Swakopmund man drank petrol and set himself alight - died a horrific death at his own hands The 28-year-old Ian Warrick Fortuin, believed to have been murdered in Swakopmund last week, in actual fact died a horrific death at his own hands. A post mortem examination carried out on Fortuin revealed this dramatic turn of events. Contrary to initial suspicions that he was murdered and his body dumped and set alight at a disused water pump station on the eastern outskirts of Swakopmund, Ian Warrick Fortuin, ingested a mixture of paraffin and petrol and set himself alight. The time ships spent at sea, prior to arriving at Walvis Bay, is taken into consideration though and could realistically reduce this time spent at anchorage. This is according to a statement issued by Namdock earlier this week in which the company also announced that full operations have resumed – provided under strict guidelines and rules to combat the spread of the Coronavirus (Covid-19). The statement reads: “Established ship repair and wholly Namibian-owned company Namdock, strategically located on the west coast of Africa in Walvis Bay, has resumed full operations with effect from Tuesday 5 May 2020. This is in accordance with the inception of stage 2 of Namibia's national Covid-19 lockdown, which has seen the partial easing of restrictive measures thanks to the recent flattening of the very minimal in-country infection curve. This is according to Heritha Nankole Muyoba, Acting CEO of Namdock. “Over the past few weeks we have put strict personal protection and sanitisation measures in place, to ensure that we could safely resume fullcapacity operations when the time came. Our first priority is always the health and wellbeing of our valued staff and clients, and all business operations are conducted according to those priorities,” says Nankole Muyoba. “I am therefore happy to report that our repair and maintenance yard activities are once again fully operational. All facilities and staff members are adhering to the prescribed Covid-19 safety and sanitisation regulations. These include working in shifts and observing strict social distancing, regular temperature readings, handwashing, wearing of face masks, gloves and other prescribed personal protective equipment (PPE),” she explains. In some instances, the two week waiting period may be reduced, taking into account the vessel's time spent at sea after leaving the last port of call. The company has undertaken extensive research into recommended Covid-19 mitigation measures, and is thereby taking every precaution to ensure the safety of its clients, employees, and service providers - as well as the local Walvis Bay community - during this pandemic. “As such, we are following all recommendations and protocols as directed by the Namibian Government; as well as the Namibian Port Authority (Namport). We have to this end also implemented a comprehensive Covid-19 response plan, in accordance with recommendations by the Namibian Ministry of Health and Social Services and the World Health Organisation,” she advises. In addition, the company also adopted a proactive approach to ongoing risk management, and has subsequently continually monitored adherence to the preventative measures put in place, in accordance with global best practice. As a marine engineering and ship repair company, Namdock deals with a variety of local and international clients and is an operation consisting of many moving parts. In order to operate as safely as possible, the company is therefore taking a stringent approach throughout the working day as follows: Social distancing rules will be adhered to at all times and in all areas of operation. All personnel will undergo temperature when checks when arriving at work. All staff are equipped with full Personal Protection Equipment (PPE) such as face masks and gloves at all times. All common areas are regularly sanitised throughout the day. “This is a broad overview of the measures we have in place. Our various work areas each have specific safety and sanitisation guidelines, and we will continuously review our risk assessment and adjust these measures as required,” says Nankole Muyoba. Namdock, which docked vessels within the first day of resuming full operations, anticipates that its shipyard - which includes three floating docks and fully equipped on-site fabrication facilities – will become busier. “This is despite the offshore sector being under pressure due to the currently low oil price; which has been negatively impacted by the drastic reduction in the demand caused by, amongst other Covid-19-related factors, the ban on international air travel,” she points out. “With our Panamax-sized dock, we are fortunately also well-positioned to offer general classification work, and to service bulk container, cargo and fishing vessels. Bus and taxi fares have been increased by 15 percent. Namibian commuters using buses and taxis either long distance or commuting from home to work must expect to absorb this increase until the Covid-19 state of emergency expires or passenger load capacities return to normal (which ever first). The Ministry of Works and Transport and the Road Transportation Board (RTBN) considered various options for the increase as was requested by the Namibia Bus and Taxi Association (NABTA), Namibia Public Passenger Transport Association and Bridge Cross Investment. Tourism industry and restaurants urged to open and start with business Certain restrictions stay in place for now - nevertheless get started! The Ministry of Environment, Forestry and Tourism expressed its resolve this week to ensure the tourism and hospitality sector is part of the Namibian Government’s economic stimulus or rescue plan. This sector has incurred massive revenue losses, mass job losses since Namibia’s Covid-19 lockdown and response kicked into action since mid-March 2020. In a statement the Environment Ministry said this week the ongoing losses suffered by this sector is regrettable and a huge cause of concern. The same statement also urges accommodation establishments, guesthouses, bed and breakfasts, lodges, backpackers, campsites and restaurants to get back to work. Although regulations are yet to publish, the tourism and hospitality sector can get back to work as part of the level 2 restrictions against the spread of the Coronavirus. Restaurants are advised to continue serving take-
away food and beverages and refrain from accommodating seating patrons. The selling and buying of alcohol remains prohibited. The statement also reiterates that gambling houses, casinos and bars that form part of the hospitality sector must remain close. These outlets are considered contact activities and contact traceability cannot be guaranteed should a person that visited these outlets test positive for the new Coronavirus (Covid19). The various Swakopmund open markets in Mondesa opened last week and the Swakopmund Municipality cannot emphasise enough how important hygiene and social distancing are to keep both traders and the public visiting these markets safe from infection from the Coronavirus. While the State of Emergency declared on 17 March 2020 remain in force for a period of 6 months, a directive is in place that gave the informal- and formal markets the green light to trade. During the lockdown, the Swakopmund Council embarked on an exercise to renovate, clean, and disinfect the market. That made the facilities safe for the return of the traders. to move back and utilize the facilities. There are four open markets in Mondesa. As traders were allowed back, requirements and conditions were communicated with them that must be met in order to stay within hygiene requirements to prevent the spread of the Coronavirus. Upon inspecting the markets before the opening last week, the mayor of Swakopmund, Clr Nehemiah Salomon expressed
satisfaction with the work carried out by his municipality. He added the approval obtained from the Ministry of Health and Social Services was re-assuring and it was now important for both traders and the public to stick to the rules and in doing so stay safe from infection. “We cannot relax now. We have to change the ways we do things; we have to adopt a new normal, it is no longer business as usual. Covid19 is an invisible enemy, but it is a good teacher for hygiene and public health”, Salomon explained. Informal Traders at the open markets pay a tariff of N$100 per month. One open market can accommodate 40 traders. The Economic Development Officer of the Swakopmund Municipality, Rauna Shipunda, says there are still trading space available and people are welcome to apply.

