Erwin Leuschner The public is enraged and renewed calls are made for better controls and law enforcement to protect Namibia's kabeljou (cob) resource. That is after two ski-boat owners were caught redhanded in a matter of four days each having on board their boats close to three hundred cob. One of the owners, Christiaan Pienaar was arrested along with two others Johnisiu Lungameni and Anton Owo-Khaib. The trio made a first appearance in the Swakopmund magistrate's court yesterday and were granted bail of N$3 000 (Pienaar) and N$2 000. They are charged for

The driver of a Volkswagen Polo was reported skipped the stop street. The police officer driving down 6th Street could not stop his vehicle in time and it slammed into the vehicle from the left hand side. No one was injured.

contravening the Marine Resources Act of 2000, illegal harvesting of marine species. The first incident was reported on Thursday evening. Over 130 cob were found on a ski-boat of Pienaar at the fish cleaning facility in Swakopmund. The second case was reported on Sunday evening. The culprit was caught red-handed being in possession of more than 140 cob – most of them over 70cm in length. The name of the ski-boat is “Blue Fin”. Rosalia Mupetami, Chief Fisheries Inspector at the Ministry of Fisheries and Marine Resources, confirmed both cases, but was not at liberty to provide any information. She referred the newspaper to the ministerial spokesperson. Legislation only allows an angler two cob if the size exceeds 70cm. It was understood both ski-boats were impounded by the Ministry of Fisheries. The accused persons will make a next appearance in the Swakopmund magistrate's court on 25 April. The illegal harvesting of cob every year during the so-called cob-run is a source of great concern, both to the public and the Ministry of Fisheries and Marine Resources. Anglers, both on land and ski-boat based disregard bag limits and literally slaughter our fish resources in the name of quick profits. Most of the cob caught illegally is sold to restaurants, it was understood. “We deserve it that the Minister of Fisheries and Marine Resources close our sea for fishing for a considerable period. Despite calls for accountability there are so many anglers who disregard our fishing laws and continue to damage our cob resource”, an angry Swakopmund resident [and keen angler himself] said. Adding it is always a few rotten apples that spoil the bunch. He was also sceptical about the fact that ski-boat owners are only rounded up now, as the illegal harvesting of cob has been going on for months as well as previous years. He called for a harsh sentence if the suspects are found guilty in a court of law, as this would deter anglers and boat owners in future to take chances.

Namibia's fishing sector sustainable and healthy

Namibia's Minister of Fisheries and Marine Resources, Bernhard Esau, on Friday in his annual address to the fishing industry in Walvis Bay described the status of the country's fisheries as sustainable and healthy. He was referring to both the fish biomass and the economic wellbeing of the industry. In the 2017/18 fishing year the Total Allowable Catch (TAC's) were 507 276 metric tons, as opposed to the 2016/17 TAC's which was 521 714 metric tons, a marginal 3 % decrease. An estimated 99 % of these TAC's are landed every fishing year. The total value of fishery products is valued at N$10 billion, making fisheries the second largest contributor to Namibia's GDP after mining. According to the Minister 65 % of fish landed is horse mackerel, representing 330 000 metric tons annually. It is followed by hake at 140 000 metric tons landed annually.

Woman discharges herself from hospital Leaves her newborn baby behind. Police now searching for woman to charge her with Child Abandonment Sharlien Tjambari
A twenty one year old female discharged herself from the maternity ward of the Swakopmund State Hospital last Wednesday, also leaving her newborn behind. The lady, identified as Evelina Gass*, is on the run, but faces a charge of child abandonment for her conduct. According to police regional crime investigations coordinator for Erongo, Deputy Commissioner Erastus Iikuyu, Gass gave the wrong contact details to the hospital authority when she checked in. As a re-
sult, there is now difficulty now to trace her. “The baby is in good condition and in the care of social workers”, confirmed Iikuyu. The public is requested to assist the Police with information

Boyfriend who poured boiling water over girlfriend arrested in Walvis Bay Accused will make a first appearance in the Walvis Bay magistrate’s court today A man who on Saturday poured boiling water over his girlfriend in a domestic dispute that went viral was arrested yesterday afternoon after nearly two days on the run. The arrest was made in Walvis Bay. The man, identified as 29-year-old Benjamin Naruseb was scheduled to make a first appearance in the Walvis Bay magistrate’s court this morning facing a charge of assault with the intent to cause grievous bodily harm, read together with the Combating of Domestic Violence Act. The incident took place at the couple’s residence at house
number 12, Pluto Street, Kuisebmond. The victim sustained
serious burn injuries on her buttocks and both her thighs. She
was admitted to the Walvis Bay State Hospital.

