A Walvis Bay resident was slapped with an eighteen months jail sentence on 4 February this year, after being convicted for the fifth time for drunken driving.
Sharlien Tjambari Henties Bay mayor Herman Honeb says the past eighteen months was an emotional roller coaster for him and his family. It also affected his work life. Honeb opened up to namib times over his June 2017 arrest on a charge of having received and selling stolen meat, only for the case to be dropped against him recently in the Swakopmund magistrates court. Apart from describing the emotional distress he had to go through, he is also disturbed by the way the Namibian Police handled the case from day one. He expressed concerns for Namibia as a demo-
cracy if that is the way police officers conduct themselves. “The past one and a half years were quite emotional and has affected my family drastically and so did it affect my work environment”, Honeb said
in an interview with namib times. The stock theft charges which were laid against Honeb were dropped earlier this month by Magistrate Kandi Nangombe in the Swakopmund Magistrate court. Continues on page 2

Stolen meat case dismissed
Continued from page 1 Honeb and his coaccused Walter Hoëseb appeared on a charge of delivery of stock and receiving stock without a permit. “Being implicated in this type of things was very ironic to me. I have been well-known for economic activities in Namibia, foreign countries and in exile. I have worked for organisations involving grass root people and I am a farmer. I have been supplying meat to the people of my town at an affordable price since I moved here. I also take note of the stock theft in the country and do not promote illegal activities”, said Honeb. Even though his reputation was tarnished, the Mayor said he remained focused and dedicated to serve his people and his office because of his transparency and honesty. Honeb took namib times through the series of events that led to his arrest. Two days before his arrest he received a call from Hoëseb informing him that he had a cow to sell for meat as he needed money to purchase a vehicle. Hoëseb brought the meat to the Honeb's residence that same day and left it there. Honeb was at the municipal offices at the time and was handing over a wheelchair to a disabled person. “When I came home that day I noticed there was no permit or any other documents to account for the meat. I made a call to find out where the documents are and I was told the headman ordered the meat to be delivered, as he was afraid the meat could spoil. The paperwork would follow. “It was a satisfactory explanation to me”, added Honeb. He further said he informed his kapana meat clients and they came to collect the meat the following day which was on 16 June, while he [Honeb] was at Uis. “It seems like the police was monitoring me. When I returned home that Friday, close to 13 police force members were at my house waiting for me. They informed me that they found stolen meat that was supplied from my house and they were there to arrest me”. The following day, 17 June the Police came to arrest Honeb. They were allegedly very aggressive and started interrogating Honeb. According to Honeb, the police did not produce a search warrant. He was arrested despite him offering an explanation. “If only they had listened. There was no thorough investigation that day. Had the police officers followed up on what I told them, they would have found the proof that same day and I wouldn't have had to spend a minute in any police holding cell. Leave alone going through this embarrassing and tiresome court proceedings”. The Mayor said he is not happy with the way the police handled the situation. “It is very concerning for the country, because if this is the way things are handled at NamPol then the country will face a lot of challenges. Crime will also increase”, he said. “There might be innocent people behind bars right now”, said Honeb and expressed his satisfaction with the level of proficiency the magistrate handled the case. During the chain of events and in his absence, Honeb was nominated by the Erongo Regional Council to serve as Chairperson of the Erongo Male Forum. “People still believe in me and my leadership” and I place this in very high regard”, said Honeb. Honeb is encouraging Namibians to have a change of heart and do a soul search. Be innovative and enhance good partnerships. Urged community leaders to stop being greedy and to be honest and genuine in their work. “I remain focussed on my work and try to forget what happened to me the past eighteen months”. Background: in June 2017 Honeb and Hoëseb accepted one full cattle carcass without any documentation or identification and sold it for N$4 00000. The incident allegedly took place at Erf. No. 1952 in Omaruru Drive in Henties Bay. The police recovered the carcass from the buyer on the day of the arrest and some cash from the accused. The ear tags were that of the slaughtered cow. Permits were valid and the suspects (Honeb and Hoëseb) were never found with the stolen carcass in their possession. What transpired was that one of Honeb’s clients collected meat from Honeb’s house without reporting it, and that created a confusing situation which led to the arrests, the magistrate found before discharging them.
Three of four escapees re-arrested Three of the four criminals who escaped from the police holding cells at Swakopmund last weekend are back behind bars. A police manhunt for them ended at the Oshihedi Sheengombe in Angola's Ondjiva area. The only escapee still on the loose is Stefanus Daniel (24), one of the murder accused of the elderly couple Strzelecki in Swakopmund in August 2017. Danië's co-accused who escaped with him, Lazarus Fabian (24) is one of the three who were re-arrested. Police officials yesterday confirmed the trio re-arrested are in custody at Oshikango and will be brought back to Swakopmund in the days to come. Any person with information on the whereabouts of the escapee Stefanus Daniel are requested to make urgent contact with Deputy Commissioner Erastus Iikuyu at 081 246 4757, Detective Warrant Officer Helmut Marine 081 765 3608 or Detective Sergeant Gariseb at 081 203 1808.

