Finance Minister Calle Schlettwein provides insight on certain key economic issues ∙State of the Economy ∙Medium term outlook ∙Chinese loans Namibia’s Finance Ministers Mr. Calle Schlettwein in his regular updates to the Namibian media on financial matters affecting Namibia provided the following information for public dissemination regarding the State of the economy, the medium term economic outlook and reportedly worrying levels of foreign loans sourced from China. The Minister is quoted in what follows: “We live in an interconnected world economy and intertwined global financial and trading systems. As a small, open economy with trade-to-GDP ratio of over 100 percent, Namibia has to continue charting its development path within the confines of its domestic policy space and the vagaries of external environment. Externally, the upswing in the global economy presents favourable tail-winds for the regional economy and domestic economic sectors which depend on external demand such as tourism and export-oriented sectors. Global economic activity is projected to remain upbeat at about 3.9 percent over the next two years and this is thanks to the upswing in investment and trade in most Advanced Economies, especially strong growth in the United States of America and Emerging Markets Economies in Asia. Against this backdrop, output rate for the Sub-Saharan African region is also improving, from the lowest rate of 1.6 percent in 2016 to an estimated 2.8 this year and averaging above 3 percent in the next period. -Better global growth comes with improved demand for goods and services which bode well for export-oriented sectors, -With the exception of uranium, commodity prices are on the recovery path supporting improved output in the mining and agricultural sectors of the economy. Inasmuch as growth prospects are differentiated across economic regions and countries, such prospects are broadly and greatly underpinned by downside risks. Chief among these risk factors are the ongoing trade wars and inward looking protectionist policies which are already offsetting the pace of the growth momentum going forward. The Domestic Economy and Prospects: In regard to the domestic economy, the outcomes of recent data published by Namibia Statistics Agency provides positive indications that the economy is gradually moving out of contraction. While the release of the Final National Accounts for 2017 in the coming month will establish the baseline extent of contraction in the economy over the past year, year-to-date preliminary data indicate that the domestic economy is easing out of the contractionary phase:-Overall pace of growth has improved to a mild contraction of 0.1 percent in the first quarter of this year, markedly better than the estimated decline of 1.1 percent for 2017 and 0.4 percent during the last quarter of 2017, -Sectors which were at the epicenter of contraction over past two years are emerging out of negative growth territory, -The construction sector has rebounded to positive territory by an estimated 23 percent in the First Quarter of this year, with positive effects on jobs and incomes, -Contractionary pressures on the Wholesale and Retail Trade are abating, reflecting the lagged effect of recovery in construction subsector, -Growth in the primary industry is still holding firm, thanks to better commodity prices and the