The Namibian Police arrested a certain Brendon Boois during an anti-drug operation in Swakopmund on Saturday. Cannabis to the value of N$20 was found in his possession. The arrest was made at House no. 3537, Extension 18 in Mondesa. Boois appeared in the Swakopmund magistrates court on Monday and his case was remanded to 16 May for plea and trial. Boois remains in custody. In a related incident, an 18-year old was arrested in possession of a parcel of cannabis, 25x bankies containing a total of 308 grams of cannabis; 34 full, 15 half and 23 quarter Mandrax tablets valued at N$7 805-00. The suspect was arrested at House no. 587, Nalitungwe Street at DRC informal settlement of Mondesa. At the time of going to press the suspect was yet to appear in court.

New angling permit levy might be finalised by end May Sulphur eruption kills off scores of marine creatures
Anglers will have to wait till at least the end of May this year to get clarity on the levy for recreational angling permits. Erwin Leuschner The Ministry of Fisheries and Marine Resources caused a stir as never seen before in 2017, when it increased recreational angling permits to N$1 500-00 per month, as opposed to the N$14 and N$168 levies for day - and month permits that were in force at the time. The new N$1 500-00 levy was imposed in terms of paragraph 4 of Government Notice No. 158 (26 June 2017), but the Minister of Fisheries and Marine Resources Bernhardt Esau suspended the implementation of this paragraph 4 a short while later. Although there were recreational anglers who paid the N$1 500-00 permit, it was unaffordable to most people. Subsistence fishermen in particular (those who make a living from angling for own consumption) asked serious questions as to
how they would sustain a living from fishing with such an exorbitantly high permit levy. Soon after the suspension of the levy and the reinstatement of the old levies, a process of consultation commenced between the Ministry of Fisheries and the general public. The input of anglers of all categories was obtained during meetings at Henties Bay, Swakopmund and Walvis Bay. Minister Esau on Friday during his annual address to the fishing industry said, staff of his ministry is yet to conclude with consultations with the public in Windhoek and Lüderitz. Only then can the matter be finalised. Adding fisheries staff was given a deadline of the end of the first quarter of the 2018/19 financial year to conclude the process of consultation.

Motinga's career adjustment leaves a void at the traffic department at Swakopmund, said a colleague this week. Motinga served the Swakopmund municipal traffic department with dedication since 2003. Motinga joined the Swakopmund Municipality in 2003 as the sole examiner at NaTIS, where he served until 2006. He was transferred to traffic section as a traffic officer and in 2010 he was appointed as a senior traffic officer. At the end of December 2017, Motinga moved to Keetmanshoop where he was appointed the municipal traffic chief. Three people were injured in a collision between two vehicles Three people were injured in a collision between two vehicles around mid-day on Tuesday at the crossing of Hage Geingob Street and 9th Road. It appears the driver of a white Volkswagen sedan, with an Okahandja registration mark, ignored the stop sign and a vehicle coming down 9th Road [incidentally also a Volkswagen) were then involved in a side impact collision with this vehicle. Both the driver and passenger of the white sedan sustained injuries which required hospitalisation whilst the driver of the other vehicle was only slightly injured. Horse mackerel quota the draw card for survival of the pelagic fishing sector The Trade Union Congress of Namibia (TUCNA) urged the Minister of Fisheries Bernhardt Esau on Friday to approve a business proposal by the pelagic fishing Erwin Leuschner sector for a horse mackerel quota. This call was made on Friday by Mr Paulus Hango, the President of TUCNA, during the annual address of the fishing industry by Fisheries Minister Esau. It is tradition at the Annual Address to give organised labour in the fishing industry as well as the Association of Fishing Associations a turn to address the Industry. With regard to the pilchard sector, a moratorium banning all pilchard catches for three years was announced in 2017. It resulted in mass retrenchments at pelagic companies Etosha Fishing and United Fishing.
The pelagic sector made a proposal to the Ministry for a horse mackerel quota for canning purposes. Hango explained in his address a horse mackerel quota will save existing jobs in the pelagic sector and buy the sector time for financial survival up to the time the moratorium expires. Hango also called upon the Minister that should he give the green light for a horse mackerel quota, it should be done in consultation with all relevant trade unions serving the pelagic sector in order to ensure that it goes for the purpose it is intended and not profiteering. Marthinus Marais of to Morocco The Namibia Junior Golf Foundation (NJGF) is sending its national Junior Golf
Erwin teamLeuschner to the 2018 All-Africa Junior Championship that will be held from 6 to 9
March in Morocco. The cream of junior golfers across the African continent will be contested at the Royal Dar Es Salam Golf Course in Rabat Morocco. The winner of the Championship will have a spot at the Toyota Junior Golf World Cup in Japan. Last year in Zimbabwe the 12 teams entered for the Junior Golf Championship. Namibia national team ended 8th after four rounds at Royal Harare Golf Club. The NJGF are extremely pleased to give the juniors an opportunity to compete against the best juniors in Africa. NJGF vice-president Adri Pienaar said, “We have chosen the most in form players to fly the Namibia flag high in Morocco. The team that will be representing Namibia consists of Henco Riekert, Marthinus Marais, Cilliers Sachse and Janneman Brand. Henco Rieckert moved up to the number 1 ranking after winning the Namibia Junior Open in September 2017. Marthinus Marais took second spot in the junior rankings after an outstanding season that included victories in the Omeya Junior Open in January. Cilliers Sachse rose to third after playing a 78 gross score at the Omeya Junior

