Jandré Dippenaar, who stands accused of having killed six people in a horrific motor vehicle collision on 29 December 2014, has not made any attempt to apologise to any of the victims' family members, who have all been present in the Swakopmund Regional Court throughout the trial so far. “It's almost three years since I lost my family and he (Dippenaar) never said sorry to me to this day. Even if he is not guilty, all he could do was say sorry”, said Antonia Joschko in an exclusive interview with namib times. Joschko was 16 when she lost her father Markus Walter Helmut Joschko, mother Stephanie Schermuck-Joschko and her sister Alexandra Marlene Joschko in a head-on collision on the Henties Bay road between their vehicle and a vehicle with Dippenaar at the wheel. The family members of the other victims share the same sentiment. “He sits a few meters from us when the trial is on. When the court takes a break, he could just talk to us and say sorry. It would mean so much to us”, said one bereaved parent. The accident took place on 29 December 2014. Dippenaar is accused of having driven a white Toyota FJ Cruiser towards Henties Bay, when he allegedly overtook a vehicle at a blind rise and lost control over the car, crashing head-on into a

white Ford Ranger Double Cab pick-up in which the Joschko's were travelling. The FJ Cruiser burnt out completely. The people that died in Dippenaar's vehicle are JC Horn, Dinah Pretorius and Charlene Schoombee. The sole survivor of the Ford Ranger was Alexandra Joschko. She and her family were on holiday at the time in Namibia. Joschko, like the family members of the other victims, have made a point to be present during every court appearance of Dippenaar. That required traveling from Germany where the now 19year old Joschko lives with her Godmother in Berlin. “After the accident I underwent therapy and after my injuries healed I immediately went back to school”, she explained to namib times. Currently she is doing an internship at a hospital in Berlin. Her dream: “I wish to study medicine and leave my mark in the world and help people.” Looking back on the accident that wiped out her family, she says that she received huge support, Continues on page 2

The death of Mrs Maria Engelbrecht at the age of 80 occurred in Walvis Bay on Wednesday. Engelbrecht was seen as the founder of Walvis Bay’s ship chandling industry. Engelbrecht arrived in Walvis Bay’s as a young girl of 18 in 1955. She was the founder of the first ship chandlers and also Portuguese market garden and Portuguese liquor wholesalers. Swakopmund wants to be asbestos-free Erwin Leuschner The Swakopmund Town Council has taken the decision to remove all asbestos from buildings and structures. Council intends to make N$250 000 available for the 2018/19 operational budget for the sole purpose of identifying asbestos “hot spots” in the holiday town and the removal thereof. The decision to make Swakopmund asbestos-free was taken at the last council meeting for 2017 held at the end of November. In the

minutes it states although many products manufactured nowadays do not contain asbestos, it is still likely to find asbestos containing materials in older

building structures. Asbestos has been classified as a cancer- and lung disease producing agent. It was a popular insulator and has been used for construction

purposes, especially as a roofing material. Improper handling, removal or renovations of structures containing asbestos may give rise to the release of very fine fibers which can remain airborne for a lengthy period. Once these fibers are inhaled they can remain in the body for many years, increasing the

risk of developing cancers: cancer of the lung tissue and mesothelioma, a cancer of the thin membrane that surrounds the lung and other internal organs. “Normally, it is expected that residents have to consult an approved inspection authority (AIA) to confirm the presence of asbestos and once confirmed to

arrange for the safe removal, storage and transportation of asbestos material from their properties”, it states in the minutes; and: “The added cost involved is mostly high and unexpected for residents and they may be tempted to do alterations or renovations

Magistrate admits cocaine dealing is a growing problem at coastal towns Makes this remark at An alleged drug dealer, who was arrested in July in Swakopmund after he was allegedly found to be in possession of 15.3-kilogram cannabis, was granted bail to the tune of N$15 000. The state opposed bail when the bail matter was heard in the Swakopmund magistrates court. Joseph Hoa-Khaob (37) was arrested on 7 July at his home in Swakopmund. The police carried out an extensive anti-drug operation during that time and arrested him for being in possession of 72 parcels of cannabis, valued at N$153 300. After spending more than three months in custody, the suspect brought a formal bail application – and succeeded. During the bail application state prosecutor Dalon Quickfall opposed bail on two grounds: he argued it would not be in the best interest of the public as the offense is serious and that the state has a strong case against the accused. The state also called three witnesses, whilst the applicant testified on his own behalf. In her judgement Magistrate Conchita Olivier said “the State is of the opinion that the dealing in drugs such as cocaine has become a real problem in Namibia, especially in coastal towns such as Walvis Bay, Swakopmund and Henties Bay.” “Also, due to the serious health hazards the public would

She continued: “the very same public members must also understand what the purpose and functions of bail are – if the accused are indeed guilty, he will be punished in accordance with the gravity of the offence but bail can't be used as a form of pre-punishment.” She came to the conclusion that the accused is a good candidate for bail with strict conditions attached to it. She therefore granted bail to the tune of N$15 000. The matter was thereafter postponed to 1 February 2018 for further police investigation.

While considering the above, Council decided to take drastic measures to minimize the availability of asbestos in the holiday town. These measures include the formulation of a policy that aims to ban the import of any materials with traces of asbestos. Furthermore, council decided to budget an amount of N$250 000 in the 2018/19 operational budget for the “mapping of the town for the purpose of identifying asbestos 'hot spots' and the removal thereof.” Council intends to invite bids from suitable qualified and occupational hygienists to enter into a two years agreement to collect and analyse samples and oversee the removal, storage and transportation of asbestos waste to the Hazardous Waste Landfill Site in Walvis Bay. Walvis Bay's landfill has a hazardous storage area which include the safe and environmental accountable disposal of asbestos. The municipality intends to hold public meetings to sensitize the community regarding the health hazard posed by airborne asbestos fibers released from asbestos-containing building materials like roof sheets.

