Central coast dressed in a dusty jacket
For many residents of the central west coast, which includes Walvis Bay, Swakopmund and Henties Bay, the Eastweather conditions seen since late Wednesday night are exceptional. Many say this is the first time in years they witness the wind starting to blow very early at night (around 00:30) and subside early morning around 07:30. “This is the way we remember East-
weather. The wind starting to blow some time after midnight and subsiding early morning, leaving you with a pleasantly warm day and beautiful sunshine. In recent years the wind only blows for a short while and that is not
normal”, said one Walvis Bay resident who was posting some pictures of the Eastweather. But what was also unusual yesterday is the dust cloud that covered the biggest part of the central coastal area, re-
ducing visibility to only a few hundred meters. The dust is caused by the prevailing Eastwind carrying dust from inland out to the Ocean. Picture above was at Henties Bay yesterday. Also see a satellite picture on page 2.
Walvis Bay now has 949 Coronavirus cases A total of 68 new Coronavirus cases was reported at Walvis Bay, bringing the harbour town’s total cases to 949. That is according to figures presented by the Minister of Health and Social Services Dr. Kalumbi Shangula during his daily Covid-19 briefing at 13:00 yesterday. Two more people tested positive in Swakopmund as well.
Namibia now has a cumulative total of 1 032 cases, with 92 % of the cases in Walvis Bay. With regard to the rest of Namibia: Zambesi Region: 3 cases, Khomas 35, Otjozondjupa 5, Oshana 5 and Onhangwena Region 3.
Helicopter crashes near Windhoek The coast’s motor sport fraternity learnt with shock yesterday of a helicopter crash east of Windhoek in which the well-known rally driver Jaco van Dyk and three of his children were injured. Van Dyk’s MD 60 helicopter went down near the Heja Game Lodge in the Otjihase Mine area. At the time of going to press, the extent of the injuries of the van Dyk’s were still unknown. The President of the Walvis Bay Motor Club, Mr. Jan Everson, expressed shock at the incident and on behalf of the club’s members wished the van Dyks a speedy recovery.
inside “No” to burial of Covid-19 victims Namfisa in future cemetery takes on The authorities managing Walvis Bay’s Coronavirus (Covid-19) outbreak continues to stumble ahead with its tell-tale behaviour of not consulting no one for advice, not open for informed opinions as well as erratic decision making. In the latest, the Covid response team proceeded to bury the harbour town’s first two Covid-deaths on an area of land North of Narraville at Walvis Bay. This is against advice from the Walvis Bay local authority that there are approximately 2 000 available graves in the town’s three cemeteries for Covid burials. Moreover, local authority officials are on record that the World Health Organisation has never prescribed the Covid-dead should be buried separately from other human dead. Local authority officials also have a problem with these burials, as the area of land has been demarcated for a future cemetery for Narraville, as the existing cemetery is running out of space. Should earthworks take place some time in the future to establish the cemetery, these Covid-graves could only complicate matters. “The Covid response team is simply not open to advice. Why not bury the people in any of the existing cemeteries. What they do is they create a stigma against Covid-19 victims and they send a message that a person who contracts the Coronavirus is different and should be avoided and pushed from society”, a disappointed official said on Wednesday. The official is not named, on account he/she is not permitted to speak to the media. Adding the Covid response team faces mounting criticism firstly for the valuable time it wasted during the initial lockdown to prepare Walvis Bay for the pandemic. The time frame between testing and test results is days. People are sent home after testing and told to self isolate. In most cases the person walks back to his or her home, posing a risk. Quarantine facilities are sub-standard in many instances. There are no clear rules for those under quarantine to maintain social distancing whilst in quarantine and in other cases people are locked in their rooms and left at the mercy of inefficient health officials to provide them with food. With regard to the burials, the Narraville community has started a petition to hand to the health ministry to stop the burial of people at this future site and use available grave space in the town’s cemeteries. At the time of going to press the petition has been signed by some 1 500 people.

