Fisheries Minister resigns amidst fish quota scandal

Namibia's post-independent fishing industry has experienced many eventful periods in its almost 30 years history. However, the period between 13 November and 1 December 2019 will go down as one of the most explosive periods of them all. On Tuesday, the Minister of Fisheries and Marine Resources Bernhard Esau resigned after persistent international media reports that he is embroiled in an international fishing bribery scandal with tentacles reaching as far as neighbouring Angola and Iceland. Also allegedly involved in this scandal is the Minister of Justice, Sacky Shangala, who along with Esau tendered their resignations on Tuesday after a short meeting with President Hage Geingob and Deputy President Nangolo Mbumba at State House in Windhoek. Other people involved include former Angolan fisheries minister De Barros Neto as well as other high ranking Namibians. In a nutshell: In 2014 Namibia and Angola signed an agreement through which Namibian horse mackerel quotas could be donated to the Angolan Government. A private company was formed in Namibia, Namgomar Pesca to which these quotas were donated. Namgomar Pesca allegedly sold the quotas to an Icelandic seafood company by the name of Samherji International who also has a

The hotel will be situated across the street from First National Bank's headquarters in Walvis Bay on two plots already owned by the Group and also the existing municipal parking lot which is to be purchased from the municipality of Walvis Bay by private transaction. The Iris Group proved itself a serious investor in Walvis Bay and already boasts the Iris Boutique Hotel on Kovambo Nujoma Drive overlooking the Walvis Bay lagoon and The Raft Restaurant along Esplanade Road. The internationally acclaimed Avani Hotel & Resorts, Minor Hotels and the international non-profit global hospitality schools developer, EICD, have been brought on board for the project. The deal lined people's pockets and the Namibian company went down with job losses totalling more than 700 people. Stripped of the title “Honorable” by the stroke of a pen: The disgraced Esau attempted to clear his name in a last ditch effort issuing a statement on the letterhead of the Ministry of Fisheries stating (a) “I am not corrupt”, (b) “no one presented me with evidence of monies or favors” and (c) that he made no “quid pro quo promises either written or otherwise, which I may have made to anyone in the course of undertaking my duties as a Minister”. State House statement sings a different tune: A media statement issued by State House on Tuesday afternoon after the meeting in which the Ministerial duo resigned reads: “Following press and media reports in which allegations of corruption have been made against the two Ministers [Esau and Shangala], the President of the Republic, accompanied by the Vice President, H.E. Nangolo Mbumba held a meeting today, 13 November 2019 at State House with Honorable Sackeus Edward Shangala and Honorable Bernhard Esau to hear their case in light of the gravity of the reports”. The statement continues: “understanding the severity of the allegations in the press, the Minister of Fisheries and Marine Resources, Hon. Bernard Esau and the Minister of Justice Hon. Sackeus Edward Shangala have tendered their resignations to the President with immediate effect”. Started the day as the Attorney-General and ends the day in Ministerial portfolio: President Geingob after accepting the two resignations under Article 32 (3) (i)(dd) of the Namibian Constitution appointed the Minister of Home Affairs Frans Kapofi as the Acting Justice Minister and the Attorney-General Albert Kawana was appointed the Acting Fisheries Ministers. Both Kapofi and Kawana are seasoned Government leaders and will for the foreseeable future serve in these Acting positions whilst still assuming their normal duties as Home Affairs Minister and Attorney-General. How it all started: Minister Esau's world fell apart in an instant when a broadcast journalist accompanied by a camera crew recently accosted him on what looks like an international airport. The journalist showed Esau video clips of secret recordings where he [Esau] was agreeing to receiving bribes in exchange for quotas for an Icelandic fishing company by the name of Samherji International. Esau can be seen on television footage vehemently denying of receiving any bribes. It turned out the international news network Al Jazeera and Icelandic National Television teamed up and investigated this international fisheries scandal. Locally the English daily “The Namibian” also conducted extensive investigations and reporting into the matter. Please Note: Namib Times consulted these three mentioned sources to compile this article.] The end is not in sight: Reports are rife that the full investigation will be released on 1 December where many more prominent Namibian politicians are believed to be exposed as part of this international fishing scandal. “Local is lekker”: “Local is lekker” terms one fishing industry stakeholder the brewing storm over this international fishing scandal. It is now linked to the downfall of the biggest fishing company in Namibia, Namsov Fishing, which allegedly lost quotas to this scandal. More than 700 people lost their jobs as a result and the