∙Walvis Bay can simply not afford to stay under lockdown The Namibian Government is fast running out of options on how to combat the spread of the Coronavirus in the Erongo Region, without collapsing a large segment of the economy. This is the conclusion after a public admittance earlier this week by the Regional health authority that it is not ready to combat the Coronavirus in Erongo and also the fact that new confirmed cases is now starting to emerge at an alarming rate. The Ministry of Health and Social Services’ regional task team admitted in two meetings this week it has not established the necessary public health facilities in Walvis Bay to combat a Covid-19 outbreak. That is despite a period of several months of lockdown and other public restrictions that gave the health authorities the opportunity to properly prepare. Also in this period the health authorities declined private sector offering for assistance in the form of money, equipment and man-hours. The fact that four new cases of the Coronavirus have been reported in a matter of days in the coastal region, three cases in Walvis Bay and one case in Swakopmund, has now brought the Region to an undeniable reality. A reality that is either extend the lockdown and face the devastating economic consequences. Walvis Bay is days away from being under 90 days of lockdown and/or level 2 restrictions. The town can simply not endure more of this either economically or psychologically. The Erongo Region is fast following the same fate. Alternatively, the Region needs to cut its losses of not being prepared medically. Open up and let us manage the Coronavirus as it comes. “Our Government wasted time. Our Government wished to play its response to the Covid-19 situation solo by not consulting beyond getting the National Assembly’s approval to announce a Covid-19 State of Emergency. On the ground the health authority of Erongo must take the blame for not being prepared. If the lockdown is extended, Government needs to take responsibility for the Region’s financial downfall”, several stakeholders said this week. In the meantime, not only the public is opting for the lockdown to be lifted, but Continues on page 2

A group of soldiers of the Namibia Defense Force entered a cell phone shop in Walvis Bay yesterday morning, demanding from the owner to close down as his essential services certificate was not in order. The owner protested and phoned a senior officer of the Namibian Police who then told the officers they were overstepping their limits. “What we have is lawmakers in uniform. Instead of enforcing the regulations to combat the spread of the Coronavirus, we have uniformed personnel enforcing their own versions of the law. You have so many versions of the law on the street as what you have law enforcers on patrol”, remarked a very agitated businessman. This is one of dozens of similar incidents the past weeks. This particular businessman was also victim to the same situation days earlier when law enforcers insist he close his business hours earlier than what it is suppose to close. “These guys don’t understand - they are part of the problem. Not part of any solution to get the public to cooperate”.

Namibia’s Fisheries Minister Dr. Albert Kawana is seeking N$237 million for his ministry’s 2020/21 budget. Of this budget, N$19 million (approximately 8 %) go to development. The lion share goes to maintaining existing operations. The Minister in his budget motivation speech in the National Assembly last Friday said: “Today I am one day short of six (6) months in this portfolio following my appointment as Acting Minister of Fisheries and Marine Resources on 13 November 2019 and as a substantive Minister in March this year. I am delighted to stand before this august House to seek approval of the Budget of the Ministry of Fisheries and Marine Resources, namely Vote 22. The amount which I seek approval totals (Two Hundred and Thirty-Six Million, Nine Hundred and Six Thousand Namibia Dollars) (N$ 236 906 000) for 2020/21 financial year. The amount is broken down as follows: Two Hundred and Seventeen Million, Nine Hundred and Six Thousand Namibia Dollars (217 906 000) as operational budget, and Nineteen Million Namibia Dollars (19 000 000) as development budget. The budget allocation takes into account the current challenges faced by Namibia as alluded to by the President of the Republic of Namibia, His Excellency Dr Hage Geingob in the State of the Nation Address on the 4th of June 2020. Therefore, we fully appreciate the challenges caused by COVID-19 to this Nation. We are in a State of Emergency, the first priority is to serve the lives of our people. As you rightly stated, this is a Committee Stage where only details must be presented. I will, therefore, try as far as possible to adhere to this requirement. The Ministry has six (6) programmes as follows: Programme 1: Survey and Stock Assessment: The key role of this programme is to conduct research in order to assess the marine environment and status of commercially exploited marine resources. Accordingly, it provides scientific advice on sustainable harvest levels and relevant management measures. To achieve this role, the Ministry requires extensive funding to ensure that the research infrastructure, such as the two research vessels, the Lüderitz and Swakopmund research laboratories, as well as survey equipment are regularly maintained. Five biomass surveys were conducted during the 2019/20 financial year to estimate stock sizes, distribution and biology of hake, horse-mackerel, deep sea red crab, seals and orange roughy. Results from these surveys indicated that most of the fish stocks were slowly recovering, except the pilchard stock which is currently under a moratorium. The rock lobster still needs to recover to maximum sustainable yield levels because, currently it is under severe pressure. Scientific surveys and research activities aimed at assessing the population dynamics and distribution of our commercially important stocks, such as hake, monk, horse mackerel, pilchard, deep-sea red crab, rock lobster, seals as well as those of the marine environment, will again be conducted during the current financial year. In order to achieve our objectives under this
