In the statement the company explained the latest round of retrenchments form part of a restructuring process that already started in 2017 and aims at making the company more cost effective in the volatile and competitive ship repair market. ment of Elgin Brown & Hamer Namibia (EBHN) has confirmed today that the company has entered into a further round of retrenchments, in order to meet market demands, ensure longterm sustainability and further support its drive to be the preferred ship repair partner in West Africa. The first round of retrenchments was initiated in 2017 and affected 19 non-bar-

industry volatility; and by a significant decline in docking activity from the ship repair sector over the past 3 years. These combined factors meant that, in order to ensure its survival, the company had to conduct an extremely stringent operational and strategic review. Consequently, on 18 January 2019, the Board of Directors of EBH Namibia approved a company-wide turnaround strategy, including the retrenchment of 50 employees in total, of whom 49 are from the bargaining unit. In a further step – to ensure compulsory retrenchments are kept to a minimum early retirement and voluntary retrenchment options will also be offered to all EBH Namibia employees. Formal notifications were issued to the Office of the Labour Commissioner, the recognised Mining, Metal, Maritime and Construction Workers Union (MMMC) and company's bargaining unit by Friday, 1 February 2019. In terms of this process, EBH Namibia has worked closely with the Recognised trade union, the MMMC; as well as the EBH Namibia Workers Representative Committee (WRC) and the Namibia Ministry of Labour, Industrial Relations and Employment Creation (specifically the Office of the Labour Commissioner). Negotiations with the union were concluded on Thursday 7 March 2019, and the agreement was signed on 12 March 2019. “Despite the implementation of rigorous cost-cutting and efficiency optimisation measures - as well as a major new ship repair project won in February 2019 - revenue streams remain unpredictable,” states Heritha Nankole Muyoba, Acting CEO of EBH Namibia. “Notwithstanding the unavoidable financial constraints and considerations, we value all our employees. The restructuring process does not constitute a value judgement on anyone's work performance. It is purely a measure to reduce costs and ensure long-term sustainability. However, we remain committed to following due process by complying with all legislative requirements and to ensure that this process is conducted with the requisite levels of professionalism, sensitivity and fairness,” Nankole Muyoba continues.

“Going forward, we are leaner and more efficient than ever before, and will ensure a dedicated and an unwavering focus on delivering top-class, innovative and safe ship repair services, retaining our position as the preferred ship repair partner in West Africa,” she concludes.

Cannabis Arrest: A Swakopmund resident, Johan Oosthuisen (24) was arrested at his home in Topaas Street in Vineta on Monday for the cultivation of cannabis. A cannabis plant weighing 120 grams was found in his possession, valued at N$1 200. It brings to four now the number of coastal residents arrested in recent days for the cultivation of cannabis, possession of cannabis and cannabis oil.

Renewable Energy Continued from page 1 At the official opening of a two-day Conference of the Association of Electrical Distribution Undertakings (AEDU/AEMU) at Swakopmund this week, Namibia's Deputy Minister of Mines and Energy, Kornelia Shilunga, said the conference is a platform to bring all stakeholders up to date with the country's needs and wants in terms of an energy future. Shilunga added Namibia is a land of abundance in sunshine and wind and existing technologies make it reachable and affordable to install solar- and wind generating capacity as well as electricity storage capacity. Shilunga expressed her resolve that Namibia can become energy selfsufficient and even a net exporter of electricity with renewable energy as the backbone of the country's generating capacity. This goal in fact forms part of the Harambee Prosperity Plan as well as the country's Vision 2030 development goal. Shilunga also used the occasion of the Conference to reiterate Government's resolve to reach its goal of 50 % rural electrification goals set for 2020 as well as 100 % electrification rate for all Namibian schools. The Conference was attended by Namibian and South African local authority councillors; a delegation of the Namibian Electricity Control Board, NamPower and various Electricity Distribution Companies including Erongo RED.

