Floris Steenkamp The Anti-Corruption Commission of Namibia (ACC) is currently probing more Walvis Bay town councillors for irregular spending on Council’s credit cards. The probe is targeting both current and former Walvis Bay town councillors. Sources very close to the administration revealed on Wednesday that the investigation into the misuse of a credit card by suspended town councillor Samson Nghilumbwa revealed more suspicious transactions, even by town councillors who have served on Council during previous political cycles. A veteran Swapo local authority politician this week added his voice with other Swapo politicians and welcomed the ACC’s involvement. Free workshops on leather creations at COSDEF centre Sharlien Tjambari

The Goethe-Institut is offering free workshops at the COSDEF Arts and Craft Centre in Swakopmund on leather creations, these workshops are free of charge to anyone. The workshops started on Thursday morning and will end tomorrow (Saturday). The workshops focus on the history and significance of leather in a cultural and economic aspect. According to Gianfranco Mostert, the Freelance Project Manager at the Goethe-Institut Namibia many people in the past used leather for survival but never knew the importance of leather. “With this nationwide workshop we will be having, we plan on empowering the workshop participants with the knowledge on how to use leather, how to explore and be creative. There are different methods of harvesting and harnessing different kinds of leather into a final product”. He further said that the idea of making money from leather products is growing and the Goethe-Institut Namibia want to host as many workshops as possible to empower the community”. The Goethe-Institut Namibia has this year teamed up with the Fashion Council of Namibia and is working together with College of the Arts and COSDEF for Windhoek Fashion Week 2018 to have a “tune-up” through workshops, labs and public talks by persons with experience in the different aspects of fashion. “Everything is FREE and open to anybody in the public interested in developing a skill in fashion. You will see that through some components of the programme we enable the cultural exchange between Germany and Namibia in the interest of developing our nations' arts and culture”, said Lendl Izaaks the Communications Officer of the Goethe-Institut Namibia. The Leather Lab at COSDEF Swakopmund will employ a hands-on approach to understanding the material – leather – and developing skills in working with it to produce various items, from belts and handbags to shoes and other fashion accessories. Leather works in Namibia has great potential for the local market to grow and if not expand to exporting final products internationally, so this lab is just the tip of the iceberg. The Goethe-Institut is the cultural institute of the Federal Republic of Germany and focus on the interest of three things: Language, Culture and Germany. “We promote knowledge of the German language abroad and foster international cultural cooperation. We convey a comprehensive image of Germany by providing information about cultural, social and political life in our nation. Our cultural and educational programmes encourage intercultural dialogue and enable cultural involvement. They strengthen the development of structures in civil society and foster worldwide mobility”, said Izaaks. Other components of the Fashion Week 2018 TuneUp will be held in Windhoek at the Goethe-Institut and cover the business aspects of fashion through talks and a Business Model Lab. A former Walvis Bay resident phoned the namib times yesterday morning and said it is a hustle and bustle as residents of Lüderitz were flocking to see the first train in as many as three years again arriving in the town. Although the reconstruction of the railway line concluded a few years ago, TransNamib did not reinstate a railway service immediately. At the time of going to press it was an open question whether a regular train service would be restored for Lüderitz straight away or whether it was a test run like a few years ago. The town last saw a regular railway service in 1994.

On Wednesday this week an accused in a murder case, Adam Ruben (31), almost walked free due to alleged negligence by the investigating officer in charge of the case, Llewellyn Fredericks. Ruben allegedly murdered Desmond !Garibansen Renaldo /Awarab by stabbing him to death with a knife in November 2016, but when he appeared in the court on second appearance he was given bail of N$2 000. He remains free ever since and resides at Rehoboth. The /Awarab family feels that Ruben does not even deserve to be free on bail, as he murdered their child in cold blood. According to the father of the deceased Ruben /Awarab, the case has been dragged on for so long. The accused is waiting to be appointed a legal representative. On his previous court appearance, on 26 September, the state prosecutor representing the state, Dalon Quickfall, allegedly informed magistrate Conchita Olivier that the docket was not available because Fredericks has not submitted it

