The economic impact of emergency measures put in place by Pres Hage Geingob after the first two cases of Covid-19 infections were reported in Namibia over the weekend, is already being felt. The chairman of the Walvis Bay Tourism Forum, Mr. Carlos van der Merwe, told Namib Times some establishments have reported up to 100 percent cancellations. “Intially we expected cancellations from Europe, but now the South African tourists are also cancelling. “We have to educate our people so that we can prevent further spreading of the virus. People are scared, and there is reason to be scared. “The financial concern is big, but our people's health is more of a concern. We must take care of our people and prevent the speading of the disease. This should be our priority,” Van der Merwe added. Many hospitality establishments at the coast have reported over night cancellations of up to 40 percent. According to Phia Neumann, a reservations agent for O&L, the parent company of the Strand Hotel, cancellations of between 20 and 30 percent have been registered. According to the website for Gondwana Collections, parent company of The Delight Swakopmund, they are waiting for clarification and additional measures by the Interministerial Task Force of Government. “ Gondwana Collection Namibia would like to express sympathy with travellers, whose holiday and travel plans are affected.” The company announced “heightened emphasis on hygiene and precautionary measures.” The public relations officer for the company, Imke Stoldt, said since the president's announcement, Gondwana Collections have experienced cancelled reservations. However, it was not company policy to give individual figures for individual establishments. Restaurants will also be impacted as government has advised against large gatherings. Many parents are facing a dilemma as all schools are closed and addional arrangements for taking care of especially small children at home, will have to be made. While businesses related to the tourism industry were reeling from the initial shock of cancellations, most super markets and pharmacies were doing brisk business. Gerald Klein, manager at DisChem Walvisbaai, said consumers on Sunday made a run on hand sanitizers, face masks, alcohol wipes, immune boosters and toilet paper. He added that the same thing happened at the pharmacy's branch in Swakopmund. “Monday morning people were still looking for the items, but they could see our shelves were empty.”

Two businessmen in court for N$600k fraud

Eileen van der Schyff Two Walvis Bay businessmen made a first appearance in the Walvis Bay magistrate's court yesterday, for the alleged embezzlement of N$600 000 from a Zambian businessman. The duo face charges of fraud and theft under false pretence. Dorian Luige Victor and Andrew Nicolas van Wyk were each released on N$50 000 bail and will return to court on 30 April. The Zambian man reported them to the authorities, after he deposited the money into a bank account under the name of Inter Cargo Shipping. The payment was made for the transport of frozen chicken to Zambia. The two accused withdrew the money and the transport service was never delivered, resulting in the Zambian businessman approaching the authorities on suspicions he has been defrauded.

“No reason for complacency” We have been lucky, up to now, but not anymore. The first two cases of Coronavirus have been reported in Namibia this weekend. Yes, only two, and in Windhoek, but still this is no reason for complacency here at the coast. Who were the passengers on the plane sitting near the infected Romanian tourists? Who came in contact with them in the queue at customs control or while waiting for their luggage? Who drove the cab to take them to their guesthouse in Windhoek? How many of those people they were in contact with, travel in different directions in the country, stays in guesthouses, hotels, dines in restaurants or reconnects with family? This is at present unfathomable. So, let's just all be careful not to contract it, and inadvertently pass it on to our parents, grandparents and vulnerable people, like those living with HIV.

To wear a mask or not to wear a mask? Debunking some of the myths: wearing a facial mask is not going to prevent you from contracting the Coronavirus. In Asia, well before this pandemic, people wore facial masks and the Coronavirus spread despite. However, if you experience flu-like symptoms, like sneezing and coughing, it is your responsibility to wear a facial mask to prevent and slow the spread of germs. It is also worth noting that an ordinary mask cannot protect you from these micro germs being spread. While wearing a mask, you might also be more inclined to touch your face more often as you are not used to this on your face. It can increase your chances of infection.

