Fishermen in distress Madelaine Laubscher A fire started on a boat at the Namport Syncrolift on Saturday afternoon in Walvis Bay, after workers were supposedly busy grinding on the boat. The incident occurred approximately 14:20 and after witnessing a

The driver of the private car allegedly jumped out of his car, went to the taxi and demanded for the taxi driver to get out of the taxi, but the latter refused, waiting for the traffic light to change to green. According to the source, the driver of the private car, in full rage and anger, hit the window of the taxi and broke it, and started to beat the taxi driver. The taxi driver decided a couple of minutes later to get out and defend himself. According to the eyewitness, the fight lasted for more or less 20 minutes before the police and traffic officers arrived at the scene. It was further noted that another male, who was in the car behind them, also jumped out of his car.” At first we thought he was coming to break up the fight, but he also attacked the taxi driver, without having any idea of who was wrong in the first place," the shocked source remarked. The two drivers were requested to drive their cars to the police station for questioning and statements. At the time of going to press, it could not be established if a case, or cases were opened.

Best Cheer Group workers dismissed About 62 employees of Best Cheer Stone Products Namibia, who were on suspension for the past two weeks, after the company accused them of conducting an illegal strike, were allegedly dismissed from the company last week Tuesday. According to the Namibian National Labour Organisation (NANLO) regional organiser, Thereza Hetwali, the workers have been given less than ten days to defend their case. “Last week, Lovina Plato (Best Cheer Group Human Resources Manager) asked the company for mitigation factors. The outcome came on Tuesday that they (workers) are all dismissed and have seven days to appeal,” Hetwali noted. The dismissal follows after the workers claimed unfair treatment and they also alleged that the company bus failed to pick them up at the pick-up point during September this year. The workers also demanded the company give

them an 11% increase on their salaries. They (workers) allegedly also asked the company to take safety measures seriously into consideration, as injuries on duty are increasing. Another demand from the Best Cheer Group workers is that the company should sign a recognition agreement with their union. The company previously denied claims regarding health and safety at the workplace. Plato confirmed the workers dismissal, saying “A collective disciplinary hearing was held for employees who took part in an unprotected and illegal strike on 10-15 September 2015. The company dismissed 62 employees.”

Swakopmund Mayor Nehemiah Salomon, Maria Aila Haufiku (Henties Bay) and David Ipinge (Karibib) made it onto the list of election candidates. Swapo Regional Coordinator for Erongo, Philipus Heita announced the candidates at a media conference in Swakopmund on Friday. At regional level, Mike Tjirare is being replaced by Johannes Hamutenya for the Omaruru Constituency. Benitha Imbamba replaces Asser Kapere at Arandis, while Usiel Xoagub lost his position to Melania Ndjago in Karibib. Other councillors who returned as sole candidates are Juuso Kambueshe for the Swakopmund Constituency, Hafeni Ndemula and John Nangolo for Walvis Urban and Rural, and Ehrnst Katjiku for the Daures Constituency. The Walvis Bay Town Council candidates are Tobias Nambala, Hilka Erastus, Simson Nghilumbua, Lilo Niilenge, Paulus Kauhondamwa, Saara Shailemo, Immanuel Wilfred (management chairperson),

"One life lost is one life too many” Sharlien Tjambari Thursday, 8 October marked the opening of the 5th Annual Road Safety Conference at the Seaside Hotel in Swakopmund, organised by the National Road Safety Council (NRSC).

The theme of this year's conference is "Building Momentum in Accelerating the implementation of Namibia's Decade of Action Road Safety Action Plan 2015-2020". During the opening, the Minister of Works and Transport, Mr Alpheus !Naruseb said in his keynote address that we should equally allow us that little sense of appreciation to introspect ourselves as road users. Mr !Naruseb further said "we cannot and we dare not perpetuate behavioural patterns in terms of the way we approach the using of our road infrastructure and be surprised when there is road carnage resulting from the way we use the roads." Mr !Naruseb also said he regards the conference as unique mainly due to its role in the country's quest to compact the ongoing carnage on the roads and its place on the road safety calendar and it is at the same time historical as it is the first under the new administration. According to the minister, the United Nations Member States met from 25 to 27 September 2015 for the purpose of adopting the final post 2015 agenda and successor to the Millennium Development Goals. The summit culminated in the adoption of the 17 Sustainable Development Goals (SDG), with goal three and eleven which deals with issues of good health and wellbeing as well as sustainable cities and

