Dr Kawana, in a statement on Wednesday, took objection to allegations he has not consulted the fishing industry on the issue of auctioning the quotas and that the auction would create another opportunity for #Fishrot. The fishing industry on the contrary says Dr Kawana is not consulting with industry at all. Not consulting the industry on the Government Objective fish quotas is the norm and not the exception. Industry maintains the auctioning opens avenues for corruption to the likes of #Fishrot and that offering quotas on auction to foreigners is betraying the local fishing industry. “Perhaps the most important lesson both we as an industry and Government can learn from this latest debacle around the auctioning of the fish quotas, is that the days are gone where Government can take an arrogant stance and simply steamroller policies over the industry. The industry must just roll with the punches, keep up and keep quiet. The moment you speak up, punishment awaits you at the next rights allocations or quota allocations”, an independent stakeholder observed yesterday morning. This stakeholder lauds the Confederation of Namibian Fishing Associations (CNFA), which on Tuesday (11 August), in a statement said, “the general sentiment is very negative regarding such auction without attending first to the current needs of local operators, particularly those land-based factories that

Curfew
Residents in the special dispensation local authority areas of Walvis Bay, Swakopmund and Arandis must ensure to honour the curfew that is in place since one minute past midnight on Thursday morning. Up to midnight on 28 August, all residents are urged to be at home by 20:00 daily and are only allowed to leave their places of residence after 05:00 the next day. Essential services workers and where people have to move from their places of residence in the event of an emergency will be allowed. The curfew was announced by President Hage Geingob on Wednesday and is in place to curb the spread of the Coronavirus. People continue to ignore the rules around public- and private gatherings. People go out into crowds to drink or attend house parties in their dozens. The curfew has been instituted to curb people movement at night and in doing so assist to curb the further spread of the virus.The same is applicable to the City of Windhoek.

“Not enough to sustain us until 31 December 2020” - workers Workers at Seaflower Pelagic Processing at Walvis Bay say they are deeply disappointed in the horse mackerel quota of 4 000 tons Government approved to preserve their jobs until the end of the year. “The quota has to last the company until 31 December. Seaflower Pelagic Processing has been designed and built to work 100 000 tons of horse mackerel per annum. The 4 000 tons would last only a few weeks and then we are back on the streets. We also face yet another uncertainty as to what would our situation be beyond 31 December”, workers told Namib Times. Seaflower Pelagic Processing is the biggest fish processor in Walvis Bay. It employs 655 people. The factory of Seaflower Pelagic Processing has been established on the premises of the former Etale Fishing in Walvis Bay, in terms of a Co-operation Agreement between the Namibian Government and the National Fishing Corporation of Namibia (Fishcor). In the agreement Government committed a 100 000 tons annual horse mackerel quota to Seaflower Pelagic Processing. However, with the #Fishrot scandal that came to light in the closing months of 2019, the annual quota has not been allocated to Seaflower Pelagic Processing in Walvis Bay for 2020. The Company is viewed as part and parcel of Seaflower Lüderitz, which is allegedly part of the #Fishrot scandal. Seaflower Pelagic Processing in Walvis Bay says it has no connection with Seaflower Lüderitz whatsoever and is entitled to this 100 000 annual quota in terms of the fishing agreement.

