IUM REORGANISATION AT SWAKOPMUND/ WALVIS BAY CAMPUSES The International University of Management (IUM) is in the process of strategic expansion of its academic programmes, research and consultancy services to the different regional clusters of the country. The expansion involves growth in the Kavango regions, the Northern regions and the Coastal regions of our country. IUM has recently completed construction of a campus at the Nkurenkuru town, which has now ultra-modern facilities to cater for the two Kavango regions, Zambezi region, Oshikoto region, Angola and Zambia. Also the additional renovation and expansion of Ongwediva Campus in the Oshana region will be completed and handed over to IUM by the end of January 2017. The Ongwediva Campus will cater for the Ohangwena, and Omusati regions. Grasping the broad strategic thrust outlined above is essential in order to understand and
appreciate what might happen at individual campuses including Swakopmund and Walvis Bay Campus. As regard the coastal areas, IUM strategic plan is to transform the Swakopmund Campus into a Research, Consultancy and Short Course Centre of high repute and construct a regional academic campus in Walvis Bay which has a bigger
student population and is better equipped to handle a bigger number of students. The regional campus will cater for Swakopmund, Henties Bay, Arandis and Walvis Bay. Initially the University had hoped to implement the strategic policy decisions immediately, however, due to time constraints, the transfer of the academic programmes from Swakopmund Campus to Walvis Bay Campus is scheduled to be gradually implemented and only finalized by 2020. IUM wishes to clarify here, however that, the transfer of the said programmes from the Swakopmund Campus to that of Walvis Bay will not take place this academic year, 2017. For this academic year the status quo remains as it is. Therefore, academic students who are already enrolled and or are enrolling with the Swakopmund IUM campus this year are not affected in any way by this decision. To be noted, however, is the fact that this year's academic enrollment at the Swakopmund IUM campus is the last and that as of next year, 2018; there shall be no first year academic enrollment at the IUM Swakopmund campus except for the short courses under CIIP, as Swakopmund IUM campus is earmarked to be the IUM Centre of Research, Consultancy and short courses and other tailor made programmes for the whole country, the SADC region and beyond. 14/01/2017

Gerhard Shavuka (51) appeared on a charge of housebreaking with intent to steal and theft. The matter was postponed to 30 January for continuation of trial. The accused is out on bail. Freddy Beukes (50) appeared on a charge of driving with an excessive blood alcohol level. The accused received a fine of N$4000, was sentenced to six months imprisonment term and his licence was suspended for three months. The Police arrested 24 year-old Sydney Halupe after he allegedly attempted to defraud his insurance company to the value of N$241 926. He was arrested on a charge of perjury and was released on bail to the amount of N$1 500. The case was reported by Detective Chief Inspector Erastus Iikuyu, acting regional crime investigations co-ordinator for Erongo. According to Iikuyu the suspect allegedly gave a false statement under oath on 10 January. He opened a case of housebreaking and a case of theft alleging that his garage at his residence in Vrede Rede Street in Jabulani, Swakopmund, was broken into between 25 December 2016 and 09 January 2017. He stated that he was on holiday on a farm and upon his return found his house broken into. He alleged that beds, beddings, sitting room sets, fridges, flat screen TVs, a microwave, a coffee table set and more items with a combined value of N$ 241 926 were stolen by unknown persons. “The scene was visited on the 11 January 2017 between 10:00 and 12:00 and the
alleged stolen items were found hidden in the house which was allegedly broken into, while some other items were found hidden at another family house in the Jabulani suburb”, Iikuyu said. It is alleged that it was the suspects' intention to defraud the insurance company. Halupe was arrested and made his first court appearance in the Swakopmund magistrate court on 12 January. He was given bail to the value of N$1 500. The case was postponed to today (17. January) for further investigation. Iikuyu warned the public to refrain from making false statements with the Namibian police as it is a criminal offence punishable by law. “The Police do and will always conduct a thorough investigation in all cases reported to us and if it is found that the case reported is a false case you will be dealt with accordingly,” Iikuyu stressed.