positive impact of Swakop Uranium in a rather subsued uranium mining subsector and better output from the Agricultural sector. -Other macroeconomic fundamentals of current account balance and the stock of international reserves are significantly better than two years. -International reserves have strengthened to about 4.7 months of import cover, from 2.8 months two years ago, -Similarly, the Current Account deficit has rebounded to less than 1 percent of GDP by the end of last year, from a deficit of 13.7 percent two years ago, -The trade balance deficit has also significantly narrowed as imports decelerate relative to exports, given hitherto slack domestic demand conditions. We are also encouraged by the fact that Namibia, together with South Africa and Nigeria are some of the few countries whose share of intra-African trade has reached or exceeded 35 percent, thus leveraging and diversifying our markets. -We expect the emerging overall economic recovery to be gradual at just over 1 percentage point this year but accelerating to around 3 percent by the end of the MTEF period, -From fiscal policy point of view, we have reinforced the pro-growth dimension in the budgetary framework in the context of a broadly neutral fiscal consolidation policy:-Increasingly more resources are realigned from non-core to core priority expenditure to curb wastage and enhance allocative efficiency, o the development budget is scaled up by a factor of 30 percent this year going forward to further spur growth, -we are sourcing ring-fenced project financing from the African Development Bank to finance strategic projects in logistics sector, but also for agricultural modernization. o SME Financing Strategy with a mix of mutually reinforcing facilities of venture capital, collateral guarantees and coaching and training facility is funded and it is in the process of being rolled out by the Development Bank of Namibia as an scaled up initiative to strengthen the SME financing facilities and overcome barriers of access to finance, - Public procurement under the new Public Procurement dispensation has ushered in a new regime of transparency and enhanced scrutiny of public project pricing. The new regulatory framework gives due regard to local sourcing with positive spin-offs for local economic development, local productive capacity and job creation, stands at 23.8 percent of the total appropriation, with tax revenue collection including SACU flows standing at about 31.8 percent of the projected budget revenue. We anticipate revenue to perform in line with budget estimates or even better, given a better baseline outcome over the previous year. -Let me however state that spending discipline should at all times be maintained across all Offices/Ministries and Agencies in order realize the intended outcomes of a pro-growth fiscal consolidation program. Treasury has noted with concern the growing expectations for more resources to be allocated. We should all guard against over-commitment of the budget as appropriated. - Its worth noting that over the past year total Government spending amounted to N$67.6 billion the highest spending rate to date and total revenue outturn of N$57.9 billion was about 2 percent better than budget revenue. This level of spending enhances jobs as reflected in the rebound of the construction sector and recovery in domestic demand as mirrored in the growth in the Wholesale and Retail sectors. With the development budget execution rate for FY2017/18 estimated at 96 percent, the argument that public procurement framework impedes project execution is not empirically valid. -The Preliminary National Accounts brought about the evidence that total nominal GDP is about 3.3 percent better than the budget, which supports the fiscal ratios. As such, the budget deficit for FY2017/18 remained more or less at the budgeted level of 5.4 percent and total debt at about 40.4 percent. The debt level of about 40.4 percent is in line with the median of the investment grade rating of about 42 percent of GDP for Middle Income Countries of the size of Namibia. o In respect of the current budget, total budget execution to date, including spending commitments and statutory expenditure stands at 23.8 percent of the total appropriation, with tax revenue collection including SACU flows standing at about 31.8 percent of the projected budget revenue. Public Debt Dynamics and Exposure to Chines Loans: Recently, Treasury has observed with concern subjective reporting from the media and certain bodies regarding the financial relationship between the Republic of Namibia and the Government of the People's Republic of China. We would like to inform the public that such statements are not supported by facts. If at all, they are mere perceptions propagated to hoodwink the public into believing that Namibia is overexposed to Chinese loans or such loan uptakes are assuming unsustainable level. In this regard, it is only fair that we reiterate to the public the factual information on public debt and the proportion of Chinese loans in total foreign debt portfolio. In this regard, a brief overview of the concessional loan from the Government of the People's Republic of China to the Government of the Republic of Namibia suffices. - Currently the Government of the Republic of Namibia debt portfolio is as follow: -Domestic market N$51.3 bil or 67% -Foreign bonds (EUROBOND and JSE) N$17.6 bil or 23% -Bilateral (G to G) (German and China), N$1.1 bil or 1% o Multilateral (Foreign development banks) N$6.7 bil or 9% Total Debt N76.6 bil As per the bilateral arrangement, the Namibian Government has benefited from Government of the People's Republic of China, where by the Government of the Republic of Namibia request the Government of the People's Republic of China to extend funding to its development projects as set out in Development Plan (NDPs). To date the Government of Namibia benefited from the Chinese Government in form of: - Grant N$1.340 billion -Interest free loan N$302 million -concessional loans N$1.694 billion -These loan offers are provided within mutual understanding between the two Governments and contain concessional terms and condition as opposed to market loans or other borrowing like those provided for by Development Financial institution and the bonds market. The concessionality is achieved either through interest rates below those available on the market, the grace periods and lower management and commitment fees as described below: The terms for the concessional loans are: - 2% interest - 0.5% commitment fees on undisbursed balance of the loan -5 years grace period before repayment of principal starts -15 year repayment period Although a Chinese contractor is required in this arrangement, it is worth stating that projects that benefited from this funding are mainly large for the construction of roads and the procurement method employed is that of the Namibian Government. Apart from the machinery and highly specialized skilled labor that Namibia does not have, locally available material consumed in this type of projects are Namibian sourced. This include bitumen from Okahandja, diesel, Sand and Stone in addition to 20% Namibian company participation. As per our record, and as set out in the table above, the total loans from China Export Import Bank, excluding the grants component, amount to N$1.99 billion, or 8% of foreign debt and only 2.6% of total debt. The projects that benefited from this borrowing is as follow: National Youth Centre; Omakange Ruacana Roads (60KM); Engela Uutapi Roads (90KM); Scanners at all borders; Electronic Documents recording Management System (EDRMS) with OPM, and TransNamib Locomotives The debt service toward Chinese loan includes capital repayment and interest and, in total, amounts to N$65 million. As a portion of total debt serving obligations, the debt serving for loans from China is around 1 percent of total debt servicing obligation. As indicated, total debt exposure to China is 2.6 percent of total debt portfolio, whereas the total debt servicing obligation is only 1 percent, which is indicative of the concessonality in relation to other debt. This does not include the grants support received from China. We should also objectively and factually address the alleged state capture by China. What does is this purported to entail? For the size of our economy, Government operations account for about 57 percent and the private sector, mainly Mining, Wholesale and Retail Trade, financial intermediation and the tertiary services sector does not reflect predominance of Chinese ownership. For certain, the proportion of loans sourced from China does not exhibit such predominance. Indeed China, as the second largest economy, has invested in the mining sector in Namibia and so did other foreign investors.