downstream impact amounts to thousands of people if dependents are taken into consideration. “Maybe at last we have a spring tide in the Namibian fishing industry. A spring tide that can at last clean out the Namibian fishing industry captured by the political elite, rife by political nepotism, mismanagement and corruption. Perhaps it is time for the ruling Swapo Party to realise that the original spirit of liberation from apartheid has long disappeared. Apartheid has been replaced by the greedy spirit of the political elite and the politically connected. Greed, underhand dealings, corruption and mismanagement rules in almost every sector in Namibia. There is nothing the people outside this little circle of elites and the connected few can do to improve their lives, as they are simply denied access to the riches of our country”, explained this stakeholder. outreach programme Hundreds of Kavango East learners benefit from NUST SRC Malaria Outreach initiative – through a smart partnership the Namibia University of Science and Technology (NUST), the Ministry of Health and Social Services (MoHSS) and Erongo Marine Enterprises (EME) to educate them on malaria. The initiative was spearheaded by the NUST Student Representative Council (SRC) as part of its annual community outreach programme. They teamed up with MoHSS special programme officers from the region to do malaria awareness presentations at selected schools. EME sponsored costs related to the project to the tune of N$60 000. As part of the initiative schools also received donations of sanitary products and non-perishable food items. “As an institution of higher learning, our mission has always been to educate the local people on the dangers of certain diseases. In the past we focused on the fight against leprosy through hosting annual community outreach programmes in both the Kavango East and West Regions,” explained project coordinator Jafet Ilonga and SRC representative for Gender, Health and Development. This year the focus was shifted to malaria due to a reported increase in malaria cases in recent years, as opposed to a decline in the prevalence in leprosy. According to Ilonga, approximately 24 400 positive cases, in both men and women, have been reported this year and 32 people have died. These were reported from four districts, namely Andara, Nankudu, Nyangana and Rundu. In terms of leprosy, only 11 cases had been reported nationwide and the number of positive cases has drastically decreased. According to Acting Vice-Chancellor Mr Morné du Toit, NUST through its SRC, over the years adopted a strategic approach to community service and volunteerism, consulting urban and rural communities, the public as well as the private sector to establish their respective knowledge-related needs. “I am delighted to see our SRC representatives taking the lead in bettering the lives of not only young people on campus, but in other parts of the country as well. This is admirable and this is what is required of young people to become well-rounded citizens that will make Namibia a better place for present and future generations to come,” said Mr Du Toit during the official hand-over ceremony of the sponsorship at the NUST campus. He added that whilst teaching and research are the core functions of NUST, there is also an equally important obligation to ensure community engagement is embedded in the university culture. “This is not charity work; it is what universities should be doing. We need to change the perception among faculty and community partners from thinking of university-community engagement as philanthropic activity to one that respects that knowledge exists both in the university and the community,” said Director: Student Services Dr Donovan Zealand at the same occasion. EME Managing Director Dr Martha Uumati also applauded the SRC stating: “You are not only reaching out to address the shortcomings in terms of food and basic needs of less fortunate learners, but you are also focusing on highlighting the importance of education – the importance of empowering oneself to reach greater heights in life through education. In your own way you are empowering, equipping and transforming lives.” The outreach initiative consisted of several activities: a malaria awareness presentation by the MoHSS special programme officials; a testimonial by first year Computer Science student, Christian Makanga, relaying his story of how he beat the odds to rise from a poverty background to get himself enrolled at NUST through perseverance and hard work; an information session on NUST presented by the SRC members; and the donation of sanitary products, non-perishable food items and informational pamphlets and brochures to schools. Rundu Secondary School (Rundu urban) and Maria Mwengere Secondary School (Rundu urban) were visited during the outreach programme. Erongo Marine Enterprises (EME) donated N$60,000 towards the NUST SRC Malaria Outreach Project to the Kavango East Region. Apart from paying for food and accommodation for SRC students, the funds were also used to purchase sanitary products and non-perishable food items which were donated to the schools.

The hotel's market would include tourists as well as business traveling and it is expected that the amenities will also be well supported by the local market.