Service station attendants at the newly opened Walvis Bay Fuel Centre had a narrow escape in the early hours of Sunday, when the driver of a white Toyota pick up lost control of the vehicle at high speed and ploughed into the service station narrowly missing them as well as crucial installations like the fuel pumps. The four occupants of the vehicle were also lucky, as they all emerged alive. Albeit with various degrees of injuries. Two of the occupants who sat at the back of the vehicle which was covered by a canopy were flung from the vehicle when it struck the pavement and overturned. The driver and one passenger who sat in the front passenger seat emerged with light injuries and tried to flee from the scene of the accident. Both were arrested. “We heard the vehicle approaching from the direction of Kuisebmond at a very high speed down Sam Nujoma Avenue. When it reached the intersection of Sam Nujoma and Hannah Mupetami Road, the driver accelerated even more, as the traffic light was turning red. He lost control of the vehicle, it veered off the road and hit the pavement, where after the vehicle overturned. It came to a standstill on its roof, barely a metre away from the first fuel pumps. “We are just relieved no one were killed in this accident”, a manager said yesterday. ·The driver of the vehicle made a first appearance in the Walvis Bay magistrates court yesterday on a charge of drunken driving, alternatively reckless and negligent driving and for attempting to flee the scene.

The simple fact is that there is only a Golf Club which is separately owned by Rossmund Golf Course CC in the suburb of Rossmund. We will persist in the simple truth of our argument that there is no Golf Estate and that Rossmund is nothing more than an
ordinary suburb of Swakopmund. Fessor Mbango acting CEO of Erongo RED Robert Kahimise ready to lead City Of Windhoek Piquet Jacobs As Erongo RED says farewell to former CEO, Robert Kahimise, the regional electricity distributor welcomes Fessor Mbango as acting CEO to fill his shoes. The Erongo RED Board held a meeting on 11 January where it was resolved to appoint Fessor Mbango as interim acting Chief Executive Officer, whilst the search for the new CEO has commenced. The appointment is effective as of 23 January 2017, for a period of three months. Mbango will be responsible for ensuring shareholder value by giving direction, coordination of key strategic decisions - including corporate governance, risk- and performance management. He will also be at the helm of activities to support economic development and create investors' confidence not only for Erongo RED, but for the Erongo region as well. Mbango has been part of Erongo RED since 2012 and has several prominent roles within the company under his belt. These include Technical Manager and Executive Manager. Mbango holds a Bachelor and Master's Degree in Electrical Engineering from Cape Peninsula University of Technology. “On behalf of the Board and Management, I would like to thank Mr. Kahimise for a remarkable job in transforming Erongo RED. Six brand new General Electric diesel locomotives manufactured in Brazil arrived aboard a cargo ship in the port of Walvis Bay late on Thursday. The locomotives were offloaded on Friday and is destined for commissioning in Namibia’s national rail carrier, TransNamib. The locomotives were acquired at a total price tag of N$300 million. The locomotives is a small piece of a bigger puzzle to re-engineer TransNamib to become an efficient, cost effective State Owned Enterprise. Namibian Education System: A Breeder of Unemployment During his recent visit to the Namibian State President, the former Tanzanian President, H.E. Jakaya Kikwete, remarked that the African education system was 30 years behind its European and Asian counterparts. This remark was based on the findings of the International Commission on Financing Global Education Opportunity's 2016 Report. After the release of the Namibian Grade 12 results yesterday and the Grade 10 results late last year, it is not surprising to hear remarks such as these. As a former teacher myself, I am aware that the stated objectives of the Namibian education system are access, equity, quality and democracy. With the introduction of free primary and secondary education, and the (partial) localization of the education curriculum under the Namibian Secondary Certificate under the NSSCO/NSSC, in general terms I believe Namibia has gone a significant way in improving “access” and “democracy”. Equity and quality within the Namibian education system remains a huge problem. One only needs to look at the best performing learners and schools to realize that the quality (or output) of private school education far outweighs that of public school education. This in turn results in unequal access to quality education, since only the rich and elite can afford to send their children to expensive private schools. As a country where in 2015/16 18% of the National Budget was allocated towards education, it is completely unacceptable that the Namibian public does not receive any real returns on this significant investment. When only 37% of full-time Grade 12 candidates attain sufficient points to qualify for university admission, then it is clear that we are faced with a systematic problem. When there are numerous schools all across the country where not even one learner is able to pass, then this points to a very worrying trend. When the DTA states that a pass rate of 37% represents a huge failure on the part of the Government and the education system as a whole, we do so based on the standard which they have set themselves in NDP4, which is 45%. We continue to fall far short of that. When you have an education system where over 30,000 of Grade 12 students are part time and only 21,000 are full time, it is clear that the system has failed the Namibian child. Our education system remains the biggest breeder for unemployment and crime. Despite the partial localization of the old IGCSE/HIGCSE to the NSSC, the education system is not a truly Namibian product and does not directly respond to nor meet the demands of the Namibian job market. For many years, we have continued to see over 50% of learners fall out of the system either in Grade 10 or Grade 12, and yet we continue to retain an education system whose primary aim is to produce learners for tertiary education and not to develop skills. Skills and knowledge which can be converted into real tangible jobs or entrepreneurship, irrespective of whether a learner has passed Grade 10 or Grade 12. It is high time, there is a clear recognition that the current design of the education system is failing and not serving our youth. It is no longer acceptable for our education system to annually produce over 30k learners who have failed Grade 12 and do not have any technical or other skills they can fall back on. The introduction of the NSSC saw almost all of the specialized IGCSE technical subjects which would have filled this gap being aban-