Still no trace of “man who walked into the sea to his death” Today marks exactly three weeks since Steve Kandjii (26) walked into the sea in Swakopmund and disappeared without a trace. Yesterday, Nampol said a body has not yet been found, but the search for Kandjii continues. An angler allegedly spotted Kandjii on 26 June this year at around 16:00 walking into the sea and disappearing among the waves. At the time

Kandjii's identity was unknown and the angler only described him as a “male person”. Close to where Kandjii walked into the sea, a name “Steve Uruvandjii” was scribbled into

the sand. Earlier on the day of his disappearance [at around 14:52] a member of the public received a text message from a colleague informing him that he is going to commit suicide

by walking into the sea. He allegedly complained of financial problems on several occasions. The colleague tried in vain to reach this person by phone. He reported the matter to the police and it was found indeed this person who made threats that he would end his life and the

person who entered the sea to his death, was the same person. Kandjii was an employee of the Swakopmund Hotel and Entertainment Centre. Family, colleagues and friends of Kandjii hopes for his remains to be found, in order to bring certainty into their lives of his fate that day on 26 June.

24-year-old Narraville resident killed in accident

The NCCI and FNB Namibia recently hosted an entrepreneurship breakfast at the coast under the heading “Navigating through the harsh economic climate”. Mare Steenekamp, Branch Manager at the local FNB Swakopmund Branch explained that the breakfast was aimed at providing a platform for entrepreneurs to discuss issues that were pertinent to them while at the same time advising SME's that FNB Namibia was there to promote entrepreneurship and create jobs, enabling the SME sector to further contribute to economic development of Namibia through value addition. Speaking on the importance of providing SME's with the necessary support required to succeed was FNB Business's SME segment Head, Sam Ikela. When queried on the importance of their service offerings, he responded by saying: “The SME sector is regarded as

Twenty-four-year old Sharic Raim Swartz (on the picture above) was killed in a vehicle accident on the B2 coastal road early on Saturday morning. The accident occurred near Langstrand. Swartz was on his way from Swakopmund to Walvis Bay, when his vehicle left the road and overturned. Swartz was a resident of Narraville in Walvis Bay. He was in the employment of MTC Namibia working at the cell phone service provider’s Dunes Mall outlet.

No more prepaid electricity subsidy on 30 Amp circuit breakers Floris Steenkamp

Electricity users in the Erongo Region, who receive a subsidised electricity rate on 30 Amp circuit breakers, will no longer have this benefit. It is now a matter of paying the full electricity tariff or downgrading to a 20 Amp where a subsidised electricity tariff is still in force. Erongo RED made this announcement on Friday at its headquarters in Walvis Bay where the approved electricity tariffs for 2018/2019 were announced to the media. The regional electricity distributor explained there was an abuse of the subsidy associated with the 30 Amp circuit breakers, hence the decision to scrap the subsidy. Any household which cannot afford the full electricity tariff on 30 Amp have the opportunity to downgrade to a 20 Amp circuit breaker, which Erongo RED says it will carry the cost of the circuit breaker. "As part of our efforts to enforce control over social tariffs, effective on 1 July 2018, there

will be limitations. Eongo RED has reduced the current subsidy on up to 30 Amp to 20 Amp. All customers that are currently on the up to 30 Amp prepaid social tariff will no longer qualify for the subsidy", Erongo RED is quoted from a statement released on Friday. "In order to qualify for the new up to 20 Amp prepaid social tariff, customers will have to reduce their circuit breaker from 30 Amp to 20 Amp. Erongo RED will carry the initial cost of the circuit breaker reduction. The purpose of this limitation is to control the misuse of the social tariff and to ensure that only the propoor benefit from this tariff", the statement reads.