Earlier this year, Dr Japie van Zyl had several skype presentations with learners from schools in Walvis Bay. NASA's Jet Propulsion Laboratory. Previously, he was the Associate Director of Project Formulation and Strategy. Formerly, he was the Director of JPL's Astronomy and Physics Directorate. Van Zyl received an honors bachelor's degree cum laude in electronics engineering from the University of Stellenbosch, Stellenbosch, South Africa. He received both his master's and his doctorate in electrical engineering from Caltech. Van Zyl joined JPL in 1986 and held positions of increasing responsibility in the synthetic aperture radar program. In addition, he managed the Radar Science and Engineering Section, the Earth Science Flight Missions and Experi-

ments Office, and the Focused Physical Oceanography and Solid Earth Program Office. He was appointed Deputy Director for the Astronomy and Physics Directorate in 2002. He has been an adjunct faculty member in the Mechanical and Aerospace Engineering Department, the /University of Southern California, where he taught "Remote Sensing Systems from Space" from 1997 to 2001. Since 2002, he has been teaching "Physics and Techniques of Remote Sensing" at Caltech. Traffic chief explains the presence of his vehicle on parking lot for disabled Swakopmund's municipal traffic chief Mr Melvyn Cloete explained this week the reason why he had to park his vehicle on a parking bay designated for disabled drivers. This follows after a member of the public took a picture of him parking there and taking exception to it, as any other motorist could face a fine of N$1 000 for using parking bays that are not open to the general public. Cloete explained on the day he was called out to a spot in the central business district where a problem arose with a car guard. He responded in his own vehicle and could not find a parking spot and was left no other option than to use this specific parking bay. He had to first observe what the car guard was doing and in order to conceal his presence he entered Pick 'n Pay from where he could first see the car guard and when he established the car guard was not acting within his duties, confronted him and sorted out the problem. Cloete said he wasted no time to get back to his vehicle to remove it from the parking bay and said his car was not parked there for more than five minutes. Cloete thanked the member of the public for the response.

Two foreigners nabbed for drug dealing - new trend Truck overturns on Henties Road Piquet Jacobs A goods vehicle overturned on the C34 route in the Mile 14 vicinity Wednesday afternoon, after the driver allegedly lost control of the vehicle. No injuries were reported. AJ's tow-in and Steenbras tow-in were at the scene and conducted a swift recovery and clean-up in order to minimise the possibility of the damaged vehicle and the accident posing a danger to passing traffic.

A new trend in drug dealing is developing at the coast. That is after a Nigerian national and a Burundian national were arrested for drug dealing in Swakopmund in recent days. In the latest incident a 42-year-old Nigerian national was arrested in Mondesa on Tuesday evening when he was found in possession of three blocks of suspected crack cocaine to the value of N$4 000. The suspect appeared in the Swakopmund magistrate court on Wednesday.

In the first incident a 35-year old man was arrested on Monday morning around 00:00 at house no. 26 Masilo Street in Mondesa, Swakopmund after he was found in possession of four doses of suspected cocaine powder. The 35-year old Burundian man was arrested during a police search and was found with four doses (four grams) of cocaine powder with a com-bined street value of N$2 000. He appeared in the Swakopmund magistrates court on Tuesday. The incidents were confirmed by Commissioner Erastus Iikuyu, the spokesperson for Nampol in Erongo Region.

Spend Wisely this Holiday Season Support Local Producers and Service Providers It is that time of the year again! Summer, swimming, eating, relaxing, and celebrating the season with family and friends. Many Namibians enjoy this period, but others cringe thinking about the financial pressure that goes along with the holidays. Normally, the summer holidays, combined with the festive season celebrations and the exchange of gifts, comes with increased spending. However, irrespective of whether families are travelling or if they are staying at home as a more cost-effective holiday option, Team Namibia encourages everyone to support Namibian service providers and to buy local products. Any trip within the borders of Namibia supports domestic tourism service providers and contributes to the growth of the local economy. Namibians are indeed supporting local when staying in Namibia during their holidays. Although travelling abroad can be exciting and can contribute to widening the horizon, one is essentially “importing” tourism services, which negatively affects Namibia's trade balance. But how can Namibians worried about

the financial strain enjoy the vacation period without breaking the bank? Bärbel Kirchner, account director at Team Namibia, shares a few tips to stay on budget: “Namibians are keen on visiting friends and family living in the North, at the coast or on farms. Accommodation and travel expenses can increase a household budget and for those that have opted for staying at home, can save on these costs. “Alternatively, for last-minute promotional deals, families can monitor local tourism or accommodation websites or can still opt for staying at local campsites. Depending on the duration of their intended trip, staying at a bed and breakfast or self-catering unit might also be a convenient option. “It is now the time when families also decide on how to entertain themselves during the holidays. That would largely

depend on what type of vacation households can afford. Engaging in local activities will of course support local tour operators or other service provider offering a variety of adventure activities. Although, chances are the more activities families participate in, the more expensive the holiday becomes”. However, families can still have an entertaining and affordable vacation. “Visit and explore a new place in your town through biking and hiking trails but keep safety a priority,” suggests Kirchner. She advises inviting friends and family to a picnic in the park or another outdoor spot that is suitable. “If everyone brings food, snacks, and drinks, it will be inexpensive,” says Kirchner. “Namibia is such a beautiful country, and many towns have well-known landmarks and popular tourist spots.

Consider a one-day break-away and visit a local lodge or another tourist attraction in your area. This will break the daily routine without breaking the bank,” explains Kirchner. Despite efforts to save, generally, during the holidays, consumption of food and beverages normally increases. Namibians are encouraged to buy local products. Namibians are advised to consciously read the product label to determine the origin of the product. “Team Namibia would like to encourage Namibians to replace imported products with Namibian goods when planning their holiday spending,” comments Kirchner. “By buying local goods and services, Namibians help to make our communities a better place to live in,” encourages Kirchner.