Coronavirus closes school gates at once The Acting Minister of Education, Arts & Culture, Martin Andjaba, ordered the closing of all schools on Sunday for a compulsory period up to 14 April. The order came into force with immediate effect. The closure of the school followed a day after the Ministry of Health and Social Services confirmed two Covid-19 cases in Windhoek. Measures to close schools are to inhibit people movement and to ban public gatherings like school sport events. The start of the second term is therefore scheduled for 14 April and the last school day will be on 29 July 2020. The third term starts on 24 August and the last school day is scheduled for 4 December.

Dolphin cruises and Sandwich Harbour tours take hard knock Dolphin and seal cruises and Sandwich Harbour excursions, two of Walvis Bay's flagship tourism products, has experienced an overwhelming wave of cancellations since Saturday. The thirty days closure on Saturday with immediate effect of all international flights between Namibia and the air travel hubs Ethiopia, Qatar and Germany resulted in scores of tourists cancelling bookings. “We have trying times ahead”, agreed a prominent stakeholder yesterday. The fact that air routes are closed means within days there would be virtually no boat- or vehicle activities as there are no tourists. The cruise liner industry over the weekend also cancelled scheduled calls to Walvis Bay indefinitely, further shaving off potential clients for dolphin and seal cruises and for Sandwich Harbour excursions”. “You can have all the bookings in the world. The hard fact is these people are stuck in their own countries, unable to fly and probably also uncertain of the future given the global Covid-19 outbreak”, said this stakeholder who chose to stay anonymous. A second stakeholder, who also agreed to speak on condition of anonymity due to the sensitivity of the situation, foresees some tourism business will close down. The result would be retrenchments whilst downstream business activities like the supply of oysters to the operators, catering ser-

vices, and fuel and spare part purchases would also take a knock. “It is inevitable that during times such as this the fittest survive and the businesses which do not have the financial resources to bridge the tough times would go down”, he concluded. It’s not doom and gloom for everyone though. Some of the businesses will use their time to get round those tasks they never have time for during the peak tourism season. These include maintenance, deep cleaning, sending people on leave and conducting training.

Government offices countrywide closed yesterday until 14:00, in order for emergency measures to be implemented to ensure both the public and Government officials are protected against any possible spread of Covid-19.

Passenger liners cancel scheduled calls to Walvis Bay One of the key victims in the global Coronavirus outbreak is the cruise liner industry. Dozens of major operators abruptly started to cancel cruises over the weekend, as there were Coronavirus outbreaks aboard passenger liners in recent weeks. The cancellations include nine passenger liners which were scheduled to call at Walvis Bay in the weeks to come. Not only are these cancellations detrimental to the local shipping agencies working with the vessels, but also downstream business activities are expected to suffer. These include arts and craft vendors who sell artefacts to visiting passengers, tour operators and the local trade like shops and restaurants depending on the business of visiting cruise liner passengers. celebrations cancelled President Hage Geingob called off Namibia's 30th Independence celebrations on Saturday, shortly after the country's first two Coronavirus cases were confirmed by the Ministry of Health and Social Services. The Independence celebration was scheduled for 21 March, when President Geingob would be sworn in for a second term as Head of State of the Republic of Namibia. However, the swearing-in-ceremony will take place at State House. The money budgeted for the Independence celebrations will be diverted to the fight against the Coronavirus, President Geingob explained during an ad hoc press conference at State House in Windhoek on Saturday. In addition to the suspension of the celebrations, which would have taken place at Windhoek's Independence stadium, all travels for Namibian government officials were cancelled. That include traveling by officials of State-Owned Enterprises.