doned without an alternative plan being put in place. This represents a huge mistake and is indicative of the low level of commitment which has been shown towards developing and strengthening vocational education in Namibia. The DTA of Namibia strongly contends that the only way to overcome the challenge of having an education system which breeds unemployment is to move towards a formalized multi-layered dual education system which places equal emphasis on vocational and theoretical education. Such an education system would respond directly to the needs of the job market and not operate in a vacuum where the only aim is tertiary education, whereas many jobs within the job market do not require such skills or qualifications. The DTA of Namibia believes that urgent reform of the entire Namibian education system is urgently needed. To this end, the DTA urgently calls for a Strategic National Education Conference to tackle the following issues crippling the education system:
1. The overhaul and reform of the education system to a multi-layered dual education system with multiple and entry and exit points catering equally for both theoretical and vocational educational; 2. Special analysis of poor performing regions and schools and identifying the root causes and means of addressing those problems; 3. The role of discipline and schools and how that affects results e.g. the consistently excellent performance of so-called “military schools”; 4. The role and efficiency of the Monitoring and Evaluation System, as well as the roles of School Boards, Parents and society in general in improving the quality of the education system; 5. Learner/teacher involvement in the education system and how learner/teacher ratios affect results; lastly 6. Improving the quality and education qualifications of Namibian teachers and introducing programmes aimed at continuous professional development e.g. refresher courses. (Many of the current teachers studied under old curriculum, but now teach the new one with no formal refresher courses or training.) The DTA reiterates its call for an overhaul and reform of the entire education system, but believes this will require a general sectoral and societal approach and that is why we urgently call for a Strategic National Education Conference. Senior citizens of Welwitchia phase 2 need more help Following reports in the namib times newspaper about the state in which Welwitchia Phase two government housing units was in, the hearts of many people opened up and lent a helping hand to the above mentioned facility in order to see to it that the units get a boundary wall. Late last year senior citizens of Welwitchia phase two approached this paper about the break inns at the units due to poor fencing and/or no fencing at certain areas. The senior citizens were requesting for sponsorship from community members and so far they have been doing well, the boundary wall is built but not all sides are completed and Mr. Phillip Croukamp, the caretaker at Welwitchia phase two said they still need more help in order to finish the boundary wall and to put spot lights wherever they are needed because it gets very dark at night, the lights that are currently there are not bright enough and the senior citizens fear for their lives every time they visit their friends and have to walk back to their units. Paralympian Annanias Shikongo to raise awareness on Buy-ABrick Paralympian Ananias Shikongo yesterday (Thursday, 12 January) signed an agreement with Standard Bank to help raise awareness on the bank's Buy-A-Brick initiative. In 2015, Standard Bank and the Shack Dwellers Federation of Namibia launched their flagship Buy-A-Brick campaign aimed at mobilizing the private sector to aid in alleviating the housing shortage through the symbolic sale of token bricks in the form of erasers. The proceeds from these “bricks” are then used by the federation to build affordable houses for disadvantaged Namibians. Shikongo, who is completely blind, won two bronze medals and one gold medal at the 2016 Summer Paralympic Games in Rio de Janeiro. Shikongo is uniquely equipped to raise awareness on the landmark campaign because he has lived in a shack most of his life. “It's quite commendable to note that the twenty-nine year old Paralympian athlete made Namibia proud by winning three medals at last year's summer Paralympics… We are signing a contract with Shikongo to partner with us in raising awareness about the Standard Bank Buy-a-Brick initiative through various marketing activations over a one year period,” Standard Bank's Acting Head Marketing Sigrid Tjijorokisa said. Standard Bank previously rewarded Shikongo for his excellent work by donating a house worth N$500 000 to the athlete, and the construction of the house will commence this year. The house donation is being made possible through the bank's Corporate Social Investment Buy-a-Brick housing initiative. Tjijorokisa commended Shikongo for proving to the entire nation that disability is not inability and has emerged victorious against all odds. She also added that she was happy to be cementing the bank's new relationship with the Paralympian. “As a good corporate entity we saw the need to reward Shikongo for this determination and courage to achieve his dream against all odds… Shikongo made a choice and chose not to let his circumstances determine his future. It is this kind of courage and determination that Standard Bank recognised and decided to intervene in this young man's life by awarding him an amount of N$500 000 which will be used to build Ananias a decent place, that he can call home,” Tjijorokisa stressed. Shikongo said he was happy by the project and applauded Standard Bank for its support. He said that through sports, disabled people like himself were trying to make something of themselves. “Some people have been working for a long time but they could not afford to buy a house, they now can with the Buy-A-Brick initiative,” he said Speaking of his Buy-A-Brick house, Shikongo said it was not only his but other Paralympians who may need somewhere to stay because they often suffer with accommodation as their organisation does not have a lot of money. Through the ongoing Buy a Brick fundraising project, Standard Bank handed over a total of N$1.4-million to the bank's Corporate Social Investment beneficiaries, the Shack Dwellers Federation of Namibia, who subsequently began construction on 40 new houses for its members in Rehoboth in 2016. By the end of last year a substantial number of houses was completed and the new homeowners had already moved in.