He is of opinion, Dr Kawana's statement late on Wednesday, on the auctioning of fish quotas differs substantially from a letter he [Dr Kawana] directed to the CNFA on the same subject on 7 August. “On 7 August Dr Kawana wrote to the CNFA: “As indicated to the industry on Monday 27 July, during the consultation meeting with the industry, government is in need of financial resources on an emergency basis with a view to mitigate the effects of Covid-19”. The stakeholder explains Dr Kawana in this letter refers to a consultation meeting. “It was not a consultation meeting. It was a Skype meeting between Dr Kawana, organised by the Governor of Erongo, Neville Andre. The Governor organised the meeting after he received several complaints from the fishing industry stakeholders that the minister is not open for consultations. The truth is for nearly six months Dr Kawana is not taking phone calls, he does not return calls and he does not answer any correspondence when the fishing industry asks for an audience with him”, this stakeholder explained yesterday morning. The stakeholder continues by stating in the same letter on 7 August, Dr Kawana was clear that only 40 % of the quotas put on auction will be reserved for Namibians operating companies. This 40 % portion will be divided in 30 % wetfish and 70 % freezer trawler. After the public statement by the CNFA on 11 August, Dr Kawana took yet another turn, this time indicating 40 % will be reserved for Namibian operators, but that Namibian operators can also compete with international bidders for the remaining 70 %. “This to me is a clear indication Government can simply not continue with its tradition of ignoring the fishing industry's plights, opinions and suggestions. The Namibian fishing industry has seasoned and well-skilled consultants, manage-ment cadres and a work force. It is high time Government re-think its strategy to involve the private sector in strategizing and planning for a better
performing fishing industry”, he further explained. Similarly, Dr Kawana made no mention about the involvement of Namibian fishing vessels in his original letter of August 7th, but in his media statement on Wednesday it was explicitly stated that Namibian fishing vessels will be catching the Government Objective fishing quotas be that for local or international bidders. “Whether this is practical in terms of vessel availability is one questions. It is still a welcomed gesture and hopefully a sign that Government starts to warm up to the idea of synergies with the Namibian fishing industry and not foreigners at the expense of local jobs and local investment. On the issue of auctioning creating avenues for #Fishrot, several other stakeholders were consulted. Everyone agreed it was not Dr Kawana's place to comment on the #Fishrot scandal as it is yet to serve before a Judge. However, the general consensus is the Government quotas could well be hijacked by connected politicians at the nucleus and the elite that supports them.These individuals then source foreign bidders. The bid per ton Namibians see on the auction is far less than the actual price per ton paid. The difference is settled behind the scenes in the many inventive avenues that exist. On the issue of Dr Kawana inviting suggestions to improve the mechanics of the fishing industry, stakeholders were of further consensus poor planning is at the heart of most of the frustrations with the Ministry of Fisheries and marine resources. “We have said this all the time and we will continue to stand by this point. Quotas need to be issued as early as possible in a fishing season. The fishing industry has commercial process and operations to plan. Only certainty can allow us to plan properly. Even if the Minister sees it fit to invite foreign vessels to catch the quotas, these foreign operators too will sit with the same problem. It is too late in the season. If we can get the Namibian Government through the Minister of Fisheries to issue quotas early in the season and ensure there is reliable indications as to how quota allocations look later in the season, a lot of problems, frustrations and communication breakdowns can be eliminated”.