Pres Geingob announces drastic cut to his Cabinet

The Namibian Ports Authority issued a memo on 28 January 2020 to all Ship Captains, Ship agents, Shore skippers and Skippers detailing the process to be followed before, as well as when a vessel arrives in port. This screening and clearing process will be carried out by Port Health. Port Health resides under the jurisdiction of the Ministry of Health and Social Services (MoHSS), and is not part of the Namibian Ports Authority. Before a vessel arrives on Namibian shores the vessel agent is required to provide all background documentation to MoHSS about the last port of call, the number of passengers and the general conditions on board. Once the Port Health is satisfied with all the required documentation, a “free pratique” issued which certifies the vessel is clear of any contagious diseases. Upon receipt of the “free pratique”, the Port Captain will allow the vessel to enter the Port and dock alongside the quay at Namport. Strict screening measures are adhered to ensure the health and safety of passengers, crew on-board before disembarking the vessel and initial screenings occur upon boarding the vessel to start their journey. Any passenger suspected to be infected with the virus will be isolated on board, and if need be, evacuated as per Port Health (mandated by the Ministry of Health and Social Services) procedures. The vessel will in this case also be quarantined. If any crew member present a high temperature of more than 38 degrees and possible history of exposure, he/ she will be isolated in the hospital room on board of the ship. The secondary surveillance form will be completed for further details and this person will be attended to by the state doctor/nurse. This person will be treated as a suspect case and will be placed under quarantine at the state quarantine facility where samples will be collected and send for analysis. This suspect case will only be released once the results are negative. Hence, the entire ship will be under quarantine for such period. Notification of sickness on the ship Any ship that calls to dock at both Ports and reports in advance that there is a sick crew member on board will be treated as COVID-19 suspect and the following will apply: 1. Ship will be placed under quarantine outside port limits, yellow flag will be hoisted 2. Captain/ ships doctor will via (e-mail) submit a full report of the sick person containing the following information: - Name of crew member - Date and time of onset - Signs and symptom's

- Age - Nationality - Treatment history - Sick person to be isolated from other crew in ships hospital 3. Port health officer will report the case to the emergency disaster management team for preparedness and response. 4. A doctor or nurse will go to the ship for assessment of sick crew member. 5. Doctor to arrange with disaster team to place sick person in quarantine facility at hospital. 6 If more cases develop the entire crew will be quarantined on-board ship. 7 The ship will remain under surveillance until declared free from disease. It is important to highlight that the health clearance of all vessels entering our ports is the sole responsibility of the MoHSS, through the Port Health department. Namport is however ready to assist the MoHSS wherever possible. Public/ Employee health advice: · Frequently clean your hands by using alcohol-based hand rub, or soap and water. · Avoid touching your eyes, nose or mouth. · Cover your mouth and nose with a medical mask, tissue, or flexed elbow when coughing or sneezing. Wash your hands afterwards and discard the mask or tissue. · Avoid unprotected close contact with people with fever and cough, and seek medical care if you have a fever, cough and difficulty breathing. · When visiting live animal markets, avoid direct unprotected contact with live animals and surfaces in contact with animals. · If you have a fever, cough and difficulty breathing seek medical attention and share previous travel history with your health care provider. Pres Hage Geingob yesterday drastically cut his Cabinet from 26 members to 19. At a press conference at State House in Windhoek he also announced the merging of several ministries. The following changes were announced by the President: The ministries of Poverty Eradication and Women's Affair will merge and be added to the presidency. The ministries of home affairs and safety and security will merge, as will the ministry of defence and veterans affairs; Agriculture, Water and Land Reform. The department of forestry will in future be part of the ministry of the environment and tourism. The Ministry of Justice will be supported by the attorney general, who will be a professional lawyer and no longer a political appointee. Other ministries are: The Ministry of International Relations and Cooperation; Finance; Urban and Rural Development; Health and Social Services; Education, Arts and Culture; Higher Education, technology and Innovation; Works and Transport; Fisheries and Marine Resouces; Labour, Public Enterprises; Sport, Youth and National Service as well as Information and Communication Technology.