Be mindful when shopping online By Johnny Truter: Head of Forensic Services at Bank Windhoek The year 2017 was not short of challenges, least of all the state of the Namibian economy which cascaded downwards causing a major tightening of the belt by businesses in every industry. Employees felt this in their pockets. Looking for bargains and the convenience thereof, many consumers will be doing their festive shopping for Christmas presents online. The last thing they can afford is to being scammed out of their money by fraudsters. Fraudsters are becoming very good at exploiting consumer behaviour online as buyers become more relaxed this time of the year. It is therefore important to look at the risks involved in transacting with businesses on the internet. Most important is to establish the legitimacy of the website. A quick internet search to verify the history and credibility of the business can provide comfort that the site has not been reported previously for fraudulent activities. A tip here is to combine the name of the website with words like fraud, online fraud, theft, poor service, etc. when doing to research. A technique used by fraudsters is to create imposter websites. This website looks exactly similar to another legitimate website but is actually a fake. Fraudsters use it to steal personal identification information and banking details like bank account numbers, PIN numbers, card numbers, expiry dates and CVV numbers. Fraudsters exploit this information to do card-not-present online

transactions. Fake websites may lure shoppers with promises of free vouchers, free gifts, add-ons like discounts on other products, and create a sense of urgency with soon to be expired special low prices or low stocks on very popular, high in demand and flavour-of-the-season items like toys. Always make sure that the website shows “https” and a little padlock in the address bar as opposed to only “http”. A website without these may not be safe and fraudsters find it difficult to create “https” web-sites with the padlock. At the point of payment, again make sure that the padlock is there, if not, the website may not be safe. Always check on the payment system used and that it is a reputable one like MasterCard, Visa, etc. It is always good to do some research on the product you want to buy, know the brand and the average price thereof. This may prevent you from falling for a scam by buying at very low bargain prices. If a price is too good to be true, it most probably is. Make sure what you are paying for and what is included and not included in the price. Additional hidden costs may be VAT, shipping, customs, clearance fees, etc. which can change a bargain into a very expen-

sive item. Always check out the warranty and if it will be honored by local authorised dealers in Namibia. If not, what will be your options? Therefor it is important to look at the website's return policy in case the item is short of expectations and fell short of what was promised. Some may choose not to take back a product if it is not defective. The costs to return an item to a foreign country may be prohibitively

expensive. Finally, make sure that the limits on your cards are acceptable for your needs and if it is too high, rather lower it. This may limit your losses in the case of fraud on your card. Remember, safe festive online transacting, but always caveat emptor, the principle that the buyer alone is responsible for checking the quality and suitability of goods before a purchase is made.

Fare thee well, Herman! Bis wir uns wiedersehen! Abschiedsrede zu Herman Kinghorns Gedenkfeier im Café Anton am 9. Dezember 2017 Liebe Gäste! Sie müssen bitte geduldig sein. Auch wenn es eventuell schon hundertmal vorher gesagt wurde, es gibt noch zu viel, das aus meinem Herzen strömen muss, um verarbeitet zu werden. Normalerweise endet man mit den Danksagungen, ich möchte damit beginnen. Bitte akzeptiert, dass es schwierig ist, alle zu nennen, die Hermans Leben bereichert haben und ich daher lediglich eine Handvoll Menschen aussondere. Zuerst möchte ich mich bei euch allen bedanken, die ihr gekommen seid, um Herman Charl Kinghorn zu würdigen. Wir sind überwältigt, wie viele bekannte Gesichter hier sind - und auch gerührt von der immensen Unterstützung und den vielen tröstenden Worten, die uns in den letzten Tagen, Wochen und Monaten erreicht haben. Danke Mama, dass du auf unser Haus in Swakopmund aufgepasst hast, als wir in Noordhoek waren und dich auch sonst um viele Dinge gekümmert hast. Leider kann Eric

Lang heute nicht dabei sein, weil seine Parkinson-Krankheit ihm einen Strich durch die Rechnung macht. Eric, danke, dass du ihm in den letzten Jahren sein bester Freund in Swakopmund und Kapstadt gewesen bist. Er hat die High-TeaRendevouz’, die verbalen Gefechte mit dir im Cafè Anton immer sehr genossen.

Ich sehe euch zwei alten Schlingel noch immer dort sitzen, an der Teetasse nippend und die verrottete Welt ändern wollend. Ein großes Dankeschön geht an Hermans Schwester Elizabeth und ihren Mann, die sich in der schlimmsten Phase seiner Krankheit rührend um ihn gekümmert haben. Ein ganz besonderer Dank geht an Marina Loubser, die seit fast 40 Jahren Hermans Sekretärin, Vertraute und sein Faktotum war - seit den 80iger Jahren, als die Firma Swanepoel and Kinghorn im heutigen Standard-BankGebäude aus der Taufe gehoben wurde. Marina ist uns Kinghörnern bis heute eine große Stütze und sie gehört quasi zur Familie. Zu guter Letzt möchte ich mich bei meinen