communities. Minister !Naruseb said goal three calls for the number of global deaths and injuries from road traffic accidents to be reduced in half by 2020, while goal eleven seeks to provide access to safe, affordable and sustainable transport systems for all, improving road safety by expanding public transport with special emphasis and attention to the needs of those in vulnerable situations by 2030. "As you are most likely again aware, Namibia was not only represented at the summit but also pledged commitment to the implementation and attainment of the SDGs, it is therefore important upon us as a sub sector to fully mobilise our efforts if we are to achieve our objectives" he added. !Naruseb further said he believes Namibia can do better and that he is convinced that Namibia needs an ambitious goal to stimulate action and innovative thinking. He quoted, "one life lost is one life too many", and called upon the NRSC to work towards translating his expectations into tangible performance indicators for the sub sector for the next five years. In the same vein he appealed "to those responsible for data collection and management to take their responsibilities seriously to enable evidence-based road safety management in our country”. The conference ended on Friday.

Youth stabbed to death in Kuisebmond Mavourlene !Gaёs Double murder send shockwaves Jaco Lorenzo Vries (23) was stabbed to death, early Sunday morning about 02:00 in Mica Street, Kuisebmond. The stabbing occurred after a fight allegedly broke out between him and the suspect inside one of the local bars in the area. Nampol's Detective Chief Inspector, Erastus Iikuyu confirmed the incident and remarked that Vries, who was accompanied by several other men, allegedly got into an argument with the suspect (name withheld, as he did not appear in court yet) who was also accompanied by several friends inside a bar. “The argument is suspected to have started in the bar and proceeded outside and eventually turned into a huge fight,” the newspaper was informed. Iikuyu noted that during the fight, the suspect (23) was stabbed by one of the deceased's friends and sustained a serious open wound on the left side of his neck. “After he was stabbed, the suspect ran from the scene. He returned after a while and stabbed the deceased from behind on the upper left side of his back, possibly in the heart and he fled the scene,” the police spokesperson said. The deceased allegedly died on the spot and the suspect was arrested on the same day. The suspect is recovering in hospital from his stab wound and is yet to appear in court.

A Windhoek teacher arrested in connection with the alleged murder of two women on Friday, was today still receiving treatment in the Katutura State Hospital after a failed suicide attempt. The suspect, a teacher at Augustineum Secondary School, was arrested after he was found attempting to commit suicide in the vicinity of the school Friday night. The Head of Media Relations at the Namibian Police Force (NamPol), Chief Inspector Kauna Shikwambi said in a media statement availed to Nampa a suicide note was found in the suspected killer's possession when he was arrested. The bodies of the two deceased women were found

in the bushes behind Elim Primary School in Khomasdal at about 15h30. The bodies of the deceased persons - Cecilia Kambuu Kuaseua, 30, and Jaqueline Kuaseua, 18 - were found in a riverbed by a passer-by who alerted the police. Jaqueline was a Grade 10 learner at Augustineum Secondary School. To this end, seven suspects were arrested between the periods of 15 September and 4 October 2015 on charges of contravention of counterfeit money and the money found in their possession amounts to N$84 000. The most common counterfeit money being circulated are N$200 notes and more notes are expected to be in circulation, countrywide. As such, the Namibian Police Force would like to warn and encourage the public and the business community specifically to diligently examine the money you receive, especially

About 500 fishermen attended a meeting, organised by the Namibia National Labour Organisation (Nanlo) and Mr Immanuel Petrus, representing Mining, Metal, Maritime and Construction, recently. The Erongo Governor, Mr Cleophas Mutjavikua, also attended the meeting, which was conducted at the Kuisebmond Community Hall. The fishermen expressed their dismay, regarding the fact that they do not have any medical aid, and according to them, they are living in shacks while individuals in management positions live in luxury. “We work out at sea, we risk our lives without medical aid and when we bring in the fish at the end of the day, we have to go back to our shacks. We are doing a dangerous job and we want better living- and working conditions. We just get poorer and 'they' just get richer. We are forced to work for 24hour periods and at times, for days without getting

any rest,” the disgruntled fishermen fumed. According to them, they have to make ends meet with salaries of around N$2 000 and even less per month. On arrival, the governor expressed his disappointment in the way the meeting was organised. Apparently he was not informed that Nanlo President, Evilastus Kaaronda, will participate in the meeting. “We must be transparent in everything we do. Did you think that if you say it is a meeting with Nanlo, I would not have come? The day you were in my office, I was very transparent with