Namibia Plastics Receives USA MEDIA RELEASE Fda Certification Barely one (1) year after its factory officially opened doors, Namibia Plastics and Packaging Distributors continue to thrive as a leader in manufacturing, not only locally but more-so on the international front. Skills Development Important To Kraatz Contributed

Skills development remains top of the agenda and a critical enabler to being a catalyst for positive change at Kraatz – a subsidiary of the Ohlthaver & List (O&L) Group. Its internship program has played a significant roleon the journey of selected students from the Namibia Institute of Mining and Technology (NIMT). Close to 130 Namibians have undergone Kraatz' internship program for the past nine (9) years. For 2020, six (6) more NIMT students have been welcomed on board the Kraatz internship program, to gain practical experience in the working environment, and enhance their knowledge and skills. Specialising in Boiler-making, Welding, and Fitting & Turning, the apprentices will complete their job attachment at Kraatz and get exposure in the Industrial & Mining Division and Workshop. Additionally, they will undergo training in the Marine & Offshore Division where they will be exposed to the ship repair industry. Students in the program are mentored and coached by Master Craftsmen in the engineering sector, not only locally but internationally as well. Development Bank seeks sustainability for Nkurenkuru Project Preparation Fund deployed The Development Bank of Namibia (DBN) recently signed an agreement with the Nkurenkuru Town Council for an N$2.58 million feasibility study, funded by the Bank's Project Preparation Fund (PPF) for the town's proposed Extension 6. Talking about the need for the feasibility study, DBN CEO Martin Inkumbi said that local authorities are overarching agents of economic development. He explained that the overarching role entailed a range of impactful deve-

lopment points that contribute to economic activity and social development. In terms of economic activity, Inkumbi said, this could consist of commercial and industrial activity, as well as infrastructure such as roads, power and water. Economic activity

generates revenue streams to the local authority, which lead to funds for maintenance of the enterprise environment as well as further infrastructure development. Social development, Inkumbi explained, consists of provision of social

services such as health services, education and other associated services. It also consists of housing and community facilities that are required by residents. These too, he said, generate revenues to the local authority. Nkurenkuru, Inkumbi

noted, is the capital of Kavango West, Namibia's newest region. However, he said that Kavango West is one of Namibia's least economically active regions, and so it requires intensive development. Nkurenkuru, he explained, is the economic hub of the region. By developing the town, economic activity would spread to outlying settlements and areas in the region. In light of the important role of Nkurenkuru, it is vital to understand that development be effective, and that development finance be applied correctly. He went on to state that by providing effective finance to the local authority, the Bank will ensure that its involvement has a sustainable, long-term development impact. Concerning the study, Inkumbi said, that as the new extension has passed the litmus test of the Environmental Impact Assessment (EIA), the study will focus on commercial viability. This will

entail examining demand for facilities envisaged by the existing plan, as well as affordability. If demand and affordability are uncertain, there will be a significant financial risk to the local authority and the Bank. By identifying and understanding the risks, the plan can be amended to mitigate the risks and ensure viability. In terms of the project, Inkumbi said, it contains a significant allocation of serviced land for residential and business purposes, as well as, government, local authority and institutional entities, vital to delivering social services to the residents of Nkurenkuru and the Kavango West region. Although provision of residential serviced land and housing is cast as one of the most pressing needs for development, it is vital to ensure that social wellbeing is provided for with provision for social development agencies such as ministries, local authorities and other institutions. Nkurenkuru has a pres-sing

need for these agen-cies, and provision of ser-viced land is an imme-diate step to resolving the issue. Understanding of how Extension 6 can be optimised, through a study funded by the PPF, is an important precursor step, Inkumbi continued. Talking about the PPF, Inkumbi cast it as a vehicle for improving development impact of largescale development proects. Funding from the PPF is used to make promising projects bankable by mitigating risks and improving feasibility. It is given on a grant basis, but once the project becomes bankable and receives finance the grant amount is incorporated into the main body of the loan amount and repaid. Inkumbi concluded by expressing his hope that, in its final form, with any necessary amendments to improve feasibility, the Nkurenkuru Extension 6 plan would become a major contributor to and catalyst for development and economic activity in Kavango West.

Two bronze medals for Seidler Rudi Bowe

Twenty two year-old Swakopmunder, Phillip Seidler recently won two bronze medals at the South African National Open Water Swimming Championships at Marina Martinique in Jeffrey's Bay.