Söhnen bedanken: Andreas und Matthias, ohne euch hätte ich das alles nicht geschafft! Gemeinsam haben wir drei unseren Herman bis zuletzt begleitet. Wir haben ihn nach seinem Tod gewaschen, - ein liebevolles Ritual, das ich bis an mein Lebensende nicht vergessen werde -, und ihn in seine Lieblingsdecke eingehüllt, bevor der Bestattungswagen ihn abholte. Wir sind zum Bestattungs-

institut in Fishhoek gegangen, wo wir den einfachsten Sarg aus Pinienholz ausgesucht haben - mit schlichten Griffen aus Sisal. Herman hätte das geschätzt. Er war immer bescheiden und für das Unprätentiöse. Gemeinsam mit den Söhnen bin ich in die Kapelle in Maitland gefahren. Er lag in dem Sarg, sorgfältig frisiert und gepflegt - in seinem schicken Hemd, noch immer mit dunklen Augenbrauen und einem völlig glatten, sorgenfreien Antlitz. Absolut attraktiv in seinem beschwerdefreien Zustand. Wir legten ihm Proteas auf die Brust. Normalerweise ist man voll des Lobes, wenn jemand heimgeht, und es ist eine willkommene Einrichtung der Natur, alle schlechten Dinge zu vergessen. Ich möchte weniger über Herman als isolierten Menschen sprechen - das überlasse ich euch als vielmehr über unser Zusammenleben, seins und meins - weniger das mit den Söhnen, die das Rampenlicht ebenso wenig lieben wie ihr Vater. Wie ihr sicherlich wisst, hatten Herman und ich eine ungewöhnliche Beziehung und Ehe, vor allem, als er vor 12 Jahren, zwei Jahre nach seinem Bypass, in unsere Wohnung um die Ecke vom Cafè Anton zog. Die Verbindung jedoch brach nie ab. Er genoss das Familienleben mit mir und/oder seinen Söhnen weiterhin mindestens einmal in der Woche in unserem gemeinsamen Haus in Kramersdorf. In den letzten Monaten sind die Söhne und ich extensiv zwischen Swa-

kopmund, Tübingen und Kapstadt, wo Herman zuletzt wohnte, hin und her gereist, da er uns nötig hatte, etwas, das er nie direkt so ausgedrückt hätte. Als er mich Anfang November bat zu kommen, verbrachten wir zwei intensive Wochen miteinander, nur wir beide. Dies waren die wertvollsten 14 Tage für uns beide - trotz seiner Krankheit, der Unsicherheit, der Melancholie und dem Leid. Plötzlich fiel alle Vortäuschung weg und der einfache Akt, ihm die Haare zu waschen und von ihm zu hören: “Ah, jetzt fühle ich mich wieder frisch”, machten alle vergangenen unguten Gefühle zunichte. Wir waren gemeinsam im Krankenhaus, als er seine erste Chemotherapie für sein Knochenmarkkrebs bekam, der sich inzwischen in eine Leukämie entwickelt hatte. Zu diesem Zeitpunkt hatte er bereits etliche Bluttransfusionen über sich ergehen lassen müssen. Wegen einer weiteren Transfusion, die sich über viele Stunden erstreckt, musste er die Nacht über im Hospital bleiben. Als der Arzt uns am nächsten Tag mitteilte, dass Herman wegen eines leichten Fiebers 5 weitere Tage in der Mediclinic in Constantiaberg bleiben muss, um mit Antibiotika intravenös behandelt zu werden, war die Grenze erreicht. Er beschloss, alle Medikamente zu lassen und sich nur noch palliativ zu behandeln. Er wollte nach seinen eigenen Vorstellungen leben und sterben. Herman war immer sehr zielgerichtet. Wenn er sich für etwas entschieden hatte, ging er direkt darauf los, selbst als es zum Sterben kam. Als er wusste, dass der Tode naht, aß er bewusst weniger, bis er schließlich gar nichts mehr zu sich nahm - wie es bei sterbenden Tieren und Naturmenschen oft der Fall ist. Und die Natur war seine größte Liebe. Als wir vom Krankenhaus in unser kleines Cottage in Noordhoek fuhren, genossen wir den Sonnenschein und Garten, ließen uns von Bachmusik berieseln und schauten uns Fotos von den gemeinsamen

Reisen auf unsere Farmen Arimas und Spiegelberg an, wo wir als Familie am glücklichsten waren und zu einem späteren Zeitpunkt seine Asche ausstreuen werden. Nach den 14 Tagen Zweisamkeit brauchte ich eine Pause, und seine Schwester Elizabeth übernahm mit ihrem Mann die Pflege. Als ich ihn in den Arm nahm, sagte ich ihm, dass ich sofort kommen würde, wenn er mich braucht. Doch irgendwie wussten wir beide, dass es ein Abschied für immer war. Für mich hatte sich der Kreis unserer komplizierten Beziehung

Obwohl wir, wie Berti Witte es einmal ausdrückte, so grundverschieden wie Nord- und Südpol waren, gab es etwas Verbindendes, das in unser beider Lieblingszitat von Schweitzer zusammengefasst ist: “Ich will unter keinen Umständen ein Allerweltsmensch sein. Ich habe ein Recht darauf, aus dem Rahmen zu fallen, wenn ich es kann.

wundervoll geschlossen, und ich hatte Frieden im Herzen. Was gibt es noch zu sagen, wenn man eine kurze Zeit außerhalb des “normalen” Alltags so intensiv miteinander verbracht hat, dass sie sich anfühlte wie eine elysische Ewigkeit? Als er schwächer wurde, wollte er keinen Besuch mehr empfangen. Wiederum wollte er diese “wichtigste Phase” seines Lebens, wie er sie nannte, nach seiner Fasson leben. Herman ist immer seinen eigenen Weg gegangen. Vielleicht habe ich ihn deshalb so gemocht - ich wage kaum zu sagen geliebt - denn in diesem Punkt verstanden wir uns u.a., nämlich auf dem mit Erfahrung gepflasterten Weg des Versuchs, ein unkonventionelles Dasein zu führen. Warum sonst habe ich mich vor über 30 Jahren in ihn verliebt, als er zu einer Chorprobe der Kantorei im Haus der Jugend in Pantoffeln erschien. “ Wow”, dachte ich,