Pyrolusite imported through the Port of Walvis Bay The third consignment of about 7 500 metric tonnes of Pyrolusite was discharged from the general cargo vessel, Unistar, at the Port of Walvis Bay on 13 November 2019, at the multipurpose terminal. Pyrolusite, mainly used in the production of uranium in Namibia is originally from Safi, Morocco and intended for Swakop Uranium. Around 5000 bags, each weighing about 1.5 tonnes, was immediately loaded on to seven trucks, about 20 – 22 bags per trip, and transported to its destination. The utilization of the Trans-Kalahari corridor, an efficient logistics and supply chain

route, allows for a quicker turn-around time of vessels at the Port. Pyrolusite contains about 63.19% Manganese and 36.81% Oxygen, better known as MnO2, and the Manganese (Mn) is used as a reducing agent during uranium production. Since January 2019 Namport handled more than 37 000 metric tonnes of Pyrolusite (Manganese), in comparison to about 29 800 metric tonnes in 2018. Another consign-

ment of about 7 500 metric tonnes is expected to arrive at the Port in December. Mr Immanuel Tino !Hanabeb indicated that “according to the Wo r l d N u c l e a r Association, Namibia has significant uranium mines capable of providing 10% of world mining output. Therefore, Namport is strategically located to provide excellent facilities and services to support the production of uranium in Namibia, thus boosting the economy.”

Newspaper article in English daily suggests underhand property deal and theft of money at NCCI Walvis Bay