You must follow the correct procedures and channels,” Mutjavikua advised. The governor was also not content with the media's

presence at the gathering. Mr Immanuel Petrus noted that, “what we have to say, we can say to everyone. We are not afraid, because this is our situation and this is the truth we are speaking. Even if Kaaronda is excused, it is still fine. What he knows, we know.” Mr Kaaronda

Nanlo left the meeting on request of the Governor, and he made the decision to do so in the interest of the fishermen. “This is a serious issue and solutions must be found before this volcano erupts. We are even prepared to go to prison,” Petrus remarked. He went on, noting that the negotiations, which apparently started in 2014, concerning this specific issues, were not resolved up to now. Petrus said the deadline for negotiations will be 25 October, wereafter further steps will follow. Governor Mutjavikua told the fishermen that he will inform the President about their situation and he promised that the Erongo Regional Council's office, will also discuss the matter in due course.

The ceremony was attended by the holiday town's mayor and also the Swakopmund Constituency Councillor, Mr Juuso Kambueshe. The chairman of the Namibia Chamber of Commerce and Industry (Swakopmund branch) Mr Heinrich Hafeni noted that the organising of such in event is not “a walk in the park” and payed tribute to all the role-players, who made the Expo possible. Mayor Nehemia Solomon expressed his appreciation towards the NCCI for hosting such an event in Swakopmund and noted that citizens should appreciate this type of occasions. Swapo candidates advised to prioritise land Swapo candidates for the local authority elections in the Erongo Region have been urged to work hard for the benefit of the community which they serve if they are voted into power. The 2015 Regional and Local Authority elections are scheduled for 27 November. “Our voters need land, when they go out to vote they hope you will bring about better services which include land,” Swapo regional coordinator Philipus Heita told the candidates at a media conference in Swakopmund on Friday. Heita announced a list of 31 male and 30 female candidates who will represent the party in the Regional and Local Authority elections. The coordinator described the candidates as tested and trusted cadres who have the interest of the party and that of the nation at heart. He said the candidates, especially those expected to be town councillors, should not put their interests before that of the community. “Be humble and serve the people because you are a servant. Forget about calling yourselves honourable. The voters are the honourable ones,” said Heita. The party coordinator stressed that the members who did

not make it as candidates should not feel left out as their time will come one day. “If you are not elected it is not the end of the world, let us be happy for those who made it and support them,” he said. Heita said those alleging irregularities in the regional primary elections should rest assured that the elections were free and fair. He added that the names went through the vetting process by the politburo, and as such there were no irregularities. “If you still feel some candidates do not qualify to be chosen, you are free to bring us proof so that we can look into it and rectify the situation,” he told the media conference. Erongo has six local authorities - Swakopmund, Walvis Bay, Usakos, Henties Bay, Karibib and Omaruru. Corruption remains a major cost for honest companies 34% of African businesses reported losing out on deals to corrupt competitors BERLIN, Germany, 12 October 2015 - Control Risks, the global business risk consultancy, today publishes its annual survey of business attitudes to corruption, comprising interviews with 824 companies worldwide. Corruption is still a major cost to international business. 34% of respondents from Africa reported losing out on deals to corrupt competitors. Corruption risks continue to deter investors. 30% say they have decided not to conduct business in specific countries because of the perceived risk of corruption. And corruption is killing deals. 41% of global respondents reported that the risk of corruption was the primary reason they pulled out of a deal on which they had already spent time and money – even 55% of African respondents but the picture is improving. Companies from countries with tight enforcement report

fewer losses than before from corrupt competitors. In 2006, 44% of US companies said they had lost out to corrupt competitors, compared with only 24% in 2015. These figures are echoed for Germany and the UK. 81% of respondents a g r e e t h a t i n t e rnational anti-corruption laws “improve the business environment for everyone”. However, there is still more to do. The survey shows that there are still wide v ar iatio n s in th e maturity of company programmes. In the worst case, conventional compliance approaches can increase risk because they lead to a misguided sense of complacency. Control Risks' survey reveals

companies are now more willing to challenge when faced with suspected corruption. 39% of companies s aid they would complain to a contract awarder if they felt they had lost out due to corruption (70% in South Africa), compared to just 8% of respondents in 2006. In 2006, only 6.5% of respondents said they would appeal to law-enforcement authorities, compared with 19% of global respondents in 2015, with 24% of respondents (60% in South Africa) now saying they would try to gather evidence for legal action. Companies feel that international anti-corruption legislation is improving the business environment.