Ich wünsche mir Chancen, nicht Sicherheiten. Ich will kein ausgehaltener Bürger sein, gedemütigt und abgestumpft, weil der Staat für mich sorgt. Ich will dem Risiko begegnen, mich nach etwas zu sehnen und es zu verwirklichen, Schiffbruch zu erleiden und Erfolg zu haben. Ich lehne es ab, mir den eigenen Antrieb mit einem Trinkgeld abkaufen zu lassen. Lieber will ich den Schwierigkeiten des Lebens entgegentreten als ein gesichertes Dasein führen, lieber die gespannte Erregung des eigenen Erfolges als die dumpfe Ruhe Utopiens. Ich will weder meine Freiheit gegen Wohltaten hergeben noch meine Menschenwürde gegen milde Gaben. Ich habe gelernt, selbst für mich zu denken und zu handeln, der Welt gerade ins Gesicht zu sehen und zu bekennen, dies ist mein Werk.” Vor etwa 10 Jahren wäre Herman vor seinem Bypass beinahe gestorben, wie Dr. Wotan Swiegers

bestätigen kann. Keine 6 Monate später wurde er in Windhoek operiert und man entdeckte erst dann einen bereits geplatzten Blinddarm. Und da traf er eine der schwierigsten Entscheidungen seines Lebens. Er bat den Arzt, ihn erneut zu operieren und seine Innereien zu säubern, da er wusste, dass es sein muss. Werde ich je vergessen, wie er nach der zweiten OP aus der Intensivstation gerollt wurde und zu mir sagte:” Susann, du, Andreas und Matthias, ihr müsst mir helfen, diese Sache zu überstehen.” Stellen Sie sich ein Arbeitstier vor, das gnadenlos weiterrackert, trotz Schmerz und Elend. Warum? Warum? Weil es seine Form von Liebe zu seiner Familie war, der Versorger zu sein. Mein Gott, kann man ein größeres Opfer von einem Menschen verlangen, der schon lange nicht mehr gesund war? Obwohl wir so oft gebeten haben: “Bitte sei weniger der erfolgreiche Jurist und mehr der liebevolle Ehemann und Vater, der mit seinen Jungs den Drachen steigen lässt.” Nun ist er in einer besseren Welt, erlöst von all der Mühsal, dem Schweiß, dem Schmerz und Leid. Ich bin so froh, dass unsere Söhne und ich gerade rechtzeitig bei ihm auftauchten, um ein letztes “Auf Wiedersehen” zu sagen. Wir landeten am 30. November bei ihm im Cottage in Noordhoek, wo er so glücklich war, und wo er in den frühen Morgenstunden des 1. Dezembersr um 5h30 Uhr verschied. Ich weiss, dass er nur auf uns gewartet hat, denn wir sagten ihm, der bereits Morphium bekam, nicht mehr sprach und die Augen geschlossen hielt, dass wir alle dort seien. Wir sprachen mit ihm, sangen ihm etwas vor und hielten seine Hand, sodass er friedlich weggleiten konnte. Ich möchte mit der bekanntesten Passage aus Shakespeares’ “Julius Cäsar” enden, die ich verändert habe, passend zu unserem Ehemann und Vater (siehe Seite nebenan!). Die Zoo-Story von Aldo Behrens Swakopmund Weil es nicht das Erste Mal ist, dass Aldo Behrens erstklassiges Theater in Swakopmund anbietet, dass aber leider wenig oder jedenfalls nicht den öffentlichen Zuspruch erhält, den es verdient, habe ich mir Gedanken gemacht. An der Reklame liegt es meiner Meinung nach nicht. An den Schauspielern, Joseph Molapong (der den zufriedenen coolen Mittelständer verkörpert) und seinem Kontrahenten David Ndjavera (totschick, typisch Herero), der in der “high density era” lebt, schon gar nicht. Und Aldo Behrens, der uns wieder mal ein, sagen wir mal, “workshop theater” anbietet, auch nicht. Vielleicht ist es das Afrikaans, dessen Feinheiten uns in den Dialogen nicht so vertraut sind. Vielleicht ist es die Art des “VersuchTheaters”. Möglicherweise der verkehrte Zeitpunkt, weil wir alle im sogenannten Weihnachtsrausch und in