The Sparta men and ladies teams played three games each. Sparta Ladies won one game, draw one and lost one whilst the men's team lost one and draw two. Eleven Arrows coastal champions Erongo Football Region (EFR) was the organiser of the pre season coastal friendly football bonanza in Kuisebmond. Five clubs competed in the tournament that was at the training grounds of Eleven Arrows. The two Premier league teams from the coast Blue Waters and Eleven Arrows competed against Southern stream 1st Division football teams. The teams that participated in the tournament are Eleven Arrows, Western Spurs, Blue Waters, Northern Stars and Sailors. On the second day of the tournament Blue Waters withdrew from the tournament due to injuries to most of their players. At the end of the day Eleven Arrows walked away as the champions of the football bonanza in Kuisebmond at they beat Western Spurs 4-1 in the final. Eleven Arrows race to take the winners' cup: beat Sailors 2-1, Stars 2-0, and Spurs 2-1 and drew 1-1 with Blue Waters. Western Spurs beat Northern Stars 2-1 and Sailors 1-0 but they lost to Blue Waters and Eleven Arrows 0-3 and 1-2 respectively.
Ladies team - Sparta Hockey Club
Open. Janneman Brand is in the fourth place, with outstanding performances the past four months. Henco, Marthinus, Cilliers Sachse and Janneman played in the Pearl Valley golf clinics and tournaments the past 9 weeks in Mossel Bay. They all learned a lot and gained fantastic experience and the NJGF are confident that they are up to the task. Pienaar said, “The All-Africa Junior Golf Championship represents a very exciting opportunity for the juniors on the rise and test themselves against the top junior talents from Africa,” All these players performed consistently very well last year and thoroughly deserve this opportunity. The NJGF are eager to see how the teams will represent themselves at an event of this stature. Jaco van Reenen, is the head coach of the national junior team, will accompany the boys' team to Morocco. The All-Africa Junior Golf Championship is integral to the AGC's efforts to promote the sport at grassroots level. The NJGF is extremely thankful for all the donations from corporate companies and individuals that made this opportunity possible for the Namibian national junior team.

Rossmund Junior Golf Tournament The Rossmund Junior golf tournament will take place at the Rossmund Golf Club on Saturday 24 February 2018. The competition is open to all boys and girls who are under 19 years old on the day of event. The format is as follows: A and B divisions: Up to official handicap 18: Two rounds of play (medal). C Division: 19 Handicaps and Upper: 1 Round Stableford. Juniors without official handicap are also welcome to subscribe and play in their own section to a maximum of 24 handicap and play 9 hold Stable ford. There is also a Development Competition for beginners under 13 years without an official handicap. It will consist of 7 shortened holes and assistance will be given by coaches during the game. No family or friends
may act as carriers for A and B divisions and C division but it is allowed for the other competitions / divisions. The Namibian Junior Golf Foundation also sends a National team of 4 players, consisting of Henco Rieckert, Cilliers Sachse, Janneman Brand from Windhoek and Marthinus Marais from Walvis Bay to participate in the All Africa Junior Championships hosted at Morocco from 4 to 9 March 2018. All junior golfers and beginners are invited to participate. Entry forms have been sent to all clubs and entries are close on Wednesday, February 21.
Squash Summer League 2018 What a start to the 2018 squash season. Week 3 of the Summer League was troublesome with first the WASRA B court having to be closed for repairs and the games scheduled there moved to Tuesday and no sooner were things under control when notification was received that the glass back of the A court had shattered . Oi. None-the-less all the scheduled games were completed as planned. Let's hope the 2 rounds planned for this week i.e. Wednesday & Friday, will go smoothly without any hiccups. Long Course Nationals
The competitive swimmers from the Swakopmund swimming club had the privilege to receive intensive coaching at the Cube Swakopmund, from Jean Micheal Leitner from the Agua Swimming Club in Windhoek. This was to help the swimmers of the Swimming Club with their preparation for the upcoming Bank Windhoek Long Course Nationals to be held in Windhoek from the 22 to 25 February 2018. Jean Micheal Leitner helps the swimmers to turn quicker in the pool and to tuck their heads and legs in tighter for quicker turn. He also helps the swimmers to have a powerful start at each race as this will help them to get a realistic idea of how it would be in a race.