He (Fredericks) was out of town, so the case was remanded to 17 Octoberthis week for the docket to be brought to court. “Back then already we felt the investigating officer was playing games and intentionally delayed the case”, explained /Awarab. This week, Fredericks informed the court that the only reason why the case could not be finalised was because of pending lab results of an analysis of DNA samples. What raised questions is the fact that the accused was arrested in 2016, yet a blood specimen was only taken from the accused in August this year. “Why didn't he obtain the blood specimen in November 2016 after the accused's arrest?” The clothes and the knife the accused used was only sent to the lab in 2017, the family of the victim alleges. Fredericks told court he cannot remember the exact dates the series of events took place, claiming that he didn't have any records in front of him. Quickfall requested not to withdraw the case, as this was only a delay. “Our investigations are not finalised, and it is my duty to make sure that investigations are finalised. We can find a good approach to make sure that justice is served”. Olivier then granted the state more time and adjourned the matter to 4 March 2019 for further investigations and to give the Fredericks enough time to get the lab results. “I must say I am embarrassed by the State. We are failing the deceased’s family for justice and we even fail the accused as well”, said Olivier. The deceased family was concerned that the case might be struck from the roll, since the investigating officer did not have the lab results with him. Chances are there that this case might be withdrawn before it even goes to trial. ·The Prosecutor-General, Martha Imalwa, expressed concern this week on the high number of criminal court cases stalling.

A case of bribery was opened at Arandis police station on Sunday at around 15:35, when Poonia Munir (43), allegedly offered a traffic officer a bribe of N$150 for him not to issue him with a traffic ticket. Munir was driving a motor vehicle without number plates and the vehicle also had no documentation. Th incident occurred near the Arandis bridge on the B2. Munir was convicted in the Swakopmund Magistrate Court on Tuesday.

They were identified as Matheus Oxurub (57), Michael Gonteb (28) and Jimmy Gonteb (28). They were transporting the carcasses without a permit and they were in possession of an unlicenced firearm. The rental Toyota pickup was impounded. The value of the three oryx carcasses is N$19 500-00. The suspects appeared in court on Wednesday on a charge of the illegal hunting of game and the illegal possession of a firearm. Also for the transport of meat without a permit.

Remains found at Uis that of missing man Eileen van der Schyff

The skeletal remains were found of near Uis on Tuesday. The remains is now believed to be that of George Gurirab (44) who has been missing since 17 March last year. The discovery of the remains was made by a community member. The remains were found scattered in die field about 16 km South East of Uis. Clothes found near the remains corresponds with the description of the clothes Gurirab was wearing at the time of his disappearance. Gurirab’s family was informed.

Paul Allen 1953 - 2018 Floris Steenkamp The death earlier this week of Microsoft co-founder, Paul Allen, is also of particular sadness for Walvis Bay. It was this billionaire's super yachts calling at the port of Walvis Bay every other year which also assisted to place the harbour town on the map. The super yachts Tatoosh and Octopus were always a spectacular site as they entered the port and stayed alongside for several days to serve as an alternative accommodation platform for Allen who loved Southern Africa and never missed an opportunity for an African safari. But, as the media reported worldwide on the death of Allan who was diagnosed in 1982 with lymphoma, another very interesting fact about Allan surfaced. His deep interest in naval history. Such a passion it was for him he invested a great portion of his wealth (44th wealthiest person on the plant at the time of his death) in the development of research ships and also deploying Octopus from time to time to search for famous naval ships sunk during the Great War (1939 to 1945). Then there were other famous warships located on the bottom of the abyss: HMAS Canberra, USS Lexington, and IJN Mushashi. Canberra was an Australian heavy cruiser, lost in the battle of Savo Island. Lexington was a US aircraft carrier, sunk after the battle of Coral Sea. Musashi was one of the world's largest battleships.