den Weihnachtsvorbereitungen sowie bereits in Ferienlaune sind? Vor allem aber glaube ich, dass wir einfach zu denkfaul, bequem und “bitte, komm mir nicht mit psycho-sozialenProblemen” sind. Das finde ich sehr schade. Gerade hier in Afrika, übrigens in der ganzen sogenannten zivilisierten Welt, ist es höchste Eisenbahn dass wir uns, das heißt jeder Einzelne sich Gedanken in seinem Umfeld macht und irgendwie aufgerüttelt wird, und wenn es nur für Stunden ist. Irgendwo bringt es irgendwann Frucht. Daher bitte ich Bank Windhoek, Aldo Behrens und sein Team: ‘Macht weiter und gebt nicht auf! Ähnlich war es, als ich Gernot Fritze whatsappte: ,,Gernot, kannst du übermorgen eine kleine Anlage im Cafè Anton aufbauen.” Er: “Null problemo, wieviele live Instrumente sind es?” Ich: ,,Leider keine Zeit für live Musik. Wir möchten nur Hermans geliebte Bachmusik dort spielen. Und bitte auch ein Mikrofon mit Ständer, damit alles, was gesagt wird, gut zu hören ist.”- Null Problemo! Von einer Rechnung will er nichts hören. Danke, Gernot! Meine langjährige Kollegin bei der namib times, Mikkie Kriel, bekommt von mir eine Mail: ,,Mikkie, bitte gestalte eine ehrenhafte Todesanzeige für meinen Mann. Hier sind die Worte... dir etwas aus mit Weite, Sternen, Wüste, Natur...” Gesagt, getan. Ich weiss nicht, wie sie sie finden, aber für mich ist es die schönste Anzeige, die ich je gesehen habe - mit dem Fischadler, der hoch oben seine Kreise zieht und in dem ich Herman sehe erkenne... Als ich bei der Finanzabteilung der Küstenzeitung um die Rechnung bitte, heisst es: “Kommt gar nicht in Frage, dass du zahlst!” Und dann die vielen Blumen und Gaben! MUNICIPALITY OF SWAKOPMUND Park, Jetty, Mole and Beach Regulations [3rd January 1930. No.12] It is hereby notified that the Administrator has been pleased under section twenty of the Municipal Proclamation, 1920 (Proclamation No. 22 of 1920), as amended by section eighty-two of the Municipal Amendment Proclamation, 199 (Proclamation No. 1 of 1922) to approve of the subjoined regulations, made by the Swakopmund Municipal Council under the provisions of section eighteen of the Municipal Proclamation, 1920. 1. In these regulations, unless inconsistent with the context, “Council” means the Council of the Municipality of Swakopmund; “Park” means and includes – (a) all gardens and plantations abutting on the Municipal Bathing Establishment on Block 1 of the General Plan of the Town of Swakopmund. (b) the gardens in front of the Town hall and of Erf No. 140 of the General Plan of the Town of Swakopmund, (c) all cemeteries, (d) all gardens and plantations in public, streets and squares which are under the control of the Council and to which the public have access, inclusive of the Arnold Schad-Promenande. “Jetty” means the structure better known as the “Brücke” situated at the westernmost point of Brücke Street. “Breakwater” means and includes the lower and upper walls, the footway, the head and the sidearm of the breakwater, generally known as the “Mole”. “Authorised Official” means any employee of the council or the Nature Conservation or Tourism Division of the Administration of South West Africa as the case may be, authorised on account of their duties to exercise control of the beach area, bathing area and jetty. “High-water mark” means the highest line on land reached by the sea during spring tide. “Low tide mark” means the lowest line on land as it varies from time to time to which the sea subsides during ebb-tide. “Beach area” means the area situated from the northernmost bank of the Swakop River to northernmost beacon of the caravan park known as Myl 4, including the land between the low-tide mark and first proclaimed street or surveyed erf or 100 metres eastwards from the low-tide mark, whichever is the nearest to the low-tide mark. (Substituted) “Bathing area” means the part of the beach area extending from the northern side of the jetty in a northern direction to a point opposite the northernmost corner beacon of Erf 779, between the high-water mark as eastern boundary and the area of sea 400 metres west of the said area between the jetty and Erf 779. “Caravan park” (better known as “Mile 4”) means the area situated north of Swakopmund which is described as Portion 20 ( a portion of Portion 16) (a portion of Portion B) of the farm Swakopmund Town and Townlands 41, and which borders on the beach area. PARKS 2. No person shall remove the soil from under or about any tree, shrub, fern, flower or other plant, or destroy, damage or remove any tree, shrub, fern, flower or other plant or any soil or other property of the Council in a park. 3. No person shall climb any tree, or write, paint or cut names, letters or marks, or affix bills, on any tree, bench, rock, gate, wall, fence or any other object, the property of Council, in a park. 4. No person shall remove or displace any board, plate tablet or label, or any support, fastening or fitting of any board, plate, tablet or label fixed or set up by the Council or any person having authority to do so in a park or in or on any building or structure or on or about any tree, shrub or plant therein. 5. No person shall climb onto or through or over any fence or wall in or enclosing a park. 6. No person shall throw any stone or other missile or roll stones down any incline or use or discharge any air-gun, catapult or fire-arm in a park. 7. No person shall light a fire in a park or leave therein any bottles, broken glass, china, paper, or any other litter, except in place set apart or receptacles provided therefore by the Council.

8. No person shall foul or pollute, by washing clothes therein or otherwise, any water in any stream, pond, lake or reservoir in a park, or take or destroy any fish in such water. 9. No person shall kill, pursue, worry, ill-treat or take any animal or bird in a park, or wilfully displace, disturb, injure, destroy or take any bird’s nest or eggs therein, nor shall any person enter a park with, or use, spread or set therein, any snare, net or other device for taking, injuring or destroying any animal or bird. 10. No person shall take a dog unless on a leash into a park. Any dog not on leash found in a park, may be seized and destroyed by the park keeper or other authorized official of the Council or a member of the police. 11. No person shall sell, offer or expose for sale in a park any article or thing whatsoever without the written permission of the Council. 12. No person shall erect any booth, tent, screen or any other structure or thing in a park, and no person shall camp in a park, without the written permission of the Council. 13. No person shall wilfully obstruct, disturb, interfere with or annoy any other person in the proper use of any part of a park, or shall wilfully obstruct, hinder or interfere with any park-keeper or other officer of the Council in the execution of his duties. 14. No person shall behave in a disorderly or indecent manner or use obscene or improper language or be intoxicated or create a disturbance or commit any nuisance whatsoever in a park. Any person contravening this regulation may be removed from a park by any park-keeper or other officer of the Council or any member of the police. 15. No person shall use or attempt to use, or, except in the course of duty, enter into or attempt to enter into any water closet, or structure containing a urinal, or any other place of convenience provided for the opposite sex in any park. 16. No person shall use any swing or other playground apparatus in a park in a negligent manner, or by any negligence or misconduct in the use thereof cause any damage thereto or endanger or injure any person, or refuse to vacate any swing or other playground apparatus when required to do so by any parkkeeper or other officer of the Council. 17. No person shall stand, lie upon, or place foot upon any seat in any park, promenade or other place under the control of the Council, or shall place on any such seat anything which would defile it or cause discomfort to the public. 18. No person shall refuse to give his or her proper name and address when required to do so by any park-keeper or other officer of the Council or any member of the police. 19. All goats, pigs and poultry found trespassing in a park may be destroyed by any park-keeper or other officer of the Council. 20. The hours of admission to a park shall be such as may be fixed by the Council from time to time. The Council shall duly notify the public of the hours so fixed by means o notices properly affixed to a notice board at each entrance to a park. No person shall enter or remain in a park except during the hours so fixed by the Council. PROMENADE JETTY 21. All persons using the jetty do so at their own risk and responsibility. No child under 10 years of age shall go on to such jetty unless accompanied by an adult, and it shall remain in the charge of and at the responsibility of such adult. 22. (a) No person shall angle from the jetty or bring any angling equipment onto such jetty. (b) For the purposes of paragraph (a) “angling equipment” shall mean any object of which the nature or purpose is to angle with. (c) No person shall create any nuisance on the jetty. (d) For the purposes of paragraph (c) “nuisance” shall mean any act or omission which is obnoxious, harmful or dangerous, r which interferes with the normal comfort, convenience or enjoyment of the public making use of the jetty. 23. (a) No person shall wilfully remove, displace or damage any notice board or any other structure or erection, or any support, fastening or fitting of any notice board, structure or erection, set up or erected by or under the authority of the Council on the jetty.

