Floris Steenkamp The municipality of Walvis Bay suspended repair work to an existing road along the beach front at Langstrand Extension 2 on Wednesday, after residents threatened to approach the High Court of Namibia for an interdict to stop what they incorrectly assumed as “the construction of a beachfront road and parking areas along the Long Beach residential area”. This “construction of a beach front road” turned out to be nothing more than a municipal team of the local authority’s roads department restoring the road in order for technical teams to reach the sewer line and sewer pump stations on the beach front. It needs urgent re-

pair and maintenance work. If the work is not conducted soon, segments of Langstrand will encounter sewer problems. “Sewer, Water, Waste and Environmental Management merely requested Roads and Building Control to grade the road so that they can access the area to conduct repairs and maintenance work to

the sewer line and pump stations. Instead, residents interpreted the grading work and a water truck spraying the road’s surface as the start of the construction of a beach access road and parking areas Council resolved some years ago to undertake”, explained an official familiar with the saga. Bird Flu Outbreak Continued from page 1 moment, there is a risk it could spread to the mainland where it could have devastated effects on both wild- and domestic birdlife. Bird flu can wipe out entire bird colonies and is known to have collapsed industries like poultry industries in Asian countries. The Ministry of Fisheries and Marine Resources also this week issued a media release stating it would take all necessary measures to contain and prevent the further spread of the Avian Influenza (H5N8) at Halifax Island. The Central Veterinary Laboratory collected samples from penguin carcasses and it tested positive for this Avian Influenza Type H5N8 (bird flu) virus. This type of virus occurs in nature among wild aquatic birds worldwide. However, it can infect poultry and other domestic birds as well as certain animal species. The ministry did not elaborate what animal species, but there is widespread concern that should the avian flu spread risks are high for both the agriculture industry as well as for Namibian wildlife species. When wild aquatic birds are infected with Avian Influenza type A, it infects their intestines and respiratory tract, but they usually do not get sick. This type of virus is highly contagious among birds and some strains of these viruses can sicken or even kill certain domesticated bird species like chickens, ducks and turkeys. Infected birds spread the virus through saliva, nasal secretions and faeces. Healthy birds can contract the virus by merely sharing the same nesting or roosting surfaces with contaminated birds. Contaminated birds can spread the virus to healthy birds they get in contact with or where surfaces from infected birds also pose a risk to infection of other bird species. The Agriculture Ministry confirmed officials will conduct regular site visits to the island to collect and incinerate birds killed by the virus. Contaminated live birds will be isolated from the rest of the colony and as large as possible surfaces will be disinfected by a mixture of salt and chemicals. Bird flu cannot survive in brine (high salt content) conditions. The first dead birds on Halifax Island were discovered between late December 2018 and early January this year. The Ministry further reports an estimated 250 penguins have died, representing 10 percent of the colony strength of Halifax. Note: Halifax Island is situated roughly 10 km from Lüderitz near Diaz Point, about 100 m off the mainland. It is the third most important breeding site for African Penguins and is home to about 2 500 penguins that contribute to the entire Namibian population of about 26 000 penguins. Other seabirds breeding on Halifax Island include Crowned Cormorants, Swift Terns and Hartlaub's Gulls.”

Drop in cases reported

The number of criminal cases reported to the Namibian Police in December at Walvis Bay (excluding Narraville, Kuisebmond and Dolphin bay station) dropped with 35 % compared to December 2017. In December 2017 a total of 178 cases were reported at the Walvis Bay police station and in December 2018 this dropped to 116 cases, the Acting Station Commander of the Walvis Bay Police, Inspector Ruben Shapumba, said during a meeting with community policing structures on Wednesday night. The drastic drop is attributed to several factors including stepped up efforts by members of the Namibian Police and Police Reservists to prevent crime, the various neighbourhood watch groups active in the area and the Namibian Defence Force that deployed soldiers with the Namibian Police over the festive period during the countrywide anti-crime action, Operation Hornkranz. Inspector Shapumba during the meeting thanked the various formations for their efforts over the festive period and said positive results were reaped. He urged all formations to maintain the momentum and to overcome challenges through innovation. Inspector Shapumba urged residents and businesspeople of the harbour town to get involved in local neighbourhood watch formations. There are various avenues to get involved: it could be from a small monthly money contribution to cover operational expenses because neighbourhood watch groups fund their operations from their own pockets or by getting involved in patrolling or donate equipment that can be put to use during patrols. During feedback the various neighbourhood watch groups urged residents to get involved. The more people taking part in the activities of neighbourhood watch groups, the lesser a burden it would be on active members. Residents were also urged to make their homes safe. Burglar bars, security doors, alarm systems, motion detecting security equipment like beams and outdoor lights are essential to improve home security. Aluminium windows were singled out as the biggest problem. Aluminium window glass is kept in position by snap-on frames. Burglars can remove it in seconds without effort or noise. Owners and residents of homes with Aluminium windows are urged to fit burglar bars to all windows and not only openers. Residents were also urged not to create opportunities for burglaries and theft. Don't leave vehicle outside at night and never leave any valuables in a vehicle, as criminals never stop snooping around. Even empty bags or a pair of cheap sunglasses can cause a burglar to target your car and in doing so cause expensive damage. In his address to the audience, the commander of the criminal investigation department, Detective Inspector Ambabi urged residents to be vigilant against fraud. Fraudsters are targeting their victims through newspaper classifieds, cell phone messages and social media offering vehicles and other items for sale, only to steal the unsuspecting victim's money and never delivering the items pretended to be up for sale. The same goes for people who place advertisements in the newspaper putting items up for sale. In many instance criminals would contact you pretending to be interested, but that interest only go as far as plans to steal your money.