current projects conclude the black top road will stretch up to Kamanjab in the Kunene Region. The road between Kamanjab and Ruacana is already a black top surface road. Also, part of the delegation that carried out the inspection was the Roads Authority's Chief Executive Officer, Conrad Lutombi, who during a media briefing after the site visits explained the Swakopmund-Henties Bay road project, which is now in its first phase, will link Swakopmund and Uis via Henties Bay with an upgraded black top road. The next phase would be the upgrade of the road to blacktop standard from Uis to Kamanjab in the Kunene Region. The total length of road targeted by this project is 402km. The stretch of road targeted by the project between Swakopmund and Uis is 186km long. Phase A is Swakopmund-Henties Bay and is constructed by an Aurecon/Bicon Joint Venture. The contractor for Section A is Roads Contractor Company (RCC). Phase B (Henties Bay to Uis's contractor has not been appointed yet. For the Uis to Kamanjab via Khorixas road (two construction phases) consultants have been appointed. Road contractors have not yet been appointed. “The design for the whole road (from Swakopmund to Kamanjab) has been completed. The construction of the three sections will only commence when funds become available”, further explained Lutombi. Road construction already commenced in January 2016. The completion of the existing construction projects currently in progress are expected to be completed by October 2020. Commenting on this project, the Governor of Erongo Clr. Cleophas Mutjavikua said: “This road will help us a lot when we move our goods. Erongo is an economic hub and this road will ease road congestion. We are very happy that there is good progress in the road construction”. The roads will link the Trans Kalahari-, Trans Kunene- and Trans Zambezi transport corridors. The Swakopmund - Walvis Bay road project is also in its first phase of construction and is to become a dual carriageway freeway. “The freeway will improve road safety and promote economic development. The project contributes to NDP-5, Desired Outcome 6, of developing Namibia as a logistics hub for the SADC region. The project is also included in Harambee Prosperity Plan”, adds Lutombi. Phase one starts from TR 2/2 up to Farm 58. According to Lutombi, the phase comprises of the construction of 30km dual carriageway freeway, including two interchange bridges (on MR52 and TR 2/2) and two bridges over the Swakop River. The consultant for this project is VKE Namibia and the Contractor is UNIK and Thohi, a Namibian owned company. These two contractors have entered into a Joint Venture. The project is upgrading the road to Freeway Standards also known as Dual Carriageway. Also funded by the Namibian Government, this project is expected to be complete by 31 March 2020. Phase one of this project has also reached a 60% completion where 24.1 KM of surface road on the southern bound carriageway had been opened to traffic. Cats trapped, neutered and returned as part of cat management on fish factory premises Floris Steenkamp

When you enter any fish processing facility in Walvis Bay, be sure that everyone and everything on that particular premises is subjected to some or other system or cycle of management. Whether you are an employee, a visitor, a feral cat living on the premises or whether it is an asset like a processing machine or a fishing vessel – some or other management system keeps track. And yes, you read correctly – feral cats. Several fish factories at Walvis Bay have joined a voluntary Trap-NeuterReturn (TNR) program whereby feral cats living on fish factory premises are captured, neutered at a local vet and then returned to the premises to do what cats do best – hunting mice and rats. The program is an initiative by the Have-AHeart Foundation which distinguished itself across Namibia as a leading voice for responsible domestic animal ownership and care. From neutering programs in townships to this latest initiative to control cat populations on industrial premises without having to kill the animals in order to keep numbers under control. “Killing cats is Ineffective. There are feral cats all over Walvis Bay. Because of the availability of food, they are attracted to the fish factories. Many of these cats and their kittens end up at the local S.P.C.A.”, explained a spokesperson for the Have-AHeart Foundation in

Walvis Bay this week. Adding, the SPCA does not have the capacity nor the financial means to look after all these cats. To reintegrate cats to new families is difficult and in the case of feral cats it poses even more of a challenge. “Killing cats to eradicate them as a nuisance animal has proven to be ineffective. If cats are removed from a site, this creates a “vacuum” effect: other cats will take their place and start reproducing. The cycle starts again. Killing cats is also cruel and inhumane and thus cannot be justified towards an animal-loving public. In addition to that the animal protection act prohibits killing animals in inhumane ways”, it was further explained. In the case of trapping the cats, have the cats neutered at a local vet and returning them to their home at the factory has a positive spinoff. The cat would continue to fend the premises as its territory and no cats from outside come in to join the family on the premises. “Trap-Neuter-Return is a method of capturing, sterilising and then returning the cats back to where they have been captured. If the

animal is badly injured or sick, it is humanely euthanized. The National Council of SPCA's says: “The most effective and humane method is to reduce the numbers and control future breeding by trapping, sterilising and returning a stable group to the site, able to defend its territory against other cats.” And the Humane Society says: “These programs have shown evidence of stabilizing cat numbers that eventually dwindle to zero as the cats naturally pass away.” Neutering or spaying will reduce the cat population in the long-term. As the cats stay in the area, they prevent new cats from moving in. If a new cat does move in, it will also be sterilized. Trap-Neuter-Release therefore creates a healthy cat population which will slowly decrease. In Swakopmund a huge feral cat colony of 250 animals has been reduced to about 50 within a couple of years. neuters, de-worms and inoculates dogs and cats of the poor community. Have A Heart Namibia is registered under non – profit number 21/2014/0378. we do cooperate with Walvis Bay SPCA. The Procedure and Costs: We would love to discuss the procedure and the cost involved in a personal meeting with you. It depends on how many cats you have on your premises and who can do the trapping. We closely cooperate with Southern Cross Vet Clinic. They have certain dates on which the operations can be done. Appointments must be made beforehand. They only charge the absolute minimum for helping Have-A-Heart. This is the procedure:

· We provide trap cages with which the cats can be caught without hurting them. · We make an appointment with the vet on a Monday, Wednesday or Friday (these are the only days when they do operations). · On the evening before the vet appointment (Sunday, Tuesday or Thursday) the trap can be positioned in a safe and quiet place where the public has no access. · The trap is reliably controlled in the morning (Monday, Wednesday or Friday) latest at 7 am. The trapped cats are taken directly to the vet. They

must be at the vet at 7.30 am. The cats can be picked up from the vet at about 2 pm on the same day. In the evening after the operation the cats are released back to where they come from. The cats must be fully awake before being released. The area where they are released must be safe and must offer space to hide. Poachers leave vehicle behind in police chase

Isaac Chikosi A group of poachers know it is only a matter of time before the Police knocks on the door, after they abandoned a register vehicle earlier this week in the process of fleeing from the law during a poaching incident. In fact, the Police call upon these suspects to hand themselves over at the nearest police station to prevent the waste of time and resources.

Police are still searching for suspects who on 9 March (on Saturday) at around 17:00 were spotted poaching in the Namib Naukluft Park. According to Chief Inspector Daniel Gurirab, “A team comprising of members from the Ministry of Environment and Tourism; and Namibian Police reservists came across the suspects as they were skinning oryx. The spot where the skinning was done is in the Namib Naukluft Park”, explained Gurirab. It is further alleged that when the suspects saw the law enforcement members, “they sped off in their vehicle and were chased down until their vehicle got stuck in the river sand.” The suspects aban-

International Explosives Conference Isaac Chikosi opens in Swakopmund

The Governor of the Erongo region, Clr Cleophas Mutjavikua, welcomed participants of several countries to the 19th International Conference of Chief Inspectors of Explosives and the 25th Explosives Propellants and Pyrotechnics working group at Strand Hotel in Swakopmund yesterday. The opening was the first of a week-long conference attended by Chief Inspectors of the Namibian Police Force from duty stations across the country, as well as the commander in chief, the Inspector General of the Namibian Police Force Lt Gen Sebastian Haitota Ndeitunga and Major General (ret) Charles Namoloh, the Minister of Safety and Security. Industry experts and regulators from the various countries represented will share experiences and latest techniques on the handling of explosives within the mining and civil construction sectors. Addressing delegates in the beginning phase of the deliberations was Ken Price, an expert in risk management and dangerous goods Safety. According to Price, this is different from discussing occupational safety, as the issue of explosives concerns broader public safety.

The conference is crucial to bridge any possible form of information gaps and to revisit and develop new strategies and ideas to perpetuate the improvement worldwide in the safe handling, use and deactivation of explosives. Delegates have the opportunity to learn from one another’s experience and studies and to revisit the robust discipline in explosives behaviour and the safety aspects in the testing, production, handling, storage and transport of explosives; also, to ensure growing safety and security benefits to the public and industry, by promoting best practices in the field of explosives regulation; and increasing knowledge of working practices, technical developments and incidents in the explosives industry. Gänsehaus pur, und im Publikum machten sich Kommentare wie “Weltklasse” und “Europatournee ruft” breit. Der einfühlsame Gesang, gepaart mit schmiegsamen Körperbewegungen, wirkte wie eine Meditation. Ein schöner Nachmittag an festlich dekorierten Tischen bei Kaffee oder Wein!

Cafè Lido Über den Bericht des Cafè Lido und Peter’s Steakhouse, wo sich jetzt Zebra Crossing befindet, habe ich mich sehr gefreut, liebe Susann. Geiger and Coetzee top NBAA Awards Jürgen Geiger and Johan Coetzee were the top achievers of the 2018/2019 Namibia Bass Angling Association's (NBAA) season. The two were recognised for their achievements at a prize giving ceremony held in Windhoek over the weekend.

