Namibians rejoice as Covid-19 Group of voters on their “long State of Emergency lapses Namibia’s Covid-19 State of Emergency is over. Proclamation 9, that brought the State of Emergency into being on 17 March 2020, has lapsed at midnight last night and has not been extended. President Hage Geingob made this announcement at State House in Windhoek during a televised address to the nation yesterday afternoon at 15:00. Namibians woke up to a free country again this morning, with no more restrictions in place against the Covid-19 pandemic that has so far led to the death of 108 people and infected a total of 9964 people since mid-March this year. President Geingob did indicate though that new measures will be announced in due course to ensure Namibians stay safe against the transmission of the Coronavirus and its deadly form, Covid-19. One group of prospective voters with a story to tell, is people who arrived at the Moonlight Resort at Nonidas before 08:00 on Monday (14 September) to register to vote. Some were first registrations and others had to re-submit applications to be able to participate in the local authority elections. Some were at Moonlight Resort well before 08:00. Braving the cold everyone settled in for the wait. Some sitting on camping chairs, others pacing up and down and some standing in the queue, faces expressing resolve to register and to vote. Hopes were soon dashed. They were informed the ECN's staff will only be at the registration point at noon to start the registration process. They were held up at Goanikontes. Where under normal circumstances people would pack up and go, this group decided they will not be discouraged. No returning home and despite the comfort, they will wait for the ECN-staff to arrive and they will register. “Bring on rain, hail or frostbite. I will register because I want to vote for change. “The mission for change starts here”, remarked people When the ECN's staff arrived, people were glad the process was moving forward. But, once again it was clear that the big wait has actually now only started. At a snail's pace people were assisted. Later in the day, temperatures started to drop. Some were in the queue for as long as eight hours and more. Judging the slow pace at which people were ushered into the registration room and the many hours that pass before they emerge again, people knew and were resolved to brave the “big wait”. And Monday afternoon became Monday night. Monday night became early Tuesday morning. And still people refused to give in to the temptation of turning around and go home. “The mission for

Covid-19 related scams on the increase - Beware! Global information and insights company TransUnion has warned Namibians to be on their guard against COVID-19-related scams, with criminals taking advantage of the financially vulnerable and people looking for information about the pandemic to defraud them or steal their personal details. Lara Burger, Country Manager of TransUnion Namibia, said cybercriminals were using the pandemic as a screen for their activities, sending emails and text messages from seemingly legitimate organisations with information about COVID-19 or financial improvement schemes. In the past few months, fraudsters have been active on social media and public platforms to try and hook unsuspecting individuals. Once people click on the links in emails or text messages, they unknowingly download software which allows criminals to take control of their devices and access their personal information and financial data, which could lead to identity theft. On websites, they are scammed into buying fake or non-existent products, or investing into fake property purchases or employment offers. There has also been a sharp rise in the fraudulent offers to 'fix' negative credit reports, said Burger. “Identity theft is a huge problem in Namibia. The problem with this type of crime is that victims only find out about the theft months later, by which time fraudsters would have obtained false

Continued from page 1 Secure your online identity now: Make sure you have strong passwords for important accounts such as your banking, online shopping- and email. Change them regularly and don't use the same password for all your online profiles. Where possible, use two-factor authentication to make it harder for scammers to gain access to your accounts. Keep checking your transaction alerts: The best way to check if your identity and credit is safe is to check your credit report, bank- and card statements. Fraudsters are especially active at a time of crisis, when people are distracted. Keep track of what is on your credit report for signs of suspicious activity, such as accounts that you don't recognise or credit checks from companies with which you've never done business. Nobody can 'fix' your credit record: Online advertisements promising to rehabilitate indebted consumers' credit records for a fee are scams. No unauthorised company or lawyer can simply remove negative data from the credit bureau, regardless of how much you pay them. Consumers should contact TransUnion directly if they wish to dispute any information on their credit report.
It is also important to check that the service provider is a legitimate, registered business. The lapsing of the Covid-19 State of Emergency at midnight legal technically led to the a situation where non-pharmaceutical interventions (face masks, washing of hands, social distancing, limits on crowds, the signing of registers upon entering premises) can no longer be enforced. It took an average of twentyfive to thirty minutes to process one person”, said this person. ECN-staff's only explanation was that they were not expecting such a huge turnout of people at Moonlight Resort, hence they only saw the need for one computer unit. Two prospective voters who arrived Moonlight Resort at 17:00 on Monday only walked out of the registration hall at 05:30 on Tuesday morning. That means twelve hours of waiting in the queue. “That is the longest I ever spent in a queue. There were others who waited for between thirteen and some allege even fifteen hours. “Let me be clear – this is why I vote and will vote again in the upcoming elections. Our country needs change. It is not about politics. It is about an efficient and fair public service. Namibia finds itself in the year 2020, yet our Electoral Commission of Namibia could not succeed a single time to stop wasting people's time and stop to trample on people's dignity by reducing registration and even voting times”. “The mission for change started. Bring it on Electoral Commission of Namibia – you will not scare me away from voting in November through this absolute unprofessional service”, said a young man after he walked out of the registration hall, ready to cast his vote for the first time. He turned eighteen only after the November elections.

