The first cracks appeared in the Ministry of Fisheries' recent announcement that recreational angling permits will in future cost N$50 per day or N$1500 per month. The Ministry issued a group of unhappy anglers with a month permit for free yesterday, after the anglers vented their frustrations with the situation yesterday during a meeting with the Deputy Director of Resource Management at the National Marine Information and Research Centre (NatMIRC) in Swakopmund, Dr Chris Bartholomae. The group of anglers assembled at the Ministry of Fisheries and Marine Resource's regional headquarters in Swakopmund on Monday, to show their concern about the new N$1500 per month recreational angling permit now in place. The group expressed their particular disappointment in the way the message was conveyed. Anglers had to learn from news media about the drastic increase to N$1500 per month from N$14 per month. For several weeks, there was no word of the increase that was gazetted, but in a matter of days after the new levy per permit was made public the increase took effect. To aggravate matters the permit offices were closed over the weekend after the N$1500 permit came into effect and nobody could answer the public's questions. The anglers used to pay only N$14 per month for a permit. "Out of the blue" it was raised to N$1500 per month. A concerned angler who identified himself as Danny Rhode explained Continues on Page 2

most of the fishermen cannot afford this. Rhode continues "I am a pensioner and I live off my pension money and fishing, so how can I afford to pay N$1500 per month for the fishing permit?" He further alleged there is a group at Henties Bay who do not have to pay for a permit and they are allowed to fish as they wish. Rhode was also amazed by the fact the angling permit's levy increased to N$1500 per month, yet the fine for fishing without a permit remains N$300. "So maybe we will go fish without a permit and get caught three or four times which is better than paying N$1500. The permanent secretary had the audacity to say the fishing permit is only N$50 per day. It is also unaffordable and for 30 days it still amounts to N$1500. Most of us here cannot even afford to pay for a taxi and had to walk here". The group met with the Deputy Director of Resource Management at the National Marine Information and Research Centre (NatMIRC) Dr. Chris Bartholomae yesterday, who informed the group he is waiting for more information from the fisheries ministry's head office in Windhoek. The anglers told him they don't know the way forward and were very concerned about what will happen between now and the time they will get a final answer from the head office. With the N$50 per day permit in place they simply cannot afford to go fishing and without fish their livelihood is directly impacted. "They told us that they are still working on the so called "bicycle angler" permit [subsistence fishermen], but there is nothing in place yet", said Rhode. He was referring to new regulations on subsistence fishing that will be announced in the future. The new regulation would waive any payment of angling permits for subsistence fishermen. "The fisheries ministry thinks the fishermen are mushrooms. They keep us in the dark and feed us manure". After the meeting, the group was advised to go to the permit offices where they were issued monthly permits for free.

Cheaper oil means Namibia can buy and import cheaper fuel from spot markets. Hence the current situation where fuel prices remain unchanged. The full statement from the Ministry of Mines and Energy reads: " The Ministry of Mines and Energy hereby announce, that the fuel pump prices for the month of August 2017 will remain unchanged. Although OPEC and other producers are complying with the agreement to cut output by 1.8 million barrels per day (bpd) for six months from January, oil prices still held near multi-month lows up to June. The production cut by OPEC has not yet made an impact to the global inventory as US sales has increased and it has become a concern for other oil major producers such as Nigeria. OPEC agreed on Monday this week that Nigeria would join the pact by capping or even cutting its output from 1.8million bpd, once it stabilizes at that level from 1.7 million bpd. The market seems to be much further away from a balanced situation than some had previously forecasted. There is a possibility that oil prices could be headed to the low $40s in the few months to come.The exchange rate between the Namibian Dollar and the US Dollar has weakened during the period under review compared to how it was during the previous month. The average exchange rate for July 2017 was N$13.1203 compared to June's average of N$12.88. this means that importing fuel to our shore slowly but surely became costly in July, which was not a case in the preceding month of June.In the local market, slight over-recoveries and under-recoveries were recorded on ULP 95 and diesel 500ppm & 50ppm respectively. The month of June saw a big relief at the pumps because the results of the Basic Fuel model were favourable. Tourism-Old NTB licence discs for tour guide vehicles no more valid Sharlien Tjambari