Early morning outings to the Walvis Bay lagoon never fail to deliver special moments. Whether it is the beautiful scenery, to marvel at the various species of birds and occasionally comical moments when man and animal cross ways. On Wednesday Mr Potch Alchin wanted to take a boat out of the water on the slipway at the angling club. He was approached by this giant seal which was obviously looking for someone to toss him a fish. The mullet fishermen usually throw them fish and the seal reckoned it was meal time. When Mr Alchin wanted to bring the boat trailer down the slipway to the water, the seal waggled onto the slipway and went to sit down right behind the trailer. Mr Alchin was left no other option than to wait for the seal to realise its luck was out for a fish and that going back into the water to hunt for its own meal was the best option under circumstances.

United States DEA provides drug enforcement training to Nampol Windhoek – The U.S. Embassy Regional Security Office and U.S. Drug Enforcement Administration (DEA) recently offered a workshop to the Namibian Police Force-Drug Enforcement Division which included a regional overview and a discussion of drug trafficking trends. The DEA also provided drug testing kits to the Drug Enforcement Division. The workshop was attended by 28 Drug Enforcement Division officers who travelled from around the country to join the informative briefing. The discussion covered the DEA mission, strategic objectives, priority threats, as well as an overview of current and emerging drug trafficking trends. This interaction between the DEA and Drug Enforcement Division has opened the door to future collaborative efforts toward mutual goals. “Drug trafficking is an area of shared interests between the U.S. and Namibian governments. The U.S. Embassy in Namibia remains supportive of the Namibian Government's efforts to curb illegal drugs and looks for every opportunity to support these efforts,” said Denis O'Sullivan, U.S. Embassy Regional Security Officer.

Early Childhood Development begins here and now Isaac Chikosi

Early Childhood Development has been a topic of much discussion over the years. However, a little more scrutiny is necessary at a localised scale. When considering early childhood development in Swakopmund, the state of our Day Care Centres is a great starting point. According to the Ministry of Gender and Child Welfare, there are about 90 registered day-care centres in Swakopmund alone. It is evident that the formative years of our children are indeed the most important as they shape tomorrow's citizens. But what is it that really makes the difference? According to Dr David Harrison, “The answer doesn't only lie in realigning public expenditure, but in growing the simple building blocks of food, love, security and stimulation.” This means that parental involvement is not only beneficial but also an integral ingredient. A well-known educator who resides in Swakopmund had this to say, “A child who is not well looked after and developed in his first years of life, is more than likely a future failure. Nothing will fix that problem – not all the extra lessons or lastminute high school initiatives will save that child. This is a simple truth that parents need to recognise if they have hopes and plans for their children. The responsibility is on their shoulders completely.” According to her, “the prime educator is always the parent, not the teachers.”

In a day and age where more responsibility is placed on teachers and educators, the focus is often lost, and parents are left out of the equation. According to a UNICEF report, 87% of children aged 0 – 4 do not attend integrated Early Childhood Development programmes with 14% of the population being accounted for by children under the age of 5. In addition, the report further states, “Evidence shows that regions with the lowest coverage of early childhood development (ECD) services, such as Kunene, Kavango and Omaheke region, are not only the poorest performers in standardised achievement tests but also have the most over-aged learners in the school system, the highest dropout rates and the highest poverty rates. Kindergartens such as Little House of Hope and Smiley Kids are both situated in Mondesa and cater to kids from different walks of life. These centres provide meals for their learners. These meals include snacks, fruit and juice with others offering cooked meals as well. However, not all kindergartens can offer complete care. “Accordingly, Integrated ECD services are extremely limited in Namibia, especially in rural areas. Where they do exist, they are usually centre based and run primarily by the community or private individuals with little or no government funding and weak links, if any,

with education, health and nutrition programmes.” This is the case in some areas of Mondesa and the informal DRC settlement where individuals take on the task of handling Namibia's next generation. Whether driven by passion for children or the tough economic climate, numerous Day care centres have emerged across the town. Space and ablution facilities stick out as a major issue, with some of the kids attending these centres coming from financially disadvantaged homes, sometimes on an empty stomach. In addition, in some cases the care givers are limited to one dialect having little or no qualification at all which results in a flimsy program that

simply keeps the kids busy with no real effort to teach skills necessary at this phase. In retrospect, when sending your child to a Day Care centre, there are a few things to consider. For kindergartens or Day Care centres operating in households, dangers can be anywhere. From medicines that can be accidentally consumed, water holes, household chemicals and more. Children need more than just to be kept busy. They need love, stimulation and constructive play. Sadly, many learning problems and issues are noticed much later in the child's academic career when they could have been dealt with earlier.

