'n Bekende sielkundige van Swakopmund is gisteroggend op N$10 000 borgtog vrygelaat, na ‘n eerste hofverskyning op ‘n klag van verkragting. Dr Pieter van der Westhuizen, vergesel deur sy regsverteenwoordiger, het homself gisteroggend aan die polisie op Swakopmund oorgegee. Hy is aangekla en is daarna deur lede van die polisie na die landdroshof vergesel, waar hy ‘n eerste verskyning op ‘n klag van verkragting gemaak het. Hy het sy borg betaal. Die saak is tot 20 Februarie 2017 uitgestel vir verdere ondersoek. Van der Westhuizen sou na bewering meer as 'n jaar gelede 'n vroulike pasiënt medikasie ingee om haar bewussyn en haar fisiese krag in te kort, sodat sy haar nie kon teësit nie. Don’t waste time - Minister urges contractors for prototype mass houses
Saes appeared at the Magistrates Court in Henties Bay this week. Her case was postponed till 13 February 2017. During her court appearance her defence lawyer Mpokiseng Dube said that he is currently preparing for a formal bail application. The date for the hearing is yet to be determined. In the meantime Saes will remain in police custody though. When Saes first appeared in the Swakopmund Magistrates Court in September a large crowd had gathered there. Bail was denied then for a variety of reasons, amongst others to ensure her own safety. The crime sent a shock wave throughout the country. Saes is accused of murdering her daughter Ava Owoses and attempting to burn herself and the child in her car at Mile 108 after she had written down the entire crime in a notebook. Members of the Swakopmund Neighbourhood Watch were the first at the scene and successfully prevented her from burning herself. Saes allegedly had sent an SMS to her ex-boyfriend, who was also the father of the child, informing him of the crime, where after the Neighbourhood Watch and police reacted. Seas leaves behind another child. She was employed at Husab Uranium Mine.

Shaningwa continued by announcing that the Ministry of Urban and Rural development along with the Ministry of Finance have developed a Public-Private Partnership concept specifically for affordable housing, allowing 2000 housing units to be constructed under the project in Walvis Bay. Several contractors were selected by the Municipality of Walvis Bay, who will each be allocated two plots on which they will build units in accordance with the building plans and specifications provided by the Municipality. The contractors will do so at their own cost and at own risk. The prototype houses are expected to be of high quality and affordable. After an evaluation process, contractors with the capacity to deliver will proceed to the next phase, which is to construct housing units on more than 900 erven.

SS Nujoma starts sea trials Contributed The new, N$2.3 billion, Debmarine Namibia diamond exploration and sampling vessel, the MV SS Nujoma left the Port of Cape Town on Tuesday 15 November, to start a two week period of sea trials. The MV SS Nujoma has been in the Port of Cape Town, since arriving from Norway on 20 August 2016, where it was being outfitted with the sampling system. This MV SS Nujoma will ensure sustainable diamond production levels long into the future and has created 140 new direct jobs for Namibians who will operate the vessel. The sampling system was built in large modules with a combined mass of 2200 tonnes, in parallel to the vessel construction in Norway. These modules were lifted onto the vessel using the 2nd biggest super-lift crane in Southern Africa, with the heaviest module weighing over 220 tonnes. The project is well ahead of schedule. The two weeks of sea trials will test vessel performance with the new sampling system and it will return to the Port of Cape Town for final completion works. The MV SS Nujoma is scheduled to start commissioning in Namibian waters in December 2016. The Debmarine Namibia CEO, Mr Otto Shikongo remarked “The MV SS Nujoma, makes Debmarine Namibia operations independent as it is the first sampling vessel owned by the Company. Debmarine Namibia has been chartering sampling services from De Beers Marine South Africa and a Namibian service provider. ” The De Beers Marine Project Head Michael Curtis remarked “This unique and technically challenging, global project has been successful thus far in exceeding its objectives. The project team understand how important the project is to our client Debmarine Namibia and have been committed from the approval of the project in April 2015 to fast track the delivery. The project was able to maintain the momentum of the early completion of the vessel and the mission equipment modules, through the integration phase, placing the team in a satisfying position to deliver project early. The close working relation between the project team and the client has ensured the success of the project to date.” The MV SS Nujoma is the sixth vessel of the Debmarine Namibia fleet. Debmarine Namibia currently owns, manages and maintains five diamond mining vessels, operating in Namibia's Atlantic 1 mining licence area namely, MV Mafuta, MV Grand Banks, MV Debmar Pacific, MV Debmar Atlantic and MV !Gariep. The Company is the largest miner of diamonds in Namibia contributing approximately 70% of the total Namibian diamond production, and is the largest contributor, as an entity, to the national treasury.