Namibia mourns the death of Theo-Ben Gurirab Namibia mourns the death of Theo-Ben Gurirab (1939-2018), Namibia's first Foreign Minister (1990-2002) and former Speaker of the National Assembly (2005). The late Theo-Ben Gurirab is a seasoned diplomat who during Apartheid served as one of Swapo's representatives to the United Nations. It was during this time (1972-1986) Swapo was recognised by the UN as the sole and authentic representative of the Namibian people. After Namibian Independence Theo-Ben Gurirab was instrumental in the negotiations with South Africa that culminated in the re-integration of Walvis Bay, as a South African enclave, into Namibian territory. Funeral arrangements of the late Honourable Theo-Ben Gurirab is yet to be announced. Namibia's President Hage Geingob earlier today announced the death of Hon Gurirab. Coastal environment at risk of degradation – The Namibian, 13 July 2018 This article exposes a shocking state of affairs. The full article can be accessed with this link: https://www. namibian.com.na/69404/read/Coastal-environment-at-riskof-degradation Suffice it to quote a few pertinent excerpts that will illustrate the inadequate means the Ministry of Environmental Affairs and Tourism have to ensure full compliance with the relevant acts and regulations it has to administer. · The environment ministry failed to implement environmental management laws and regulations at the coastal towns from the 2013/14 to 2015/16 financial years, the auditor general's report states. · According to the performance audit report on coastal management, submitted to parliament last month, the ministry and other key stakeholders in coastal management also failed to provide assurances to the auditors that “the impacts of climate change on the marine ecosystem were identified”. · The ministry also did not conduct inspections to ensure compliance with the environmental management plans of government departments and agencies operating at and from the coast, and to ensure that the activities of these companies conformed with environmental impact clearances. · The same department also failed to conduct inspections on mining vessels “as planned, and could not provide evidence that the deficiencies found during inspections were rectified”, the auditor general's report stated. · It was also found that environmental incidents were recurring at ports, despite Namport inspections. · All these failures were listed as risks to the environment, and the AG called on the environment ministry and other stakeholders to address the shortcomings within the existing laws to ensure the effective implementation of regulations. · Replying to questions from The Namibian this week, environmental commissioner Teofilus Nghitila rejected many of the findings of the report, saying the auditors ignored explanations provided by the ministry during the audit. · Nghitila stated that the ministry was unable to conduct comprehensive inspections during the period under review “due to lack of staff and financial resources”. · He added that the issue of compliance with environmental management plans by some state departments and agencies was a “concern that the ministry is continuously trying to address through strengthening our inspections' function, and by raising awareness of the relevant provisions of the Environmental Management Act of 2007”. Given the fact that companies wanting clearances for marine phosphate mining will have to duly comply with all acts and regulations administered by MET and this Ministry will have to supervise their full adherence to these stipulations, grave concern is accordingly not out of place when the Environmental Commissioner himself admits failure to conduct comprehensive inspections. All of this do not instill any confidence in whatever assurances the Ministry and the Commissioner will give that these companies – and even the proponents of the Desert Rose project near Swakopmund in the Dorob National Park – will be held accountable. Walvis Bay Gymnast off to Portugal Rudi Bowe The Walvis Bay Gymnastic Club, through the Gymnastics Federation of Namibia is very proud to announce that 9 of our Trampoline and Tumbling gymnasts qualified to compete in the Scalabis Cup in Santarem, Portugal from 12 to 14 July. Santarem has been a city connected to the gymnastics, especially with the trampoline gymnastics, playing an important role in the development of this area. We desire to strengthen even more the competition, make it bigger, even more appealing and reach the FIG certification. We rely on the contribution of all, to become a national and international reference, consolidated and with a future. The competition provides to all the gymnasts, clubs and federations the opportunity to compete at a high level and to be a challenging and motivating moment. The “SCALABISCUP” is an International event; open to all clubs affiliated in the respective Federations as well as Representatives of National Federations, District or Regional Associations. Over 6 years, SCALABISCUP has been growing and has been stating its place as an international benchmark trampoline competition. Since 2012, we have welcomed gymnasts from all over the world, including Olympic gymnasts. The number of clubs, countries and gymnasts that already entered is growing day by day. Last year they had a great attendance, with a fabulous number of 609 gymnasts in a total of 924 entries in 2017 edition and we don't have enough words to express our gratitude. Gymnasts that will participate are: Carane van Zyl, Jared Isaacs, Kamaz Nechville, Lance Potgieter, Mieka Clark, Naude Krone, Noa Lofty-Eaton, Ronald Fourie and Thalia Loveira. They will be accompanied by Vesselin Kostin and Eliana Burger as coaches and Claudia Lofty-Eaton as Head of Delegation.