(b) No person shall swim, or dive for the purpose of catching rock lobster within a circumference of 50 metres from the jetty. (c) No person shall angle from the beach between the jetty and the mole or linger with a vehicle there or drive it within that area. (d) Only perambulators and by push-carts are allowed on the jetty. No dogs or other animals may be brought onto the jetty. MOLE 24. No person shall fish from any part of the mole or from the landing stage abutting on the lower wall of the mole or from any other point within the “seabathing area” as defined in the regulations published under Government Notice No. 22 dated the 6th day of March, 1923. The regulations under the heading “Fishing” published under Government Notice No. 96 of the 1st day of September 1923, are hereby repealed.

(Substituted) BEACH 25. No person shall angle within the area extending from the northern side of the jetty in a northern direction up to a point situated opposite the northernmost corner beacon of Vineta-North. 26. No person, except persons in execution of their official duties or persons expressly authorised thereto by the Council, shall enter the bathing area or beach area with a horse or with any self-propelled boat or self-propelled vehicle, or drive or ride the same in those areas, unless the official streets and parking areas provided by the Council within the vicinity of the beach area are being used for other purposes than the parking of vehicles. 27. No person entering the beach area, shall do so exclusively at his own risk and the Council shall in no way whatsoever be responsible for any damage or loss or injury sustained. 28. Excluding the caravan park, no person may without the Council’s permission, erect any hut, tent, shelter or any other structure within the municipal area or occupy a caravan or camp in any way whatsoever within the municipal area. 29. Any person entering the beach area whether to bath or otherwise, shall at all time be properly dressed so as to prevent indecent exposure of the body and no person may at any time employ unseemly or indecent oral or written language or behave in an indecent or offensive way within the beach area. 30. No person may at any time without the Council’s permission within the beach area ride a surf board or partake in the fun game known as surfing or cause any inconvenience to bathers or spectators or infringe the privacy of any person. 31. No person may leave or permit to be left or to be deposited any wood, material, glass, bottles, metal, refuse, bait, fish or garbage of any nature whatsoever within the beach area. 32. No person except an authorised official may save for the purpose of saving drowning persons, in any way tamper with the lifelines or other apparatus 33. (a) All lawful orders given by the authorized official shall be complied with. (b) No dogs are allowed on the beach area extending from the southern boundary of the mole to the northern beacon of Erf 779 Swakopmund, including the area between the museum and the swimming pool. (c) Without derogating from the provisions of paragraph (b), owners of, or other persons in charge of, dogs shall be responsible to collect and remove their dogs’ faeces immediately after excretion thereof from streets, sidewalks or open places in the built-up areas or from beach areas to the satisfaction of the Health Inspectorate and dispose of such faeces directly into the municipal sewerage system or other means acceptable to the Health Department. (d) Any person who fails to comply with the provisions of paragraph (c) shall be guilty of an offence. PENALTIES 34. Any person who contravenes any of the abovementioned regulations or neglects to carry out any lawful instruction of the authorised official or any other person lawfully appointed to supervise, or obstructs him in the fulfilment of his duty, shall be guilty of an offence and shall upon conviction be liable to a fine not exceeding three hundred rand and, in default of payment, to imprisonment for a period not exceeding three months.

Musikwoche once again sets the bar high The Thomas Amunyela Amphitheatre in Swakopmund was filled to the brim when the Open Air Brass Festival of this year's Musikwoche took place on Wednesday afternoon. The Musikwoche is a highlight every festive season. It is taking place for the 52nd time. After yesterday's Junior & Ensemble Concert the music festival will continue with the Final Concert, set to take place tonight (15 December) and tomorrow evening. An Educator's dream sport

On Saturday, 9 December 2017, 51 archers of schools and organisations all over the country participated in the NASP (National Archery in the School Program) Year End Shoot at Walvis Bay Private High School, on their main rugby field.