It is Imperative that Namibia focuses on Attracting Investments A major concern of the Construction Industries Federation (CIF) has, is the timing of possible implementation of the NEEEB. By considering the current economic environment - affected by past four years' recession and the further impact of Covid-19 – and its impact on the Namibian economy, CIF is of the opinion that every effort should be made to focus on attracting investments – both domestic and foreign direct investment. In order for Namibia to experience growth and the upliftment of its people, it is necessary that any policy or legislation enacted by Parliament, will indeed attract investment. In this way, Namibia can focus on creating additional new wealth, instead of distributing existing wealth. Bärbel Kirchner, consulting general manager of the CIF says: “Attracting investors would be the most realistic way that Namibia can move forward and out of the current economic and financial crisis and can ensure growth, and therefore increase the capacity to produce goods and services. A Namibian economy on a steady and consistent growth

Namfisa takes on medical aid schemes This media release aims to amplify the information pertaining to the Declaration of Undesirable Practice by Registrar of Medical Aid Funds in respect of registered medical aid funds, published in Government Gazette No.7224 of 1 June 2020. Undesirable practice relates to discounts on contribution rates, loading of contribution rates and differentiated contribution rates granted by medical aid funds to individual members, group members and different sized groups in terms of the Medical Aid Funds Act, 1995 (Act No. 23 of 1995). Group rates: Medical Aid Funds currently have various contribution structures. They have contribution rates applicable to individual members and contribution rates applicable to members who form part of employer groups. The contribution rates charged to members classified as individuals and members who form part of participating employers are different. In addition, certain employer groups that meet particular requirements, for example a group (employer A) consist of 3 000 members and another group (Employer B) consist of 5 000 members, currently pay different contribution rates. Further, members that join medical aid funds as individual members' contribution rates are usually higher than the rates paid by members that join a medical fund as groups. Discounts: Medical Aid Funds could previously offer its members discounted contribution rates, but on condition that the discounts were only granted to all members who had low and or acceptable claims history. Therefore, as
compensation for undertaking to maintain claims at an agreed upon level, members could pay lower contributions for the same benefits compared to the original price on the benefit option. In return Medical Aid Funds would be able to obtain underwriting efficiencies from the lower healthcare claims. As such, the current practice by medical aid funds of offering differentiated contribution rates amongst the participating employer groups is tantamount to discounted contribution rates (decreased contribution rates). Undesirable practice: Based on NAMFISA's assessment it is evident that the discounts are being granted by the Medical Aid Funds in order to retain and attract the membership of the groups (i.e. employer groups) to the great disadvantage of members that are not part of groups. This practice has created great disparities in the contributions paid by members who have the same risk profiles and claim history in that one individual pays a lower rate purely because they are part of a group (employer). For example, two mem-
bers of the same age and of the same health profile are currently subjected to different contribution rates, only because of their affiliation to a particular group. This is better explained by comparing the premiums paid by employer group members to those paid by individual members. The tables below compare the group versus individual rates for a comprehensive option for two open funds. This practice has resulted in the differential and unfair treatment of certain members of Medical Aid Funds, especially those members classified as individuals. The discounts are considered to be granted in an unjust and inequitable manner, in that the said discounts were not granted to encourage responsible claiming behaviour but it is only
offered to the members of the Funds who formed part of particular groups. This ultimately prejudices certain members of Medical Aid Funds. It is against this background that NAMFISA issued the Declaration of Undesirable Practice pertaining to contribution discounts, loadings and differentiated treatment of individual members and employer group members. The objective of the Declaration is to address and eliminate the unjust and unequitable practice which prejudices some of the members of the Funds. It is important to note that this practice ultimately affects all members of Funds in one way or the other. The phased in approach applies as follows: a) granting of discounts and differential contribution rates to individual members, group members and different sized group members, must be eliminated by 31 December 2023; b) loading of contribution rates of individual members, group members and different sized group members, must be eliminated by 1 January 2021; c) the calculation of an individual's contribution rate based on the age of the oldest beneficiary and designating
the said beneficiary as the principal member, must be eliminated by 1 January 2021; and d) determining any other form of contribution rate
that ultimately results in a direct or indirect discount, must be eliminated by 31 December 2023. Although the abolish-
ment of discounts might have a short term adverse impact on some members, it will ultimately result in a fairer treatment of all members in the long run.

Construction Industries Federation calls for urgent feedback on final draft of NEEEB The Construction Industries Federation of Namibia (CIF) calls for further opportunity for stakeholders to be engaged and give feedback on the latest draft of Namibian Equitable Economic Empowerment Bill (NEEEB), in response to rumours that there will be no further public consultations and scope to engage with authorities regarding the so-called Final Draft of NEEEB, and that tabling the bill in the Namibian parliament is now considered a matter of urgency. CIF are also of the opinion that the timing of tabling the bill is most unfavourable considering the economic state Namibia finds itself in. In principle, CIF urges politicians and leaders to rethink current policies in order to fight poverty and achieve a more equitable social-economic environment, as there might be alternatives or best practices to achieve the same. However, this could be best explored when extensive research has taken place. The CIF has extensively engaged its members in 2016 and had made a detailed submission – as other organisations did - to the Office of the Prime Minister - and is of the opinion that it is very important that lawmakers and the public remain engaged in order to establish how best to address poverty and inequality in Namibia. With the revised NEEEB – which is understood to be already approved by the Namibian Cabinet and now with the legal drafters and possibly to be tabled soon in the Namibian National Assembly - it is indeed very important to consider the pros and cons of the changed NEEEB; the anticipated timing of implementation; and in particular the suitability of NEEEB to achieve the objectives, especially if one were to consider the current global environment Namibia finds itself in.

