarus Hangula, during the opening ceremony of the three day conference. “This is a commendable approach for a conference of this nature, which mainly focuses on the theme of land reform yet also aims at ensuring a broader
appeal to participants from various legal disciplines who are not specialists in matters related to land reform.” He further said that land reform is crucial to African countries' quest to eradicate poverty, reduce the inequality gap in post-colonial African societies and is a key tool to realising sustainable development on the continent. “It is therefore significant that Namibia is hosting this conference, more so as it is considered as a country that is currently seized with matters relating to

During the three day conference of the Society of Law Teachers of Southern Africa (SLTSA) held in Swakopmund this week the Chief Justice of Namibia, Mr. Peter Shivute, said ownership of land is an enhancement of the quality of life and represents a high degree of accomplishment. “There is a need to inform our people of their rights concerning the registration of land they occupy and the security that lies in that registration. It is also important as scholars that you take up the task of educating our people on the processes of registration whether it is the registration of customary rights or by way of title deeds,” Shivute said while addressing the teachers of law during the opening ceremony of the conference. According to Shivute the historical background dating back to the colonial years has created an uneven distribution of land, characterised mainly by large tracks of commercial farming land, state owned land and the land held by local communities under customary land rights, often referred to as communal areas. “The biggest challenge we are facing now is the provision of accessible and affordable land to all sectors in our communities,” he said. Shivute added that the challenge of landlessness is further interconnected with low income. “Urbanisation has created high population densities which are placing greater demand on cities and towns for the provision of basic amenities. Consequently land is now earmarked for city and town expansions coupled with infrastructure development, which is a costly exercise that drives the cost of land to exorbitant prices.” He also said that this expansion often involves taking land held by customary land rights for hundreds of years by local communities. He continued saying that the growing interest in land investments by local or foreign investors increases the value of land, out of reach of the locals who fall under middle income to poor communities, “and let us not forget that these people make up the majority of our populations. This drive for land creates diminishing plot sizes and high rental and purchase prices. As teachers of law with a wealth of knowledge, it is time that you assist the governments by advising on policy formulation that is equitable and creating inroads towards accessible and affordable land for our communities,” he said. According to Shivute the law is the backbone of a government and its country. “The legal system of a country greatly influences policy, the basic principles by which our governments are guided. Law regulates all aspects of our lives even the most basic of aspects. If we can have legal education widely spread amongst our people, we will begin to unlock the successes of many great governments and institutions, part of the secret lies in having legally trained persons at the helm or forming part of the team of decision makers,” Shivute emphasized.

As ons terug kyk na 2016 is daar baie dinge wat uit staan, spesifieke dinge soos bv. 'n 4x4 Vasbyt. Gooi 'n klompie petrol koppe bymekaar met mooi opgeboude voertuie en kragtige enjins en jaag hulle deur diep gate, oor hoë walle, teen skuinstes af, teen duine op, deur 'n buiteband gat en laastens deur 'n modder dam en jy kry heerlike speeltyd wat 'n 4x4 Vasbyt genoem word. Hierdie jaar se 4x4 Vasbyt wat geborg is deur Wesbank, het plaasgevind die 30ste Desember 2016 by Duin 2 buite Walvisbaai. 19 Voertuie het opgedaag om hierdie heerlike dag saam met die Namib Desert 4x4 klub te geniet. Duisende besoekers het kom kyk hoe die manne hul voertuie deur die hindenisse navigeer en elke deelnemer wat sukses behaal is met luide toejuiging deur die skare beloon. Die manne werk hard om hul voertuie op te bou en elkeen bestuur so versigtig moontlik om die voertuig te beskerm sowel as om binne die grense van die hindernis te beweeg. Dis nie altyd maklik nie en weereens is dit bewys waar van die voertuie by hindernis 3 op hul sy te lande gekom het. Gelukkig met al die veiligheids matreels in plek is niemand beseer nie en kon die voertuie na herwinning weer die volgende hindernisse aanpak. Hierdie Vasbyt was dit weer vir ons 'n groot voorreg met 2 Suid Afrikaanse vasbyt voertuie wat kom deelneem het. Ons leer elke keer 'n paar dinge by die manne wat kan, en
dan natuurlik staan ons nie terug vir hulle en doen ons ding, net soos 'n klomp Namibiers kan. Die dag was 'n groot sukses, vir beide sponsors, deelnemers en stalletjies. Dankie weereens aan Wesbank vir hul lojale betrokkenheid oor die jare en ons hoop dat ons nog 'n lang verhouding saam sal hê. Gold Winning Paralympian Ananias Shikongo this Week Gold winning Paralympian Ananias Shikongo this week officially kicked off his Buy-a-Brick schools tour campaign. Shikongo, who signed an agreement with Standard Bank last week to raise awareness on the flagship project, kicked off the tour at Academia Secondary School in Windhoek on Wednesday, 18 January, where he engaged and motivated the learners. “I am glad that Standard Bank gave me the opportunity to motivate learners through the Buy-A-Brick project because my story can serve as a form of encouragement for them,” Shikongo said of his motivational talk with the learners. The Buy-a-Brick project was launched in 2015 through a partnership between Standard Bank and the Shack Dwellers Federation of Namibia to mobilize the private sector to aid in alleviating the housing shortage through the symbolic sale of token bricks in the form of erasers. The proceeds from these “bricks” are then used by the federation to build affordable houses for disadvantaged Namibians. Shikongo's message resounded with the learners, most especially because he was also a part time learner at that school when he was in high school. Seeing one of their own achieve what he has encouraged them “It is very important to share my story because I have a disability and I can teach our learners that people with disabilities can do anything they put their minds to,” he explained. Shikongo, who is completely blind, won two bronze medals and one gold medal at the 2016 Summer Paralympic Games in Rio de Janeiro. Standard Bank previously rewarded Shikongo for his excellent work by donating a house worth N$500 000 to the athlete, and the construction of the house will commence this year. The house donation is being made possible through the bank's Corporate Social Investment Buy-a-Brick housing initiative. “I want to motivate learners to stop putting up facades of who they are and stop showing off. They need to respect their teachers and focus on their studies because once they leave school they will be on their own, all the luxuries they had as learners will be gone,” he stressed. Impassioned by his motivational talk, a learner at the school approached Shikongo to share his dream of wanting to become an athlete but could not see it through because he has weak
lungs. “When the young boy approached I advised to never give up and instead find another sport that will be compatible with his condition. If you have talent in sports you should take it seriously and pursue because you could be really successful at it,” he encouraged. Drawing from the hardships he faced as a blind learner at a school predominantly attended by able bodied learners, the Paralympian also advised able bodied learners to treat people with disabilities with respect and stop making fun of their disabilities. “The future is undetermined, one does not know where they will end up so always do your best in all your work, you do not want to live with regret, he stressed. Herman Rust, the Principal at Academia High School praised Shikongo for his valiant effort. “It is always good to hear from someone from outside because the learners hear from us the teachers every day. An inspirational person like Ananias Shikongo has more impact on the learners, so we are grateful that he came to talk to them,” he concluded.