Safe with N$1million stolen The owner of a nursery in Swakopmund opened a case of housebreaking with intent to steal and theft at the Swakopmund Police, after suspects broke into his house last week and stole a safe. The owner says the wall-mounted safe contained approximately N$1 million. The incident took place at his home in Topas street in Vineta. According to police reports, the suspect(s) left all other valuable items untouched. They only took the safe. Indications are the suspect(s) forced open the garage door and a door leading from the garage into the house. Once in the house, the burglar(s) broke down the office door and stole the safe. Security camera footage shows a getaway car was also involved in the heist. No arrests have been made. CRAN records more positive Covid-19 cases The Communications Regulatory Authority of Namibia (CRAN) as a responsible and transparent corporate citizen, herewith confirms that it has recorded another three (3) positive Coronavirus (COVID-19) cases. The new cases are close contacts to the first confirmed case as announced on 4 August.
“All CRAN employees who were close contacts to the first con-firmed case, were tested on Thursday, 6 August, of which three (3) new cases are as a result of the aforementioned tests” said Jochen Traut, Acting Chief Executive Officer CRAN. Traut added that all those who were tested on 6 August, were in self-isolation and, those who now tested positive are in quarantine, as per the State of Emergency COVID-19 national reguations. Traut said, “as a responsible corporate citizen, and to prevent the further spread of the pandemic, the CRAN offices were closed for face-toface business on Monday, 3 August and employees worked from home via CRAN's various virtual platforms. The CRAN offices were sanitized during the office closure to ensure the safe return to offices for CRAN's employees and stake-holders”. Further hereto, CRAN hosted public hearings on Wednesday, 29 July, and as was earlier communicated directly to stakeholders who attended this event, (the colleague who initially and first tested positive for COVID-19) did not attend the said public hearings. “However, two of the contacts (to the first confirmed CRAN employee) who were tested for COVID-19, tested positive on Thurs-day, 6 August and the two employees did attend the public hearings,” said Traut. “As was earlier communicated to those who attended the public hearings, and as those who were in attendance can confirm, CRAN adhered to all the State of Emergency regulations per-taining to COVID-19 during the hearings such as, ensuring that guests maintain social distancing, ensuring that all guests and employees wore masks and sanitized hands, temperatures were taken and a record of all those who attended the event was taken and is kept by CRAN,” said Traut. The CRAN offices will re-open for the face-to-face business (with skeletal staff) on Thursday, 13 August, and in line with the company's business continuity plan that makes provision for the rotation of staff to ensure business continuity. gantry. More recently, RGM's cranes were used on a Betterect project in Botswana, to build a workshop for a client. “We recently commissioned RGM Cranes to supply a 30ton semi-portable crane and two 10-ton single girder cranes. The smaller cranes lift items for the erection of semi-assembled or fully assembled tanks and skids in our expanded workshop area. While high-performance, the cranes also have stringent safety features, which are critical, given that they are required to lift in populated workshop areas. As the cranes are fitted with collision warning sensors, the semi-portal crane can run
on the same gantry as the 10ton crane, which obviated the need for any building modifications. The robustness and performance of RGM Cranes' equipment is of such an extremely highquality, that our uptime on lifts is maximised and we can guarantee our customers' requirements and schedules are met,” Skjoldhammer explains. RGM adheres to stringent safety compliance and adheres to the FEM (Fédération Européenne de la Manutention) rating, determined by the crane's duty cycle; the higher the FEM rating, the more highly specified the crane. A registered LEEASA (Lifting Equipment Engineering Association of South Africa) member, RGM Cranes also undertakes load testing, servicing and lifting tackle inspections for its clients, in addition to handling full cranes installation and commissioning. Qualified riggers and ropes men, boiler makers, and certified coded welders work in the company's extensive under-roof manufacturing facility. “All our work is guaranteed, and in compliance with local and international standards. Inspections and testing are conducted according to SANS 1037:2006 specifications,” Dowling says. With ECSA (Engineering Council of South Africa) accredited LMIs (Lifting Machinery Inspectors), industry guidelines are strictly followed in terms of service inspection and load
testing, and each client receives a safety manual compiled by RGM on lifting tackle inspection. Five years ago, a relationship with Turkish OEM Güralp and RGM Cranes developed, with the OEM (Original Equipment Manufacturer) appointing RGM as their sole South African agent and supplier. “While we undertake the general maintenance of Güralp's equipment, we also manufacture,” Dowling explains, and adds that the Güralp hoist is in kit form comprising the hoist, cabling and electrics - while RGM manufactures the girders and assembles the entire crane. Francois Herbst, Project Engineer at Betterect, has high praise for RGM: “The team is highly experienced in matching best-practice technology to the required application, with their robust and safe equipment, coupled with exemplary after-sales service. They are always willing to engage and to under-
stand our needs,” he says. To reduce costs, Betterect is fabricating the legs and box section of the 30-ton semiportable crane recently supplied by RGM. With a less experienced company, this arrangement could prove challenging. “RGM Cranes are, however, confident of our high fabrication standards,” Herbst observes, adding that RGM provided the manufacturing drawings and crane kit, and will commence assembly and installation thereof when due. Dowling comments: “Our enduring relationship with Betterect ensures that the industry will reap the benefits of our combined expertise, for years to come.” Skjoldhammer agrees: “Our companies have worked together for so long that we speak the same technical and operational language, with a shared business synergy and ethos which has endured for over three decades,” she concludes.