Not only is Cronjé a danger on the road, but she also showed a total disregard for the law. Magistrate Nikolaidis ruled that a jail term is the only option, seeing that Cronjé already paid a total of N$44 000 in fines. In addition to the jail sentence, Cronjé was also fined with a further N$1000 for driving whilst her driving license is suspended following an earlier conviction. Cronjé, a well known hairdresser and estate agent, may also not apply for a driving license for a period of five years.

Oil rig In a major vote of confidence in EBH Namibia (EBHN), the global oil and gas service provider, Sapura Energy has selected the Walvis Bay company to reactivate their 15,839 ton semi-submersible, self-erecting tender-assisted drilling platform, SKD Jaya. "We are delighted to be able to announce the successful conclusion of the agreement with Sapura Energy, as it endorses EBHN's high levels of expertise and experience in servicing the international offshore oil and gas sector. This key new project is a strong vote of confidence in EBH Namibia, which highlights the strategic relevance of the company as the preferred ship repair partner conveniently located on Africa's West coast,” explains EBHN Marketing Manager Quintin Simon. This has been underpinned by majority shareholder Namport's recent multi-billion Namibian Dollar investment in the expansion of the Walvis Bay port, enabling the berthing of larger vessels; which creates many beneficial downstream opportunities for local service industries. “We would like to thank the management team of Namport for assisting us by enabling the extended stay berthing facility for the duration of this important project,” Simon adds. Regarding the SKD Jaya, the rig has been 'cold stacked' in the Gulf of Paria, which is offshore of Trinidad since 2016. Cold stacking involves the partial decommissioning of a vessel when it appears that it will not be in use for an extended period of time. However, as vessels deteriorate due to the impact of salt and weather, returning them to full working condition is a fairly lengthy and involved procedure. “Reactivating a very large structure such as the SKD Jaya firstly involves a detailed inspection above and below the waterline. The scope of work will include full shipyard marine engineering services, such as metal work, fabrication, carpentry, mechanical, coatings and electrical,” Simon advises. Sapura Energy will use a semi-submersible heavy-lift vessel, the Hua Hai Long, to move the SKD Jaya from Trinidad to Walvis Bay. The project is set to commence when the rig arrives in Walvis Bay on March 01, 2019; and will utilise the services of a highly skilled and well-resourced rig repair team. EBH Namibia and Walvis Bay is the only shipyard on Africa's West Coast that can offer this comprehensive service capability. “Following the dramatic fall in oil prices in mid-2014, trading conditions for the industry have been severely constrained. Now, nearly 5 years later, there is cautious optimism regarding an upswing in the oil industry, as the level of demand in the offshore market - especially along the West Coast of Africa - has seen a significant increase recently. The SKD Jaya project is an extremely positive sign, and we are working hard to ensure further rig and ship repair projects come our way going forward,” Simon points out. "Our long history of unrivalled experience and expertise in the offshore repair sector, supported by our all-inclusive shipyard facilities, highly skilled and trained resources and optimised processes and procedures, mean that we are ideally placed to provide top-class, innovative services in line with our client's requirements," asserts EBHN Acting CEO Heritha Nankole Muyoba. Rescue drama at boat wreck Floris Steenkamp Full details have emerged now of the rescue drama at the wreck of the fishing vessel Zeila south of Henties Bay early on Saturday morning (arrow points to man standing on the wreck’s foredeck). Eyewitnesses said a local tour operator from Henties Bay, Mr Simon McGowan and a second person, who was not identified by name, tried to reach the wreck of the vessel by jet-ski in order to rescue Mr George McNab who earlier on Friday swam to the wreck to collect black mussels. Mr McNab climbed aboard the wreck when he realised he cannot reach the shore safely. Zeila ran aground some years ago and although the wreck is only a stone's throw from the beach, the
high tide and currents can be deceiving. On Friday evening when news was received of Mr McNab stuck aboard the wreck, Mr McGowan and several other residents of Henties Bay raced to the scene. They illuminated the wreck and spotted Mr McNab on the bow. McGowan and the other person took a jetski to reach the wreck, but they unexpectedly landed in trouble. The jet-ski overturned and was taken by the current. McGowan and the other person also had to climb aboard the wreck to save themselves. They wore life vests.
One of the people on the shore saw them also landing in trouble and decided to return to Henties Bay to fetch an inflatable boat in order to save everyone aboard the wreck at daybreak. After the person returned from Henties Bay they found Mr McNab, McGowan and the other man safely ashore. It turned out they decided to take a chance and swim ashore. The trio jumped into the sea and swam to safety. The jet-ski later washed ashore a few hundred metres north of where the rescue drama was taking place.