NCCI Walvis Bay states its case The Walvis Bay Chamber of Commerce and Industry was established in the 1957 as an entity to promote, coordinate and grow business activity in the town of Walvis Bay. The branch has been built on the solid foundation laid by the members and executive past, having voluntarily contributed their valuable time and energy without any form of remuneration. Following lengthy deliberations around the independent nature of the existing branch and its operations geared towards commerce in the town of Walvis Bay, the Walvis Bay branch agreed to be incorporated within the structures of the National Chamber of Commerce and Industries (NCCI) in 1995. Assurances were given at the time that the operations of the branch would continue unhindered seeing that local businesspeople would drive the activities of the branch on the same basis. The Walvis Bay branch has always been well managed with adequate records kept at all times, which have been provided to the accountants and auditors over the years as and when requested. We strongly condemn the allegations against the past President of the Branch Mr. S.I. Savva that there was any form of embezzlement and/or mismanagement of funds during his time of office. As a matter of fact, because of his prudent and sound management of the affairs of the Walvis Bay branch and the support he provided to NCCI as a whole, he was awarded with several accolades by NCCI Council. Due to sound, voluntary branch leadership the activities of the branch have been managed responsibly ensuring resources are mobilized to sustain activities and grow the branch, ensuring that the branch owns property and accumulates sufficient resources to carry out its activities and assist other branches as and when requested in a responsible manner. The branch leadership has and continues to hold firm the unshakable belief that it is our duty and privilege to ensure that the affairs of the Chamber are run in the best interest of our members. The beliefs and values subscribed to by the branch remain morality, honesty, integrity, fairness, transparency and accountability. It is against this background that the Walvis Bay Branch of the NCCI, at a meeting of the branch executives held on 12 November 2019, resolved to make crucial information known to the public. The property from which the Walvis Bay Branch currently operates, being erf 3144 situated in the town of Walvis Bay, was purchased in 2007 and transferred in 2008. Efforts to purchase the property started in 2006, with various alternatives considered. At the time no financial assistance or security for the purchase of the property was provided by the Head Office of NCCI, because the organisation did not have the financial means to assist. Approval was given to the branch in early 2007 to proceed with the acquisition of property, in a manner which would make it feasible. Mr. Savva, as a long-standing branch committee member at the time, pledged surety in his personal capacity with which a commercial bank was willing to provide a mortgage bond for a large portion of the purchase price. The mortgage bond was fully repaid in the 2015 calendar year, financed by activities of the Walvis Bay branch led by its committee members. No form of assistance was ever received from the National Council or Secretariat of the NCCI. Ever since the property was purchased it has been incorporated in the financial statements of NCCI, and reflected as an asset of the organization. After considering several scenarios and possibilities, the Walvis Bay branch committee members at the time resolved to register the property under the name Namibia Chamber of Commerce and Industry (Walvis Bay) Properties (registration number 21/2007/0483) incorporated under the Companies Act 61 of 1973, being an incorporated association not for gain. The memorandum of association of this entity clearly states that IT has to “defend and promote the interest of all members” in particular “promote and foster trade, commerce and industry” in such manner “in the mutual interest of all member engaged in commercial, industrial and related activities.” Being an incorporated association not for gain, Namibia Chamber of Commerce and Industry (Walvis Bay) Properties (registration number 21/2007/0483) cannot be owned by any individual(s) and/or other entities. It is an entity which belongs to the public. The income of property of the association shall be applied to “promote and foster trade, commerce and industry” in such manner “in the mutual interest of all member engaged in commercial, industrial and related activities.” The Walvis Bay branch is extremely appreciative for the time and effort put in by Mrs. Desiree Arthur and Messrs Stefan Hrywniak, S.I. Savva, Gysbert Johannes Coetzee, Agostinho Victor, Anthony Raw and Gert Kruger as committee members on a voluntary basis for the solid foundation they have laid for the Walvis Bay branch. We recognize and thank Mr Savva for his generosity over and above the aforementioned personal risk he took by standing as surety for the property purchase. In addition, he has personally financed a large number of branch events, operational expenses and a wide variety of activities over the years. It is against this background that the Walvis Bay branch committee members have and will continue to act without fear or favour to ensure critical matters for grave concern are not merely dismissed as unfounded and swept under the proverbial carpet. Several critical matters that affect the organisation have been raised several times with the organization's head office under the leadership of the National Council and Secretariat without any tangible response to date. The critical concerns raised by the branches, including Walvis Bay branch, include the following matters which severely compromise the organization's ability to be successful: a. The branches and by extension members of NCCI have not approved all the outstanding annual financial statements at the Annual General Meetings (AGM) held to date. The annual financial statements for the year ended 31 December 2015 were tabled and deferred twice due to the correction of errors and omissions, and only adopted in 2017. The annual financial statements for the year ended 31 December 2016 were deferred twice due to errors and omissions and remain outstanding. The National Council and Secretariat has not and still does not comply with basic corporate governance matters like having regular AGM to report back to the members represented by the branches at an AGM, and resolutions to be taken at AGM. b. The declining membership has been caused by the reckless management of the organization under the direction provided by the National Council and Secretariat. The latest of these have been major changes to the Constitution of the NCCI, pushed through despite consistent and valid concerns raised by the branches and by extension the members of the organisation. c. Two major changes with far-reaching consequences for the development, autonomy and independence of branches were the amendment and removal of the constitutional responsibility enshrined in clauses of the constitution in place since September 1998 and replacing it with centralized control over branches to foster a dependency on Head Office for any and all activities and suppress any independent thinking or calls for accountability. The removal of the meaning and wording of clauses 15.2.1 (clause reads: "The income from Members shall be paid into a central account and shall form the funds of the Branch Office Support Budget to finance the core cost of Branch Offices") along with clause 15.2.4 (clause reads: "A fixed amount from the membership fee income from National Corporates, as determined from time to time by the National Council and laid down in Appendix 1 of this Constitution shall be paid into the Branch Office Support Budget Account.") was pushed ahead despite the fact that no appropriate consultations were held with the branches, nor were the proposed changes provided ahead of time to enable broad consultation and review despite the huge significance thereof. The proposed constitutional amendments were received by meeting invites on 6 December 2017 at 09h50, for the constitutional amendment meeting that took on 7 December 2017 at 08h30. By any stretch of the imagination this is insufficient time to allow for adequate review of information and membership consultation thereon. Constitutional amendments were done without consultation with branches and only presented at National Council for approval. d. No operational or financial support has been given to the Walvis Branch by the head office since the establishment of the NCCI, despite the constitutional responsibility contained in the constitution of NCCI. A reasonable expectation would be that these sources of revenue would benefit the entire NCCI organistion, which sadly is not the case and has in fact been removed as a constitutional right at amendments made in December 2017. However, this does not absolve the failure by head office to provide significant operational and financial support to branches prior to the amendments made in December 2017. e. A review of tax records of the organisation shows that despite employees' income tax (PAYE) deductions having been deducted from the remuneration paid to employees and Value Added Tax (VAT) levied on the income of the organization, monthly returns that declare the tax liability owed to the Namibian Government have not been regularly and consistently filed resulting in penalties levied and payments of the capital tax amounts due to the Ministry of Finance have not been regularly and consistently made. A detailed report dated 12 November 2019 indicates that a total amount of N$1,992,170 being capital, interest and penalties remains overdue for several years for VAT charged to customers but not paid over, along with an amount of N$1,539,825 being capital, interest and penalties remains for PAYE deducted from employees and not paid over to the Ministry of Finance. The Walvis Bay branch remains very concerned about these tax liabilities and the implications these have on the ability of the organisation to function as a going concern. Should these not be dealt with the organization may be technically insolvent, which does not bode well for a public association not for gain that has been entrusted with the management of public funds. f. The inability to account for alleged fraud/corruption at NCCI Head Office and the treatment thereof remains unresolved. Even though the alleged fraud/corruption was discovered in 2014 and found to be committed from as early as 2012, no forensic audit report was ever presented to members and there has been no feedback from Head Office on measures taken to protect and recover the public funds entrusted to the NCCI Head Office. No reports or feedback was provided to the branches and by