The 6 weeks leading up to the South African Nationals he experience one of his darkest times ever. Seidler’s father had to get an emergency open heart operation which tunred him and his family's life upside down. Seidler’s father recoverd and Seidler was happy to have him back to support him. Seidler covered the 10 kilometres swim in 1 hour 58 minutes 04.60 seconds and the next day he did the 5 km in 57: 52.15 and is pleased with his result over the 10 km race as he came against super tough competition. Seidler said “I surprised myself and showed myself that I still have got the fighting instinct in me as I beat South Africans Chad Ho, Chris McGlynn, Henre Louw and Danté Nortjé and Australian Byron Kimber. Seidler added that he went to South African Nationals with no self confidence and expectations and he learnt from the championships, what doesn't kill you makes you stronger. Seidler said it's now 8 weeks of grinding till Seychelles which will be the African Continental Qualifier for the Olympics 2020. “I have a good chance of qualifying. In open water swimming it is not about time, because the conditions of each place differ. However, I must be the first African at the finish to secure a continental location for Tokyo” Seidler said. Thank you to my girlfriend for also being the sunshine in my life and always motivating me to train hard and keeping me in a positive mindset. Not to forget for being there for me in the darkest times, when everything was falling apart. I am blessed to have Amica De Jager as my biggest love. Clara Roets from Swakopmund recently participated at the T02 Junior Tennis Tournament hosted by the Namibian Tennis Association (NTA) in Windhoek.

Wayne Hart, Jakkie de Witt, Nardo Sardinha, Koot Potgieter, Shane Westerdale, Rocco Viljoen [winner] Jannie Brits sponsor, Piet van Niekerk and Tienie de Wet, club captain. Although the ESU 6x6x6 has been played for a few years now it is still surprising how some guys get to score 3 x 0 on the last three or four closing holes. One would think that the format of six better ball, six combined and six multiplier scores [to be determined after each hole] to count, is not too difficult, but alas it continues to cloud some judgements. The trick is to know when to take the multiplier as towards the end when the game is on, so is the pressure. But hopefully next year they would have learnt haha. But just as there were those who could not get it right there were a few teams who did and the ESU 6x6x6 DAY was won by Andre Burger and Rocco Viljoen on a well calculated 81 points with Koot Potgieter and Nardo Sardinha in second place on 80 points. I think it was Koot who knew when to multiply. Third place on a count out went to Jakkie de Witt and Shane Westerdale on 79 point beating off Piet van Niekerek and Herman Neethling. Thanks to Jannie Brits for presenting the prizes and confirming that they will be back next year. It would be amis if we did not report on an ALBERTROSS recorded on the day. This coming week is the BEST DRIVE competition, which it is a better ball, with a little twist so keep watching for the list on the board, to get the twist. NASP teams for Africa Tournament Rudi Bowe

National Archery in the Schools Program (NASP) Namibia selected a schools team, a development team and an adult team that will represent the country at the NASP Africa Tournament in Swakopmund from 1-3 May. Over-50s Cricket World Cup Self-defence workshop to empower Rudi Bowe women and girls cancelled The Over-50s Cricket World Cup being staged in Cape Town South Africa has been cancelled following the Covid19 virus pandemic. The organising committee took the decision during the course of the third round of matches which were then abandoned after the first innings. "It is a public health risk decision," said the head of the tournament's medical committee, Dr Parag Pandya. "The decision was taken for the protection of the players, given their age demographic, but also for the local population given that 95 per cent of known cases in South African have come from travellers." Seven of the 11 visiting teams have been staying in the same Cape Town hotel where appropriate precautions have been taken and they will remain there until arrangements can be made for their repatriation. "The decision was taken by the organising and medical committees but it is fully endorsed by the sponsors," said Evergreen Lifestyle spokesman Arthur Case. "There was a great desire to continue but, in the end, it became apparent that cancellation was the right thing to do.”