The 2018 Bank Windhoek National Tournament Trail Angler of the Year, Geiger said: “It is a privilege to claim this trophy for the second time after being a member of the NBAA for the past 15 years. It is also terrific to see how the standard of the sport has grown over the years. A huge word of appreciation goes to Bank Windhoek for making this possible. The Bank's contribution allows us to practice and enhance our skills as professional Namibian anglers,” said Geiger. Johan Coetzee scooped the Bank Windhoek National Championship Award, followed by André van Vuuren and Thinus Williams who took the second and third spots respectively. Nic Kruger walked away with the Most Improved Bass Angler of the Year Award. “Kruger had a great year ending up in the top positions for all competitions. He is improving at a rapid pace and will be a force to be reckoned with in the future,” said NBAA's Chairman, Richard Grant. The 2018 Bank Windhoek National Tournament Trail was significant for the NBAA. The season saw the Weigh master and tournament director handling 546 bass weighing in at over 420kg. The average weight per fish stood at 770 grams. Max Pieper won the Biggest Bag of the Five Fish Award for the year which totalled 7.251 kilograms (kg). The Second Heaviest Bag for 2018 Award at 6.762kg went to Coetzee. He also won the Heaviest Bass Award of 2018, which stood at 3.660kg, followed by Max Pieper, with a bass of 3.462kg. Collette Carstens was awarded as the Most Valuable Executive Committee member for her dedication to the NBAA over many years. Grant thanked the team who represented Namibia at the Region V and World Black Bass Championship tournaments. “We did not perform as expected but you kept your heads high and fought until the end,” he said. Bank Windhoek has been the main sponsor of NBAA for the past seven years. “Working with such an amazing team as Bank Windhoek has been an absolute pleasure. The Bank has once again committed to sponsoring the 2019 Bank Windhoek National Tournament Trail. The sponsorship will be mainly utilised to host our tournaments,” concluded Grant. During 2018, the NBAA stocked Namibian bass venues with imported fingerlings for the first time in 18 years. Fresh genes were introduced to strengthen the existing pool. “Such success stories make us proud to be associated with the NBAA who make sure that our fish are also preserved for generations to come. We wish them another successful season and congratulations to all the anglers for a job well done,” said Bank Windhoek's Coordinator of Sponsorships and Events, Suzette January. Next on the NBAA's calendar is the first contest of the 2019 Bank Windhoek Tournament Trail, scheduled to take place at the Von Bach Dam on the Saturday, 30 March 2019. Prior to the start of the new season, the NBAA will host its first junior development event of the year in collaboration with Scouts of Namibia at the Von Bach Dam on Saturday, 16 March 2019. The NBAA is looking forward to staging its first junior event in a number of years due to the crippling drought.

Coastal rally drivers geared up

Walvis Bay Motor Club and coastal drivers are geared for the 7th Swakopmund Rally and round two of the Namibian Rally Championship at the coastal town of Swakopmund. The V-Power Swakop Rally with a total distance of 201.74 kilometers will start tomorrow, 16 March at 10:00 from Ocean View Shell Service Station and will end roundabout 16:02 at the parking lot of the Paintball Centre at the coastal town. The first Swakopmund rally was held every year from 2010 with the exception of 2012, 2015 and 2018. Allan Martin and navigator Maretha Olivier with their Volkswagen Polo S2000 are the defending champions as they won in 2017 and 2016 respectively. They ended third in 2014 and second in 2013. With the tyres barely cooled down from the Circuit Racing Championship last weekend in Windhoek the team is geared up for this weekend's Swakopmund rally, which will possibly see Allan piloting his ever popular VW Polo S2000 for the last time as he has acquired an exciting new car. Allan who came second overall at the first round of the Namibian Rally Championship

in Gobabis early in the year is geared up for the second round and would like to make use of home advantage to make it a hat-trick at the Swakopmund rally. Zachary who ended third overall in Gobabis will be as determined as ever to take another class win in his trusty S1600 Golf MK1 and with being on home soil he will give it his all. Gregory Swartz has been elected at as the new Chairman of Kudus Rugby Club at the clubs AGM in Narraville Walvis Bay. The newly elected chairman thanked members of the club for their confidence in him and said it will be an honour to lead the top club with the largest support base at the coast. He added that he is well aware of the challenges ahead. The outgoing chairman Allister Carolissen said that it was an honor for him to lead Kudu Rugby Club for 2018. He thanked the players, management and supporters for the trust bestowed on him. Carolissen said “To the players I want to say that you are the assets of our club. The success of the club 90% depends on your actions and dedication. Stay focused and give everything to get in shape for the upcoming season and show your support to the Management”. “On the pitch we had a reasonable satisfying year with both our teams performing very well in 80% of all our matches. Apart from the matches against Unam and Western Suburbs we were very competitive in all our other matches and we were the only side that could beat the 2018 finalists, United and Wanderers, home and away.