Allen also had a passion for space Paul Allen not only shared a love for the ocean's deep abyss, but was also passionate about space. His love for space was inspired by the 1969 moon landings which he witnessed as a 16-year old. He funded the well-known experimental space plane project, SpaceShipOne, which won the X-prize in 2004. Allen's death also came as the countdown began of the first flight of the world's biggest airplane, Stratolaunch, another big Allen-project. Stratolaunch is a giant six engine, twin fuselage place that will be taking off from a normal airstrip, flying at high altitude close to the atmosphere's border with space and from there launch space applications like satellites. The driver of a Quantum died on the spot-on Saturday morning when he lost control over the vehicle whilst overtaking. Arbor Day (or Arbour; from the Latin Arbor, meaning tree) is a holiday in which individuals and groups are encouraged to plant trees. Today, the Municipality of Walvis Bay joined the rest of the world in celebrating the important role that trees play in our society. Arbor Day was observed by planting a Syzygium Austral tree at the Municipal Head Quarters on Friday 12 October. Though usually observed in the spring, the date varies, depending on climate and suitable planting season. Namibia's first Arbor Day was celebrated on October 8, 2004. An der Atlantikküste,in der Namibwüste Namib Times-Besuch aus Bremerhaven Quiz: The Elegant Farmstead Swakopmund (sk) - Kürzlich erhielt ich eine Mail von Ulrich Ender aus Delmenhorst, der die Website Namibiana-Buchdepot betreibt (www.na mibiana.de/de/). Ein ehemaliger Drucker der Namib Times, der gerade seine eigene Druckerei in Bremerhaven verkauft hat und in den Ruhestand getreten ist, habe bei ihm Bücher bestellt, wolle nach 40 Jahren mal wieder Namibia bereisen und suche Kontakt zur Küstenzeitung. Somit lernte ich vergangenen Sonntag im Cafè Anton Herrn Joachim Bonke kennen. Herr Bonke, heute 72, reiste im Jahre 1968 mit dem Schiff von Hamburg nach Walvis Bay, wo er bis 1972 als Drucker bei Coastal Printers arbeitete. Damals wurde in dieser Druckerei, die von Hans-Joachim Huhn gegründet worden

Jhpiego is an international, non-profit health organization affiliated with The John Hopkins University. Jhpiego partners with organizations from the community to the national levels, building sustainable, local capacity through advocacy, policy development, human resources for health and quality and performance improvement approaches. The government of Namibia, recognizing the adult HIV prevalence of 13.1%, included voluntary medical male circumcision (VMMC) as an essential component of a comprehensive strategy for HIV prevention. With support from the U.S. Center for Disease Control (CDC), Jhpiego, in collaboration with the Namibian Ministry of Health and Social Services, provides VMMC service delivery and quality assurance technical assistance in the Erongo and Ohangwena Regions. Demand Creation and Communication Manager The position will operate under the leadership of the Project Director and Jhpiego's senior management team, and will oversee and ensure the technical and methodological soundness of all project activities. Responsibilities: Works with the Jhpiego Namibia male circumcision project team to provide strategic guidance in VMMC demand creation in the project districts and oversees the technical approach to advocacy for the project. Prepares and coordinates the development and ensures the implementation of national and regional demand generation plans for each target population. Initiates and participates in evaluation of targeted demand generation strategies and assessment activities with the goal of improving project outcomes. Provides technical and strategic guidance in the area of community mobilization; supporting the project's regional-based teams to sustain a communitybased network of mobilizers to carry out project activities; and working closely with national, regional and district partners who collaborate on these objectives. Oversees the development, testing, and implementation of demand creation tools and strategies. Acts as liaison for external communications and stakeholder engagement activities to raise project and Jhpiego profile in Namibia and globally; integrates Jhpiego communication standards into the program; coordinates media engagement and knowledge management, the documentation and development of communication materials such as success stories, photography, brochures, etc. Oversees the development, testing and implementation of training curricula and tools related to demand creation, in collaboration with the regional teams. Works closely with the regional teams to ensure that regional and district health plans include VMMC advocacy and demand creation elements. Stays current in knowledge in the field of VMMC and HIV/AIDS care, prevention and treatment. Actively participate in relevant technical advisory/working groups and professional forums representing Jhpiego Work with health care providers, local authorities, community members and project team members to identify VMMC service delivery issues that impede access to care and uptake of services Identify training needs for clinical and community healthcare providers and assist in the design and implementation of measures to address those needs Work closely with the project director on setting project priorities and directions, and responding to requests for support from local counterparts Collaborate with all local stakeholders and implementing partners, especially the MOHSS and other US and international implementing partners, to ensure that all activities conform to the requirements and regulations Ensure compliance with CDC operational policies and regulations. Author/co-author abstracts, presentations, and articles for journals and conferences Supervise regional demand creation coordinators Required Qualifications: Minimum of a Bachelor's Degree in behavioral science, community development, communication, public health, sociology or other relevant field. At least 7 years' proven experience implementing and/or providing technical assistance in HIV and/or men's health demand creation, service utilization and/or communication. At least 7 years' experience in implementing and/or providing technical assistance of $5M per year in donor-funded projects and in the design and implementation of overseas health projects; preferably in Namibia Demonstrated experience training clinical and community-based healthcare workers on VMMC community mobilization Demonstrated experience providing capacity building assistance at individual and organizational levels Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with MOHSS at national, regional, and district levels, as well as representatives from other key stakeholders such as NGOs, partners, the private sector and other donors. Experience working closely with national HIV/AIDS control programs and regional health authorities. Demonstrated in-depth understanding of Namibia healthcare system, particularly the public health system, experience living and working in Namibia preferred Familiarity with CDC's administrative, management and reporting procedures and systems Expertise in research to practice—identifying and adapting best practices to specific project contexts Excellent verbal, written interpersonal and presentation skills in English Proficiency in Microsoft Office Ability to travel nationally (up to 40% of the time) to project sites