extension to members, highlighting any steps to recover any losses of the members' funds that the NCCI Head Office is entrusted with. Only have limited information contained in draft financial statements from NCCI Head Office tabled for adoption at meetings held in August 2016 and August 2017, which referred to an amount of N$2,512,103 described as “Unknown Expense” by NCCI Head Office and an amount of N$479,350 described as “Fraud” with both to be written off as expenses in the income statement. At both instances the Walvis Bay branch vehemently and successfully opposed having the amounts written off, and the meeting undertook to have forensic fraud/corruption investigations done to exhaust any and all means necessary to recover any funds lost to fraud/corruption and hold the responsible person(s) at the NCCI Head Office accountable. Branches are subjected to malicious accusations for misappropriation of funds, however Head Office who have not provided a forensic report of the fraud/corruption is not held accountable despite this being their responsibility. The Walvis Bay branch remains open to engage in an honest, transparent and productive manner to resolve the critical matters raised that involve public resources, and firmly believes that the corruption/fraud that happened at NCCI Head Office must be resolved and person(s) involved held accountable in terms of the rule of Namibian Law. g. NCCI head office has consistently failed to honour and disclose a loan of N$500,000 taken from the Walvis Bay branch in instalments of N$200,000 in July 2014 and N$300,000 in July 2015, repayable in full by December 2015 based on the written irrevocable undertaking dated 30 July 2015 to repay by the former CEO Mr Tarah Shaanika. At present an amount of N$200,000 remains unpaid, while no correspondence or acknowledgement has been received from NCCI Head Office despite a written undertaking. Despite disclosing supporting documentation and following up, no substantial feedback has been received and we have not been engaged on this matter. h. Without any contact with or communication to the long-existing and fully functioning Walvis Bay branch, which has been serving the business community with integrity and honesty since 1957. Under a cloud of secrecy, a satellite office in a cargo container was put up by the Secretariat on the business premises of Hangana Fishing without due considerations for the inherent conflicts and implications this change creates. A notice was sent to the existing Walvis Bay branch and its customers on in August 2018 notifying of an immediate change effective within 9 calendar days, intentionally and unprofessionally done to ensure all parties receive insufficient notification to cause mass confusion, anxiety and disrupt services with little regard for the parties involved. One would expect that a major change in export administration, which has far-fetched and huge impacts on a country's critical source of national revenue, would be well managed with sufficient notice given to all affected parties and after extensive consultations with all affected parties. The process was poorly managed and carried out in a clandestine manner by keeping the local branch and affected customers in the dark until the very last moment, probably as a means to stifle any objective input. The manner in which this dubious and disruptive change was administered is completely unprofessional and has cast the Chamber in a negative light with our clients. We have on numerous occasions advised this to be an unwise decision because it gives one exporter and its related parties unlimited access to the services of the NCCI, as opposed to other exporters who must abide by official operating times. The confidential information provided by all customers including but not limited to product price, quantity and customer details contained in export documentation is under the control of a competitor and its related parties. No substantial feedback has been received on this matter. We view this entire exercise as national sabotage to embarrass the Walvis Bay branch and the Government of the Republic of Namibia during a crucial time when we face economic headwinds. It has become clear to us that the disruptive changes were made to simply access the revenue and monies generated by the issuing of certificates of origin in Walvis Bay, with no regard for the practical impact on the business community. i. NCCI Head Office has chosen to enter into a 5-year rental agreement for the provision of office space for not more than 8 employees, at a monthly cost of N$50,000. This is despite the fact that NCCI Head Office owns property in Windhoek which should be utilised for its intended purposes, instead of renting. Unanswered questions remain around the status of the property owned and claims of maintenance works being done for the past 5 years. j. The National Council of the NCCI has been operating without the mandate of the members of the organisation i.e. operating without being duly elected at an Annual General Meeting. Major decisions with far-reaching consequences for the organization, its members and branches have been made during this time, with no input from the very same members and branches. These include: ∙ The appointment of the Chief Executive Officer without due recruitment steps including public advertisement, assessment and review of candidates. Like the rest of the country the Walvis Bay branch was surprised to read about the appointment in the local media, without any known generally accepted recruitment having taken place; ∙unilateral changes to bank account signatories without any regard for ongoing branch activities and responsibilities; ∙unilateral freezing of the bank accounts of several branches, done under vague allegations ∙threatening communications from the CEO to branches meant to intimidate; ∙establishing a container office on the premises of Hangana Fishing in Walvis Bay, to cut revenue activities of the Walvis Bay branch and render the branch irrelevant; ∙hijacking the 2019 edition of the Swakopmund International Trade Expo (SWAITEX), which is an initiative of the Swakopmund branch; ∙new branch structures have been created in isolation and elections held without following due processes in line with sound corporate governance; The Walvis Bay branch of NCCI holds the firm belief that established procedures and the rule of law should be prevail, and vehemently condemns the violation of the NCCI constitution; Despite the deliberate, libelous efforts made by the Secretariat with the approval and support of the National Council to mislead the public and business community to weaken the branches and render them irrelevant, the Walvis Bay Branch of NCCI encourages other branches to realize that the members, who are in turn represented by the branches, are the beating heart of the NCCI. The branches, as the representatives of NCCI members, must be an integral part of the solution(s) to the challenges faced. We hold the firm belief that the NCCI will play a critical role in growing commercial activity and reviving the national economy, provided the NCCI is well organized to achieve success. More than 6000 road fatalities since 2010 Sharlien Tjambari