programme, we require Fifty – Eight Million, Eleven Thousand Namibia Dollars (N$58 011 000) for this financial year. Programme 2: Human Resources Development: The purpose of this programme is to provide administrative support and ensure proper financial management, human resource management, provision of information technology services, maintenance and logistical management. The Ministry shall continue to maintain and upgrade ICT equipment and network infrastructure to provide effective and efficient ICT services and further contribute to the attainment of the e-governance within the strategic plan of the Ministry. In addition, this programme is aimed at equipping staff members with different skills, knowledge and abilities, through training and development programmes in various fields at all levels in the Ministry. During the 2019/20 financial year, the Ministry only funded short courses and staff induction. In addition, the Ministry ensured that all compulsory training for professionals such as pilots and seafarers was conducted. This is an international requirement and therefore, it is necessary for our pilots and seafarers to meet international standards. Honourable Chairperson, Honourable Members, An amount of Forty-Five Million and Eighty- Two Thousand Namibia Dollars (N$45 082 000) is requested for this programme. Programme 3: Marine and Inland Monitoring, Control and Surveillance: Honourable Chairperson, an amount of Seventy – Two Million, Nine Hundred and Seventy-Nine Thousand Namibia Dollars (N$ 72 979 000) is requested for this programme. Programme 4: Promotion of Aquaculture and Inland Fisheries: The purpose of this programme is to ensure responsible development of aquaculture and sustainable utilization of inland fisheries resources, to increase income generation, enhance food security, reduce poverty, create employment, improve rural livelihood at household levels, and increase investment. Under this programme, 5 hatcheries produce fingerlings for small scale farmers across the country, and for Government demonstration fish farms located at Epalela, Mpungu, Leonardville and Fonteintjie. During 2019/2020 financial year, funds allocated to the centres were utilised for various activities such as research on aquaculture and inland fisheries, fingerling production and distribution to 250 small scale fish farm projects, extension and advisory services to fish farmers and public. Forty-Four Million, Fifty-Three Thousand Namibia Dollars (N$44 053 000) is requested. Programme 5: Policy and Economic Advice: Thirteen million, Seven Hundred and Eighteen Thousand Namibia Dollars (N$13 718 000) is requested. Programme 6: Coordination and Support Services: Three Million, Sixty-Three Thousand, Namibia Dollars (N$3 063 000) is requested”.
The public will not cooperate with law enforcers as long as they are arrogant, unfair and out to make things difficult and unbearable. We are enduring weeks of hardship. People are worrying about their businesses, their finances, job security and the fact that the lockdown is taking away many of their liberties. The last they need is harassment from law enforcers”, remarked a second person consulted on her view of law enforcement. A well known community policing officer said he is concerned about the law enforcement’s growing disconnectedness with the public. Conventional law enforcement needs the public’s assistance and support. At the moment the public’s support and trust in law enforcement is at an alarming low. I can only see law enforcement’s role getting more difficult, as people are stressed and burdened and would not react positively to uniformed people barking orders, being rude, manhandling people and most irritating enforcing their totally skewed version of the law. I also view the fact that law enforcers are walking around with assault rifles as intimidating and a token of “us versus them”. “Good luck to any law enforcer thinking this is the winning recipe”, a man who just exited a shop in Sam Nujoma Avenue said when asked about the incident at this particular cell phone shop yesterday morning.

Coronavirus: what now? Continued from page 1 also in the circles of the Erongo Region’s Covid-19 response opinions are swaying towards opening up Erongo and to let the Covid-19 situation be dealt with by the health authorities at an ad hoc basis. Here are the quotes of two prominent personalities who can be regarded as “front line” in the Erongo Region’s response to Covid-19. These individuals were asked by Namib Times for their responses, but these are their independent opinions based on observations of the overall situation. Their names are withheld: “The economy must open. We can deal with the Coronavirus like we do with all other diseases. They [the authorities] must deal mistakes, because they had an opportunity to get things right but they messed up. We don’t have leadership. That is the reality.” A second opinion quoted: “It is irrational to continue the lockdown. The fact is each and every health care facility, clinic, acute hospital casualty, doctor’s practice will receive positive patients now in need of help. We must and will help everyone. The public and politicians must stop to stigmatise, open up the bloody lockdown and let us get on with it”. At the time of going to press there was no official word from the Namibian Government on the way forward. The lockdown period of Erongo is due to expire at one minute to midnight on Monday evening.