Vehicles transporting tourists for tour operators can no longer operate with the old Namibia Tourism Board (NTB) license discs which has no expiring date. A new disc with a five-year validity is now applicable. Mr Renatus Nyema, Senior Tourism Inspector in Erongo of the NTB confirmed this and explained vehicles transporting tourists have to be registered according to the requirements set by the Road Transport Act as well as by the NTB. Neyema participated in the recent cross border joint law enforcement operation that was conducted by Namibia, Botswana and South Africa at Swakopmund between Wednesday and Sunday and several tour operators' vehicles were pulled over and several drivers were also questioned. "Vehicles transporting touris ts must display a NTB license disc. This disc is an authorisation from NTB that says yes, your vehicle operates legally within the tourism sector. In the past, these discs had no expiry date, but this changed", explained Nyema. The new changes:

all vehicles should display the new fiveyear discs. It is essential that tour operators obtain the new disc for their vehicles. The old disc, although it has no expiry date is not permissible any longer", added Nyema. Commenting on the new changes in place when it comes to cross border transport of tourists, Nyema explained a lot of requirements are enforced. That includes the training of tour guides, to ensure the correct information is passed to tourists "let's say for you to be a tour guide you need to be specialised in that and then more educated in that in terms of our short training in tour guide to sell Namibia and to avoid giving wrong information to our visitors" Nyema noted. Adding, the business of conducting tours, especially across borders in SADC, is subjected to rules and standards to ensure Namibia remains a world class tourist

Three Drug Related arrest Piquet Jacobs

A 28-year-old man was arrested on Friday evening on a charge of dealing in suspected crack cocaine. The suspect was arrested during a deal gone wrong, in position on suspected crack cocaine with a value of N$500. The incident took place at erf no 3327, behind the Rugby field in Narraville. Another arrest was made at the same location the following day, when a 29-year-old was found in possession of 107 pieces of suspected crack cocaine to the value of N$10 800. The police confiscated a total amount of N$1 850, which is believed to be money made from selling drugs. Furthermore, during Police action another drug related arrest was made on Saturday. A 34 year old male was arrested for dealing in suspected cocaine after being found in possession of 2 blocks of what is believed to be cocaine.

N$10 debt quarrel results Piquet Jacobs in stabbing A 27-year-old man, in critical condition, had to be transferred to Windhoek for further medical treatment after being stabbed with a broken bottle during a quarrel. The quarrel was allegedly started because of a N$10 the victim owed the suspect (20). The incident took place in the early hours of Sunday at the victim's house in Tormaryn Cresent Street in the Tutaleni suburb. The two found themselves in a heated argument over the money the victim had not repaid yet, when the suspect stabbed the victim with a broken bottle. The victim sustained multiple serious wounds to his forehead and right eye during the attack. The victim was taken to Walvis Bay State Hospital but was transferred to Windhoek du to the serious nature of his injuries. The suspect was arrested on charge of attempted murder and appeared before the Walvis Bay Magistrate court.

Two employees arrested along with four more Piquet Jacobs suspects Two Tongaat Hulett Namibia employees and four more suspects were arrested on Thursday evening and charged with theft, after allegedly loading an extra 160 bags of 10kg brown sugar bags valued at N$17 600 without the owner's consent. The truck was travelling to deliver in the Zambezi region, when police found the suspects offloading the sugar about 5 km from Otavi towards Kombat, where the suspects were arrested. The two employees, an Assistant Distribution Supervisor (33) and a forklift driver (31) were arrested in Walvis Bay. NamPol continues the investigation. All six accused appeared before the Walvis Bay Magistrates court.

The 4th Joint Law Enforcement Operation of the Trans Kalahari Corridor Management Committee (TKCMC) was launched in Swakopmund on Wednesday. A joint law enfor-cement operation was launched at the same occasion which involved law enforcement agencies of Namibia, Botswana and South Africa. The operation, which was focused at the B2 roadblock at Swakopmund's eastern entrance and resulted in more than 50 arrests. TKCMC wants to ensure there is compliance to relevant laws of the different countries involved in the corridor concept. Namibia as a partner and growing logistics hub in the SADC trade set-up played host to this year's law enforcement operation.