Third super yacht to call on 28 Nov The port of Walvis Bay reaches another milestone in history on 28 November this year, when three super yachts call to take in supplies and fuel. A spokesperson for Ocean Liner Services, the agent acting on behalf of the yacht owners, confirmed yesterday the yacht operators find Walvis Bay a better port of call to take in fuel and supplies as opposed to the port of Cape Town which they regard as “congested�. The three super yachts are Octopus, belonging to Microsoft co-founder Paul Allen and two charter yachts Karima and Reliance. According to this spokesperson each of the yachts are on separate charter schedules and are not traveling in a flotilla as was previously thought. Restaurant 22°South closed - NamPort cancels lease agreement The popular restaurant at the base of the Swakopmund lighthouse, 22° South, has closed its doors at the end of October after the lease agreement with the owner of the property, NamPort, was terminated. The restaurant owner, Silvio Magri, will still continue with the frozen food product line.
12 year old girl and woman raped over the weekend It is alleged that on 12 November between 21:00 and 22:00 the victim, 47 years old, was raped by an unknown suspect in Uis location while she was on her way home from drinking places. The suspect allegedly pulled the victim to the riverbed near Sundowner Bar and raped her. In another incident which took place at Otjimbingwe, an out of school twelve year old girl was raped by two suspects in October and November at Farm Aunschlusch, about 100 kilometres from Otjimbingwe.

Bank Windhoek Warns Against Advance Fee Fraud Bank Windhoek would like to warn the public and its customers to be vigilant against advance fee fraud. Advance fee fraud gets its name from the fact that a customer is asked to pay a fee up front or in advance of receiving something of greater value, like a loan.
Research shows that this type of scam has been around for quite some time. Over 100 years ago, the “Spanish prisoner letter” scam was used, where scammers con-

The fee was paid, there was no prisoner, and no wealth shared. During the 1980's, variations of these letters starting coming from Nigeria. They began as letters mailed to potential victims and evolved into e-mail scams, as it drastically cut the cost of sending. Advance fee fraud is sometimes referred to as “419 Fraud”, 419 being the article of the Nigerian criminal code dealing with fraud. “How it works these days is that unknowing customers are engaged by seemingly reputable persons or financial institutions to take out a loan at favourable rates. The condition however attached is that certain charges or fees must first be paid, before the whole loan amount can be disbursed. Note, that any payment made will be followed by a further request for another advance charge or fee payment,” says Johnny Truter, Manager: Forensic Services at Bank Windhoek. “In all cases the fraudsters also request customers to provide them with personal documentation such as copies of identification documents, passports and birth certificates as part of the application. Further personal particulars including contact details, physical addresses, e-mail addresses, employment information, bank account
numbers, etc, is required in the application forms that must be completed in full. This is referred to as identity theft. Besides the fact that the defrauded person will not receive any loan, these scammers will then use the personal documents and information obtained to open accounts or apply for credit in your name. The bad credit will be held against your name and you will eventually unknowingly be listed by credit rating agencies.” “Since the evolution of the “419 Fraud” letters from the 80's, scammers have evolved and updated their tactics. Today, the types of advance fee fraud schemes are limited only by the imagination of the
fraudsters who create them. This includes advance payments for loans, deposits or reservation fees for goods that are advertised in newspaper small advertising or the internet, accommodation and travelling or delivery costs. We implore our customers and the public to be wary of dealing with unsolicited emails claiming to be from a bank or financial institution that offers loans at good rates. That is not how reputable banks and financial institutions conduct their business. Keep your personal records safe and protect yourself from potential fraud,” Truter concluded.