The death-toll caused by road accidents in Namibia stands at a total of 494 people between the period of 1 January and 3 November this year while the number of injured people in road crashes stands at 4886. This numbers increased compared to last year. Road crashes recorded from 1 January 2018 to 2 December 2018 reveal 3385 crashes, 5431 injuries and 492 fatalities be-tween that recording period. The statistics show an increase yearly. In 2010 there were 539 people who died in road accidents, 492 in 2011, 561 in 2012, 633 in 2013, 676 in 2014, 705 in 2015, 731 in 2016 and 748 in 2017. Road accidents result not only in human pain, suffering and grief but may also lead to loss o f w o r k - p e r f o rmance, loss of property and poverty. According to the West Coast Safety Initiative, an average of 2 people die on the Namibian roads daily, 32% of which are pedestrians. Organisations such as the West Coast Safety Initiative are necessary in our communities to create awareness and change the behaviours of road users. The West Coast Safety Initiative aims at bringing about a reduction in road fatalities, to raise road safety awareness by bringing about a change in driver attitude and

behaviour, and to promote and ensure cooperation between all e m e rg e n c y a n d / o r essential services.

Burglaries plague Swakopmund Isaac Chikosi

House burglaries and robberies are on the rise again in Swakopmund with both the Namibian Police and community policing structures having to pull out all the stops to curb the tide. That includes to increase joint-CCTV camera coverage. One of the areas of concern is the safety of tourists who often fell prey to burglars or robbers who are not interested to protect Namibia’s integrity as a nation where tourists can feel safe. Swakopmund Neighbourhood Watch recently reported on social media of a group of tourists robbed of their cameras, shortly after they arrived at their rented accommodation. Unfortunately, they could not identify or describe the perpetrator’s appearance to facilitate apprehending him/her. According to Country Reports Travel, basic precautions remain the best deterrents against becoming a victim. Most crimes are property motivated crimes where opportunity plays the pivotal role. These crimes include pickpocketing, purse

snatching, vehicle theft and vehicle break-ins. Many residents have been affected by these crimes and want more visibility of police patrol within neighbourhoods. Earlier this year, a spate of house breaking incidents were reported in Strand Street, First Avenue and Fischreiher Street in Swakopmund. In most cases the perpetrators removed glass panels from aluminium windows by simply removing the snap-on frames. Members of the neighbourhood watches encourage residents to report these crimes immediately. “We are trying our utmost best to catch these criminals, but we are severely hampered by the fact that we are not informed of all the break-ins in the area”, they say.

Swakop Uranium signs wage agreement with MUN Sharlien Tjambari

The Swakop Uranium delegated management team and Swakop Uranium Mineworkers Union (MUN) Branch Executive Committee had the signing ceremony of a three-year substantive wage agreement. The agreement, signed on 13 November, is effective as of 1 January 2020 until 31 December 2022.