Railway carriages derail in port of Walvis Bay Floris Steenkamp Four railway carriages derailed in the port of Walvis Bay close to berth number 8 at noon yesterday. It was understood the derailment took place during shunting operations. Efforts were underway yesterday to place the carriages back on track, as neither of the four were damaged in any way.

Rugby season cancelled Rudi Bowe
The Namibia Rugby Union (NRU) has given up on its efforts to host a portion of the 2020 season and cancelled all rugby activities for the rest of the year.

NRU president, Mr Corrie Mensah said in a statement that after lengthy consultations with clubs and all relevant stakeholders, the NRU board resolved to cancel all rugby activities for the remainder of the 2020 season due to the widespread coronavirus pandemic. all rugby activities for the 2020 rugby year have been stopped for the rest of the year. This decision was taking at a board meeting in consultation with all clubs, after some of the clubs announced their withdrawal from playing league or friendly games, weeks ago. Mensah said "This
cancellation was made on the basis of an evaluation of the risk of a return to active play, taking into account the preventive measures against Covid-19 that apply in every part of the country.” "The NRU felt the safety of the players and fans was of paramount importance hence the cancellation of the season” Mensah said. “Following consul-
tation and deliberation with clubs on 6 August 2020 at the NRU premises, the president and the board were mandated to deal with current decision to play rugby under stage 4 of the Covid-19 rules, in line with the NRU constitution, in particular, paragraph 30 A (1). This was considered by the board and it was then decided to cancel all rugby activities for the
remainder of 2020 season.” Mensah added that the NRU had sent a notice for the extraordinary general meeting aimed at ironing out other critical issues and important vacancies that needs to be filled. “The scheduled meeting is set for 22 August 2020 in Windhoek” Mensah said.

Cadilu Fishing (Pty) Ltd. sponsored food parcels to the children at the Bernardo Boxing Promotions Academy. The food parcels are welcomed in these difficult times. With the worldwide impact of the Coronavirus pandemic many people are suffering food shortages. The youth is among the vulnerable who often has to go hungry or under-nourished. It is therefore important to also look after our youth, they are the future of our nation. Bernadro Boxing Promotions fullfills a very important role in the local community. It offers a safe place where they can grow through sport, away from the streets and from exploitations. Cadilu Fishing is the Bernardo Boxing Promotions Academy’s main sponsor. It has sponsored boxing equipment, clothes, sponsored boxing events and is paying for the gym facility for the youth to exercise. Erongo Regional Governor Neville Andre, a boxer himself in his younger years, at the handover said he believe Walvis Bay can produce another Harry Simon. “I would like to urge Cadilu Fishing and all other companies to never disappoint or stop supporting sport and in
this particular instance the Bernardo Boxing Academy. Your investment means a lot to our youth and makes a meaningful contribution to develop our youth, the future of our country. Andre urged the youth to balance their lives by not only working hard to achieve in sport, but to put in the same effort to their school work. The managing dirctor of Cadilu Fishing, Jose-Luis Reyero, at the event said Cadilu Fishing appreciates all the hard work that Bernado Tjaverua and his team put in for the children at the Academy. “As a company, we are happy to be part of the Academy. It is for this reason, and the impact the Covid-19 pandemic has on these children, that we decided to donate the food parcels.” Bernado Tjaverua, is the owner and trainer at Bernardo Boxing Promotions. The Academy was established in 2017 with the aim of keeping youth off the streets. Tjaverua thanked Cadilu Fishing and added his wish is for a long and fruitful future with the Company.