Walvis Bay Salt Refiners Renew Commitment To Junior Primary Mathematics Development Programme

level in Namibia are based on the programmes developed in the Netherlands. With the introduction of the new curriculum from 2016, Grade 4 has shifted to the senior primary phase of education and mathematics is now taught as a subject by mathematics subject teachers. Grade 4 may be considered a 'bridging year' between the two phases of education where content has to be consolidated or extended and formalised and where some important new, more abstract concepts are introduced. This professional development programme aligns with the new approaches to teaching and learning mathematics at junior primary level and early senior primary level. Its aim is to provide teachers with the knowledge and skills to develop number sense and numeracy skills of Grade 1 – 4 learners. The programme is conducted by Magret Courtney-Clarke over a five months
period as a series of 2-day workshops. Teachers are introduced to some theoretical background, affordable materials, models, teaching approaches, and sequences. The facilitator models all teaching approaches and teachers are involved in practical activities with materials and worksheets. Teachers are tasked to apply what they have learnt in the classroom after each workshop. The focus of the programme is on understanding basic mathematical principles involving numbers and operations, on developing strategies to derive facts and solve problems and on developing quick and correct recall of basic facts (e.g. addition and subtraction facts and multiplication tables). Due to generous financial support from Walvis Bay Salt Holdings and input from the Erongo Regional Education Directorate the programme has to date benefitted 7 Swakopmund primary schools; 8 Walvis Bay primary schools; 2 primary schools in Usakos and 2 primary schools in Omaruru and 1 primary school in Karibib.
WALVIS BAY SALT REFINERS recently renewed its commitment towards the further development of mathematics education on a national basis. Mr Andre Snyman, Managing Director, mentioned the sponsorship of N$500,000.00 over the next 2 years will assist the Junior Primary Mathematics Professional Development programme to continue its good work. The 2016 Mathematics Professional Development addressed the needs of the Junior Primary phase (Grades 1 – 3) as well as Grade 4 which has been incorporated in the Senior Primary phase since 2016. The following schools were selected to participate in the 2016 Junior Primary Mathematics Professional Development programme: Tamariskia Primary School, Swakopmund Primary School and Westside High School. Twenty-seven teachers attended the programme. These teachers teach a total number of 980 Grade 1 to 3 learners. Eighteen teachers from 15 Swakopmund and Walvis Bay primary schools attended the program for Grade 4 mathematics teachers. Over 16 000 learners are
registerd from Grades 4 to 7 at these school. Background to the Programme The first years of schooling have a profound impact on future academic performance and one of the root causes for the small number of learners who are able and willing to take mathematics at more advanced levels in secondary schools is the poor foundation laid in primary school. The Ministry of Education has launched a wide-ranging c u r r i c u l u m r e f o r m a n d s y l l a b u s r e v i e w. Implementation has started at the Junior Primary phase in 2015. The emphasis in mathematics is on improving basic numeracy of junior primary learners. The new approaches to teaching mathematics at junior primary