The negotiations were concluded within 3 days of its commencement and are testimony of the commitment of both parties to foster a greater working relationship between management and employees across Swakop Uranium. It is envisaged that the multi-term agreement, as far as industrial relations are concerned, will create stability as well as enable the parties to focus their energies on the core activities of the company. During the signing of the agreement, both parties were pleased that they have reached a multi-term agreement. The agreement proves that it is possible for both parties to reach an amicable agreement that puts stability and productivity at Swakop Uranium first. Timo Katjiuaende, the Mine Workers Union Swakop Uranium Branch Chairperson said: “It is very important that we look after our workers and that their issues are addressed”. He further said the signing of the above-mentioned agreement was a good achievement thus far. Swakop Uranium recognises and appreciates the commitment shown by the Swakop Uranium MUN Branch Executive Committee throughout the negotiation process and said they fully commit themselves to implement the agreement. Round Table 145 celebrating 50th year It is with great honour and excitement that we announce that that Round Table Swakopmund 145 is celebrating its 50th year of existence, and what a 50 years it has been. Along with 50 years of existence we are celebrating 50 years of serving the community, 50 years of fellow-ship and 50 years of selfimprovement through the medium of Round Table. Swakopmund 145 was officially inaugurated on 10 October 1969. The Chairman at the time was Mike McDonald. Fifty years down the line and the club currently has five members and is Chaired by Hanro Du Plessis. It is by no means an easy feat to survive 50 years as a charity organisation as is evident with the amount of Round Table clubs that was formed and perished over the years across the country. It takes hard work and dedication as can only be found in a true Tabler. Over the years the club has went through plenty of ups and downs, even being on the verge of closing down at a stage. Again, it was purely out of true Tabling spirit that the members stood together, and the club pulled through. We form part of five clubs situated in the Namibian Area and we are the third oldest in the area. The other clubs listed from oldest to newest are; Windhoek 34, Walvis Bay 36, Hochland 154 and Welwitschia 213. The aim of Round Table is servicing the community and assisting people and families in need as best we can. Swakopmund 145's main community project currently is the Winter Knights campaign where we raise money for blankets to hand out to the less fortunate across the country so that nobody suffers on those cold winter nights. Some of our past beneficiaries include Damian Stagner, Laura Meyer and our involvement with the tears of hope project. Arguably one of the club's biggest highlights was when we had the privilege of hosting ARTSA in 2001, when members from Round Table all around the world flocked to Swakopmund to celebrate all that has been achieved by Round Table throughout the years. An official birthday party will be hosted in Round Table Swakopmund 145's honour on 30 November. We call on all previous members and 41'rs of the coastal Round Tables to make contact with our Chairman to come and celebrate this momentous occasion with us. Der Sohn gab ihr Geflüster weiter und im Nu hatte man mich ganz vorne in die Schlange bugsiert und dafür gesorgt, dass man sich um mich kümmerte. Jeder hier schien meine Pein aufrichtig zu fühlen und sie wichtig zu nehmen. Bis zu diesem Moment lag meine Zukunft in den USA. Ich hatte früher die Absicht, nie wiederzukommen. Dieses war der Wendepunkt, der Tag, an mir bewusst wurde, wie besonders die Südafrikaner sind. WIR Südafrikaner! Heimat ist nicht nur, wo das Herz liegt. Wenn Menschen oft Selfies in sozialen Medien posten, macht sie das für andere unsympathisch. Sie werden als unsicher und von sich selbst eingenommen gesehen. Dagegen machen User, die „Posies“ posten, also Fotos, die jemand anderes von ihnen gemacht hat, einen besseren Eindruck. Zu diesem Erebnis kommt eine Studie der Washington State University. „Posie“-Poster sind die Guten. „Selfies sind nicht unbedingt ein Zeichen von Egozentrikern, aber andere könnten uns anhand der Zahl von Selfies, die wir posten, dafür halten. Möglicherweise sehen ‚Posies‘ natürlicher oder realistischer aus oder vielleicht haben Selfies

in der Popkultur eine negative Konno-ta-tion angenommen“, erklärt Studienautor Christopher Barry. Für die Studie hat das Team 119 Studenten befragt. Diese mussten 30 Instagram-Profile bewerten. Es stellte sich heraus, dass Profile, die viele „Posies“ enthalten, sympathisch wirken. Die Befragten hielten solche User für erfolgreich, extrovertiert, selbstbewusst und für gute Freunde. Bei Profilen mit vielen Selfies dagegen war der Effekt das genaue Gegenteil. Vor allem Selfies, bei denen das physische Aussehen im Mittelpunkt steht, wie beispielsweise beim Muskelspiel vor dem Spiegel, rufen eine negative Reaktion hervor. Außerdem sind ältere Selfie-Poster unsympathischer als jüngere.