Truck drivers and Covid-19 “We feel like the outcasts of society” Despite being classified as an essential service provider under the transportation, logistics and storage section in the guidelines and regulations document produced for the 21-day lockdown by the Namibian Government, truck drivers have been on the receiving end of judgment by many in the society. Agreeing to relay his experiences as a truck driver, Mr. Stanley Hamuchemba spoke to the Communications Department of the Walvis Bay Corridor Group. “I have never been made to feel so insignificant in the 13 years of my career as a cross border truck driver. Subjected to derogatory language, we are also seen as the outcasts in society, the carriers of the Coronavirus”, he says. Hamuchemba, a 38-year-old Zambian national has been in A Van Der Walt Transport's service since 2012, says his days on the road are spent on the Walvis Bay-Ndola-Lubumbashi Development Corridor. He leaves Namibia with loads of frozen food stuff and returns with loads of copper and animal stock feed. “While it is custom for long distance truck drivers to remain isolated on the road between your loading and offloading points, the escalation of Covid in the region has caused us to become even more isolated. I have not seen my family for about a month now”, he says. After being tested and screened in Lusaka, Hamuchemba spent three days and three nights waiting for the results. Once it came back negative, he was allowed to proceed to his offloading point in DRC. Upon his return to Walvis Bay, he was screened several times at the various border points, as well as daily screening at the quarantine facility in Walvis Bay where he is currently stationed. “While I have in the past been able to run two to three trips, I can now only do one because of the lengthy stays at border quarantine facilities that we are subjected to on one trip. Apart from the financial implications that comes with this, the use of the trucks as our 'homes' has become even more exorbitant as we are only allowed to leave our trucks to use the ablution facilities or have our trucks loaded”. Stating that one of his biggest wishes at the moment is for society to be sensitised on not only the role of the truckers during the Covid pandemic, but on the importance of humanitarianism across all careers and professions. Hamuchemba however, remains confident that the fruits of his labour are vital to the economy. As many overlook the fact that truckers are keeping our shelves stocked with medical supplies and groceries, let us be more empathetic and appreciative of the foot soldiers putting their own health and security at risk as we battle our way through Covid-19.

NAMSTEM feeds hungry children during lockdown Eileen van der Schyff
The Non-Profit Organisation (NPO) Namib Science, Technology, Engineering and Mathematics Foundation (NAMSTEM), situated in Narraville started a feeding scheme on 4 June 2020 to help those children whose parents have lost their jobs and those who suffered salary reductions during the first Covid-19 lockdown. Anastacia de Klerk, the founder of NAMSTEM told the Namib Times in a telephonic interview that the feeding scheme focuses solely on children in the immediate community of Narraville. Anastacia together with her fiancé, Justin Herbert started by giving 40 children who registered at the foundation food three times a week. As the lockdown got extended that number grew to 109 children counted on Tuesday this week which was also “The Day of the African Child”. NAMSTEM provided the first 40 children who registered with a care package that included a material mask, a bar of soap, a toothbrush, a COVID -19 activity book and an art kit.” We will be handing out the same care packages to the rest of the children as soon as we can get the items sponsored.” Anastacia said. The donations to start the feeding scheme came from friends and family that we sent WhatsApp messages to and that we tagged in our posts on Facebook asking for contributions. Anastacia and Justin spend roughly 4 to 5 hours preparing the food. “Sometimes we prepare the food in the evening and sometimes we prepare it in the morning. The preparation time depends on what we serve, but on average it takes about 4 – 5 hours to prepare the food. We usually serve the food at 14:00. If it is a windy day, we start earlier.” Said Anastacia. The children are divided into groups of 8 to 10 when the food is served to avoid gatherings of large groups. “We have specified times that we serve meals with intervals of 15 minutes per group. It takes us about 2 to 3 hours to serve them. They come with their container and their bottle and then receive their food and juice to take home.” Explained Anastacia. Anastacia further said that they are planning on constructing “tippy-taps” on the premises for the children to wash their hands, but they do use sanitizer also. The donations NAMSTEM has received thus far are enough to feed the children at least three times for this week and another three times next week, but Anastacia foresees more children registering towards month end and is welcoming more donations. “If we get enough donations, we will serve the children food every day of the week. Most of our donations come from members of the public and it is awesome to see how people stand together during a difficult time like this.” Said Anastacia. Anastacia and Justin thank the public for the donations they have received to help these children. “We would like to thank Mathieu Connor and his wife Laura for making a video of the feeding scheme to create more awareness. They took this initiative after seeing one of our posts on Facebook requesting for assistance. The video got a great response and it has helped us a lot. We are so very grateful. NMSF and the effects of Covid-19