The corridor concept works as follows: the port of Walvis Bay is linked to Namibia's five neighbouring countries by four distinct corridors which include state of the art road links as well as a developing rail infrastructure. These Corridors are: TransCunene linking Walvis

Bay with Angola; TransCaprivi linking Walvis Bay with Zambia; Trans-Kalahari linking Walvis Bay to Botswana and Trans-Orange linking Walvis Bay to South Africa. The Deputy Minister of the Ministry of Works and Transport, Mr James Sankwasa, officially opened the law enforcement project on Wednesday, on behalf of the Minister Mr Alpheus !Naruseb. He emphasised well-developed corridors serve trade facilitation between

Walvis Bay as importand export hub and landlocked markets across Southern Africa. "The Trans-Kalahari Corridor in this regard is critical, as it serves a great part of Southern Africa including Angola, Zambia and Zimbabwe. It keeps Southern Africa in pace not only with regional integration but also globalisation. Sankwasa said it is time that Namibia is not only looking at road infrastructure upgrade, but also develop and up-

grade rail infrastructure between Walvis Bay, Swakopmund, Tsumeb and Windhoek. He continued: "because we believe that if we expand rail transport, we shall be reducing the amount of cargo and people on the roads. Most of the accidents recorded thus far in Namibia involve trucks and passenger vehicles. Truck drivers travel long distances, get exhausted and therefore become vulnerable to losing control of their vehicles. Therefore, by removing a major part of the cargo from road to rail, we shall be addressing road carnage." The High Commissioner of South Africa to Namibia, Mrs Mavivi Myakayaka Manzini, in her address expressed her country's supports of the decision taken by Botswana and Namibia to build a railway line which will link Namibia's two ports as ex-port hubs for coal exports from Botswana to Asia. An efficient railway can be competitive to road

transportation and thereby take traffic congestions off the roads. Other major pieces of the puzzle to fall into place includes the completion of a number of dual carriage roads currently under construction in Namibia and prospects of the construction of the future SADC Gateway Port at Walvis Bay. Namport is also currently expanding its container handling capacity at Walvis Bay with more than double the current capacity and a deep-water port is planned at LĂźderitz. But there is a downside too, according to Sankwassa. He explained there are a number of ills that threat any trade corridor, including ours. These include fraud and corruption including submission of false documentation, immigration offences, tax evasion, cybercrime, human trafficking, drug trafficking, weapon smuggling etc. The law enforcement project, which ended on

Sunday concentrated on the above corridorrelated crimes, but also focused on drinking and driving and vehicle roadworthiness. At Usakos and Witvlei the project focused on education of road users on the transport of dangerous goods among others. In her closing remarks, the Mayor of Swakopmund Clr Pauline Nashilundo said one of the main challenges along this corridor is capacity. "We require more service providers in the transport and logistics industry. I therefore request service providers to look west to Walvis Bay and how we can optimise the Trans-Kalahari Corridor. Note: The Joint Law Enforcement Operation is coordinated by the Trans Kalahari Corridor Secretariat and two operations have been held in Botswana in the past and one in South Africa.

The event was hosted by UNICEF and the Sunshine Centre to launch the much anticipated 'Kulila' song as part of UNICEF's ongoing 70th celebrations as well as the Sunshine Centre's 21st anniversary. The aim of

the gala dinner was to raise funds for the centre and demonstrate the many talents that children living with disabilities have. A total amount of N$114 200 was pledged during the evening by various companies and individuals.