Renier Beukes (35), appeared on a charge of driving with an excessive breath alcohol level. The matter was postponed to 19 February for plea. The accused remains in custody. Onesmus Shikongo (21), appeared on charges of housebreaking with intent to steal and theft and receiving stolen property. The case was withdrawn. Lot Itembu (35), appeared on a charge of reckless or negligent driving. The case was withdrawn. Tomas Haimbondi (45), appeared on a charge of assault with intent to do grievous bodily harm. The matter was postponed to 6 June for further investigation. The accused is on bail of N$1 000. Absalom Amadhila (47), appeared on a charge of assault with intent to do grievous bodily harm. The matter was postponed to 29 April for further investigation. The accused is on bail of N$1 500. Jesaya Goaseb (30), appeared on a charge of possession of dependence producing substance. The accused was found guilty with evidence and sentenced to pay a fine of N$1 000 and sixmonth imprisonment term.

Last week Friday, Erongo regional magistrate Geynor Poulton hit Dragan Vujicin (68) with 35-year imprisonment term after she found him guilty earlier this year on four counts of human trafficking and seven charges of
Vujicin was facing charges relating to the alleged abuse of four girls aged between seven and nine years. His arrest followed an incident whereby he allegedly sexually assaulted a minor, while he was alone with several children at his house in Mondesa. He arrived in Namibia in July 2013 and lived in Swakopmund since then. Vujicin received five-years for each human trafficking charges and 10-years for rape charges respectively, totalling to 90 years but, most of the charges are running concurrently leaving him with 35 years to serve. By the time his completes his sentence, Vujicin will be 103 years old.
Murdered for cellphone Eileen van der Schyff
A murder case was opened against Kunoita Shimwooshili (30), when Nakanyala Wilbard (41), died after complaining of a terrible headache after he reported that three men attacked him at a local bar in Kuisebmond and stole his cellphone. According to the spokesperson for the Namibian Police in the Erongo region, Shimwooshili was arrested in Kuisebmond on Saturday 16 February, only a couple of days since he attacked Wilbard on Tuesday 5 February. Wilbard's cellphone was recovered. Shimwooshili will stand trial for murder. A post mortem examination was carried out on Tuesday 12 February and showed no visible marks of assault on Wilbard's body, but that he died due to head injuries. Shimwooshili appeared in the Walvis Bay Magistrates Court yesterday.
Flung from rolling vehicle Eileen van der Schyff
Two men suffered serious injuries after being flung from a vehicle which was swerving out of control before overturning. A case of reckless and negligent driving is now investigated against the driver identified as a certain Mateus Shiwenda (38). The accident occurred some 50 km from Uis on the D75 to Henties Bay. According to the spokesperson for the Namibian Police in Erongo, Deputy Commissioner Erastus Iikuyu, the driver and four passengers were traveling in the Honda sedan (N7991S). It is alleged Shiwenda, lost control of the car and it overturned. Two people, aged 28 and 31 were seriously injured. They were flung from the vehicle during the accident. The other two passengers and Shiwenda escaped with only slight injuries. The injured were transported to the Swakopmund state hospital.