Full Field for the Walvis Bay Stevedoring golf event
So what is the difference between Graeme Storm and Shane Westerdale, the answer is nothing, they both won the first event at their respective clubs over the past weekend, with only a small matter of the prize money making an impression, sorry Graeme you should have been in Walvis Bay. The WALVIS BAY STEVEDORES hosted an individual stableford and in ideal weather for golf 53 players turned out to try and win the first of the clubs many competitions for the year. This field of 53 was the largest we have had at the club for many a month and long may it continue. After nine holes there was a 25 pointer in the club as well as two 23's with another two 22's so golf was of the highest order, and the game was indeed on. Carl Beukes tumbled a bit on the back nine to fall out of contention but the rest held on to make a fight of it at the end. Winning on the count out with a jolly fine 44 points [and a one shot cut in his handicap] it was Shane Westerdale who held off Pieter van Aarde also on 44 points. Johnny Sardinha came in third with 41 points. There were six prizes up for grabs and the two best golfers of the day Gunter Heitmann and Siggi Steyn won the lucky draws. At the prize giving, vice captain, Wayne Hart thanked Riaan and his team from WBS and Manica for their sponsorship and said he looked forward to having them back next year. This weekend is the club pairs kindly and generously sponsored by Duane and Jason. The entry list is on the board, and Willie is on duty. Next weekend is the NAMSOV WALVIS BAY OPEN, with 'a' and 'b' divisions [0 - 12] playing 36 holes on the Saturday and 18 on the Sunday while the 'c' division [13 – 24] play 18 and 18. Ali has kindly agreed to be the starter while our old faithful, Jerry will be the scorekeeper. th Starting on Friday 27 is the BANK WINDHOEK corporate league. The Nashua Desert Classic had a record field with 148 players taking advantage of this ever popular 2 day competition – staggered tee-offs were put in place to cater for the big field and worked out perfectly. Local knowledge came to the fore with local guys Bertie Saunderson and Aldon Strauss coming out on top followed by Pete Fox and Gert Olivier and in third place Likuis Nande and Thomas Shitaleni. Well done to all the players for some fantastic golf and to the sponsor Anje Nel and her team from Nashua. The E E Ferger Invitational, also known as the German Open, attracted a good field as always and a great day was had by all – a little bird told me that the winner came all the way from Gauteng – however full details not available when going to press!!! Most of our Senior Golfers took part in the SOS Seniors Open followed briskly by the Xmas SAGES in Walvis Bay culminating in a great Mixed Pairs Competition organized by NALGU and sponsored by Indo Atlantic - the competition being the first of it's kind at Rossmund attracted a field of 40 players. A great day was had by all. Saturday 14 January was our first official competition for 2017 sponsored as always by D. F. Malherbe & Co. A good field of 32 players took to the fairways for a great day of golf – unfortunately Gerhard was out of town – however, it was great to have Liza Martins on board to officiate at the prize giving. There were 5 x 2clubs from H Naobeb; M Polster; T Murasiki; S Bonifatius x 2. I would hereby like to inform you that Erongo Football Region has won the bid to host The U/20 Namibian Newspaper Cup 2017 edition. Therefore for us to host a successful and one of the best ever Cups in Namibian History, the office of the Governor in conjuction with the Regional Football Body will be hosting the Governor's Cup in Karibib on the 28/01/17 at Karibib Stadium. The aim of the Governor's Cup is to select the best 30 players in the region to be camping in Swakop for two months in preparation for the tournament. All six constituencies are requested to make sure that they represent their teams in Karibib. There will also be Erongo Women Teams Selection to face the Young gladiators. In line of the above the Wbay Constituency will be hosting their trials on Tuesday 17 Jan 2017 at Kuisebmund stadium from 14H30.