The Covid-19 pandemic has greatly challenged the people of Namibia both financially and emotionally and to make things tougher, all sporting activities not only in Namibia but worldwide had to be stopped due to the spread of the virus. It is during tough times that most people turn to sport, be it local or international as an escape from reality be it only for a few hours, but Covid-19 took care of that as well. During the lockdown, the Namibian Motorsport Federation (NMSF) has followed and implemented the guidelines as prescribed by the Namibian Government and the Namibia Sports Commission (NSC) and these were regularly communicated to NMSF affiliates and members throughout the various stages of the lockdown. Despite this, some clubs are unhappy as they feel the Federation could have and should have done more to support them during this time. It must be noted that during the first two stages of lockdown, there wasn't much the Federation could do or offer as the lockdown regulations applied equally to the Federation. Sustaining the Federation financially during this period has proved extremely difficult due to the loss of income generated from event permits and competition licenses because of events being cancelled or suspended. Adding to this, funding applied for at the NSC has not been forthcoming and attracting sponsorship has been unsuccessful due to the economic downturn before Covid-19. However, the Federation has not been standing still and has used this downtime productively planning the way forward by engaging in regular Zoom meetings with its world governing bodies namely the Fédération Internationale de l'Automobile (FIA) and the Fédération Internationale Motorcycliste (FIM) to discuss protocols and regulations for the safe resumption of motorsport. Once permission is given by the NSC for events to resume, the Federation will be in an informed position to guide the clubs and offer advice. The Federation has already started the process of drafting Covid-19 precautionary guidelines drawing on the advice from the various Namibian authorities, the FIA and the FIM. All event organizers and officials will first have to undergo training on these new guidelines and clubs will have to implement them before any events will be allowed to take place. The NMSF has initiated contact with the other Namibian Federations to consult and learn from each other as the pandemic is new to everyone and no individual body has all the solutions for the way forward. Gone are the old carefree days and welcome to the new normal at motorsport events which will be electronic temperature testing, continuous sanitizing, masks, the implementation of tracking and tracing registers and social/physical distancing. Going forward it will be the responsibility of clubs and organisers to implement and police these criteria. The motorsport public including officials and competitors will have to do their bit and everyone will have to be conscious of the fact that their actions or the lack thereof will affect others. Recently the NMSF has been inundated with calls from competitors and organizers alike for motorsport to restart but until permission is given to resume all sports, the NMSF urges everyone to exercise patience. The safety and wellbeing of humanity is far more important than any sporting code or event so please bear with us and stay safe.

The club forum was attended by Cricket Namibia Board members, office staff, and club representatives of which the Coastal Club representatives joined via Zoom, due to COVID-19 regulations in the Erongo Region. Cricket Namibia recently announced its Financial profit in the past year which was led by the organization's values; Excellence, Financial Discipline, Communication, Unity, and Transparency. Johan Muller outlined CN's Five Pillar Strategic Focus' which consisted of capacity building, commercial success, infrastructure development, participation, and administration. The club forum consisted of progress of various programs in the past 6 months and focused on club 2020/2021 leagues, fixtures, and formats. A total of ten mini-cricket courses were held in eight different towns, with about 130 attendants; eight 'Introduction to Level One' courses were held in six towns, with about 100 attendants; and one 'ICC Level One' course was held in Windhoek with 21 attendants. CN up skilled its staff members by sending them to benchmark on various events. CN's office staffs including Operational, Development and Marketing managers has been on benchmark courses in South Africa to up-skill. CN also up-skilled one of the groundsmen, and is now a roving groundsman that is massively reducing operational expenses of clubs. CN installed eight insta pitches to schools in Windhoek, Walvis Bay, Outjo, Swakopmund, Grootfontein and Keetmanshoop, while fields are being developed in Windhoek, Swakopmund, Walvis Bay and Keetmanshoop. CN's 2019 financial statements were approved by the member at AGM, and based on the work efficiency of the current auditors, BDO has been reappointed as Cricket Namibia's auditors for 2020. The AGM concluded off with an election of the Executive Committee for 2020/2022. The new Executive Committee includes Daneel Van der Walt, Henno Prinsloo, Polly Negongo, Helga Volschenk, Rudie Van Vuuren, Trevor Britten, and CN Patron, Francois Erasmus.