Chaka Chaka to launch Kulila song UNICEF Goodwill Ambassador, Yvonne Chaka Chaka, will be in Walvis Bay to launch the "Kulila" song single and video featuring Namibian music composer, Gerson 'Dollar' Mwatile and the Sunshine Centre children's choir. The renowned world-class performer will grace the stage tonight at the Advocacy, Partnership and Resource Mobilisation fundraising gala event, to launch the much anticipated 'Kulila' song as part of UNICEF's ongoing 70th celebrations as well as the Sunshine Centre's 21st anniversary. The song, which will be released as a single, also part of her upcoming album, was written by Mwatile giving insight into 'growing up in Mondesa’. The event is aimed at raising funds for the centre and demonstrate the many talents that children living with disabilities have. Chaka Chaka recorded the 'Kulila' song with the Sunshine Centre Children's Choir, to symbolise her contribution toward the centre and advocating for the inclusion of children living with disabilities. The newly-modernised Bonus Marktplatz development, which will soon be re-opening in Swakopmund, is now home to a massive clock tower. The clock tower was put into its place on the corner structure of Bonus Marktplatz on Tuesday. It was spectacular to see the skill with which a crane driver placed the clock tower on the position where it would sit for decades to come. According to the CEO of the Lighthouse Group, Liebenberg Liebenberg, the tower was constructed by Weimann's Tischlerei. The business conducts all the joinery works at Bonus Marktplatz. "Horst Weimann from Weimann's Tischlerei, is responsible for all the wood-work. They manufactured the structure at their workshops and brought it as a single unit to Bonus Marktplatz. There was too little space at the construction site for the construction work", explained Liebenberg. Young man murdered in Mondesa Heardly Sondag Seibeb (25) was stabbed with a knife in the neck and shoulder by two unknown suspects on Wednesday evening between 22:00 and 23:30 this week. Erongo school principals bid farewell to Olivier

On Tuesday principals of the Erongo region said their goodbyes to Mr Ernest Olivier, the Inspector of Education in the Swakopmund Circuit, as he steps into retirement. The farewell function was held at Henties Bay. Olivier has been in the education sector since 1981, clocking 36 years. Olivier, who celebrated his 60th birthday last week, will be helping out until the end of July says Mrs Kooper, the Principal of Tamariskia Primary School. He has been serving as the Inspector of Education for the Swakopmund Circuit for three years. Before moving to the Erongo region, he was a teacher at Rehoboth High School for a period of ten years. Olivier joined the Erongo Regional Education Department in 1991 and served as a teacher at Tamariskia Primary School. In 1992, he moved over to Deutsche Oberschuhle Swakopmund, now known as Namib High School, as a teacher. In 1996 Olivier was promoted and served as a Head of Department (HOD) at Namib High School (NHS) until 2006. From January 2006, he was the Acting Principal of NHS and in July 2006 he was promoted to school principal, the position in which he served until July 2014. In May 2014 Olivier moved to the Erongo Education Regional Office where he was appointed as the Inspector of Education for the Swakopmund Circuit, a position he held until his retirement. Donation to JJ’s Care Centre JJ's Care Centre is an Edu-Therapy Day Care facility for children with physical and mental disabilities as well as for children with learning difficulties. The Centre believes that all children should be given the opportunity to develop to their fullest potential. The Centre is based on a Christian foundation and offers guidance, support and a loving environment for special needs children. All children attending the Centre receive meals (breakfast and lunch) and snacks during the day while taking part in necessary physical, speech and occupational therapy, stimulation and activity programs. The JJ's Care Centre also offers sign language to 4 children grade 9 and is the only centre in Walvis Bay to provide this. This was one of the outstanding projects highlighted in the Gondwana Meme's newsletter and Marsh Namibia (Pty) Ltd realised the need and identified the positive effort to enrich the lives of less fortunate youths. The centre has to rely on charity associations and donations in order to continue and a generous donation of various stationary was made, to enable the centre to continue with the daily activities to develop and stimulate the children.

DUNESIDE HIGH SCHOOL CELEBRATION The school celebrated its 50th Anniversary during the first week of July and ended the celebrations with a glamorous Gala dinner at Atlantic Hotel. Upon arrival, guests were welcomed with the African beats of the Marimbas. The Minister of Environment and Tourism, Hon Pohamba Shifeta, The Director of Education, Mr John Awaseb, the representative for the Governor, Ms Adelheid Kandjala, Mr and Mrs Savva, Mrs Ansie Du Plessis (former principal of Duneside), current and former teachers, former learners, representatives of various companies and parents were amongst the guests present on the evening. Mr Tony Raw has outdone himself as Master of Ceremony, while the talented singer, Mr George Longane ensured that guests were entertained the entire evening. Mrs Elizabeth De Brito and Mr Rogerio Avila shared their memories as former Dunesiders. Pledges by various individuals and companies managed to raise a staggering amount of N$150 000.00 to assist the school in the projects planned for next year. The main sponsors, Mr and Mrs Savva pledged N$50 000.00 for the school's Science Lab, as well as to build a classroom in honour of their late son, Mr Yanni Savva, who was also the first ever Mr Duneside as well as Deputy Head Boy in 1997. The school immensely appreciates and thanks each individual and company who helped to make this a memorable event.