VAT Implications When Selling Or Buying A Business As A Going Concern * Article by Memory Mbai Many entrepreneurs at one stage consider buying or selling a business, especially in these challenging economic times. One should consider the VAT implications when deciding on such a step to ensure compliance with the VAT Act and to minimize the impact of the potential substantial VAT cost of 15% on the value of the transaction. It is however possible to structure the sale of a business to qualify for the zero rating of VAT on the transaction provided certain requirements are met. In VAT language, the business subject to a sale is called a “going concern”. Going concern is met when all the goods necessary for the continued operation of the business are transferred to the buyer; and the seller carries on the business or part of the business up to the time of transfer to the buyer. This means that the seller must operate a business prior and up to the effective transfer to the buyer and all the goods that are necessary for the business to continue are transferred to the buyer at the date of sale. Where the business being sold constitutes that of a going concern as referred to above; in order to qualify for VAT zero rating on the transaction, the buyer and the seller must be registered for VAT at
the time a transaction between the parties is concluded and a written notice setting out the details of the transaction must be submitted to Inland Revenue within 21 days after the transaction has been concluded. The sale of a going concern could be very technical with all the conditions in the VAT Act to be observed especially where the business operates various divisions of which one is disposed of. It is also recommended that the approval from Inland Revenue is obtained prior to applying for zero rating to avoid any penalties that may be levied should Inland Revenue not agree with the going concern aspect. Illegal dumping irks Narraville residents
Narraville residents expressed their disgust about people who disregard by-laws on illegal dumping. Despite signs in place, people continue to dump garden waste and even building rubble on every possible open space in Narraville. “The responsibility starts with us to keep our environment clean”, points out a resident who lives close by. Adding it is always easy to blame the local authority, but often residents must first do self-reflection before starting to blame.

Covid-relief for Conservancies The Environmental Investment Fund (EIF) contributed N$6 million) towards the Ministry of Environment, Forestry and Tourism’s Conservation Relief, Recovery and Resilience Fund (CRRRF). The global Coronavirus pandemic and Covid-19 lockdown of countries worldwide, including Namibia, has dealt tourism in these conservancies a devastating blow. Hence, the need for financial aid to these communities whom without tourism suffer huge income losses. The CRRRF disbursed the money during its first quarter (May to July) aiding 86 conservancies. These 86 conservancies represents an area of 166,179 square km (20% of Namibia) and approximately 22 000 people (9% of Namibia's population). Apart from the economic benefits from tourism, these conservancies also plays a mammoth role in the rehabilitation of wildlife populations in Namibia which in the past has been decimated by human activities. The Ministry of Environment, Forestry and Tourism has esta-
blished the Conservation Relief, Recovery and Resilient Facility in May, to mitigate the economic shock associated with COVID-19 . The EIF’s chief executive officer, Benedict Libanda, expressed resolve that this economic injection for conservancies will address the impact of Covid-19 on the economies of these conservancies. Libanda further said as many as 60% of Namibians are directly reliant on natural resource
to sustain their livelihoods. Of those 220 000 are living in conservancy areas, sustaining some 4 900 jobs. Wages paid annually are estimated at between N$65 million and N$80 million, Libanda added. The spokesperson the Ministry of Environment, Forestry and Tourism, Romeo Muyunda, said apart from salaries, hunting- and lodge operations paid N$60 million in annual usage fees to conservancies during 2018 alone.

It is a simple matter: we have laws and regulations in place, but we don’t enforce it. Essential cricket equipment for coastal schools Rudi Bowe
Cricket Namibia (CN) went on a journey to grow the game of cricket at the coast and handover essential equipment to various schools in Walvis Bay and engage with coastal cricketers and stakeholders at the coastal towns of Swakopmund and Walvis Bay. The Chief Executive Officer of Cricket Namibia Johan Muller, said the vision of CN is develop girls and women's cricket in the country and therefore were delighted to introduce the new Women's National Head coach Francois van der Merwe to the coastal cricket playing girls. Muller said: “Our strategic development plan is to have a high and sufficient development program for girls all over the country. We started with such a program in Windhoek and would like to duplicate the same program at the coast.” According to Muller the development program for young girls is very important for CN as we need a program to feed the national women's side. “We also visited a few school in Kuisebmond and had meetings with principals of various schools to see how we can introduce cricket to the schools set up to get more players in the development program and to assist with the training of teachers to get them involved in the coaching programs”, Muller said. Muller added that cricket at the coast has endless potential and with all the raw talent that are here, there are so much that can be done. “We need to simulate and connect the programs in Windhoek with the ones at coast and need to improve the infrastructure at the coast as there is a big lack of equipment at the coast.” The newly appointed Namibian women's Head coach Francois van der Merwe said that his focus is to promote girls and women's cricket in all regions of Namibia, and to put structures in place to have a pipeline for all age groups to ultimately feed the National team. Van der Merwe said“The vision for the National team is to qualify for all major ICC tournaments and to develop the National players where they can get contracts in various T20 leagues all over the world.” According to the Coach it is important to grow the love for the game through mass participation under the young girls, and for them to ultimately make progress in cricket.
“It's amazing to see that there is so much talent at the coast. The girl needs more opportunities and the necessary exposure and to improve their skill and to adapt”, Muller said. Muller said that he will work out a program that coach Justus has to go through with the girls and will also visit the coast twice a month.