Popular Road Races Rescheduled Rudi Bowe
Regional Sports Officer and Race Director Bethuel Karumendu has rescheduled three of the most popular road races in the country due to Covid-19. The road races that are annual events in the Erongo region and in Oshakati have been rescheduled to the road race calendar of 2021. Karumendu said in a statement that they have been looking into certain aspects, like the current Health Guidelines or protocol in line with the WHO and our state of emergency regulations, we have also looked to the Namibia Sport Commission Guidelines and due to that, this three Road Races are athletics events, we have also looked into the World Athletics Guidelines send to their member federation which is Athletics Namibia in Namibia. “All main stakeholders for the three races have look into the first priority, which is the safety of our athletes to host this event for 2020, yes our first priority is the safety of our athletes during this coronavirus pandemic. The 2nd Edition of the Spar National 10km Championships Run, was supposed to take place on Saturday, 29 August 2020 in Oshakati. (Last year we had 924 mass participation, who took part in the race). The race will be held on Saturday, 28 August 2021 in Oshakati. The 7th Edition of the Navachab Half Marathon (21.1km) Challenge Run that was supposed to take place on Saturday, 19 September 2020 in Karibib (last year 2019 we had 586 mass participation who took part
in the race). The race will be held on Saturday, 18 September 2021 in Karibib. The 8th Edition of the Erongo Powersave Street Mile (1.6km) Run that was supposed to take place on Saturday, 17 October 2020 in Omaruru (last year we had 1 146 mass participation who took in the race). The race will be held on Saturday, 16 October 2021 in Omaruru. “I hereby would like to acknowledge and appreciate the support of all main stakeholders of the three Road Races. We are monitoring the situation of the covid-19 pandemic so that we can put better plans as require by events guidelines. The races will back in 2021 bigger and better than before” Karumendu said. “The stakeholders: Spar Group – Namibia, Spar Oshakati & Ongwediva, QKR Namibia/Navachab Gold Mine, Nammed, Karibib Town, FNB – Karibib Branch, Namagra, Shield Namibia/Powersave Wholesale, Pasta Polana (Namib-Mills Brand), FNB – Omaruru Branch and Coca Cola Namibia Bottling Company the official drink sponsor are in agreement of the rescheduling of all three the road races to 2021” Karumendu concluded.
The Ministry of Education, Arts and Culture (MEAC), the Ministry of Sport, Youth and National Service together with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and other relevant stakeholders conducted the workshop to create a roadmap for the Integrated Physical Education and School Sports (IPESS) programme. These stakeholders came together with the support of GIZ and are in the process of developing a policy on IPESS. Physical education and school sports should be an intrinsic part of a school learner's overall development and forms part of their healthy lifestyle. The IPESS programme builds on the 'sport for development' concept that has already been rolled out and implemented successfully across the nation. The stakeholders that came together in the workshop pooled their creative resources to develop a marketing, media and communication strategy to engage learners, teachers, school officials, parents and the private sector, amongst others to stimulate and raise the interest and participation in physical education and school sports. In recent years, the emphasis in schools has been only on academic development, whilst school children of all ages have seen their physical education and school sports activities reduced to incidental activities. Leaving the learners with no outlet for their energy, but more importantly depriving them of the essential development that physical education and sports brings. Development such as life skills, teamwork, learning how to deal with adversity, social development and interaction, gameplay as well as physical development and acquiring skills that will lead to a healthy lifestyle. The stakeholders that took part in the workshop to find ways and means to engage the learners, teachers, parents, local and regional councils were represented some of the most important youth and sports organisations in Namibia. Namely NANSO, NSSU, UNICEF, Physically Active Youth (P.A.Y.), Basketball Artists School (BAS), Technical Basketball Academy (TBA) and an NGO from Omaheke region called Gobabis Youth Development Academy (GYDA) and school representatives. As this programme is focused on creating a holistic approach of engagement with the youth, a few school learners were asked to be part of the workshop as their input and feedback is as important as any of the other stakeholders. Who better than the youth themselves to tell the stakeholders how to best communicate and really engage with them. The workshop's brief was to find a way in which to roll out the IPESS programme in the coming months across the 14 regions and to engage all the relevant stakeholders to participate in sporting and physical educational activities. After a full day of brainstorming and collaboration between the representatives of the different organisations; ministries as well as NGO's, the exciting ideas will be worked out. Ayesha Wentworth, Deputy Director at DATS, Ministry of Education said; “The 'high' concepts and ideas will be turned into practical and real activities for all the 14 regions. Engaging learners and teachers and all other stakeholders to make physical education and school sports an intrinsic part of every Namibian child's life. Watch this space!” Stakeholder consultations in all regions (except Erongo) were held in the past weeks with representatives from various sectors and backgrounds (ministries, communities, NGO's, private sector, education and sport officers, NANTU, NANSO etc.). The regional consultations have given an insight on the situation of physical education and school sports on the grounds. The outcome of theses consultations will form the basis for drafting and implementing the policy.