Sanlam Coastal Marathon is cancelled The Sanlam Coastal Marathon that was scheduled to take place on Saturday, 21 March 2020 has been cancelled. This year's International Women's Day was celebrated with a twist, as women from various walks of life gathered at the Namibia RCFAI & Kickboxing Academy in Walvis Bay for a self-defence crash course. The event that took place last Saturday was an initiative of Star Vision Communications, a public relations company with the main focus on social issues, in partnership with the Namibia RCFAI & Kickboxing Academy. The founder of Star Vision Communications, Gwenneth !Gaosessaid that as a nation we are often faced with a great variety of pressing social ills, one of them being gender based violence, and the roll out of the self-defence crash course for women and girls aims to address this by empowering women and girls in the way it matters. “This newly formed partnership will consist of a series of self-defence classes conducted by Lesley !Hoebeb and Delano Müller from the Namibia RCFAI & Kickboxing Academy will be offered throughout Namibia with heightened focus on school going girls and women in rural areas” !Gaoses said. !Gaoses added that gender-based violence needs a holistic approach and welcomed any organisation or business that wanted to be part of this initiative to contact them at 081 465 4308.

Erongo dart players off to Eswatini Rudi Bowe

Four Erongo Dart players were selected to represent Namibia at the zone6 Darts championships in August this year in Eswatini (Swaziland). The National team players are Ralph Ludwig and Dianne Ludwig from Falcon Dart Club from Swakopmund in the Men's and Women's Veteran Teams respectively, Lyndon Green from Torpedo's Dart Club and Quinton Mouton from Snipers Darts Club in Walvis Bay are in the Men's team respectively. Lyndon is the Premier league winner 2018 & 2019 in Erongo region with Quinton Mouton the semi-finalist in the 2019 Premier league. Dianne Ludwig is elected as captain for Falcon Dart Club. Fox Designs monthly medal The second Fox Designs monthly medal was played last Saturday on the Walvis Bay Golf Course. After quite a hectic Lions fundraiser the previous evening and a rather late prize giving, only the strongest 26 pitched up on Saturday. At the end of the day, Des Benson romped home easily with a very good 65 net. With the best gross prize won by Jaco Greeff on 76. The divisional winners were: A-division: Andre Burger 71, B-division: David Peake 71 and C-division: Justine Grobler on 69. Stableford winners were Wynand Breytenbach and Jason Barnard on 36 while Carlos just missed out.

The Jackpot was won by no fewer than three players with the current, low stroke Par 5's being drawn with Andre, Rocco and Justine that shared the spoils. Whilst on stroking, the Committee has decided to re-stroke the course based on difficulty of holes as was done historically. So enjoy the last few rounds on those easy Par 5's and making 5 Stableford points. You and your partner need to pick AFTER each hole if it should count as a Betterball, a Combined or a Multiplier. Do that maths carefully as you need to end up with 6 of each after 18 holes! This is a very popular and interesting format.

NAPSO Athletics cancelled BUCO Desert Sport Festival called off Rudi Bowe Rudi Bowe The Namibian Private Schools Organisation (NAPSO) for the first time in 17 years cancelled the NAPSO / COKE / WIMPY Athletics championships. The Athletics championships to be hosted by Pro-Ed Academy in Swakopmund on 23 and 24 March has been cancelled. This is done following the official announcement of the Ministry of Education, Arts and Culture that all schools government and private will be closed as from 16 March to 14 April following the Coronavirus pandemic which has now also reached Namibia. The Chief Executive Officer of the NAPSO, Wouter Niehaus said that it is with great sadness but in the absolute national interest that NAPSO to cancel the event. . Niehaus added that Po-Ed will host the 2021 Athletics championships and that all other host schools will be moved one year further. A big thanks to Pro-Ed who has been organising a great event for months and our hearts go out to you, Niehaus added.

the local community. Mr Kemp said "There was a great desire to continue but, in the end, it became apparent that cancellation was the right thing to do." WBPHS sports grounds will be "out of bounds" for ALL practice for the next 14 days and that co-operation in this regard will be appreciated, Kemp added.