weeks before the choir passed the ABRSM Choir examination earlier this month with excellent results. All the students of Wilna Liebenberg will be performing at the concert and after the excellent results that all the students achieved in the Trinity, UNISA and ABRSM examinations, it is definitely a concert not to be missed. Stay ahead of fraudsters warns FNB Namibia FNB Namibia, as a responsible citizen, is proud to create enhanced awareness during the 2016 International Fraud Awareness week which runs from 13 – 19 November. Ingrid Veueza KahonaKatjiukua, Forensics at FNB Namibia Ltd states that this week is organized by the Association of Certified Fraud Examiners (ACFE) and is a global effort dedicated to fraud awareness, detection and prevention. She adds: “Organisations worldwide lose an estimated 5% of their annual revenue to fraud, according to the 2016 ACFE Report to the Nations on Occupa-
tional Fraud and Abuse. This translates to a global average of almost U$3 trillion dollars annually. Fraud takes many shapes and forms, such as corporate fraud, consumer fraud, tax fraud, identity theft and many more. As a bank, it is our duty to protect the money that our customers have entrusted to us and we thus wish to create even more awareness this week. Allow us to educate Namibians on three of the most of the most prevalent
forms of fraud that we are aware of and faced with regularly”. E-WALLET SCAMS People will receive a call from a person introducing themselves to be an employee of FNB Namibia. The person would advise that you either have an investment that matured or a policy with FNB or any other insurance company and that you are the beneficiary to the policy and it is due for pay-out. The fraudster would then advise you that for funds to be released you need to dial a certain code and they guide you through to dial the wallet/cellphone banking string and ultimately part with your money and or link the fraudster's cellphone to your account profile which then allows the fraudster to transact on your account uninterrupted. Be aware that NO bank will ask you to do a eWallet payment or request you to dial a code (*140*392#), for funds to be released, not even for an insurance or life assurance policy. This is unheard of and a scam. If you are called via the telephone and instructed to do an eWallet payment to release funds. · Ask for actual policy
number, take the person's details, name, telephone no and title of the person they claim to be. Do a direct follow up with that specific company to verify the information for legitimacy. · Hang up the phone and call the company back via their switchboard number in the telephone directory, check if you have been contacted and did indeed win any money. · Report this to the Banking Institution at Tel: (061) 299 2222/2101 Fraud Division. D AT I N G A N D R O MANCE SCAMS Dating and romance scams try to lower your defenses by appealing to your romantic or compassionate side. They play on emotional triggers to get you to provide money, gifts or personal details. The most common targets are women over 40, who are divorced, widowed, single, but every age group could be at risk. Here's how the scam usually works. You are contacted online (facebook) by some-one who appears interested in you. He or she may have a profile you can read or a picture that is e-mailed to you. For weeks, even months, you may chat back and forth with one another, forming a connection. But ultimately, it is going to happen—your new-found “friend” is going to ask you for money.
How? · Parcel (with money/ jewellery or any other valuable items) would supposedly be couriered over to you. All documents (waybills) will be made available to you but all of them are fake documents. Parcel will be held up at Courier Company in SA and you are ultimately requested to pay-up for release. OR · The “friend” would decide to visit and meet you in person. He/she then would supposedly be held up at the Airport by immigration or customs and you are ultimately requested to payup for him/her to proceed. So - you send money…but rest assured the requests won't stop there. There will be more hardships that only you can help alleviate by sending more money….. How to protect yourself from dating and romance scams: · Try to remove the emotion from your decision making no matter how caring or persistent they seem. · Think twice before sending money to someone you have only recently met online or haven't met in person. · Never provide credit card or online account details to anyone by e-mail. · If you agree to meet in person, tell family and friends where you are going. · Avoid any arrangement with a stranger that asks for up-front payment of funds.
CLASSIFIED/ADVERTI SEMENT SCAMS While making classified transactions, be wary and vigilant to ensure that you are not a victim of crime. Scammers will pose as genuine sellers and post fake ads on classifieds websites, in print classifieds, etc. The ad can be for anything, e.g. rental properties, pets, used cars, boats, horses etc. and may even include pictures and other details – often copied from a genuine seller's ad and advertised at a very low price. When you show interest in the item, you may be requested for an upfront payment to secure the item, due to high demand. Once payment is done, that's the last you hear of the scammer. You will receive no goods and contact will be disconnected. Equally so, you need to be wary of scammers posing as genuine buyers and asking you for assistance for upfront costs like transportation, airtime etc. with a promise of re-imbursement of fraudulent cheque payments/overpayments. If situations make you feel uncomfortable, rather be safe and avoid the deal than lament being a victim later. Follow your gut feeling and let the other party know that you will never take any risk under any circumstances. How can you prevent becoming a victim of this type of fraud? · If something sounds too

good to be true, it most probably is. · Don't be afraid to ask a buyer or seller questions - if they have nothing to hide no amount of questions should be unwelcome to them. · If you're interested in buying something and the seller can't show you the item - don't pay for them before you have inspected them. · Don't hand over an item to a potential buyer unless you are 100 percent sure that the funds they have deposited are available in your account and that you are able to use them. · Take note that some potential buyers ask money for petrol or airtime. Don't give potential buyers/sellers money for anything else except for the item that interests you. · Sell on your terms - don't let a potential buyer dictate terms to you. · Don't meet a potential buyer or seller in a dodgy area. Insist on meeting at your local police station or at a public area like a shopping mall. · When it comes to company names used in a web based e-mail address, alarm bells should be going off (such as junkmail@yahoo.com, @hotmail.com, @gmail. com, @ymail.com etc). · Fraudsters also sometimes send victims a SMS which looks like an InContact message. Especially when they plan to meet to exchange the merchandise.