Drilling rig here by 26 February The drilling platform SKD Jaya is expected to arrive off Walvis Bay by 26 February for a two month stay for repairs and maintenance. The platform is transported aboard a heavy lift vessel and will be offloaded in the bay area and then brought alongside in the port of Walvis Bay for repairs and maintenance. The platform will later be moved back into the bay again where more work will be carried out.

Fugitives on the run

Public's Assistance Needed to Locate these escapees: Four trial awaiting prisoners have escaped from custody at the Swakopmund main police station yesterday afternoon (Monday 11 February 2019) between 14:00 and 14:45. A manhunt is on for the escapees whom are all trial awaiting murderers. The public's urgent assistance is needed to trace the escapees and to get them back behind bars. (24) are the suspects in the murder of the elder couple Strzelecki in Swakopmund in August 2017 (case number CR 04/08/2017). The other escapees are Matias Nujoma (25) and Ngenokesho Stefanus (23). They too face murder charges for a murder committed at Walvis Bay in March 2016. The escapees are all from Northern Namibia but suspicions are they are currently in Khomas Region. Mahindra launches at the coast today Thanks to a joint venture by two established names in the Namibian vehicle trade, Spes Bona Motors and Crossroads Car Sales, this fastest growing auto brand in Namibia is launched on our doorstep in Swakopmund today. In an interview yesterday Mr. Pieter Senekal (Spes Bona Group of Companies) and Mr Basie Oosthuizen (Crossroads Car Sales) shared their excitement over the joint venture. Father Erastus Kapena Shimbome of Oblate of Mary Immaculate (OMI) will celebrate his 25 years Jubilee in the Religious Life on Sunday, 17 February at Stella Maris Roman Catholic Parish in Walvis Bay. Fr Kapena the Catholic Dean of the Erongo Region and the Parish Priest of the three Roman Catholic Parishes in Walvis Bay hails from Oshikuku Constituency and did attend his secondary school at David Sheehama Secondary School in Omusati region and is been a priest for 25 years. Fr Kapena was recently appointed provincial of the Missionary Oblates of Mary Immaculate in

Namibia (OMI) at an official installation ceremony that took place at Dobra outside Windhoek on Saturday, 9 February. Fr Kapena will soon move to Dobra to take up his new assignment. Vanderful/Seeds of Hope across Africa working and to teach We care for our environment! them the significance of Learning Right Kiddies Centre We at Learning Right Kiddies Centre in Swakopmund held our annual beach clean-up on Saturday, 26 January 2019. A total number of 64 pre-primary children playfully gathered litter along the popular stretch of the beach between Vineta and the Mole, assisted by their parents and teachers. The annual beach clean-up is part of the school's early childhood awareness on littering and pollution. Some of the children who participated were as young as 2 years of age. We believe that children will not only develop responsible behaviour of cleaning up the beach but also acquire the sense of not littering at all, towards ensuring a sustained future of our coast. The opportunity also provided playful bonding of children with their parents and expanding the knowledge base through discussing answers and tricky questions asked by the children, regarding life in the sea and the inter-tidal area. The children were thereafter spoiled with more playful time in portable kiddy pools and jumping castles. Parents had an opportunity to socialize around barbeque stands, while preparing lunch in the Namibian way, by enjoying a succulent braaied meal. We urge other schools to follow suit and together we can make a difference. We would like to thank Oshana Water for their support.

Combining their passion for surfing and drama, Vikki Farrell and Francesco Gigli, whom both have been teaching at The Walvis Bay International school for the past two years, plan to do an epic journey up the west coast of Africa implementing workshops based on surfing and drama for school children as they go. They firmly believe that this is the perfect combination to open a whole new realm of learning to youngsters. The workshops will highlight the benefits of drama for developing self-esteem, confidence and self-expression. Surfing is Francesco's passion and he will share his love of surfing and to

help establish surf tourism-focussed business opportunities, in the communities they visit. The destination and countries have been chosen for the quality of their waves and for the

presence of unprivileged communities in the area. A unique part of his surfing workshop is that the kids will learn how to make their own wooden surfboards. This is to introduce kids to wood-

using sustainable and environmentally friendly and natural resources. They will travel in their 25-year-old refurbished (still under construction by Francesco) VW camper van to 14 countries along the west coast of Africa, eventually making their way to Europe. Their project is called 'Vanderful' which is supported by the 'Seeds of Hope' volunteer organisation. “If after we leave, we have planted only one seed, perhaps by a teacher who was inspired to continue with a drama initiative, we will be happy!” says Vikki. While they are preparing for their trip, Vikki and Francesco will be offering the same programme in Swakopmund for children from 10 to 18 years of age at the GreenHouse Study Centre.