Most respondents felt these laws made it easier for good companies to operate in high-risk markets (55%) and serve as a deterrent for corrupt competitors (63%). This was particularly true of companies in developing markets. 79% of Mexicans agree or strongly agree, as well as 68% of Indonesians, 64% of Brazilians and 53% of Nigerians. In the US 54% say tough laws make it easier to operate in high risk markets, while 42% disagree. However, despite these positive developments, Control Risks' survey suggests companies still need to do more. Third party risk is still relatively unrecognised. Just 58% of global respondents have procedures in place for due diligence assessments of third parties and only

43% have third-party audit rights. The survey also suggests companies are not setting the right incentives to deter corruption. Respondents cited the fear of negative consequences as the penalty used most commonly to deter corrupt behaviour. On the list of eight deterrents to corruption, in sixth place are company performance criteria that emphasise integrity (along with financial targets). Establishing parity between financial targets and anti-corruption targets is vital to ensuring compliance is embedded into companies' culture. Commenting on the survey's findings, Daniel Heal, Senior Managing Director East Africa at Control Risks, said: “Too many businesses are still losing out on good opportunities to

corrupt competitors, or choosing not to take a risk on an investment or entering a new market in the first place for fear of encountering corrupt practices. “Companies need to find a balance and do more due diligence early on in any negotiation or market entry planning, to spot the points of light in countries that may otherwise appear as no-go areas. “Another concern is an overreliance on compliance. Often when organisations have comprehensive compliance processes

in place, business leaders treat them as a safety net and don't police ruthlessly enough internally. More than half of the businesses we surveyed hadn't conducted a corruptionrelated investigation in two years. Given the size and complexity of most organisations this would suggest there is a danger of a false sense of security in compliance departments.”

Namibian student reaching for the stars Madelaine Laubscher

Theunis Phillip Alexander Engelbrecht (18) who got 6th place in the ATKV Film Fundi competition for filmmaking earlier this year, is in the process of making various films in Namibia, starring local citizens. These upcoming films will be entered into South African filming competitions in the near future. The “youngest competitor amongst the six filmmakers” spoke to us about his aspirations to film local people for upcoming competitions. "Life's a big fat gigantic stinking mess, but that is the beauty of it too,” he said. According to him he recently started with the filming project after his father passed away earlier this year. “I will be making films about subjects

that will inspire our nation. I have asked random persons about their daily lives and what they find difficult to cope with. I will be filming these documentaries in Namibia,” he remarked. The filming will take place near Outjo, Walvis Bay and Swakopmund. He is an award-winning actor and filmmaker who also took part in the wellknown annual ATKV Film Fundi and

'Tienertoneel' competitions held in South Africa. “These filming competitions include documentaries, dramas, short stories and horror films. I feel very inspired. Sometimes we make decisions in life and sometimes the decisions make us. When you are ready and you want to put an inspirational story out there, contact me so that we can film those life events.

The project is free of charge and the idea is to inspire and inspire even more. The selected films will be sent to South African competitions (with consent) to support my career in the filmmaking industry and my film studies. I hope to be one of the first Namibians citizens to study abroad in this field, and bring back the knowledge to upgrade Namibian films and modelling opportunities for Namibian students, in order for others to pursue their dreams,” he said. He recently filmed a Grade 12 learner in a

film namely "Unfriended", which, according to him, brought, tears to fellow students and teachers’ eyes. He will soon be in Walvis Bay and Swakopmund until early January next year, where he will be making another film called “Family Secrets”. It involves a local woman who is in the process of starting a strong campaign against sexual abuse. "When our dreams do not scare us, then they are not big enough. The difference starts with you," he concluded.

Private School Swakopmund Celebrates Heritage Day On Monday, 21 September, the Grade 7 groups of the Private School Swakopmund embarked on an exciting outing to celebrate heritage week by visiting the Swakopmund Museum. Mrs von Biljon of the museum gave the students a very interesting and educational journey through the museum and passed on valuable knowledge about Namibia's history. We thank the Swakopmund Museum, teachers and parents for making this visit possible for us.