Men’s Bowling Team in Wales The Namibian Bowls team this weekend finished competing in a 10 Nation Test series hosted by Welsh Bowls. The tournament took place from 9 to 14 July. Teams competed in all four disciplines, namely Fours, Tripples, Pairs and Singles.

The format was Round Robin in 2 sections and then play-offs and semi-finals on a knock-out basis, followed by the final. The tournament kicked off with Pairs and Triples. The Namibian Pairs team, represented by Will Esterhuizen and Cabous Olivier, acquitted themselves well by winning two games and losing two. They ended third in their section, which meant they advanced to the play-offs, where they met Australia. It was a hard fought match, which Australia managed to win by only two shots. The final score was 16-14. Australia went on to win Gold, with South Africa taking the Silver. Malaysia and Ireland shared 3rd place. The Tripples team, consisting of Steven Peake, Johan Jacobs and new cap Schalk van Wyk did not fare too well as they lost three games and tied one, thus ending last in their section with 1 point. Ireland won the Triples with Australia second. After the Pairs and Triples were wrapped up, the Singles and Fours disciplines started. Cabous Olivier represented Namibia in the Singles. He won two games and lost two, ending fourth in his section. Ireland eventually won the gold, with South Africa second and Wales and Australia joint third. In the Fours, the team of Will Esterhuizen, Johan Jacobs, Steven Peake and Schalk Olivier did very well. They won two of their games, against Australia and Ireland, tied with Wales and lost to Canada. They ended second in their section and went in to the play-offs, where they met the USA. They beat USA 20-17 and advanced to the Semi-Finals where they had to once again play Australia. They lost this game by the narrowest of margins: Australia 15, Namibia 14. Ireland beat South Africa 20-4 and Australia went on to beat Ireland in the Finals 14-9. Australia took the gold, Ireland the silver and Namibia and South Africa were joint third. The Namibia Bowling Association is very proud of the Men's team as there are very few bowlers in Namibia, so for them to compete on the World stage against some of the best bowlers in the world and come away with a bronze medal is a wonderful achievement.

The second NASU Short Course Gala took place on Friday, 6 July 2018 and Saturday, 7 July 2018. This gala was a short meeting, and was held at the Dolphins Swimming Club 25m swimming pool (WHS) in Windhoek. Galas were also held in Swakopmund and Oranjemund. In what was a thrilling three days of rugby in Swakopmund host Namibia ended fourth at the 8th FISU World University Rugby Sevens Championships. Eleven men's and five women's teams participated in the well organised championships. The Namibia team lost 38-5 to the defending champions Australia and then after a Brave performance for the Bronze medal match the host lost 5-19 to dominant France that lost 12-14 in their semi-final in the dying minutes against South Africa. The men's final saw a rematch of the tight game earlier in the men's tournament, as South Africa took on defending champions Australia. South Africa stunned the boys in gold early, to lead 19-0 at half time. The second half saw some big hits and strong, physical play at the breakdown. Australia showed their class as they bounced straight back with two converted tries to trail with five points. It was set as a frantic finish as the students from the land of Green and Gold scored for a dramatic win right at the death, meaning they win the championship 24-14 after their disappointing fourth place in 2013. It was a fitting end to a brilliant tournament In the women's final the reigning champions France took the crown for a second time with a resounding victory of 24-7 over Australia that saw them take the title in style. France scored five tries to take a 32-0 first half lead in their semi-final against a development team from Belgium. The second half the waves of 'Les Bleus' kept coming as they scored four more tries to won the match 56-0. In the other semi-final Australia showed their class as they bouncing back after 1217 loss against South Africa in their pool match as they book their spot in the final with a 31-12 victory. Belgium won the Bronze medal as they beat South Africa 17-0. . The 9thedition will take place in Argentina in 2020. The official ranking after the 2018 event is; Men South Africa Australia France