Le Tour De Narraville 2017 Rudi Bowe

The fourth Marathon Sugar Le Tour De Narraville Fun Ride, Run and Walk, that were organized by the VGK Church in Narraville, took place on Saturday and was without doubt bigger and better. Marathon Sugar pulled out all the plugs to sponsor the VGK Church in Narraville, to host the Le Tour De Narraville in Walvis Bay. This event started in 2013 to raise funds to extend the church building. That year saw only 50 entries, with only six cyclist. This year (2017) saw a total of just over 300 participants [145 cyclists] registered. The event is organized by the Church to raise funds and to get the community of Walvis Bay together. The Brazilian Marines with their wife's, which is in Walvis Bay on official duty for one year, entered a team for the five kilometer walk. The Brown family come all the way from Windhoek just to do the cycle thing. The whole VGK Church community would like to thank all the sponsors, in particular Marathon Sugar, for their contributions to the event. The Church will, with the grace of God, roll out the same event for next year and hope to make it even bigger.

Goju-Ryu Karate Namibia National Championships The Okinawan Goju-Ryu Karate Namibia National Championships for 2017 Beginners was hosted on the 22nd of July 2017 at our Dojo in Windhoek. The competition is only for students that started with karate in 2017; this was the ideal opportunity for students to prove their proficiency in karate by competing against their peers. Golf Results Senior Golf 20 July our guys played their monthly Bank Windhoek Team Competition - despite some good scores from all sides the "A" Team eventually came out victorious with a total of 164pts against the 154pts from the "B" Team. The Best Individual score of the day was 36pts from Francois Loots. 27 July was time for the month end competition sponsored by Oceanview Spar whilst the monthly whisky "stash" was provided by Gert Vogel and Sigi Baumgartner. Things were close and count outs were the order of the day. The winner was Achmet on 37pts over Tienie - in 3rd place was Brian 36pts over Christo. Well played to all the "ou toppies"!!! Weather conditions were good - I am not sure who got the biggest surprise at the end of the day - the winners or the rest of the field - with an excellent 47pts (this included a five pointer on Number 12) laurels went to Tiekie De Wet and Marina Ludwig followed by Helmut Ndjendja and Achmet Abrahams winning a count out on 45pts over Korneels Brockman and Org van Rensburg - with 2-clubs coming from Lukius Nande; Tiekie De Wet; Grant Mather; Eddie van Wyk; Tim O'Leary and Marco Swarts. Well played to all. 29 July - a small field of golfers/fishermen took to the fairways despite the strong east wind conditions to compete in the Novanam Monthly Medal - me thinks there were a few sore heads around after the Municipal Corporate Day. Demanding Weskus 4x4 Vasbyt Rudi Bowe The Weskus 4x4 Vasbyt that was held on Saturday, 22 July 2017, is regarded as one of the most challenging Vasbyt events ever held at Dune 7. Theuns van Zyl, the chairperson of the Weskus 4x4 Vasbyt Club further says what made this event so special is the fact that seventeen of the best Namibian contestants in Vasbyt participated. It was a ten-stage event. The first, fifth and tenth stages were enormously tough. Not any of the seventeen contestants could get a single point in these stages. At this year's event, had to withdraw due to breakdowns. One of the vehicles that had to withdraw from the event was the vehicle of driver

Floris Steenkamp and navigator Allan Wieko. The overall winners for the day were, Herman Theron Jnr and Nico Theron Jnr in the first place, second place was Morne Oosthuysen and Niels Garthner and third, Otto Snyman and Rico Bothma. The next Vasbyt will be on 21 October 2017 in Windhoek and the last Vasbyt is on 29 December 2017, again at Dune Seven in Walvis Bay. The Weskus 4x4 Vasbyt Club would like to thank all the entries and spectators for yet another enjoyable event.