The newlyelected Vice-Chairperson of the village, Kakepo Musutua said they are very excited that the OvaHimba Village is now officially open to the public, and that his people will be able to conduct business from the village. “Since its establishment about two years ago, tourists would come to the village, look at it and there was nothing happening, but now we are all excited and happy to share our cultural experiences with the visitors”, said Musutua. Activities which will be offered at the site are dancing, singing, drum playing, weaving and creation of traditional items such as baskets and preparing of

traditional food on fire wood. Swakopmund Councillor Omuiingona Uahimisa Kaapehi urges community members, tourist and the business fraternity to support the OvaHimba community at the cultural centre. The centre was supposed to be operational from the beginning of April this year but due to problems experienced, the opening was put on hold. “I want to inform the community that the OvaHimba Village is now open to the public, every day from 09:00 till late and every Saturday they have what we call 'Ondjongo', a traditional The OvaHimba Community gathered at the Cultural Village this past dance”, said Kaapehi. Mrs Globe 2018 is set for China this year under the theme “celebrate”. This prestigious international pageant is held annually and is the biggest pageant for married women in the world. Walvis Bay has produced a rare gem in Estrolita Petersen who won Mrs Namibia Universal 2016. Petersen has now been selected to represent Namibia in the Mrs Globe 2018 Pageant. In an interview with the namib times, Petersen expressed her excitement at the opportunity. “Many people think pageants are just about looking good, but there is much more involved. It takes a lot of strength and courage. It is also a great responsibility to represent my country”, said Petersen. She further elaborates that the pageant focuses on women who can lead a balanced life with regards to parenting and active involvement within the community. Petersen is passionate about the welfare of marginalised women and children as well as women empowerment. Trampoline and Tumbling VAS squash chamNationals pionships It's a struggle to get going with the VAS squash championships playing in the background.