Emilia Shinime was the lucky winner of the Woermann Brock Pick Your Prize competition which kicked off last year in November. The draw took place at Steckel's Toyota in Swakopmund this past Saturday. Shinime who walked away with a brand new Toyota Land Cruiser V8 Single Cab was part of the 10 finalists who participated in a short drawing activity at Steckel's Toyota to determine the ultimate winner of any Toyota Vehicle which was up for grabs. The Woermann Brock Pick Your Prize competition started on 22 November 2018 and closed on 4 February this year. To participate in the competition, shoppers had to buy a product from at least six participating brands from Woermann Brock Supermarket. Three semifinalists were drawn from each store. The draw was very tough and full of anticipation. Shinime couldn't hold back her tears the moment she drew the blue ball from the draw bag, she was so happy and said she played about twenty times. “I cannot express my feelings right now, I am overwhelmed with emotions. I am very happy today and thank God for making this possible”, added Shinime. Shinime is a resident of Walvis Bay and mentioned that she does not own a car nor does she have a driving licence. “I think I will sell the car”. Namport Spreading The Love At The Walvis Bay Correctional Facilities The Bible says that it is more blessed to give than to receive, it is with this very notion and with this year's theme of Being Grateful that some of the Namport ladies visited the female offenders in the Walvis Bay Correctional Facilities today. The love token that was handed over to the female convicts was welcomed with open hearts as the ladies indicated that such kind gestures from entities are very much needed as some of the
ladies are far away from their families and do not get regular supply of their necessities. Speaking at the handover, Assistant Commissioner Erwin Axakhoeb from the Correctional Facility
thanked the Namport team for taking time out of their busy schedules to visit the female prisoners on this day, 14 February that is known as the day of love. He further encouraged other entities and
community members to follow the example set by Namport. Ms Rhone Du Plessis who spoke on behalf of Namport encouraged everyone present to never give up and that there are always second chances in live. The team that represented Namport handed over more than 50 parcels containing a few basic cosmetic items valued at N$3 500. The money which was raised by Namport staff members themselves was as a result of fundraising initiatives conducted last year at Namport.

Race To Cape Town 2019
This year the rules of The Race to Cape Town have been changed, to try to give more members a realistic chance of winning and to reward players who have performed the best during certain stages. It will be based on a Fedex Cup type of system as follows: From 12 January to 27 July all members participate. From 3 August to 28 September only the top 30 and ties participate in the main division and all the rest participate in a wild card division. From 5 October to 30 November only the top 10 and ties, and 2 wildcards participate. On the 7 December at the Winner of winners the top 4 qualifying members play for the tickets. Determining the winner of the Race to Cape Town 7 Dec 2019 A. If you are one of the 4 qualifiers and cannot play in the Winner of winners' competition then you are not legible to win the prize. No one will replace you in the final. B. The 4 players will be drawn in the same four ball and the format will be a medal competition with the winner being the
lowest net scorer. C. In the case of a tie after 18 holes, then there will be a sudden
death playoff. D. The playoff will commence on hole number one and the
players will take their strokes as indicated on the scorecard.

The selected men's and ladies' pairs bowls competitions were held at the Namib Park Bowling Club in Walvis Bay. The ladies competition was won by Monika Gibbons and sister in-law Debbie Gibbons with Elza von Mollendorff and Elzaan de Vries in the second place. The men's sectionwas won by Dave Gibbons and Poena Olivier and Johanes (Jessie) Jesaya and Ronan Olivier in second place. The Erongo regional championships will be held over two weekends with the first game be played at Namib Park Bowling Club in Walvis Bay on the weekend of 23 and 24 February and on the weekend of 2 and 3

March at Rossmund in Swakopmund. The two top two teams will play in the Namibian Nationals against the top three teams from the Khomas regions. In two weeks' time, the hosts will take on Rossmund Bowling Club from Swakopmundin the men and ladies triples format for the Erongo regional crown. Rossmund will play host to the second weekend on 23 and 24 February.

The NHRSA held their first regional shooting competition for the 2019 season at the Swakopmund Shooting Range.
The competition that was held in cooperation with the Outdoor Centre attract 102 entries to the Shooting Range that consist of 6 different ranges (2 long ranges, and 4 life size ranges) with a maximum total score of 900 points (150 points per range) was held on a tricky terrain and in windy conditions and an everpresent mirage yet again contributing to a challenging competition.