The town’s local economy has taken a severe beating as a result and hopes are high that the business climate would improve in June. On the tourism side prospects remain bleak and the local tourism industry’s only lifeline now would be to target locals.

Commonwealth Youth Games to be rescheduled The Commonwealth Games Federation (CGF) Executive Board have decided to explore rescheduling options for the 2021 Commonwealth Youth Games. The seventh Commonwealth Youth Games were scheduled to take place from 1-7 August 2021 after Trinidad and Tobago was awarded the competition by the CGF in June last year. The impact of the pandemic on the global international sporting calendar means that the Tokyo Olympics and Paralympics have now rescheduled to the summer of 2021 during the original dates of the Youth Games. Following positive discussions, the CGF has agreed to consider the best alternative options and timef rames for staging the event in the future, potentially in 2023. The CGF has given the Trinidad and Tobago Commonwealth Games Association (TTCGA) consideration as the first option to host. Honourable Shamfa Cudjoe, Minister of Sport and Youth Affairs in the Government of Trinidad and Tobago has committed to asking the Cabinet to reexamine its position and provide the necessary confirmation regarding the hos-ting of the Commonwealth Youth Games and the related expenditure. CGF President Dame Louise Martin said:“The rescheduling of the Tokyo Olympics and Paralympics
has also changed demands on scheduling and resources for many of our Commonwealth Games Associations (CGAs) and International Federations from 2020 to 2021. COVID-19 has had a devastating impact across the world and everyone's absolute priority is the health and wellbeing of their communities. Our decision has been made in the best interests of athletes, fans and citizens that are to benefit from these transformational Games. We are committed over the coming months to look at future dates and hosting options, to ensure the right decision is taken for the Commonwealth Youth Games, so that the region can continue to play a leading role as part of the Commonwealth Sports Movement.” The Commonwealth Games Federation (CGF) is the organisation that is responsible for the direction and control of the Commonwealth Games, and for delivering on the vision of the Commonwealth Sports Movement: to build peaceful, sustainable and prosperous communities globally by inspiring Commonwealth Athletes to drive the impact and ambition of all Commonwealth Citizens through Sport.

Swakop Striders During the lockdown period, the Swakop Striders held a fundraiser to collect money for Hands of Hope. Runners were challenged to pledge a certain amount or get a sponsor for every kilometer they ran from 27 April to 3 May. On Saturday 2 May runners were encouraged to run a long run, pushing their own limits. Some Swakop Striders opted to cycle to collect funds. Thanks to the overwhelming response the Striders managed to hand over N$20 000 to Nicki Carstens from Hands of Hope.

Emily James ran her first full marathon supported by her two kids (seven and ten years old) on bicycles, who also managed to secure sponsors for the distance they covered. André Ross ran a total of 123km for Hands of Hopeduring the week. The youngest runner participating in the fundraiser was eleven-year-old AdaraGey van Pittus, a Swakop Strider high-jumper. A total of 800km were run and 170km cycled by the participating Striders and friends. The Swakop Striders would like to thank all sponsors who supported our runners and cyclists.