Namib Diesel Social League The Namib Diesel Social League came to an end on Friday 21st with the final round and prize giving directly afterwards. The contention for the title this year was pretty close and it actually came down to the final round to find out which teams would clinch the top 3 spots. After much anticipation while the final points were being tallied, Aluminium Werkstatt managed to maintain their slender lead with a good win to become the winners and title holders of the Namib Diesel Social league 2017. Well played. The Runners-Up are Gateway Logistics and in Third place Rent-A-Drum. As can be seen in the points standing below it was pretty close:Aluminium Werkstatt – 206; Gateway Logistics – 199; Rent-A-Drum – 195; First Guarding – 184; Supatronix – 168; Sea Work – 167; Fuel Pump Repairs Africa – 166; Magic Discounters – 164; Terra Nova Properties – 155; WB Hardware & Building Supplies 154; Synapse – 110 & JAJ Logistics 82. The turnout was as usual absolutely amazing. The club was packed to capacity with players, supporters and of course individual team sponsors. Mr. Jaco de Witt of Namib Diesel was totally overwhelmed, as through the years the popularity of the social league has always remained on top. He vowed that they would continue sponsor the league, as far into the future as possible and conveyed a message from the founder of Namib Diesel, Mr Jacques van Eck who unfortunately could not attend the function, but also expressed his gratitude to players and sponsors alike for keeping and holding the Social League, out of all the annual squash events at the top of the popularity list. Albinius "Danny Boy" Felisianu and Abraham Ndauendapo unanimously beat Tanzanian boxers Yonas Segu and South Africa's Nkosinathi Ntshangase to be crowned the new boxing world champions at the Desert Storm at the Dome in Swakopmund on Friday An unanimous decision by three judges made Danny Boy the IBF Lightweight Continental Champion. Hundreds of local fans witnessed the fight over twelve rounds as Danny Boy systematically got the better of his opponent, Tanzanian Yonas Segu. Danny Boy expressed his delight with the outcome, but hailed Segu as an able opponent. e also expressed hopes that the first fight to defend his new title also be on home ground at Swakopmund. He challenged lightweight boxers of the world to face him in his home town. In another international fight, for the vacant WBF Super Featherweight title, Namibia's Abraham Ndauendapo won his bout over 10 rounds against South Africa's Nkosinathi Ntshangase convincingly. Africa Gold Cup stays at home Rudi Bowe For the fourth year in a row, and after seven weeks of good com-petitive rugby, the Namibian Rugby team retained the Africa Gold Cup. They won with seven tries and a glittering display that leaves us as a nation proud. Namibia played Kenya and won the match 45-7. The match was at the Hage Geingob stadium in Windhoek before a jubilant home crowd. With an impressive display of defensive- and run-rugby, winger David Philander scored the first try. He was followed by Crysander Botha with a second try. Cliven Loubser converted both tries to give the home team a 14-0 lead at half time. In the dying minutes of the first half, Namibian lock Mahepisa Tjeriko was send to the sin bin. After the break Namibia added twelve points with just fourteen men on the field. Cliven Loubser scored an unconverted try. J.C. Greyling scored and Clivin converted this try. In the 52nd minute prop forward Moses Musala went over for the only try for Kenya. With fly half Isaac Adimo’s conversion it gave Kenya its only points on the score board for the entire match. David Philander scored his second try. It was not converted. Casper Viviers and Lesley Klim crossed the score line for Namibia. Both tries were converted to give Namibia a 45-7 victory. win over Kenya and thus retaining the Gold Cup with 25 points from five matches. Namibian captain Rohan Kitshoff said: "it was our short term goal to win the cup. We are relieved and proud. It was never easy against Kenya, as they made us work hard for every try". He added people may doubt the team’s ability, but character is determined by hard work and consistency. He is very pleased with the “young lads” that is coming through and he applauded them for their hard work and what they mean for the country. Phil Davis, the national team’s coach, was equally jubilant of the victory and said hard work paid off. He expressed his pride and commended the team for its consistency throughout the tournament. He also said the format of the tournament is beneficial for Rugby in Africa. It is an opportunity for the world to identify rugby talent on the continent.