Erongo Women off to World Golf – Pair Kudus prepare for sevens Competition Rudi Bowe tournaments Women Golfers Lucille Abrahams and Rina Knight from the Rossmund Golf Club in Swakopmund will represent Namibia at the World Golf Pairs competition next week in Algrave, Portugal.

The two women have to compete against women of all major countries in the world and will represent Namibian with pride. The Principal and staff of Swakopmund Christian Academy congratulated Ms Lucille Abrahams, the music and choir teacher at the Academy and her partner Ms Rina Knight and wished them all the best and good success to bring the WORLD CUP to “The Land of The Brave”.

Kudu Rugby Club in Walvis Bay are preparing for a sevens rugby tournament hosted by Wesbank Rugby Club in Malmesbury on 24 and 25 January 2020. The tournament is one of the biggest seven tournaments in the Boland with 50 teams participating. The Boland and WP's top teams will participate with Maties, University of Western Cape and Durbell Rugby Club with big guns from Boland Roses United and Saldanha already confirmed their participation, Kudus Rugby Club's management invite all old and prospective Kudu players for the 2020 season to attend the training sessions that started the past Tuesday and will be until the second week of the New Year. MR24/7 Welwitschia's makes it three out of three

The MR24/7 Coastal Welwitschia's maintains their momentum in the Cricket Premier League 50-over season. Over the past weekend they beat WHS Old Boys by 5 wickets on home ground in Windhoek. MR24/7 Welwitschia’s remain unbeaten with all three their first season games wins. The 50-over Cricket Premier League started on a high note for the Coastal MR24/7 Welwitschia's when they won the defending champions, Wanderers, by 156 runs. Then they beat CCD Tigers with a 45-run in their first two home games at the Sparta Club in Walvis Bay. The Coastal Mr24/7 Welwitschia's will play United tomorrow Saturday (16 November) at the Sparta cricket fields in Walvis Bay.

Namibia Sevens did not qualify for Olympics

The Namibian Sevens Rugby team could not make it for the 2020 Olympic Games in Tokyo. The team came an overall fifth in the Africa Men's Sevens Rugby tournament in Johannesburg, unfortunately not good enough to qualify for the 2020. Namibia got off to a winning start though international tournament. as they beat Tunisia 26-21. In their first Zimbabwe won the bronze medal as they game they lost 35-17 to Uganda and 33-0 beat Madagascar 24-7 in the third place to Kenya. On the second day the play-off. Senegal beat Nigeria 14-12 to Namibians re-grouped to beat Senegal finish seventh, Ghana beat Morocco 33-10 38-19 and thus qualified for the fifth to finish ninth, Tunisia beat the Ivory Coast place play-off, where they comfortably 19-14 to finish 11th and Mauritius beat beat Zambia 28-5. Botswana 31-0 to finish 13th. In the semi-finals on Saturday, Kenya Final ranking at the 2019 Africa Men's beat Madagascar 40-14, while Uganda Sevens: beat Zimbabwe 21-12 in the semi-finals. 1. Coastal Pirates dominate at the NIIHA Championships Rudi Bowe

The highlight on the calendar of Namibian Inline Hockey, the NIIHA Championship, was hosted over the weekend at the Dome Swakopmund. The four best inline hockey clubs in Namibia participated and battled it out in the various age divisions. The ultimate prize was the Theo's Superspar Trophy. Coastal Pirates dominated the championship and won gold in 7 of the 10 age divisions. Coastal Pirates ended the championship with honours, winning the under 12, 14, 16 and 18 as well as the Ladies, Ladies Masters and Open Divisions. The final game in the under 8 division between Kamikaze Red and Coastal Pirates Black ended as a draw (one goal each on the scoreboard). The game went into extra time for another 10 minutes and the draw remained. Play was continued for another 10 min, with Kamikaze Red scoring the pivotal goal and emerging as the champion in under 8 division. Kamikaze took home the championship trophies in the under 8 and seniors divisions, whereas Cazadores had to accept several silver and bronze medals as runners-up.