Walvis Bay Gymnastics Club again was the preferred host of the Trampoline and Tumbling National Championship at the Jan Wilken Sport Complex in Walvis Bay. Walvis Bay Gymnastics Club is the only club with adequate facilities to host Trampoline and Tumbling competitions. Gymnasts from Walvis Bay Gymnastics Club, Crete and Griffins Clubs from Windhoek, Moria Gymnastics Club from Outjo and Swakopmund Gymnastics Club participated in this event. Gymnasts competed in different levels and age groups. The gymnasts have been working hard to include new skills in higher levels. Competitions hosted in Namibia give them the opportunity to get their confidence and competition mindset ready for International competitions. Gymnasts already competed in the Scalabis Cuo in Portugal, the All African Championships, the Youth African Games as well as Youth Olympics. The next big competition will be the Region 5 that will be from 02 to 04 November 2018 at the Frederika Sports Stadium in Gesina, Pretoria South Africa. The Walvis Bay Gymnastics Club extends a big thank you to all the parents of the club who put in a lot of effort to make such a big success of the competition. We also want to thank all the coaches, judges and parents of the visiting clubs for their participation and input. Thirty hikers took part in the Bank Windhoek sponsored Namibia Hikers Association's (NHA) 72nd session at the Kaiser Wilhelm Mountain's hiking trail in Windhoek last weekend. Situated southwest of Pioneers Park, the trail was filled with hikers between the ages of 21 to 33 years old. At dawn, NHA's Founder and President, Eino Mbango, briefed the participants about the rich history of the location. “We chose this specific mountain due to its rich Namibian history and the breathtaking view from its peak,” he said. The hikers were led towards the peak of the mountain and back to its base in a total of eight kilometres. The challenging trek comprised uneven terrain pooled with rocky patches through riverbeds and engorging cliffs. At the peak, the group engaged in fun activities and motivational talks facilitated by Mbango. “The top of the mountain rewards you with a 360-degree view of Windhoek. We understand that there are so many challenges in the city, but keep in mind that you can overcome them all. You are in control of your destiny,” he said. Before descending downwards, participants had to silently sit on their own as they reflected on their lives. A few minutes later, a relaxed atmosphere spread throughout the participants as they jogged and walked back to the base of the mountain filled with renewed energy. Marta Neshilla and Nelson Mutongolume were the first two participants to cross the finish line. As a result, they received a floating trophy and two Gondwana Collection Namibia accommodation vouchers. Each prize is a two-night stay for two at any Gondwana Lodge around the country and includes breakfast, lunch and din-

ner. “I am so excited,” said Neshilla, as she celebrated with fellow hikers. Mutongolume said that the experience was motivational. “What Bank Windhoek and NHA is doing is beneficial to us as the youth. We go through a lot of challenges but forget that to relax our minds and body, exercise is the remedy that can allow us to make better decisions. I will encourage my friends to join,” he said. Established in 2010, NHA was started for those with a keen interest in physical and mental fitness awareness and has since its inception concluded a total of 72 hiking sessions comprising 400 registered members. The NHA specialises in sports and fitness, corporate team-building and youth development programmes and participants, regardless of their affiliation, are welcome to register to partake in its activities. Registration is N$75.00 per athlete per event and participants can register in the following categories: · School Hiking Clubs · Family Groups · Solo Hikers, two or three male or female teams or mixed · Corporate team-building groups, · Health and fitness enthusiasts · Gymnasts Hiking Clubs Participants expressed their gratitude to Bank Windhoek and NHA for the experience at the end of the session. Day of Dolphin Rugby Tournament 2018 The esteemed annual Day of Dolphin Rugby Tournament hosted by the Swakopmundbased Dolphin Rugby Club is scheduled for 27 October 2018. The Day of Dolphin Rugby Tournament has become an annual tradition in Swakopmund, with numerous rugby clubs looking forward to competing with other clubs, while numerous supporters can't wait to cheer on their favourite teams. The Dolphin Rugby Club is one of the oldest rugby clubs in Namibia. The Club was established in 1981, and has produced several players who competed at the national and international levels. It produced players such as Sop/Sop de Waal and Rian Jantjies in the past. The Day of