Wenn mir solch ein Glück- und Freudloser über den Weg läuft, der seine Negativität versprüht wie andere ein Zuviel an Eau de Toilette, dann habe ich meist Mitleid mit ihnen, oder aber ich wünsche mir, wenn das obligatorische Klagelied sich auf eine bestimmte Situation bezieht, dass diese Unwissenden doch nur mal hinter die Kulissen schauen könnten. Einige Mitbürger haben sich darüber aufgeregt, dass die Konzertkarte zu dem gemeinsamen Konzert der beiden Küsten-Ensembles Trio Feminale und Strings Attached im Haus der Jugend am vergangenen Samstag N$ 120,- für Erwachsene und N$ 80,- für Schüler gekosten haben, der Eintritt daher viel zu teuer gewesen sei. Da diese Kritik auf Ahnungslosigkeit be-
kostet haben. Das heißt, die alles andere als geringen Kosten des Konzertsaals, der Miete des Konzertflügels, das Drucken der Flyers, Konzertkarten, Flyers und Poster (letztere wurden netterweise von Young Ones gespendet) müssen von den Konzerteinnahmen bezahlt werden. Dann kommt noch hinzu, dass das Trio Feminale alles Organisatorische selbst in die Hand genommen hat und diese Aufgaben nicht der Kunstvereinigung übergeben hat. Zu den Regelungen gehörte u.a. der Entwurf des Posters, Karten usw. (um Kosten zu sparen), die Reklame, die diversen Proben und Arrangements von No-ten. Zu guter Letzt - und das ist eigentlich der wichtigste Aspekt haben zehn Swakopmunder Musiker in stunden-, wochen- und monatelanger energieund nervenaufreiben-

(zu viele Helfer, um namentlich erwähnen zu werden! Xenia Ivanoff-Erb wurde in Südafrika als Tochter einer Deutschen und eines russischen Don-Kosaken, Victor Ivanoff (berühmter Künstler, Karikaturist und Sänger), geboren und wuchs in einem von der Kunst geprägten Umfeld auf. Nach ihrem Schulabschluss in Johannesburg schloss Xenia in den 80er-Jahren ein Studium an der Rhodes Universität in Grahamstown mit dem Bachelor of Fine Arts ab. Dort belegte sie auch einige Semester Fotografie, u. a. mit dem bekannten Fotografen Obie Oberhol-

Und immer fällt es uns nicht leicht, die schönsten oder spannendsten Motive herauszufinden. Hin und wieder begegnen wir Oryx-Antilopen, einem Vogel-Strauß, Springböcken. Eine Vielfalt an kleinerem