A typical Walvis Bay misty morning greeted the archers when they arrived. They completed their first bull's eye round and then the sun came out just in time for the second bull's eye round. The archers took a well-deserved break and then continued with a 2D round. When this round was completed they watched the AAG (Adult Archery Group) showing their skill. After a long journey to recovery Mr Rudiger Woortman (Chairperson of NASP Namibia) picked up a NASP bow and joined in the fun. Unfortunately, he could not do the shooting while standing, but said he will get there soon. Another remarkable achievement worth mentioning is a special needs child in JJ's Care Centre, named Dandre Rivas. He started with NASP archery early this year and really struggled in school due to his lack of concentration. He also experienced problems emotionally, sometimes having a lot of aggression. “We as parents experienced that he became much calmer and focussed since he started with archery. His academic marks improved tremendously and he became more in control of his emotions.” His mother Violante Rivas told the newspaper. “Educators are always looking for ways to improve student motivation, attention, behaviour, attendance and focus. Dandre is proof that this program can achieve this and many more for people of nearly every ability and background. I also saw that his micro/ macro motoring skills, listening and observation skills improved drastically.” his coach Jeanine de Jager said. The day ended with each child receiving a gift from Santa to enjoy the Festive Season. 61st annual RVS equestrian tournament Erwin Leuschner kicks off The annual showjumping and dressage tournament hosted by the Reiterverein Swakopmund (RVS) kicked off yesterday with the parade by riders and horses through town. More than 40 horses took part in the parade. After the parade the tournament commenced yesterday on the premises of the RVS. This year 83 riders and 108 have entered the competition. After various dressage divisions lasting until Friday, the showjumping divisions commence afterwards. A highlight of the tournament is the six-bar competition to be held on Sunday afternoon. “This is annual event is a highlight for tourists and a tradition for locals”, said Swakopmund Deputy Mayor Maria Elago as she officially opened the tournament yesterday. She added that the event, which is taking place for the 61st time, has become “our tradition.” The annual RVS showjumping and dressage tournament initially started out on the parking lot below Café Anton. It was later moved to the premises of the RVS, located along the Swakopmund river. The event was usually hosted at the beginning of January, but was moved to the middle of December this year.

Namibian National Judo Championships Kindly take note that we had our Namibian National Judo Championships on the 4th of November 2017 at the Cimbebasia Primary School. Approximately 80 participants from different Clubs (Windhoek Judo Club, UNAM Judo Club, DHPS Judo Club and Walvis Bay Judo Club) competed in the different categories (Beginners, Cadets, juniors and seniors). The Namibian National Team has been selected from the winners in this competition that will represent Namibian Judo at the 2018 under 20 Championships and Youth World Games in Botswana as well as to participate at the South African Open Championships in South Africa. The competition was a huge success and was opened by the Chief Administrator of the Namibian National Sports Commission (Mr Freddy Simaata Mwi-

In the third place were Frauke Nessler and Elena Bohn. In the Men's division, twins Daniel and Fabian Pfeifer became the champions after beating Damian Schreiber and Conrad Johannes. The Fabupharm Swakop Master Beach Volleyball tournament was played during the first week of November as part of the ongoing Time-out Beach Series. Young Warriors draw and exit Cosafa Youth Champs NFA media-officer The Young Warriors played to a goalless draw with Zimbabwe on Tuesday afternoon at the Nkana Stadium in Kitwe to all but bow out of 2017 Cosafa Under -20 Championships underway in Zambia as they finished behind Lesotho and Zimbabwe. Namibia had to win against Zimbabwe in their match that played simultaneously with the Lesotho/Angola game, but it was not to be and the more vital statistic, the shots at goal, the sides were equal on two each on target at half time. FNB Sandman triathlon

The Namibian Sailing Association hosted its Junior Nationals at Walvis Bay Yacht Club over the weekend. For the first time since its inception the event took place in the Optimist Sailing Dinghy, an international class boat designed specifically for children by American boat designer Clark Mills. The wind on Saturday was perfect with 4-10 knots, a big relief to the organisers and sponsors of the event, Catamaran Charters, after the strong winds over the previous weeks. The race committee took advantage of the conditions and managed to sail 5 races out of the series of 8 on the Saturday. The racing between first and third place was close and when Sunday dawned anyone of the top 3 could take the overall trophy. The first race started at low tide with a southerly wind so the race course was moved away from the club to the dismay of some of the spectators. This was followed directly by the second race which were both won by Xenia Plarre confirming her lead in the Championship. The final race was moved back close to the club house and was two laps of a high speed reach course just off the beach to the delight of all spectators. Several boats misjudged the current and wind as they raced around the buoys and touched the buoys which they then had to re-round as penalties. Final Results were: 1st – Xenia Plarre, 2nd Tristan Keulder, 3rd Nicole Steyn, 4th Jacques Swart The prize giving was conducted by Peter Davidson from the Namibian Sailing Association, who was also the principle race officer. Thanks to all parents who supported the event, Walvis Bay Yacht Club and the sponsor Catamaran Charters.

The FNB Sandman triathlon was held in Swakopmund on the 2nd December. This is in its 31st consecutive year. The triathlon was done in different categories, Mini-, Sprint-, Standard- and Ultra triathlon, The total distances for all categories was 3.530 kilometres swim, 156 kilometres bike ride and a distance of 36 kilometres run for the day. The triathlon was a huge success with over 300 participants and no injuries.

The winner of the Male- Elite individual Ultra distance was Tyrone Kotze with a time of 04:41:47, second was Danie Joubert with a time of 04:57:20 and in the third was Selaotswe Tlhakuli with a time of 05:01:55. The Female - Elite individual Ultra consist two participants, Benita Kasch finished with a time of 05:32:45 and Kristina Mehlhose did not finished. Female - Veteran winner was Adele de la Rey with a time of 5:26 with Heidi Burmeister-Nel in the second place with a time of 05:41:11, only two participants. The Male – Veteran section was won by Ralph Schick with a time of 05:19:53, second was Dave Gardner with a time of 05:26:53 and Roual Spangenberg come in third with a time of 05:44:58. The fastest male Team of the day was the unbeatable Namibian dream team Splash-Dash-Flash with Philip Seidler swimming, Drikus Coetzee cycling and Eric Goeieman running with a time of 03:49:03. The Mixed Team category was won by Forever Young with a time of 05:11:25, second was One Plus Two with a time of 05:13:38, Iron Ladies was third with a time of 05:49:37. The Mini Female under 15 category was won by Laura Weimann with a time of 00:35:51, Isabella Betts second with a time of 00:40:41and Maja Brinkmann third with a time of 00:42:14. The winner of the Mini-Male under 15 category with a time of 00:33:32 was Mati Laporte with Nathan Chase second with a time of 00:36:31 and third was Lars Kintscher with a time of 00:37:43. The organizers thanked all participants who helped make this year's triathlon a successful and memorable triathlon.