Dolphin Rugby Tournament was first held in the late 1980s, and has grown tremendously over the years. This year will be no different. It is forecasted that this year will be bigger and better than before. The team that will compete to hold on to the 2017 Day of Dolphin Tournament Trophy is the UNAM Rugby Team. Fourteen (14) teams will compete for this esteemed trophy this year. The rugby teams to participate comes from all corners of Namibia, even as far as Lüderitz. This will be a great day of rugby. At this grading, an attempt was made by karateka to obtain the coveted black belt. The Karateka who were successful were honoured at an illustrious ceremony held at the Yacht Club in Walvis Bay, recently. The Karateka, who were tested for shodan, had a minimum of five year experience, with some of them even having as much as nine years training, in karate. The syllabus which they had to comply with is very stringent, resulting in all of them training and preparing since the beginning of the year for the above grading. Before an attempt could be made to grade, all karateka grading had to undergo a “gruelling” pre-grading, where all technical aspects were finely scrutinized by four senior instructors. The karateka were graded on aspects like, proficiency in basic techniques, proficiency in forms, proficiency in combat, fitness, etiquette and procedure, neatness and attitude, eye position, concentration and self-control. The grading panel, consisting of the four highest graded Namibia Shotokan karateka, were very impressed with the standard displayed by the karateka. To be successful, karateka had to demonstrate that they have the required skills, values and character traits required for the Junior Black Belt and Shodan rank (1 st degree Black Belt). The chief instructor of SKAI, sensei Willem Burger made the following observations regarding the achievement of obtaining a black belt. · For every 10 000 people that join a Karate school, half will drop-out within 6 months, · Of those remaining students about 1 000 will complete a year of training before quitting, · Approximately 500 students will study for 2 years, but only 100 will be there in 3 years, · Usually only 1 or 2 will progress and be successful in obtaining their 2nd degree Black Belt, · 1 Will progress to teach others as he/she has been taught – this person, 1 in 10 000, is a true Black Belt Sensei Willem Burger also observed that a black belt means that the person now fulfils the role of a modern day Samurai. The word Samurai originally meant “one who serves”. Black belts serve their family and community and protect those that cannot fend for themselves. The black belt also lives by the bushido code (warrior code) and living values like loyalty, honour, courage, unselfishness, fairness, sincerity, honesty and courtesy are of the utmost importance. Being a black belt means constantly developing yourself physically, mentally and emotionally to face the challenges and opportunities that life presents, and then to pass along these tools to those around us so that they all may benefit and take best advantage of all opportunities that arise in their lifetimes. Sensei Willem explained that wearing a black belt does not mean you are invincible, it does mean that you never give up, you are prepared to work past pain and disappointment and do not cave in to your doubts and above all you are prepared to face your fears. The 6th Edition of the Erongo Powersave Street Mile Challenge Run with 1 186 participants was won by Commonwealth Games champion and the undisputable queen of road races in Namibia, Helalia Johannes.

Rudi Bowe Zachary Martin was in Action at Killarney Race Way in Cape Town as he competes against some TOP DOGGS of South African Racing. The action at Killarney was for the WPMC an extra special event as the Namibian Drag racing team that previously challenged Cape Town's top quarter mile experts took part. The father of Zachary Allan Martin said “Zachary was the underdog in what was a very long day of racing. After the second drag run everyone was talking about him and his Golf 1 that was build under the tree. We had some Mechanical problems and we had to retire. So officially we are the 2nd fastest 2liter normally aspirated Golf 1 in South Africa and the Fastest in Namibia”. “Some kids play rugby, tennis, do karate, swim, horse riding, hockey and you can name it, while mine do Motorsport Racing of all kinds, Circuit, Oval, Drags and Rally. He is so humble going about what he does, he loves what he does and he shines all the time and that I am EXTREMELY proud of him” Allan added. Allan further mentioned that it was a frustrating day of racing at Killarney as we had a few minor issues but the most important being the launch control rpm being too low for that venues traction as the Golf 1 kept bogging of the line and made it challenging to effectively compete. With the launch control written into the file we had no choice but to make the best of the situation and managed a time of 13.1seconds. Zachary finishing 3rd in his Class with the fastest Run for the day with a time of 11.6 seconds with the 2nd fastest Golf 2liter normally aspirated in Cape Town and the fastest in Namibia. Allen said that they will be back for the Drag's in Cape Town for a sweat comeback on 27 December 2018.