At the tip of the spear is Johan Steenkamp (Dealer Principle), involved in the commercial sector for the past seventeen years, originating from after-sales. His extensive technical knowledge of trucks and buses, clear understanding of the workshop or parts structures and "no nonsense" attitude, all accounts to the successful growth currently experienced. Second part of the trio is Gert Du Preez, Head of Sales. Du
Preez has been in commercial vehicle sales for seventeen years, with a clear understanding of the industry. As head of sales, he ensures that the correct equipment is allocated for the required application. It's exactly this long-term experience that makes him invaluable to the sales, being able to assess the exact need of each client's request. Gert has also been with AT&B from day one and has endured all the ups & downs that come with any new venture. Third is Frik van Wyk, the new Head of After-sales. Frik originally hails from
earthmoving equipment with almost 20-years' experience in the sector, but has been involved with commercial vehicles for the past six years. Frik has an iron-hand and is service driven. Together with his workshop team, they maintain and support the entire Man / VW fleet within the Namibian territories. SA Blitzbokke wins the Safland Sevens
Nambia's premier Rugby Sevens tournament, the Safland Sevens, which took place at Swakopmund Sports Field last weekend, was very successful. Various teams from all over the world attended the event.
The visitors had the privilege to witness world class Sevens outfits in action, such as the Namibia's National team and South Africa's Blitzbokke. The South African team took home the grand prize, after beating Kenia in the final 31:10. The Namibian national team made it to 5th place after beating Germany in the Bowlfinaal 19:17. The event was hosted together with the Dome in Swakopmund. It was a fun event for the whole family. There were lots of outdoor activities taking place on the sport fields around the sports complex and the inside activities taking place in The Dome. Buccaneers Club Championships Buccaneers squash club held it's Club Champs from the 1 – 4 November. Although the entry was not as big as it would have liked, those that entered had a good competitive tussle. The draw was divided into 4 sections; Men's A, B, C and a Ladies Section.
In the Men's A Clifford de Witt basically dominated the draw and lifted the Club Champs Trophy and number 1 spot with a good 3-1 win over Cecil Humphries, who played extremely well to knock the other top players out and end up in the final. In the Ladies final, Chantel de Gouveia with her fitness, youth and excellent play triumphed against Carla Cummings with a superb 3-0 win to lift the Club's top spot and trophy for 2016. Leslie Bosman had to utilize his younger and fitter advantage to its fullest to earn himself a nail-biting 3-2 win against Jaco de Witt in the
Men's B Final. In the Final of the Men's C section the youngsters prevailed and Johan van der Merwe beat Joshua Wood to claim the top spot. The evening was rounded off with a good social get together and talks of the final event on the calendar…. The Ou Toppies vs The Youngsters … 'Dun…dun … Dahhhhh!!' The great showdown will take place on 25 & 26 November, it's definitely not to be missed. Till then 'Cheers n Beers!'
Shotokan Karate Academy Swakopmund vereer hul presteerders Shotokan Karate Akademie se prysuitdeling vir die jaar 2016 het plaasgevind Donderdag, 10 November, waartydens die studente met toekennings beloon is vir hul harde werk gedurende hierdie jaar. Met 'n terugblik op 2016 se prestasies was beslis die hoogtepunt hierdie jaar se JSKA Wêreld Kampioenskappe wat vir die eerste keer in die geskiedenis op eie bodem aangebied is gedurende Julie in Swakopmund en verder die Swakopmund Karate Academy se Ope toernooi wat die derde keer in die nuwe Swakopmund Dome gehou is, die jaarlikse Shotokan Nasionale Kampioenskappe in Windhoek, die Shotokan Karate Ontwikkelingstoernooi in Walvis, die Namibia Amateur Karate Unie (NAKU) se Kampioenskap in Windhoek en die Region 5 toernooi in Zimbabwe. Dit was 'n uitmuntende jaar vir die Shotokan Karate Academy Swakopmund aangesien 50 studente deelgeneem aan die JSKA Wêreldkampioenskappe en in total 85 medaljes verwerk het waarvan 33 goud, 33 silwer en 19 brons was. Dus beskik die klub self oor 33 wêreldkampioene tans. Verder het die klub ook nuwe Referees en Judges
by Naku wat hul geslaagde eksamens afgelê het volgens die WKF reels om sodoende op Nasionale vlak 'n impak te maak op die karategemeenskap. Die Swakopmund klub gaan in 2017 voortbou aan 'n goeie toekoms vir die studente en sien uit na nuwe uitdagings met 'n blik op 2020 se Tokyo Olimpiese Spele waar karate vir die eerste keer as aksiesport ingesluit is. Tydens die prysuitdeling het Rodriquess Mauha (Shodan), Keanu Stuurman (Shodan), Rowan Burger (Shodan), and Henroux Swart (Shodan) met swart belte toegeken en vereer. Die klub wens alle karateka en ouers van Swakopmund 'n baie Geseënde Kersfees en 'n Voorspoedige 2017 toe. Karate-klasse en registrasies sal weer op Maandag 23 Januarie 2017 om 17:30 begin by die Swakopmund stadsaal.
